The death toll exceeds 1700 nationwide. We have Fox Team Coverage on the Coronavirus Crisis here at home and abroad, but we begin with Steve Harrigan in atlanta, outside the cdc headquarters. Steve . Jon, its only a potential quarantine quarantine right now but President Trump speculating on putting it in place, for new york, new jersey and parts of connecticut. He said it could go into effect as soon as today. Heres the president. Some people would like to see new york quarantined because its a hot spot. New york, new jersey, maybe one or two other places. Certain parts of connecticut quarantined. Im thinking about that right now. We might not have to do it, but theres a possibility that sometime today we will do a quarantine, shortterm, two weeks on new york. When asked about a potential quarantine of new york, Governor Cuomo expressed surprise, even bafflement. Heres the governor. I dont even know what that what that means. I dont know how that could be legally enforceable. And from a medical point of view, i dont know what you would be accomplishing. But i can tell you, i dont even like the sound of it, not even understanding what it is, i dont like the sound of it. The numbers in the u. S. Continue to go up steadily, more than 115,000 positive cases now. Thats up more than 10,000 since the morning. One number to keep an eye on, new jersey had just 3,000 cases as of this morning. Now more than 11,000. That means the cases in new jersey, positive cases of the virus have more than tripled in just one day. Some good news on the horizon, abbott labs saying it will produce 50,000 units of a tester for the virus. That test can be carried out in under 15 minutes so that could change things dramatically on the ground. Jon, back to you. Jon Steve Harrigan from the cdc in atlanta, thank you. President trump traveling to norfolk, virginia to deliver remarks near the u. S. Naval ship comfort before it heads to new york to aid in the Coronavirus Relief effort. This comes one day after he signed into law the largest stimulus package in american history. Mark meredith is at the white house now with the latest. Mark . Jon, the white house has not laid out exactly how this potential quarantine that steve was just talking about would work. The administration has long pushed back against this idea that there could be some sort of National Lockdown. There were some rumors on social media a couple of days ago. The administration had made it clear that wasnt something they were thinking about, but as we heard from the president earlier today, it appears some sort of limited order may be in the works. This is what the president had to say also in norfolk earlier today. Because it is such a hot area of new york, new jersey, and connecticut, well be announcing that one way or the other, fairly soon. This does not apply to people such as truckers from outside the new york area, who are making deliveries or simply transiting through. It wont affect trade in any way. There are still some questions, though, left unanswered. The president you can see there in norfolk along with the secretary of defense esper, that ship right there will be heading to new york, a massive hospital ship. It should arrive on monday. It is expected to begin treating patients, though, on tuesday. People with the virus will not be on ship. The ship will be used for people having operations and other things other than that. By serving these emergency patients away from the hospital, beds will be open up all over the city for those who are infected. New york of course not the only state dealing with the white house has approved disaster declarations for several states as they deal with the outbreak. The president also speaking several times with different governors in the last few days. Today we heard from michigans governor on tweeted. She tweeted quote had a good call with the Vice President this morning, well keep working around the clock with fema and the white house to get more personal protective equipment we need to keep michigan people safe. Meantime, jon, as you mentioned, the 2 trillion dollars stimulus package that Congress Approved earlier this week, the president has now signed this. This is going to cover a wide variety of issues, the administration is worried about, not only income for personal americans that have been impacted by this, but also industries, like the airlines, hotels that have lost so much money in the last couple of days. A lot still being worked out. It is possible another stimulus could be reviewed by congress. Although, jon, it is unclear when that may happen. Jon . President trump invoking the defense production act to compel General Motors to recalibrate some auto plants in order to build lifesaving ventilators which are in short supply. The president tapping white house trade and Manufacturing Policy director Peter Navarro to coordinate the effort. We are live at the pentagon with more on that. Lucas . Jon, before leaving for norfolk, President Trump threatened to invoke the defense production act again. I would say we will use it again, maybe once or twice. We have a couple little problems, and well use it where we have to, but overall i tell you the private, Free Enterprise system is at work like nobody has seen in a long time. We are looking at two companies that havent lived up to what they said. I would say they are in a 1 group. Leading the u. S. Militarys response against the virus, head of u. S. Northern command. He calling it is a wartime operation. Hes say medical specialists will soon deploy from jacksonville, florida not clear where they will go. Defense secretary esper described the militarys response. For several weeks the department of defense has been surging personnel, capabilities and equipment to help slow the spread of the virus. Thousands of National Guard troops are mobilized across the country, conducting a variety of essential tasks ranging from planning to logistics to medical support. The army corps of engineers has transformed a center on manhattans west side to a makeshift hospital nearly 3,000 beds making it one of the largest hospitals in the country right now. The commanding general says he will convert a large Convention Center in chicago as well by the end of next month at a cost of 75 million dollars. He is also looking at places in new orleans where covid deaths continue to rise. We have never done a pandemic capability. We dont have on the shelf designs of how to modify hotels into, you know, covid centers. President trump has given his defense secretary the permission to bring back former army medics to battle the virus. Jon . Jon thank you, lucas. The u. S. Navy hospital ship is on its way to new york city to help ease the burden on area hospitals overwhelmed with coronavirus patients. This as President Trump approves additional emergency facilities in the new york metro area, where the majority of those cases are recorded. Jacqui heinrich is tracking all of this for us from new york city. Jacqui . Jon, since yesterday, 209 more coronavirus deaths bringing the total in this state to 728. There are 52,000 confirmed infections right now in new york. There are 1700 people in the icu and 7300 people in hospitals. New york Governor Cuomo is shutting down the suggestion that a stockpile of ventilators isnt necessary, saying if we wait until that peak hits, it will be too late. Do everything you can to get ready now. Theres an old expression, you go to war with what you have, not with what you need, which is true. When the bell goes off, and you have to go to war, you deal with what you have, because its too late to do the preparation. Hospitals are straining to meet current needs, reporting units are full. Outside elmhurst hospital in queens, there are long lines of people. It is the same hospital that used refrigeration truck this week to hold bodies. Doctors are also falling ill, and hospitals are beginning to transfer patients because of the case load. And while the state says they have purchased enough protective equipment for the needs of healthcare workers right now, theres not enough longterm, and doctors and nurses say because of the shortage, theyre operating under crisis guidelines, from the cdc. Like a war zone, a medical war zone. There are moments where you feel [inaudible]. Part of it is the amount of work you are doing. President trump approved Governor Cuomos request for four more temporary Field Hospitals bringing the total to eight, plus the Navy Ship Comfort heading to new york harbor. Each facility will hold a thousand patients. The first Field Hospital wont be opening till monday. The governor did announce some encouraging news, saying that the rate of folks heading into the icu dropped since yesterday, although he did give the caveat that he wouldnt put too much stock in that number. Naval hospital ship mercy now at the port of los angeles to handle patients who need treatment for conditions other than covid19 today. The hospital ship will provide care for hundreds while freeing up beds on shore for covid19 patients. This as officials throughout california continue to warn that a surge of cases is likely to come. Christina coleman live from the port of los angeles with that. Christina . Well, jon, right now, local and state officials are expecting an onslaught of coronavirus cases. We learned moments ago that there have been 344 new cases reported here in l. A. County, just since yesterday, which is why local officials are grateful to have the Navy Hospital docked here right now. L. A. Mayor Eric Garcetti says he anticipates seeing the number of coronavirus cases surge in los angeles, to the numbers were seeing in new york city in next week or so. Also california is one of the hardesthit states for the virus. L. A. County is the most populated county in the nation, and its coronavirus cases have more than tripled since last week. Theres been 32 covid19 deaths and more than 1800 cases in l. A. County alone. And even with the addition of the mercy, california Officials Say they are not slowing down their preparations. We are in the process now of having secured roughly 4,000 beds of some type to prepare for the surge, which we believe will start taking shape in next week or two, based upon our modelling. We havent been waiting. We have been preparing. Patients who do not have coronavirus will be treated on the mercy, and that will free up landbased hospitals to respond to covid19. The ship will offer a full spectrum of medical services from Critical Care to general surgeries, and more than 11,000 personnel or 1100 personnel will be on board, and at full capacity, the mercy is the largest hospital in los angeles. This will really be the first time that they have been used in the United States, but particularly in these areas that are dealing with the crisis like new york and los angeles, that they will see these ships and get a sense of comfort that the nation is very prepared and able to respond in crises like this. And the Navy Hospital can be in Service Today, and were keeping an eye out for any arriving passengers. Jon . Jon all right, Christina Coleman in los angeles, thank you. Meanwhile, italy is reeling from the coronavirus ic. The country reported 889 deaths today, just one day after recording its highest daily death toll since the crisis began. Amy kellogg has that from florence, italy. The numbers here have not been good at all. We had our highest daily death toll yesterday at 919 people, with slightly less today. The numbers of new infections percentage wise slightly down, but we are still far from being out of hot water. 20 of covid19 deaths worldwide have been in lombardi which is the Northern Region of italy. It is just not clear when restrictions on life will be loosened because italy knows the rest of the world is watching to see how what we do, what sort of effect it has, plays out. Pope francis in an empty rainy st. Peters square implored god to help last night. He said we are all in the same boat together. There are six cases of coronavirus in the vatican. Someone who lives in the popes residence tested positive. So 170 tests were carried, all came back negative according to the vatican spokesesman. Russia sent in teams from the ministry of defense to help disinfect and treat people. Some have questioned why the Russian Military has to be here. Civil defense in italy which is coordinating the response to the covid crisis said they are extremely grateful for russias help. Germany continues to take patients italian hospitals cant cope with. Another issue during this time of quarantine has been caring for the homeless who not only have nowhere to go and no passersby to feed them but are extremely exposed, much like the doctors and nurses who are on the front lines. Over 40 doctors have died from coronavirus. And thousands of healthcare workers have been infected. The pope has prayed for them and all the Unsung Heroes, such as those who work in the hospitals cleaning up day and night. Some of them for less than a thousand dollars a month. A lot of doctors, jon, are complaining that they are not getting the protection that they need out there on the front lines in terms of the more protective masks and other things. There have been appeals, and there have been people stepping forward to help with supplies and with new doctors and nurses coming our way. But the bottom line is it continues to be a tremendous struggle, and one newspaper wrote these doctors are tired of being called heroes. They need to feel defended. Jon . Airports around the world are shut down and flights cancelled over coronavirus lockdowns and quarantines. The number of confirmed cases worldwide now surpasses 652,000. Ryan chilcote has more from london. Spain is second only to italy when it comes to deaths from the coronavirus, and it just saw its deadliest day yet, where are than 800 fatalities, 8,000 reported infections in just the last 24 hours. There are now at least 72,000 reported cases in spain, a country with a population 1 7 of the United States. Nearly 5700 people have been killed by the virus. Spain is about two weeks into a National Lockdown and still the numbers keep rising. Experts say spains medical system is now in serious jeopardy. More and more medical workers, ambulance drivers, nurses, doctors, are all getting sick, and they are leaving behind a vacuum when it comes to treatment. Meanwhile, weve seen a huge spike in the number of victims here in the u. K. The u. K. Also just saw a deadly day with more than 259 new deaths in the last 24 hours, bringing the total to over 1,000. The head of the Healthcare System here just said the u. K. Will have done well if less than 20,000 people die before this is over. In other words, less than 20,000 deaths would be a success. The whole of the u. K. , myself included, are in lockdown, and that will continue until at least easter monday. Yesterday you may recall Prime Minister Boris Johnson became the first world leader to report he has tested positive. Meanwhile, in germany, where 325 people have died of the virus, chancellor merkels chief of staff says germany wont ease its restrictions on movement until at least the 20th of april. Germany is not the first european country to extend their lockdown. Finally we go to china where the pandemic began in december, and people are now back on the streets again. A plane from china just landed in spain carrying a cargo of some 4 million face masks, as new cases in china dry up, beijing has gone on a pr offensive, jon, providing those medical supplies, trying to win hearts and minds in europe, and i can tell you that those face masks are very welcome. In detroit, two officers have died from coronavirus, and at least 39 tested positive including the police chief. In los angeles, at least 15 employees of the citys Police Department tested positive, and in chicago, at least 21 officers are infected. A shortage of personal protective gear is hitting hospitals nationwide leaving healthcare workers in desperate need of items like face masks. Officials in colorado are now working with at least two companies to make face shields that will protect those working on the front lines. Alicia acuna is live in denver with more. Alicia . Hi, jon. This is part of a call to action by colorados governor. He created an economic and Innovation Task force in response to covid19. Genesis plastics technologies is one of the companies thats been recruited. Another example of folks helping out, when the call went out that hospitals were in need, colorado people showed up at a field with the broncos play to drop off donations of sanitizer, bleach, masks and gloves. In tennessee seamstresses are putting their talents to sew surgical masks, wanting to provide 1,000 masks to anyone who needs them. Jon thank you, alicia. President trump says he is considering putting some parts of the hardesthit states under a 14day quarantine, amid fears that new coronavirus hot spots are emerging. This all comes as the World Health Organization is under the microscope for not acting faster when the first cases were reported in china. Dr. Dan field is chief medical officer at md staffers. He joins us now. Was there a lag, do you think, in reporting these the seriousness of this Virus Outbreak when it originated in china, dr. Field . I think there was a situation. It is hard to know who was responsible when the first reports were coming out. There was misinformation. I dont know that it was willful. I dont know when they will know that. Im kind of focused on moving forward and not looking back at that part of it. Jon right. So lets look forward or lets look at where we are now. I mean, in the new york city area, the streets are empty. Times square, when i came across it today was desserted. People are taking seriously the order to stay home and stay out of crowds. Will that be enough to be effective . Well, its very important baseline i think that we have a whole new set of behaviors that we really need to adopt, and as our society adapts to the current situation, we may be sending some people out to work who work in solitary professions, like gardeners and truck drivers, and the rest of us will have to remain in homes or more secluded situations, in order to keep the curve flatter than it is right now. Jon do you see any bright spots on the horizon . Is there any good news coming out of this pandemic, in your view . Well, i do see good news. I think that americans have really risen to the challenge. I havent heard a lot of grumbling. I know that my colleagues in their hospitals have kind of taken a batten down the hatches, lets clear the decks for action attitude. So here in the sacramento area, there hasnt been there has been an up tick in the number of cases, but it hasnt reached the level that were seeing in los angeles, louisiana, new orleans of course, new york. My company, for instance, is doing its best to match doctors who have some excess capacity with places hospitals and clinics that need their help, particularly in telemedicine, were getting a flood of calls. Were working 24 7 to try to match those doctors with those necessary slots. Jon the doomsday predictions that, you know, everybody was hearing when this crisis really first started building in this country, do we know yet whether those are accurate . We dont know right now. Were still a week or two away from getting the feel. If you look at the curve of the infection rate, were still on an exponential rise, and were growing faster than anywhere else in the world, unfortunately. Our daily case load is reaching up as high as [inaudible]. Just two days ago, it was less than half that at 8,000. Were in a dangerous territory, but i think theres reason to be optimistic that many parts of our country have heard the message and are practicing social distancing. We of course in our business are sending anybody who doesnt need to be in the office home, and were spreading out the workforce to minimize the risk of infection. Everybodys being more careful about sneezing, coughing. I think that we could wear masks to prevent the transmission. Remember, heres the truth, that for every person who has tested positive, there are at least eight to ten asymptomatic people, people who dont even know they have it Walking Around with the infection. So maybe more masks wearing when we have the masks available will be helpful. But there is reason to be optimistic that were not were not going to see our country crushed by this. Jon but it is also true that you dont want, you know, people who happen to have access to m95 masks, you dont want them walking to the Grocery Store using that mask. Those should be reserved for medical personnel in hospitals; right . Absolutely. Right now, they do need to be reserved there, but when we move from a position of scarcity to one of surplus, which we probably will in the next several days or weeks, then we might see everybody spreading the masks around to further reduce transmission, and since you mentioned kind of hit upon hoarding. I really want to speak out against hydroxychloroquine hoarding that i dont know that thats an issue elsewhere. I know that none of my colleagues are hoarding this medicine. I personally am not, and i think it would be terrible. I also dont think theres any strong evidence that it is doing the job that were hoping in eliminating this virus. Jon dr. Jon President Trump signing the massive coronavirus Economic Relief package after bipartisan approval from congress. Im jon scott. This is a special edition of the fox report. Its the bottom of the hour if you are just joining us. The 2 trillion dollars package is aimed at softening the economic blow that covid19 outbreak is having on the u. S. Economy. Garrett tenney takes a closer look at whats included this relief package is the most expensive in u. S. History, but it aims to help Small Businesses, corporations and families during this challenging time. Most americans will start to see some of that help in the next few weeks, in the form of direct payments, 1200 for adult or 2400 for married couples with an additional 500 per child as long as you make less than 150,000 a year. Personal businesses, the bill provides 10 billion dollars for grants to cover operating costs, and 350 billion in loans to help Companies Keep and pay their employees through the end of june. A lot of those funds wont need to be paid back unlike the 500 billion dollars set aside to help bigger businesses such as the airlines, which will get 58 billion dollars to stay open. Those funds cant be used to buy back stock or give executives a pay raise, though. State and local governments will get 150 billion dollars and the Healthcare System will get another 150 billion. All together the bills price tag is equal to half of the entire annual federal budget. But last night House Minority leader mccarthy defended the action. 3. 2 million americans went and applied for unemployment. That is larger than the great depression. Its six times larger than the financial crisis. Look, the virus is here. We didnt ask for it. We dont choose it. But with this piece of legislation, it keeps people employed. This is the third bill congress has passed in response to the coronavirus. But if this outbreak continues to grow, it is entirely possible we could see additional legislation coming from capitol hill. Jon . Jon garrett ten ne reporting there. Garrett tenney reporting there, thank you. With more on the passage and signing of the stimulus package, lets bring in congressional reporter for politico. Lets talk, andrew, about the Political Climate on capitol hill right now. They got this bill out of congress and on to the president s desk in near record time. Is the time of politicizing, is that sort of behind us . Are both parties willing to work together, at least for now . Well, you are right, jon. This was a record pace for the senate and for the house of course in putting this 2 trillion dollars behemoth piece of legislation together. Obviously there were many hours, marathon talks, back room negotiations. There were no hearings for this legislation obviously because lawmakers on both sides of the aisle recognize that there was a sense of urgency that that they had to get this passed as soon as possible. Kevin mccarthy was just mentioning of course the unemployment claims we saw from this week. Every single day big corporations and Small Businesses alike are making decisions about whether to furlough, to lay off workers, so it was time was really of the essence here. I think thats what ended up bringing lawmakers together and causing them to sort of shed their ideological leanings in crafting this legislation. Jon at the same time, powerful though the u. S. Government is, it cannot prop up the entire u. S. Economy for an extended period of time, can it . Well, thats right. Something lawmakers have to consider now is whether and when they want to craft a phase four package. Yesterday Speaker Pelosi officially tasked her Committee Leaders with coming to her with ideas for a potential phase four package that the house and the senate could possibly consider, as soon as next month. Of course lawmakers are on recess right now for the next few weeks. They are not supposed to come back till after easter, and its not clear at this point whether they will be able to. Of course so many rank and file lawmakers are concerned about flying back to washington, in this sort of environment, and as senator rubio told me this past week, the senate in particular is one day, one diagnosis away from potentially knocking out a huge chunk of the senate, and that sort of would paralyze the body and make them not able to act on a potential phase four legislation. The second concern of course, jon, is, you know, the implementation of phase three. This is a massive 2 trillion dollars piece of legislation, and its unclear when the American Economy will start to see the effects of this, so lawmakers dont want to act too quickly, so to potentially step on the momentum. Jon the president has talked about the fact this is a little over a 2 trillion dollars bill, but it could be much bigger than that. Can you explain how it would triple in size . Right. So, you know, in the phase four package, it could potentially expand Unemployment Insurance even further. Right now it is about four months, it gives workers. They could extend that through to the end of the year, one idea lawmakers are talking about right now. The second thing they could do is to expand it to certain other industries in terms of the bailout money. Of course airlines and other Hospitality Industries are going to get a significant chunk of help from the phase three legislation. Depending on how this virus sort of evolves, over the next few months, lawmakers may want to sort of craft an even larger package to rescue Certain Industries, and of course there are probably Certain Industries out there that we dont know yet might need help in the future. Jon is there language in the bill that promotes the idea that businesses try to keep employees on their payroll and not fire them, not lay them off, not basically send them out into the streets and on to the government there actually is in the legislation, jon. The Small Business loan provision allows for the loan to be forgiven if those Small Businesses use the money to keep to maintain their payroll, to keep paying their employees, and for other essential benefits including, you know, paying their rent and making sure their operating costs are staying up to speed. Those loans can be forgiven over time for the Small Businesses in particular, to ensure that those workers wont have to go on Unemployment Benefits for a significant amount of time. Jon so both parties worked together to get this done. How long can that mood remain on capitol hill, andrew . I mean, it is tough to say. At this point, you know, they got this done in record pace. They went from 0 dollars to 2 trillion dollars in a matter of ten days. It all depends on whether lawmakers can actually come back to d. C. In a few weeks and get this done. Of course about half a dozen lawmakers have already tested positive for the virus. Several others are still in quarantine. And its probably difficult for them to surmise that at this point. Lets bring in a fox news contributor, also executive Vice President and chair of the programming business and finance at Kings College in new york city. Thanks for being with us this evening. The president , you know, says this is the biggest stimulus bill ever, in u. S. History. Some say its too big. Others say not big enough. Where do you fall on that . Well, i think the bigger risk here, jon, is a bill thats too small. We are in a very serious situation with the economy, and remember, the key is to try to prevent businesses from bankruptcy. Its to try to keep individuals able to pay their bills, not default on their loans. So right now the bigger risk would be going too small. I think its good that its a big bill. Theres obviously going to be some spending in there that doesnt have as much effect as other spending, but its getting money to individuals. It is getting money to Small Businesses. Thats really important right now. Thats what keeps the economy from diving as deep as it might dive. Jon lets take look at the phaseouts here. The government will be writing checks to people who have filed tax returns, and if they make less than 75,000, up to 75,000, that 1200 payment for individuals, you know, goes to each of those people. Between 75,000 and 99,000, thats when the phaseout begins and above 99,000, the individual payment phases out all together, and then you can double those numbers for couples. A lot of people are going to be saying, hey, you know, i make 76,000 a year, and all of a sudden my payment gets reduced, or i make 100,000 a year, and my payment gets reduced, thats not fair. How do you answer that . Well, it is inevitable thats going to happen. If you wanted to take all the time you needed to make sure the money went to exactly where it needs to go, that would take a long time and it would defeat the purpose of trying to get money into the economy. The point of this, the point is trying to get money to people who are hurting, who are cash crunch right now to make sure they can pay their bills. You have to do it quickly because we have 3 Million People making unemployment claims this week. Businesses are closed. If it takes us two months to get this money out the door, we have missed the window to prevent the bad kind of consequences that were looking at here. So in some ways, it is a balancing act between getting it exactly right and getting it done fast enough to have the effect that we need it to have. Jon a couple of quick examples. A married couple making less than 150,000 with two children gets 3400. Married couple making less than 150,000 with two kids gets 3900. This as the fda grants emergency approval for a new test that can be done in about 15 minutes or less. Meanwhile, the number of infections continues to surge nationwide. Confirmed cases now top 115,000, more than 1800 people have died. We have Fox Team Coverage on the latest domestic and international response, but we begin with Steve Harrigan reporting live from the cdc in atlanta. Steve . Jon, if this goes into place, this would certainly be a dramatic up tick in enforcement to try to slow the spread of the virus. President trump saying today he was considering putting in an enforceable quarantine, for new york, new jersey and parts of connecticut, and that it could go into place as soon as today. Heres the president some people would like to see new york quarantined because its a hot spot, new york, new jersey, maybe one or two other places, certain parts of connecticut, quarantined. Im thinking about that right now. We might not have to do it, but theres a possibility that sometime today we will do a quarantine, shortterm, two weeks on new york. When asked about a potential quarantine of his state, Governor Cuomo of new york expressed bafflement and clearly his displeasure with the idea. I dont even know what that what that means. I dont know how that could be legally enforceable. And from a medical point of view, i dont know what you would be accomplishing. But i can tell you, i dont even like the sound of it. Not even understanding what it is, i dont like the sound of it. Meantime, jon, we continue to see dramatic improvements in testing. Just two weeks ago, it was several days wait for a lab to get back with the test results, whether or not you are positive for the virus. One week ago it was a 45 minute test and now abbott lab saying they have developed a 15 minute test. It is a portable item, about 6 pounds, the size of a toaster. They say they will begin turning these out, 50,000 units a day as early as next week. Back to you. Jon Steve Harrigan in atlanta, thank you. The hospital ship comfort is on its way to new york city. Because its such a hot area of new york, new jersey, and connecticut, well be announcing that one way or the other fairly soon. This does not apply to people such as truckers from outside the new york area who are making deliveries or simply transiting through. It wont affect trade in any way. Trade is certainly something the president has on his mind. The administration has long pushed back against the idea of any sort of National Lockdown or national quarantine. There were some rumors spreading online social media they say thats not the case. This is a map where shows the president has declared disaster declarations accepting governors requests, washington, california, texas, louisiana, florida. The president has spoken with several governors the last few days. Today as the president traveled to norfolk, with the secretary of defense. He was there to see the u. S. Hospital ship comfort deploy. It will be based in new york for the time being as officials there deal with the outbreak. The ships crew wont be treating covid19 patients directly. The people with the virus wont be on the ship. The ship will be used for people having operations and other things other than that. By serving these emergency patients, away from the hospital, beds will be opened up all over the city for those who are infected. On friday, we saw the president approve a massive stimulus package to provide financial relief. The 2 trillion dollars bill includes a number provision helping individuals and businesses. Some lawmakers have suggested it may not be enough. They may have do an additional stimulus package. It all depends on where things go in the next several days, weeks, months ahead. Jon . You should know, mr. President , the United States military is all in on this national emergency. The army corps of engineers has transformed a center in manhattan into a makeshift hospital with nearly 3,000 beds, making it one of the largest hospitals in the country right now. The commanding general says he will convert another large Convention Center in chicago to accommodate the same number of patients by the end of next month at a cost of 75 million dollars. Also look at other places across the country, like new orleans, where covid deaths continue the rise. 114 facilities, 81 of those assessments, these are assessments are complete. We continue to do probably 15 or 20 a day. I would think that the 114 is going to keep going up by 20 or 30 every single day. We have never done a pandemic capability. We dont have on the shelf designs of how to modify hotels into, you know, covid centers. President trump has authorized his defense secretary to ask for volunteers from former army medics to come back to battle the coronavirus. Jon . Jon Lucas Tomlinson at the pentagon, thank you. New york remains the nations epicenter for the coronaVirus Outbreak. In an effort to help the extremely overwhelmed healthcare workers there, the president has approved the development of four new emergency medical facilities. This as officials predict the peak in the number of cases in the nations most populist city is still two weeks away. Jacqui heinrich is in new york city with more. Jacqui . Jon, Governor Andrew Cuomo says a ventilator stockpile is necessary, pointing to the climbing rate of infections. The peak of all this could be as long as three weeks from now. And at this point, there are already 52,000 confirmed cases. Also, covid19 patients typically need ventilator support for between 11 and 21 days. That is far more than the average three or four days for other illnesses. He says that the equipment that exists wont be easy to turn around, and the state needs to get out ahead of this shortage before the peak happens. We have been behind this virus from day one. We have been in a reactive posture from day one, with this virus. Were waiting to see what the virus does, and then we respond. The virus makes another move, and then we respond. No. You dont win on defense. You win on offense. Hospitals are also straining with units full and doctors falling ill. Outside elmhurst hospital in queens long lines of people, the same hospital that used a refrigeration truck this week to hold bodies. Hospitals are beginning to transfer Covid Patients because of the enormous case load. The state says theres enough protective equipment for the current need right now. Today the United Nations sent new york 250,000 masks. But hospital workers are still rationing supplies because of cdc crisis guidelines. I need eye wear. I need face masks. I need as many as you can get and it doesnt matter the quality. Looking at full capacity, the administrators behind us, it is a pandemic. Since yesterday, 209 more coronavirus deaths in this state, bringing the total to 728. There are 7300 people currently in the hospital and 1700 in the icu. Today the nypd announced the third coronavirus death within the department. Detective dixon worked in harlem, 48 years old. 4,000 nypd officers are out sick, and 500 members of the force have tested positive for covid19. President trump approved four more temporary Field Hospitals bringing the total to eight in the state, plus the navy ship u. S. Comfort headed to new york harbor, but the first center wont open till monday. There is some hopeful news. The state is testing the medication President Trump was seeing some encouraging statistics about, that combination of hydrochloroquine and azithromycin, the state says they are using it on a large scale basis and hoping to get results from those tests soon. And just like the usns comfort, personnel on this ship will also treat people with conditions unrelated to coronavirus, to try to take the pressure off landbased hospitals. Well, this Navy Hospital can be in Service Today and at full capacity, it is the largest hospital now in los angeles, something local Officials Say they are very grateful for. They say it will be a big help. Theres been 344 new cases of coronavirus in l. A. County, just since yesterday. L. A. Mayor Eric Garcetti says he anticipates seeing the number of coronavirus cases surge in los angeles, to the numbers were seeing in new york city, in just a matter of days. Also california is one of the hardesthit states for the virus, and l. A. County is the most populated county in the nation, and its coronavirus cases have tripled since last week. Theres been 32 covid19 deaths and more than 1800 cases in l. A. County alone. Even with the addition of the usns mercy, california Officials Say they are not slowing down their preparations. We are in the process now of having secured roughly 4,000 beds of some type to prepare for the surge which we believe will start taking shape in the next week or two, based upon our modelling. We havent been waiting. We have been preparing. Patients who do not have coronavirus will be treated on the mercy. And that will free up landbased hospitals to respond to covid19. This Navy Hospital has 1,000 beds, and the ship will offer a full spectrum of medical services from Critical Care to general surgeries and more than 1100 personnel will be on board. Again, this Navy Hospital can be in service as of today. And we are keepi ining an eye o for any arriving patients. Jon . Jon thank you. The number of coronavirus deaths in italy hits a staggering number, now surpassing 10,000, as the Prime Minister there says the eu cannot afford any missteps in its response to the pandemic. Amy kellogg is there with more. The numbers here have not been good at all. We had our highest daily death toll yesterday, at 919 people. Slightly less today. The numbers of new infections are percentage wise slightly down, but we are still far from being out of hot water. 20 of covid19 deaths worldwide have been in lombardi, which is the Northern Region of italy, and it is just not clear when restrictions on life will be loosened because italy knows the rest of the world is watching to see how what we do, what sort of effect it has plays out. Pope francis in an empty rainy st. Peters square implored god to help last night. He said we are all in the same boat together. There are six cases of coronavirus in the vatican. Someone who lives in the popes residence tested positive, so 170 tests were carried out, all came back negative according to to the vatican spokesman. Russia has sent in teams from the ministry of defense to help disinfect and treat people. Some have questioned why the Russian Military has to be here. Civil defense in italy which is coordinating the response to the covid crisis said that they are extremely grateful for russias help. Germany continues to take patients italian hospitals cant cope with. Another issue is caring for the homeless who not only have nowhere to go and no passersby to feed them but are extremely exposed, much like the doctors and nurses who are on the front lines. Over 40 doctors have died from coronavirus, and thousands of healthcare workers have been infected. The pope has prayed for them and all the Unsung Heroes such as those who work in the hospitals cleaning up day and night, some of them for less than a thousand dollars a month. A lot of doctors, jon, are complaining that they are not getting the protection that they need out there on the front lines, in terms of the more protective masks and other things. There have been appeals, and there have been people stepping forward to help with supplies and with new doctors and nurses coming our way, but the bottom line is it continues to be a tremendous struggle, and one newspaper wrote these doctors are tired of being called heroes. Spain is second only to italy when it comes to deaths from the coronavirus, and it just saw its deadliest day yet, more than 800 fatalities, 8,000 reported infections in just the last 24 hours. There are now at least 72,000 reported cases in spain, a country with a population 1 7 of the United States. Nearly 5700 people have been killed by the virus. Keep in mind, spain is about two weeks into a National Lockdown, and still the numbers keep rising. Experts say spains medical system is now in serious jeopardy. More and more medical workers, ambulance drivers, nurses, doctors, are all getting sick, and they are leaving behind a vacuum when it comes to treatment. Meanwhile, weve seen a huge spike in the number of victims here in the u. K. The u. K. Also just saw its deadliest day with more than 259 new deaths in the last 24 hours, bringing the total to over 1,000. The head of the Healthcare System here just said the u. K. Will have done well if less than 20,000 people die before this is over. In other words, less than 20,000 deaths would be a success. The whole of the u. K. , myself included, are in lockdown, and that will continue until at least easter monday. Yesterday you may recall Prime Minister Boris Johnson became the first world leader to report he has tested positive. Meanwhile, in germany, where 325 people have died of the virus, chancellor merkels chief of staff says germany wont ease its restrictions on movement until at least the 20th of april. Germany is not the first european country to extend their lockdown. Going to china, where the pandemic began in december, and people are now back on the streets again, a plane from china just landed in spain carrying a cargo of some 4 million face masks as new cases in china dry up, beijing has gone on a pr offensive, jon, providing those medical supplies, trying to win hearts and minds in europe, and i can tell you that those face masks are very welcome. South carolinas governor signing an executive order just yesterday, making visitors from hot spots states selfisolate for 14 days, if they come to south carolina. Targeted those folks coming to particularly the coast of south carolina, the governor said yesterday during a press conference that those coming from connecticut, new jersey, new york, as well as new orleans, that seems to be another hot spot, they have to be selfquarantined for 14 days, and hes made it a criminal violation for you not to selfquarantine, which comes with as much as 30 days in jail or a thousand dollar fine. Jon thats President Trump touting his respect for chinese president xi despite growing calls for beijing to be held accountable for its handling of the initial coronaVirus Outbreak. Lets bring in National Security and military analyst and president of iris independent research, rebecca grant. The chinese have gone on kind of a, i dont know, a positive pr campaign. They are sending their doctors all over the world to help nations like italy and so forth, where the coronaVirus Outbreak is hitting hard. Why are they doing that . I think the real reason theyre doing it, jon, is that they are petrified. They see that globalization as we know it has really come to an end with this coronavirus, and president xi i believe he is petrified that the u. S. And other nations as we begin the economic recovery will start to pull back from globalization. Thats why theyve started to do some of the pr campaigns and some really inappropriate boasting about how well china has handled the Coronavirus Crisis, compared to other countries. Jon theres even been a Disinformation Campaign launched by some of the chinese leadership, blaming the United States for the outbreak of the coronavirus, so youve got 1. 6 billion people who are being told the u. S. Is responsible. Well, dont forget, it is the Chinese Communist party that controls all the information there, and their Foreign Ministry spokesman came out and asserted that it had been caused by the u. S. Army, and they continue to make these remarks in their Party Mouthpiece which is the peoples daily every day you can read about china trying to assert that china has it covered and that the rest of the world isnt handling it correctly, and that is all president xi looking to the future, scrambling to try to make sure that other countries dont just slam the door on china and really rethink trade and globalization in the wake of this terrible, terrible crisis that they handled so badly. Jon yeah, globalization has been the hallmark of business over the last decade or two. How is this going to change that . Really going back 20 years since china was brought in as a favored trading partner, but that two month coverup of their initial reports of the virus i think really changes things. And i think its time for President Trump to start to think about some changes in what we really need to do economically going forward, manufacturing more pharmaceuticals here, other issues of the manufacturing sector, of course the 5g wireless buildout needs to have a more american and western face to it. Even i think agriculture policy, and i think the time is now to start really quietly looking ahead at just what role we want china to play going forward. They have shown they really cant be trusted. They really dont care about anything except keeping that Chinese Communist party in power, and i think we need a long period of rethinking that relationship. Jon President Trump seems to be walking a fine line. I mean, he says that he has a Good Relationship with president xi and considers him a friend but also very angry at the way the communist leadership has handled this coronaVirus Outbreak. How can you separate one from the other . And President Trump made some moderate remarks coming out of the g 20 meeting. Right now were in the middle of a burning building and Everyone Wants to cooperate as much as possible, but President Trump has continued to say that it was china that caused this. I think he wants to leave the door open for that phase two trade deal that will come up at some point in time, but believe me behind the scenes they are following the military strategy and National Defense strategy and really rethinking what the future with china looks like. I think we will see trump wanting to bring back more manufacturing, pharmaceuticals and other critical things, a redo of Critical Infrastructure without china. I would like to see them lose the beijing 2022 Winter Olympics to boot. Jon i was going to say, they are supposed to host those Winter Olympics in 2022. Does World Opinion perhaps change that designation . El with well, i think so. It comes down to a choice between china and kazakhstan. They wanted to have it in oslo and some complications came up. I think we have to set back and say hey china has cost us lives. China has cost us, the u. S. A 2 trillion dollars in stimulus and the damage is still continuing. It is time to rethink chinas role and to rethink whether we want to go to an olympics in beijing in just two years, seems crazy to me. Jon its been a roller coaster week on wall street, as markets reacted to the ongoing coronavirus pandemic. Edward lawrence has a look at what happened and what we might expect moving forward. In march, Financial Markets in one of the worst free falls in history. They also rebounded about 20 , still, at one point, the Dow Jones Industrial average shed about a third of its value. I believe again prayerfully when this virus thing settles down that we can have a snapback in the economy. We can get a v shape recovery. They are raring to go. I think it is one of the reasons that we will have a tremendous bounceback. I think it will go quickly. We have predictions on how the economy will respond on the other side of the virus. The longest expansion in history, 11 years, during the Great Recession in 08 the markets lost about half their value. It took four years to recover. Some economists pointing to the fact that Economic Foundation problems in housing caused that collapse. We are dealing with something thats a lot worse than what caused the Great Recession which was the bursting of the real estate bubble. So this is much this is much more uncertain too because again, it depends so much on what we actually do to counteract the disease. What is now referred to as the great depression. Following the black thursday crash in 1929, markets lost 90 of their value. It took 22 years to recover. Other economists say this time even with the solid foundation, the trade war held back companies from fully spending. We hadnt seen businesses engaging in a lot of capital investment. That was sort of chocked up to lingering uncertainties, you know, obviously coming out of this situation, those uncertainties are going to be heightened, and so, you know, we may see a little bit less of that. What may be the x factor here is the Federal Reserve moving more quickly and more aggressively than it has in the past. Federal reserve chairman powell says he doesnt have a blank check but will spend whatever is necessary backed up by the treasury to get the economy over the economic shock. In washington, Edward Lawrence fox news. Jon for more on this, lets bring in the financial editor for the wall street journal. Charles, wall street is usually pretty good at taking note of, you know, how things stand, and if you look at pardon me if you look at the markets this week, there was generally an upward trend, starting on monday and going on into friday. Now, things took a bit of a dive friday afternoon, late friday, in the last couple of hours of trading, but does that suggest to you that wall street thinks the worst of this is behind us . I wouldnt say that quite yet. I think what investors are doing right now is trying to figure out what sort of situation you are looking at in the longterm. This is an extraordinarily volatile moment. It is very difficult to know what the world will look like, what the country will look like, what the economy will look like in two months time and six months time and a years time and depending on how you accept that, your models vary tremendo tremendously. As new information comes in, people feed that into their models and were at a very volatile moment. I dont think anybody will predict the bottom has been reached. Were off where we were a week or so ago. Jon yeah, as you speak, were watching video of President Trump signing the 2 plus trillion dollars stimulus bill. Its interesting to think of whats going on in the oval office and in the houses of congress, as they try to figure out exactly what is needed. In your mind, what are the problems that this stimulus bill needs to solve . I would say there are two problems. Problem number one is making sure that the in no particular order making sure the Financial System continues to function and provide credit to the economy. This is an economic crisis, a Health Crisis that comes from outside the Financial System, and we would be in real trouble if it infected the Financial System and caused real problems there. So part of whats happening is trying to make sure that the Financial System remains robust and remains able to provide credit to the economy. The other piece of it is the more important piece is making sure that Small Businesses in particular, that businesses and consumers remain afloat to the best of the ability of the government through whatever time it takes to solve the Health Problems, assuming the Health Problems can be solved in some reasonable way. We want to try to make sure that the economy, when it does reemerge, reemerges this some place thats not too terribly far off from our lows. Jon but is there going to be pentup demand thats going to explode once we get the go ahead to, you know, go out and be social again . There may be. Theres some demand thats not coming back. You know, there are things that are not going to get consumed. Im not going to get a hair cut this month, and im not going to go get two hair cuts next month if were allowed to go outside. The same goes for travel and the same goes for a lot of things. There are things that are stopped. The question whether it reappears in the future to a great degree has to do with what the consumer looks like down the line. If people remain financially comfortable or at least not financially panicked then they will be in a better position to spend and invest and do other things when this resolves. If on the other hand tons of people lose their jobs in a permanent way, then you end up in a situation where that demand isnt going to come back. Other areas, the pink highlighted boxes, back if iowa and northern back in iowa and Northern Illinois, more tornado warned storms. Outside of this thunderstorms with winds up to 60 milesanhour. We are seeing very large hail. This is a big system that we will need to Pay Attention to for a while. The real bullseye for the next few hours is Northern Illinois, an area stretching from st.
