Democrats, democrat line. Republicans, republican line, and you can tell us what you think on cspan on twitter and on facebook. The phone lines are open. Discourse, thel kind that we see on tv, and the kind that we experience among each other, it did not used to be this bad. And it does not have be this way. Now, a little skepticism is healthy. But when people distrust distrust they come to institutions. They lose faith in government. They lose faith in our future. We can acknowledge this. But we dont have to accept this. And we cant enable it. That was the speaker of the house yesterday, a little bit of his speech on capitol hill. Dont lose faith in the government was his message. What you think this morning about what the speaker had to say and the current tone of politics . This is the front page of the Washington Post republicans building a firewall between trump. They say their big money allies are rushing to protect senate house cabinets. Fearing that the party could lose its hold on the cabinet if donald trump is on the top of the ticket top of the ticket in november. The anxiety about trumps potential spillover effect on down ballot races was underscored on wednesday when paul ryan lamented the dishearten state of the campaign and criticized identity politics on display in the increasingly toxic race for the gop president ial nomination. The efforts are being driven by the groundwork in states and also in the u. S. Chamber of commerce. The behemoth coke operation, which aims to spend almost that hundred Million Dollars before the november elections, is dealt considering abandoning trump as a nominee and focusing its resources on behalf of gop congressional candidates. We are getting your thoughts on what the speaker had to say. He went on to say where he would like this discourse to evolve to. In a confident america, we have a basic faith in one another. That is one of the basic lessons i would like to convert to you. We question each others ideas vigorously but we dont question each others motives. If someone has a bad idea, we dont think they are a bad person. We just think they have a bad idea. People with different ideas, they are not creatures, they are not enemies. They are our neighbors, fellow citizens, sometimes friends and our own flesh and blood. Someone who we love who disagrees with us, politically, or votes differently. What it a confident america, we are not afraid to disagree with each other. We dont lock ourselves into in a who chamber, we dont go into the echo chamber and tell us what we want to hear. Where we take comfort in the opinions of what we hold. We dont shut down people. And we dont shut people down. Whyomeone has a bad idea, dont we tell them white our idea is better . We dont insult them into agreeing with us. We try to persuade them. We test their assumptions and while we are at or at it, we test our assumptions. Host he gave that speech to a batch of interns on capitol hill. You can see there was a lot of media there. Cameras lined up to hear what the speaker had to say. Karen on twitter says dont lose faith in the government . Campaign on how awful government is . Roland, what do you think . You are on the air, good morning. Caller he is just talking. He is one of them who criticize the president. He criticizes the president of the United States. He is just like that. They do nothing. Wills they are wolves in sheep skin. Host so you believe that paul ryan and the republicans, that they are the problem . Caller hes a republican. , all ect everyone they say that since president barack obama was a government, all black people suffer under his government. But that is not it. Theyre guilty. They are doing nothing. Host all right. Gary, a republican. What do you think . Caller i am a republican and i weturbed with the fact that send these politicians to washington to voice our opinion but what do they do . They go along with whatever obama wants to do. We might as well just have one party. That is why so many people are going to donald trump. They just keep running up the budget and running up the budget. We are sick and tired of it. Well let you come up with an independent to try to get this man straightened out. Host before you go, are you voting for donald trump . Caller i am really supporting but he is out now, ben carson. I really felt like he would be a good president. But i think so many people saw what the first black resident did that ben carson had no chance. So he hurt the blacks ever becoming a president again. I am not really supporting donald trump but i want somebody to fight for us and it looks like it may be donald trump who will do it. Host the speaker did not mention donald trump by name but the wall street journal notes that he was careful not to pin the blame on any specific politician, avoiding any mention of donald trump or ted cruz or any democrat. His remarks focus on the present rate the political debate on policy that has dominated the 2016 white house rate race. Host john, go ahead. Caller i agree with what that color just said. It is a good thing to have a bit of a raucous discussion about changing who is going to be in washington. It seems like the establishment beenth parties, they have doing the same thing over and over again. Just changing chairs when it is somebodys turn to become president. We have had dozens of caucuses and primaries and people are , theg and apparently establishment simply doesnt like what the votes are turning out to be and they are turning on the candidates. So i think it is a good thing best the establishment should set aside for quarter years and let someone who is an outsider run the country and see what happens. He cant do anything worse than what we have had in 20 years. They dont work for the American People, just for their friends. Host do you see a relation between calling up republicans and democrats in government and he back and forth we have seen in the past couple of days between donald trump and ted cruz over their wives . Caller yes, that is craziness. That is just a distraction from the bigger problem. That is not necessary and it is ridiculous. Careerican people dont about that and they never did. Theyve concerned about jobs and National Security and their kids futures and their own futures. They arent worried about tweets or somebodys wife or what she did 20 years ago. She isnt relevant to be national scene. We should be talking about what we do to improve our countries job situation, saying hey, it is the establishments way and thats the only way that is my point. Host who is your candidate . Caller i am an independent. I have always been a republican but i stop being republican 10 years ago for the same reason i said this morning. It seems like the establishment doesnt listen to the base of what the people wanted. Right now i am i donald trump supporter tickets he is basically saying he will do things differently. He will approach things differently. And the establishment wont tell me what to do on either side of the aisle. I like that message. Host this is the Washington Post Editorial Board and they say mr. Ryan is a bystander. Leader speaks eloquently about u. S. Politics but refuses to repudiate mr. Trump. Ryan wantst mr. Against play identity politics but mr. Trump continues to support fear of muslims and closing our borders. And he arguings with scant evidence that the belgian terrorist attacks could happen prevented if western authorities had tortured. That thetells us solution was giving them spirit. Mr. Ryan attacks gutter politics and mr. Trump defended his comments on the size of his hands and other organs by saying he had to do it. Given the gaping divergence between mr. Ryan and mr. Trump on the civic values, it is a wonder the two men remain in the same party. Caller thats a great article. Its true. They are in the same party. One is running for president and the other is a speaker. But they see the world differently in so many ways. All im saying is that in the big picture, elections get crazy and people say crazy things to get to the primaries. I just think we are in such a situation, 20 trillion in debt as a country, we have our jobs continuing to disappear i think the people on both sides of the aisle are saying look, we need to do something different. Host john, you are saying that because of that feeling, of wanting to try something different, perhaps change things here in washington, you are willing to overlook what donald trump says and does . You dont agree with it but you are willing to overlook it . Caller yes. I say, lets see what they will do. G things to get votes and that happens on both sides. So yes, i think what they are saying is different than what they are actually going to do. And i think the country is ready for something totally different. I really do. Host that was john, an independent. The Editorial Board goes on to thathis it is a shame mr. Ryan has not repudiated mr. Trump and promised to oppose him. Doing so would have made clear that mr. Ryan puts the principles he advanced before partisan loyalty and political calculation, where they belong. Instead, he continues to be another not so innocent bystander as his party slides towards donald trump. Tom, what do you think this morning . Caller greta, i think that the discourse in this country began i dont know when it began mr. Mitch mcconnell, when obama was elected, he said the main job was to make sure this man had one term. And it has gone downhill from there. Q÷any hour on the hour, the ownr of fox news is not an american. He was born in australia. He doesnt live in australia. They support the president of israel more than they support the president of the United States. And i think that mr. Ryan doesnt know the meaning of the word faith. It is preposterous. Thank you for listening. I have a lot to say but i know there isnt enough time. Host there is a vigorous conversation happening on twitter over this. Victor says, how can anyone believe speaker ryan knowing that he was there in the 2009 meeting that would to obstruct barack obama, no matter what . , the theme song for this years gop convention, if you cant be with the one you love, love the one youre with. Carol says, how can we not have lost confidence in government . It is corrupt and stealing taxpayer money. Paul ryan. Oo late, we lost control of politicians since you took millionaire money over the American People and made it legal. Hello steve, go ahead. Caller good morning. I supported governor buddy in 2012. He was a three times congressman. A democrat turned republican. He was shut out of the election debates in New Hampshire, South Carolina and florida. Had the same political platform as donald trump except he was nice and polite. They blocked him in New Hampshire because he barely met the threshold. They moved the goalposts. You can look on wikipedia. Roemer, ont know buddy donald trump almost did what he had to do to get attention. Buddy roemer, every time he got ,lose to meeting the guideline john herzberg, who had zero support was there on the debate stage. Donald trump has done something that has not been done since into jackson since andrew jackson. Just cheap labor immigration, free trade and that is what my Republican Party greta, i am the rhino. Mcconnell, mitt romney, they are the real republicans. The vast majority of the lower middle class and the working middle class, we are the ones who think we are republicans. If donald trump doesnt win, there is no constituency for the Republican Party anymore. Host you think, no matter what happens, in the nominating process, whether donald trump gets it or not, this could be the splintering of the Republican Party . Caller you have conservatives who are standing on the attitude that you cant meet the purity tests. Trump like me, if donald , if they are denied and the talking head pundits on tv, they will turn their intellectual blind eye towards donald trump and it is the will of the people. , who has loste their social and economic culture over the last 20 years, i bet if they could get in a time machine and they would go back to get a donald trump to stop the influx of immigrants, legal and illegal, im sure they would do it. So, donald trump is really the last hope for a and again, i am really tired. There is one category that are taking a beating. Consulted and prettified greatly and that is the middle class of america, especially angry white men who are insulted and denigrated like they are brainless and childish. If you like donald trump that is basically what they say in the Washington Post. And paul ryan speaks for nobody. He basically is a democrat. A littles listen to bit more from the speaker yesterday. He talks about his vision for new generation of political leaders. Passion. Put to the test. That is what politics can be. That is what our country can be. Confident america. Where we have a basic faith in politics and our leaders. It sounds like a Long Distance from where we are right now. To get to a place where we have earned that face. All of us, in leaders, all of us can hold ourselves to the highest standards of integrity and decency, instead of playing to your excited he is, we can appeal to your aspirations. Instead of playing the identity politics of our base versus your base, we unite people around principles. Scaring, just resort to we dare to inspire you. We dont just oppose someone or something, we propose a clear and compelling alternative. And we dont just win your support, we win the argument. We win your enthusiasm. We win your heart and mind. We win the mandate to do what needs to be done to protect the american idea. Host we are getting your thoughts on what the speaker had to say yesterday to a group of Young Democrats and republicans on capitol hill. He talked about current states of political discourse. In this piece for the Washington Post says that while donald trump rages, ryan cowards. Highranking republican egovernment, and the man many republicans would like to see as the president ial nominee, finally denounce the racist demagogue who threatens to take over the party of lincoln . Alas, no. Ryan tiptoed, floating an alternative to Donald Trumps hatred but not mentioning it. Speaker, is weak. There is 20 of bad behavior on all sides but the Current Crisis is specific. A xenophobia who make scapegoats of racial and religious minorities is threatening to take over the public and party and throw the country into turmoil and ryan isnt denouncing him or saying he wont support trump. Het have to accept it quotes paul ryan as saying, and we dont have to enable it. Yet, paul ryan is enabling it. It is not our job to say we are simply angry as the rest of everybody else. At another point he is or did i think how we conduct ourselves is important and we set an example. Right. Says milbank. But leading by example means announcing and the zoning the demagogue in our midst. This is no time to play switzerland. Referring to what paul ryan referred to as the role of the speaker. K taking dana milban issue with that this morning. We are getting your thoughts on the speakers comments this morning. Duane in florida. Good morning. Go ahead. Caller good morning, thank you. ci believe congress on both sids of the aisle deserves criticism. The reason they deserve criticism, it is not just congress, it is government across the board. You take people, especially the house and senate in washington, d. C. , they set over everybody like aristocrats. They exempt themselves from the law and they have retirement plans and health care plans. They have salaries. They have access to information that none of us get. They use that to wealth themselves. They are not subject to Insider Trading look at the deals on both sides of the house. They enrich themselves. And they dont enforce any law. Our president can ignore a law that he swore an oath to. Congress is there and dont pass laws. It is almost that they have set downelves up and everybody here in the middle class of United States, they control the news media over this. But if you start stop. If donald trump wants to go on and make the statements he makes, he has a right to his beliefs. As americans, we are not supposed to just condone the words in his mouth but he does have those rights. Everyone has rights. Host can i ask you, do you like the way he talks . Caller no, i find it almost offensive. But he is not sticking to the political correct so i cheered him sometimes because i am so tired of everybody. There are so many people who are so sensitive. There are people getting killed all over the world and we are worried about Political Correctness . Look at the children who are in college. Worried about how things are said to them. I mean, look around in the world you are worried about what somebody says . Host do you worried that as president of the United States, how he would get along with other leaders across the world . Caller i dont really. I think this is political grandstanding. It is heightened by the news media. He is not a politician. He says things off the cuff. It is the first time we have seen this in years. Do i appreciate his candor . Sometimes. I find it offensive in some ways but not offensive in a way to where i think he doesnt have the right to say it. In todays society, when College Campuses and everywhere else are so worried about how people say things, theyre not looking at the basis. You have to be accepting of other peoples views. My rights only go until they run into someone elses rights. No. Host we hear you on that point. Would you vote for senator ted cruz . Caller i am a ted cruz supporter. Not completely. But at least he has a conservative viewpoint. A similar background to mine. My mother was a naturalized citizen. I dont put myself in a box and say that i am this type of person. Host i want to go through some headlines from papers. Heres the headline the washington cartel, it is now endorsing him. It marks a big shift in the republican race. You have the governor of florida , saying that for the sake of our country we must overcome the vulgarity that donald trump has brought into the political arena. He endorsed ted cruz. You have lindsey graham, cruzaising for senator ted and saying that the party needs to get around and behind ted cruz. And senator ted cruz is saying that john kasich needs to get out of the race. If he is going to be able to stop donald trump. In the New York Times, john kasich is defiant. That is the New York Times this morning. Then you have the opinion section of the wall street journal, saying the republican predicament. It isnt clear ted cruz can be trump is john kasich leaves the race. The texas senator has won nine states and is now picking up endorsements from the same gop elites he has claimed to disdain. Irony alert, ted cruz who helped unleash the antigop populism that has propelled mr. Trump now wants gop elites to help them defeat mr. Trump. His problem is that it isnt clear he can beat him oneonone, especially in the Pacific Coast and north eats northeast states. Ted cruz finished back, in the pack in new england outside maine and the states coming up to include connecticut, rhode island, new jersey, and new york, delaware and maryland. Mr. Trump wins the nomination if he wins most of those states. They write that john kasich has to show he can win more delegates. He will have a hard time justifying his campaign if he is washed out there. If the nomination goes to an open convention and if ted cruz and donald trump can get a majority, perhaps the gop delegates will want to consider a nominee who can beat Hillary Clinton. Sounds crazy, we know. That isnt the purpose of a Political Party to win elections . John, youre next. Good morning to you. I have totally lost faith in this government, heres ago. That is why i voted for ross perot twice. I want to talk to the people of the United States. One of the big things he said was that there would be a sucking action of jobs in the United States. That is what they should have talked about a third party. And they still should be talking about a third party because these people are doing Insider Tradings, tax evasions, fraud and our government is basically run by the koch brothers. Another thing to say about Supreme Court judges, i really think the people of the United States should be able to vote for these people. And they should run for supreme just like the president. And we the people of United States should vote for them. Host let me give you an update garlanderrick nomination. The Vice President will talk about it today at Georgetown University. That is at 12 30 p. M. Eastern, coverage here on cspan. The Vice President talking about that, joe biden. In the New York Times is morning, this says that the pennsylvania senator who is in a tough reelection race this fall says he will meet with mr. Garland but he still opposes confirmation. ,his comes after pennsylvania the other pennsylvania senator met with garland on tuesday. So mr. Toomey is saying is another republican who will meet with him but he is Still Standing firm on opposing his confirmation. I will go through some headlines this morning on the situation in belgium. And the terrorist attacks. Financial times police link brussel bombers to november attack on paris. Saysrench Prime Minister seven people out of 30 known to be linked to the terrorist attacks were still being hunted. It says that the brothers who committed the terrorist attacks in belgium are raising information about how much the belgium authorities were aware of the cells before the bombing. One of the brothers spent nine years in prison in 2012 after shooting at Police Officers. And in the wall street journal, the suicide bomber, one of them slept. One of them was detained last summer on suspicions of being an Islamic State fighter but they set them on a course for freedom after belgian counterparts cant establish any linked to terror groups. The revelation wednesday from the turkish president was the latest in a string of issues. It has killed more than 100 60 people in two of the continent capitals in the past four months. The belgian government says the brother that was caught at the Turkish Border only had a criminal record and did not have links to isis at that time. And the front page of usa today, more than two dozen islamic leaders gathered in louisville to condemn the attacks and urge the public not to link all of them to terrorism. Describing a growing level of islamophobia in this country. In in the New York Times, the United States, the Agency Responsible for airport trait airport training, they spent the budget on the security screeners at checkpoint and on a quick much that can detect arms. But the responsibility for security and public areas of airports is shared by the local authorities in the tsa, leaving full abilities in the public areas where passengers check in and drop off bags. We will dig into Homeland Security efforts coming up on the washington journal. He will talk to an Associated Press reporter about these up security efforts and what is to come. Also, john kerry is in moscow after the attacks. He left, he was in cuba with the president. And he is in talks with vladimir then on thursday to discuss fragile truce in syria that is hoped will spark peace talks allegedagreements over violations. We will dig into what is going on in europe, the isis threat, with two experts coming up. First, we spoke to text 10 minutes continuing our about what paul ryan had to say yesterday on capitol hill. Patrick, a democrat. What did you make of the remarks . Caller i think he is being placed under enormous pressure. Pressure from a political construct that is so embedded into the corporatized system of control in contrast to a political candidate that has essentially shredded all of the precepts of what it means to be a candidate in the american discourse. I am a liberal, gay democrat. I have to tell you. In the history of american politics, there has never been a greater assault on any political candidate, it doesnt matter whether they are democrat or republican, donald trump provides the of teddy roosevelt. And what is astonishing is the level of venom among republicans , who dont seem to grasp the reality that the American People represent the interests of the nation. He isnt owned by anyone. And this is what makes him stand out above and beyond any in the discourse of american political contracts. I marched with Hillary Clinton in the city of pittsburgh. We delivered the democratic her, ion, the votes to these those two Hillary Clinton when it came to her and president obama, who we got behind by the way. Now you are supporting donald trump . Caller it is a nobrainer. The way in which the media has destroyed his repeat tatian, has destroyed the will of the American People in construct in contrast to what the American People are experiencing, everything that he is speaking about, particularly when it comes to who the puppet masters are that pull the strings, particularly when it comes to the council and Foreign Relations which is a threat to american sovereignty, these people dont care about american sovereignty, they care about their political power. Host all right. Caller thank you for taking my call. I think ryan should let the election play out. Has inspired at least me and the that anybody can become a president. And i think that is great in what he has been doing. He has taken a lot of heat. He also has 3 million more votes than ted cruz. It is really crazy what is going on. Thank you for taking my call. Host jeff, if you want to go to twitter, we have 45 million tweets with the ifiwerepresident. You can go there and share your thoughts. Caroline, a republican. Good morning. Caller i am very disappointed in paul ryan, it didnt take him long to get bought out. Of, who i another one thought would be my hero trey gowdy. Those two, i had a lot of faith in them. But like i say, it didnt take them long to get bought out. Here, where iound old, ind i am 82 years theoing to be very upset if nomination is taken away from donald trump. If they think they can bring in , theysh or someone else better think twice on that. Host happening in washington yesterday, the Supreme Court heard the oral arguments for religious liberty versus birthcontrol mandates in the obamacare laws. And usa today headline says dividedcourt appears over the case. We are going to be airing the oral arguments on cspan coming up, we can tell everybody about that. We will be airing that, let me find it for you. The oral arguments are coming up on friday. There it is. 8 00 p. M. Eastern time, so for all of you covering this issue, that is 8 00 eastern time. Also, this story alleged hasterts testify at hearing. Sentencing in the hush money case, according to the unannounced Court Hearing this week. It is the first time the court has officially linked the case of the sex abuse accusations against the illinois republican. It says that it doesnt plan on challenging accusations made by the individual but urges the court to consider taking his account in writing rather than having him testify. He said it was important that the judge show how the abuse affected him. What youing to you, think about the speaker of the house saying that political discourse in this country needs to improve . Caller maam, i am having a field day looking at this. I never thought i would see this in my life. Especially with paul ryan and donald trump. I never thought that i would see the discrimination against women , you can talk to them anyway that you want them. But ive never seen that before in my 60 years. With the concerned Republican Party because the main thing they are talking about is taking the country back. Take it back from where . To what . What you talking about . The 1950s . The 1960s . , you shouldunning be trying to serve everybody. Host charlie in new york, a republican. What do you think . Paul ryancan see how is talking about inspiring people but how do you inspire people by continually passing pundits that fund obamacare, fund obama bringing refugees into america the republicans are facilitating everything obama does. I dont know what country these democrats are living in. One more thing. I have never seen the Washington Post print and editorial when democrats call republicans fascist or terrorist or racist people. Recall the Washington Post ever printing and editorial about that. Host i dont know if you know this but the house went out of session yesterday, is recessed for two weeks without passing a budget and it looks like they will proceed april 15 deadline to do so. Caller what about all of the budget say have been passing in the last 34 years . Thats continually Fund Everything obama wants to do . Host that is the reason why they were not able to bring it to the floor because republicans in the house are fighting against the speaker and saying, we are not going to let you write this deal that was brokered by the former speaker to the floor. Caller it is about time, dont you think . Its about time someone starts standing up to the republicans who are destroying this country. Along with the democrats. Host jack in New Hampshire. Good morning. Caller yes, i think we have already lost faith in our government. When the speaker up there, but he is describing and the republicans who are trying to not goonald trump and with the will of the people, i think that is why john kasich is still in. They are trying to divide the elect oil votes. So they can have this party where they want to put somebody else in there at the last minute. I dont think there china to fuel a people. I think they are trying to separate them. Political correctness has to stop. They need to take care of the and not found down to everybody else. Host that was jack, an independent in hampshire. Coming up, we will talk to two in theexperts about isis wake of this weeks deadly attacks. And later, alicia caldwell, id Associated Press reporter, will be here. Well be right back. For this years student cam contest, students documented the issues they wanted democrat they want to candidates to discuss. Education and immigration are top issues. Thank you to all of the students who competed and congratulations to all of the winners. Every weekday in april, one of the top 21 winning episodes will air. All of the winning entries are available for review online. American history tv on cspan3. This weekend, saturday afternoon, law professor talks about the influence of John Marshall. Ofhe famously said, my gift John Marshall to the people of the United States was the proudest act of my life. And marshall has been widely praised with transforming the Supreme Court into what John Edward Smith calls a dominant force in american life. And on real america roger. The 1981 nasa documentary, spatial, a remarkable flying machine. On the two day made a voyage of columbia. On the road to the white house rewind, the film for richard nixon. Willhave decided that i test my ability to win and andility in the primaries not just in this smokefilled room in miami. And a panel of authors on their books chronicling mexican rights. The coalition of labor unions, Mexican American civil rights unit is they came together to protest the program and in fact, accelerated congresss decision to terminate it the next year. And i think this was a moment of blossoming for the movement. For the complete American History tv we can schedule go to cspan. Org. Washington journal continues. Host we are back this morning with a roundtable discussion about the fight against isis. Joining us is kurt volker, the former ambassador to nato and the executive Director Director of the Mccain Institute for international leadership. Also with us is Michael Breen, the ceo of the truman security project. Inc. You for being here. I will ask both of you for this question. What is the significance of the terrorist attack in brussels . It is a human tragedy. And the continuing pain that europe and other parts of the world are experiencing it is an important moment for europeans and for us as well. To step back and look at how we have done since 2014, the brussels attack. How have we done with the improvements we have made to the Security Systems . There are still differences in the level of security in the United States . They have a good plan. But theyve only implemented about half of those. So there have been legal reforms training but that has only been done by some departments. Sharing of the information, particularly what they collect about airline passengers. Eurozone, europe is only as strong as the weakest link. There are a lot of phone our abilities and it is a good time for european leaders to bring everybody to the table to try to broker a compromise as quickly as they can. The deadlock is not serving them well. Kurt it is clear that isis is intent on attacking europe. That is one observation. That means if we dont deal with this soon, we will have a friend in europe. These things are connected. The Islamic State in syria the front in europe. The second thing is, as michael was saying, europe has not done a good job on getting a handle on the disenfranchised radicalized situation in the eu. I think they need to come to the realization that they need to have a more secure footing when dealing with isis. Host i want to share a couple of headlines to the point that you are making. Specifically, the issue of open borders in europe and dealing with what is happening in syria. The wall street journal suicide bomber. One of these bombers was caught at the border in turkey. They say they have got the guy and they say, he has no direct connection to isis. He just has a criminal record and turkey lets them go. And inside the wall street journal, the brussels bombings as itccelerated u. S. Blows off the last remaining stage route for the third fair for militants who carried out the deadly attacks. There is a connection between syria and the groups in europe. They are a disfranchised community. They will create even more disenfranchised communities. I dont buy the line that there is one route out of syria and it is called turkey. There are plenty of ways that they can get out. And isis will not be deterred. Host what do you think . Michael i think that is clear. It is absolutely clear. Pass out. O one as we analyze this, we have to be thinking about, dealing with the refugee crisis in a way that is if you have seen the level of description of destruction that we have seen, rubble these refugees have nowhere to go. I was recently in jordan and it is a refugee camp. It is a humanitarian crisis on a scale that we havent seen since the second world war. And it is mostly women and children fleeing destruction. Isis is a predator on that human misery and they will continue to do that. Especially in europe. We have to be thinking much more longterm, unfortunately, about how to deal with the masses, the scale of the refugee crisis, and confront that. Because what we end up with is a bunch of refugee camps where kids have been out of school for 10 years. There is no prospect for your children to have a better life. We are creating a situation in which isis can have an easier time radicalizing communities. Host what about the recently struck deal between europe and turkey. Does that help . Michael i dont know how much it helps. To me, we are looking at the margins. I think the europeans are in a difficult position as far as the policy perspective and from a human perspective. What is calledt for, whatever else we are going to do in syria and iraq, we have to leave the world in confronting the scale of the crisis and making sure that we dont waste a generation in the middle east and we dont hand the initiative to isis by putting millions of people in a hopeless situation. Host so you are saying we have to deal with the situation in iraq . Kurt we do. It gives them hard National Security regions. Ais crisis is creating situation in the middle east. It is turning into a conflict across the whole region. Russia is exploiting and strengthening its role in the mediterranean. Whenever we need to do something, it is our european allies who come with us. Were seeing them put up orders in set the eu for the first time. Chances of a british exit vote are going up. Merkel, that is going down. It is really cracking right now. Host what is your prescription for dealing with this . Kurt dealing with isis in syria and iraq. I dont think the strategy of airstrikes and minimal support to opposition groups is sufficient. I think we have to have a robust u. S. Military commitment to the crisis itself. To try to negotiate this. The russians are in their supporting president assad, that is just going to make the crisis bigger because they are the ones fighting these refugees out. Putin sayse vladimir something, we dont have to believe it. Russia fully intends to keep aces in syria. Air bases and ground basis. What were talking about is the amount of russian fighters that are contributing to the Syrian Fighting effort. If theyre successful in encouraging the government to continue the momentum, russia cant afford to back off a little bit. Host Washington Times notes this this morning. 6. 5 billionore than dollars, but mr. Obama said a wider Bombing Campaign quickly to more terrorist attacks like those in brussels. I want to get your reaction to that. Michael i think there are hardnosed security reasons for dealing with the underlying causes. Im skeptical of russian claims that they have withdrawn, just russianskeptical of claims that they have not targeted civilians. They have. So i think we need to watch their actions. I am a little bit more optimistic i wouldnt say optimistic, but i see a necessity for the negotiations. Ultimately, it is a hard road and it is hard to see how we get there but ultimately, this is over when there is a future in that region of the world in the hands of its people. That is a long road to get there. That takes American Leadership on every front. But i would say, as you are talking about domestic politics earlier, the fundamental underpinnings of the world people are being questioned on their domestic politics with our allies in europe, in a way that i have never experienced. And i think this is really worthy of our full attention. The underpinnings of political word political world order need to be addressed. The benefits are therefore for every single american to experience. The piece that we enjoy, the certainty that when i put my daughter to bed, things will be ok in the morning. These are things that we have gotten from our country. But there are alliances and practices that support that reality. And i think it is time for us to take stewardship of that before we have missed it. Host i want to tell our viewers, that you have served. Combat assignments in iraq and afghanistan from 20022006. Do you agree with the president , that if we step up combat against isis, we are looking at more terrorist attacks . Kurt if we increase bombings, we will have more terrorist attacks we need to set a serious goal of eliminating isis and we are going to meet arab allies to do that. That is not something we can do alone. He set a clear goal, bombing may be part of that. We will need Ground Forces and we will need a clear goal and economic numbers. People have to we will need to uncover the dangers of the regime. Host lets get the calls. Bill, in norfolk, connecticut. Aller thank you for cspan my problem is i think in order to beat isis to straighten this country out, we need a complete overhaul of our government and stop applying political generals appointing political generals. Roosevelt would roll over in his grave if they if he saw all of these dummies running this country. We dont need anymore summering to be isis. We dont need any more of those million lamp 40 that not all those power lines down. These congressmen only goes to Congress Just to bring military and they dont really seem to care about anything. Inare never going to win donald trump is our only answer. Host lets go to valerie. Hi, i hope you can hear me, i am on my cell phone and i just did a 12 hours shift. I tried to get in on the other subject, but i agree with everything that the republican said instead of the part about donald trump. Have are going to republican, i hope it is donald trump. How can you think that the whole fightcan get together and a small group it is really the idea, it is not a group of people. You cant kill the ideal. They want freedom just like we do. I think those people in the want russia and everyone to pull out so they can solve their own problems. Host ok, valerie. Think what bill questions is a good answer. It americans have a right to ask. A lot of blood envoy treasure spent. What effects have we seen for all the force put in . That raises an important question of our strategy and we changed it a lot. Number two, do we need to focus on modernizing our National Security capabilities . That is not just the military, that is our intelligence, the way we leverage democracy and economic development, and i think we need to rethink our strategy. I will say i have to respond to the donald trump thing. In National Security conversation about terrorists that is merged with a dark street of politics that go back a long way. Should i fear my neighbor because their name is different from mine . There got is different from mine . Their god is different from my . Ine . Donald trump is on the other side. Host in the paper yesterday they were making a comparison. Etween the fires from syria very few can United States. The reason the papers were talking about the cultural integration of muslims in our country versus those in belgium, but all across europe. Do you agree . Basies. Hey have support there are disenfranchised muslim communities in europe in ways we do not have here. We have more integrated muslims in our society. That is true. There are basic reasons for this, which is intelligence and policing and the distance we have from the conflict. It is hard to get here both geographically and of our security measures where we are much more on a war footing. Valerie makes a good point about the influence of outside powers in the middle east. We have to remember that there is a homegrown violent ideology in the middle east that is targeting other muslims in the region and parting us. I dont think the muslims in the region can handle it alone. I think they do need our help in attacking isis and going after these extremist. Host glenda, savannah, georgia. You are next. Caller hi. It seems like everyone is surprised, but when president bush declared war on terror, the battleground moved and the germans were saying, please dont do this, these young men are going to come back with all are goingkills and we to reach the horror of the hisls, and saddam kept finger on the. We are always going to be fighting because the idea of fighting the ideal like that lady said, terror is amazing. Lets have ambassador that one. E guest they are trying to go after us in new york, boston, washington d. C. , our shopping ands we cant sit by cebu will do nothing about it. We do have to go after the terrorists, there i ideology their ideology. They do not represent the majority of muslim opinion and the people in the middle east. Very a small minority, but dangerous. We cant just sit by and let them attack. Nika play role does in this . This . O play in guest take one example in afghanistan, we remove the taliban to go after Osama Bin Laden. Along that came nato to try to stabilize afghanistan, a decade worth of effort. In bosnia and kosovo, we get about 50 15 . Importantly, we get a lot out of the fact that europe is a secure place that shares our value and contribute to common efforts in the world. If europe is in trouble as it is today, that is going to rebound back to the United States. Host we have an obligation. Guest we also have an interest. Both. Host after what we saw in paris and now in belgium, these our nato allies under article five. Are they at war, or do we need to respond . Guest you are now getting into technical territory. I apologize for getting giving a technical answer. That is an attack on one is an attack on all. Crossborder land invasion with tanks if it is a terrorist attack, it is less on aus if it is an attack country, or an incident. After 9 11, we agreed to invoke article five as an attack on the United States. Our allies agreed to that. That was the basis of are going to afghanistan together. European allies have not gone to nato, not have invoked article five as a response to terrorist attacks in europe. The are more reluctant to think in terms of a military response to what they see as a police challenge. They see that as a national and eu effort. They may want more u. S. Support. There is a degree of pride in europe about wanting to solve problems without us. At the same time, we see these incidents escalating. Host i am going to give you the next call mr. Breen. Amin, go ahead. Caller i am an american muslim and a vietnam that vietnam veteran. When i look at the refugees coming from syria, i see a lot of women and children and i can cant the that why muslim men of syria go to saudi arabia, go to jordan, go to places right there close to their home, be trained to fight, and then come back and help the other people who are helping them . I dont understand my saudi arabia and all the other countries that we have given aid years, whyuries and dont they play more of a role in helping us to defeat isis . How do they expect is way over here in the United States to accomplish something that they cant seem to accomplish in their backyard . Host Michael Breen . Guest first of all, thank you for your service and i think it is a Good Opportunity more muslims have given their lives by a fair margin than anybody else in the fight against extremist groups and terrorists. I have had the privilege of knowing and serving with them. That gets lost in our conversation, but very many of dom are doing what they can to hold the line against isis. We cant forget that. Many of them have been our friends for quite some time. This does raise the question of the regions response and i think it comes down to this my saudi arabia and other powers in the region are more interested in continuing a proxy war with iran and syria. Interested than ending the fight. Anything we do, it can be as integrated as you want it to be. If there is no plan to govern syria, that is plausible, we end up in a very difficult situation trying to impose order on a region, which did not go so well the first time we tried it back in 2003. This process of putting the region back in the hands of the people who live there is critical. It does tend on their willing to fight for that. I dont think that will enough willingnesshink the is lacking. No one wants to join a military force that has no opportunity to win, no training, note equipment. I would like the United States take a much more leaning approach. There has to be a flag you can rally under. We can do something, but the region has to do that, too. Clinton proposed intensified airstrikes. And greater efforts to apprehend those who enable Islamic States. Can you govolker, back in time to heal the divisions between sunnis and shiites and all these different ts the dont trust United States is on their side . Is too late. Ia, it we could have done it for years ago, but not today. The best we can hope for is that we get stable lines of control. You will have a sunni area in the north end of east and a kurdish area. If you can have lines of control that stabilize, then you have a purpose of negotiating. Have, the beginning of a solution. The idea that you are going to have one government in syria to encourage all working together, i dont see it. Hascially since the sod strengthened in the area. Nashville, republican. Caller i was just wondering, why cant we just blast them right off the map . I remember desert storm, you know, we went over there and we did our business over there and we give the money to rebuild. Why did we give money to rebuild the city after we go and bomb them . Guest of course, we could put a couple of arma on the ground and roll through. He did not take as long in 2003 to get to baghdad. The next 10 years were harder than the first month. That is the question. And groups like that, they come to a place where people do not have basic services and the present themselves as the only alternative. They do it brutally and in no anyone i know would consent to live that way. In thevery deep believer American Values we bring to that question. The question is how do you get there in this region . Star. As to be our guiding nothing else has worked. Guest i agree. I would come back to the question and say, he has a good point. We should go in and rollover isis first. We have all these difficult challenges. No doubt about it. Even with what Hillary Clinton just said, those are good steps, but is that going to do it . I dont think so. This this is the headline morning out of the middle east, Syrian Forces fight Islamic State at the gate upon myra. Plamyra. Of the you make , archaeology, artifacts . What is happening in this country . Guest i spent some time in syria record for the war. Tragedy for everybody. There is no doubt about it. The culture, the history, i mean, i think we are going to look back on this period is probably the most in tragic in the last five to 10 years. Question is where do we go from here . Think there for humancompeting life, one is isis view, one is and ithoritarian view, reject that. Then there is the third view, the view of United States has championed. That, in my experience, is what most syrians want. Andou go to a refugee camp talk to serious, you know what they want to do . They want to send their kids to college. They are living in tents and they are upset about the lack of graduate opportunities for their kids. These are people who have the same kind of concerns i grew up with in a middleclass household. They want to go back to syria ands in their kids to college. How do we provide that for them . There is a long way to go here. Is, it is a bit of a chicken and egg question. That is a real debate. My own view, which i have reservations about this view, trying to wait until the fight stabilizes before you start negotiations is to to three years of work. Have ayou have to balance of forces first. Want to come to your point about the cultural issues. We do have a major humanitarian crisis. Whathas to be the focus of we think about. It is important to understand why isis is destroying cultural artifacts. Because it proves them wrong. Their claim is that the legitimacy is based on their ideology and their system of governance. The fact that there is in error territory in muslim territory, successful history that treating mohammed is a threat to their ideology. So they are methodically trying to eliminate anything other than what they can show as a validity of their own ideology. Guests arewo referring to our negotiations dealome sort of peace right now in syria. That is where the secretary of state is, in moscow talking to the russians president and foreign minister to discuss the placee truce that is in that will spark you in brokered peace talks. Jersey, stfield, new independent. Caller good morning. I just want to ask the acid or his opinion of what globalization has done for our country. Abouther gentleman talked nato, but our Founding Fathers were nativist. What it has gotten into is where we are bankrupt and hated throughout the world. Talk about the origin of isis. Bush made it was saudi arabia for a long lease for oil and they would put holy troops they would put military troops in the holy land of saudi arabia. We had invaded countries where our infrastructure is destroyed. Donald trump is on the right track. Host i will have the ambassador respond. Globalization is the question you brought up initially. There is dark sides to globalization. There is the ease in which terrorists can communicate and their ability to blow up things. It has led to a movement of jobs and shifting of economic power. There is also some positive benefits as well. Livingng the standard of for the western world. Endoved into higher industries and been very successful. You kind of have both, yet internet, information, communication, travel it is a mixed bag. The secondng addresshe way i would your question, i understand what you are saying about fortress america and pulling back and reinvested in our own society, but the problem is that the rest of the world does not stop. The rest of the world continues to find ways to go after us and to pursue their interest and their interest at our expense. We are the number one target of everyone else because we are the weakest and best thing around. Atcannot just sit back expect things to stay as they are. If we do that, they will get worse. Host barbara, baltimore, democrat, good morning. Guest pretty much a generalization. I would like to commend you on this program. I am a black retired teacher and i am a democrat and i go along a lot with what donald trump says. You immediately say i am not a fan of donald trump, that should not be necessary because i think a lot of the younger people now, the reasoning is not there because we have gangs we are dealing with. Neighborhoods, you have problems there that i hate , but i in an analogy think we are giving too much information. I heard donald trump and another person on terrorism make the comment that we are talking about it to specifically. Because if you have a plan against the enemy, not only do you have a plan, but you have a plan against someone who has no fear. Michael breen . Host perhaps belgium would not have happened if one of the people would have been tortured . Guest my organization released stronglyetter condemning the idea of torture by americans. It does not work. It is not who we are. To us and as damaging are men and women as it is to the enemy. Dont kid yourself, terrorists have as much fear as anyone else. Experienceenough with them as anyone else. We do not have to resort to these kinds of methods to win the second world war. I dont think its time to turn to this now. It is an effective. It does not work. That is a clear consensus of most experts. Host lets talk about the size of the movement in europe because the front page of the Financial Times this morning the police going to the brussels bombers to the november assault in paris. Saides Prime Minister many were being hunted. Journale wall street in a raid that lasted more than two hours, investigators found 33 pounds of explosives, 40 gallons of acetone, and a suitcase filled of bolts. What is your dealing with andt organized, trained, funded. It is multiple cells of jihadists. People who have grown up in these communities in europe and and beenalized radicalized. There are people from syria and isis on missions to europe to go create terror cells and create terrorist attacks in western europe. It is a war. Host jennifer, you are next in new york, a republican. Good morning to you. Caller good morning. For a person who sits back end why watch as each and every day, the americans speak the way that they do, the politicians speak as foolish as they do. This is an ideology you will never beat. Muslim must announce that religion. That is number one. Number 2 keep them out of our country. Sure up the borders. Number four what are you doing about the airports with bombsniffing dogs . Police are unprotected. The amount of people that will now rise up because secretively, these muslims believe they are a game. This is a religion that calls to murder. Get rid of it the announce it host we had a number of islamic clerics and muslims come whather and denounce happened in belgium and also call on americans do not attack them all. Michael breen . Guest i agree. You should ask the muslims buried in arlington what they think quite frankly. This is a country founded on the toa that if you subscribe the set of values and willing to sacrifice, no matter where you were born, no matter what god you pray to, we are all americans tend when we stand equal. Americans, we stand equal. We are taking a step back here. One of the reasons in order to carry out the kind of attacks we have seen in europe, you need a supporting network of people to help you do that. A sickly a committee that supports basically a community that support itself. Americans who made the decision to go to syria and 20 terrorist organization. Robust much more security procedures in place, but much more importantly, is the strength of our values. That is our best defense. There is no amount of Law Enforcement you can put into place. People fight for this country because they believe in it. Our front line of defense are our local communities. When people called to ban one of the biggest religion from our shores, we have to be brave to say this is the land of the free. Host what she said is a perspective and perspective is a reality, are americans who believe like that you are does, caring enough from arab leaders . Guest no. That is an issue from what they hear based on what is broadcast and what information is out there. I will give you an example. Let me make a couple points. One of them is that more muslims have been killed by isis than anybody else. They kill muslims. [laughter] second, muslims know this and they hate us. They want to do something about it. ,e have countries in the region saudi arabia, uae, qatar, jordan, lebanon, turkey, and iraq all determined to go after isis. A muslim countries. All muslim countries. They are trying to do that. Example i want to give isis captured a jordanian highland, put him in a cage, and burn him alive. Find a Single Person sympathetic to isis after that. A muslim king goes on bombing runs himself. It is not the case to say all muslims support isis. And islam is a religion we cannot work with. It is an extremist version of islam, that has to be taken out and we need the rest of the Muslim Community to help us do it. Matt. Thats go to caller good morning. Thank you for your two guess. This is a very important discussion. I have a brother who came home from deployment. He has been deployed nine times in the last 10 years. I spoke with him very clearly about a lot of things we were together. One of the things i kept hearing from him what the American People are not knowledgeable about what we are doing. Wehad one person that says talk too much, we talk not enough. One of the things that would help United States in its fight is what happened after 9 11 would happen again if the country would come together, stand behind our troops, an d our congress. They have avoided this for 18 months. My brother told me that the jordanian people of america. Maybe he is wrong. Maybe he had a misconception. Thefor a man who defends freedoms of our country, i think he might be on the right track. Our propaganda, hate speech, it is just unbelievable. Host Michael Breen was justin jordan. Guest i have to strongly agree with your brother. We thank him for everything he is doing. I grew up in New Hampshire, so it is great to hear good since coming from New Hampshire from concord. Got to visitly with our fighter pilots. They believe deeply in what they are doing. We are not sharing that effectively as we could be doing with the American People. You are right. This is a region that really does want United States to be its best self and put its best foot forward. Dan, a democrat. Good morning to you. Caller thank you. I have a question for mr. Breen. And for mr. Volker. The disparity between european muslims and american muslims isnt it the truth that american muslims just do a whole lot better economically than the people in europe . Breen, this area just seems to be alive with weapons. Where do these weapons come from . Thank you. Host a couple of questions. Guest muslims in the United States have partly come with High Education and high skilled and been able to work successfully. Partly, our society is more and they, more diverse have enabled to prosper here. In europe, it has been the opposite. Income, ucated, lower unskilled workers. They have larger communities that are isolated. Societies themselves are less flexible, less dynamic, harder to integrate these communities into european societies because of the cultural differences. That has continued and perpetuated these disenfranchised communities. Host the jihadist fighters, of a young, male, unemployed . Guest yes, yes, yes. [laughter] still very disenfranchised societies. You will have new citizens that grew up there, people who are coming as soldiers out of syria to fight with jihad against europe. You got all stripes there. You talked about numbers and scale the scale here is extraordinary. We are talking millions and millions of people, not just a few hundred thousand. You talk about the number of refugees in germany got up, in the last year, that a number of young men in germany as a silent seekers and refugees greater than the size of the western and eastern militaries during the cold war. That is big. Host mr. Breen, the weapons . Guest the short answer is everywhere. This is an area of the world that has a lot of military hardware piled up in it. Some cases, the military hardware has in that up in hands we did not want it to. There are lesser flows of chinese weapons. Countries that purchased the weapons and distribute them. , dependingcivil war on how you account them between three and six different sizes, are pumping tremendous weapons and fighters in training into the fight. Russia now has ground troops. That creates an escalation. It makes it hard for the fight to stabilize unless we meet an agreement. Easier said than done. What for the russians and iranians do. It is pretty difficult to ramp whenlevel of violence down you have the sheer numbers of weapons and firepower. Host cheryl, you are on the air. Caller i would like to make a comment. We are our own worst enemy. We have been buying oil from the middle east for centuries. This is the reason why isis and the taliban are so strong especially after the world trade center, we should have stopped buying gas and oil from the middle east. For the percent of that money 40 of that money is going into the hands of the taliban. With the refugees coming into the country, who lost isis and who does not . They do not come with her certificates. Account 7mething on a couple of months ago, they said there were two people who came over on one of these visas teaching them how to Fly Air Force planes to protect their country and the disappeared and never heard anything on the news again. Where are these guys . You have to know about this. Thank you. [laughter] guest sorry to disappoint you, but i dont know about that. First question was host i am blanking as well. Ray in texas. Ray, one second. Now, i firmly believe the u. S. Should do Everything Possible to invest in our supplies of energy and we should be having bit of we should be having their recalls of energy. That moneyot mean will stop flowing to the middle east because we have Global Energy markets. Others will be buying iranian gas. That is just the way it is going to be. For the United States, i do believe it is important for us to invest in our own energy. Guest it is a great case for renewable energy, if you ask me. [laughter] guest it is important, we talk about this massive problem, it is important to talk about how different the situation in the United States is. The most embedded human being that gives off an airplane, anywhere they come, they are a refugee. Most robust system we have for anyone who arrives in the United States. There are a little over 2000 syrians who came as refugees from the United States. 3 were males between the ages of 15 years old and 50 years old. The vast majority are women, children, and orphans. This is different than people showing up in an uncontrolled flow. Easy to going to a hysterical fear of refugees. 97 of them are women and children. System for at National Coming into United States. Host ok, ray is next. Hi there, ray. Caller good morning, i would like to say, fascinating discussion. It indicates why a simple response from our group of president ial people that are running for president is just so incorrect for them to do so. , want to comment on the fact why is no one talking about the fact that our current president has done a pretty good darn job keeping us safe domestically . Thank you. Ray, i apologize for cutting you off earlier. [laughter] that you are right that these issues cannot be dealt with in soundbites. There are a lot of complex dynamics and you really have to think about it. I think we have good people on both sides of the aisle, republicans, democrats. Unfortunately, that is not what gets filtered through the media. Through the media filter, we are looking for these 10 second sound bite and you can get to the heart of the issues that way. In terms of our situation in the world, i think you make a good point when you look at the degree to which we have had attacks in United States. We have only had a few. We have san bernardino, fort hood, boston bombing and several other attempts. Our Law Enforcement and intelligence is still on what i would describe as a war footing. Focused on thely fact that people are trying to attack us and doing everything they can to prevent that from happening and done a pretty good job. Host the wall street journal the muted reaction is by design and they said a ghost his believe that overreacting to a terrorist attack, elevates extremists groups in a way that exaggerate their influence. Terrorism is overstated and the focus of it can become self paralyzing. Buddy in texas, independent. Good morning. Caller good morning. Host go ahead, sir. Question or comment . Caller you have to understand that mohammed was the bigger murderer in hitler. They believe that he is one of the saints that wrote the koran. Is killing koran nonbelievers. Host buddy, have you read the koran . Caller yes, i have read a lot of it. It was converted to english. That theot to believe , the are thent ones that are radicalized. The ones doing the killing are the ones who believe in the koran. Host let your little bit about that with Michael Breen. Most of the people being killed by these groups are muslim. Most of these people fighting the terrorists are muslim. There are thousands android thousands of muslims doing this right now as we are talking. Andhere are thousands thousands of muslims doing this right now as we are talking. , frankly, i think a world where it is muslims against everybody else, that is the world that isis is working hard to create. This is what they want. This is what bin laden wanted. To cree that hardline division. Insist that most groups are killing people to make the choice. Interesthy isis has an of creating fear of the u. S. And europe to help refugees. I dont know anybody who wants to live that way. Weve got to offer them a third choice. The strength of that third choice the attacks in the United States were mostly lone wolf. There are no networks in American Communities that support mass casualty attacks. They dont exist in United States because American Communities reject that entirely whether they are american muslims or christians. Guest i want to point out that with allies that are muslim turkey, they are not on a rampage killing us or others. Albania, same thing. We have indonesia, the largest Muslim Population country in the world. Rampaget on a religious going around killing people. I just am mechanically the religion with violence in a direct way such as people have tried to do. It is not the case. It is the case that there are extremists terrorists, radicals awful people who are doing things in the name of islam. They need to be stopped. We need to go after them relentlessly. Theyed to recognize that are also targeting muslims. Muslims are also against them. We need to build that coalition. Host there is so much more to talk about. Unfortunately, our time is up. Ambassador volker and Michael Breen, decorated army captain. He is the president and ceo of the National Security project. They do, both. We are going to take a short break. We are going to turn our attention to beef up security and what is happening. Alicia caldwell of the Associated Press will join us then. I am anxious to see what will happen. Washington journal continues. Host we want to welcome back alicia caldwell, reporter with the Associated Press to talk about the u. S. response with the belgian attacks. Specifict, we have no credible intelligence of any plot to connect similar attacks in the u. S. , coming from the secretary. The tsa is deploying additional security to major u. S. Airports across the country. Tell us more. What is the tsa doing . Guest they have added a physical presence. You will see more people at the airport, the guys in blue, you will see them, possibly dogs as well. In addition, whatever the local authorities have decided to do. Local authorities are stepping up their efforts. A greater presence at subway stations and around the city. Likes to beent seen, have a physical presence and again, doing things we dont see. They are vague about what they are doing. But the issue as they are doing stuff that we dont necessarily need to see. But it is always comforting to see physically with your own eyes, dogs, and someone for towing perimeters. Host why isnt this additional security in place at all times . Guest it is. Plus, homelandar Security Department has stepped up security at airports and around transit. Looking at what is going on in the last several months both here and abroad. Is not a significant, oh my not a lot. Are occasionally you see, Counterterrorism Police and local Transit Authority Police Checking back from time to time, riding the metro with you. It is not unheard of we see these things from time to time. They are not always announce the way they were tuesday. You certainly, there has been an enhanced, from time to time, a variety of different works. Wherein Union Station, the northeast corridor for and it ises into, just blocks from the u. S. Capitol. If you want to get on amtrak, how much security is there to check you and your bag . Guest that is a good question. I cant say specifically. As you go to Union Station or a metro station, there are cameras, there are Police Officers, and you will see Amtrak Police at Union Station, for instance. Folks on the trains you might not notice, just like at an airport, or on an airplane. You dont necessarily know if there is an air marshal sitting next to you. Alwayse is that we can spot them because they are sitting in first class with khakis and [laughter] polos. [laughter] the goal is for you to not necessarily notice. We have not had a metro attack, or Something Like that sort we have seen in europe. It is hard to say that is working or not. Guest the United States do what they do at airports and at railways and subways . Have someone going through some metal detector that they do it airports . Is it feasible . Host guest i have not heard a lot of discussion about it. Metros in particular, big stations, lots of people going through, is a kind system. If there are massive lines, that would disrupt the system. The city has to function. We have not seen, i have not seen or heard discussions if we should put metal detectors in or screen backlight we do it airports. It is harder to fathom the idea of a tsa securitylike apparatus to gog on the red line across washington. We have seen metro delays in the last couple of weeks. When thesues have, and metro is delayed, or there is convenience swells with people. If you take a look around, there are always cameras, even if you do not notice them. There. E again, i have not heard any specific discussion of implementing new efforts . Host there is also the cost. There are 1000 entrances and 1000 pertsa spends passenger to screen. Here is 2. 35ro for me to get to capitol hill to downtown. That is not a lot of money. We have seen that lack of money of the safetysult part of it. Their budget has not kept up according to many who review the system. 2. 35 to run the metro itself, where is the additional money coming in . I am not well versed an in the budget processing to know specifically. Limits on what you can take on the metro in terms of baggage like airports. That has become more burdensome chargedas airlines have for checked bags people are carrying on. Tois costing tsa more money screen. It is a domino effect. Were talking about the u. S. Security response to the belgium attacks. Alicia caldwell with the Associated Press. Taking your questions and comments. One thing lawmakers are discussing his description that is being used by terrorists to things and make difficult for intelligence and National Security experts to follow them. Guest right. To be candid, it gets a little bit out of my wheelhouse. The concern is the way you described it. You are going dark and it is hard to get into your communications, as we have seen with the fbi apple case who is going to be responsible for allowing access, or tunneling into those communications. It is a huge, complicated issue and or are a lot of people on both sides with a very aggressive arguments say, i have a right to privacy. The government has no business in my communication. I am medicare is. Government Law Enforcement saying on the other hand, you are not a terrorist, but someone else is. Wecannot track this need to be able to go after terrorists, and if we cant get into their dark it is a very difficult ongoing issue with arguments on both sides. Aiken, georgia. Have a process that is leaving me confused. Around had terrorism abortion clinics. Work cannoto go to work without possibly getting shot or killed. That is terrorism. Upset are getting all and we have a few muslims people get hysterical. Thats the difference. Senator ted cruz has called for monitoring the Muslim Community in this country. In the wake of 9 11 the new York City Police department monitored Muslim Community committees. Going into mosques and neighborhoods. They expose what the nypd was doing. That has since been this connected. Number of lawsuits out of great concern from the membersommunity, reacted as one would expect. ,hat the heck is going on here a mosque, we are a Community Center or a restaurant. These new folks in town if you will, were not members of the Police Officers tracking their conversations and movements and so on. I dont believe that they have foiled or uncovered any plots to date that we are aware of. Their hair there has been a number of plots that have been foiled. Host iowa, independent caller. Caller good morning. I wanted to make a quick comment about all of this. The declaration of independence the ignorance of our citizenry and the arrogance of our politicians, National Security is not protecting us. They are putting us at risk. Like politicians or anything, but i do blame the citizenry for not standing up and taking the country back. Host that was ronnie and i will. Oakland park new york, democrat. Good morning. Caller first of all. Thank you for the speakers. They are intelligent. They are extremists. They are not lawabiding muslims. People who go to church dont terrorize, dont tar dont torture. Laden, rorists like bin boko haram, they are muslim by name but they are terrorists. They are extremists. Host i hear your point. When it comes to screening, talk about the different ways someone can come in and who is doing the screening. Specifically we were talking about refugees. There is a fundamental misunderstanding of the way the Europe Europe deals with the refugees and the usa deals with it. We have had a number of unaccompanied children and families coming from Central America. Them before to vett they arrive. In terms of who is allowed to serious syria for instance. Or whereverted, they happen to be in a refugee theya are processed are processed. Then the u. S. Government, Homeland Security assigned to gets to comp. It is a bit of a lottery to the extent that there are millions of people, and we are excepting a tiny fraction. About 70,000 annually. This year the goal is an additional 10,000 rum syria. You get in line to become a refugee, then the u. S. Decides if you can be brought to the u. S. If there is in your background they dont like, they can go onto the next person. Some other country may say, we l accept you, but the u. S. Its the same with the vetting process. This process is much more intensive. Itvisa, you might might take you six months. Is 1824 months generally for refugees, i am told. A little bit more for syrian refugees. Harder tottle bit verify where these folks are coming from. You cant walk down the street and talk to the neighbor. That street is overrun right now. They are looking to the documents, vetting their social media now is a new step that has been added. If there is something that the , orrnment is questionable they dont like it somehow, they just move on. It is a lengthy process. Said isnistration has the most complicated, intense vetting process for anyone trying to come to the u. S. Is it working . Only time will tell. There is concern from capitol hill that the process is not extensive enough, there is simply no way to truly vett people coming out of the country. One benefit for the syrians is this is a very documented country. Lots of records. School and medical and military records. Government records verify who you are. , like thea situation southern border with Central America Central American immigrants who may only have a Voters Registration card. Syrians have lots of records. If the state department or the Homeland Security department decides there is something wrong they just move on. It is not on our doorstep, there is a much more likely chance of , rather than just folks showing up. Host james in indianapolis, independent. Caller i would just going to. Omment on a couple of things i think obama, this is all about his legacy. He is out playing golf when reporters are being beheaded and going to baseball games. My initial point is on our Homeland Security specifically, that ts a. Tsa. E is all Political Correctness. Around theds walking airports making 80,000 or 90,000 year. Technologysolete that was sold to us after 9 11 for major corporations. Just studying some of that waste and the morale was just horrible among the uniformed personnel. Host alicia . Morale is horrible and this is a difficult time. I dont know anyone who went through Homeland Security and said thats an awesome experience. I think it doesnt happen. Its not a fun process for anybody involved. Morale is low. There have been illadvised purchases for tsa. A lot of viewers may remember walking through a cacophony of machines, those machines were deemed to not do it they were intended to do. Othere had to get machines and a variety of different technologies. Someve been so concerns about spending and not finding the right equipment at the right time. Process that is perpetually in process. You find somebody who goes enjoys going through Airport Security i would like to meet them. David baltimore, a democrat. Caller good morning. Happy we are talking about this today, this is one of the concerns i have had for many years. About our metro stations. Several times when i get into the metro stations, the cameras, the Police Officers. It is the same thing that happened in belgium two days ago. Still this is what happened. We know that. Now, my question to use this. If something that magnitude happens across the country, in d. C. , new york, chicago, los angeles. With a change of perspective about the fact that this is not feasible to have metal detectors and metro stations . About implementing such security measures . We know that we are all as playing catchup when these things happen. We are deploying Police Officers across the country right now and metro stations. Do you think that will happen now . No. I very determine suicide bomber doesnt care about Police Officers president present or cameras. My question is this. Perspectiveange her , would you advise the government to start thinking about implementing these measures no matter how much it costs because we are talking about lives. Host we hear you. The transportation security administration, their budget is 7. 3 billion this year. When i have the bonus for not being asked for my opinion, thank god. I dont know what the governments perspective would somethingrbid happened in the new york city subway or here in washington or chicago or boston. Everybody who writes Public Transit has to have that thought. We have been crimes in metro, thats nothing new, in terms of we see metal detectors. Its a good question. I dont know. We see metal detectors and weces where we never thought would, baseball and football games, disneyland. Those are things we never thought we would see 10 or 15 years ago going to disneyland. So things change. I dont know if we would see metal detectors and back baggage scanning. I might ride a bicycle more often. Host oklahoma, republican. Caller i would like for the Obama Administration and hillary in her campaign to define a good muslim from a bad muslim. As a christian, our religion teaches love. Muslim religion, if you are you are to be converted or killed. Host where did you read that . We have many people say on this program that it is a peaceful religion. Caller we can get into the koran. But the 21 christian men lined up on the beach in orange suits had their heads cut off by muslims. Were those good muslims are bad muslims . Thats where we have a real problem to define who is coming into this country, and are they good muslims are bad muslims . Host we hear your point. Frank, in branson, missouri. I am a Law Enforcement officer. I believe we are going in the right step of protecting ourselves. Have we done enough . I dont believe so. It comes down to money from what i see. We dont spend enough money on our protection. Happen . Hing going to i am sure it will in the future. Where . Thats unknown. Host whats the budget, not to put you on the spot, how much money are we talking about do they get for operations . Guest i think its in the ballpark of 40 billion. A year. 26 different agencies. Coupled together a variety of different agencies from other long standing departments and put them under one roof. That includes the secret service , customs and border protection, which isrol, the tsa, a newly created agency as a result of 9 11. Is 7 billion. There is a lot of money being spent in a variety of different corners. Include anyt military. Homeland security does include the coast guard, which is one of the primary Homeland Defense agencies. Are a military and civilian agency and at the same time. It does include that. Millions billions upon billions of dollars. Detroit, michigan, independent color. Caller good morning. , hadt to as the reporter she or her colleagues ever whyght about writing about these creatures, terrorists or whatever, do what they do to backrn entities, looking in the murderon of millions of africans in the africannd who caged women in sues zoos. We are vulnerable for the behavior of superpowers. We take trains and planes and stuff, and we are paying for the actions of a lot of entities who go around, you know, killing people. West iatred towards the guess is what he is getting at. Guest this is a fundamental piece of every story. Humankindis as old as to a significant degree. In terms of why there is a groups for group the west . I dont know. Its a little bit out of my wheelhouse. This is a component to the story that we write. Ideologya fundamental in these groups, in isis and al when theate isis,s is to create a , that is their main goal of the game. Why would they decide to attack belgium . Terrorists, as part of that effort, claims of having been wronged go way back generations if not millennia. Its far more complicated than i can explain. Tom not smart enough understand the roots of this type of terrorism based religionbased terrorism. It goes back to fighting between muslims and jews. You probably want to look to a religious scholar more than a Homeland Security reporter. Host chuck in dayton, ohio. Caller thank you, cspan. Im wondering why putin is backing the syrian government. Why dont we send the refugees to russia . They are causing most of the problems. Before this happened in belgium, the white house was looking at enhancing Airport Security. There were new measures going to be put in place. Houseas the white thinking about doing and when will this going to place . Guest for number of months, since the russian jetliner , enhancingver egypt a different variety of components. Including the last point of departure before you come to the u. S. Iny are stepping those up reviewing those, and a variety of different passenger checks, making new approaches in that sense and just generally having more of a presence. I have heard new machinery or things like that, but it is an evolving process, trying to figure out the next thing somebody will try to sneak onto a plane, verifying a variety of people upon access to these areas of airports, the checks that are in place for those individuals has increased over the last several months. Step is next toward something more heinous is this year. Follow alicia caldwells reporting. Thank you for joining us. We will take a break in my my comeback we will open up the phone lines. It does not have to be this way. Skepticism is healthy. When he pulled his trust distrust when people politics, they lose faith in government. They lose faith in our future. We can acknowledge this. We dont have to accept this. We cannot enable it either. Rehashing the reaction to the Washington Post, they call him a bystander. Value, it iscivic more than a wonder, it is a shame. Mr. Ryan has not repudiated mr. Trump and promised not to oppose him. Doing so would make clear that he puts the principal before partisan loyalty. Is to run continues to be a not so innocent bystander as the party slides towards. A donald happen to be trump supporter. I find it outrageous, ryans donald trump. Demn i disagree with the post editorial. Hokey, what is happening here. Donald trump has the guts to communicate truths that exist in our society today. The change in the culture, the disintegration of the American Culture that made this country so great. Pause,o you ever have when he says something some of the things he says . I think he is very crass. No i am not. Everyday i hope you will alter some of his strategy. Sadly, he doesnt. No, i dont agree with any of them, tom ted cruz is ads heal, the kinds of is running. But the not the ad email or text that was sent out 180 precincts saying that carson was getting out of the race. There are different standards. Mucht agree with anything about ted cruz when it comes to his personal ethics. I realized this is not related necessarily to your question but ted cruz himself, who is the only person in the race who has an opportunity to win other than donald trump at this point. Cruz has been a political insider. He worked for the bush administration, his wife worked for the bush administration. In texas, he was also a republican insider. He has held a bureaucratic and has been salaried by them for years. Who is he kidding. This back and forth between donald trump and ted photo shoot, the Donald Trumps wife, melania, ted cruz said that was not him or his campaign that used that. Group thatomormon. Thats what officials are saying. The Washington Times front page with this headline, that europeans are starting to question the value of open borders in their country. Hillary clinton talked yesterday at Stanford University about National Security issues. Heres the headline today, clinton backs alliances and fights against terror on terrorism. Plans are wrong in danger wrong and dangerous. Since 9 11, lawenforcement has worked hard to build trustful and strong relationships with american muslim communities. That he wrote that trust, makes their job more difficult. We need every American Community invested in this fight, not fearful and sitting on the sidelines. When republican candidates like ted cruz calls for treating american muslims like criminals, and for racially profiling predominantly muslims, it is wrong, counterproductive and dangerous. As a spokesman pointed out last night, that kind of blanket 1000 muslimd treat Police Officers as threats. Its hard to imagine a more incendiary full or statement. Commissioner bill bratton was even more blunt. He said senator cruz doesnt know what the hell he is talking about. That was Hillary Clinton at Stanford University. Rudy giuliani said Hillary Clinton could be considered a Founding Member of crisis. E said that to bill oreilly she helped to create isis is what the former mayor had to say. Thats about it. Host linda in mississippi, a republican. Thank you for answering my call. I believe trump is the one is the one for our world. I am behind him and my whole family 100 . There is also this from roll call, will the chamber spent on ron johnson this fall despite a if endorsement, its unclear the chamber of commerce will spend on the republican. Ron johnson was endorsed by the support aheadtant of a difficult reelection test in november. Whether groups like it will spend big money on the gop senators we have. ,n september interview leadership for an outside group said johnson would need to run a flawless race to win reelection and would not commit to spending in the contest. They have not offered any more clarity since. Spokesman declined to comment. Johnson is widely considered the second most vulnerable republican senator up for election this year. Donald trump, it wouldnt be necessary if president obama hadnt responded after they crossed a redline and the refugees wouldnt be fleeing and getting their heads cut off. If you leave in those things you need to vote for Bernie Sanders. I agree with his message, that it has to be a revolution. Congress has to be stripped clean. I encourage everyone to vote for the independent and the freethinker and the guy with the plan. Why waste your vote on someone you cant even consider having at your house for mail for a meal, a. K. I get upset when i hear particularly, you but all lot of other written reporters, they call senator sanders senator. Theys call senator cruz senator. Give her the same respect. Areas a Bernie Sanders order that called in a few moments ago. I find it interesting that these people can say that mr. Sanders is so honest and yet he is an independent socialist masquerading as a democrat. The revolution he is talking about is he wants to usurp the Democratic Party and create a leftist version of the tea party. As as what i object to democrat. On to some of the other things. I will say this. The gentleman but just called a minute ago, he was talking about what we were referring to and saying to these people who wanted to take back america.
