Officials continue to emphasize social instancing, but as you look at some of the beaches in california, not everyone is observing that. Many people say we need to get out, we need a break. Open up all the beaches. Let people have a little bit of fun. No work, no i mean, were just dying at home. Working hard to be smart and stay home, but at the same time, like, we need a little bit of outlet. Reporter some states are going in a very different direction. Hawaii, for example, has extended its stay at home order now until may 31st. They also have a quarantine in place of two weeks for any visitors. Officials are concerned about undoing all the progress theyve made by reopening their economy. And, of course, the key to reopening is testing. Right now the u. S. Testing 1. 52 Million People each week. Officials on the task force, including dr. Fauci, say that number really needs to double before the economy can gradually be reopened. There are also concerns about the meat supply in the u. S. There have been outbreaks of the coronavirus in several meat packing plants, people often work in close quarters, they live in close quarters, there have been major outbreaks. That state seeing its lowest number of daily fatalities recorded this month, 367 deaths. This as new york citys mayor, bill de blasio, promises hes working on a plan to reopen the city. Aisha huffny with more on that. Reporter the mayor says the city has to reopen in phases, but as to when or how that happens, he hasnt decided yet. He will be getting some help with that though today, mayor bill de blasio announcing the creation of Advisory Councils for several different sectors like Small Business and tourism. They are all tasked with building a preliminary recovery road map by june 1st. The mayor also says the city lost 7. 4 billion, and its going to need that money now from the federal government. Here he is on sunday morning futures earlier today. New york citys not whole, it will drag down the entire region, and it will hold up the entire National Economic restart. Phase one includes construction and manufacturing jobs after a two week monitoring period, phase two can be with more essential and low risk jobs. Governor cuomo asking businesses here to weigh in on that part. How essential a service does that business provide and how risky is that business. What precautions are they going to take in the workplace. What safeguards are they going to put in place. Reporter now there cannot be any openings in the state that would draw out of state crowds, and everything really has to be coordinated with other states in this north ian corridor. Meanwhile, in the north, sheriff adam fortny announcing last week his office will no longer enforce washington governor jay inslees stay at home order saying it is a, quote, violation of our constitutional righting. Hes one of two sheriffs in washington to stop enforcing the order. Dan springer just north of seattle with more on that. Dan . Reporter yeah, jon, as we start to see some states taking steps to open up their economies, frustration is building in places that still have very tight restrictions. Here in washington state, for example, thats led to some open defiance of the governors stay at home order. This county had the very first known case of coronavirus back in january, and its been a hot spot with 2300 cases and 102 deaths, but the peak for infections was four weeks ago, and the county sheriff says he will not enforce the order. In a Facebook Post the week he wrote i believe that preventing Business Owners to operate their businesses and provide for their families intrudes on our life to life, or liberty and the pursuit of happiness. For his decision intruding on our constitutional rights, i dont think you can say otherwise. They are. Now, he does have some authority in that area, absolutely. But he damn well better be right, and there better be a good reason behind it. Reporter governor jay inslee says hes being guided by science and disease modeling, but he has not given any specific benchmarks for easing restrictions. Hes being criticized for not laying out a plan while the economy is in a freefall. Hes letting boeing workers get back on the job, but Small Businesses remain shut. Our office will not be guided by irrational force that would really gamble with our health. And if we we placed that bet and lost, we would be giving up the hardwon gains already made because of the dedication to have washingtonians to this order. Reporter inslee says businesses are not protected from penalties and prosecution just because theres no local Law Enforcement to his order. Ing Franklin County commissioners passed a resolution this week that the county open for business but then rescinded after realizing the governor really does have the authority for what hes doing. This kind of tension, of course, jon, is playing out across the country as we have people worrying about the virus but also worrying about the economy and their jobs. Jon . Jon dan springer from mill creek, washington. Dan, thank you. The state of texas is moving forward with plans to rope. Last week it eased restrictions for parks, doctors offices and retail stores. Governor greg abbott is set to announce the next phase tomorrow with stay at home orders scheduled to expire on thursday. Here to talk about whats ahead, Texas Attorney general ken paxton. General paxton, you just heard in that report from dan springer, im sure that texas is going through some of the same issues washington is, theres a battle between individual rights and individual freedoms and the public safety. How do you balance that as youre trying to reopen your state . Well, i think you might have asked the hardest question you could ask me. Theres, obviously, some balancing that these to be done, but youve got two very important needs. One, health and safety and saving lives and, two, you know, allowing people to do their job and work and provide an income for their families. It is definitely a challenge every governors going to have to address differently depending on the needs of their state and the risk involved in their state. As you go through this reopening process, you are relying on texans to simply be smart about how they get out and about, is that right . Thats absolutely true. I mean, theres a lot of common sense involved in this. I mean, if youre not feeling well, go call your doctor. Dont connect with other people. Follow the hygiene and suggestions that have been put out there for months and just do things that make sense. I think texans have done that, you know, thats how we live here. So i truly believe we can handle this. Jon but there are critics who are saying that, you know, states like texas are jumping into this too early. I know that you are following the center for Disease Control guidelines. Are you confident that its not going to result in some kind of a second spike in the number of covid cases . You know, i dont think theres any perfect way to do this. I dont think anybody knows. I mean, id remember numbers being predicted that there would be 250,000 deaths in the United States. I dont think were anywhere close to that. Im really glad. I dont think anybody knows exactly how this is going to play out or exactly how to handle it. So i think our governor and our state leaders are trying to do the very best they can to balance what we were talking about when we started talking about. Theres a balance between health, safety, lyes and peoples lives and peoples a ability to take care of their families economically. Jon jon i know youre going to be relying on the National Guard to help you with some of the testing. Can you tell us how that would work . Yeah. So theyve been activated since march. The governor activated them. They have been working to prepare to go out and test people. I think that the goal is for them to test up to 3500 people a day now. Were going to need to test a whole lot more people than that to make sure we dont have, you know, another outbreak in any part of the state. So theyre doing their part. Were going to have to relie on the private sector to do more than that. Jon i know that there are unfortunate aspects that come with this whole coronavirus situation, is and one of them is that youve accused the major egg producer in texas of price gouging. Tell us whats happened there. Yeah. So i think when this whole coronavirus outbreak started, eggs were about 1 a dozen. Now theyre selling for, by this company theyre closing to three and a half times that. So in texas we have laws against price gouging. The legislature put that in place years ago related to essential item or services that are provided during a crisis or a disaster. You cannot massively increase the price. There are obviously market fluctuations, but this is more than just regular market fluctuations. Jon so you cant argue or they cant argue that they dont have people to drive the trucks, that they have to hire people or pay people extra to come out during this Coronavirus Crisis . Well, i think thats what theyre going to argue. It remains to be seen whether they can demonstrate that thats actually true. There doesnt seem to be a lack of supply of eggs. Id be shocked if theyre having to pay people three that have times what they were paying before to drive a truck. Jon yeah. And they arent alone. There are other companies that youre accusing of price gouging. Thats true. We, i think, have received at this point about 9,000 complaints. Its only a small fraction that we actually pursue. We investigate all of them. Obviously, it takes time to do that, but we investigate all of them. We only pursue a small percentage of them and only the ones that are clearly, to us, look like price gouging. Jon well, we are looking forward to hearing what Governor Abbott has to say on monday when he makes his big announcement about continuing the reopening of texas. Obviously, it is one of the countrys economic engines. It would be good if texas could get back on its feet and get back to work. I couldnt agree with you more. Tonight correspondent bryan llenas looks at whats being done to try and remedy those problems. Reporter nationwide longterm care facilities like Nursing Homes are struggling to combat covid19. We need help, specifically we need to be a higher priority for testing. We still need equipment, the masks, the gowns and the face the shields, to stop this. Reporter two months after the first major outbreak killed 35 elderly residents in a seattle area nursing home, longterm care facilities say they are still in desperate need of personal protective equipment and testing. We feel like we have been ignored. Our residents are amazing people. Whats left of the greatest generation, theyve been treated as third class citizens. Reporter more than 10,000 people, or 1 in every 5 covid19 deaths nationwide have reportly occurred in longterm care facilities in 35 states. The u. S. National guard has deployed to more than a dozen states to disinfect Nursing Homes, provide ppe and mobile testing. But in hardesthit where more than 3500 elderly residents have died, Governor Andrew Cuomo ordered an investigation by the states attorney general into Nursing Homes over concern they are not transferring residents they cant add a adequately take care of to other facilities. When a person gets transferred, then they lose a patient, they lose that revenue. I understand. But the relationship is, the contract is you have this resident, you get paid, you must provide adequate care. Reporter 73yearold jimmy dune is a resident of the long island state residents home. His wife carol is nervous because there are covid19 cases on his floor. I guess just not knowing what is actually happening over there, yes, thats very difficult. Reporter 55 people have died here at the Cobble Hill Health center, thats the most in the state. New york city is now doubling its volunteers and increasing ppe shipments to its Nursing Homes. In brooklyn, bryan llenas, fox news. Jon the Veterans Affairs department facing scrutiny after asking fema for help with masks and other medical supplies to deal with the growing number of coronavirus cases. Some critics say the departments not doing enough to protect veterans and Health Care Workers at v. A. Hospitals. Jacqui heinrich is live in new york city with more on that. Officials denied claims about any ppe shortages, but now the chief in charge of that agency is departing from that narrative not only acknowledging a shortage, but also saying that orders intended for the v. The labor departments reportedly investigating one hospitals complaint alleging employees sick with covid19 were told to keep working. On thursday Senate Democrats appealed to Vice President mike pence for help with distributing supplies, calling the federal process broken. And in response to the v. A. s calls for help, fema sent a half Million Masks telling fox news to date, fema has coordinated shipments of more than 4. 3 million various type of masks, 1. 5 million gloves and 14,000 face shields to v. A. Facilities across the country. To date, the v. A. Has more than 6800 positive cases and more than 400 deaths. More than 2,000 employees have also fallen ill and 20 employees have died. Despite this incident, the v. A. s handling of the Coronavirus Crisis has roundly been commended. Their Hospital System has so far not been overwhelmed with cases, thats in part due to early restrictions on visitation, screening and also recruitment of extra workers for their hospitals. Of jon . Im observing what i think is a second wave of this virus, the wave of depression, exhaustion and weariness on the part of the Health Care Workers. Reporter this man nose a thing or two about going to battle. He served on the front lines of Operation Desert Storm in iraq more than 30 years ago. Now a hospital chaplain, he says hes witnessing a worse conflict, the coronavirus. I feel like im much closer to death now than i was then. Reporter walker is one of several staff chaplains in new york city, the epicenter of americas war against covid19. This was the first unit to go covid. To walk in here then, it was terrifying. Reporter his video diary shows a cardiovascular wing now treating covid19 patients. Most of the patients in this icu arent able to talk. So were in a place where we have to learn everything about them from their family members. Sometimes i agree with them, sometimes i just let them look. Reporter walker says witnessing dozens of deaths has been painful, the hardest cases when the end comes too quickly. Meantime, italy yesterday marked liberation day, but the coronavirus czar here said this country is not liberated from covid19. The Prime Minister this evening announced a plan for living with the virus going forward. And between that day and june 1st life will move back towards the way it was, but for now you still need a valid reason to leave your house, and there is a warning that these restrictions can be rolled back at any moment if need be. Now in spain today, children got outside after six weeks of being cooped up at home. Everyone else will be allowed to take walks, short walks, from next weekend. In israel some shops have been allowed to reopen, but some market vendors in jerusalem were not allowed to do so, and they scuffled with police. Israel has had 15,000 cases of coronavirus in just about and just about 200 deaths. Iran, meanwhile, with 88,000 cases and 5500 deaths seems to have avoided the worst situation that it seemed to be headed for earlier. It has eased its lockdown a bit. Its ramadan, theres no congregational praying, no meetings in the mosques and no big parties in the evening, but people were seen out and about shopping. However, sales people at this market complained that sales have been down 80. And finally, south koreas largest churches reopened today. Again, social distancing, masks all required. One of the largest churches in seoul normally takes in 3,000 worshipers on a sunday. Theyve had to limit their capacity to 700. And finally, you know, south korea was one of the first countries to really get hit but then also, jon, was very aggressive with Contact Tracing and testing. Isnt that the kind of thing, though, that the stimulus package is supposed to help us avoid . It helps us ameliorate the problem, but it doesnt e limb it it eliminate it completely. Its a huge forest fire, and theres a limited apt of water. Amount of water with. So many people that need assistance has been missed, and so many people is have lost jobs because, frankly, when you put the skids on an economy, just shut it down and reopen it, a lot of jobs dont come back. Do we really can expect as many people to fly the on airplanes as they did before, to be as many mergers and acquisitions as there were going to be . I think not. And most people think not. What were going to have is a truncated v. Therell be a bounce, as the secretary says, but it wont be the same level, and it wont be for a long time. So its going to need continuing support. Jon so the secretary is saying he expects july, august and september to be pretty good. You agree with that . I think were going to see a bounce. People are going to go back to work. So far 27 Million People have filed for unemployment, and were not done. By the time were done, its probably going to be about 35 million. As we go through july and august, were going to create millions of jobs, but were not going to create 35 million. Its that simple. Come september were going to have 10, 15 Million People unemployed who feel like its permanent. Its not permanent, but itll be a struggle to get them working again. Jon well, you say that there are permanent changes coming to the economy, that companies will learn that their employees can use zoom and devices like it and dont have to fly on airplanes quite so much. For someone whos sitting at home right now maybe jobless, what do you say about the future after coronavirus . Well, think about the changes that we knew were evolving in the economy beforehand, you know . The Movement Towards Artificial Intelligence and the automation of jobs and so forth. This process has accelerated everything. So if people need to right now be focus on is my job going to come back. If i work for an airline, am i really going to get that job back . If not, use this time to start to retrain. People who are considering college in the fall, it is not necessary to go to a brick and Mortar University like the university of maryland and spend so much money. And you dont have to go to some fly by night, shady operation to get a good degree online. Harvard University Offers bachelors degrees online at a very reasonable price. Now, should you go to kalamazoo tech and get a degree in liberal arts and spend 100,000 that way, or should you stay at home with your parents maybe not as much fun as a fraternity e house and for 60,000 or so get a degree on line from Harvard University . Identify got a simple ive got a simple answer to that, lower price, better value. Those kinds of changes are going to have a riveting effect in my economy, my business, and we need to accept that. A lot of people have to think about making other plans. Jon the republicans and democrats are fighting on capitol hill over the stimulus packages that have been passed so far and whether or not they will be effective. Kevin mccarthy, the House Minority leader, is suggesting we not pass anything new until we see the results of whats been done so far. Listen. We have just passed four bills, more than 2. 7 trillion, and you combine this with what the fed e is doing, thats 7 trillion into the economy. Lets first look at the results before we want to go back and try to rework another bill. Lets look at results before we react to anything else moving forward. Jon would you agree with that assessment, peter . No. I dont agree with that assessment any more than nancy pelosi wants to throw, you know, 250 billion or whatever towards state and local governments. Theyve already gotten a considerable amount of aid and sitting back and waiting until its too late to act . We know the economys not going to completely bounce back, its going to require continuing support. Paying people not to work is not the answer because then they become reluctant to go back to work. So we have to think about beyond these four months coming up with another kind of benefit structure. My feeling is we ought to simply pay each firm for every worker it employs, say 1,000 a month for the next 18 months. Just count heads, subtract that from the payroll tax payment every month, the moneys yours, do what you need to do. Likewise, every person in america give them a stipend for the next 18 months so theyre free to spend money. Theres lots of folks who have suffered very significant income losses that simply arent getting any cash. And there are people who cant get their unemployment benefits. You try filing for Unemployment Insurance right now in the city of new york. Youll basically,ing you know, get an on hold, you make a phone call, they promise to call you back, they dont call you back. The situation in manhattan is abysmal when it comes to that. If mr. Cuomo wants to do something, he better straighten that one out. Jon yeah and that repeats itself across the country. Its very hard to get that money. So theyre asking congress to approve this restaurant the industry blueprint for recovery. This lays out details for a temporary emergency 240 billion Recovery Fund. They say it would help restaurants with rent, utilities and ongoing debt obligations and each roping expenses like sanitation reopening expenses. Finish the National Restaurant association or says the shortcomings of the Small Business Paycheck Protection Program makes it tough for restaurants to even use the loans at all. So far the programs that have been created by Congress Just dont work for the unique Business Model of the Restaurant Industry and the really unique path to recovery that were going to have in a socially distanced era. Youre looking to create Service Recovery funds that would allow the nations second largest employer to make sure that our doors can stay open when were allowed to rope. Reporter based on a recent survey, more than eight million restaurant employees have been laid off or furloughed since the beginning of the coronavirus outbreak. Two out of three restaurant employees have lost their jobs, four in ten restaurants are closed, or and 61 of operators say existing federal relief wont prevent more restaurant layoffs. We have had to furlough approximately 80 of our hourly team members, and we are keeping in contact with them and, you know, were still looking forward to the day that we do get some clarity on when our dining rooms can reopen, and that will be our first call to start bringing them back. On friday the president signed a bill replenishing funds for the Paycheck Protection Program, the Small Business administration is expected to begin processing loans again tomorrow. Treasury department putting out a statement as businesses prepare for this, saying quote we encourage all approved lenders to process loan applications previously submitted by eligible borrowers and disperse funds expeditiously. All borrowers who need these funds should work with an approved lender to apply. Several governors are upset that their states are not getting the money they need to replenish their coffers because of the coronavirus outbreak. We have seen a number of governors say they need help from congress now, not later. The latest stimulus bill did not provide money for congress sorry, provide money from congress to the states. Thats something we have heard about, but the speaker today had a message for those governors. Just calm down. We will have state and local, and we will have it in a very significant way. Its no use going on to what might have been. Now, this weekend, President Trump is denying reports he denied it a few minutes ago saying he has no plans to oust the health and Human Services secretary alex azar. There was a report that came out saturday night. We heard from white house Officials Saying they didnt think the report was true. The president tweeting moments ago that is not true and he believes secretary azar is doing a good job. No new update from the administration on the status of kim jongun. A lot of reports coming out of asia, questioning the health of the north korean leader, but the white house said saturday, that they were monitoring those reports and had no major updates. We havent seen any other updates today. Jon . Jon thank you, mark, at the white house. More states are beginning the gradual process of reopening this week. Thats giving hope to some out of work americans, but its also alarming some experts say it is still too early to let up. Steve harrigan reporting from cdc headquarters in atlanta. Jon, a few states are ahead of the rest of the country when it comes to reopening their economies, among them, georgia, tennessee, and south carolina. Theyve opened several forms of Small Business. Theyve allowed retail sales with curbside pickup, and theyve opened up restaurants with limited seating. The next week we could see as many as 31 states begin to relax the rules on their economies, and for some of those who do decide to go back to work, it is often not an easy decision. I aint crazy about wearing gloves cutting hair. I aint crazy about wearing a mask, but im going to comply with our government and do what we need to do to be operating. But its better to do this than sit at home and lose my business. One fifth of georgians are currently unemployed. Some states going in the opposite direction. Hawaii, for example, has extended its stay at home rules. This until may 31st. They have also had a two f h week quarantine twoweek quarantine in effect for visitors. Hawaii Officials Say if you come, you have to sit in a hotel for two weeks. They are worried about undoing the progress they have made with the shutdown so far. As far as testing goes, a key component of reopening the economy, the u. S. Right now testing 1. 5 to 2 Million People each week. There are real concerns too about the nations meat supply. There have been outbreaks of the coronavirus in several meat packing plants across the u. S. Several have had to shut down. So the output of pork in the u. S. Is down by one third. The people who work in Meat Processing plants often work in very close quarters, often live in very close quarters so theres been some real hot spots there. Some Industry Analysts warn there could be a meat shortage in the u. S. In the coming weeks. Jon, back to you. Jon Steve Harrigan reporting from the cdc in atlanta. Steve, thank you. New york remains the nations epicenter of the virus. That state seeing its lowest number of daily fatalities recorded this month, 367 deaths. That brings the total to more than 22,000 since the pandemic began. In a press conference earlier today, new york city mayor bill de blasio promising to work on a plan to reopen the big apple and get its people back to work. We are live from midtown manhattan with more on that. Jon, the mayor says the city has to reopen in phases, but as to when that will happen or how that will happen, he hasnt made a Decision Just yet. We will have some help, though, making those decisions. The mayor announced earlier today the creation of Advisory Councils for several different sectors, like Small Businesses and tourism. Now, they are all tasked with building a preliminary recovery road map by june 1st. The mayor also says the city lost 7. 4 billion dollars. Its going to ask for that money from the federal government, and here he is saying that on sunday morning futures earlier today. Just like the federal government bailed out the airline industry, to the tune of 58 billion dollars, bail out the largest city in the country, so we can restart and be able to be strong leaders in an economic revitalization in this country. Meantime, up state new york likely will be the first to reopen, sometime after may 15th. Heres a look at that states plan phase one to include construction and manufacturing jobs. After a twoweek monitoring period, phase two convenes with more essential low risk jobs. Governor cuomo asking businesses to weigh in on that part. How essential a service does that business provide . And how risky is that business . What precautions are they going to take in the workplace . What safeguards are they going to put in place . Now, there cannot be any openings that would draw out of state crowds, and everything has to be coordinated with other states in the region. There are some positive signs, though, jon. The rate of transmission in new york state is now at about. 8. That means 10 positive people infect about eight others. The governor says that has to stay below one. Jon . Jon thank you. The county sheriff in americas first coronavirus hot spot says his office will no longer enforce washington governors stay at home order, calling it, quote, a violation of our constitutional rights. He is one of two sheriffs in that state refusing to enforce the order. Dan springer is live in mill creek, just north of seattle with that. Dan . Yeah, the county has been a hot spot with 2300 cases and 102 deaths. Also you may remember that this county had the very first known case in the country, back in mid january. But now its been four weeks since this state hit its infection peak, and a growing number of people are calling for some easing of the governors stay at home order. While not encouraging people to break it, the county sheriff says he and his deputies will not enforce the order. In a Facebook Post this week, he wrote, i believe that preventing Business Owners to operate their businesses and provide for their families intrudes on our right to life, liberty and the pursuit of happiness. In the last four weeks as the number of new infections has been coming down, 84,000 people have filed new unemployment claims in the county. That represents over 10 of the total population. The sheriff says the governor has not laid out a specific plan for getting people back to work. The impact to people who i dont think have had a voice in this from elected officials, i want to try to give them a voice. There are people who they cant go two months without a paycheck. Meantime, commissioners in Franklin County went even further, passing a resolution that said the county is open for business. It was later rescinded, but the sheriff there also say governor inslees order is not being enforced, bringing this reaction from inslee. Law enforcement officers who i have huge respect for who thousands of them today are not going off and saying they are not going to enforce the law, they are enforcing the law. There are just two of them that i know of that want to make a political statement. Governor inslee says he is relying on science and data, but he hasnt gotten more specific, even as other states that flatten their curves after washington start to open up their economies. Jon . The Veterans Affairs department facing scrutiny after asking fema for help with masks and other medical supplies to deal with the growing number of coronavirus cases. Some critics say the department is not doing enough to protect veterans and healthcare workers at va hospitals. Jacqui heinrich is live in new york city with more on that. Jacqui . Well, jon, after the va claimed for weeks there was no shortage of ppe, the va health chief is now acknowledging the shortages and also accusing fema of diverting supplies intended for the va to the national stockpile. Richard stone, who is a former combat surgeon and Army Deputy Surgeon general, told the Washington Post the vas supply was nearly gone, writing, i had 5 Million Masks incoming that disappeared and the supply system was responding to fema. I couldnt tell you when my next deliverly was coming in delivery was coming in. But fox has been told fema doesnt have the Legal Authority to do so. We asked the va for the response and didnt address the discrepancy between stone and fema but said they are grateful from femas support. Leaving the account from stone as another question mark following weeks of conflicting accounts over shortages. Fema sent half a Million Masks to the va this week after the secretary asked for help and stone said a similar shipment arrived last week, allowing him to loosen the mask policy providing employees working with covid19 patients one mask per day. But hospitals are reportedly still preparing to deal with shortages. The Union Representing hundreds of thousands of employees says nurses have been told to prepare to reuse disinfect and also repair masks also saying they are often not given the n 95 which offer the most protection. On thursday Senate Democrats appealed to Vice President pence for help with distributing supplies calling the federal process broken. Fema tells us they have coordinated with the va supplying millions of masks and equipment. Fema tells fox news this is a whole government effort and fema appreciates their support in opening their facilities. Va has made 1400 acute and intensive Care Hospital beds available to nonveteran patients if necessary. The va has more than 6800 cases and more than 400 deaths. I believe the Chinese Communist leaders, they were aware of those facts, by mid january, made the conscious decision not to explain to the world that it was transmissible between humans, not to shut down travel, not to ask for american or other kind of International Scientific help, but to allow this virus to escape their borders because if they were going to suffer an economic contraction, they were not going to allow the world to continue to prosper and china be the only country whose economy was declining. Jon whats your assessment of chinas behavior here . I go whats indisputable which the facts cannot be questioned whatsoever. They knew it was highly contagious. They let millions of people leave the country knowing it would infect the world. Thats a fact. They hid the information on how actually infectious it was for many many weeks. That prefvented a lot of countries including the u. S. From taking adequate preparations. We didnt know the real deal until we got data from places like taiwan, south korea, italy and spain. They are responsible for the global pandemic. Thats not news. The question is, how do we do payback . I think this is really important. Everybody says lets get back at china. Okay, fine. Lets get the American Economy up and running again. That is equally, if not more important. We got to figure out how to do these things. Were in a competition here. India is allowing small local stores to reopen, except in locations hardest hit by the virus. This as the nationwide lockdown there is due to end. And in spain, children under 14 were allowed outside for the first time in six weeks. Italy will allow some businesses to reopen as soon as this week, while numerous other industries throughout the country will reopen in may. And in australias queensland state, stay at home restrictions will ease starting may 2nd. They will be reviewed after two weeks. Elsewhere around the globe, a dire warning from the World Food Program that covid19 could double the number of people suffering acute hunger to a quarter of a billion people by the end of the year. Food banks are seeing record demand and some farmers have been able to donate a part of their harvest, but in march, several Industry Groups contacted the usda pleading for help with this surplus of perishable food, and it wasnt until a month later that the agency announced last week a new aid program to buy 100 Million Dollars worth of excess produce, meat and dairy each month until october. Floridas agricultural commissioner called that too little too late. And we really were hoping that that stimulus money was going to come down from the usda quicker. We just heard friday that it was released agriculture is dealing with crisis in meat industry, with dozens of plants closing their doors due to outbreaks among their workers. There is a concern over food supply chain. If we dont have enough Food Processing workers to manage these plants then that backs up our food supply. In the shortterm that means over the next month or so, some meats may be a little harder to come by, but in the longterm, the ag industry says without more federal help, these shutdowns could force a lot of these processers and farmers out of business for good. Jon . Jon garrett tenney, garrett, thank you. For more on this, were joined by dana gunders, executive director of refed, a group that tries to reduce food waste. Dana, its so ironic that, you know, food is rotting in the fields right now because farmers cant get it to market and so many people are going hungry. Whats the best way to approach a solution to that problem . Its true. You know, even in normal times, food is the number one product going into our land fills, and about 40 of all food goes uneaten. With the pandemic, the food system has been completely upended, and, you know, with restaurants, hotels, schools all closing, its just left with nowhere for that product to go. Thats whats led to these heart breaking pictures of so many millions of pounds of perfectly good fruits and vegetables going to waste on the field and thousands of gallons of milk just being dumped. Jon yeah. And so many food banks are seeing such a rush for services because people who, you know, had a pretty good paycheck and a pretty good lifestyle all of a sudden arent able to put food on the table so the food banks are being overrun right now. Thats right. Were seeing about a 70 increase in demand at food banks. So the need is just enormous, and to have that alongside all of the food going away on farms is truly just a dichotomy we cant bear right now. [talking over each other] there are quite a few solutions. You know, people are resourceful and theyre creative and dedicated, and were seeing some really Exciting Solutions on the ground that are coming to help this. The problem is that jon right and your organization sorry. I know your organization is trying to fix some of those gaps, trying to get people who are hungry, get them the food they need. Thats right. Thats right. Because we are just seeing so much need out there and a lot of Creative Solutions that dont have the amount of funding, we have launched a Food Waste Solutions fund to try to get more of this healthy food that might otherwise go to waste into the hands of the people who need it. And so anyone who is interested in donating can go to refed. Com. Thats refed. Com. Our goal is to save 10 Million Pounds of produce in the next 90 days. But thats just a drop in the bucket of the need thats out there. And we also need to look at kind of the inflexibility of the food system today and think about how in the future were going to avoid so much food going to waste while people really need it. Some Higher Elevations, and thats going to be in up state new york, farther north into new england, those are areas where were currently seeing some snowfall. It will intensify overnight. Everything you are seeing there, the areas white, some of that gray colors, that is anywhere from snowfall. Whats really allowing us to do is work during the day, do it safely, better quality, asphalt is always better when its done during the day and has warmer temperatures than at night. So a tremendous opportunity, not impacting the traffic at all. According to state transportation officials, traffic is down 36 , and thats helping to accelerate numerous projects, including work along 70 miles of scenic highway, one in carmel, with workers Wearing Masks and keeping safe. Most of our people are by themselves in the cab in the piece of a heavy equipment. Often a lot of that work is just naturally already socially distant from each other, so it is an easy way to help keep the economy moving and still work on something important for our society and not put our people necessarily at risk. Across the country, nearly empty airports and train stations are also taking care of needed repairs, to escalators, bathrooms and railroad tracks, this window of opportunity means thousands of construction workers are able to stay on the job and in some cases tackle projects that have not been upgraded in decades. Also means once the orders are lifted and people are able to start traveling again, they will notice smoother roads and a lot of other improvements to infrastructure that will keep people safe outside their homes. The National Restaurant association predicts 5 to 7 million jobs will be lost, but says a new plan could save the industry. Christina coleman live from los angeles with more on that. Christina . Jon, the National Restaurant Association Says the existing federal Relief Programs will not prevent restaurants from having to lay off even more people and that the shortcomings of the Small Business Paycheck Protection Program makes it tough for restaurants to even use these loans at all. U. S. Restaurants are asking congress to improve a restaurant blueprint for recovery, 240 billion dollars Recovery Fund to help with rent, utilities and ongoing debt obligations and even reopening expenses, like Sanitation Equipment and inventory. Congress is very focused on the workforce, the population, public health. We appreciate those needs. We represent one out of every ten workers right now. Were looking to congress to create a food Service Recovery fund that would allow the nations seconds largest employer to make sure our doors can stay open when were lied to reopen. Allowed to reopen. It is estimated more than 8 million restaurant employees have been laid off or furloughed since the beginning of march. A tough situation for a lot of people and their families. Jon .
