Problem that disproportionately but not exclusively affects women. The military is struggling as hard as College Campuses to figure out what to do about that and make a dent in it and encourage reporting, increase rates of successful prosecution, drive down the initial incidents of Sexual Assault and Sexual Harassment. It is the 64 million question in my sense. The military draws its members from society, and we see with the steubenville rate case, this is not a problem that is exclusive to the military, but i do find it concerning that if you compare rates of nonSexual Assault, murder and other Violent Crimes within the military to those in a comparable civilian population, rates of other crimes in the military are much lower. A very small fraction. If the rate of Sexual Assault is the same as in civilian society it still shows something is wrong. Something is not working if the rate of that party to the type of assault has not been driven down the same amount of other types of assault have been driven down within that military community. If i knew how to solve that, trust me, i would. I dont. I hope that in the long run, opening closed units to women will drive down rates of Sexual Harassment and assault because women will no longer, by institutional definition, be lesser troops. When they are able to do all forms of military service, nobody will be able to say the things i heard like why would you report sexualharassment, what did you expect when you joined the mans army, how will you ruin his career, do you think you cant take it . Hopefully when women troops are fully equal that will improve. The research from other countries and other environments shows that as womens equality increases there could be a shortterm spike in Sexual Assault. Something we need to be aware of and can be forewarned about not saying it is okay but if we start to see that, pull women out of the infantry, sometimes you have to work through a difficult process. I am confident the military, the army in particular, is working very hard to set the stage for a smooth and successful integration of women into closed jobs and units and that they are working very hard to drive down the rates of Sexual Harassment and assault but hopefully the military and universities can learn from each other. Unfortunately it is a problem that we see much more widely than just within the military. Thank you. [applause] thank you all once again for coming. But i think actually the increasingly confrontational nature of this bubble battle going on, the fact that you have actual shooting battles between all drug islamist factions, some associated with al qaeda and the free syrian army. Brings enormous clarity and also gives the lie to those claims that you hear bandied about rather cavalierly these days which is this common view that is the emerging that the International Community cant do anything because al qaeda takes over, it is either assad or al qaeda. That is the ryan crocker view and the regimes view. That has been their narrative from day one when it was entirely false, when it was a nonviolent, nonsectarian, broadly democratic uprising that represented a real prospect crosssection of syrian society. Look at those original seven to eight months of the uprising there were many christians involved in the protests. There were kurds, there were secularists. That has assad was saying from day one this is an extremist al qaeda foreign conspiracy. It was wrong then but he intentionally made it less wrong every day, partly by opening his jails and letting some of the islamists he had behind bars out into the streets.
