We put a lot more police into the crowd both undercover and uniformed officers. But, again, you cant cover everything. If you are in an arena or stadium. Its a lot easier to cover a target thats not moving or spread out like that. There will be significant presence by the Chicago Police department. But the greatest protection we have, unfortunately didnt work in las vegas. Which is our intelligence that we share with our partners like the fbi working on terrorism and trying to prevent these things from happening. By the way im not ready to dismiss terrorism in las vegas. This guy doesnt fit the profile of what would normally have been somebody who became radicalized but by the same token, he obviously carried out a wellplanned, wellexecuted, technical attack. Good morning abby, pete, and dean. Thankfully federal authorities were able to stop this isis inspired attack before it ever happened. These terrorists were going against some of the iconic land marks, concert venues and transportation. One target times square. One of the plotters actually emailed undercover fbi agent posing as an isis sympathizer and told him, quote, we seriously need a car bomb at times square. Look at these crowds of people. He also wanted to created the next 9 11. Another target the new york city subway system and they apparently had obtained maps of the system to help them plan their attacks. Three men have now been arrested and charged. One of the u. S. Citizens based in pakistan. Another is from the philippines. And the third is a canadian citizen. Now, he is the one who Authorities Say actually purchased all these bombmaking materials. And at one point he also outlined a plan to target Music Festivals and concerts. He told the undercover fbi agent that he wanted to, quote, shoot up concerts because they kill a lot of people. Now, keep in mind, this all happened last year, it has nothing to do with what just happened in las vegas. Still the timing of this revelation pretty remarkable, abby, pete, and dean. Abby pete spent the day with Suffolk County Emergency Services and found out. Pete Suffolk County on long island. Able to hop out there and see some of the training that they do. These are the guys that the police call when they need back up. The Suffolk County pd swat team also known as Emergency Services. They train year around for active shooter situations like the one in las vegas. We got a look inside. [explosion] hands up. Pete give us a sense into the tactics that you use how you train for active shooter scenario. We need to get in as quickly as possible and effectively terminate the threat or stop the shooting. So, the way we train the officers now on patrol is if you are the first person on the scene, you have to make that personal choice to make entry into that structure. Hands up. Hands up. On the floor. Pete just from what youve seen, your reaction to, you know, those men that were clearing those floors and what they were face. From a Law Enforcement standpoint from a shooter type from 1200 yards away is quite difficult. Its going to have to effectively rely on some 911 calls to try to localize where those shots are coming from. If you were standing in the crowd it would be quite difficult. The response to the hotel and the actual room where the shooting came from from what i understand was handled beautifully. Breach, breach, breach. Every second is a casualty. Thats why its imperative the officers at the scene have to get there as quickly as possible and neutralize the threat. They are shooting right at us, guys. Everybody stay down. Pete what kind of gear am i going to be wearing today . We are going to put on you a ballistic vest. This is what we operate and train. In we always train the way we want to operate so guys know. Train as you fight, exactly. Weight does make a difference especially when you are working in it all day. You want to get accustomed to wearing the gear. Pete are they resistant. They are rated for rifle round. I would not want to take a rifle in the chest wearing anything a plate or not. Pete its been a while. Slip it up over your head. Pete got to get it nice and snug. Thats the key. Ballistic helmet. Feels like home right here. Pete we are about to roll up. Tell me whats going through your head. Main thing watch each others back. We all want to go home at the end of the day. Pete the psychology when you are at that door and prepared to go into active shooter environment. Whats going through your head . You know, its one thing to deal with those pressures on deployment its a whole other thing when thats your job on a daily basis. You dont realize how often that swat team gets called out. Rick, another one . Rick yeah, we are still in Hurricane Season. Really active season. Well kind of expected to see a little bit more. By the way the season doesnt end until the end of november. Not saying this will be the last one either. In satellite representation looking fairly organized. Thats a bad thing. One thing we have going for us here is that it is moving very, very fast, it doesnt have a lot of time over water to continue that strengthening. That said, it does have some time. So well likely see it strengthen a little bit. Exactly how strong still remains to be seen. Category 1 hurricane. Officially the forecast keeps it as a category 1. I will tell you the rainfall rates because its moving so fast are going to be kept down just a little bit. Where it comes on shore. Once we get in mountainous terrain up across the central appalachians expect to see more water run out of this system. Because of that we will see some spots up here. Maybe six inches of rain, seven inches. That will cause localized flooding. Flooding where it comes on shore as well as storm surge. Official forecast pulling off toward the north very quickly. If you look at bump stocks, we are not talking about guns, we are talking about a piece of equipment that takes a semiautomatic to an automatic weapon and automatic weapons are banned and thats why we can take that step with democrats. But, make no mistake, we wholly understand the game of what they are trying to do. Abby any time a horrific incident like this happens, there are a couple things that happens. We want to figure out what the motive is, absolutely. Also, try to figure out how this cant happen again and thats why it oftentimes goes to gun control. But what conversation should would he be having right now . What conversation should we have had over the past week . What causes a person to wake up one morning and want to kill himself and as many other people as possible . Listen, abby, thats a great point. It goes back to whats happening in our culture. Whats happening in our families. We have to look to a common theme through these horrific events. And this is where have you crowds that gather. And whether have you crowds and guns are used against these crowds or have you seen in europe where they will use trucks or at the Boston Marathon they will use pressure cookers. When you have people that are hell bent on killing fellow citizens, there is a lot of tools at their disposal. And i dont hear democrats talking about banning pressure cookers, knives, or automobiles. But they will take a tragedy like this, when people are still in the hospital fighting for their lives and they will introduce that to advance a political cause which is to ban firearms. I dont think they are looking at the broader issues here which is what happens in society . How do we deal with mental illness. They just use this for political purposes, which i think is frankly incredibly sad. Pete absolutely. Bump stock, is a piece of equipment. You acknowledge you seem to think maybe that is the type of thing that could be banned. Isnt that basically following into their argument we can pass this one bill on a bump stock when the next attack could be Something Else . I dont think so. I think, pete, we understanding this isnt going to resolve the problem. I think this is step in saying we have banned automatic weapons and this will transition semiautomatic to an automatic and therefore we will take the step to ban it so, no, i dont think we are falling into the argument. Again, we understand that this is incrementalism. This is baby steps for democrats. No matter what you give them, they will never be satisfied until, again, the Second Amendment is gone. They dont understanding, even coming from San Francisco like nancy pelosi and think banning gun sass great idea or new york city. In places like where we come from, this is a way of life. People grow up using guns. Respecting guns. Knowing how to use them and we use them for really good purposes. We, you know, we respect them, love them, one more point before i go, when you take firearms away from people, you take them away from law abiding citizens. Abby the mayor of new orleans issuing mandatory evacuations after the storm has already killed at least 24 people in parts of central america. That was lilly in 2002. That was a category 1. Nate also a category 1 could very well hit here. There are warnings and watchings in effect from east and west of new orleans all the way across the gulf coast to the Florida Panhandle. State of emergency now in effect here for louisiana. This is not harvey. Its not irma. But the governor says we need to treat this storm with respect. No one should take this storm lightly. It has already claimed the lives of at least 20 people and nicaragua and in honduras. And as we know from past storms, low intensity doesnt necessarily mean low impact. One of the big concerns here in new orleans are the pumping stations. 10 of them are broken. The city has already flooded several times this year, including last week. The drainage system is challenged. Its old and tired and under funded according to the mayor who says its like his grandmas car with 400,000 miles on it. One of the greatest threats to this storm is not necessarily interior rain but storm surge. It is a serious concern to us, the projections are that we could see 6 to 9 feet of surgeon. Surge. Given this threat im ordering evacuation of aisles, Lake Catherine and bayous area of the city of new orleans. Most of the citys 200 flood gates are closed or will be closed today like this one. Barricades set up close to 150 of them around the city to protect roads like this that at this point particularly fluid. Looking lake pontchartrain. They have boats and high water vehicles on stand by now and they are handing out sandbags. A curfew will go in effect tonight at 7 00. And, in case you are wondering, did i do some research, guys, and a speeding bullet travels at 1700 Miles Per Hour. So this storm is not as fast as dean excuse me, quite a bit faster than dean cain. I just have to be very frank about that. Abby because have you had all of those meetings with the president , with rex tillerson, with james mattis. Are you all on the same page . What i love about the president is he is a problem solver. The secretary of state is a problem solver. General mattis, our secretary of defense is a problemsolver. So you are surrounded by people who understand the realities inherent in a difficult u. S. Russia relationship. Abby someone you wont always be on the same page is president vladimir putin. I know you cant talk a lot about that interaction. Talk about the morale in russia right now. Because over 700 employees have now been sent home, punishabled by the russians. Its really unfortunate that the russians made the decision that they did. To cut substantially cut our diplomatic presence in russia. We all know that we are facing difficult times. Probably the most difficult period in the relationship since the end of the cold war. And at 19 years old, that was really, really difficult. Thats really stayed with you since then . It did. Eventually i was in the berm bedroom of my college apartment. Drank every bottle of alcohol in my mouth and decided to put a shotgun in my mouth. I wanted to feel something again. And it was a really, really dumb decision. You got over it with thinking of someone else who hadnt made it and then you made it and then you coined a term called posttraumatic growth. What was that. I didnt coin the term. Its a growing term. Post traumatic growth is something that takes place after a posttraumatic experience. We are all familiar with posttraumatic stress. Did you go toward something traumatic and bothers you and cause severe problems in life. Posttraumatic growth is as a result of these traumatic experiences can you learn to be more affectionate in relationships and closer to god and overachieving. Never giving up as well. Through the people that have been through the attack in vegas its a tragic thing. A lot of things happened. You may have questions about how you reacted or should have reacted. This is actually covering up where this fence was. What happened was as the concert was going on, the shots started coming, in dozens of people came through in a stampede. As more and more of that terrifying video comes out, authorities are still struggling for the motive. We know they are talking to stephen paddocks girlfriend Marilou Danley. The kindness of this community is just amazing. Along those lines, there is a unity prayer walk thats going to take place in just a couple of hours. Chuck schumer would never be on board for that, again, democrats come to the table when they want to spend your money, more of your money because they love to spend money or if they can preserve obamacare. They would see this as a path to work with President Trump to preserve obamacare because thats all they want to do is protect it the president is smart in creating some leverage with his own caucus. Hopefully thats where it goes. You dont want to cut a big deal that makes obamacare permanent. He ran against obamacare as well. So a lot of tricky ground here. And i just dont believe that the unicorns of good faith democrats truly exist who really want to work with this president. They will take incremental wins. Abby its interesting they are having these. The National Guard has been ache at this i have thed they have boats and staged at Police Departments and fire departments. They are evacuating oil rigs and Oil Platforms in the gulf ahead of this storm which is expected to bring category 1 force winds and a storm surge to the gulf coast. No one should take this storm lightly it has already claimed the lives of at least 20 people and nicaragua and in honduras. And as we know from past storms, low intensity doesnt necessarily mean low impact. A big concern here are that the bumping stations could be overwhelmed. 11 of the 120 are out. And that is because they would like to see more bipartisan action. And thats something that definitely, i think, was in the best interest of the American People. Well, normally in political debate if there was some give and take on both sides you can arrive at a compromise but thats not what this is about. This goes back to ram emmanuels famous statement, never let a good crisis go to waste and i think that its very clear that for the democrats this is the kind of first step in order to in a sense abolish the Second Amendment, so to me, you know when we look at Constitutional Rights the Second Amendment is not less important than the first amendment. Its not put second because its secondary and so this is a kind of attack on our Constitutional Rights. Its been brewing for a while and we should not allow the kind of stampede created by a single incident to allow us to buckle so republicans can pass sensible gun control regulation on their own if they want to. Theres no reason to open the door to the democratic crusade against the Second Amendment. Dean so youre saying pretty much dont work with the democrats on that because they will come after your guns. Nancy pelosi said its a slippery slope and so what . Yeah, i mean, i think when we look at the Second Amendment, some people say well, its there for hunting and so on. No its actually there to protect us against government tyranny in other countries like venezuela where the government used these kinds of incidents in order to confiscate peoples gun s so what happened was the only people who had the guns were the government, the state and theyre now able to turn those guns against venezuela citizens so i think we should take a cautionary lesson from that and realize our Second Amendment rights are critical to the preservation of our basic liberties. Pete just you saying that the left will say well youre in favor of dead people. Youre a heartless follower of the nra. They use emotion, so powerful. Well, i mean first of all the Second Amendment like the first amendment, its not that these are amendments that have no exceptions at all. You cant shout fire in a crowded theatre, for example, but notice how carefully limited that is. You can shout fire in public. Just not in a crowded theatre so only when there is imminent danger. Now theres no imminent danger right now. Basically what we need to do is complete this investigation. To me the more interesting question are the motives of this shooter. I mean imagine if this shooter had shot up a gay rights rally, there wouldnt be any shortage of speculation about what was motivating him but because he shot up a country concert suddenly everyone is really baffled about his motives. You know, this is the way that democrats try to win elections instead of winning on the policies that actually help the American People and unite us. This is absolutely divisive language. Rick the storm moving really quickly that means it gets here quickly and will feel like theres not a lot lot of temperature to prepare so the rainfall totals will be kept down quite a bit. Weve been talking about when Hurricane Season is. Here you go, we are right towards after the peak of Hurricane Season. We have one extra little kind of a secondary peak we call in october and thats right about where we are and then it drops down toward the end of november. Thats the good news and the shortterm weve got the storm right here. Hurricane hunters have been flying in and out of this this morning with the winds now up to 85 miles an hour all of the heaviest winds though are to the east side of the storm, so its the east side that will take the brunt of it. Certainly from the storm surge but also the strongest of the winds, the west side only getting winds around 1020 miles an hour. If the storm skirts to the east of new orleans thats good news for new orleans but mississippi coastline and throughout alabama and in the Florida Panhandle as well ill tell you satellite imagery looking good if it has more time over water we could see it strengthen more and that is certainly a possibility officially they are calling for landfall tonight around midnight and that is at a category 190 mile an hour storm could be a little bit stronger than that so certainly need to prepare. After that it very quickly moves up the shore or up the coast into the Tennessee Valley towards the ohio valley and across parts of the northeast. It will be gone off of the northeast by the time we get towards Tuesday Morning so a very quick mover thats good news we wont be talking about this for all that long. Guys . You know, the weird thing about it is and it seems odd to me they dont seem to notice it is that he controls their focus. He controls their attention and he guarantees that theyre not focusing on the sorts of things that hes working on. Theyre focusing on finding some way to discredit him and it has, you know he controls the focus. He controls the news. Dean interesting you say that, sir because look at this exhibit a. Why did he say that . It comes as officials tell cnn President Trump is prepared to decertify the iran nuclear deal. Its incredibly wreckless and the bar is so low its buried way underground but its incredibly wreckless rhetoric to talk about the calm before the storm and laughing. You could see when he said it three seconds afterwards he literally had a smile. Now if youre talking about a storm or fire, youre not smiling. He literally winged. We have to stop trying to analyze what he says and its just tourettes of silliness when people catch their breath in this town, when they told their breath in this town, when he says Something Like that, you have a smile on your face. Is that somewhat satisfying . No i just picture people in this town actually holding their breath, it might be welcome surprise for most of america. If the World Leaders are going to base their policy on some off the cuff comment that the president may control the press when weve got bigger problems. Dean no question about that. Is he talking about progress weve making with isis . Do you think that is an interesting and productive strategy to keep them on their toes . Nobody knows who hes referring to. Well thats part of it. I think one of the side effects and i dont know i hope its deliberate but one of the side effects is that it keeps people guessing, and in particular it keeps those people whose trying to influence with our Foreign Policy guessing, and thats not such a bad strategy because our folks before have been so ultimately predictable that they could develop workarounds but you never know. Im delighted that hes as un predictable as he is because that means when they come to the table to deal with our diplomats as they try to make treaties and things, theyre paying attention , theyre not going to be expecting normal. Im reminded at the men and women that are in uniform and those that are in this building the state department that go out anywhere in the world and go to the same town and leaving family , loafing parents that are aging, missing graduations, missing births of grandchildren. Abby you pass down to the grandkids exactly what you guys taught us and that service and thats giving back and helping other people and were so grateful that we get to bring in other life into this world and have that example to live by because thats what makes us all better people and makes this country better.
