Policing acknowledging racial bias among Law Enforcement officers. He was giving the speech to students at georgetown. He placed himself in the heart of the debate. That has driven minority communities. The president has spoken out several times. Eric holder sparked a controversy with a controversy with the speech in which he said the United States was a nation of cowards when it came to discussing race. We went to get your reaction to what james connie had to say yesterday, particularly when it comes to resisting bias and race in policing. We set aside a fourth line this morning for Law Enforcement. If you cant get through on phone lines, you can comment via social media. You can join the conversation on race book facebook. You can send an email. It is a little bit more of his speech. Police officers on patrol often work in environments where a hugely disproportionate percentage of street crime is committed by young men of color. Something happens to people of goodwill working in an environment. After years of police work, officers cant help but be influenced iv cynicism they feel. A mental shortcut becomes almost irresistible and maybe even a rational. Two young black men on one side of the street look like so many others that officer has locked up. Two white men on the other side of the street do not. The officer does not make the same association about the two white guys. Whether he is white or black that drives different behavior. He turns to one side of the street and not the other. We need to come to grips with the fact that this behavior complicates the relationship between the police and the communities they serve. Host back to the washington force post. 202 is the area code. We have a fourth line is morning for Law Enforcement. Lets begin with a call from ron, a republican in illinois. Caller im very glad you brought up the subject. There is something that is not being talked about at all. That is racism in the black community. I was listening to couple of days ago. I have heard this from the black community in chicago often. Everything is bad in the world is because of white people. We have no moral compass to make any decisions. This is prevalent underground sentiment in the black community. Its totally racist. Everything bad is because of white people . Host tie that into Law Enforcement issues. Caller if what you are trying to do is stop radical violent groups, you should be concerned about groups that talk about killing police. Like reverend sharptons group. That is very destructive and is not protective of the black community either. They have a problem with death that needs policing. Host that is ron in illinois. This is nancy in new jersey. Caller its easy for comey to say what he says. He is a white man. He knows nothing is going to change. As follows the first caller goes , the black Community Learned racism from the white community. Comey was just another cracker talking crack to more crackers. Good day. Host michael, go ahead with your comments. Caller good morning. This is a very interesting topic. I think its important to talk about. I have three things to say. First, this is the result of institutionalized racism. Through your churches, families, schools. That changes over time. As generations make generations, racism decreases. There is a need for Community Outreach from both sides. Both socioeconomic communities. They need to start interacting with each other. The roof racism is lack of experience and lack of exposure. Root of racism is lacking variance and lack of rozier. Exposure. Its about the way they see the world and how they celebrate god and their life. Its really not racist. Host we are going to leave it there. This is a new poll out. This is Public Opinion on the police. From 2006 2 2014, 61 of whites agreed and 34 of blacks. Calvin is in maryland. Caller i think he did an outstanding job for bringing this to the forefront. We dont have leaders have the courage to mention racist ways the police react in our communities. When he spoke, its not that hes pointing out certain individuals. Overall, the nation must come to grips with this. Thank you. Host this is the Washington Times and wrote take on it. Its easy to blame police racism. Back to the Washington Post article. We have set aside a fourth line on washington journal and what this morning for Law Enforcement. The next call is john in tampa. Caller good morning. Addressing the lady who was on a few minutes ago about the situation with slavery. Slavery was around thousands of years before the United States was founded. That was the way of the world. Africanamericans were sold into slavery by other black africans. Law enforcement does a damn good job and if you dont want to be treated like a thug, dont act like one. Host were going to put you on hold. It turned down the volume on your tv. Were going to get a delay. Lets hear from charlie in new york. Charlie . You are on the washington journal. Caller a simple solution is stop defending criminals just because theyre black. This Michael Brown down in ferguson, he was a bully and a thug. He was high on pot when he robbed a convenience store. He roughed up the owner and attempted to kill a police officer. Let me add one more thing. You and your colleagues in the media are not without blame. They constantly referred to him as an unarmed lack black teenager instead of what he was. Thats all ive got to say. Host pardon me, back to florida. You are on the air. Caller good morning. Host im sorry, were going to have to be moving on. You will be able to hear it through the telephone. You can hear the whole program. If you leave your tv, you will hear a delay and it will be confusing. Ronald is in philadelphia. Please go ahead. Caller there are going to be some bad policeman that Police Departments wont get rid of. We had the buddy group by the groundy group that was pointing guns at federal officers and nobody went to jail. They armed down the federal government. Host next up is william and hence laying it. Caller how are you doing . I want to address this first caller. White people always want to say that black on black crime. That has nothing to do with police crime. Frank circa co prove that. Serpico proved that. You should have him on your show. As far as the white people addressing the Michael Brown situation, he had no such things they are saying about him. That was done by the media. The criminals, bad cops, not good cops, as far as al sharpton that is another lie that white people are saying. They are just hateful people there are good white gold. Youve got hateful white people calling in. Host what interactions you had with the police . Caller i have had plenty. I have had cops come upon me because i defend myself, but they wont get the white person. I have had good cops, and talk to you they are supposed to. You have bad cops. The problem is you have prosecutors that are just as bad and dont want to prosecute the bad cops worried youve got cops that protect cops. They call it the blue shield. Thats what weve got. Host where do you agree on this statement, do you have a lot of confidence in the police . Caller i have confidence in the good policeman. There are bad racist cops. There are bad white people that wear shirts and ties to try to bring the country down. Host we are going to savannah georgia. Caller we have to stop being in these polarized corners. There is nothing wrong with seeing wrong among yourselves. When i as an African American woman who has worked in the criminal justice system, one of the things that made me a programming developer was i would help young men take responsibility for their own actions and the things that were making them in the situation where they were incarcerated for life or have confrontations with police. Its a matter of accepting what i can do to change. The thing i am disturbed about morning is there was a woman who called and use this vulgar epitaph toward white people. If somebody comes on and uses the nword, we would be up in arms. It needs to be struck down. Whether this comes from a white person or a black version. We do not need to be so polarized. We need to come to some awareness of how we can change. As long as there is a black cap and a white cap, the country will deteriorate. If i am a white person, if i acknowledge racism. Of course, racism is around. We are much stronger together than we are part. Host what did you do in Law Enforcement . Caller i was the Program Administrator for an Electronic Monitoring Program for dade county. I hear the point about some Police Officers are bad people. They are not all against black people. That is absurd on the face of it. Host i want to get your reaction to this tweet. Caller that is absolutely the truth. I am one of the few in the world. If we dont begin to build character and talk about the power of love and the ethic of love we have to teach ourselves to appreciate one another. If we dont do that from a fundamental level, its almost like im afraid what the world will look like. We have to change this approach and thinking is going to resolve something is not. If we want to see peace, we have to use peaceful means. Its not going to happen through hatred and hostility. Host robert is in kentucky. You are calling on the Law Enforcement line. Caller i am retired Law Enforcement. When you talk about the hard truth that nobody wants to talk about, we are talking about single parent families socioeconomic issues, violence in crimeridden neighborhoods. You can expect Police Officers to deal with it on a large level when they have to deal with individuals. We need to fix that. The other thing that people dont want to talk about, black on black and hispanic on hispanic crime, nobody talks about that in politics. Host lawrences next in san francisco. Caller how are you this morning . I am a retired harvard Security Officer. I worked for the city of sanford is go. This goes bit way back to ben franklin did, the reason the colonies came together for self protection is a group. It goes back to not immigration but institutionalization. The problem you have prevalent today is black people are never treated the same way as others because it never was. There was a loophole in the constitution where it was ok for some to be masters and other to be slaves. That allowed to points of departure in ways of handling the economy. There were those who would profit and those who would be the instance of proffered profit. Host as a retired Security Officer caller there is a different idea about doing security. You dont have the authority the police have. You may have the training. Host if you had interaction with white people and interaction with black people, did you treat them different western mark . Caller i grew up in a white run society. I grub is an individual educated in white perspective schools which taught black people white history. I had to do right alongside take tests and apply for a position with the Police Department with people who would not accept a black person in uniform. I had to deal with that after 20 years of working for the city of san francisco. Host that was lawrence in san francisco. David carr died yesterday. He was 58 years old. He was a columnist for the New York Times. He collapsed in the newsroom. He was taken to Roosevelt Hospital or he was pronounced dead. He moderated a Panel Discussion on the film about edward snowden. He wrote about cultural subjects. He had a report known as the carpetbagger. He championed off the movies and he interviewed stars. Brendan is in georgia. We are talking about the fbi directors speech at georgetown yesterday. Caller id understand where he comes from in the speech. Once you get so educated, you look at things. What we need to ask ourselves who are the people in power . Who are giving these people guns . Where do the Police Officers get their guns run . I dont see cocaine in neighborhoods . Who are the people doing this . Who are putting black people on television . Havent they are trained black people . Why is that we look at black people in a certain way . People in power want white people to be looked at this way. I dont see people in the middle of those communities standing up for those people. This is not the way they are. If 70 wants to make a change, we will stand together and say where is this cocaine coming from . Where are these unregistered guns coming from . Im pretty sure theyre not making them in their neighborhoods. The Senate Confirms Ashton Carter as secretary of defense. Host five republican senators voted against them. Caller how are you doing . I was calling in to say there is prejudice on both sides. Im a black woman and i am 60 years old. Our community is prejudiced, black against black. Thank god in heaven there is police. Kids are afraid of being beaten up by gang members. In memphis, kids have been caught with guns and if it wasnt for the police, how they survived. Nobody is talking about that. Thank god in heaven for the police. My son is a police officer. He was called to an area where there was a fight. To black teenagers started shooting at them. Nobody in our community is talking about this. It starts at home and then with education. They have a chance to see like everybody else. I am tired of them putting the blame on Police Officers. There are some bad ones, but the majority are wonderful. Thank you. Host that was phyllis in tennessee. The army will pay for manning to become a woman. It has been approved or hormone therapy in fort leavenworth. Joseph is a republican in new york. Caller good morning. When you listen to the tone and comments being made, this is a very important discussion area eric holder pointed to it. I believe that comey ignited an opportunity for this discussion to come to light. News media for the most part perpetuates racism in america. They refer to people as black and white. America is no longer lack and white. Its yellow and red in all different colors. There is a movement in america where we are trying to get the news media to not refer to us as African Americans. I am more than a skin color. This is what helps protect perpetuate and keep them alive. It keeps the issue of racism alive in america. We appreciate if they would begin to refer to us as African Americans. Africanamericans who have opposition to that and they are going to voice that. I believe that i am more than a skin color. Coboruth Bader Ginsburg admits she wasnt 100 sober when she does office state of the union. When she dozed off at the state of the union. [video clip] i was not 100 sober. Before we went to the state of the union, we had dinner together. Justice kennedy that is the first intelligent thing you have done. There was a time he came to the dinners a very fine wine Justice Kennedy brought. The dinner was so delicious it needed wine. Host she went on to say that she got a call from one of her granddaughters and the granddaughters said bubby you were sleeping at the state of the union. Back to your calls on the speech of recent policing. Brett. Caller you are paul . Host i am not. Caller she said she would not be satisfied until all justices were women. It is a little bit about this topic. I do not think black intellectuals would be satisfied until there are reparations. I happen to agree with them. One of the civil rights leaders said they would walk across the street. It is a little bit like that for all people of any race, but it is may be more scary in the innercity where you have large populations and firearms going off in the neighborhood. Lots of shots fired. That happens more often in the cities than a does in the countries where i grew up. I could take my pistol out to the country and no one will say no, do not do that. People will say jesus is the answer, love is the answer. One guy said to the fight going on, hit him in the head. Young people do not have a moral compass. Host this is mary. Caller for Police Officers to not racism is something that is taught. It is the most egregious illness we carry as human beings. Why people kill white people because you are in your neighborhood. Spanish, asian, that is a study that has been proven. If we have to get we have to get rid of the racism. We need to let Police Officers take care of this. They know what they have to do. They have to weed out policeman for the glory of it. We need policeman i want to see a policeman walking down my street. I live in a nice neighborhood. We do not fight each other. It can happen all across this country, but you have to get rid of the racism. He is a person making a speech because he has to. We need to get rid of racism. Host that is mary and for washington. Obama seeks backing on data share push after between the Technology Issue technology agency. Mr. Obama will host. The university as part of his attempt to encourage greater sharing of information about cyber threats. We are not going to bottle up our intelligence. The private sector has Vital Information that we do not always see unless they share it with us. This afternoon eastern time, we will carry that summit lies. 2 15 p. M. Eastern time. Talking about james komicomeys speech on race and policing. Caller i thought the speech was right on. He could not have done said anything more correct than what he did. It is what did president obama do when he first came into office . He got rid of the School Vouchers and washington, d. C. Hurricane katrina destroyed the schools. They brought in a voucher system, charter schools, and they had things going good. The kids loved the school environment. What do they do . The first attorney general black, who is now suing the governor because why . The system is working. Host we are talking about fbi director comeys speech on race and policing. Caller good morning. The truth of the matter is 13 of the population is committing 80 of the crime. If you do not want the police in your neighborhood, you need to solve that problem. If america is so bad to the black people, the black population, every day at the airports planes fly out and they will take you right back to africa. You walked around in africa for centuries stomping the ground and picking diamonds up with your toes. As soon the black people are not your friend. They are enemies. They are nothing but a leech. The british brought them here. If you do not like it, get on a plane and get the hell out of town. [video clip] the police in our country need to get out of their cars and get to know the people they serve. One of the challenges we have had our Police Departments have lost funding to allow those things to happen. Most Police Departments use to have those kinds of things. They have drifted away because of a lack of funding. It seems like a vague thing, but it is critical to the Peoples Trust in the justice system. Host blake is our next call, petersburg, indiana. You are calling on the Law Enforcement line. Caller it stems from more than just Law Enforcement. You have a welleducated man giving a speech, black communities and whites, all realms of different ethnic groups, Martin Luther king, when he gave a speech or he had something to say, everybody listened. Our country is too systematic where you have people talk about the 1 nurse the one perc enters. It leave it stems from no leadership from the black community. You have out sharpton. There are more successful people than a career politician. I think we are looking at the wrong aspects of life. Host what do you do in Law Enforcement . Caller a local cop. Host have you had interactions with both white and black people and do you approach them the same . Caller yes, i do. I was not raised a racist. All white community. Indiana has your small towns and there are not too many different races in one area. I went to college and got out of a small town. Met new people. Education helped me understand what is out there, not just what is in my community. They do not get out of the innercity. They are stuck. They do not have a choice. Their parents might tell them to do criminal acts. When they are raised, it is ok. I do not think there is a right and wrong answer for racism. Host as a police officer, you stop a car for speeding, it happens to be a black driver, do you react differently . You feel differently in your head . Caller i would say from watching media and everything on tv, yes, airport yes, it portrays you should be scared. Even the youths, their parents might say comments and when they go out in public for the first interaction with a black person, it is awkward. A police officer, whether he is trained by the government or by the state he is still going to have that perception, if he is a white male or female, or whatever, you are going to have that mindset as the inner city cop in a big town deals with a bunch of random problems. I am sure there is going to be that sought in your head whether it is black hispanic even whites. Me, personally, where i am from i would say you have a mindset like that, just because, from stories, you know, and history. History gives you your opinion. Host do you think body cameras are a good idea for police . Caller i do. Host there was an article this morning in the paper saying the new orleans Police Department will no longer require some college for its recruits. Do you agree with that . Caller say that again . Host the new orleans Police Department will no longer require their recruit to have at least some college. Caller i disagree. If we are going to hold our policeman accountable, we should hold their education accountable. Host thank you for your time. But next, scott, lake in the hills, illinois. Go ahead. Caller i loved Martin Luther kings speech when i was a kid. I have it downloaded on my mp3 people. On my mp3 player. I am about as wide as you get. We had white indentured serv ants when we started the foundation of this nation. People do not take that into account. They want to use the race card when we disagree with obamas policies. It is dividing us in such a way that it hurts us as a nation. We cannot come together on clear issues on differences of opinion. That is being played out in our culture. It is hurting us as a republic. One of our original founders came to this nation, looked to their own system of government, which was french and also it was english, obviously. They looked to their philosophers in order to solve our problems at that time. No one takes this into account especially when lawmakers are making laws. They do not understand the foundation of where our own constitution came from. Host this is bill king on twitter. Loretta lynchs delayed vote the senate announced they will not vote on her to be attorney general until at least march. The gop is holding a keystone signing ceremony. Keystone leaders will hold a signing ceremony. The event is also intended to make the upcoming veto of the measure. Betty, you get the last word. Caller good morning. Telling us to go back to africa and all of that kind of stuff they say it is not racism in america, look at how they treat president obama. Host we are talking about policing. Caller my son can be walking down the street, a grown man. He is not bothering anybody. Host what do you think about the fbi director spoke about this yesterday. Caller everyone can make their speeches. A white man telling his side of the story. It is ok. I am just telling you what my son has experienced. Host what is your trust level in the police . Caller from one to 10 . One. Host here is a fullpage ad in the New York Times announcing the 2015 White House Christmas ornament. Every year they put out a White House Christmas ornament. The first lady is in charge of picking out the design. This year, they are honoring Calvin Coolidge. Here is the box it comes in. We are not selling these. It comes with a campaign pen and in a little box. Here is the ornament itself. It is intricate. It is a Christmas Tree with some campaign stuff and some of the stuff that Calvin Coolidge was interested in and when he was in the white house. The White House Historical association. Michelle obama picked this one out. Coming up, two members of congress, the houses in at 9 00 a. M. This morning. It is only a two our washington journal. Mike conaway will be here and after that, ted lieu. We will talk about congressional issues, including the authorization for the use of military force. The Political Landscape has changed with the 114th congress. There are 43 new republicans and 15 new democrats. There are 108 women in congress including the first africanamerican republican in the house. Keep track of the members of congress. The congressional chronicle page has lots of useful information. New congress, best access on cspan cspan 2, cspan radio and cspan. Org. This sunday, filmmaker, sal and harris filmmaker thomas allen harris. The film is based on the work of deborah willis. I was very much aware that there was this other narrative going on. Black people were constructed. Post slavery and before the end of slavery. It was part of the marketing photographs, memorabilia. In many ways there is kind of a in terms of the ways of which we would see ourselves and others. Washington journal continues. Host joining us now is mike conaway. I want to ask you, have you read the authorization for use of military force . Guest i have. It is not the right strategy. To put in in during Ground Combat operations limits what we might do. None of us want to send Ground Troops into any conflict, but there is but i think it was a political move. It is about National Security it should not be about partisan issues. Jams of the democrats. They cannot do what they might want to do. It is unfortunate. I would not vote for that version of it. You will see us debating it having those conversations about the use of military force. Host when do you see that debate taking place . Guest it is taking place now. I have not had a conversation with ed royce, but there will be ongoing conversations. We will be home next week in our districts and i am sure this will be a conversation across district 11. It is a big deal. The president is not doing it correctly. I am really disappointed in the white house on this aversion. I knew republicans would not support it. They had to have it in there to get democratic support. Sending it up like that makes it difficult to negotiate it. Host it does not authorize the use of the u. S. Armed forces in enduring offensive Ground Combat operations. Guest it is the first act the president has had to say i am going to put it off until the next administration comes in. I beg to george bush not to loan gm any money. I said do not loan gm any money. They are bankrupt and they need to go bankrupt. He said i know, but i do not want to pass this off to the next administration. This pushes the problem into the next administration. It is the first overt statement this president has made disengaging from the job. Host how do you View Congress having in it having a voice in this issue . Guest the authorization to use military force should be straightforward. It should give the president the authorization to go get them and kill them. The president is clearly got in his mind the authority to do what he is doing now, based on the 2001 authorization to use military force. I think this is a political ploy to distract the American People. Host does he have the ability to now to send Ground Troops . Guest yes. He is operating under the 2001 military force authorization. I think he has all the authorities he needs now to do it. He is not presenting the people with a winning strategy. It coops republicans into a failed strategy. Host if you want to dial in and talk with mike conway http twitter. Com cspanwj. President obama is right on how to combat terrorists. I have a possible idea on how we might fight isis. There are 1. 2 billion muslims in the world. Fighting isis would be like a wheres waldo book or puzzle, trying to find waldo. The u. S. Would help the iraqis create zones, 20, 30 miles wide surrounding the major cities here it if isis crossed any of these zones, they would be annihilated. In the days of your, moats around castles were constructed to protect the people from invaders. Having zones would lowerure isis out into the open. Guest i like her phrase about eliminating them or destroying them. With the burning of the jordanian pilot, that was the event, in spite of the beheadings and the other heinous things his group has done, the burning should galvanize all of our minds as to what this is. There is no longer any middle ground. There is no middle ground in going after these folks. The idea that somehow isil would be lured into those fights maybe, maybe not. You still have to send troops into iraq to help do that. That is not what this president wants to do. Host we are going to talk with congressman ted lieu. He is not supportive of this authorization for use of military force proposal either. Are the democrats resisting this as well . Guest i have seen some conversations about reporting from democratic colleagues, but i have not had a name at this stage. Host democrats line, derek. Caller my question is, what would be a strategy, considering the problem after the first 9 11 attack. I think then we just jumped in with two feet after the wrong guy in all these problems. The muslims want their own country. If we send Ground Troops, would that not upset isis . Wouldnt it call for more radical islam to make people want to join isis . Guest i think your frustration with not having a clearcut answer is shared by everybody. This is not the west against islam. This is a fight for the soul of islam. King abdullah has got it right. The muslims have to fix this problem. We can help, but it has to be them. We have two different fights. The one in syria and one in iraq are different. The one in iraq have sunni tribes from the west that have tried to get isis outfitted you have the kurds area. We need to be helping them. We need to be arming them directly to help them with the ability to do that and pushed isis out of iraq. It is one step that our iraqi partners can make happen with the right kind of help that is not involved in direct combat for u. S. Troops. There will have to be u. S. Troops on the ground in syria. I do not know if those affected troops will be a large concentration of american troops. I would encourage other arab nations to arm their forces to make that happen. I think we need some of our elite trigger polars targeting folks and can direct our air support into it. At the end of the day, the heart of islam is the thing here. It has to be the muslims who think the problem fix the problem. To rule out ground operations we could put our elite trigger polars pullers. Two different fights, same enemy. You have that two different strategies to make that happen. Quite frankly, our muslim friends have to join the fight. Host what about the ukraine . What should the strategy be . Guest i think hooton puputin needs to stop threatening. Stalin used the same technique of putting in undercover folks to create tensions and problems in russian society. He is not excuse to go into them, just like putin has done in crimea and now ukraine. It is all about keeping him in power. It is also about rankling nato. As he continues to move in that direction, we are going to have more and more difficult questions answered. How we stop them in ukraine . It will not be too long before he starts of britain other baltic nations. For our nato partners, it is a different question. We need to take on hooton right now and get this over with. Host john, new york city. You are on with representative mike connolly. Desk conaway. Caller thank you, congressman for being here. My question has to do with immigration. I think it is related. As you know, the senate sent over a bipartisan bill to the house. I do not know if anybody has acted on that from the house side. Whenever we hear people from your side of the aisle talked about immigration, they are always saying, the first thing you have to do secure the borders. I want to know, congressman, what is your plan to secure the borders or with plan do you endorse knowing that senate bill with money and material, and Technology Tech to do that . What did you not like in the senate bill and what is your approved approach to securing the borders . Host thank you, john. Guest the bill was comprehensive. Im really frightened of most copperheads of bills. I think a better approach to Immigration Reform and Border Security would be a stepbystep approach, one that 05 can house has been trying to put together for a couple of years now. The bill that was put forth by the Homeland Security committee is that great First Step Towards Border Security. The reason Border Security makes the necessity first is that folks in district 11, those are the folks i represent and listen to the most, they do not want to replicate the problems that were created in the 1986 amnesty to where we are today. Let us not replicate that another 20 or 30 years down the road. Border security is the first step. We have operations to control the border. That is a great first step. We have a lot of internal enforcement issues to deal with. We have to reform the system itself to deal with. We take those discrete bills so that everyone can read them and download them from the net. Push those of the communities and put them to the floor. That is a much better way to get added. This will allow people to be a little less anxious about what reforms are being proposed going forward. As the first step to make that happen. It is in our best interest. Everything we do with respect to Border Security in this immigration issue, we have a broad umbrella that says we will always operate in americas own best interest. We do not have to be mean and angry hearts, we just have to be firm. This is not about in our interest, we wont do it. It is important that we have delayed fixing many of the problems way too long. We hassan we have some other issues to deal with. We also recognize that no one will get exactly what they wanted. Whenever we wind up doing with immigration, and will have to compromise. A lot of people hate that word but that is the system and that is what works best. You wont get the way you want it written either. This giveandtake eight there some things that i do want to get done, but the other side doesnt want to get done. Never start with copper musket the best way to do that is start on discrete pieces so that we do not try to solve the world. As with the senate did. We do not know what is in those copperheads of bills. Comprehensive bills. Opportunity cystic things than their unrelated to the bills. His once a rifle shot the bases. Let us face the Border Security first. There is an act worker problem ag worker program. If they are here legally they can work. If they are here illegally, they cannot work. We move forward from there. Going out on pieces of it allows us to not use other arguments that are tangential. It will allow us to negotiate those compromises that we are going to have to have to make it work. Again, it starts with Border Security. And that is what needs to get started. Host mike conaway is a trained accountant and a graduate of texas a m. Guest im being careful not to have my resume. Host i was and amwhen i went there, it was a m commerce. We are the lions, not the aggies. Host i apologize. That is my fault. He was at Price Waterhouse and served in the army at four. Mid land in odessa are some the cities and his district. Often bob interlude, minnesota off to bob in duluth minnesota. Caller the democrats a showing of solidarity to go along with bushs plan to invade iraq. I think that republicans should do the same thing. I do not believe in the last sequester either because not going along with the president you kind of compromise National Security for political reasons by pressing the president on every let people opposing the president on every level. If you implemented amnesty for the people that are here and make it a felony for anybody to employ an undocumented worker and send all terminals home, what would be wrong with that . I will take your answer off the air could. Guest former Speaker Nancy Pelosi brags about that. It was not a unanimous issue. We have to do our best and evaluated what the president wants to get done. That is my role in congress. He really has not done that at this stage. In his a your math that he sent out, i simply disagree with it. I do not want to help the enemy and in three years from now do something different. Our intentions are very clear. But do not put it down on a piece of paper with respect to something. With respect to the Immigration Solution that you have got, i do think you have to transition that folks who are here illegally to a legal status. The once go through background check. If they need to be deported they need to be deported. That copper must that youre talking about how do you transition . A lot of questions and steps to be done to make that happen. It sounds really easy to talk about it, but it isnt. But when he gets out to the ground this and that become very big and very difficult to deal with. Host to what is going on in yemen have been prevented . Guest i do not know if it could have been prevented. They have lost control of it. They have lost the government. We are not worry that there will be a civil war break out. They have irans influence in as well. Im not sure if the former president handle the country the way he should. The president that was in that just resigned and fled was not there long enough to affect the kind of things that need to get done. Again, we are not responsible for all those every country in the world. We have to take responsibility for themselves. They were unable to handle the circumstances so far. Host were we aware of what was going on . Guest i think they were aware of fermenting troubles like that. Intelligence gathering is difficult. It is always sure afford about how to dig i think in the bag as i was trying get things. The matter is that you never know exactly you never have enough information. Your child to glean as much information as he can. Whether we knew or had any direct intelligence inside to know what they actually were going to do, im not sure they do as well. They are not necessarily a well courtney did front. We knew that there were problems coming and that the country was headed in the wrong direction. Timing wise, im not sure that we couldve predicted the time. It was clear that the country was in trouble and other was a fight going on. Host levi and illinois on the republican line. You are on the air. Caller thank you. The approval that we are getting for attacking the militants like isis, that should be much more broad and specify that any violent aggressors need to be part of this program. We need to fight all of those. That is where the fault line breaks down. It breaks out between free countries and dictatorships whether they are secular or religious. We have got to find out which countries want to sign on with us. Even if theyve always just did a long and let us protect them you have to sign up. You have to get on board. We are going to find fight is aggressors because they will take all of our freedoms. Host host that was levi. Guest i appreciate your sensitivity to this issue and for paying attention to it. As i said earlier in the conversation, there is no middle ground. Youre either for them or against them. And we are against them. We want to know who is against them with us. Quite friendly, this is a muslim problem. It is a muslim solution and they have to there on that. You and i do not have the kind of indepth. I do not know the ins and outs of someone who has. If the group was christian i would understand that. We have to inquire our muslim runs and get them in the fight. We have to have them oppose whatever is going on in respect to radical islam. Jihadist have to be opposed. Theres no longer any middle ground for those who are against it and those who supported. Host what you think about Ashton Carter becoming the next secretary of defense . Guest i think ashton is great. He is a career bureaucrat. He is a good guy. For him personally, this is great. It is a cherry at the top of another career. Yes but many years of Public Service to his nation. I like ashton he is a good guy. We are going to try to move the pentagon in a different direction. I can work with him and have before. I proud for him. Im proud that he has been given this honor at this time. He will be fine. Host as chairman of the articles will committee, what can we expect to see agricultural committee, what can we expect to see . Guest we have a farm bill that is ongoing process. We have responsibility for the food stamp program. Were going to do a thoughtful review of that entire program. He spent almost 80 billion a year and we need to know what is being done. We also have a responsible the to oversee the futures trading commission. Youll see reauthorization for that agency in the nearterm. Those are three main issues that we are going to go back. Guest host that was mike conaway, a republican from texas. Up next, ted lieu, a democrat from california. That is up next on washington journal. Announcer washington journal continues. Host for the first time on washington journal, we want to enter this you to ted lieu, a freshman democrat from california. He is the democratic freshman class president. Let us jump right into the issues and to the press release that you sent out regarding authorization of the use of military force. You are opposed to the president s proposal. Why . Guest as currently drafted, i am. I think it is overly broad and at the same time too restrictive. Let me tell you what i mean. First of all, is way overbroad in terms of time. In three years, that will going to the next administration. I trust president obama. He has shown great care and foreign policy. He is based more on foreign policy. I do not know who the next president is. Im not going to vote for something if i do not know who the next commanderinchief is. It is too broad enough of time and too broad in terms of geography. There is no geographic limitation in this aumf. It would allow troops to be deployed anywhere including places like lebanon, it does not have to be a rock or syria. I do not think congress is intending the use of force to be. Theres on Ground Troops. If you read this, there is nothing that prevents the president or the next president from putting 250,000 ground forces. As long as they do not engage in sustain offensive combat operation, that with the restrictive. Now we allow all these Ground Troops to show up in these commanders believe that to destroy isis they have to engage in sustain offensive operations. They cannot do that. Host when it comes to a three year time limit you are a former military officer. We only have three years to do this. Does that send a signal in any way . Guest there is criticism that the enemy can also wait out that time. Which brings a fundamental question the Administration Needs to present a case to congress and to the American Public as to what the strategy is. What is the strategy for dealing with syria . Do you want aside in order we want henhouse assad in order we want him out . What is the strategy . Based on that strategy, the president could use of force tailored to that strategy. You can have a strategy pairing with that. I do not think that is the way that we should be doing this, especially because we are putting americans lives on the line. Host doesnt the president artie have authority already have authority . Guest that is another issue that folks have in congress with the aumf. And there is a saying that is if you know better, you do better. We know from the 2001 a young of that it was intended for one purpose. Six sessions of democratic republic of have worked it to a much more extensive authority. The 2001 aumf the purpose of that was to go against the terrorists that attacked us on 9 11. It is really far stretch to now say that isil attacked us on 9 11. They didnt. It was a different offshoot of al qaeda. The 2002 aumf also had a purpose. It was to enforce u. N. Resolutions. It is not safe why we are going after isil. It just as we are going to send forces against isil. We do not really have a strategy here. I do not know at this point of view ministration wants to destroy islil or contain isil. Host how would you write a military force authorization . Guest i great ruler spec i greatly respect our president. In terms of trade they are asking congress to get out of the way and get complete authority and up or down vote on trade deals. I think congress is very good at dealing with labor laws regulations, crafting trade provisions. That is where we Want Congress to budget. On using the issue of force, we should not be dealing with political compromises and dealing with issues that congress is not have a lot of expertise in what the administration to do is explain what their strategy is for winning. This have a use of force tailored to that strategy and have an up or down vote in congress. What in my mind will happen is a piece of legislation when you have forced trading and built compromise in our tire strategy being driven by that document when it should be the other way around. Host d. C. Isis as a direct threat to the u. S. . Guest i think isis is very good at beheading people and their terrible. In their territory. In ministration has not shown any evidence that isis is a direct threat to the homeland. When you read newspaper articles, Officials Say exactly that. They say there is no threat threat from isis to the u. S. I want to help fix things. They want to seek the american dream. Host from china . Guest from taiwan. They ended up going to cleveland , ohio. Im a longsuffering Cleveland Browns fan. We started off in the basement of a persons home it my parents sold trinket the make ends meet. Through hard work, they met and managed to open a store and shopping center. My brother helped watch the store. In my mind, they achieve the american dream. I want to make sure that this dream remains open for people who work hard and 60. As one of the reasons why i joined the air force active duty. It is one of the ways that i can get back to america. Host what is one of your legislative priorities in congress . Guest we want to deal with many issues, many of them critical like aumf. I believe that there is one issue that can kill humanity and that is Climate Change. I worked on Climate Change in the california state legislature. I was a coauthor of the law in california that put caps on greenhouse emissions and sought to reduce us cap. My first job in comment and congress will be on Climate Change. Host our guest is ted lieu, a democrat from california. We will find more of his interest in just a minute. Hes a freshman congressman. He spent some time in the California State Senate and the California State Assembly in the torrent City Council Prior to becoming a congressman. You want Henry Waxmans old seat. Correct . Guest correct. Host where is your district . Guest it is a beautiful district that goes from malibu through santa monica, venice manhattan beach, rental and the beach redondo beach. It also goes East Los Angeles Beverly Hills, bel air. That is the district. Host the first call comes from anna and de soto, texas. You are on the air. Guest caller you talk about not wanting to be on the same page with president obama. President obama and the congressman from texas and im from texas, im 66 years old. President obama has always been against the war. I think with we listen to paolo listen to paolo, we would not be here. Theyre not from the city. Ive had texas governors and a texas president who did nothing about the border until president obama comes. Now, we either are going to be in it. My nephews lowboy his mother works in the pentagon. I was in the cspan all the time on the house and the senate. You never get anything accomplished. The last representative says Congress People are going to come in and have meetings. Youre not going to have anything. Im not a congresswoman. And Bernice Johnson is not going to have meetings about anything. Host we got a sense of what youre trying to say. Guest and i think you for your question. One of the reasons that i oppose this aumf as it is currently drafted is because i want a vigorous debate in congress. I want different people to understand the Critical Issues and i would like the administration to wonderfully explained to congress and the American People what exactly the threat to the homeland is from isil. In terms of getting things done in congress, i do hope we do get more things done in congress. As one of the reasons iran for congress. I do know that recently congress did has on a bipartisan basis and president obama did sign a bill that is with the help veterans deal with ptsd. That is a good law for congress to get better. It is now the law of the land. Host next call from hampton, virginia. Hello, susan. Caller good morning. Thank you for taking my call. I have three separate issues. One is boko harold. I read a lot on the internet but i do not see too much on the news. They are also islamic extremists. How are you going to help those poor people in africa that are being murdered by those people . Number two the Social Security numbers and green cars that the president is giving out. Someone from ohio said that these people will be eligible to vote now. Theyre trying to get the Social Security numbers issued, a record of those numbers issued to these people that they can clean up their voter rolls. They cannot get these numbers. How do you feel about that . Im so against Climate Change. I want to scream. Host guest thank you for this questions. I will try to address them. In terms of boko haram, they are an evil group. They do heinous things. They are murdering people. My view is that if an organization does not have a threat to be u. S. Homeland, i would be against sending u. S. Ground forces to deal with that organization. I do not think we should be the worlds policeman. I do however support providing assistance to authorities there who can take on boko haram directly. They can provide equipment and intelligence record. That i supported to her second question, i was at a hearing for oversight about voting. It turns out that the president changed no laws in terms of voting. It is not change a single regulation of law by one letter. You still cannot vote if you are not a u. S. Citizen that has not changed. It was also make clear in a hearing at ohio that there was only 8. 002 incidence of voter fraud. It showed never in a history of United States election. Over two thirds of the people last year did not vote. That is a far greater problem in my mind we need to have better democracy. We need to have a better of public if we have more people participate in voting. I fully support having all of will citizens vote and to stop to persuade people from voting. Third on Climate Change, im not a scientist, but i do trust what Scientists Say. Climate change if we do not mitigated is essentially going to wipe out humanity. Host kathy on the independent line. Ted lieu is our guest. Caller thank you so much for taking my call. I like to make a quick comment. Thank you so much for saying that Climate Change is a factor in National Sick security. I do firmly believe that is a National Security issue. I think we have the United States have the opportunity to still set a very good example for the rest of the world. What does this congressman think about creating jobs that help the environment specifically so that we would accomplished to really great things that are Time Critical . Guest that is a really quick question. I know exactly where you live. My pans live there a few years ago. My spirits in california is that by passing laws on Climate Change we actually created a lot jobs, especially green jobs and in terms of Green Technology and alternative fuel. He will see that california has now been one of the masses of attracting drops to the Green Economy. I think america can do that as well. We can really develop a Green Economy with alternative fuel vehicles and more solar. Not a lot of countries can do this, but america can. We have a very good emphasis on technology. Host what is the status of the Budget Hearing and drafting of a budget . Guest the president has released his budget and im a big supporter of it. It focuses on the middle class. If you look at what has happened in the past few decades, you have seen the 1 really increase incomes and the middle class has largely stagnated. I do not have problems with people being wealthy. I think that is what many people want to do. We all want to be wealthy. At the same time, we have to help the middle last. Are the job creators because it is a consumer demand of the middle class that drives our economic economy. When you think about our last recession, it was not because all of a sudden that profits became less interesting or crimes cars less desired. It was that nobody could buy anything. The president s proposal will put money back into middleclass in terms of tax credits. In terms of giving tax credits for families with smaller children and increasing those we are giving additional credits for independence and childcare. Those are all very good and their targeted at the middle class and i fully support his budget. Host are the democrats on the Budget Committee working on their own version of working with republicans . What is the status on the committee . Guest we are going to be presenting a democratic budget as well that will also focus on middleclass economic. I think that we want to be even more middleclass. I think there are opportunities close tax loopholes to really bring in revenues and make sure that we grow our economy by giving the middle class a chance to show what they can do once they have their incomes rising. Host you have been here a month and a half. What has surprised you . Guest there are no code checks in southern california. Sometimes i forget and i will check my coat. Two hours later, i will have to run back to that location. I did go to loss will here. Washington dc is an amazingly diverse place. We have people from all over the world here. It a very exciting place to be. Host how does it compare i dont know the atmosphere, the bureaucracy, etc. To the California State Assembly or senate . Guest when i was in california, democrats were still the majority. That is the difference. You can still do a lot here, even in that minority party. When you look at what has recently happened in congress because the republican costas is so split, all the major issues that have passed were mostly democratic votes. For example, on funding for the department of Homeland Security, right now, republicans are sort of stuck. They do not know how to pass the department of Homeland Security bill for both floors even though they have a majority. You might sense of their be another issue where the democrats will have the the adults in the room and fix the issue. Host i just want to get your reaction. I want to get your reactions what the speaker had to say. As you have heard me say from this podium from last several years, the president needs to have an overarching strategy to deal with this growing terrorist threat. He has yet to do that. He continues to look at this as a counterterrorism effort when in fact, there is no other way. We are in the mist of it. The president has tied his own hands and wants to tie them even further with the authorization that yes it up. I think it is time for the white house to develop an outline for the American People how we are going to address this worldwide terrorist threat and to make certain the president has the authorization to deal with it. Host congressman loop . Guest both Speaker Boehner and policy say somewhere things. Plus he says that the administration has to explain what exactly the threat of isil is to the American People. Id like to give the president and opportunity to do that. I think we should also look historically at what has happened. Having served in the military on active duty, it is very clear to me that we had a remarkable military. We are very good at defeating the enemy and taking land from adversaries. America has a very bad at answering what do we do next. For example, we take out Saddam Hussein much more chaotic and iraq now. More people died. Saddam hussein has little to no threat to the u. S. Homeland. More recently, we took out moammar could offer you. Little to no threat to the u. S. Homeland. Now, libya is in a worse situation with more people dying. Faisal, with isil, say we take them out, what do we do next . I think there needs to be some overall strategy that congress is looking for. How do we win this war and what is the strategy . And then give us a use of force tailored to that strategy instead of the other way around where you have a politically compromised document and then having the strategy tailored to that. The problem is when you have a document dealing with the use of force, youre putting sons and daughters of americans in harms way because of political compromises rather than what should be an overarching strategy to deal with them. Host congressman ted lieu got is under grad degree from stanford university. Heres his mornings financial times. Obama seeks backing at a summit at your alma mater. What is your view about Cyber Security . Guest i commend president obama for focusing on this issue. I am also a recovering Computer Science major. Theres a saying that there is only two kinds of innovation, those who have been hacked and know it, and those who have been hacked and dont know it did]\\t. It is very clear that some sophisticated hackers can get into most businesses right now. Part of it does not have to do with technology, it has to do with training people. A lot of businesses do not put enough emphasis on having a culture of security. You only really need one employee to breach security or be careless. Then, you have access to that system and hackers can do all sorts of things when they get access. We need to focus on better security. He is happy public and private sector be much more aware of the damage that hackers can cause to our public and private institutions. Host does the government know too much about us in our view when it comes to cyber information and to Companies Know too much about us . Guest i do draw a distinction between, for example, google has more information about you versus the government. Google does not have course of power over you, but the federal government does. I do believe that the National Security agency has been violating our Constitutional Rights for years. They have seen and collective phone records of every single american. They know who you call, when he made those calls who calls you the duration of those calls. It is very clear to me that the Fourth Amendment of the u. S. Constitution prevents that. The Fourth Amendment is pretty clear. Basically says that governments are not engaged in unreasonable search and seizures. By any definition, seasoned every americans phone records is unreasonable. Host democrat new york. Youre on with congressman ted lieu. Caller thank you for taking my call. First, i agree with representative on his foreignpolicy ideas. I think theyre excellent. Especially when he makes a point about the geographical point of view of isil, boko haram and the nato countries bordering russia. How would you communicate the American People are successes geographically our failures as we provide aid to these countries abroad to the American People can really know what we are doing to help these countries . My second point is a question in financials. How would you help the 45 million poor people or low income people in the country to acquire the skills that they need to match with the new jobs that are being formed out here and the Financial Education they need during high school so they can have a financially sustainable life . Thank you so much for taking my call. Guest thank you for those questions. Ill take your last one first. Im a big believer in making sure that our workforce has the skills that businesses actually need. That is why im a huge supporter of president obamas approach to have Free Committee college for all. I think that is a game changer. I think we need to view education as more than just k12. As we know and a more complex and a diverse world, we are going to need people with more than Just High School degrees to be able to succeed in america. Timidity colleges offer terrific abilities for people to learn skill sets whether it is in certain areas or careers. We need to get more people trained in skills. In terms of financial literacy, i am a huge supporter of that. I have authored several bills and state legislatures about financial literacy. I know that there are multiple states are union that mandate financial literacy. I fully support training our children to understand simple conscious bass concepts like compound interest and how that works. To your first question, im a big supporter of foreign aid. I support foreign aid to israel and other countries around the world. It has been shown to do a lot of good. I will continued to support foreign aid. Host will you attend Prime Minister netanyahus speech . Guest dental permitting, i will attend any world leader coming to speak to congress. Currently speaking, i will attend. Host do you think some democrats will go . Guest if a world leader is going to come to speak to congress, i will listen. That does not mean that i will agree with everything they say. , but i will listen. Host darrell in north carolina. Caller thanks for taking my call. A congressman made a comment a lot ago about voter fraud. One question that i want to ask him is how much voter fraud is too much . In my opinion, one fraudulent voter is too many, especially when it disenfranchised my vote. There are many senders in congressman there are many senators and congressmen and i do not know what the president ial election and that being who i was a lot of cspan and see a lot of democrats blaming republicans for the Homeland Security bill being funded. But if they passed the bill and send it to the president because he has demanded his executive orders they are unconstitutional in my opinion. The little best illegal immigration status shot down. Then is that of the republican shutting down home insecurity, why would it not be obama shutting down Homeland Security . Guest thank you for those questions. In terms of Homeland Security, it is actually up to the judiciary to determine if laws or executive orders are unconstitutional. The fact that both houses are controlled by republicans democrats have a clean funding bill for the department of Homeland Security. We can certainly pass that. We can certainly debate the immigration issue. Theres no reason to have to type these two things together. In terms of voter fraud, youre absolutely right. Even one instance of voter fraud is one too many. Keep in mind that there are all sorts of voter fraud out there. The actual incidence is really quite low. It is not 2 it is. 002 . As a remarkably small number. As been on acid is not been shown to influence an election. You see the much bigger problem. Voter suppression people feel like they do not have a right to vote or do not care to vote. That has a far bigger problem on our democracy. Getting more eligible citizens to vote would do more for democracy than spending huge amounts of time on this minute issue of alleged voter fraud. Host riley is in total. Youre on with congressman ted lieu. Go ahead. Caller thank you congressman. I appreciate you coming on and he certainly give very intelligent answers. I was concerned about your ducking the Climate Change question since obama said that Climate Change is a greater priority than the feeding defeating isis. I watch the Senate Hearings on the epas solution to Global Warming which is a synonym to Climate Change. The solution for Climate Change is the solution for Global Warming. It is to restrict individuals to use carbon fuels without government interference. It comes down to a question it is amazing that all the democrats are for the government taking over control of energy use. All the republicans are opposed. We have a serious issue that you need to get educated on. The only solution is to restrict plant food and plans from having access to carbon dioxide. It is the about that plants get to have to allow them to grow. That is issued and republicans are coming down and saying that we do not government controlling our energy use. That is what the epa is doing. It is not a science issue. It is an issue of philosophy of government control versus thank you rile. Y. Guest it is not so much government control. It is whether government chooses to subsidize or not subsidize. Currently currently, our government subsidizes coal and fossil fuels. We do not do anything about carbon. If you believe what the Scientists Say which is that carbon is causing Climate Change, what you want to do is put a price on that. That is how you get the free market to work correctly. The at the Product Price correctly whether it is a service or a product. To me, it is not so much government control. It is how does government set up the free market to operate correct to make sure that we do not damage our environment and have that price. That is my view. That is why, for example different places have done cap and trade. We are putting a price on the damage the environment. Cap and trade is something i would support as well. We need a whole range of options to deal with Climate Change. From cap and trade to regulation to stop subsidizing fossil fuels. Host how did you vote on the xo pipeline . Guest no. Host why . Guest economically, it is not been shown to benefit american workers. You are taking it from canada and running it through america gets other races. By definition, i do believe it has an effect on Climate Change. Host tell us about your background in the military. Guest i was starting out in jack and im still in the active reserve. I was under charles nelsons. I went to ubs. I now ever covered lawyer a recovered lawyer. I will still Read Supreme Court cases now and then. Host the fbi director was at your alma mater talking about race and policing. I do not know if you saw it did is a disconnect between police and race . Guest i did not read the speech. So, i do not know exactly what he said. But i do believe that there is an issue in terms of how it is perceived that police deal with people of color. It could be, in fact, true with how police deal with people of colored. It is an issue that we need to address. We know that prisons have far more people of color. There should be no reason for that. I do believe there is a racial by this by his and the criminal justice system. Whether someone gets executed or not, it is the race of the victim. That should have no play the criminal justice system. There are racial issues and they do need to be addressed. Host from knoxville, tennessee it is tom, democrat. Caller i just want to thank you for cspan. Peter, i wanted to let you know that i really respect and enjoy the job you do have a host. I do not watch cspan very often , but when i catch you, i enjoy it. Congressman, what a pleasure it has been for a democrat to get to observe you this morning. Ive not known about you. I really enjoyed everything that you said. Thank you for your service. Getting away from energy and race and back to international relations, the republican congressman that was on before you seemed a bit of a hawk regarding ukraine and russia. I like your philosophy of not getting involved unless it directly threatens the homeland. The congressman before you said that he thought we should take on them now. Do you agree with that, sir . Guest i would oppose the u. S. Using military force in ukraine. I do not believe that there is a suspicion a sufficient natural interest to engage in ukraine. I do support sanctions and i do leave that they should be deterred from invading other countries. I would support continued economic sanctions against russia. I wouldnt rule out the use of military force in ukraine with United States because i do not just really see our National Security interesting that high to justify these of force. Host congressman ted lieu comedy represent Marina Del Rey . Guest i do. Host we have a caller from Marina Del Rey. Caller congratulations on your election. Congratulations on being the freshman president of the freshman class. Maybe the Beverly Hills connection had something to do with it. In any event, i am calling about a serious National Security threat and also local security threat. The range of situation we have 25 million gallons of tanks stored and run by a financial consultant. Now that you are in congress, i would like to find out, are you prepared to deal with this issue . We have 100 of the risk of loss. It could be allocated or set on the backs of the people here. He recognized that there is a problem and what are you going to do by way of your position here to facilitate a meaningful resolution particularly the insurance or the kind of things that need to get done here so that people can be protected . It is within a stones role within the part of l. A. Host is that somebody you know . Guest not someone i know. Host this is a local issue in your district . Guest l. A. City councilman held hearings on this issue. My predecessor henry waxman engage the epa and will continue to follow up with the epa. Host how long has this been an issue for the local community . Guest it has been years. Host why is it still an issue . Hesitant because of the epa . Host note is not because the epa. Guest host we have one minute left before the house comes in. Caller i have a question. Youre talking about isis. His isis bothering the major communist countries like russia and china . You never hear anything on the news about them having issues. It always just seems to be the last. My second question is in the state of california and out the west there, they have had major droughts. Are they doing anything to build a plant that changes salt water into fresh water to maybe help alleviate things . Host we got those. Guest california has actually working with israel to build those plans in california. In terms of your first question isil has not just attacked one country. They will attack any country that is not their particular sect. There have executed japanese hostages. They recently burned a jordanian pilot. That is why jordan is involved in dispatching ground forces. You have the uae sending fighter planes. You need to have the regional allies and regional neighbors dealing with the threat.
