British farmers, a missile labor force because of travel restrictions, our campaign encouraging laidoff forces and students to take to the fields. Could we, should we try it here in the us. Welcome to fox news at night. Trace gallagher kicks us off with a bevy of new data critical to understanding where we are at this moment. Reporter over the past 5 weeks weve seen a litany of upanddown records on wall street mostly down but today the markets closed out their best we can 45 years, the dow was up 3000 points for the week, the s p was up 12 and that came despite 6. 6 million on employment applications. Some of the confidence is clearly because the fed announced a variety of programs to provide 2 trillion in loans to households and local governments. Here is the fed chair. Watch. The critical task of delivering financial supports those most affected false to our elected officials who use their powers of taxation and spending to make decisions about where we as a society should comes amid increasing hope the coronavirus pandemic is improving even amid horrifying numbers. The university of washingtons i hm email which is often cited by the Coronavirus Task force and often wrong now says Easter Sunday will be the apex of us coronavirus desk for some estimated 2200. After that, deaths are projected to start going down until we get to 0 on june 14th. Even though there are more infected people in new york than any country in the world, the number of people being admitted to new York Hospitals and icus is going down. Yesterday new york saw a net increase of just 200 hospital patients. Governor andrew cuomo called at the lowest number since the outbreak began. That is one of the key indicators of flattening the curve, the president addressed reopening the economy. We have tremendous stimulus plans, things that will fire the country. We will have a big bounce rather than a small bounce but we will be back. The latest fox news poll has the president s Job Performance approval at 49 , the highest ever, potentially another sign of brewing confidence in a healthy country and healthy economy. Shannon tough news for hello cupcake and tech, washington, the senate is in a stalemate over a 250 stalemate to for the Patient Protection program which they are applying for through the Small Business administration. Help me with my payroll when employees start working again because it is forgiven if you use it for the purposes they give you, mostly payroll but also operating expenses. A lot of folks flooding in those applications. Kevin cork is tracking the latest. You would think partisan politics would take a backseat to the needs of the American Public but thats not how it always works on capitol hill. There is still some hope that sometime next week cooler heads will prevail in the money so Many Americans need soon will be on the way. No deal, at least not yet, the ongoing negotiations on capitol hill, Senate Democrats today blocked the republican measure to set aside 250 billion for Small Businesses across the country. The country cannot afford unnecessary wrangling or political maneuvering, treating this as a normal kind of partisan negotiation could literally cost americans their jobs. Republicans held the Patient Protection program as a way to get more money to Small Businesses, the backbone of the economy but democrats argue despite 2 trillion in the pipeline to assist those affected by the pandemic another 250 billion is not enough. Among their demands, protection for minority owned businesses and money for local governments, Food Assistance programs and hospitals. All of these requests are urgent and i believe to be dealt with on a bipartisan basis. If the majority leader would take a moment instead of trying to rush this through. Reporter white house officials described the virus and its impact as a vicious 12 punch hitting both our health and wallets simultaneously but americans responding to the latest fox news survey are split in their views about the 2 trillion price tag to respond to the crisis, this is the president s chief Economic Advisor stoked optimism today by suggesting the economy broadly speaking could be reopened sooner than most believe possible. This is the mitigation effort, seem to be bearing fruit, numbers are enormously improved, let us open can reopen this economy in the next four to eight weeks. Reporter that would be great news for everyone. The president had an important conversation for the nations leading Healthcare Providers especially those who focus on Mental Health noted the importance of being mindful of the impact of the virus on people including job losses and isolation and encourage those who are struggling to reach out for Mental Health. Shannon that is what we should encourage people to do especially those are alone and anxious. There is bipartisan agreement among senators, calling on china to close those wet markets. Lets bring in senator mike lee to talk about that and more. Good to be with you. Shannon lets start with china. Talking about the fact that america and china have to get along when this is over, the crisis will eventually pass but there will be others and they will require washington and beijing to coordinate strategic competition to humanitys requirements, this is indicated the sharpest possible relief. Will they do it . Should we do it . No matter what, there will be dire consequences for china. This is what caused the severity of the virus and concealed its severity. Consumers are going to take action. I expect government will take action as well as we will see trade restricted for a time, china will be a net loser and that. Shannon lets talk about the fact that on the hill we saw the senate might take some action, it didnt get done. Secretary Steve Mnuchin has been talking with congressional leaders, Mitch Mcconnell talked about the fact they were trying to get something done by a voice vote, unanimous consent that could move this funding to replenish coffers for Small Business loans. It didnt happen because democrats had their a most of what they wanted to add to that. Is what the House Speaker had to say today. The stunt was performed by the Senate Meeting knowing it would fail. Many people he do not have banking relationships were going to be last in line and that is why, when they ask for my money, we said lets help everybody, lets hope the banks do what they are set to do. Is not the only one calling out Mitch Mcconnell. The top democrat in the Senate Chuck Schumer said this in a tweet which Mitch Mcconnell just blocked a bill that provides money for Small Businesses, hospitals, testing and more. Instead of working with thousand Senate Democrats he pulled a political stunt. They use the same words stunt. What happened on the floor today. It clear that is democratic pollution of what the message should be. What happened was disgraceful, the fact that democrats came forward and refused to lend Additional Support for a program to just days ago they supported wholeheartedly and refused to support it today knowing millions of americans are in need of this assistant simply because they want to score additional points, build government the way they deem fit. Shannon there are worries across the aisle about these price tags getting into 5, 6 trillion in relief in some cases. Miami guinness, of the committee for responsible for a budget said it feels like everyday politicians are trying to use this National Emergency to enact their favorite policies while avoiding paying for them. We all agree this is a dire moment in our nations economy but how do we get a handle on what we are doling out in taxpayer dollars and how we handle the debt and deficit being generated by the relief packages so many people are counting on right now . No question we have a debt and deficit problem. We have to work our way out of the situation we find ourselves in with a Global Pandemic but the democrat solution to this was to add even more to the price tag and to cause this money to go even less far. Shannon you are tracking something involving hospital beds, they are very valuable, making sure they are available in various communities especially where they are having fights but there is a trade dispute regarding actual mattresses that are used for hospital beds. What can you tell us . Theres a company that makes good mattresses but they have done a very bad thing, they file a petition with the International Trade commission, the net effect of this is to shutdown the importation of mattresses at a time when we have 5070,000 mattresses that are needed in hospital rooms. The domestic manufacturers cannot manufacture anything close to that in the next 5 months. They made a mistake, they need to admit they were wrong. They need one here and they made a big mistake and it is a mistake for them to be utilizing the itc process to shut out competition in a way that will harm the American People during a Global Pandemic, limiting their access to hospital beds which are an essential medical device needed for covid19 treatment. So many things we couldnt have foreseen 6 to 8 weeks ago. We are glad you are looking well after your breast with quarantine and hope to see the senate get something together as quickly as possible for the Small Businesses, thank you for your time. Governor gavin newsom sharing the wealth of ventilators and spots where they are needed more urgently. The most serious cases have been growing at a slower rate than other states prompting news to send out 500 ventilators. Our curve is not bending like other states. We stretched our curve giving us a little bit more time but we cant just sit on assets when we could save lives and help our fellow americans. New video from inside a new york City Hospital on the front lines, a Critical Care doctor at mount sinai hospital reporting first person account of her weekend overnight shift and sharing her story and offering some hope. I feel optimistic, i feel hopeful because as Critical Care physician this is what weve trained for. We know that this is what we have to do and we know we are well equipped to do it. Rick leventhal reporting live from the quiet streets of new york city once again. Good evening. Good evening. This unprecedented shutdown has turned this city into a strange and eerie and almost unrecognizable place with the sheltered masses getting antsy and the to get back to work and get this economy jumpstarted again but the mayor has reminded us that cannot happen overnight, perhaps not for months. The mayor saying one of the biggest concerns is opening things up too soon and winding up with another potentially more deadly outbreak. The mayor looking at three key indicators, the number of people admitted to hospitals, the number admitted to intensive care and the percentage of people who test positive in the city. Lets win april, go into may and get into the change as quickly as we can. It may be may, it may be june. Reporter hospitals are still struggling with coronavirus patients but the percentage of new infections is dropping and the project deficit of beds has not happened. Doctors say there are plenty of open beds. With duffel rising fast, in refrigerated trucks for the victims, the city confirmed some unclaimed were buried on hard island. Hard island is being considered for temporary burial space. The city runs out of room for all the bodies, that has not happened yet. The governor couldnt help but draw parallels between now and the dark days after 9 11. 9 11 was so devastating, so tragic, and in many ways we lose so many new yorkers to the silent killer, but it was a silent explosion that ripples through society. Reporter also today we learned a temporary hospital being built inside the cathedral of st. John the divine will be moved elsewhere. Samaritans purse was sitting at the 200 bed facility in partnership with mount sinai hospital but they are now looking for other locations they say are strategically of the disagree more effective. Shannon it is a delicate balance, very interesting. The National Scope of testing has expanded tonight. Pharmacists are now authorized by the department of health and Human Services to order and administer covid19 tests and that is not all. She pharmacists of the National Association of change drugstores, good to have you with us tonight. Good to be with you. Reporter the admiral who is the assistant hhs secretary, the accessibility and distribution of retail interdependent communitybased pharmacies make pharmacists the first point of contact for the Health Professional for Many Americans, this will stand testing for americans, particularly healthcare workers, First Responders who are working around the clock to provide care and compassion and safety to others. You have specialized training. Will people get a quicker response because your onsite doing it . How is it going to work . Reporter it will work in different ways. You have to realize over 40,000 pharmacies across the united states, we have 155 pharmacists over there to serve the communities and represent additional pharmacies and bigbox stores at each of these will do a little differently. One of your emphasis was about medical devices and the supply, and they authorized these to go to the marketplace. The pivotal issue is it is about supply. What the Trump Administration has done is a big game changer. They provided to remove the barrier to eradicate this virus by allowing pharmacists to order and test patients for covid19. What is going to happen is each of our companies will go out and are working with partners out there, that Public Health to the private sector, working with the traditional labs or all the way down to the more innovative companies, having to do with a1c test so each of these tests comes down to availability and how we can ramp this for all americans across the nation. Shannon a lot of people stepped up and said this will keep people flooding into doctors offices and Emergency Rooms and 90 of americans within 3 to 5 miles of the pharmacy, it is their First Healthcare check they can get to. Interesting this not only includes the covid19 test to see if you are positive for having the virus but the next step. Serology testing is included, the new authority will be crucial to the economy and test patients who might be eligible to donate plasma so this is the back end of this. If somebody you had a recovers, they will show the antibodies, to help other people with plasma donations. You are doing that part of this too. Yes we are and all the tests run across the spectrum. Pharmacists are welltrained, we do a lot of things across the country and what we are doing is folding covid19 testing to this work and what we will do it the end, the fingerprint that i mentioned, take a little bit of blood out of your finger and one of the tests looks like a pregnancy tube and it will be fast and we have other diagnostics all the way up the line and talking about the abbott test, and analyzer that you put into the analyzer and get those results so a lot of good things are going to happen here and we are going to be able to really ramp up testing so we will now who has the virus and those who had the virus, they know they have those antibodies and can decide whether or not to volunteer and provide their plasma. It is in us pharmacists are there, the First Contact people have when they are afraid or sick and ive shown up at my local drugstore in the middle of the night and gotten help so thank god you guys are there and have this new tool, thank you so much. Really appreciate it and i want to say thank you, pharmacists and all the teams are Unsung Heroes along with all those that are working in the hospital so thank you to all of them, appreciate your time. Com. Fighting an enemy as devastating as the coronavirus requires heroes and in this crisis americas First Responders are proving that is exactly what they are. New york showing its appreciation by lighting up buildings in blue. We are thankful to have a couple heroes tonight to talk about how it is going. Retired Police Detective steve rogers and medical technician deployed to new york city madeline winterhall. Thank you for being with us. I want to start with you. You were part of this force answered the call when female said we are going to need more people in new york, we heard emergency levels, record levels of calls to 9 one one, youre there on the front lines, tell us what this experience is like. My role in new york city as an emt on a 9 one one truck, each day we get a patch to different boroughs. Lately i have been running in the Brooklyn Borough and on any given day we have a variety of calls. The calls being dispatched, we are hearing a lot of fever calls come in. Thats not necessarily the condition we see when we respond to the calls. In this pandemic we are getting a lot of other normal emergency calls such as cardiac calls, stroke calls, trauma, we are seeing that as well. Something im sitting on the front lines is when we take these patients into different hospitals we are seeing what we call a mass casualty incident. When speaking to Police Officers around the city they have been comparing this to 9 11 and other female employees who have been in different fema operations like hurricanes, this is a mass casualty incident unlike anything they have ever seen before. One thing thats very different about this fema deployment is so much uncertainty about what is going on. The attackers something we can see and with that comes quite a bit of fear and that is what we are seeing on the front lines. The uncertainty and anxiety which im sure contributes to the calls, people worried about their health, causes all kinds of other stress on the body as well. We are watching the numbers come in every day, the nypd, amazing to see the people on the front lines, the enormous percentage of people who have been infected, theyve been on the streets this whole time doing their jobs, protecting people across the city, responding to calls and theyve had a high death toll, it doesnt stop them. They are still on the front lines every day doing their job as officers do. That is what they do as i can tell you Donald Trumps whole government response to this crisis that we are now engaged in has been very effective on local government levels including cities like new york. The response that he set up as an lifesaving to First Responders. I gave an example, before this crisis came to be in this nation Police Officers would respond to all types of calls and many, they would have to answer the homes of people, Domestic Violence or aid to sick or whatever, Health Departments were never allowed under certain laws and regulations to provide the police with any Health Crisis a family in a particular home would be going through but that is all gone because Health Departments are now able to let police know if someone in the house there responding to is infected always quarantined as a result of this crisis, that is lifesaving to the First Responder. I want to play something the president said today about all of you guys on the front lines. We want to thank all the heroes on the front lines, in the fight to save american lives, we are at the top of the hill and we are going downward. This is something you trained for and probably like every other First Responder you are very humble about it but how does it feel to be called a hero, how do you feel about the American People as well. We been hearing that from people but i dont think we are heroes, we are here, doing the job, doing it together, this is what we signed up to do. We got into this profession because we want to help people. We never saw Something Like this coming but now that it is here we are doing our best to Work Together to get the job done. Final word to you . We are seeing the american spirit bounce back strong and through prayer to god and working with each other we are going to pull through this. Absolutely and i pray for every First Responder, medical workers, millions of americans, please know that we go with you. Thank you so much. Britain using the world war ii tactic in its fight against covid19. Will it work . We will ask steve helton live next. Britain is pushing a new old plan to help in the fight against coronavirus with echoes from world war ii, the uk is urging students and the unemployed to start working on farms making fruits and vegetables that might otherwise go to waste. It is apparently a big hit. We talk about with the host of the next revolution, steve helton. Service is how they describe it. Covid19 blocks foreign farmworkers, the farming industry backed by the government is calling on students, furloughed and unemployed to the estimate is you need 7080,000 Foreign Workers to come in with agriculture issues. Do you think they will respond to the call . The numbers are responding pretty good, there is a positive social action side to the story which is people helping out at a critical time a bit like the other example where the uk asks volunteers to help out, they are asking for 250, 000, they got 750,000 volunteers. That is a positive story but there is a political side too. It takes a Global Pandemic to do something that should have been done long time ago, stop importing cheap foreign labor to do jobs your own citizens can do perfectly well in that situation we have in america with a huge amount of that kind of labor working in agriculture, doing an incredible job especially right now, nothing against them but we have people in america who could be working but arent. Shannon people say these are jobs americans will not do, they wont work in these conditions or for these wages, to see if you cut out the foreign part, americans would step in. Do you think it would . I think the numbers dont support that. If you look at the industries in america with the highest proportion of imported labor it is agriculture, but even there it is only 25 , that means 75 of people who work in agriculture are american citizens. It is not just true to say americans wont do it. It means raising wages people who do those difficult jobs, that is a good thing we should all support but those things go together. Shannon the president talking about plans to get the economy back, we are hearing how this could come together, this is what the president said today. Im not sure a lot of people will ever be the same but our country from an economic standpoint will be stronger than ever. We have tremendous stimulus plans, things in the works are going to i think fire the country. The Washington Post talking about a debate about coming back says there have been a vigorous debate with Public Health experts and advisers warning against reopening too soon while key members of the president s Economic Team push for a quicker return to normal. What do you think . It is a huge question, one of the problems is it is being presented as a choice between two priorities, a Health Priority and an economic priority, they are the same thing because theres Public Health negative impact from the shutdown. Was we need to do is put together a new antivirus plan to beat the virus but do so in a way that is more sustainable. Its not sustainable to have the shutdown go on much longer. We have to reopen safely. Youve got the Health People and economic people together to work on a plan to beat the virus while lifting the shutdown. If i may tell your audience we are putting forward a plan just like that on my show this sunday night developed by an expert from Stanford University near where i live and others because it is such a priority and we are setting out the details on sunday night at 9 00 eastern, you can join us then. 9 eastern on the next revolution, give us a tease of what we may here in that plan. The fundamental part of it is we get better data on exactly how far and wide this virus has already spread in community after community because that will tell us better than the data we have now what the fatality rate really is, how dangerous it really isnt how quickly it is transmitted and that means we need better types of protection for the most at risk. We need to understand who is really most at risk and protect the more strongly while lifting restrictions. There is a lot of data being gathered right now. Hopefully will be by sunday night and that is what people will want to see how do we reopen quickly . Shannon that is what people are reaching for to get this done the right way. Cu 9 00 sunday night with the plan. Some good news before we say good night. The italian doctor going above and beyond to plan the curve in his country. Shannon in the us, pitching in to help First Responders on the frontlines of the coronavirus crisis, phil keating following up on the story in florida. Reporter this pandemic and societal lockdown has forced millions of americans into an employment entry businesses, shutdown, slowed them dramatically but some businesses are finding positive ways to keep production going and more portly keeping workers working. In hialeah, florida the past 50 years for ink has been all about plastic. A familyowned business making customized plastic sheets but now workers are using their plastic knowhow and equipment to make face shields, going to hospitals, doctors, nurses and First Responders and the owner says he is running three shifts aroundtheclock as business has tripled. Shannon thanks. As italy reels from the devastation covid19 is causing one doctor is jumping in with a unique approach to get the patients who may not have access or need to be in the hospital. Doctor luigi put together teams of professionals who are standing out from their hospitals going to small villages in remote areas, taking medicine with them, testing kits and oxygen so it means people dont have to travel far to get carried it is keeping on critical cases from taking up space in Emergency Rooms.
