Given the rapidly evolving events, we believe this policy as opposed to regulations clarifies the National Framework with a clear role for the states and sets the pathway for all vehicles to navigate the complexities of Automated Vehicle technologies. We are currently working with our members to provide them with and willby november 22 provide those to the subcommittee. We are committed to continuous dialogue with nhsta. However we urge them to clarify the policy in the near term with the input received from the public listening sessions and the written comments today i wanted to lay out a few challenges and opportunities we have identified. We would strongly urge the agency to treat test vehicles covered by the policy separately from production vehicles. Typically these vehicles are Company Owned and operated only by trained employees and are not intended for production and sales to the general public. For instance, it is not clear in the policy whether nhtsa intends component manufacturer should apply for exemptions for test vehicles to test and evaluate five systemsough on public roads. With evolution of these technologies, time is critical. The process outlined in the policy for test vehicles, including the exemption process, could delay innovation. We have serious concerns of the protection of manufacturers intellectual property rights. We are also seeking an additional clarification with respect to test vehicles. Under section 24404 of the and operates test vehicles that do not meet safety standards, provided they are not offered for sale. This provision does not include component manufacturers, and we would urge the committee to clarify this provision. Mema and the15, Boston Consulting Group released a report examining the safety benefits of advanced driver systems. The study found that these technologies can provide immediate safety benefits through partially and fully Automated Vehicle fleets that could virtually eliminate traffic fatalities. But it is important to note that some of these technologies constitute the level to automated systems. These include technologies aeb, and active Cruise Control and other technologies available on a wide range of vehicles. Delineate nhtsa to the impact this policy has on level two technologies. As previously recognized, this policy applies to all vehicles. Much of the testimony you have heard directed towards the automotive industry. Many of the opportunities and challenges applied to both passenger and commercial vehicles. The commercial Vehicle Association is concerned about the protection and Safety Systems and other new technologies are key for truckingor is fleets. Their other parties that must be engaged in development and implication of policy for all the challenges and benefits to be fully explored. We encourage nhtsa to continue interacting with those parties and encourage this committee to work with them, too. Fourth, original equipment components always have complete scopelity till the full to assess performance. It is important that all stakeholders of a clear understanding of nhtsas expectations of the roles and responsibilities for oems and component manufacturers. Thank you for yielding. How soon can we expect self driving cars on the road . Obstacles tomain get them on the road faster . That is the big question. This has been documented pretty well but i will try not to. Most of our members have talked about self driving cars being on 2021, but that will be geofenced or certain conditions. As i indicated a megabear testimony, the deployment will take two generations. 30 years from now before it is the majority of the fleet. The fleet issue is huge. Issue between the Driver Assistance Systems and active Safety Systems that we are seeing today in self driving cars and how are they preparing consumers for fully automated cars . They could take over a function. It would take over a function of the a control vehicle. So the stages of automation. The first stages of automation. And i think what you are seeing when they discuss this is that they know this is going to be a gradual case. As gary mentioned about the aftermarket, it can provide viable warning devices to consumers. So if you have a car that is older it could warn you but not take over. Warn you of safety hazards. So again, the levels of automation are important and we will see this increase over years. Daughter insited my chicago and we have an older car and i had to parallel park. Guys aith a friend of my nicer and more expensive car that actually guided him right in. It was interesting. I need it. Because i dont actually do that hardly ever at home. You kind of distraction do think this will have on jobs . I know you talked about this increasing economic opportunity. But anytime there is distraction, it creates jobs. But this does displace people. Ivanka will have the equivalent of what the car did to those who rode horses. This will be big. Youre not only talking about professional drivers. Talking about insurance. Shops. And what will consumers get in return . Lower insurance prices and fewer for talent is. Less people in hospitals. It will be disruptive. And that is a critical issue and we have to Start Talking about this. So what happened to telephone operators and travel agents . That is what this election day has been about. We have an obligation to those in business and government to figure that out. And part of figuring that out is the jobs in the next century. Truck driver jobs that are open that are not being filled. We need Truck Drivers now but that will shift over time. Andave an aging population we need people to take care of them. Stem graduates. We will be talking about this next year because this is important. And i think we have to focus on this as a country and society. My family has the automotive supply business. So we Deal Companies trying to develop this technology. And i didnt have a chance to go to the demonstration earlier but they say the biggest problem is that everyone follows the rules, it works. But if you get into a situation when there is merging and you have to force your way in, those are the things that really are driver using you know, we all do that. They areis where struggling to figure out how to get around those kinds of situations. Those are addressed the bowl situations. It is a matter of what algorithms you create. Problem butlvable Everyone Needs to get together to figure out how to solve it. Wainwright in as lady from illinois. Five minutes. Thank you. I was interested in your testimony. In the late 70s, crash safety was considered at 50 miles per hour. And today the minimum safety hourard is 30 miles per with a 35 mile per hour for new car assessment programs. How did that happen and why . There was a challenge made to the Engineering Community under the carter administration. Said, lett out and the engineers solve this problem a researchigned safety vehicle and it had a number of interesting Safety Innovations including a plastic styrofoam that was inside the vehicle structures so it was crash absorbing. Crash safe vehicle at 50 miles per hour. That is a High Water Mark how did that get reduced . It was in the standard. It was a test vehicle. And it demonstrated what would be possible from an engineering perspective. Did that ever get implemented in the manufacturing . No. The vehicles were mostly destroyed under the reagan administration. Two were recently discovered and were brought in for study. This, does aask 3035 mile per hour standard make sense today . That is what we test for . Should we be looking at something more significant . Standards,e a lot of including dealing with smaller statute individuals and how aggressive airbags would be. So you have to factor in the whole vehicle approach. But if you factor that into the it helps alln occupants. And that is what the design of the Research Safety vehicle was possible. are talking about new technologies and the cars driving themselves. But you also mentioned that consumers will be more likely to entrust their lives to crash safe vehicles. And these should be viewed as corollary to automated systems. In thatoing enough regard . Has our focus shifted in being able to take care of this . Should we be continuing to emphasize that and are we doing that and of . The crash safety methods . I dont think we are. Have a number of standards that are out of date and have not kept pace with where vehicles are performing today. And we should be upgrading the safety standards. A mixed fleet is what we will be dealing with for the foreseeable future. So saving lives in the interim is a priority. About the talking consumer electronic show . You do that every year . Wondering, there is driverconvergence of reliance on a semiAutonomous Vehicles but also the increased use of smart phones and mobile Entertainment Options in cars and im wondering, is there some conflict here . For the distraction of drivers . At the same time, we talk about more autonomy for cars themselves that we are also providing more distractions in the transition time. Is there a conflict there . How do we resolve that . We resolve that by getting to self driving cars as soon as possible. I dont think you will be a will to change the fact why did we go up to 35,000 deaths last year . Miles butand more there are other distractions. And it isnt only using devices. Drinking coffee and people are tired and they follow sleep a lot. I think we are all more tired now for some reason. Outpoint is, this is going and the way to get out of it is through public education, strong laws on distracted driving and we have to get to Driverless Cars and active collision avoidance. And we are getting there quickly. I had an experience where i was stopped and didnt hit the car finally because it took over. I think every american should have that. We also need to get this through the aftermarket. We cant wait 30 years. Im just wondering if i could ask to comment . We see an anonymous variance among the effectiveness and facing features of various current performance technologies. Some of them dont work under certain weather conditions and others might not be to a consumers liking. In the lane assist technology, we have done testing to swerveare trying to avoid a bicyclist or triesrian and the vehicle to correct that by pulling the steering will out of your hand to keep you in the lane. That could actually cause a collision and is unnerving to be steering into what you are trying to avoid. So these technologies are in development. And some are better than others. And that is where we think having data sharing is so important. Because once the public can get access to which systems work better than others then you can see how to set the direction for the future of the technologies. Thank you. While all these technologies are developing, i hope you develop one for hot cars notification of leave a child in the backseat. Children died because they are left in those cars. There has to be something. There is something. Thatp thinking of the fact everyone of us in the room has probably seen somebody and swerved away into a lane and we didnt know if somebody was there. I couldnt agree more that it does unnerve you when you switch lanes when you are in traffic and you have to get over and you have to steer into it, which is on mycannot stand it wifes vehicle but i do get the need. But i get the need. The the safety part of it. But i am from a rural part of the country. Just to get to my house you have to go for milestone the country road and that is off the two lane road and the highway is a long way away. And we pull a lot of trailers. Trucksre trailers behind and if youre with the emily the weekend i probably have one behind me. How does the technology affect that . There are so many variances that go into place. Trailer handles that behind the vehicle, whether it has a guzan neck on it or if it is with an rv, it all changes. Not to mention, you are going down dirt roads. Those are great points. Those are great things when you plug in equation into the car, it will know what kind of road it is on. And it will know if you have been drinking or not. The point is we have so many accidents today. There are disabled americans and Older Americans that are waiting for this to happen. I agree. 12 of my population is over 70 years old. We can also talk about drones to get service to those people. [laughter] the bottom line is, we will resolve these problems. Way to resolve them is to identify them. And what we have now with technology is that we learn as we go along. It wont be perfect but it will be great. I get that. I am not against technology. We always invest in technology and it is wonderful but it can become a distraction. You cant depend on a computer to understand when a horse falls in the trailer. You are talking about the safety of the animal. I understand technology but im not so sure that it will be. Ight fix all in major metropolitan areas, i get that. If you put a mandate on that you take away freedoms and take away the ability for the driver. We teach them to drive on a farm. And that 14 you can get your drivers license and you have to know what it feels like. And you wont get that through vehicles. When i am paying attention to it granted, i get that. I understand it. I dont want to rush to put it out there. You used the word mandate and it isnt a word i have used. We can give you a warning if it is about to hurt a tree and maybe it would only take over if you are about to hit a tree or a deer. I can predict when a deer goes in front of you . But maybe a car can and that is the advantage. The goal is to reduce human injury and death. Car accidents are caused by human error. I get that. My kids, my oldest is coming up to 12. Want to be as safe as possible. I dont want anyone to lose a child. I just want to make sure we are cautious. Thank you. A Tech Industry and an oil and the oilory industry many are unaware of the ability to improve the lives of seniors and those who are disabled. There has been a lot of attention paid in congress on autonomous cars. We have heard claims that they will be available for purchase soon. What is the realistic timeline for adoption and is this something consumers should be paying attention to now . We think it is not decades away. It is an unknown in the exact timeline when these could come on the road. What we are most concerned about is that cars that are currently touted as self driving are not there yet. Misleading to drivers. We know that human beings have a hard time coming in and out of situations. So we think the overselling of the technology were percents a particular hazard. Interest inf the ensuring the components of Autonomous Vehicles are safe from cyber intrusion, some have expressed concerns about retrofitting existing vehicles with this technology. Autonomousarket Technology Prevent a Cyber Security risk . A specificre security risks associated with economist technology . Fors there a path forward aftermarket Autonomous Vehicles . I will throw those all up to you. Cyber security question, we are all very concerned. What we saw with the distributed denial of services fact is that there are lots of backdoors in lots of products. And the prospect of having a having aed a fact coordinated effect of taking over the wheel is concerning. We have a good first step but this needs to be pushed forward aggressively so that we all have a better view of the vulnerabilities and how to fix them. Both with current vehicles and technologies that are already on the road. Aftermarket technology, some of the same concerns apply. Wehird question havent really comprehensively evaluated these technologies and consumer reports. It is something we are looking up but we dont have a butte yet. Conference of testing in the aftermarket opportunities. Sayid you want to something quickly . Yes. Thererisks you have. S no additional risk you have to weigh that against the lives that will be saved. So if we wait an additional 15 years so the attire so the we fleet turns over have the risk of saving lives. Up to 50,000 per year. Component manufacturers our members are working closely. At an interface to see how we can provide Cyber Security and we hope an Industry Standard can be reached. And a committee has recently been started and they are going to start to meet in december. So we are very excited. The industry is really trying to work on this and get our arms around it. SuchmiAutonomous Vehicles as automatic lane keeping, speed adjustment and automatic parallel parking are making their way to market. Is, therestion again will be a lag time between semiAutonomous Vehicles and fully Autonomous Vehicles hitting the market. We can expect that at some point, fully Autonomous Vehicles will be on the roads at the same time. Can they exist safely on the road together . It is the heart of the question. Social issues with signaling, drivers indicating to each other and there are real questions about whether fully as anonymous vehicles can participate in a social exchange on the roads. And what happens. Issues with the unpredictable. And variances in technology as far as how well the Safety Technologies are due from the consumer. Very keen tosly see innovations that enhance safety. We have been huge fans of those technologies, including emergency braking and have tested a variety of systems. And we think they provide a safety benefit alongside other systems. So we are either for the administration to do Technology Data collection to look at these systems together. Thank you. And want to point out to the gentleman of new jersey that i did not take my time for questions and allowed members of the subcommittee to go ahead. I didnt want to think to give i didnt want you to think i was giving myself extra time. Tomorrow we have another joint subcommittee hearing with the Telecom Subcommittee on this issue of the denial of service attacks. A rather oddse spectre, a cyber carjacking. Access know if you could the bitcoins from the dashboard or not, but it is an interesting problem when you think about the havee and the ability to the Cyber Security necessary in these vehicles. It will be critical. I assumed down the line that you are all focused on that with , aftermarket,ring and your Consumer Electronics. Is that a fair statement . Absolutely. As we have spoke about before in the subcommittee, manufacturers have started those practices. The best practices have been recognized as very positive steps forward. , with the state of michigan we have opened up a Cyber Security range. We are working with the university of michigan on the exact topic. We are very concerned about this. We have been looking about the issue in terms of vulnerabilities. There was a wellknown hack of a cheap jeep. Tesla vehicles have also been hacked. A News Reporter allowed his vehicle to be hacked and lost control. We are concerned about the idea that any vehicle connected to the internet is vulnerable. It is something that needs to be addressed forth with. Many of our equipment on the commercial space, we are working with the team right now to come up with a commercial vehicle model. As we have talked about before with the aftermarket the aftermarket is try to work on some Industry Solutions for some of these concerns. We are very involved in all of this. In addition to the auto i issue, we look at this holistically. Anhave been we have ongoing assessment going on to make sure that companies are doing the best practices and moving along accordingly. Referencediro, you addressing a child left in a hot car. It does seem that automobiles are getting so smart that it ought to be able to tell if there is a life form still inside. Part of the country where it gets extremely warm in the summertime. These type of accidents unfortunately are very prominent when they occur, because they are a very prominent tragedy. If there is a way to prevent it as to those lives that could to, ied as you alluded remember when my children became of driving age. , i thought i would go get them whatever kind of keep heap i could find at a used car market. With a kid just starting to , you do not want them on your thunderbird. It is a paradigm shift for parents to think in terms of putting their first car that the child drives it ought to have the protection of those things in my opinion. I have shifted on my thinking on that over the years. Those are the lives that i think could be saved. We had a tragic accident back in andometown of two mothers two daughters in opposite cars driving in opposite directions. There was a distracted driving situation, and all for died. This is in a town that already has prohibition on texting and driving. The laws are there now. The city is looking at some way to possibly beef up the law. Theres some way for enforcement to be increased. But it is a terrible, terrible problem. I like the idea of technology being able to prevent some of those accidents. Im very much in favor of what you are discussing. But it is a terrible, terrible problem. In your written testimony, you it is agraph preapproval authority for new vehicles. That concern me when i read that. I was concerned it would be a major increase in authority. It was a pretty startling statement, but i assume that is a concern that you have for the Consumer Electronics area. Yes first, i want to respond to some of those other things you set. The tragedy of a child left in a hot car, we should be able to stop that. We should be able to use technology to stop that. I know i heard something about not yet know how mature or realistic it is. Once i know more, i will give it to the committee. As far as distracted driving, there are signs warning about it everywhere. It really makes me think about it. Other countries are looking at it, and i think we should look at it as well. Greatoint about kids is a one. Tohave to convince parents give their kids new cars. That is a good policy. Im sure the Automotive Alliance will like that idea. Did you have a comment about the preapproval . Yes, im sorry. That was your final question. Everything they do is fantastic. They have the right attitude. They are proeverything. However, there is a tradeoff between established Car Companies and companies that want to enter the marketplace. Car Companies Like to change things. They like to change about. Everything likes have something new. We are innovators. If you have to have everything preapproved, then that would really slow things down. In the footnote, i mention the example of an airplane model which takes several years of approval. That is pretty terrifying when it comes to those rapid narounds and changes and changes in technology. It is one some areas clarified so that the barriers to entry for nor models are lowered. I want to mention that tesla, bmw, and audi had vehicles available for subcommittee measures to look at subCommittee Members to look at out on the streets. I was struck by one of them. Of thee of this grain screen in the middle of the consul was bigger than my tv at home. That car would have to be self driving, because it was just so big and distracting. It was a startling technological development. Im sure it could be overwhelming for someone that gets behind the wheel. Particularly youngsters that are not used to driving. Scientific breakthroughs have cured more diseases. There are more children going to school. More girls in particular. People across the world are securing their human rights and technology has reshaped the world. You can tell, because everybody currently has their phones. At a time where the earth is more populated with cell phones than people, you have power to connect across borders, across nations, you have the tools to solve problems that we could not even imagine when i was your age. Even as we make all of these important strides in advancing the rights of more people, even as Technology Brings us closer together, this unprecedented change also brings challenges. We see it in the widening gap between rich and poor, we see it in the forces of extremism and division that too often tear communities apart. So, the question for all of us is how can we make sure in world, howy changing can we make sure that no one is left behind and all of us are stronger and more prosperous . Over the last eight years, i have worked to strengthen our with latin america. We are more than neighbors, we are linked by trade and culture and family and values. Our students study in each others countries. Tourists travel back and forth and weve moved beyond the old arguments to create a new vision. One that your generation, which is liberated, can lead. During my presidency, we committed ourselves to the region and to the partnerships with your country with mutual respect. We increased trade and a stood up for democracy and human rights. We fought against corruption, we have promoted clean energy and led the global fight against Climate Change, and we have opened a new relationship with cuba. I strongly believe that this work has to be done with governments, but it is more important that it is done by people. Because government is important, but it cannot solve every problem. We have to Work Together at the people to people level. Teachers, doctors, students, entrepreneurs, and religious leaders, all of us trying to find ways in which we can find it is values of dignity, humanity, and respect that are so often threatened. That is why we developed this Young Leaders initiative. This Network Already has 20,000 people, and this fall we welcome fellows tolass of the United States. [applause] president obama this is just 100 of them. They are from every country across the americas. [applause] president obama so, we want to help you this generation grants, skills training. Today, i am announcing the longevity latin american and Caribbean Society innovation hub, a way to connect Civil Society organizations across the region so you can support each other. We are investing 40 million into the young people across the caribbean, to help you start your own businesses, and we are helping by opening the global exchange, so you can showcase your New Enterprise to people around the world. That way you can connect and hopefully get resources that you otherwise did not have. And we are moving ahead with more educational partnerships like the 100,000 strong in the americas. By the end of the decade, we want 100,000 u. S. Students studying in the americas, and 100,000 from the americas study studying in the United States. [applause] president obama and we are announcing a partnership between the United States and the Development Banks to fund a competition exclusively between peruvian and u. S. Colleges and universities, so students can come together to work on Climate Change and environmental science. [applause] president obama we are focused on the hemisphere and the region, but it is more than just north america, south america, you are part of a Global Network of Young Leaders from africa, southeast asia, europe and the americas, that are doing amazing work in their own communities. While my time as u. S. President is coming to an end, this is just beginning. We need you to stay connected, Work Together, learn from each other, so we can build the next generation of leadership that can take on challenges like Climate Change and poverty and help grow our economies. Make sure women get opportunities. [applause] president obama make sure that every child, wherever they live, has a chance to build a good life. I will give you some examples of the amazing people that are involved in this process. We need leaders like dr. Valerie. As a young doctor in haiti, she issues liked how acute malnutrition and hunger hurt the children in this country. So, he and a team of social workers started a team called a diagnostic group, focused on health care for abandoned children at the largest Pediatric Hospital in haiti. The goal is for the group to become the standard for pediatric care. To expand to reach even more children across haiti. Valerie for the great work you are doing. [applause] president obama after struggling to find her own grandfather home care, she realized that it was a problem for some many other families so she started a Community Health care and home care agency. She started it as a service for families to take care of their loved ones, but now it is a social movement that provides Job Opportunities for women in the health care industry.
