Hello and welcome to fox news night, im Shannon Bream in washington. We begin tonight with mike tobin in minneapolis with the latest from the epicenter national unrest. Good evening, mike. Good evening, shannon. People keep returning to the spot, where a horrifying death caught on video triggered a nationwide tempest. For all the rage in writing, speakers at todays memorial for george floyd said this should become a moment for change. A Memorial Service for george floyd, whose death horrified viewers around the world, whose death inspired marches, some resulted in widespread destruction. The reason why we are marching all over the world as we were like george, we couldnt breathe. Not because there was something wrong with our lungs, but that you wouldnt take your knee off our next. A friend of floyd, Maurice Lester hall, who reportedly was in the car with him last monday, says boyd never resisted, even tried to defuse the situation after police engaged him for allegedly passing a counterfeit bill. That engagement ending with floyds widelywitnessed death. Three of the four officers involved in that encounter were in court for the first time. Thomas lane, tou thao and j. Alexander kueng face charges of aiding and abetting murder in the Second Degree for helping restrain floyd or standing by watching as former officer Derek Chauvin kneeled on floyds neck. The judge set bail at 750,000 for the former officers. An attorney for thomas lane since its client, a rookie, twice asked Derek Chauvin, a veteran on the force, to roll floyd on his side. A fortyyear cop in the front and my guy is on there for four days, should we roll them over, he says no we will wait for the ambulance twice and then he says hes suffering from a delirium . I dont know. I dont know what youre supposed to do as a cop. Speak on the east coast, thousands of protesters march across the Brooklyn Bridge. The march took place after an early memorial where George Floyds brother terrence thanked demonstrators for their report but urged an end to the violence. Proud of the protest, but im not proud of the destruction. My brother wasnt about that. The floyds are a godfearing family. Shannon, i heard you earlier mentioned jeremiah ellison, the minneapolis city councilman. He is the son of keith ellison, the state attorney general and the lead prosecutor in the george floyd case. Councilman ellison did tweet a bow to dismantle the Minneapolis Police force and replace or take a new approach to Public Safety. Shannon. So on wednesday night, new York Police Officers aggressively enforced and 8 00 p. M. Citywide curfew there. Tonight thousands of people ignoring that, they are on the streets, and so is our correspondent, bryan llenas, hes back out there with them tonight to see the mood and how things are going, good evening. Shannon, good evening. After yesterday, 300 or so people were arrested for curfew violations. There was a lot of criticism for the nypd from activists and protesters who thought the nypd was too aggressive towards Peaceful Protesters despite the fact that they were violating the curfew. Today we followed protesters and they dispersed about a half hour ago. It started a little rough with some pushing and shoving at the beginning. They were telling people to please go home, they have been following this group of 200 protesters throughout brooklyn for a couple of hours and then it was seemingly amazingly good news today, it deescalated. After the nypd sandwich time between avenue, a supervisor told them, look, we are going to let you guys go, but please go home and at that point, protesters started filing out and going home. A deescalation moment that frankly is good news given the fact that going into tonight, tensions between the nypd and the people of new york city had frankly reached a fever pitch. The commissioner for the nypd giving a remarkable press conference earlier this evening saying that the silence from elected officials about the anticop rhetoric, he thought it was sickening. He said the anticop rhetoric was disgusting out there and he said that it was fueling violence against police. Listen. You look at the antipolice rhetoric. It disgusts me to my core. We are not perfect and we need everyone watching this to be part of the solution. And we need, as ive said before, less press conferences, less tweets, more action, more accountability for your words. If you dont have something nice to say, keep your mouth closed on lets get together and fix this, but the hateful speech is fueling this anger that we see. The commissioner acknowledged that there had been some incidents online of Excessive Force and that those officers will be taken care of. He actually apologized for those instants, but he says we have to get through this together. Meanwhile though, tonight, disturbing video out of buffalo, new york, two officers are seen pushing an elderly man as they cleared the streets there in buffalo, 8 00 p. M. Curfew, the man falls and he hits his head and hes seen bleeding from his head. Reportedly those two men those two officers have been suspended and internal investigation is underway reportedly and that man is said to be in stable condition. That is what we know thus far, but again, this is all going back, shannon, to what the commissioner was saying, that by and large what he has been seeing on the street has been his cops showing a lot of restraint, but the tensions are really high in these snippets on social media, buffalo video aside, have been fueling it in the elected officials have not been backing the police and theres been a lot of violence, Police Officer stabbed in the neck yesterday and the ambush attack, two officers shot in that confrontation as well and this morning, two other officers were met by a knifewielding men here in new york city. A ton of violence over 200 nypd officers have been injured. He has set up most of the process have been peaceful but there are violent agitators that are infiltrating those groups and thats why theyre asking people to go home at the 8 00 p. M. Curfew, please. Joe biden has his own record to worry about. Where talk about arson, running down the third precinct house in minneapolis, the police running out and escaping through the back. Without about 350 cops wounded and Law Enforcement wounded 60 secret Service Members and of course the black retired Police Captain of st. Then you look at the policies he supported for example, supporting historically black colleges, universities, providing federal funding, fighting corporate sponsors to help with their programs. I think the huge thing hes done is to try to unify the country, criminal justice reform. This is something black lives matter has screamed for four years. Obama and biden didnt deliver that, guess who did . Donald j. Trump. That seems like quite the effort to try and unify the country. He gets zero credit for that and this is something finally a big problem that a lot of black activists have complained about, nonviolent offenders who are involved in mass incarceration. Donald j. Trump did something to reduce mass incarceration, obama and biden did not. Shannon im in the president tweeted about that tonight, reminding people as it looks like he will headtohead with former Vice President joe biden this fall saying ive got criminal reform done. There was some praise for him then. It was bipartisan. It was across the spectrum from people of all different backgrounds and races saying thank you for doing this, but even when he got that done there were people who said listen, he still tweets out and attacks people in a derogatory way. He says thing that dont build us up or pull us together. So how do you think people are going to balance out, you know, those achievements that are on paper, they are concrete, they are done, with those who say listen, he does say good things like in the state of the union, but he also is feisty, hes a fighter and he says whats on his mind. Well look, the American People i dont why they expected escape from a country club and i dont know, some small town somewhere where people are a lot more genteel and polite. It be nice to be more polite as opposed with these are tough times and the other side is not polite to him, the other side, weve seen the other sides behavior out in the streets over the last few days, so he supposed to be nice and sweet and gentle like Mister Rogers while these other people call him names, call him racist, call him hitler, worse than hitler, someone actually called him. I dont see a lot of politeness on that side. One important thing also that general mattis brought up in his very, very flimsy article, he set at home we should use our military only when requested to do so on very rare occasions by state governors as opposed to federal governors i suppose. This is the insurrection act. Its been used by 12 different president s from jefferson all the way to gh w bush. One of those was by the democrat hero lyndon johnson. So general mattis really should have picked up a couple of his history books, those 7,000 books, read a little bit of history before he wrote this very flimsy and i think very embarrassing myself im relating article the people are waiting around over their heads right now. This is what you were seeing as we are having a conversation about, you know, what is actually happening on the streets. Tell us this is the video of the van outside of your window, the police van. Yeah, this was right below my apartment in the east village and this is about 10 30 p. M. Or so after the nypd left a van out in the middle of the street and these young thugs just set up on this thing and used a couple skateboards to bash in the windshield and some of the side windows. One of these guys goes after the back left window with a big iron stick. Some of them use a scooter to bash with windows and somebody runs over and spray paint graffiti on it. And what struck me is just the tremendous amount of rage and hatred involved in demolishing this inanimate object and yes, the Peaceful Protesters out there, i agree with their view and trying to get justice for george floyd, who was killed in a totally outrageous manner, but the answer to that is not to go after things like the nypd van, demolished this one, in my neighborhood that were just trashed over the weekend, including one, by the way, for the Homeless Outreach units. This is the nypds unit that goes out and tries to get Homeless People off the street and the shelters and treatment and whatever that may be. That one also had its windows beaten in. So weve seen something far, far far from sort of peaceful protests and people just expect some cells, theres certainly a lot of that. Theres a lot of terminus ugliness and im just appalled at how many people on the left are apologizing for this and saying as Maxine Waters did that this isnt looting, looting is predatory lending. You actually have the attorney general of massachusetts, the attorney general of massachusetts said something along the lines of their fires and forests, thats how forests grow. America is on fire, thats how forests grow. Its amazing to see them practical things down, instead trying to keep things up. Shannon well, there are injustices throughout our society, weve all got to agree to work on. Talking to you and other friends who live in new york city, i know its a terrifying time as he watched and knowing that you are kind of on your own, at least a lot of people were told they were on the scary knights there sunday and monday. Shannon so many topics to get to but first of all, tell us the move there in detroit, how your folks are doing out there on the street and the sadness of any peaceful protests or otherwise. You know, the last two days have been phenomenal. Compared to what was probably a week ago, i mean, no violence, all peaceful protests. We imposed a curfew as well. I made a conscious decision last night not to enforce it. The mood was very different than what we saw days prior. We didnt see the violence like you saw in places l. A. Or new york and so but there was some and certainly i will tell you, when i look at what weve done in the detroit, the community has lined up, the detroit community, because as ive reported time and time again, theres so many outsiders who have come to detroit to protest and detroit doesnt like it. Theyve stood with us, stood by our side. Many times they walked with these protesters and most of them are peaceful, but certainly weve had the agitators, as i call them, the professional outside agitators, that have really created a problem. And theres a different feel right now for the last two days. Shannon im glad to hear that. One of those reports there says detroit Police Officers are working closely with the fbi to identify and track outsiders who are coming to the city and trying to turn protests into chaos. Police have arrested people coming into the scene from washington, d. C. , nashville, and ohio. Can you tell us anything more about your coordination with the feds to track these outside groups to well, ive been having conversations with the supervisory agent in charge and weve had great conversations and, you know what, we know. Weve seen that theres a coordinated effort among these outsiders. Im talking about specifically to those who are agitating and really the trigger of Police Violent outbursts, so what im looking at whats going on in l. A. Or in ohio, theres some very similar trends. I think the thing thats very different in detroit is the fact that we have Community Members on the ground with us and thats really made a big difference. We havent had any looting. We havent certainly the first couple of nights some officers were attacked with projectiles, boulders, fireworks, weve made some arrests. Wed certainly been very aggressive in not allowing criminal activities to continue. I certainly think thats played a big role. I remember when i was in los angeles in 1992 or during the 1992 riots and when the l. A. P. D. And that was a sad day for all of us. Southcentral l. A. , no Police Officers. Community felt, you know, where are our cops . So that stuck with me throughout my policing career and i said, we owe it, we are obligated to continue to provide safety, regardless and im not being critical of some of the cities where theres been an absence of police, who knows whats going on. I know there have been multiple areas in large cities where violence is occurring, but weve been fortunate, we react quickly, we rely heavily on my intelligence and not just from our federal partners, but also our Community Partners. He signed the fisa warrant he wrote the scope memo but when he was asked about all those things, he said while, the special counsel, i clearly had that intelligence. The fisa warrants, well, mccabe did all that. I just signed with the Mueller Commission told me to sign. Where was this guy . Did he do any of these things . So i think whats happens though as once he testified, immediately mccabe came out i suspect theyre going to see a lot of leaks over the weekend from the mueller people and from others saying, no, no, it was all rosenstein. But one time after another, theyre all kind of turning on each other, shannon. Because youve got comey says while i only did these investigations because president obama told me, and then you have susan rices memo for the record, the cia memo. President obama wanted it all by the books and give got mccabe on one thing, youve got rosenstein. Theyre all going to turn on each other and i think thats what these hearings will show, theyre all going to try to absolve themselves from any guilt, but theyre going to point the finger at other people. Obviously the lack of organization as you pointed out to the Organization Makes it so much harder and also part of the design. Earlier tonight i spoke with police chief james craig of detroit about whats happening there. Topics to get to but tell us the mood there in detroit and how your focus doing out there on the streets and the status of any peaceful protests or otherwise. You know, the last two days have been phenomenal. Compared to what it was probably a week ago i mean, no violence, all peaceful protests, we impose the curfew as well. We made the conscious decision last night not to enforce it in the mood was very different than what we saw the days prior. We see the violence that you saw in places like l. A. Or new york and so, there was some. Certainly, i will tell you, when i look at what we have done in detroit, the community has lined up. At the community, because time and again, there are so many outsiders who have come to detroit to protest. Detroit doesnt like it and so they stood with us instead by the side and they walk with the protesters and most of them are peaceful. But certainly we had the agitators as i call them, the professional outside agitators, that have really created a problem. Theres a different field right now for the last two days. Shannon im glad to hear that. One of the reports they are from click on detroit said detroit Police Officers are look working with the fbi to identify and track outsiders who are working and coming to the city and turn protests into chaos. It Police Arrested people coming in from the city from washington, d. C. , nashville, ohio and can you tell us about your coordination with the feds to track the outside groups . Ive been having conversation with the agent in charge and we had a great conversation and you know what, we know. Weve seen that theres a correlated effort from the outsiders. Im talking about specifically to those that are educating and really the Police Violent outbursts. What im looking at whats going on in l. A. Or ohio, there are some very similar trends. I think the thing is very different in detroit is the fact that we have Community Members on the grounds with us. And thats really made a big difference and we havent had any looting. Certainly the first couple of nights, some officers were attacked with projectiles and fireworks, they made some arrests and weve certainly been very aggressive and not allowing criminal activity to continue. I certainly think that played a big role. I remember when i was in los angeles, 1992, during a 1992 riots, the l. A. P. D. That was a sad day for all of us. Of in South Central l. A. , kill Police Officers and the Community Felt where are our cops . And so that stuck with the me throughout the policing career and we all wait and we are obligated to continue to provide safety regardless. Im not being critical of some of the cities where there is an absence of police. Who knows whats going on, and i know theres been multiple areas in cities where violence is occurring. But weve been fortunate and we are reacting quickly and relying heavily on the intelligence and not just from our fellow partners, but also our Community Partners in giving us realtime information. These are folks who are activated to come here and protect the white house and other areas rented and what you learning tonight about what the mayor of the district is doing tonight . 200 specialists with the National Guard and highly trained soldiers from utah who just a few days ago with only ten hours notice left at their homes, families, and everything behind in order to come to washington, d. C. , to protect the white house and to protect Lafayette Park just outside the white house. What i was told this evening just over an hour ago, they are being evicted and the mayor of the city of washington has ended the contract with the Marquis Hotel in Downtown Washington where theyve been staying. Theyre scheduled to get off ship at 10 00 a. M. Tomorrow morning. Keep in mind, theyve been on all night shifts with ten hour notice and all night shifts every night for the last three or four weeks in a row and they get up at 10 00 a. M. Tomorrow and im told at that point that they have to go gather there are and find another place to stay because the Mayors Office canceled their contract. Thats not right. Shannon how does this work was mega she calls at the hotel and says we dont want you housing these folks anymore and thats the end of a question mark we dont know exactly in one explanation weve been given is the contractings or with the Mayors Office reached out and e not paying for i it. At that point, they were told well, its just a matter of Government Contracting were not handling it. Shannon, i worked in all three branches of the federal government and i worked for State Government ive never seen a situation like this where in the middle of an assignment especially a military deployment there some kind of contracting mistake that results in 200 highly trained military specialists having to go find someplace else. The latest were getting is they may have to asleep on top of the d. C. Armory and these are professionals willing to do what they have to do but i find it very strange. They came here at the request of their country and now in the middle of it, in the middle of a deployment in the middle of their fourth consecutive allnighter, they are being told theyre not welcome there. Thats unpatriotic and unacceptable and i expect mayor office to issue an apology and a retraction. Shannon its the middle of the night but were trying to find out from the Mayors Office anymore we can about it and shes been very clear she is unhappy with the president and the use of anything thats resembling military force on the streets. We had a couple nights with the earlier curfew here which seem to help the situation as far as controlling the ground. Listen, tonight we dont have the curfew and it seems like the rain and the terrible storms here in d. C. May be doing part of the work but shes been clear that she think the president overstepped his bounds in the way that he has deployed folks and suggested deployment of folks onto the streets of American Cities including the nations capital. Yeah, thats fine, thats her right as an american to disagree with the president. But when the troops are involv involved, where weve got 200 young men and women who left their homes within ten hours and four consecutive allnighters to protect her city . Regardless of whether she disagrees with the decisions you can take that up with the president later. Dont do that to the troops. Thats not cool.
