We can see the eye on the radar from Corpus Christi as it makes approach to the middle texas coast. While harvey is going to make landfall in the middle texas coast late tonight or early saturday morning, bringing major hurricaneforce winds on land within the warning area. Were seeing sustained tropical stormforce winds over a large portion of the middle texas coast. Sustained winds in the last hour of 49 Miles Per Hour with higher wind gusts. You can see the multiple rain bands spreading onshore. Over the next 1224 hours, harvey is going to make land fall and should progress slowly inland and stall out for several days. The biggest hazard that were concerned about in the short term is the lifethreating storm surge from the left of the Padre Island National seashore to sergeant, texas, could see six inches 6 flooding above ground level, 6 to 12 feet deep. Along the coast in this particular area near to the right of where harvey crosses on land. Everybody in this area should be heeding any evacuation orders theyve been giving. Conditions have begun to deteriorate significantly, if you can get out and asked to do so, please try. Beyond that time, harvey is going to stall and move very, very slowly across the middle and upper texas coast. All the way through the weekend into the early portions of next week, and thats going to lead to catastrophic rainfall flooding with tremendous rainfall totals in this red and purple area, we could see widespread rainfall totals of 1525 inches over areas like the houston, galveston metropolitan area, victoria, Corpus Christi, texas to southwestern louisiana and see isolated amounts of rainfall, as much as 35. Thats three feet of rain. It could cause catastrophic flooding. Were going to be dealing with a tremendous amount of water from harvey in terms of storm surge and rainfall for the next several days. Please take all appropriate precautions as the storm is beginning to intensify, continuing to intensify as it approaches the texas coast. Just to recap, the latest reports, sustained winds on Hurricane Harvey, major category 3 at 120 Miles Per Hour. Its about 75 miles southeast of Corpus Christi right now. Expecting to make landfall sometime late tonight or early tomorrow morning. Expected, the storm expected to move slowly inland before stalling out. And the problem with that is just the disastrous amounts of rain that could be dropped with the storm. 1525 inches as Steve Brennan said at the hurricane center. Isolated areas of 35, 36. That is three feet of rain. Major city, houston in the path of this, corpus christy, galveston, storm surge also a concern. 612 feet above what sea level would be. That too can be a tremendous threat. He said if you have if there is a way out, go ahead and try, but the conditions as we know are deteriorating quickly. Already consistent wind gusts of 49 Miles Per Hour reported along the shoreline in the gulf coast of texas. So the next 1224 hours, were going to see the major storm make landfall and first major hurricane to hit the United States in 12 years. As you can imagine, millions of people bracing for the storm which could indeed bring potentially life threatening rainfall. Mandatory Evacuations Ordered from all seven counties on the texas coast that will be affected. Warning residents in four of those that if they stay, and some people are, as they do, there is no guarantee of rescue. Businesses big and small being impacted as stores sell out of basic necessities and Oil Companies already have shut down major refineries and drilling stations on land and out in the ocean. Wow. But the white house is trying put out the message that folks should be cautious, listen to the local officials but the federal government is ready for the storm. The president earlier today tweeted out a picture that showed him speaking with bossert and chief of staff as he was undergoing the briefing. Three main concerns from President Trump. The first . He wanted to know whether or not people could get out of harms way. The second he wanted to know whether or not there were the appropriate resources deployed to the region. And third, not only focus on texas but wanted to been the people of louisiana and whether or not they are being taken care of . Bossert also said at this point that there have been no unmet needs as it relates to fema. The fema administrator is brock long and he sent out this tweet earlier today saying, quote, were monitoring Hurricane Harvey closely and working around the clock to prepare and support the states efforts. Fema is ready to go. This is, ashley, as you mentioned, likely going to be the first major hurricane in over a decade that this country will face. Of course, there is on the mind of most everyone in the region if not all across the country, the horrors of hurricane katrina. The republican senator Chuck Grassley sent out this warning earlier today this this and the to this administration saying, quote, donald trump, keep on top of Hurricane Harvey. Dont make the same mistake that president bush made with katrina. At the press briefing, bossert was asked about the senators concerns, and bossert said that the memory of katrina is certainly on the forefront of the minds of those in that area and says they are ready to go. Last week we were talking about the hindenburg omen, this week is solid despite a quiet week and ending strong, thats a good sign for the markets, despite whats going on in texas. Liz i would agree. Todd, i agree, mr. Trump, the president going barnstorming to push for tax reform. Thats a good news, but all told the markets are waiting to see what janet yellen had to say, and i guess theres been a collective yawn, right . It really was, and if you look at what janet yellen said, she talked about peripheral issues, not necessarily policy and Balance Sheet withdrawal. I think the markets telling you with treasury yields going out on the lowest since june, with gold going out on the highest, going back to probably april and the dollar getting crushed, this becomes more about debt ceiling and the aforementioned tax reform is the key issues to whats going to hit wall street over the next week or so, that is what needs to be resolved before the end of september and the market is unsure. How could they be sure of anything in this environment . Lets get to phil flynn. The big story is oil, phil. I read the article, not so much to lose oil rigs but refineries along the texas coast, that could have a big impact on gas prices . Absolutely. We saw that earlier,r bot rose as much as 10 going into the storm. We pulled back as traders try to balance the destruction of the refineries to the destruction of the demand side of the equation. We saw oil pulling back because were concerned about the loss of refinery runs actually rally, and thats because theres more concerns about the supply side as the storm starts to develop. We just had a report from the bureau of safety and Environmental Enforcement that basically said that theres over 23 of u. S. Gulf production that is now shut down right now. 22. 5 for oil. 23. 5 for natural gas. Were starting to see it have an impact. And now i think people are starting to worry about the rain, and its impact on the shell oil fields that are deep in the heart of texas. Some of the shale fields can be flooded, there is nervousness in the market, theres been a lot of speculation and volatility because of it. Certainly has, whats interesting, phil, is that oil closed out the day slightly higher. Be interesting to see where the action goes next week and get a better idea what harvey really has done as far as damage to that infrastructure. Yeah, hurricanes are an event where you want a caring, engaged president and you want a responsive government, even if as the congressman said youre not someone who particularly likes government in general. Youre going want to federal funding to come to help your state deal with the billions in damages that im sure theyre expecting in texas. So i hope that the president is doing more than, for example, tweeting about it. I hope that fema is as engaged as they say that they are. President trump has stacked his administration with people at cabinet agencies that are hostile to be the very idea of their existing. For example, rick perry at energy. Ashley but does that really have an impact how the response is handled to Hurricane Harvey . No. I guess im saying i hope it doesnt. I hope federal Emergency Response administrator believes in federal response believe ands in federal money and people on the ground assault and things we hope theyd be doing right now. Ashley lets move on from the storm, go back to congressman walsh. I want to talk about tax reform, we understand the president s going to start barnstorming if he used the word he likes a lot going to missouri, getting vocal backing from people out there. Certainly the middle class, everyone likes a tax cut, and yet here we are mired down, bogged down with so many issues for congress to face when they get back next month. Congressman, can we get tax reform done and is the president critical in leading the charge . We will, ashley, if Congress Gets off their ass and goes to work. [laughter] ashley, my former colleagues have taken the whole month of august off. We talk about trumps stalled agenda. Congress has been on vacation for five weeks. Ive got no problem with trump going after Mitch Mcconnell and paul ryan and hitting these republicans over the head to get them to work. This should be an easy thing for republicans to do. Cut taxes and reform the code, but they cant do it if theyre on vacation. Ashley christy, this scenario, tax cuts across the board, even for the top 1 , would democrats hold it up because of that and therefore deny tax cuts to the middle class who so desperately need them . Where is the red line for democrats on this issue . The red line is reasonable, which is to say it cant give more tax cuts to the top 1 , and it cant add to the debt of the deficit, and it has to be bipartisan process. Those are the only red lines for democrats, and if republicans cant meet those which again seem like basic concepts that most of the country would agree with, then, you know, no, i dont think its going to be able to go forward. Ashley congressman, to me, it seems like President Trumps in a winwin situation, putting pressure on congress to get something done. If they do get something done with regard to tax reform or infrastructure, hell take the credit for pushing it. But if they dont, he knows who he can blame. Its a winwin, right . Yeah, if they dont, ashley, were looking at nancy pelosi as the speaker in 2018. This is whats at stake. The republicans need to get something done, they are squandering an amazing opportunity here. Ill say it again, people may have issues with trump but hes the oldest president weve elected. Hes working his fanny off and the members of Congress Just are not keeping up with him. Go ahead, christy. Where is the evident for that . I see President Trump as the anybodys fault but mine president , always Mitch Mcconnells fault or paul ryans fault or the media, he has a very long list of people who are to blame except for himself. Heres the good news, take a look at the rig map out there. If you look at the rigs in the gulf, this is almost 20 of u. S. Production in terms of oil, of the 700 manned rigs out there, 80 of them have been evacuated right now. Thats the latest number. The good news is most of the rigs are in the eastern gulf, and this storm is going into the western gulf. Thats a positive, but this is going to hit a lot of refining capability. If we dont lose as much production, were going to lose refining capability if the storms sit there. The refineries could be shut for a long time. 20, 25 cents a gallon depending on the market. You like european etfs. I think europe and wouldnt touch it with a 10foot pole. Why should investors be have had in europe . A lot of geopolitical risk. Political banter, ashley is diverting investors attention away from the market. Those that didnt take summer off have been rewarded. Fundamentals look strong. Valuations are high compared to europe and other developed countries. 14 pe overseas, compared to 17 here in the u. S. I mean, not that bad. Especially when you look at european or even getting to emerging markets, pe in emerging markets around 11. So here is a couple things. Number one, make sure diversified overseas. A couple ways to do that through etfs, as we had record breaking numbers flowing into etfs this year, smashing records from last year. Also understand currency risks. So deutsche bank, for example, has a couple x trackers, msci, hedge currency etf where you not only invest in developed nations. Also if the dollar now rebound as weve had a 15 decline in the last four or five months. Well probably see that as the fed might inch Interest Rates back up. Again for bargains out there, marriage marriages have the feel it is risky, not the risk we saw 10 years ago. Great valuations today. They also have emerging market etf with pe around 11. Good idea to diversify overseas. Ashley that is interesting. We havent had someone say that. Global economy is growing. Europe is improving. Italy for that matter showing signs of growth but back in this country, tom, with would you like, etfs, basket of shares on this side of the pond what do you like . You cant argue with large caps, number one. Number two, technology, there is one etf that, not only embraces technology but embraces online retail. Emqq it is not just in the u. S. But also overseas. If you take a look at it, it is only around for little over a year but, if you see what is going on in retail brickandmortar, how theyre getting decimated, all money moving online, here is a company that really is created an index of some of the best online retailers but not only that, there is some huge growth in that area as well. Ashley as a money manager, tom, you look at the storm coming in, taking aim at texas, is there anything you can do as a money manager, perhaps protect yourself in light of what the storm could do . Obviously we have concerns about oil. Concerns about the rigs. But, if you look at refiners, so heres another area, you can actually invest in refineries, through, an etf an ticker is crack, crak, which is the crack spread between the crude that comes in and refined oil that comes out. There is going to be more pressure on these refiners during times of pressure like this. So, take a look at that, as an Energy Alternative during times of Natural Disasters and that type of thing. Ashley getting to politics in washington, we talked about turmoil looking towards europe if we get some of the president s agenda in place, tax cuts, deregulation, infrastructure bill, are you planning now to take advantage of what that could mean to some stocks that could take off if we get these things in place . If you look at major indices, ashley, this is really key, a lot of people were warning in may, go away. Those are times we see market corrections. We havent seen that. Earnings, 75 of Earnings Announcement have beat expectations. So rather than diverting to certain sectors, and there are some great infrastructure etfs ashley right.
