What is the federal government asking of states . Well, theyre looking for locations to place shelters where unaccompanied minors would be transported and held for a period of time while they are looking for their family members and putting them into the process in which they would either be be deported or allowed to stay in the country. Who is doing the asking from the federal government, and why . So theres a real alphabet soup of agencies that are involved in when a migrant is apprehended theyre caught by the Border Patrol. Theyre handed over to the immigration and customs enforcement. But then when minors are involved, theyre required to be turned over to health and Human Services, which has specific office for refugees that is required to take care of those kids. Host why cant the states along the borders shelter these children . Dont these agencies have facilities along the border for this type of situation . They say they dont. They have facilities that are designed for very shortterm holding of people who have been detained, and they the government says that they dont have enough bed space for this big surge of unaccompanied children that has been taking place over the last few months. And that has created a very complicated, logistical challenge for the government because if you cannot house the kids in texas where theyre being apprehended, you have to put them on the buses and planes and take them to other parts of the country. Host and what type of facilities are states do states have . Where are they looking to put these minors in states across the country . And for how long . Well, this is interesting, because you really dont have to look at the border right now as a line that separates mexico from a few states like texas and arizona. Really the border right now is the entire country, and that is where the federal government is looking to house these kids, all over the country. They have spoken to the governor in vermont, for instance, asking for a facility to hold 1,000 people. Its pointed out in our story the deputy chief of staff for the governor of vermont, we dont have any place like that for you. They reached out to massachusetts. States throughout the country are being asked to find locations for these kids and the challenges that in a lot of places has a tremendous amount of resistance to that taking place. Host how long would the children be staying in these states and would they be going to school . Would they be using other resources for state residents . We think they are not set up as schools, and the length of stay would vary depending on how long it takes to either reunite them with families or get them into the legal system. Mostly these children when they get across the border are immediately given a notice to appear in court, at which point they would have to make their case for staying and that process can take a long time. These facilities are not designed to hold kids for very long periods of time. The numbers vary depending on flow, but this is designed to be shortterm stays of weeks, not months or years. Host so who will be footing the bill for this . Primarily the federal government that is responsible for housing the kids and feeding them and transporting them, but when you talk to local officials they worry that theyre going to end up absorbing costs, too. And theres certainly a bit of fear and if you wanted to use a word loathing in certain parts of the country about these kids. A good example is a place in new mexico called artesia where they have a facility that has been used to train federal Law Enforcement officials. Word spread that they were going to be bringing migrants to that facility, and the people in the town were very upset and worried about a whole laundry list of things. And among those things that they were worried about were an increase in crime, disease, they were concerned that the migrants were going to be bringing diseases into the community that didnt exist there. And then they were also worried about a population surge. In other words, they were concerned that the migrants were going to be placed inside that facility and then released into their community. They were assured by the government that that was not going to take place, and as it turned out that facility ended up not holding and you companied minors but mothers with their children. And thats kind of another aspect of this whole crisis. Everyone has been talking about the unaccompanied minors and for good reasons. Its such an unusual surge of kids. But at the same time, there are lots of kids who are canning over with their mothers. And the challenges of holding them are not dissimilar to the challenges of dealing with the unaccompanied minors. Host what is what age of child are we talking about . How old are they . Oh, goodness, ive speaken to people who have been into the facilities and seen children as young as eight months with their mothers. Pregnant women have pregnant minors have come in and had babies, so 14 and 15 and 16 and 17yearold girls have come in and had babies while in that care. It runs the gamut from six and 7yearolds up to people who are maybe 16, 17, and a question of whether they actually are minors or not. Host okay. A lot of these kids dont have paperwork. So in some instances it can be hard to determine who belongs with whom, for instance. Advocates its a complicated situation, a woman who has a different last name from the child who she is showing up with has been separated from that child, because there is a very acute fear of Human Trafficking on the border, and thats a very serious problem. And so the authorities are careful about making sure that if theres a young person coming in, that they actually are coming in with a relative and not someone who is trying to exploit them. Its not a simple situation to deal with. Host manwell roigfranzia, you said there are women that are coming across that are pregnant and theyre having their babies here. What perjuries that . And if the kids are born here are they sent back or are they u. S. Citizens . We dont have numbers on that particular phenomenon. In general, in a child who is born in the United States they are a u. S. Citizen. When i was a Mexico Bureau chief for the post, who it wasnt uncommon for us to talk to people who drove to the United States or take a train to the United States to have their baby so that child would be assured american citizenship, one of the most famous instances of that is bill richardson, the former governor of new mexico, and one time considered to be a president ial candidate. Even though he had a parent who was an american citizen, they still went up to the units states, his mother is mexican, and had the baby in the United States to assure that there will be no doubt he was an american citizen. Whether that rule applies when the child is born when the mother is in custody, its not a question that i have a definitive answer for. Well, were going to have to see which of these states agree to put large facilities in their states. There are small sheltered scattered all around the country that are run by not for profits who do take children, and thats much less controversial because the numbers are much smaller. I think its very possible lawsuits could be file against the people that are holding these children, i dont know, inside the United States because they could as well be sent back to the embassies and held there and processed there. Im sure the that arrangements could be made with the host like honduras dower as, el salvador, to enlarge the capacities of the embassies, because why they cant be processed there, i mean the judges could take vacations in honduras, el salvador, just, as well as any place else. And they could process people. Theres no i just dont understand why it has to be done here inside of the states, whether its thousands or tens, it doesnt make sense. So the law is either being abused or it was unbelievably irrationally written. I host youre talking about that 2008 law . Caller well, that was the third extension, wasnt it, of the law that was passed by clinton in the last one of the last couple months before he left office . It was a trafficking law. Host right. Caller thats what theyre they extended it four times. The last time joe biden ushered it through in 2013. Thats when he added abused women to it. But yes, the fact that these children were added in 2008, that law was started under clinton. Host just rereminder 2008 seems to be the point of contention between republicans in the house and democrats, was republicans want to make it revise this law, make it easier, faster to send these children back to Central America. Democrats at first appeared to be willing, according to republicans, to alter the law, and now they say no. Take a look at the 2008 trafficking victims protection act. Protect children from entering nonborderring countries, require children be given opportunity to appear at an immigration hearing and to consult with an advocate and counsel and requires children to be turned over to health and Human Services agencies. So once they are apprehended, they are turned over then to hhs. Look at the New York Times this morning, michael paulson, u. S. Religious leaders embrace the cause of children streaming across the border. Bus loads of immigrant mothers and childrens, Roman Catholic archbishop of new york, drafted a blog post detailing his shame at the episode, writing it was unamerican. It was unbiblical. It was unhumane. When the governor of iowa said he didnt want the migrants in his state declaring we cant accept every child in the world who has problems, clergy members in today main held a prayer vigil to demonstrate their desire to make room for the refugees. Were talking about whether were going to stand at the border and tell children who are fleeinflee fleeing a burning bug to go back. He said leaders of more than 100 faith organizations met last week to discuss how to help. He said that his own congregation, some were comparing the flow of immigrant children to the dinner transport, a rescue mission in the late 1930s that sent children to britain for safe keeping. How do we want to be remember, as yelling and screaming to go back, or using the teachings of our tradition to have compassion, love and grace for the lives of gods children. Host the number of the influx of minors has increased in the past three years to the point where the border agencies are saying they just dont have the capacity at the border to house these children while they put them in the process for due process and deportation. Law also to be unless its a criminal act, for them to be put over here, sent over here. And just the idea that their parents would actually allow their children to come across over here unsupervised, what does that say about their parents . We have a hard enough time paying for our own poor people, and its just well, you know, its kind of wrong, you know, like the last caller said, you know, theyre coming in here illegally. I was born in miami, florida, and being a native there ive seen the things we moved way from many years ago. When i go back to my neighborhood im like a foreigner there now. Everybody speaks spanish or some other language. Thats the future of the United States. We welcome people very generously, and they return and they return our welcome by trying to take over everything and make everything in their own image and draining our resources here. The children can be any age up to 17, and 2013, 24 of the unaccompanied minors were under the ill an of 14. In the countries theyre coming from, large percentage from guatemala, children also coming from el salvador, mexico. Will the kids attend school . No. All of their activities will be on the grounds of the Maria Regina College campus. That includes Outdoor Education and any recreation. They would leave the campus for deportation proceedings, which would be in u. S. Immigration court in buffalo. Who pays for this . The federal government pays for everything. There is no local or state share. After reading that, hearing that, does it change your mind at all . This has to come from somewhere, and that happens to be taxpayers. And theres a major problem with it. Its very inhumane, as far as im concerned. These kids these their parents. So. She said its terrible, the living conditions, the way these kids are spreading lice and diseases that we eradicated years ago, and i think its not right. As i scan through watching the news, i saw both on two different news channels, and i was waiting for another, but some agents have come out going through the Border Patrol reps saying how they have been held back from stopping them from coming across. But i dont think that we should be allowing them to come across as they are now, but to be turned around and a lot of kids and there are some pictures, where bus loads have been dropped off and they have it where theres five kids and 30 adults on a bus because they are coming in groups. Im outraged at this government, obama again, i agree with the gentleman from georgia that the culture is changing, but not so subtly with this matter. Im outraged at the mothers who would send their children here, especially mexico for allowing passage to their country. I believe that buses loaded with these children, god bless them, along with the National Guard contingent, really should be sent to mexico city with understanding that all federal aid to mexico, honduras, will be withheld until these children are safely sent home. That will make things move along a little bit more quickly. Host here is a reaction from republican governor out of maine, who had this statement, after a Conference Call between the administration and governors, here is a quote. I only learned that children have been placed in maine after i asked the question. No one from the federal government had informed me or the Governors Office that unaccompanied alien children were coming to maine. The white house officials did not provide any further information and questions about by other governors about how to handle unaccompanied alien children when unanswered. Our nation was founded by immigrants who came to this country in search of a better life. Our state still welcomes legal immigrants who want to work hard and help maine prosper. We cannot afford to spend our limited resources on those who come here illegally. Were going to get your thoughts this morning outside of washington. What should be done with these children . Are you willing to have your state take in some of these unaccompanied minors . Up on capitol hill, theres a debate in the house and in the senate over emergency funding for the influx of minors. House republicans want to spend 1. 5 billion, which they unveiled wednesday, which would take care of the Record Number of my grants who arrived in recent months. It would mandate the deployment of National Guard troops, require the administration to more quickly process and deport Young Children and families who illegal listen teared the country. Goes on to say that House Speaker john boehner faulted obama for failing to work with congress to swiftly find a solution to this situation. Here is what he had to say yesterday when talking to reporters. What the pities asking for is a blank check. He wants us to throw more money at the problem without doing anything to solve the problem. The administration ought to get their act together. You know, they made indications that they were for changes in the 2008 law that helped bring this problem on. And yet now theyre opposed to it. And so without trying to fix the problem, i dont know how we actually are in a position to give the president any more money. Host house spaker john boehner talking to reporters after the Republican Working Group headed up by kay granger out of texas, a republican, came up with this proposal, 1. 5 billion. From the Washington Post, in the Senate Democrats plan to move forward on a spending bill to provide 2. 7 billion in emergency funds to deal with the influx of minors, about 1 billion less than obamas request. The democratic plan will not include amendments to that 2008 law, which republicans want to include, allowing the government to quickly, more efficiently deport these illegal children crossing the border. Here is the Senate Appropriations committee chairman, democrat of maryland, on the floor yesterday talking about the money. It will deal with the crisis of our children arriving at the border, and that would be 2. 7 billion. 1 billion than what the president asked for. It will care for the children, it will provide food, shelter and other needs, it will resolve childrens asylum status and it will provide enforcement money to break up organized crime, cartels, the traffickers and the smugglers. Host the chairwoman of the Appropriations Committee in the senate talking about their spending allocation for dealing with the southern border. Governor mary falin tweeted this out. Thanks to oklahoma delegation for standing up to president obama and calling and calling to end the use of fort sill. Governor fallin plans to visit fort sill and nearly 600 immigrant children housed there. That is what is happening in the state of oklahoma. I hope you give me a chance to tell you a true factual story. Before i moved to new york, i was living in louisiana, where you go to tours, very prominent gentleman owned the plantation. When i started working there, i had to work with five illegal, five, illegal hondurans. I got them down to three because i did not get along with them. I worked there and lived there, so i lived with these illegals on that property for five years. I learned a whole bunch about them. I went to my government. It is not the ins because the ins is not Homeland Security. Six months before i lost my job, i went to Homeland Security and reported these guys in hopes that we could send them back to their country and get american tax paying citizens to work. I lost my job during hurricane isaac because i got into a fight with two illegal aliens that were cussing me out in spanish. My government did nothing. You probably know that the faa gave the green light for u. S. Airlines to continue to go back into tel aviv to fly there, lift the ban on flights to israel, as the gaza toll tops 700. The Washington Post front page above the fold, u. S. Israeli ties its a mixed blessing. Secretary of state john kerry presses for lasting ceasefire between israel and hamas those bonds could prove to be both a curse and blessing. Either way they are reviving questions whether the United States can be an honest broker for peace. Israels iron dome Missile Defense system, which protected israelis from the constant barrage of rockets from hamas was created with substantial u. S. Assistance and hundreds of american soldiers fighting in israels armed forces. The partnership between the United States and israel has its roots in american sympathy, but goes on to say that the palestinians and hamas dont think that the u. S. Is an honest broker. The wall street journal, front page this morning, new push to lure hamas into truce, says the Obama Administration, israel and other middle east allies are fashioning a ceasefire proposal, the diplomats outlined a plan, the 16th day of israelis military offensive, but intense fighting. The New York Times this morning on their piece on diplomatic efforts says after meeting in israel yesterday, secretary of state john kerry flew back to cairo, which he has been used as his main hub. And consulted by phone with president obama. While mr. Kerry spoken by phone to his counterpart, he has yet to visit qatar during his diplomatic push. Both the United States and israel classify as a terrorist organization may emerge as an element of any ceasefire agreement. Qatar also has a tense relationship with egypts president , whose ceasefire proposal provided the framework for the current negotiations. In qatars capital, the leader of hamas outlined his own demands. He said that hamas would not close the door for a brief truce to evacuate the wounded and deliver humanitarian aid. He stressed a more lasting agreement would not come until some of the groups demands were met. By the way, on the faa banning flights into israel, usa today has the figures of what that could cost to israels tourism. It says its too soon to determine the economic fall out, but it says that which began in early july, prompted the Israel Hotel Association to estimate 125 million in lot of revenue, mostly because of israelis opting to stay home. Israelis Incoming Tour Operators Association blamed the fighting for a 20 drop in revenue. And an israeli paper saying that the flight ban could cost up to 200 million in lost revenue for israel. That changes the attitude that people look at them with. Theyre not refugees, theyre Illegal Immigrants. I was born there, and its violent, not as bad as chicago or some of the big cities. This routine about theyre going to escape the violence. If they come into this country theyre going to be on the very bottom of our social scale, theyre going to be in the projects. Theyre going to be our dime. Its not a big step up. And theres another thing, too. This is blamed on a law in 2008 that bush wrote. Theyre not contiguous countries, okay . Thats what this thing has been blamed on. And its not true. In 2012, obama made 800,000 people citizens. These are their family and churn. Its a direct result of the president s actions. The country i dont see where we can afford it, either. Im as compassionate as the next person but we have to be practical, and this is not financially viable. The front page of the Washington Times this morning, gun prosecutions plummet under president obama. President obama decries gun violence and presses for more laws to restrict ownership, the Justice Department prosecuted 25 fewer cases. Europe is in a tough place because they allowed themselves to become hostage to russian energy, and so there are not a lot of good options in this deal. I think stronger sanctions would help get the attention of the folks in russia who are supporting and backing putin. Part of the problem is putin is very popular back home now. Hes winning and hes the catchs meow. We are giving up a lot of things that happened before this started. We are not in a very strong position to be the able to do much in terms of ukraine at this point. Host senator corker, the Top Republican on the Senate Foreign Relations Committee is quoted as saying europe today. Guest its a bit toothless, as well, but europe is is this is europes problem, as well as world problem. Peace and conflicts like these lead the other on conflicts and broader conflicts, so there is legitimate security interests of the United States to be engaged in this issue. We need to be a lot more forceful with mr. Putin as to what the fact we know that hes causing this and that this is his end game, is to broaden the reach of russia and to cause the rest of the world to think that russia is a world power. Each of the countries ought to be pushing back has a conflict of interest, so to speak, or self interest issue that follows in to how we push back on the expansion that putin is driving. He did it in russia, in georgia four years ago, five years ago now, and its a plan that hes got that i think will be further expanded if we dont do a better job pushing back. Leadership is neither bullying nor is it from a pulpit. Et me just let that float my comment on the israel gaza goes back to when israelis first withdrew from israel. The first thing they did was tear down all the settlements they had built. You may withdraw from gaza in 2005 . Caller yes, back when they first withdrew from gaza and the west bank, both, they had placed settlements there. ,art of the Peace Agreement there was nothing in there for them to destroy the settlements. It would be a wonderful gesture on the part of israelis. Perhaps it would have cost them a different attitude among palestinians had they left those the poor andith overcrowded people over there. They put a lot of money into building them, and then they just tore them down. If it was just one gesture they we wantke to say, peace, this might have been there opportunity. That is speculation. Those were built by israelis with their own money and part of the issue was, how do you keep youreaelis out of it if going to resettle them . I do not know all the decisions made and i do not disagree having the constituents in the west bank and the gaza were horrible. Your program, help is how does that encourage continuity at the educational level so that poor people continue up the getting a vocational, a technical background that can help them sustain the kind of job that they need to get. Healthcarehe industry, hospitals, manufacturing. Things that can sustain the education they need in order to be able to be economically strong throughout their lives. Thet thank you for question. It is right on point with what we do everyday. The number one key to this is education. Education, workforce training. Career and vocational training. That is the key, particularly in our part of the country. What we have done for a long time, we have put such an emphasis on everyone going on a fouryear track, that is not the only pathway to success. Particularly when we look at the on shoring happening in this country, which is very real. Manufacturing we have jobs that need to be built right now. We have been looking at this differently. When you do workforce training and developing, we need to do it from the supply side and the demand side. Host is the Delta Regional Authority supplying money for workforce training . Fort is one of our areas yesterday we kicked off one of eight workforce training and developing conferences in the region. Elevating this issue. Weve got to do more to connect youth to work and adjust our Workforce Development system and statend every individual in a holistic way, not just individual programs around the edges. We have to have holistic, systematic changes and overall system. Its the number one issue facing Economic Development. Not only in this country, but in the region. This in a deal with big way. The way that we do what is making sure we have a system in place that is creating a top line of skilled workers that meets the needs and demands of business and industry. Talking about accountability and the success of your workforce program. What i am here to tell you this isning is that the program only as beneficial and successful as the Community Leaders who the program is and. For example, my community, we who aremunity leaders giving the impression and telling people that this area is destined to fail. And that anything that is done would not be successful. So the community you live in must the ready to receive and work on the type of programs you are talking about. Workforce training is needed desperately. But they are not reaching all the people you might think they are. We still have those entities that control these regions. Whatever you bring in, the money might come in, but it might not youeaching the recipients are planning to. My question and concern is, how , as the ones who receive these benefits, how can we ensure they are being dissed derivative being distributed as they are intended to. We have youths who do not have jobs, their life is being totally turned around. Guest great question. I am from arkansas and i spent a large part of my professional career in southeast arkansas, those counties. I understand what he is talking about. He is right. Thats an area that has tremendous challenges but there is also tremendous opportunities. We ensure these programs are going there because of the way we work. We work with Community Leaders. Local leadership is an important element of this whole issue. When you have local leaders that understand this, are driving this home, you see an amazing difference of the local level without. The other thing we know is that because of the investments that we may, the way we work with the local Community Leaders, we know firsthand the kind of return that these projects are having. I travel three days to four days a week. We see what is happening and we see the opportunities. I am up here now as a part of the rural opportunities Investment Conference we have been having as a part of the president s directive to make sure we are creating new opportunities for investments rural america. Workforce training and education issue facing one Economic Developers and the local level. We need to be doing more of that to take young people who, for whatever reason, they are having difficulties in school, we need to attach them to programs like adtech that creates a consortium kidsstitutions that takes in High School Come put them on a college kid is, teaches them a trade. They go to work immediately. We are seeing tremendous results. Not only with Graduation Rates but also job attainment. One other quick point. Something called jobs for americas graduates. It is the Largest National school to work program for youth, particularly disadvantaged youth. They have over a 90 success rate. Both in graduation and employment. Color,homes of people of singleparent homes. 100 and hispanic homes with single parents. Types of programs we make investments in and those are programs we are proud of. Reallife projects that are attached to job creations. You have a project on the ground and are trying to create jobs. Host some of these areas have been known historically for having a tradition in politics, of cake tax, bribery, how do you make sure the last couple calls has said that this does not stay in the hands of certain people in the state. That is a valid question and it is very important. We are directly responsible for these dollars. Consecutived our 12 audits. We are more accountable for these dollars than any time we have been around. I will hold our numbers up to many of our partners in the federal family in the kinds of returns on investment and Accountability Measures that we have in place. We are directly involved. We are a small agency. We know individual projects. Makerk hand in glove to sure things happen. And we go back and monitor. We do not just provide resources and walk away. The way we do Economic Development, sometimes, even in these projects we have been working with the states, it is our money that has clawbacks. School programs, elementary schools, learning of everything. They have changed it where the kids do not get extra help that they need until they get to junior high. I believe that is wrong. To ourrish is connected footprint. Not directly, but we work around that. We have projects that Touch Community outside our footprint who can still participate. The way the counties and parishes were determined was in our enacting legislation, done by congress. Louisiana has the largest share of our footprint. They also received the largest amount of our dollars every year. Are thew big or small projects, what is the average cost . Average investment is anywhere from 150,000 to 400,000. A couple years ago, we did a multistate project, 3 million in a project in tennessee, shelby county, the electrolux, a great example of reshoring in this country. Created by that project. Either going to mexico or staying in america. We saved the project from going to mexico. It is here, creating jobs, it is one that we are proud of. We have had a tremendous impact on poverty. Is it completely annihilated . No. But the war on poverty started, particularly when we started tracking debt in 1967, 20 6 . National poverty is down to 15 . We have made an impact, that is why programs like the snap program, raising minimum wage and addressing the earned income tax credit. Making sure resources are available to people. To be . Here we want no. We have learned valuable lessons. We have more information and better data to look at. A long way tohave go. We have seen tremendous impact with the investments the Appalachian Regional Commission has put in place. It has had a tremendous impact. I believe we continue to work on it every day. We know having communities become work ready, communities come together and say we are going to put a priority on creating a system at the local level to meet the demands of business and industry, that is the kind of stuff that makes a difference. That employees have because they have that good paying job and its return back to the economy. I am not sure i fully agree with the caller on that.
