I think it has become a great, great aid to Law Enforcement, and we have to continue to make sure that the grant dollars for equipment isf available to Law Enforcement. A grant has helped many urban areas beef up and bolster their homeland in terms of detection and helping to make sure that the areas are safe. In there cut drastically 2016 budget. But chairman donovan of the Emergency Preparedness subcommittee, and myself, urged the administration to put those dollars back because they are so invaluable in helping Law Enforcement departments have equipment, and do the work they do in order to keep us safe. Inse grants are invaluable new york, new jersey, and a given us the opportunity to be on the cutting edge of the type of equipment that we need in order to keep our citizens safe. Even in the name of the subcommittee, preparedness responsibility is for any manmade, or Natural Disaster that happened in the homeland, we are engaged whether its tornadoes in oklahoma, hurricanes in florida, earthquakes in california, or activities,one wolf such as we have seen over the past week. All of that falls under our purview. We deal with fema a lot with Natural Disasters. Disaster int is a the United States, we work around making sure that we are prepared for those disasters, and the work is very rewarding. This combines a network of cameras across the city, over a thousand of them, with data from our 911 call system, with license plate readers, Radiation Detector sensors across the city, with Law Enforcement databases. Under formerear, commissioner, that data which faced inwards to people like me at police headquarters, was pushed outward. It was turned out of the people who need it the most and could use it the most. That is the cop on the street. Every Police Officer in new york has access to that information from their departmentissued smartphone. We are starting to build a profile for those most susceptible, and what we are being is young men and women what we are seeing is more men and women who are looking for a sense of belonging. That is one of the things we have to do to build that toward our toolbox. Terrorism is no longer just a federal issue. It is a local issue. We have to empower local Law Enforcement to be on the front end of countering domestic terrorism, which means having those on the front line who people can feel comfortable with. We talk about if you see something, say something. Will people are saying things all the time, but the federal government is not listening. In San Bernardino, there were people afraid to come forward. But they would be more comfortable going to local lawenforcement. We passed a house bill called the alert act that removes the barrier in the federal government that would allow local Law Enforcement to take the lead in many cases on counterterrorism. Yesterday, i was at a hearing with the department of energy for the department of energy shut down a new Year Research program where they were researching lowdose radiation, which would be the result of a dirty bomb attack in the United States. Program to down the shift all that funny to Climate Change research. The rcc in that in the fea we are seeing that in the faa. Climate change research has increased by 800 . The Counterterrorism Research is being increased by 7 . That is a priority of this administration. Whether you believe in manmade if you believe that man caused Climate Change, that is one argument, but regardless whether you believe that or not, terrorism is a greater threat to our nation, and we are sacrificing the safety and security of the people to over find the research and Climate Change. Host how much is the budget for the home and Security Department . Democrats in the senate will not allow these Appropriations Bills to come forward, so what we are being forced to work with is a continuing resolution to fund the government at its current levels when we need to through congress. But people dont understand is that Homeland Security operates on a mandatory spending side of the house. Military is Discretionary Spending and they operate under sequestration. Everything they need has to go through appropriations and it is a sad state of affairs, and i dont like it. But what a lot of people dont understand is that the budget coast guard falls under Homeland Security. That is a big organization. The last two callers were talking about what i want to talk about. Proactive against reactive. You said a lot of attacks have been thwarted. I wish we could hear more about that specifically. And charleston, we had the charleston 9 shooting. A gentleman came out calling for people to take up arms against other people who is an american. Maybe you have heard of him. I call the fbi office in columbia. The person answer the phone, and i said have you heard of Malik Shabazz . And they said really . Host stephen, im point to leave it there. Congressman, talk about what you heard there and the callers concern with how it works. Guest one of the reasons you dont hear about a lot of the terrorist attacks that are of the, because a lot Services Remain classified. We dont want to reveal the sources we are using to tip off these attacks. We need to keep those sources in place. Some of them you dont hear about because it is a classified nature. Early on, when we began this war on terror, you did hear more about the attacks that were thwarted. There is other news that seems to preempt. We are driven by negativity in this nation today for some reason. Negativity sells better than anything positive. That is one of the things we are the greatest nation on the face of the earth, even though with all the troubles we have, we are the best. I believe in american exceptionalism. But we have to look at the things in america does good, but we do not promote those. I do not condemn Law Enforcement or Homeland Security. They are doing a lot with the limited resources they have. We are not going to do that until we can actually get back that power that congress once had, the Article One Authority we had to control the Purse Strings of this nation. It is almost impossible to vet some of them, but we know that is an avenue to bring more terrorists to this nation. On the other hand, we know a number of people have come in previously that are susceptible to be radicalized today. Sir, i would like to begin on the financing of terrorism. You have looked into this. How effective have u. S. Efforts a been to cut off funding for groups like isis . You are always endeavoring to cut off terrorism funding, but they are always finding new ways and new Revenue Sources to support their bloody deeds. So this requires consistency and persistence toward the goal of eliminating also as a revenue. Bys was originally funded oil revenues and then by taking over territories and then taxing the people of those territories that they control. When those avenues of revenue are cut off, they seem to find new ones. I think lawenforcement officials and our military officials do a very good job in identifying those new and emerging Revenue Sources and cutting them off at the source. The Treasury Department with the financing, do they have a role . Dead, one shooter. The records were obtained those weapons were obtained illegally. What terrorist plot were you able to thwart before it could be executed . Our counterterrorism officials, Law Enforcement officials, Work Together in these fusion cells, these joint terror task forces, to stop terrorists activity before it occurs, so we will never know. That is the difficultly of counterterrorism work. Counterterrorism officials have to be lucky all the time, but terrorists have to be lucky ones. Keep incumbent upon us to our people safe and support the work of Law Enforcement agents toward the goal of protecting the homeland, which includes every corner of this country. Host congressman, the suspect from the new york and new jersey bombings was flagged when he returned from afghanistan. He was pulled for a second screening by customs, and there were so concerned after a second screening that they notified the National Targeting Center. What is the National Targeting Center, and how does it work . Guest suspected terrorists first of all, the fundamental problem is we do not have enough Law Enforcement personnel to monitor the activity of those who are suspected to be involved in terrorism. The rights ofance individuals with our Law Enforcement efforts. That is very difficult to achieve. We put an awful lot on our Law Enforcement officials and Police Officers relative to keeping all of us safe. So some things, you know, they take time. And because people have legal rights, you cannot apprehend them unless you have just cause. So it is a problem that we have to address, and i think that that is accomplished through more Law Enforcement agents able to monitor suspected terrorists and suspected terrorist activity. You have new workers that are hungry and ambitious and help build and diversify the american economy, and that is a good thing. First, i would like to say, like the last caller, people just and not have their facts in order. We had their money since the 1970s. It was their money. Now we gave it back to them. I saw a special a couple nights ago, 97 of the people that are coming, they do have documentation that they can vet them with. But the problem is that this is domestic terrorism. That is the problem. I have not seen any person from syria or anywhere else that have done anything to us. These are people that were here when they were three months old. They were born here. During that same time, 167,000 americans killed with gun violence. Onsometimes there is a focus really the wrong thing here, and creating a safe environment, save communities, by supporting Law Enforcement agents is going to help to keep communities safe and track terrorist activity and plots being established before they can be executed. [video clip] 9 11, 15 years since through every suspicious and cover that has been reported, we have amassed a large number of reports, andnts, when they are filed away, as you have seen the other day or in the orlando case or you can pick your case, there is two schools of thought on that. One is, well, if you already knew about this person, why werent they stopped . That often does not consider the threshold we have to operate under. If you have that that many contacts with that many people over that period of time, it is increasingly likely that the next time something happens, it is going to involve somebody that you knew, heard about, investigated, bumped, or otherwise checked out. That is a good thing in that when you are assessing who to look at first and they come up in those records, it gives you a basis to go forward. Well, it is also a liability in that people have somewhat of a misconception about our ability to put someone under surveillance, leave them there indefinitely. Case,ow, in the new york these are contacts that happened in 2014 with no demonstrable thing that happened between that time and this time. That is not, and i am not prejudging this, somebody will go back to it with a fine tooth comb, because we always do, but it is not realistic to say every time someone comes on the radar, we are going to be able to follow them or their friends and associates for an extended haved of time while you investigations on the front burner involving people who are the monster blue dangerous. The Obama Administration said the u. S. Will take more displaced people in the next year and months after the states unsuccessful challenge in the federal courts of the resettlement plan. And a letter wednesday, the director of the federal office of refugee resettlement, texas said would exit the program bike september 30 and less washington meets its demand that National Security officials into refugees. O not pose a Security Threat texas manages about 96 million in federal funds for services for refugees who were reset resettlement, with the help of nonprofits like the International Rescue committee. He laid them out in washington this week at the American Enterprise institute. Tell viewers would you believe are the takeaways from his plan and how effective they can be. Guest well, we want to be part of that and see what we can do to enhance or make it more clear how we execute that plan. What i mean by saying that is that, while that is a good portion of the plan im a we need to make sure the focus is in the right direction. One of the concerns that Many Americans have an many in congress have, and many peaceful muslims have, is we do nothing to be on the same page and washington, d. C. , when it comes to fighting this radical extremism, this islamist extremism. I use those terms because many people around america and in the peaceful Islamic Community feel that those are the trends we should use, yet we have an administration that does not. So how can you defeat an enemy to orersary if you refuse cannot define them . So we want to be on the same team here, and that is what the hearing is about, working on the greater effort of defeating these individuals, these terrorists among us and overseas and abroad that continue to attack our country, our western beliefs, our way of life. When i saw the attacks over the weekend and saw some of the tenets of the Pressure Cooker, heard the name, that the individual had traveled to a war region and spent a significant amount of time there, i knew immediately. Meanwhile, we have an administration that said were not sure if it is terrorism, and were not sure what the motive is. I think the vast majority of americans were just where i was we knew what the motive was, and we knew it was terrorism. We should be having that conversation we should not be having that conversation at a policy standpoint when it is obvious to most americans. We should agree on what it is and then a attack it and defeat it. We have to figure out what our differences are beer we need to see if we can work the definitions out and come to some agreement and move forward together. Host but are you saying that because he had an arabic name and because he had traveled to a middle eastern country that, in your mind, you automatically went to terrorism . Is that the right response . Guest no, what i am saying is when a put all the pieces together, Pressure Cooker bomb, the statements he made, his father said he had already inquired with the fbi, that he had not only traveled not to necessarily afghanistan, but when you travel and stay in a specific wartorn portion of understanding that this is a naturalized american citizen who is in one of the most prosperous countries that provides the greatest opportunity in the world it has made the kochs decision to go to that place and stay for an extended amount of time, were services are not available and where nothing that were used to in the 21st century and the trappings of modern life, none of those things are available. Did it include or was it just limited to contact on social media . Do they talk to friends and family . Did they interview him . Or did they just look at his travels and that he came back and is working at this job and i do not see anything here, and just put the file away . So we do not know the scope of the investigation, but that is what we are looking to find out. This is an actor action review, if nothing else, because we want to learn from past reese mistakes we may have made to make sure we are effective, so when some of the does show up on the raider, we can look at these cues and say, is this something we should look into more . First, my husband is an egyptian muslim, a naturalized citizen, and we both believe that extreme vetting of immigrants is absolutely necessary to keep american muslims safe. Because when we allow terrorists ato this country, it casts shadow on the Muslim Community. Second, when he was applying for his fiancee visa paperwork 16 years ago, he was constantly approached outside of the Egyptian Embassy by black marketers who were offering to invitation to enter the United States through mexico. Finally, the third comment i have is, you know, we filled out all of the paperwork and paid all of the fees for immigration, and it is absolutely unfair for other immigrants to come into this country illegally and not have to go through due process. Like i said, the administration, Many Americans, many members of congress, and many peaceful muslims see that there are two different conversations going on. Many of us call this radical somethingxtremism or along that line, where the administration cannot even seem to use the word terrorism or cant determine what the motive whenen most americans, given the panoply of information, it is immediate to them. But we do have the requirement and the duty to look at the policies. That is the job of congress and oversight, so we have the duty to look at policy and say, is this ineffective . And no one is saying that but at are bad people, the same time, certain portions of the Muslim Community, the islamist extremists, are, as many people say, hijacking the religion for their political goals, and it is manifested in and inaround the world our own communities. We want to get to a successful conclusion so we can move forward together. That is what the hearing is essentially about. It is not to mpn anybody, but it is to find out what the facts are and to put that together in a place where we can move forward together. I do not necessarily agree with that, because i think you have to be able to be willing to have the entire discussion. As an individual, you might discard certain parts you find unrepresentative of your viewpoints, but other people might find them valid. You have to be willing to have the entire discussion cordially and agree to disagree when it is appropriate but not immediately go after people for having thoughts or seeing things and reporting it. We say, seasoned the, say something, but we have to mean it without reprisal. I think, quite honestly, trying to be somewhat apolitical here, these folks will use everything they can against us, whether it is secretary clinton, donald trump, barack obama, scott perry, anybody, they will use every tool in their arsenal against us. They are interested in opposing acrossdoctrine of sharia the world. That is their stated objective in america and in other places around the world. I like to use that analogy, because that has been the frustration of Many Americans are members of congress, regardless. We only have a limited amount of resources, whether in your community or as a nation. So we must focus on the issue at hand, identify the enemy, and then focus all of our attention on thwarting that enemy, because we do not have the resources to be looking at every single portion of the haystack.
