We begin tonight with mike tobin in minneapolis where four Police Officers who took part in George Floyds arrest are all facing serious charges tonight. Good evening, mike. Those are just some of the developments tonight. One big develop and come anyways, coming from the complete medical examiners report, which was made public tonight and concludes that george floyd was coronavirus positive. Let me read the paragraph. The decedent was known to be positive for covid19 on apri april 3rd. Since pcr positivity, which is akram speak for polly mears Chain Reaction or the antibody test, covid19 can persist for weeks after the onset and resolution of clinical disease. The autopsy results most likely reflect asymptomatic, but persistent coronavirus positivity. It also concludes that he did not have lung damage at the time of his death. But moving onto the charges charges, as you are mentioning. The charge against Derek Chauvin upgraded to seconddegree murder. The other Police Officers connected to this case are now spending their first night behind bars. Thomas lane, two towel, j. Alexander kueng, all booked in heaven county jail, the charges aiding and abetting, while bond is 1 million. Keith ellison says the charges are not a result of public pressure to move quickly. This is going to take months. And i dont know how many, but it is better to make sure that we have a solid case fully investigated, researched, before we go to trial than to rush it. Speak of the people out here at the demonstrations call that a positive step, but theyre not satisfied. They say that we are satisfied with a conviction but what they want is real change. They also say they will continue marching until an undetermined period when they feel satisfied. As for now, we just past the deadline for the curfew, the people in this location are staying past the curfew and dislocation, cops usually just watch it, there hasnt been a lot of trouble and they generally let it go. So compared to the chaos and destruction of sunday night, things were markedly more calm in the Nations Capital here monday and tuesday when there was a 7 00 p. M. Curfew in effect. Tonight it was pushed back to 11 00 p. M. , just kicked in 4 minutes ago, we will wait to see how that plays out. The defense secretary decides to keep activeduty troops in the d. C. Area for now. Im going to step out of the camera so you can see was happening here. We are just past curfew in the Nations Capital. You mentioned it, a reversal for the defense secretary, yes, u. S. Troops will in fact remain in queue right here in d. C. Just in case. You may have heard this, especially you folks at home. Earlier today he actually planned to send home u. S. Forces who are here in the Nations Capital to support the efforts here. The option to use activeduty forces in a Law Enforcement role should only be used as a matter of last resort and only in the most urgent and dire of situations. We are not in one of those situations now. I do not support invoking the insurrection act. So a bit of a break there from the president s position, however white house officials insist having a military here as weve seen them right here just north of Lafayette Square or Lafayette Park that is, actually has helped to restore order, especially at a time, according to white house officials, when the mayor here in d. C. Simply didnt do enough to protect the city. There were fires burning here in d. C. When mayor bowser was in control. This president on monday took definitive action with that speech saying if necessary, the military is here, we must urge the National Guard, he took action and he shored up and make sure that d. C. Remains peaceful. We will see if he continues to work, but rest assured, he has the Sole Authority to invoke the insurrection act and if necessary he will do so to protect american citizens. Washingtons mayor, meanwhile, says shes not so sure the federal response to this crisis has been necessary or for that matter even legal. We think that the federal purposes are being stretched and there has to be a determination of what the federal purposes are being served and thats what we will continue to examine legally and push back on. Back out here to live pictures, as you see, are fairly large gathering still here. We finish for the past seven hours and its mostly been chanting and song, but thats about it. M. Curfew. Tonight its moved back to 11 00, a lot of folks still there on the streets, its your sense that there is an intent to enforce the curfew, is there any move being made towards that end tonight or is it more these are peaceful and as long as they stay that way we are not going to enforce the curfew . Thats a great question. Ive actually been looking down 16th to the north just to see if maybe i might see some staging or see other materials that might lead me to believe that maybe there may be mass arrests coming. I simply dont see it here, shannon, and so my belief, and again, this is just anecdotal, people for the most part are in one area. They cordoned out the vast majority of the city and if they want to stay here, that should be generally fine up until a certain point. I imagine the dt metropolitan police eventually along with the National Guard will try to wash them out of the area but its a very interesting strategy. The nypd has made hundreds of arrest for burglary this week. 650 on monday night alone, but tonight a large majority of those suspects are back on the streets of new york city. Tonight is at all about the nypd cracking down on curfew violators. We are more than three hours after the 8 00 p. M. Curfew that was put into effect yesterday, the curfew lasted until sunday and we were live on the air when they started moving in on a group of protesters at about 9 00 p. M. Here on third avenue and 50th street. It started pouring rain and these protesters were cornered essentially, surrounded by the nypd. They have been protesting for hours peacefully but by then it was in our past curfew. They moved in using bikes and started zip tying, resting at the end of the day, 94 people arrested at least in our location. This is the scene all around the city tonight based on what we are seeing, the nypd moving in on curfew violators, all Peaceful Protesters from what we understand, but again, they want to clear the streets. We spoke to the chief of the department at the scene. Take a listen. Weve been giving in the streets, giving them room to protest. 8 00 is our curfew. This is the area that without our issues and over the last few nights. Everyone knows what happened here. We gave the mornings. For a while, curfew was in effect, curfew was in effect. No one wanted to leave, we were there and we spoke to one of those people that were arrested and you know, they were just upset because they feel like the show didnt they the right to be out here. A lot of the people that were getting arrested had their hands up. They felt like the nypd was coming into aggressively. As one man we spoke live on the air a couple of hours ago. Are you willing to get arrested . For my brothers and sisters . Yes. Yes. Yes. Let them go, let them go they aint doing nothing wrong. They are trying to protest in peace and you know what, peaceful protests all throughout the day, thousands and thousands of people marching against racism and really george floyd and mentioning his name, you can see the passions are running high and that was the scene here at 9 00. Were going to can and should continue to follow the situation but that is a policeman, what weve been seeing nypd do is we put bicycles inside those bands and then with the other van has actually nypd officers. They go around the city and once they get the call that there curfew violators the guys jump out of the van, get on their bikes and thats how they corral everybody. All of this again while we are still also dealing with the covid19 pandemic. The mayor talking, shannon, at the end of the day, we need people to be off of the streets. Says that people need to have the voices heard, but this city has been on a covid19 lockdown for three months. The strictest in the nation and we are scheduled to reopen on monday. All the businesses have been closed, but again, thousands of people taking to the streets. We may have another serious situation here two weeks from now, hopefully not with the spike in covid19 cases. Shannon. Shannon is Law Enforcement officers in cities across the country continue to protect the rights of Peaceful Protesters and try to prevent violence and looting, thats all that is taking is growing. S. Cities have been injured, many of them seriously and that does not include the dozens of secret Service Agents who were also hurt. Heres an extensive list we are rolling of the officers heart, we cant name them all but in some cases they were hit with bricks, pummeled by trash cans, run over by vehicles and several were shot, including a las vegas officer who was shot in the back of the head while struggling with a rider. He remains on life support. 53yearold Homeland Security officer Dave Patrick Underwood was shot and killed in oakland and in st. Louis, just hours after four Police Officers were shot and wounded, a former st. Louis Police Captain was gunned down in a pawnshop. 77yearold david doran was guarding the shop for a friend, who owned it when looters broken and opened fire. The last moments of his life were caught in video and on facebook life. The video was initially taken down by facebook and then put back up to raise awareness and condemn the event. Its been viewed more than 90,000 times. Today, his son spoke out. Watch. It was senseless come over tvs, over stuff thats replaceable. And they are forgetting the real message for the protests in the positiveness that is supposed to come out of it and we get this negative light is shown on a situation that really needed like to be brought to it. David doran, the father of five with ten grandchildren served 38 years on the st. Louis police to varmint. Retired in 2007 and went on to become the police chief of moline akers, a small town in san luis county. His colleagues say his mission was to make sure his officers would adhere to the strictest of standards. He also spent years heading up the st. Louis Police Department explorers program. For young people interested in Law Enforcement. We should note that according to the Washington Post in 2019, police were involved in 1,004 fatal shootings. 41 involved white people who were on or people who were unarmed, 20 of them white, ten of them were black and 44 officers that your shot and killed in the line of duty. If we have a couple of tweets from them in the second one tonight, first of all he says that he and president obama had a couple things in common, that they both fired general mattis, but in his second tweet he says of general mattis, he seldom brought home the bacon. I didnt like his leadership style or much else about him and many others agree, glad hes gone. Hes very well respected by a lot of folks out there general mattis is getting a lot of attention. What you make of the timing and what hes had to say about the president . Well, i think the timing was terrible, shannon. And i think theres a lot of people speaking up now that are creating real distractions and undermining what we are all trying to do in this country and, shannon, for me, as i look at this, and it breaks my heart what im seeing from the original crime that was committed by the Police Officer on george floyd, to whats happening in our streets, that we have racism in this country, shannon. But its really an issue of love. Its loving god. You cannot love your fellow man if you dont love god and we have a country where weve been working really hard, particularly on the left, to kick god out. We need a culture change to address this racism. You cannot change the culture of the country until you change the character of mankind. You can change that unless you change the heart and for billions of us on the planet we believe you cant do that unless you accept jesus christ or god. God has been left out of this equation for all of this and we need tremendous healing. We cannot heal through commissions and blueribbon panels and more laws. We can only heal ourselves if we really reach out and love one another. So when i see things like what general mattis side, its just another distraction along the way of a country that is broken deep inside, deep inside, and i think we are united, shannon. We are united against the heinous crime against george floyd. We are united in supporting First Amendment rights of peaceful protests that i believe we are all united against antifa and the criminals who are out there on the streets destroying our cities. We are united, which is need voices to speak up on all of those issues. Shannon yeah, and you know the bible tells us its not optional. Love your neighbor as yourself and if we would look in the mirror at how we treat each other and whether we would want to be treated that way, i think it gives us a very good perspective for seeing each other as children of god and a way that we need to respect and honor each other and you talk about the fact that there are people who are united against these bad elements. We see people who are trying to peacefully protest against George Floyds death look around them and see looters and say stop, youre taking away from her message. Im not part of that, youre not part of us. I think, especially with what we are seeing the last couple of nights, people are seeing the enormous difference and are able to separate the two and listen to the Important Message and the calls for justice. Is it your help now with what appears to be the looting and the criminal activity under control that we can get back to the key conversation we need to be having . Well, we have to. And you know, weve been blessed here in texas. Without a few problems and a few of our towns, but basically our protests have been peaceful in texas and we have kind of a history of that. We have not been a city that overturns cars and sets them on fire when we went back an nba championship or world series like other cities. We had 60,000 people marched yesterday in houston and it was a peaceful protest. I believe that texas is a state that has a strong faithbased community. When we had hurricane harvey, it was black people risking their lives to save whites and whites to save blacks and hispanics. When people died in those boats, people on the roof, no one cared who was in the boat on the roof, black, white, brown, republican, conservative, liberal, people didnt care who was in the boat, we were one texas and i want texas to lead with that message. It got to love god to love people and then we have to come together and solve these problems and we mourn for this family. If you know, the crime against george floyd in my view was a crime against all black america and against humanity. And we are coming together and, you know and the police, these four people will be taken to court and they will be tried and a jury will make that decision and i think america has made that decision and that will be tried in the courts, but more than that, once thats passed us, we have a lot of healing to do and you know, we have 700,000 Police Officers in this country and if theyre bad officers, they need to be drummed out before we ever get to this point. This guy had a bad record before, should still not up in a Police Officer, but we have 700,000 Police Officers, men and women and they are extraordinary for the most part and we now see we see this defund police. Defund police, the 700,000 americans, black, white, and brown protecting us on the thin line between us and the mob we see trying to destroy our country. So weve got a lot of healing to do and we cant do it unless we turn to god and we need to do that now more than ever. Im not trying to preach. I just know thats the truth. I think for a lot of the protesters who are out there today, this is the way that they could finally show the true meaning behind this movement. Upwards numbers of 10,000 people out here today. Very thoughtful demonstration, absolutely peaceful. There were speakers, there was sort of downtown and we even got a chance to kind of hear from some of the protesters about why they chose to come out today. Ive seen this time and time again where minorities get treated not the same as whites and its very disturbing and i think that we just had enough. I think with this point that with everything thats going on with the economy, job losses, people being mistreated, that was just the Tipping Point in overall people have had enough. Now, down in newport beach, this video is pretty alarming and its incredible that no one was seriously hurt. There was a group of protesters out there when Police Say Man in in a mini cooper drove through, basically plowing through a crowd of people, three or four people we are told with minor injuries there after this, but they did end up catching up to the driver and they have charged him with assault and suspicion of assault with a deadly weapon. That really is the only kind of violence that weve heard about today involving someone who drove into some protesters. Other than that, 10,000 people in downtown l. A. And really didnt see any issues, didnt hear any the sound of flash bangs or anything like that. So hopefully it stays like that for the rest of the night. And then Eric Garcetti announced that he was going to push it back to 9 00 p. M. So it gives some of these folks who wanted to come out here and demonstrate a little bit more time to get home and i think many of them appreciate that. Shannon what has been a progression over the last few days there in Sacramento County . Like many braces it counted hours peaceful protests and theyre still peaceful protest each day but starting saturday night really got a little bit out of hand, something we had never seen before. Where one of the largest agencies in northern california, where usually sending help to other agencies that request it but we were in a position that i to call kind of all hands on deck, i was personally on the phone with dunfor bunch of difft agencies. We were outnumbered by the folks intent on doing destruction and vandalism and fire, so it took us quite by surprise and took us a minute to figure out a strategy to try and deal with it. After the peacefuls protest ended saturday in downtown sacrament of mental, small groups of vandals not believed to be associated with the protesters when on a crime spree. Causing an estimated 10 million in damages to 130 businesses and public buildings. Whats your assessment on what its going to take to rebuild their . I would imagine because covid was such a serious early concerning california that a lot of these businesses were still in the process of trying to recover from that, beginning to reopen. Will they have second thoughts do you think about reopening merit sacramento . I would. I suppose i imagine many of them are having some intersection right now, and youre right, we were in the first week or two of we are opening and everybody was anxious to get out of the house and actually enjoy some dine in dining and doing some of these other things reopening the county. And here this hits too and really pushing us back in terms of recovery both economic and certainly for the Business Owners that have suffered and are continuing to suffer downtown. Its definitely theres really three kinds of folks. This people protesters, they go home in the evenings, they abide by the curfew and imposed by the city. This opportunists that just see the opportunity to act out and then theres an element of organization to these protests that we have not seen before. Shannon yeah, let me ask about that because theres been a lot of speculation about whether outside groups were coming into leverage this. Very organized groups. Were going to talk a little bit more about planting potential things that could be used as weapons alongs protest routes, that kind of thing, how challenging is it for your men and women out there on the streets . Its very challenging. They are very organized, a war of intelligence, theyre trying to figure out what they are doing, resupplying rocks and bottles, moving the protesters from place to place, using cryptic communications. Staging large number of folks and places and then just producing them all at once going down the street. Again, this is really this sort of tactics and this organization is really an precedented here in sacramento which is why i think was very important to call in the National Guard, who now are assisting us here in sacramento and the county. Federal Law Enforcement officials are looking into reports of prepositioned rocks and bricks that rioters then used as projectiles to throw it lawenforcement. Correspondent Leland Vittert is investigating tonight. You were out there seeing it firsthand over the weekend, what are you tonight . We saw quite a few bricks on friday and saturday. Were learning a little bit more about how the most violent of these folks in the street are getting their weapons of destruction. Federal Law Enforcement wants to find what theyre calling a possible command control structure, organizing the violence. Heres President Trump earlier today. We have a lot of proven information and proof and will be seeing it in time to come. Where they are delivering rocks and stones to certain locations and dumping them, so thats their ammunition. And it hurts people very badly, including National Guard people or even military people. This right here . This is a set up. Intelligent centers around the prestaging of bricks and rocks for later use in some cases police have found those caches before they could be used, at other times they have not. Rocks, bricks and frozen Water Bottles hurt nearly 100 park police and secret Service Officers during the week and protests. Federal Law Enforcement sources say they are looking into a possible coordinated commandandcontrol structure and follow what they called breadcrumbs in the search for possible leaders. During the day, what you see is coordination. You see phone calls, using meetings and you see caches of weapons, homemade weapons mainly being stashed around different metropolitan areas so at night when these protests become more violent, those weapons are at hand. Groups like antifa or anarchists in general. In those other types of people that we see. Thats the intel that we are getting back primarily moving these violent protests in these organizations in a certain way. The owners of the market say theyre working to cover it over before deciding what theyre going to put in its place. You can see that its already been defaced with white paint amid the protests that happened in the city over the last few days. The city had already centered stomach scheduled the statue removal for 2021 as it was often vandalized and were presented for many a history of bigotry and oppression, but after protests in ryans rack philadelphia following the death of george floyd, crowds try to light it on fire and take it down by force this weekend. Yesterday the current mayor jim tenney demanded it be taken down immediately. Rizzo, Police Commissioner and mayor and 60s and about to be 70s was known for aggressively policing black and gay communities, telling people to vote white during his run for a third merrill term. Yesterday, the statue was hauled away with a crane to a storage location so the city can figure out what theyre going to do with it. Crowds cheered them on as it was going on at two in the morning. Mayor tenneys of the statue could have been taken down sooner, the decision for to wait for a schedule was wrong and prioritized efficiency over recognizing marginalized communities. The market owners here said theyre working with the city and our commission to determine what theyre going to put in its place but they want something that better reflects the fabric of this community and particularly pays respect to both black people in the lgbtq community, shannon. You look at the terrific encounter that occurred in minneapolis, minnesota, clearly there needs to be benchmarks in place in terms of policing on a national level. So as a result of that its going to require an immense level of resources thats going to cost money and we look at Technological Innovations in Law Enforcement, its driving us to a better place. We are now having less police and civilian encounters. I give you an example of traffic cams. The officers no longer pulling people over, theres merely a camera that snaps and captures a picture of the occurrence. In terms of the funding for Police Departments, its necessary for us to continue if we want to get to a better place because its clear that theres a lot of anxiety attached to whats happening with this recent incident in minnesota and we need to get the police to a place that makes people i should say that puts us in a more harmonious environment. I think the Police Overall do a great job, but this has cost our industry a black eye. Shannon youre looking live now in denver where there appeared to be thousands of people in what looks like a peaceful protest on the street there tonight and also in washington, d. C. , nearing midnight here, the curfew was to kick in at 11, doesnt look like its being enforced but it also looks like people are being peaceful tonight. I want to play something by miamis police chief. He said this morning about these calls to defund the Police Department and his worries about how that plays out. Heres what he said. You see a little bit of whats happening when there is enough law and order, our cities are destroyed and essentially sacked. I dont know how someone can think that Defunding Police would help the matter. What we need are good policeman and if someone is bad, they need to be removed. If someone broke the law, they should be arrested. Shannon want to the comments from both of you. Start with you, robert, on this idea of Defunding Police on what happens. I think people getting caught up with the nomenclature of thief on the police. Right now Police Officers and my older sister michelle, i spent 30 years there has to be social workers, marriage counselors. There has to be truancy officers. Deescalation specialists. Everything along the line. So the idea is simply to shift resources from Police Intervention into other social programs so the Police Officer can concentrate on their primary purpose, which is to enforce law and order and protect and serve the community. I think when we look at some of the advanced military equipment that many Police Departments now employ, and is nothing wrong with taking some of that money and shifting it toward some of the social programs so Police Officers arent walking Children Home from school, rather we are having social workers there to do that by reallocating things in the budget. Its not about defunding, its about changing the priority so police can concentrate on policing. Obvious when Mental Illness is very, very serious in the country. You have to shift resources, but not from police. Law order is the most important thing in this country and our police are understaffed, their overworked and underpaid. And actually the Technology Point was great because as the bad guys are getting more sophisticated, the good guys need the tools to go after them and right now the tools are very expensive and they can make our police work a lot smarter, not necessarily harder. Which could also increase the relations with the community if they have the right tools, but the tools are going to cost big money, shannon.
