Andaid, france is at war called for a threemonth state of emergency and changes to the french constitution. Is courtesyte event france 24. French is where the theident is due to address upper and lower houses of parliament in in extraordinary session of congress. He is just arriving now. There he is, walking past the guards just outside the french capital. This is an extraordinary session, highly symbolic. It is only the second time it has ever happened. There he is. Due to address the whole political class, if you will, the upper and lower half. Thes everybody there from french world of politics today. Security is extremely tight. This is coming in light of the paris attacks on friday night in which 129 people lost their lives, the worst on french soil since the second world war. Lets listen. The french president is about to speak. [speakinig french] president hollande mr. Speaker of the congress, mr. President of the senate, Prime Minister, members of the government, parliamentarians, france is at war. The act from friday evening in paris were asked of war. At least 129 people were killed and many people were injured. It represents an attack of aggression against our country, against its values, against its youth, and against its way of life. This these acts were created by an army of jihadists who are fighting france because it is a country of freedom, because we are the country of the rights of man. Of human rights. In this very serious time, i took the decision to speak to parliament in congress, both houses of parliament, to mark our National Unity in the face of this abominable act. And to respond with cold determination to the ignoble and horrible act which targeted at our country last friday. Our democracy has overcome me and worse adversaries they these cowardly assassins. Our republic cannot be brought down by such people. My determination is to put deep or of the state at the service of the protection of our fellow citizens. I know we can count on the service and loyalty of the Law Enforcement organizations and you. You know the need to show a sense of sacrifice when necessary. The terrorists believe that free intimidated by the horror of their acts. The French Republic has overcome many other ordeals and it is still there, alive and those who intend to defy their public have the republic have always lost out in historical terms and it will be the same this time. The french people are ardent, valiant, courageous people. They do not give up. They do not resign themselves. They stand up and resist whenever a child of the country has been attacked. By deliberately a attacking, they have shown how cowardly they are, shooting at people who were unarmed. Committed in a war between civilizations. These assassins do not represent a civilization. We are at war against Jihadist Terrorism which threatens the whole of the world and not only france. In this war, which began several years ago we are fully aware of the fact that it will take time and it will require patience and because of the tough challenge and ahead of us, the enemy uses the most vile methods to kill, but they cannot get away with it, and i will be more specific, they are not out of our reach. So in this very difficult time, for our fellow citizens who have felt the horror, they must stay calm. They must keep calm, and once again, i call on all our fellow all of ourand, compatriots, to show the virtues that we are proud up will stop perseverance, unity, lucidity, and dignity. Today, our country is in mourning. We are thinking of those in a in no sent people who died in the streets of paris and in the suburbs. We are thinking of their families who are suffering the unconcerned about pain. We are thinking of the hundreds of young people and young boys and girls, young men and women who were injured and traumatized by this terrible attack. Some of them, at this very moment, are still fighting for survival. They are still fighting for their lives. I would like to pay tribute to the Emergency Services who have mobilized all of their resources since friday. Our Health System was up to this challenge. Once again, our Health System showed that it can fulfill its missions. I would also like to pay tribute to the Law Enforcement organizations who are fully committed to ensuring the security of french citizens. Once again, they have shown courage. These Police Officers who when they had to attack the theater to free the hostages, they faced the hostages would have died if the police had not intervened. They showed once again their determination and that they were capable of surpassing themselves. France the whole of france was the target of terrorists. France loves life, sport, culture. France, in all of its diversity, the assassins wanted to kill the young people of france in all of their diversity. Most of those who died were under 30yearsold. What was the crime they had committed . Their crime was simply being alive. The terrorists were aiming at a france that is open to the world. Several dozen fallen friends of 19 different nationalities were among the victims. Since friday evening, i have received messages of solidarity from heads of states and governments from all over the world and in many parts of the world, in particular, the three colors of the french flag are displayed which reminds us that france remains a beacon for humanity. When france is attacked, it is the world which feels attacked. Acts of war the acts of work committed on friday were decided on and planned in syria. They were organized in belgium. On our territory with french accomplices. These attacks had one specific object of, to make people to instill fear in people and to divide us and put pressure on us to prevent us in the middle east from fighting against terrorism. We are facing an organization daesh, which has territorial base. It has Financial Resources and military capabilities. Since the beginning of the year, this organization has notably, already, attacked paris, denmark, tunisia, egypt, lebanon, kuwait, saudi arabia, turkey, and libya. Every day, they are massacring people and oppressing the populations. That is the reason why it is the need to destroy them is a challenge for the whole of the International Community. So i have asked the security nationsl of the united to convene as early as possible to adopt a resolution which will express our resolution to fight against terrorism. In the meantime, france will intensify its military operations in syria. Yesterday evening, i ordered 10 french fighterbombers to bomb daesh inuarters of raqqa, they destroy a command post and a Training Camp and i would like to congratulate the french this mission was a success. I would also like to thank our American Allies who supported us in this operation. I would like to make it known, we will continue these airstrikes in the weeks to come. The aircraft carrier, charles de gaulle, will be leaving france on thursday and will go through the middle east. This will triple our resources and our capabilities. There will be no respite. We will not stop our efforts. Those who ordered the attacks in paris must know that their crimes, instead of reducing our resolution, has reinforced our determination to destroy them. Terrorism we fight against it everywhere where states are threatened. Where there are survival is under threat. And this justifies my decision mali, andne in today our military are also present in the desert where boko haram is massacring, kidnapping, and raping people. Terrorism, we are fighting against terrorism and iraq to enable the authorities in iraq to restore their sovereignty over the whole of the country. And in syria, we are seeking resolutely at a political solution in which bashar assad cannot be a part. Our enemy in syria is daesch. We are not aiming to contain them, we aim to destroy them, both to save the people of syria, iraq, i could add the people of lebanon. And turkey and also to protect the neighboring countries. And, it is also to protect us in order to prevent more attacks on our country. To prevent foreign fighters to do terrorist acts in our country. We need to do more. Syria has become the biggest Manufacturing Center of terrorism and the world and the International Community and i have often observed this. The International Community is divided and has an incoherent policy. France has said from the very beginning that the International Community should act in a more unified way. Today, we need to more airstrikes. We need more support who are daesh. France will give support to those were fighting. We must bring together all of those who can really fight against this terrorist army. Within the framework of a large, single coalition. We will be working in that direction. It is in this spirit that i will be meeting president obama in the next few days to join forces with them and achieve a result which for the moment is still in the distant future. France is speaking speaks to everybody. We speak with a lebanese and to the gulf states, turkey. The paris attacks took place at the very moment when we were meeting when the meeting was being held in vienna to find a political solution to the situation in syria. Today, everybody has to face his responsibilities. Neighboring countries, the big powers, but also europe. I have asked the minister of defense tomorrow, to invoke an article of the European Union which lays down that when a state is attacked all of the Member States must show solidarity with the country attacked. The enemy is not an enemy of france. It is an enemy of europe. Europe cannot continue living with the idea that the crises around and have no impact on it. The question of the refugees is directly linked with the war in syria and in iraq. The inhabitants of those countries, notably those who come from the areas under the control of daesh have experienced martyrdom and are fleeing. They are the same victims of the terrorist systems. That is why it is of vital importance that we should welcome those who have a right to asylum and send back to their home countries those who have no right to asylum. We must provide effective protection of our external borders. We are working on this. We were the first to warn europe about this. Germany and france are making sure that countries that are facing major flows of migrants will be supported. They are the countries in the region itself, turkey, lebanon, jordan, and europe if it does not seek control over external orders, there will be a return to National Borders and to barbed wire and fences on our borders. Which amounts to the deconstruction of the European Union. It is also essential that the request that france has request expressed for a long time find their translation quickly in europe to fight against trafficking of arms the , implementation of systematic controls at the borders. The implementation of what we call the european pnr by the end of this year to ensure the traceability of the hottest. Traceability of that jihadists. These are the requirements and demands. They will be expressing them again via the minister of the interior affairs. It is a meeting that will be taking place at our request on friday. Faced with the act of war which has taken place on our territory, and which happened following the attacks of the seventh and eighth of january this year and so many other crimes committed during the past years in the name of the same jihadist doctrine. We must be merciless. We know this, and it is cruel to say that it is french citizens who, friday, have killed other french citizens. On our territory, there are individuals who, from ordinary crime have moved on to radicalization and terrorism. Sometimes, they have fought in syria or iraq, sometimes they set up networks. Networks networks which train, depending on circumstances or help each other to carry out at a moment chosen by the person who gives them instructions to commit terror acts. We have seen that during the past months. We have seen, unfortunately, what this preparation leads to. So, we must react in an emergency situation and also over a long period. During the night on friday, when we counted the dead after the shootings, i convened the council of ministers and i ordered the reestablishment of controls at the borders. I declared the state of emergency. It is now on the whole of our territories. I have extended the possibility of carrying out searches on the orders of the administration and the whole of the territory. Over 104 persons were placed under house arrest, and 168 searches have taken place. There will be more. The enemy has gone a step further. We have the ability to react. The declaration of human rights of citizens in article ii says that security and resistance to oppression are fundamental rights. We must exercise these rights. In conformity with these principles, we will be providing the means of guaranteeing the security of our citizens. I decided that the parliaments would be examining a draft bill on wednesday, extending the state of emergency for three months and will adapt to the evolution of technology and threat. The law of april 3, 1955, governs the state of emergency is no longer in conformity with the state of technology and the threats we see today. But it contains two exceptional , measures. House arrest and administrative searches. Provide useful means to prevent the perpetration of new terror acts. And, i wish to exercise this fully and extend their scope. The Prime Minister will propose to parliaments that a full measure be adopted for each of these provisions and ladies and gentlemen, members of the parliament, i encourage you to vote this before the end of this week. But we must go beyond the state of emergency, and i thought about this a great deal. In my conscience, i believe that we need to change our constitution to enable public authorities to act in conformity with the rule of law against an act of war by terrorists. Today, our text has two regimes which are not suited to this equation that we have today. The first regime is resorting to article vii of the constitution. It implies that the regular operation of Public Administration be interrupted. The president of the republic takes special measures and delegates to the powers given in the constitution. And theres article 36, concerning the state of siege which is also not suited. It is declared in the case of immediate danger following armed insurrection and evasion by invasion by foreign troops. A number of competencies are transferred from the civilian authority to the military authority. Everyone will agree here that neither of these regimes has adapted to the situation which we see today. The functioning of Public Administration is not interrupted and it is not conceivable to transfer to military Authority Special powers. However, we are at war. This is a war of a different type, given that we are faced with a new enemy. It should enable us to notice manage the state of crisis and in 2007, the committee had thought about a possible evolution of our constitution. It suggested that article 36 of our basic constitution be amended to include the state of siege and state of emergency. Aunt an organic law would be and, an organic law would be determining circumstances in which this would be applied. I believe that we should return to this project and we need to have an appropriate tool. To be able to take exceptional measures for specific durations without resorting to the state of emergency and without compromising public liberties. This decision of our constitution must be accompanied by other measures. Such as the loss of nationality, the loss of nationality should not make someone stateless. But, we should be able to enable someone who has attacked the fundamental interests of our nation or committed an act of terrorism the person must be deprived of french nationality on the condition that the person has another nationality. We should also be able to prevent someone with dual citizenship from returning to our territory if that person constitutes a risk of terrorism, unless, the person agrees to undergo a very strict surveillance regime, as is the case for our british friends. There are cases with extreme consequences, this is something that we must do. There are possibilities of increasing surveillance of people who have been the object of intelligence reports. We will be requiring the opinion of the council of state to verify the conformity of these proposals with our interests. This opinion will be made public and we will draw the consequences of this. Let us think seriously about this decision. Our constitution is our collective compact. It unites all of our citizens. It is the common rule. It carries principles. It is preceded by a preamble, which states that france is a state where law rules. The constitution is our common charter. Constant which unites all of the citizens of the country, and since our constitution is the compact which is essential for us to all live together, it is essential that the text should have answers to fight against those who attack this way. Just as we will be dissolving associations or de facto associations which express hatred or encourage the perpetration of acts of terrorism. Ladies and gentlemen, i ask you to think about the decision i have taken and i ask the Prime Minister to prepare this revision of the constitution with you so it could be adopted as early as possible. We will be extending the state of emergency beyond the 12 day period. But beyond the threemonth time, we must be in a state of law to fight terrorism. And, since the threat will be weighing on us durably, and the fight against daesh will be mobilizing as for some time to come, on the external friends as well as inside of our country, i have decided to substantially strengthen the means available of the judiciary systems and enforcement services. The Investigation Services and magistrates should be able to call on the full range of intelligence and technology, whose use is authorized by the new law of intelligence. The criminal proceedings should also take into consideration as close as possible the specificity of the terrorist threat. Magistrates, should have better access to means of investigation or sophisticated means of investigation to fight, in particular, against the trafficking of arms because it is with the weapons of criminals that these attacks are perpetrated. The sentences will be considerably increased. And the way in which Police Officers are authorized to use their weapons, that will have to be examined. All of these different topics will be part of the major legislative efforts that i am asking all of the ministers concerned to examine so that we can waste no time in the action in which we are engaging. These different schemes will complete all of the different measures that have been adopted since 2012. The antiterrorist law, the law on intelligence, a considerable strengthening of means and also aware of the fact that we must further increase our means. If we are at war. It cannot be with what we had a few years ago, with the military programming law or other text which had been imagined to ensure the security of our citizens. 5000 additional posts will be created for Police Officers within the next two years so as to increase the total number of new jobs in the security areas to 10,000 for the fiveyear time frame of your mandate. It is a considerable effort given the present budgetary contest. That will simply enable us to restore the level of forces to what it was in 2007. That will benefit the fighting against terrorism, border police, and the overall security of the country. It will be accompanied with equipment to carry out these missions. The ministry of justice will be provided with 2500 additional posts for the administration of prisons and the judiciary services. I am not forgetting the customs. The customs staff. 1000 additional posts will be created. As to our army which are called upon more and more for our external operations that we will be continuing and called upon for the security of our population. I have decided that we will not reduce the Defense Forces until 2019. The reorganization of the army will favor the operational units, cyber security, and our Intelligence Services. Without delay, we will be presenting a new plan for managing the Human Resources of our army by 2019. We also need to capitalize more on the use of our reserve forces. We have reserve forces which we can call on. They are also a link between the armies and the people. They are resources, reserves, who could form eight National Guard which could be very effective. All of these budgetary decisions will be taken under the finance will, which is being discussed for 2016. It will necessarily result, and i assume responsible before responsibility for this, it will result in more expenditures, but in the current circumstances, i believe that our security pact requires this investment in order to ensure the stability of our country. The faces of those who died and who were injured last friday the faces of the families who are mourning hans my mind and the memories these memories are reinforcing my resolution and yours, i know. In our determination to fight against terrorism, i want france to remain what she has. The barbarians who want to disfigure france must not be allowed to do so. We will not allow them to change the face of france. We do not want them to damage frances soul, and we will prevent them from they will not prevent us from living fully the life which we the way of life that our freedom. But, we must show this in a calm way. I am thinking of our youth. The youth who feel attacked, hurt by all of these victims and are wondering if they will be able to continue living under the rule of law. We must continue to work and we must continue to live and go out and to enjoy life and we must continue to influence the world. That is why the big event that bel take place in paris will a moment of hope and solidarity. A moment of hope week as we will be talking about the future of our planet and solidarity because over 100 heads of state and government will be here in paris to negotiate a sustainable, binding agreement which will allow us to live and which will allow our children and grandchildren to continue to enjoy the planet they affect inherited. Have inherited. But they will also come and tell friends, a country of freedom, how much the world is feeling solidarity for france and is prepared to mobilize against terrorism. And in the same way, our democracy will not give in to blackmail. The Regional Elections will take place as planned next month and our political life will continue. It is our duty to do so. Mr. Speaker of the congress, mr. President of the senate, ladies and gentlemen who represent the whole of the nation, you represent the nation in all of its diversity and also in all of its unity. You represent a free people who are invincible when they are united. It is our most precious asset and we must avoid drifting away from these values and that is also our duty by renouncing it the fight for Republican Values that in certain rcumstances in the past we have drifted away from our values. Let us make sure we do not do the same thing today. The republic, we want to give the republic all of those resources that this new context requires. To enable it to eradicate in line with our values, while in respecting our values. To eradicate terrorism without losing the roles of law. We will eradicate terrorism because the french want to live together without fear. Together without living in fear. We will eradicate terrorism because we are attached to liberty and the International Reputation of friends across the world. We will eradicate terrorism in order to allow Free Movement of people. Mixing of cultures that will remain. The civilization will be an enriched. We will eradicate terrorism so that france will continue to show the way. Terrorism will not destroy the republic, because it is the republic which will destroy terrorism. Here are a couple different opportunities where i think you would do well and benefit the navy. Talks aboutoward becoming the first female fourstar in the history of the navy. She also talks about her role prior to now, including rescuing Richard Phillips who was kidnapped by somali pirates. I became head of the Counter Piracy task force and after a few days on the job, captain phillips was kidnapped. It was our responsibility to get him back safely. That was obviously a surprise submission and a challenge. We got him back. Sunday night on cspan q and q a. President obama talked at the g 20 summit and talked about the strategy and he ruled out putting troops on the ground. This is 50 minutes. President obama thank you for the outstanding work in hosting this summit. I would like to begin by thanking the people of turkey in their outstanding work. Is beautiful here, the hospitality of turkish people is legendary. Ur turkish friends [speakiing turkish] [laughter] i have been practicing that. Our focus was on how to create more jobs. Growth has to be more inclusive. Given the growing cyber threats, we committed to a set of norms on how our governments should conduct themselves in cyberspace, including an agreement not to engage in cyber theft for commercial gain. As we head into Global Climate talks, all countries have submitted targets and we plan to Work Together for a successful outcome in paris. Of course, much of our attention has focused on the heinous attacks that took place in paris. Across the world, in the United States, american flags are at half staff in solidarity with our french allies. We are working closely with our French Partners as they pursue investigations and track down suspects. France is already a strong counterterrorism partner and today we are streamlining the process through which we share intelligence and operational military information with france. This will allow our personnel to pass threat information, including on isil, between each other. More quickly and more often, because we need to do everything we can to protect against more attacks and protect our citizens. Tragically, paris is not alone. We have seen outrageous attacks by isil in beirut. Last month in ankara. And routinely in iraq. Here at the g 20, our nation is sending an unmistakable message that we are united against this threat. Isolate is the face of evil. Isil is the face of evil. Our goal, as we said many times, is to degrade and ultimately destroy this barbaric terrorist organization. This fall at the United Nations, we had a comprehensive strategy using all elements of our power. Military, intelligence, economic, development, and the strength of our communities. We have always understood this would be a longterm campaign. There will be setbacks and there will be successes. The terrible events in paris were obviously a terrible and sickening setback. Even as we agreed with our french friends, we cannot lose sight that there has been progress being made. On the military front, our coalition is intensifying our airstrikes. More than 8000 to date. Were taking out isil leaders, commanders, and killers. We have seen that too when we have an effect of partner on the ground, isil can and is pushed back. Local forces in iraq recently liberated sin jar. Iraqi forces are working to take back other territories. Isil has been pushed back through much of the border region with turkey. We have stepped up opposition while working to cut off supply lines to isil strongholds. So, in short, both in iraq and syria, isil controls less territory the and it did before. I made the point to my fellow leaders that if we want this progress to be sustained, more nations need to step up with the resources that this fight demands. Parisrse, the attacks in remind us that will not enough soul isil in syria and iraq alone. We are committed to sharing border controls, sharing more information, and helping to control the in and out in syria and iraq. Isils just shown in libya, leaders will have no safe haven anywhere. We will continue to stand with leaders in muslim communities for the best voices to discredit isils warped ideology. On the humanitarian front, our nations agreed we have to do even more individually and collectively to address the agony of the Syrian People. The United States is already the largest donor of humanitarian a aid to the Syrian People. Some 4. 5 billion in aid so far. As winter approaches, we are donating additional supplies, including clothing and generators through the United Nations. But it still has less than one half of the bonds that are less than one half of funds needed. We are calling on more nations to contribute the resources this crisis demands. In terms of refugees, it is clear that countries like turkey, lebanon, and jordan, which already have an extraordinary burden cannot expected to do so alone. At the same time, all of our countries have to secure our security. As president , my First Priority is the security of the American People. That is why even as we accept , more refugees, including syrians, we do so only after subjecting them to rigorous security checks. We have to remember that many of these refugees are the victims of terrorism. That is what they are fleeing. Slamming the door in their faces would be a betrayal of our values. Our nations can welcome refugees who are desperately seeking safety. And ensure our own security. We can and must do both. Finally weve begun to see some , modest progress on the diplomatic front. Which is critical because a political solution is feeling the only way to end the war in syria and support the Syrian People in the war against a soul. Agains isil. The vienna talks are the first time the Key Countries have come together. As a result, i would add of American Leadership and reached a common understanding. With this weekends talks, there is a path forward. Negotiations under the auspices of the United Nations have transition toward a more inclusive and representative government, a new constitution, followed by preelections in alongside this process, a ceasefire in the civil war even as we continue to fight against isil. These are ambitious goals. These have been dashed before. There are any number of ways this latest diplomatic portion could falter. There are still disagreements between the parties including, most critically, the rate of basharthe reign of alassad who we do not believe has a role in serious future because of his brutal rule and his war against the Syrian People. The primary root cause of this crisis. What is different this time and what gives us some degree of hope that, as i said, for the first time all countries agree on a process that is needed to end this war. While we are very cleareyed about the very difficult road ahead, the United States, in partnership with our coalition, is going to remain relentless on all fronts. Military, humanitarian, diplomatic. We have the right strategy and we are going to see it through. With that, i will take some questions. I will begin with jerome. Thank you mr. President. 129 people were killed in paris on friday night. Isil claimed responsibility, sending the message that they could now target civilians all over the world. The equation, how security has changed. Securitytime for your strategy to change . Pres. Obama keep in mind what we have been doing. We have a military strategy that involves putting enormous pressure on isil through airstrikes that has put assistance and training on the ground with iraqi forces who are now working with Syrian Forces as well to squeeze isil and cut off their supply lines. We have been coordinating internationally to reduce their financing capabilities, the oil they are trying to ship outside. We are taking strikes against highvalue targets, including most recently against the individual who was on the video executing civilians who had already been captured as well as the head of isil in libya so its not just iraq and syria. And so on the military front, we are continuing to accelerate what we do as we find additional partners on the ground that are effective, we work with them more closely. I have authorized Additional Special forces on the ground who will be able to improve that coordination. On the counterterrorism front, keep in mind that since i came into office we have been worried about these kinds of attacks. The vigilance the United States government maintains and the cooperation we are consistently expanding with our european and other partners in going after every single terrorist network is robust and confident. Every few weeks i meet with my National Security team and we go over every single threat stream that is presented. Isnt sharedion immediately with our counterparts around the world, including our European Partners. In aviation security, we have been working over the past in the years, not just United States, but overseas. We are strengthening our mechanism to screen passengers who should not be reporting flights, and improving the matters we use for screening. Front, we haveic been consistently working to try to get all of the parties together to recognize there is a moderate operation inside of syria that can form the basis for a transition government and to reach out not only to our friends, but also to the russians and iranians who are on the other side of this to explain to them that ultimately an organization like isil is the , greatest danger to them as well as to us. There will be an intensification of the strategy that we put forward, but the strategy that we are putting forward is the strategy that ultimately will work. As i said from the start, it is going to take time. Interesting, in the aftermath of paris, as i listen to those who suggest Something Else needs to be done, typically the things they suggest that need to be done are things we are already doing. The one exception is that there have been a few who suggested we should put large numbers of u. S. Troops on the ground. Keep in mind we have the finest military in the world and the finest military minds in the world. I have been meeting with them intensively for years now, discussing these various options. It is not just my view, that the view of my closest military and civilian advisers that that would be a mistake. Not because our military could not march into mosul or ramadi raqqa and temporarily clear out isil, but because we would see a repetition of what weve seen before which is if you do not have local populations that are committed to Inclusive Governance and who are pushing back against ideological extremes, that they resurface. Unless we are prepared to have a permanent occupation of these countries. Lets assume we were to send 50,000 troops into syria. What happens when there is a terrorist attack generated from yemen . Do we then send the troops there, or libya . Or if there is a terrorist Network Operating anywhere else in north africa . Or in Southeast Asia . A strategy has to be one that can be sustained. The strategy we are pursuing, which focuses on going after targets, limiting wherever possible the capabilities of isil on the ground systematically going after their leadership and infrastructure, strengthening syrian and iraqi forces and Kurdish Forces prepared to fight them, cutting off their borders, and squeezing the space in which they can operate until we are ultimately able to defeat them, that is the strategy we will have to pursue and we will continue to generate more partners and for that strategy and there will be things that dont work and some strategies we try to do work. When we find what does we will double down. Margaret, cbs. Thank you mr. President. A more than yearlong Bombing Campaign in iraq and syria has failed to contain the ambition and ability of isis to launch attacks in the west. Have you underestimated their abilities and will you widen the rules of engagement for u. S. Forces to take more aggressive action . Pres. Obama we havent underestimated our abilities, this is precisely why we are in iraq as we speak and operating in syria as we speak. It is precisely why we have mobilized 65 countries to go after isil. And why i hosted, at the United Nations, an entire discussion of counterterrorism strategies and curbing the flow of foreign fighters. And why we have been putting pressure on those countries that have not been as robust as they need to be in tracking the flow of foreign fighters in and out of syria and iraq. So there has been an acute awareness on the part of my administration from the start that it is possible for an organization like isil that has such a twisted ideology and has shown such extraordinary brutality and disregard for innocent lives that they would have the capabilities to potentially strike in the west and because thousands of fighters have flowed from the west and are european citizens, a few hundred from the United States but far more from europe that when those fighters return, it poses a significant danger. We have consistently worked with our European Partners disrupting groups in some cases, sadly this one was not disrupted in time. Understand that one of the challenges we have is if you have a handful of people who dont mind dying, they can kill a lot of people. Thats one of the challenges of terrorism. Its not their sophistication or the weapons they possess, but it is the ideology they carry with them and their willingness to die. In most circumstances, tracking each individual, making sure that we are disrupting and preventing these attacks is a constant effort in vigilance. It requires extraordinary coordination. Part of the reason that is important in what we do in iraq and syria is that the narrative that isil developed of creating this caliphate makes it more attractive to potential recruits. When i said that we are containing their spread in iraq and syria, in fact they control less territory than they did last year. The more we shrink that territory, the less they can pretend that they are somehow a functioning state, and the more it becomes apparent that they are simply a network of killers who are brutalizing local populations. That allows us to reduce the flow of foreign fighters which then, over time, will lessen the number of terrorists that can potentially carry out terrible acts like in paris. Thats what we did with al qaeda. That doesnt mean that al qaeda no longer possesses the capabilities of potentially striking the west, al qaeda and the peninsula that operates primarily in yemen has consistently tried to target the west. We are consistently working to disrupt those acts. Despite the fact that they have not gotten as much attention as isil, they still pose a danger. Our goals here consistently have to be to be aggressive and to leave no stone unturned, but also recognize this is not conventional warfare. A we play into the isil narrative when we act as if they are a state. And we use routine military tactics that are designed to fight a state that is attacking another state. Bar or thats not whats going on here. These are killers. They have fantasies of glory. They are very savvy when it comes to social media. And they are able to infiltrate the minds of not just iraqis or syrians but disaffected individuals around the world. When they activate those individuals, those individuals can do a lot of damage. We have to take the approach of being rigorous on counterterrorism efforts and consistently improve and figure out how we can get more information and infiltrate these networks and reduce their operational space even as we also try to shrink the amount of territory they control to defeat their narrative. Ultimately, to reclaim territory from them, it will require the ending of the Syrian Civil War which is by diplomatic efforts are so important. And it will require an Effective Iraqi effort that bridges shia and sunni differences. Which is why our diplomatic efforts inside of iraq are so important as well. Thank you mr. President. In the days and weeks before the terrorist attacks, did you receive warning in your daily intelligence briefing that an attack was imminent . If not, did that not call in to question the Current Assessment that there is no immediate specific credible threat to the United States today . Secondly, if i could ask you to address your critics who say you are reluctant to enter another middle eastern war and your preference of diplomacy over using the military makes the United States weaker and emboldens our enemies . Pres. Obama jim, every day we have threat streams coming through the intelligence transit. Every several weeks, we sit down with all of my National Security intelligence and military teams to discuss various threat streams that may be generated. The concerns about potential isil attacks in the west have been there for over a year now. They come through periodically. There were no specific mentions of this particular attack that would give us a sense of something that we need, that we could provide french authorities, for example. Or act on ourselves. But typically, the way the intelligence works is there will be a threat stream that is from one source. How reliable is that source, perhaps some signal in intelligence gets picked up. It is evaluated. Some of it is extraordinarily vague and unspecific and theres no clear timetable. Some of it may be more specific and folks chased on that thread to see what happens. I am not aware of anything specific in the sense of giving a premonition about an action in paris that would allow for Law Enforcement or military actions to disrupt it. With respect to the broader issue of my critics, to some degree i answered earlier. I think that when you listen to what they actually have to say, what they are proposing, most of the time when pressed, they describe things we are already doing. Maybe they are not aware we are doing them. Some of them seem to think that if i were just more bellicose in expressing what we were doing, that would make a difference. That seems to be the only thing they are doing. Talking as if they are tough. I have not seen particular strategies that they would suggest that would make a real difference. There are a few exceptions. The primary exception is those who would deploy u. S. Troops on a large scale to retake territory either in iraq or in syria. At least they have the honesty to go ahead and say thats what they would do. I just addressed why i think they are wrong. There have been some who are wellmeaning. I dont doubt their sincerity when it comes to the issue of dire humanitarian situations in syria. Who, for example called for a nofly zone or a safe zone of some sort. This is an issue where i will sit down with our top military and intelligence advisers and we will painstakingly go through what Something Like that looks like. Typically after we have gone through a lot of planning and discussion and working it through, it is determined that it would be counterproductive to take both steps, in part because isil does not have planes. The attacks are on the ground. A true safe zone requires us to set up ground operations. The bulk of the deaths in syria, for example, have come about not because of regime bombing but because of on the ground casualties. Who would come in, who would come out of that saison . Out of that safe zone . Would become a magnet for further terrorist attacks . How many personnel would be required . There are a whole set of questions that have to be answered there. I guess my point is this, jim. My only interest is to end suffering and keep the American People safe. If there is a good idea out there, we will do it. I dont think ive shown hesitation to act, whether its respect to bin laden or respect to sending additional troops in afghanistan or keeping them there. It is determined that it would actually work. But what we do not do, what i do not to do, is to take actions either because it is going to work politically or it is going to somehow, in the abstract, make america look tough. Or make me look tough. Maybe part of the reason is because every few months i go to walter reed. I see a 25yearold kid paralyzed or has lost his limbs. Some of those are are soldiers ive ordered into battle. I cannot afford to play some of the political games others may. We will do whats required to keep the American People safe. I think its entirely appropriate in a democracy to have a serious debate about these issues. Folks want to pop off and have opinions about what they think they would do. Present a specific plan. If they think that somehow their advisors are better than the chairman of my joint chiefs of staff, and the folks are actually on the the ground i , want to meet them. We can have that debate. But what im not interested in is posing or pursuing some notion of American Leadership or america winning or whatever other slogans they come up with. That has no relationship to what is actually going to work to protect the American People and to protect people in the region who are getting killed and to protect our allies and people like france. Im too busy for that. Thank you very much mr. President. I wanted to go back to something you said to margaret earlier when you said you had not underestimated isisabilities. This is an organization you once described as a jv team that is evolved and now able to use a safe haven to it launch attacks in other parts of the world. How is that not underestimating their capabilities and how is that contained . I think a lot of americans have this frustration that they see the United States has the greatest military in the world, the backing of nearly every other country when it comes to taking on isis. I guess the question is if you will forgive the language, why cant we take out these bastards . Pres. Obama i just spent the last three questions answering that. I dont know what more you want me to add. I have described specifically what our strategy is, and very specifically why we do not pursue some of the other strategies that have been suggested. This is not, as ive said, a traditional military opponent. We can retake territory. As long as we leave our troops there, we can hold it. That does not solve the underlying problem of eliminating the dynamics that are producing these kinds of violent extremist groups. We are going to continue to pursue the strategy that has the best chance of working, even though it does not offer the satisfaction of a neat headline or an immediate resolution. Part of the reason, as ive said, is because there are costs to the other side. I just want to remind people. This is not an abstraction. When we send troops in, they get injured. They get killed. They are away from their families. Our country spends hundreds of billions of dollars and given the fact that there are a enormous sacrifices involved in any military action, it is best that we dont shoot first and aim later. Its important for us to get the strategy right and the strategy we are pursuing is the right one. Ron allen. Thank you mr. President. I think a lot of people around the world and in america are concerned because, given the strategy that you are pursuing, and it has been more than a year now the capabilities of isis , seem to be expanding. Were you aware they have the capability of pulling off the kind of attack they did in paris . Are you concerned and do you think they have that same capability to strike in the United States . Do you think that, given all youve learned about isis over the past year or so, and given the criticism about your underestimating them, the you reallythink you understand this enemy well enough to defeat them and protect the homeland . Pres. Obama this is another variation on the same question. Let me try it one last time. We have been fully aware of the potential capabilities of them carrying out a terrorist attack. That is precisely why we have been mounting a very aggressive strategy to go after them. As ive said before. When you are talking about the ability of a handful of people with wildly sophisticated sophisticatedldly military equipment, weapons, who are willing to die. They can kill a lot of people and preventing them from doing so is challenging for every country. If there was a swift and quick solution to this, i assure you that not just the United States but france and turkey and others , who have been subject to these terrorist attacks, would have implemented their strategies. There are certain advantages the United States has in preventing these kinds of attacks. After 9 11 we hardened the homeland, set up a whole series of additional steps to protect aviation, to apply lessons learned. We have seen better cooperation between the fbi, state governments, local governments. There are some advantages to geography with respect to the United States. Having said that, we have seen the possibility of terrorist attacks on our soil. There was the Boston Marathon bombers. Obviously it did not result in the scale of death we saw in paris, but that was a serious attempt at killing a lot of people by two brothers and a crockpot. It gives you some sense of the kinds of challenges that are going to be involved in this going forward. Again, isil has serious capabilities. Theyre not unique, capabilities other terrorist organizations that we track are paying attention to possess as well. We are going after all of them. What is unique about isil is the degree to which it has been able to control territory that then allows them to attract additional recruits and the effects they have on social media and the ability to use that to not only attract recruits to fight in syria but carry out attacks in the homeland and europe and other parts of the world. Our ability to shrink the space in which they can operate, combined with a resolution of a serious situation, which will reduce the freedom with which they feel they can operate, and getting local forces who are able to hold and keep them out over the longterm. That ultimately will be what makes a difference. It will take time but its not something that at any stage have we not been aware needs to be done. Ok go ahead. Can you hear me . Obama i can hear you. [indiscernible] pres. Obama this is something we spoke a lot about at g 20. The overwhelming majority of the victims of terrorism over the last several years, and certainly the majority of victims of isil are themselves , muslims. Isil does not represent islam. It is not representative in any way of the attitudes of the overwhelming majority of muslims. This is something that has been emphasized that muslim leaders, whether it is president erdogan or the president of tunisia or indonesia or malaysia or other , countries that are majority muslim but have shown themselves to be tolerant and work to be inclusive in their political process. To the degree that anyone would equate the terrible actions that took place in paris with the views of islam, those kinds of stereotypes are counterproductive, they are wrong, they will lead, i think, to greater recruitment in the terrorist organizations over time if this becomes somehow defined as a muslim problem as opposed to a terrorist problem. What is also true is that the most vicious terrorist organizations at the moment are ones that claim to be speaking on behalf of true muslims. I do think that muslims around the world, religious leaders, political leaders, ordinary people, have to ask very serious questions about how did these extremist ideologies take root. Even if its only affecting a very small fraction of the population, it is real. And it is dangerous. It has built up over time and with social media it is now accelerating. I think, on the one hand, nonmuslims cannot stereotype, but i think the Muslim Community has to think about how we make sure that children are not being affected with this twisted notion that somehow they can kill innocent people. And that that is justified by religion. To some degree, that is something that has to come from within the Muslim Community itself. I think there have been times where there has not been enough pushback against extremism. There are some who say we dont believe in violence, but are not as willing to challenge some of the extremist thoughts or rationales for why muslims feel oppressed. I think those ideas have to be challenged. Let me make one last point about this. Then i have to take a flight to manila but i am looking forward to seeing that but i hope i can come back to turkey when im not so busy. One of the places youre seeing this play itself out is on the refugee issue. Both in europe and, i gather, it started popping up while i was back in the United States. The people who are fleeing syria are the most harmed by terrorism. Theyre the most vulnerable as a consequence of civil war. And strife. They are parents, they are children, they are orphans. It is very important, and i was glad to see this was affirmed again and again by the g 20. We do not close our hearts to these victims of such violence. Somehow, start equating the issue of refugees with the issue of terrorism. In europe, i think people like chancellor merkel are taking a very courageous stance and saying it is our moral obligation as fellow human beings to help people who are in such vulnerable situations. I know that it is putting enormous strains on the resources of the people of europe. Nobody has been carrying a bigger burden than the people here in turkey. With 2. 5 million refugees. And people of jordan and lebanon who are also admitting refugees. The fact that they have kept their borders open is a signal of their belief in a common humanity. We have to, each of us, do our part. The United States has to step up and do its part. When i hear folks say maybe we should just admit the questions admit the christians but not muslims, when i hear political leaders say there should be a religious test for which a person fleeing from a wartorn country is admitted, when some of those folks themselves come from families who benefited from protection when they were fleeing political persecution. Thats shameful. Thats not american. Thats not who we are. We dont have religious test to our compassion. When pope francis came to visit, the United States, and he gave a speech to congress, he didnt just speak about christians being persecuted, he didnt call on the Catholic Church to admit the same people of the religious faith, he said protect those who were vulnerable. I think it is very important for us, right now, particularly those in leadership. Particularly those who have a platform and can be heard. Not to fall into that trap and feed that dark impulse. Ive had a lot of disagreements with george w. Bush on policy. I was very proud after 9 11 when he was adamant and clear about the fact that this is not a war on islam. The notion that some of those who have taken on leadership in this party would ignore all of that. Thats not who we are. On this, they should follow his example. It was the right one. It was the right impulse. Its our better impulse. Whether you are european or american, the values that we are defending, the values we are fighting against isil are precisely that we dont discriminate against people because of their faith. We dont kill people because they are different from us. Thats what separates us from them. We dont feed that kind of notion. That somehow christians and muslims are at war. We should not promote that kind of ideology and attitude. If we want to defeat isil, that is a good place to start. In the same way the Muslim Community has an obligation not to, in any way excuse antiwestern or antichristian sentiment, we have the same obligation. As christians. And, it is good to remember that the United States does not have a religious test and we are a nation of many peoples of different faiths. This means we show compassion to everybody, those are the universal values we stand for. Thats what my administration intends to stand for. Thank you very much everybody. John joined the agency 35 years ago. And so imagine having someone so deeply schooled in the foundations of this critical agency, front lines for us everyday. He spent five years in the white house before he got there. This was a long time for anyone. I fear that we might not have him. He has not slept much for the last three days. Delighted that he is here. Please welcome john brennan. [applause] thank you very much. The Global Security form. I had the pleasure of speaking. When i was serving at the white house for Homeland Security and counterterrorism. For our country faces today, i also want to take this opportunity to express publicly my deep appreciation. I think i speak for all of us for adding wisdom and value to the public conversation on global issues. They identify, identify, understand, and successfully address the myriad National Security issues that our nation faces. A very dangerous world indeed. My opening remarks this morning are different from those viewsviewed and finalized in the early afternoon of last friday. Different because our sensibilities and souls have been jarred once again by the horrific and wanton violence perpetrated upon the innocent in the streets, cafes, and concert halls of the beautiful city of paris. Our hearts ache for the scores killed and injured in the savage attacks. Thoughts are with them and their families. Likewise, our condolences and thoughts go out to those killed in the crash of the Russian Airliner a little over two weeks ago in the sinai in egypt. And while we await confirmation of culpability, they each pair the hallmarks of terrorism carried out by the socalled Islamic State of iraq and labonte, and organization of murderous sociopaths that carries out its criminal and morally depraved actions under bogus religious pretense. With its roots in al qaeda and iraq and powered by a large influx of the past several years they have swallowed up large swaths of territory in iraq and syria, brutally killing thousands upon thousands of men, women and children along the way. Not content they have developed an external operation agenda that has now implemented with legal effect. Im sure well talk more about the questionandanswer session. They urgently commit to achieving an even greater an unprecedented level of cooperation, collaboration, information sharing and joint action. The threat demands it. At the cia we work closely with foreign Intelligence Security forces around the globe to advance our share counterterrorism goals. Over the course of many years we have forged broad and deep partnerships with our closest allies in europe such as Great Britain france, and many others. These strategic relationships have been instrumental in helping to knit together a transnational architecture that allows counterterrorism officials and experts to work closely together across southern borders to disrupt terrorist plans and activities, and while many operations have been ported as aa result of strong tensile transnational teamwork tragically not all terrorist plans are covered in time. These strategic counterterrorism relationships need to stretch far beyond the traditional transatlantic environment which is why we are working closely with so Many Services in different parts of the world. For instance, we are working closely with our egyptian partners who are working tirelessly to prevent isil terrorists launching attacks and that derailing political reform and Economic Development objectives. I reiterated the commitment to strengthening counterterrorism partnerships with cairo in a call to my egyptian counterparts just this past weekend. And while washington and moscow have significant policy differences on how best to bring the bloodshed in syria to a close, i have had several conversations with one of my russian counterparts over the past several weeks about ways to strengthen us russian counterterrorism cooperation specifically on the isil threat. Threat. These relationships are an essential adjunct to diplomacy and military operations. By working with foreign partners we enhance Global Security by helping them tackle challenges that threaten us all. And we benefit from a wider net of collection and from the insides of local services, all of which enhance the intelligence we provide to policymakers. The fact is, good intelligence, timely, accurate, and insightful is the cornerstone of almost every aspect of National Security policy today for military action to diplomacy to international Law Enforcement. With good intelligence are policymakers can better understand the risks, challenges, as well as the opportunities attendant to key National Security issues which is ever more important given the unprecedentedly complex and overlapping array of major challenges to us and Global Security that we face today. The impression one might get from the daily headline is that the world has become more stable. Indeed, the historical record supports that judgment. In the past three years andhave been more outbreaks of instability than at any time since the collapse of the soviet union , matching the rightly soldering decolonization in the 60s. This has not been a period a protest this is not just been a period of protest and government change of violent insurgency and in particular of breakdowns in many states ability to govern. Ongoing conflicts in syria, iraq, ukraine, yemen, and libya and parts of africa are clear examples. The human toll is reflected in the recent announcement that the number of refugees and internally displaced persons in the world is the highest it has been since world war ii. And of course, all of this localized strife gives rise to the persistent risk of international terrorism. When cia analysts look for deeper causes, they find nationalistic, sectarian, and technological factors that are eroding the structure of the system. They also see socioeconomic trends, trends, the impact of climate change, and other elements that are cause for concern. Let me touch upon a few of those this morning. First, the ideas, institutions, and states that have undergirded the postcold war system are under significant stress. It is easy to think of this as a phenomenon confined solely to the developing world which is certainly where we see states that have failed and borders that no longer carry any practical effect such as that between syria and iraq. But there is considerable stress on government and even the worlds most stable regions. In europe the migration crisis, sluggish economic growth, and a host of other factors have given rise to heightened nationalism, secession movements, in the increasing popularity of Political Parties on both the far right and far left. Even ideas that were the pillars of the continents postwar prosperity such as economic integration of democracy itself are being questioned in some quarters. Across the globe governments are finding it increasingly difficult to meet the demands, realistic or not of the skeptical and restive populace is. As much as they were fought for relief from regimes that were fought for basic standards of governance and Civil Society. As we have seen people become disillusioned with the powers that be social media enable them to quickly and easily form associations that defy the status quo. In part that is why the Global Landscape has been changing at a faster and much more disruptive pace. Our nations respond to these challenges, data them command evolve will be one of the great lines of the 21st century. Both friendly and from not so friendly governments i sense a real apprehension about instability in its various manifestations. Tensions persist to the territorial claims including actions that is perceived as filing sovereignty. Time, the press but democratic governance is under siege. Worsening strengths as is the rise of a more sophisticated formf authoritarianism there for close for those brute force in favor of media and surveillance and criminalization of dissent and controlled elections. Strong, growth in the financial crash a eurozone crisis has been elusive it for some of the Worlds Largest economies. Even chinas economy with seemingly ending points for growth is slowing. Countriesveloping come the pessimists him of investment is feeling instability. Burgeoning areas have been unable to achieve the growth to receive high unemployment rates. Perceptions of growing inequality has resulted in more assertive street politics and populism. At the same time cult Slower Growth have left the nations with fewer resource to devote to economic, humanitarian and peacekeeping assistant to address these challenges. Mankinds relationship the Natural World is aggravating these problems and potential source of crisis itself. Ont year was the warmest record. This year is on track to be even warmer. Weather along with Public Policies affecting food and water suppliesand on track tr and extreme weather can worsen or create a humanitarian crisis of the most immediate concern to simultaneously have the shock of the prices with a devastating effect. Compromised access to food and water gravy increases the deadly epidemic finally the rapid advance has given rise to a new and a wide open domain the cyberrome. As an Intelligence Officer dealing with the unintended consequences of the cyberrevolution and also serves the purpose of those who wish as hard. With the potential to nations states while they are actors the same does not apply to terrorists and criminals. Both governments and private networks are under attack with 640,000 with federal agencies fiscal year 2014. The employee records underscores the intent city of the assault of the 90s system. I am personally all too familiar that hackers can use social engineering to perpetrate into email accounts into Communication Systems there is every reason to suspect cyberintrusion to increase but for one thing the economics of cyberattacks are skewed to the attacker. Explicates are easily acquired and prices are falling dramatically in some criminal markets and increasing competitive marketplace. They can be reused of multiple targets of detection and punishment while the vast majority target money and privacy we need to realize the range of potential targets is much greater. We simply cannot discount the possibility of attacks on infrastructure infrastructure, utilities, t ransportation and other essentials underpinnings of modernization. The world that changed dramatically since the first wave my hand as a 24 yearold minted a cia officer i remember vividly to put my fingers not on the keyboard of a computer but the keys of electric typewriter. 35 years later our thinkers are linked to the cyberroad. The new Digital Frontier were most human interactions a communications take place. Well that environment holds potential for the further if the assessment our increasing dependence has obvious risks a and challenges. The strategy is insufficient with constant information sharing so it becomes anothers prevention. In other words, countering cyberthreats is a team effort at a Crucial Point to bear in mind 85 of the World Wide Web Critical Infrastructure is held by the private sector. Where the rules remain uncertain at best. With that cyberthreat information with the private sector and government d. H. Just has programs to share separate written permission of the Broad Community of industry stakeholders. We should be sharing more than we do but problematic and legal challenges have hampered Progress Congress has tried to pass laws for cyberpolicy especially but information sharing but the fact is 20thcentury law cannot deal with the 21st century threats. Within the past few weeks the cybersecurity information in sharing act was passed. We may see a conference bill early next year which ribby a good step forward. To revolve around information sharing it is important to note privacy is not mutually exclusive. How they can be achieved in a manner for civil liberties. Eventually to adopt a comprehensive approach without being full forced the same way 9 11 four steps to integrate and ineffectively against terrorism. Is started to see how the cia as the opportunities and challenges for the future and the Digital World stood out as an area of the group of the Senior Officers last fall to come back with a Strategic Plan they agree we have to do a much better job to leverage the digital revolution. With the direction of day fifth directorate the directorate of Digital Innovation at the center of that agencys effort with every aspect of our work with the cyberrigg capabilities of espionage open Source Intelligence and covert action multiple elements have responded to the digital era but if were to excel we must put these in the Digital Domain at the very center of all endeavors. It was launched last month we expected to contribute enormously alongside our pardners we are more capable and effective to safeguard our country than the threats we face beyond and within our borders. To each new class to space administer the oath of office every month i have the best job in the world bar none. Because each day at work with one of the most patriotic individuals. With the scope of the National Security challenges the contributions has never been greater. Thankyou. [applause] we can see why we are also grateful to serve in such a crucial time youre a wonderful leader. We will take some questions i will moderate. No lectures i will cut you off. Nobody came here to listen to you or your thoughts. They want to hear his. Good morning. I am a reporter with bloomberg. Thank you for your time and service. Day paris attacks commendably lies primarily at the feet of the terrorists but i give voice to the question when i asked how was this allowed to happen . Multiple countries dozens of people over weeks or months but yet the leading intelligence agencies did not even catch a with of it. What went wrong and what needs to be done now . As mentioned many of these operations are uncovered and imported before theyre able to be carried out. When i think about paris clearly there was an effort under way that was fairly sophisticated because of the nature of the attacks that they were simultaneous. We work very closely with our French Partners have a strong with the ship with the internal and external services. A lot of partners are facing challenges with the numbers of individuals who have traveled to syria and iraq so that ability is under strain. I know the french will look at what might have slipped through the . But it is not a surprise this was carried out that we had strategic warning in the plans were under way. Looking at europe in particular as the venue but there has been a significant increase of the Operational Security of these networks. Of what they need to do to keep their activity is concealed. There are a lot of Technological Capabilities available right now to make it exceptionally difficult for Intelligence Security services to uncover. This is the time for us to take a look if there are inadvertent or intentional gaps created with the ability of intelligence and Security Services to protect the people they are asked to serve. Because of unauthorized disclosures and handwringing over the governments role in of the effort to uncover these terrorists, there have been some policy and legal actions taken in that make our ability collectively to find these terrorist much more challenging. And this will be a wakeup call in areas of europe where there was a misrepresentation of what the Intelligence Services are doing the right to undercut those capabilities. I am at the Postgraduate School you said systemic learning. But for almost 40 years and to have an interesting technique to see if you dont know ask, we all Learn Together so i encourage that to everybody in government. How do you do that . [laughter] intentionally of learning the world is changing. But the technological revolution has totally transformed so people a growing up with technology in their hands that it to be done for good or for harm but as a society and as the government we to make sure we are not making faulty assumptions. That well understand why we create this directorate that we understand all the implications when everywhere we go if we go to westar bucks or rented car we create a forensic history. To make sure we can operate the way we always have in terms of the ability to collect intelligence so all the various realms and in particular that cyberrealm. I am from pbs newshour who was involved in this attack it looks like the same connection between brussels and france withdrew they get their weapons after the attack ended a retrospective of more could they have done. I will defer to my French Partners to what theyre doing and what they did after the Charlie Hebdo attack but it had the hallmarks we know there are Smuggling Networks inside of europe but the stocks that were overrun it think there is an active black market with the criminal elements to take advantage of. Looking at the interaction of various countries on the eve of which to travel across borders in means the challenge for the Security Intelligence service is becomes that much more daunting part of the issue there is an overwhelming number of cases they need to pursue retreating this morning there be an additional 1900 british Intelligence Officers to make sure you have the experts deal with these issues to be combat more closely or follow. To take note of what happened in paris but every day since then 11 were constantly evolving as a Continuous Improvement process. And then to understand those mechanisms with Operational Security is quite strong. Thanks for your comments today. Given the large number of citizens that travel to the conflict region with the vast tidal waves of people should we regard this attack as one off where do we think this could be the new normal . I would not consider it one off it is clear that i solace is this has an agenda they are determined to carry out these types of attacks this isnt a matter of days but plant over several months to make sure they had the operatives the weapons explosives with the suicide belts so i anticipate this is not the only operation that isil has in the pipeline. Security Intelligence Service is right now are working feverishly to see what they can do to uncover it. This is something we will have to deal with for quite some time. This will take quite a bit of time but with the syrian and iraqi borders to be looking abroad and lebanon as well that bears paw hallmarks of isil it is unjust europe but to be quite vigilant in United States and europe. From the George Washington center of cybersecurity. Given the restaurant which was more the private sector domain, and Many Organizations have increased their awareness for security more security officers, do you foresee a Movement Toward more cooperation with the private sector and the security components within that sector for this type of fight . There has to be that partnership. So what we need to do as a country is fine to the relationship built on mutual confidence and trust i still think we have always to go many to share information about the internal operations because of concerns to affect their stock priuse of concerns to affect their stock prices that there is confident Simple Science that confidence can be shared but on the physical security side, outside of a soccer stadium where very close cooperation with United States and officials of komen security with major sports franchise teams and organizations to make sure the venue is strong with their precautions, Homeland Security department has done a good job to reach out to the state and locals. The government can handle itself. For them to anoint everybody with the Intelligence Security Law Enforcement officer. So unfortunately it is the feature of our time. Is the United States under estimating the threat focusing on issues of containment but not looking at the capacity to stage those attacks has seen in paris . It dont think we are underestimating at all the capabilities of isil. The growth had its roots if al qaeda was decimated maybe 700 but then it grew quite a bit when it split from al qaeda and syria to set its own organization. For those to contain the momentum we saw it was rolling along but it has not had that type of woman some which is why i think they are looking abroad to the spectacular attacks. In one of the important thing is to voodoo is take away success in the area and beyond the to have that number of successes to prevent isil to move people to carry out attacks but the latest shows what a devastating impact it can have pure and simple there plan is to kill as murderous sociopath they have an approach they try to kill as many people it is a twisted mentality to contain the growth with the middle east and beyond. Q berndt eight tragedian pilot if you attack paris to get played in the sky but with that caliphate can you share any logic to get bombers over your territory . Is there a chance they will start to play games and israel which is guaranteed with the territory . No understand the first part of your question but it is incumbent on those governments and add have been affected to be able to respond to prevent attacks the to make sure you go to the source because we know it in syria the area that isil has the base for its operations so we can address that external agenda to put operatives and other countries but also at the source and israel is that is challenging neighborhood something that were looking at very closely not just jordan and iraq of lebanon and israel and those areas this is what we will deal with in the coming years so we will not assume any country from the touch of isil. Good morning tb infiltrated from services from all over the world is it time to review with the operations they seem to know what theyre doing. As far as the agencies around the world working together there are multiple agencies each with their own authorities. Esparza can carry out, any number of acts of violence. It doesnt mean that they are rational but that there opposed to Civil Society law and order and we had recognized the authorities and system of governance that we have. So i think that things can be misguided, unfortunately the situation in syria and iraq, they are making great use of social media to make use of contact and under the false banner of religion. Not on. Okay, my question is how do we feel. [inaudible] my conversation with my russian counterparts which have taken place a number of times in the last year, including the last several weeks after Russian Military forces found a way in syria, these talks focus on what it is that we can do together to try to prevent the flow of individuals into and out of the theater of operations. There are over two dozen russian nationalism have come down from other areas into this area and there are a number of individuals, senior officials and its a very real concern and what we need to do is to be able to help russia prevent the flow of terrorists inside of their territory as we have been exchanging information and i think it needs to be enhanced, but i am determined to try to work with my russian counterparts and i think that we can each bring to this issue in terms of insights and insight and information and sharing it, we work very close he with the russians and i think that they vary greatly value the support that we provided and i want to continue to do that irrespective of the policy disagreements, i am determined to work with other countries and services to be able to prevent terrorist attacks. What is your recommendation on the borders and would you now say that this is a external situation . One of the things that we have to do is to have terrorists succeed in taking away the freedoms and liberties that we pride ourselves on whether here in the United States and europe area there is a rush by some to say the borders should be closed, that is in consistent with what the societies have been founded on over the last several hundred years into what we need to do is be mindful of the risks associated with those and make sure that we are understanding exactly who that might be. But i dont think that what we want to do is seal the borders because again, that is not something that is sustainable from a social, cultural, trade, economic standpoint. I just things that we have to take into account what has happened recently and how isil can take advantage of some of these flows and what can we do to be able to optimize the confidence that we can filter out the individuals that are trying to do us harm. Given that these attacks seem to have been sporadically, should the public except that this coordinated attack is inevitable to some degree . That it cannot be entirely prevented despite the fact that a number of attacks are prevented every year reign. I would never say that attacks are inevitable. We worked tirelessly 24 7 around the globe in order to prevent attacks are taking place and so our goal is to prevent every single one of them from taking place. So i dont have a sense of inevitability. If there is a sense i think it almost would have undermined the commitment of individuals who are working on this. But i do think its inevitable that isil and others are going to continue to try to attempt to carry out these attacks and that is an inevitability for as far as the eye can see. But for me, its not inevitable that they are going to succeed. I have to get the director out of fear here, i promise he would be able to leave here and i want you dont you feel reassured to have a man of character and intellect that is leading us now to. Karqi ÷4jples 9 n1aoo;ziabajjzw vneu 7 9e ofow of children affected by Armed Conflict in syria. The conflict in syria continues disastrous consequences for children. Some of what is happening. After five years of intensified absence of a political situation, principles of International Humanitarian and continue to be violated daily. 0a na1ogcu sso 7n innate half of the population is displaced and half of the displaced our children. Children are being [indiscernible] they continue to be killed and used exploited by parties of conflict. Jeopardized by a tax attacks. The information documented 2015,h the mechanism in my briefing will focus on three namely britain. Esteemedt[ nc ynclhn colleague 3 v6,÷ in 2014. Expected to have increased in 2015. The majority of children have been killed or injured as a result of indiscriminate effects by conflict and in International Humanitarian law. And bombardments of civilian areas by Syrian Government using successive airstrikes has continued to cause significant proportion of child casualties in 2015. For example in may, a bomb attack on the school killed six injured 20. Including another major child casualties. September, 16 children were killed and 85 injured by more than 100 rockets fired by armed opposition and another from the government position. Brutal atrocities against children. While it has been difficult to verify cases of violation controlled area, the killing and maiming children by this group continue to be reported. Includesq by7ujvpz this p recent horrific footage allegedly per 200 children. It is also been reported that children recruited by isil executed for tr. Involved in the conflict and a list of grace violations against children increases. It is reported that children maimed in airstrikes conducted by international forces. Parties to conflict must abide by their obligation and International Humanitarian law in the principn are a clear violation of these obligations. Madam president , the continuing future of the conflict in syria is widespread recruitment and use of children by all armed governmentuding aided groups. Too recruited children participate and extreme violence. Aports have been received form groups targeting children at 7, 8 years of age and forcibly recruiting children through coercion of family and abductions. Allegedly recruited up to 400 children in the First Quarter of 2015. And United Nations have verified cases of their use of foreign children. And in military training of Children Play an Important Role in recruitment used by isis. Militaryhave received training in three isis centers. Opened n, isil has for boys and raqq and instructed communities to send boys aged their education camps. Syrian army forces have arrested and detained children for legend alleged action with armed groups. Reports of children subjected to torture during detention and of the death of children in custody. Recruitede children they used by armed groups are victims and should be treated as such. Endm president , and in the at the end of september 2015, a quarter of schools in syria, will partially be destroyed. Ted nations has verified attacks on schools by Syrian Government forces, isil, and al nusra front and other nonstate armed groups in 2015. In addition, military use of schools by Syrian Government forces in id lib led to the target big armed opposition groups. Prior to the conflict, Primary School enrollment was almost universal in syria. Now the right to education has been compromised by hostilitieh, displacement, and restriction in isilheld areas. An estimated 2 million internally displaced children and 700,000 refugee children are not attending schools. We are witnessing a generation at risk of not receiving an education. With serious long ofterm consequences for the future of the children. We can mitigate the consequences if the International Community makes significant investment in protecting education and providing education emergencies. Madam president , exle lex len e years of conflict has taken a toll on the likes of children. I urge all parties to respect their obligation International Law and violations against children and personal accountability for violation. To this end it is critical that every member state with influence on the parties to the conflict play a constructive role. Since my first visit to syria in 2012, i have repeatedly stated that there is no military solution to the conflict in syria. Finally there is now a broader consensus that a political solution must be reached. The acknowledgement of the linkage between a ceasefire and political process by the International Syria support group in vienna this weekend and the willingness of participants to confidence Building Measures that contribute to a viable political process and nationwide ceasefire are important and constructive development. In this context, i underscore that the issue of children has proven to be important point. The children must be at center of any it is our response to support the solution with concrete commitment and actions to bring an end to the conflict and suffering. I call on all of you to be the voices of the children in syria. And take collective action to allow them to live a life free from violence. Thank you. Thank you for your briefing. I shall make a statement in my capacity as secretary of state for International Development of the United Kingdom of Great Britain and northern ireland. Let me thank the three for their sobering briefings. And indeed the uk expresses its condolences in relation to the terrorist attack they were recent days in paris, beirut, elsewhere. They are a vivid reminder of the horrific human toll the syria and regional crisis. Like others here today, ive met Syrian Refugees who have fled the bloodshed and violence consuming their country over four years now. Their tales are of experiences no one should have to go through. But we must accept that these people have been let down. The generosity of countries bearing the brunt of the refugees like jordan, lebanon, turkey has not been matched by similar generosity from the whole International Community. U. N. Appeals 45 funded, overwhelming suffering loss has been matched by political deadlock and in adequaadequate financial response. For its people, for us all, time is running out to meet the most basic needs of the Syrian People, whether inside syria or have fled the country. Time is running out for syrias children, a whole generation who have been robbed of a childhood and education and future. And time is running out for the International Community as we try to cope with the overwhelming number of refugees who have themselves run out of hope and are now looking elsewhere to bill a new life for themselves and their families. Since day one, britain has worked hard to help people on the ground and been at the forefront of the humanitarian response to this crisis pledging 1. 7 billion to date. But the need is immense and growing. Greater efforts are needed not only to meet peoples basic needs but to provide jobs and an education for syria children. Thats why our Prime Minister has most hosted a global conference in february next year. This conference must be a turning point. It must raise the resources and deliver the policy changes that are needed. Lets not forget our response to this crisis, the actions we take, how we respond to other protracted emergencies. The challenge of educating whole generations of children at risk of being in the conflict and forced displacement likely to remain a major feature of the Global Landscape. The challenge of supporting refugees and the countries that host them. But we recognize that humanitarian action alone is not sufficient. Syria isnt [ inaudible ]. We all know whats causing the deaths and suffering. The assad regime bears the primary responsibility. But its isils brutality too. Its the targeting and kidding of aid workers and the disregard of the humanitarian law, dressed up in the false of sovereignty. Negotiated political transition is the sole way to end the conflict in syria and is key to alleviating the humanitarian crisis. I am encouraged by the constructive discussions in vienna and the new momentum behind the process working towards peace for the people of syria. But until that political settlement is reached, we must recommit to ending targeted and indiscriminate attacks on civilians particularly aerial attacks. To protection of schools and essential infrastructure. And ensuring unimpeded access for humanitarian organizations. And an end to the use of siege tactics. And preventing and responding to agenda based violence. As is the case in all conflicts, girls and women have been left the most vulnerable to abuse and exploitation. As we meet today, there is a long list of things that we will fail to agree on in relation to the syria crisis. But help for those caught up in the crisis humanitarian aid being able to reach those in need, these things shouldnt be on that list. These are things that we should be able to agree to. There can be no excuse for flaunting humanitarian law or no excuse for preventing humanitarian agencies from reaching those in need. But the council must make that clear. We agreed resolution 2191 on allowing the u. N. To use cross border routes. This has been critical for helping us getting aid to people who otherwise would have had none. It is essential that we renew that resolution. Syria is perhaps the defining conflict of our age, not just for those in the region but for all of us. It is shown all too clearly where there are favorites in the humanitarian and political responses. Next year well be it will be a vital moment for us to commit to a in new 21st response to crises that brings together or development, humanitarian work and human rights. And in this age of crisis, this summit is a vital moment to recommit our humanitarian values. And as the u. N. Secretarygeneral ban ki moon and peter mora have said, now is the moment to rally for humanity. We must respond to that call for the sake of syria and for the wider world and for future generations. This is our shared responsibility and challenge. We must meet it. Thank you. I now redeem my position as president my function as president of the council and i give the floor to other members of the Security Council. I give the floor to the representative of new zealand. Thank you, madam president. New zealand expresses our condolences for the recent loss of life in paris and beirut, as well as attacks in ankara, iraq and beyond. We must do all we can to counter isil. This includes finding a political resolution to the syrian conflict which is a major driver of isil. These attacks show that the human cost of the conflict reaches well beyond syria. Within syria however too it continues to escalate. 21 months ago, this Council Passed resolution 2139 on syria. Which demanded that all parties immediately cease and desist from all violations of International Humanitarian law and human rights abuses. This call has not been heeded. A brutal and lawless conflict continues. Human Rights Violations and abuses can lead to and fuel conflict. They underpin many of the conflicts which come before this council and this is especially evident in syria. A common feature conflict is the disproportional impact it has on the most vulnerable. This is true in syria for women and for children. As we have heard today, 2. 7 million syrian children have been deprived of the right to education. Some for four years or more. The fact that more than half of all attacks on schools worldwide took place in syria says it all. As you heard from other colleagues, children continue to be recruited and indoctrinated by isil and other groups. Women and girls insider is ya and those who have fled are subjected to Sexual Exploitation and harassment. The desperate Economic Situation of families is exploited with young girls coerced into early marriages. Isil must be singled out for its Brutal Campaign of Sexual Violence. Sexual violence is not a womans issue. It is a weapon of war. It terrorizes individuals and it destabilizes families and communities. We need to move beyond the narrative of a woman being victims of conflict. They must be provided the opportunity to be powerful agents of change in transforming the societies. Syrian women have shown resilience and strength. At the political level, syrian women must be included in policy dialogue about syrias future as called for by the foreign minister last week and has been echoed here today. At the community level, the views of the women must be included and need a program designed, implementation and evaluations of humanitarian and development programs. Madam president , accountable for International Humanitarian law violations and human rights abuses in syria is not optional. It is essential for justice and it is essential for healing. New zealand is working with jordan and spain to renew Security Council resolution which has allowed humanitarian assistance into syria. 2191 has enabled the delivery of food, nonfood humanitarian items and medical supplies for millions of people. However, millions more remain hard to reach including those in besieged areas who are intentionally denied basic necessities as a cruel tactic of war. New zealand sees that it continues to be obstruct by the Syrian Government. Humanitarian access into isil controlled areas is almost nonexistent. New zealand supports the effects of special but he needs the support of the International Community. And in this regard, new zealand welcomes the ongoing talks in vienna. They are an important step towards the political solution. Affirming the benefits of pragmatism and diplomacy. We also welcome the agreement of the International Syria support group to encourage confidence Building Measures by parties on the ground. Including better implementation of resolutions 2139, 2165 and 2191. And increased humanitarian access and an end to the use of indiscriminate weapons. These measures will advance the political process, which is the only real answer to the humanitarian crisis. They will protect civilians in the short term. Their implementation is long overdue. Finally, we welcome the strong role of the Security Council by the vienna process. We look forward to working closely with Council Members to reinforce progress and to engage on questions emerging from the vienna process. New zealanders encouraged to see momentum building towards finding a political solution. It is shameful that it has taken nearly five years, well over a quarter of a Million People dead, 4. 2 Million People which is almost the exact population of new zealand, fleeing syria to get where we are today. We must continue and we must commit to ensuring that now is the beginning of the end of the conflict in syria. And in this regard, we welcome the u. K. s announcement of a global syria crisis next year. Thank you, madam president. Thank the representative of new zealand for her statement. Now i give the floor to the representative of spain. Thank you, madam president. Before i begin my statement, i would like to renew the expressions of solidarity of my delegation, to the people and government of france. You can always count on spain as your neighboring allied and friendly country. My own secretary of state im grateful you have convened this from several prospectives which are equally important and i want to thank the others for the briefings. We have been moved and concerned by the briefing but we should be moved to above all action. The situation of women and children is the deepest circle of the hell that that country has become. As it was said in the recent report, there are millions of children affected by war. And we can expect them to bear the scars for the rest of their lives of this very traumatic lives of this very traumatic experience. Feed them, care for their lives, for their health, their education. Even conflict zones but many of them, even the majority are going to need a lot of assistance for quite a long time after. We want to stress once again the ruinous state of the educational system in syria where there are 2 million children without schools and 700,000 children in neighboring countries that have taken them in. Thousands of schools have been destroyed or are being used for noneducational purposes, in contravention of International Humanitarian law. We must do something about this. Begin by responding to the Response Plan for syria. At least 224 million are needed to prevent syria from losing an entire generation to this war. Without any doubt, one of the most deleterious effects on children in syria is the recruitment and use of children in combat by terrorist groups and other armed other actors. The indoctrination of children by the groups creates a risk of feeding the seeds of hate that can easily be reproduced in the future. The use of Sexual Violence in conflict in syria is also devastating, all parties are using this as a terrorist tactic and it has been aptly demonstrated. This must stop immediately, the victims of this violence must receive help in the form of specialized care which unfortunately is not always available. The role of women in syria also should be seen from other points of view. Essential one is the full participation of women in inclusive political process which should lead to the peaceful syria and looking at all walks of life are the new syria that we all long to see. Now, without this being as important to the end the references to the presentation made by mr. Obrien, and in this regard i wish once again to emphatically condemn the attacks by all parties to the conflict including in particular the use of barrel bombs and recalling the council to swiftly adopt measures in this regard as my colleague of new zealand said this comes very soon, it will focus on the renewal of resolution 2191 on humanitarian assistance, transferring the humanitarian assistance, the effectiveness of which has been demonstrated since the process of renewal of this resolution should also be an opportunity which we should not fail to make the most of. To deal with other essential aspects of humanitarian protections such as the lifting of siege under siege areas and medical neutrality. I believe that all of the speakers that none of the efforts well make in the humanitarian area will be enough without adopting a political solution as well. A political solution which will pass through the transition period and go on to an inclusive government where the population in syria will be represented to push forward a legitimate change in the country. And on the lines of the geneva communique. We are closely following the diplomatic steps to be taken in vienna and we welcome the road map adopted in vienna on the 14th which demonstrates the shared communication to putting an end to the killing in syria. Thank you very much. I thank the representative of spain for his statement. I now give the floor to the representative of jordan. I would like to welcome her excellency to the stage, and to express thanks and for convening this meeting. Thanks and appreciation goes to the undersecretary for humanitarian affairs and the special representative of the secretarygeneral on Sexual Violence and conflicts and the special representative for children, and on the comprehensive briefings. We express sincere condolences toward the friendly people of france and to the french government. We condemn the strongest terms the terrorist attacks that beset paris. We stand shoulder to shoulder with france and with all International Efforts in combating terrorism. We condemn all terrorists to acts that took place in beirut and iraq, egypt, and all friendly countries and we affirm ourselves with them in combating terrorism. We are deeply saddened at the situation and our neighbor syria. Over the past five years the humanitarian scene is staggering. I will not give you statistics, nor figures. The deep suffering goes beyond the comprehension of humanity and the civilized world. Violation of the basic laws of the humanitarian law and human rights law by the conflicting parties in syria has become a hallmark there. The indiscriminate bombing of innocent civilians including children has become a daily scene. Let alone the displacement, salvation, destruction of infrastructure. Bombing schools and health centers, hindering medical assistance. And up life saving assistance. And intimidation, obliterating the syrian identity and plundering our historic artif t artifacts. The International Community should explore every possibility in order to improve the humanitarian affairs in syria. We will look to renew the resolution in order to secure the ongoing delivery of humanitarian assistance that saved millions of syrians. The International Community should work and should make concerted unified efforts in order to fight terrorist groups, notably isil. That continues to control large areas of syria. Wreaking havoc, whose actions have continued especially the actions that took place in france, lebanon and iraq of late. We are dealing with the most important humanitarian Syrian Crisis in the world after the second world war. We are the largest host of refugees in the world and the second largest host of Syrian Refugees compared to our to the number of our population. Citizens account for 1. 5 Million People living in different areas of jordan. 9 are Syrian Refugees. This has put tremendous pressures on health, education, security, employment. And put tremendous treasures on the public treasury in jordan at a time when theyre facing challenges geared to the regional situation. We are sharing with them our resources and our infrastructures that are fatigued by all by all this, this heavy burden. The kingdom and its good people have opened their homes to refugees from all over the region. We will continue to pursue this generous approach under the leadership of our leaders. However, the International Community should back up countries that are hosting Syrian Refugees, that start to feel that theyre that the world betrayed them due to insufficient support. Syria and other countries hosting circumstancian refugees are facing Syrian Refugees are facing serious problems. There are set backs in development at all levels. Therefore, the International Community should coordinate and cooperate with governments of the host countries in order to secure a reasonable future for those whose lives have been shattered due to these tragedies. The International Community shout buttress the resilience of the countries. Because that has to do with the the interest of the whole world. We are thankful to the young ndp for organizing the development for the abilities to face the crises of the symposium. Which starts a new period, to support Syrian Refugees and a new International Partnership to that end. We continue to work in order for the consulate to maintain the item on the Syrian Refugees and its agenda and its deliberations. Due to the serious consequences of what the Syrian Crisis for the whole world, we stress the importance of the implementation of the president ial statement that the Council Adopted in april this year. And we should vote on it. There is no humanitarian solution to the crisis in syria. Rather, there should be a comprehensive political solution to the Syrian Crisis. We welcome the vienna meeting and the ministerial declaration of vienna. The great number of participants made the vienna meeting a historic one. However, we should build on it in order to launch a political process in order to achieve political transition and to realize the aspiration of the Syrian People. The comprehensive political solution is that the solution to the crisis should be based on the geneva one, that is this there is global agreement and should meet the aspirations of the Syrian People. It should achieve a transition to a new political reality that enjoys the blessings of all the Syrian People and defeats terrorism in syria and would lead to the to this return of stability and security in syria and that will lead to the voluntary return of the idps and the Syrian Refugees to their country and to maintain the independence state. I give the floor to the representative of the russian federation. Thank you so much, madam president. At the out set of course wed like to express our deep sympathy and condolences to the people of france and to all people, to all cities who fell victim to this horrid terrorist attacks and some of them have been facing the terrorist threat on a daily basis. And in expressing our condolence we would like to state our solidarity in the fight against terrorism loudly and clearly. Madam president , wed like to start by extending to the undersecretarygeneral for having presented the report and of course we have to pay tribute to all of the humanitarian workers. U. N. And other International Staff who are working in syria and risking their very lives are help those who require medical assistance, food and indeed housing. Enormous humanitarian efforts are being undertaken. Every month 4 million individuals receive food assistance. The system for the delivery and distribution of humanitarian assistance across borders, pursuant to Security Council resolution 2165 and under u. N. Oversight is working effectively. By the end of october, over 2,000 207 convoys crossed turkey and jordans borders. This is over 5,400 track loads. A great deal is being done by the Syrian Government in ensuring the delivery of humanitarian shipments where most of the idps are concentrated but also in territory beyond its control. As the secretarygenerals report states. We should praise the very noble actions of the people of syria themselves. Whether were referring to the red crescent volunteers who provide the basic necessity products across front lines or individuals who host refugees in their homes. Its entirely clear that regardless of what humanitarian efforts are, regardless of how many convoys are sent across borders or front lines this problem will not be solved in this way. It is only through achieving a political settlement within parallel a determined fight against terroris that we will achieve a real and viable improvement in the situation. International Community Must combine its efforts in this fight against the terrorist threats from which the people of syria have already suffered for five years for now. Which knows and recognizes no respect and geographical borders. This is something we saw yet again based on the tragedies in beirut, paris, baghdad, ankara and other cities. The participants of these support groups for syria in vienna on november 14th condemned these terrorist acts. Further more, they set out concrete steps of the process in syria and underscored the performance of ensuring humanitarian access to all parts of the country. This decisive stage in stepping up political efforts what is especially unacceptable is the politicization of human rights and topics. Engaging in speculation with humanitarian issues in an attempt to score political points is simply immoral. In this context, we are outraged. By different types of information regarding alleged alleged civilian deaths as a result of missile and air strikes by the Russian Armed forces. And the operations of the Russian Air Force and space forces are covered in daily briefings for both russian and foreign journalists. During these briefings and an objective picture is drawn. And attempts at disinformation are allayed. For example, the media had information regarding the air strike on october 20th of a hospital in sar mean ya. Allegedly, this is something claimed and confirmed by the media, there were civilian casualties. This is also referred to in the secretarygenerals report in paragraph four. The media spread photographs of a destroyed building. How, on saturday pictures satellite pictures which were taken on october 21st the hospital hasnt been damaged at all. The use of verified, confirmed information remains one of the main criteria to ensure the unbiased impartial nature of the u. N. System. We note that the secretarygenerals report has been drawn up in a more balanced way. In so so far as it doesnt have hasty assessments on possible civilian casualties. Those who drafted the report were not brave enough to allay the air forces which contained in the Previous Report that russia continues to provide humanitarian assistance. A great many flights of the Russian Ministry for Emergency Affairs are providing basic goods to syria. We have handed over 100,000 tons of wheat to damascus. We are providing assistance for u. N. Channels including to the world u. N. Program. The path to a sustainable political settlement and effectively fighting terrorism lies through a combining of international and regional efforts. There is growing understanding of the need to create a comprehensive, united antiterrorist coalition. Recent terrorist attacks have clearly shown not only terror, not only can terrorism not be justified in any way, but what cannot be justified is the passivity and the lack of unity in the fight against this evil. We stand ready to continue joint work in this field. Thank you. And then the representative of i thank the representative of russia for the statement. Now to the representative of lithuania. Our hearts go out to those mourning the loved ones in the latest terror attacks. Thank you for convening this open Security Council briefing. I thank the briefers for their statements, reports of unvarnished quality on the consequences of nearly five years of brutal war on the people of syria. As we look at the signals emerging from vienna, all those people have is more flood shed and more displacement. Lebanon, jordan and turkey are approaching dangerous saturation points. Theyre profiting and gaining millions from tragedy, refugees are dying literally to escape. The Syrian Network for human rights, Government Forces dropped 1,500 round bombs. In the month of october alone, attacks against the abusive civilians continues for more sides of the conflict. Starvation and siege are used as a tool of war. But theyre committing gruesome atrocities, public stonings and beheadings and rapes. Slave markets are up and running and young girls and women are sold like cattle. Administrative visa procedures are delaying the citizens by the u. N. Agencies and partners including humanitarian ngos. Every minute counts. Every day means more lives lost. All those acts constitute a glaring violation so that provisions contained in security Security Council resolution 2139 and subsequent resolutions, the councils inability to enforce its own resolutions undercuts the relevance and credibility. The council should ensure that parties to the and including across the conflict lines. We need to increase and expand access to the millions of People Living in all hard to reach areas. And also in view of the coming winter which will further aggravate immense suffering of those in need. Madam president , the ongoing conflict has deprived the Syrian People of basic medical care. 307 attacks on the medical facilities since the start of the conflict. In march of 2011. Syrian forces responsible for 90 of these attacks. Concerns about safety and concern of humanitarian personnel do remain high, but u. N. Vehicles attacked and workers kidnapped and killed. We condemn the attacks on the personnel and reiterate that they hold a special protected status which must be respected. Furthermore, such attacks may constitute war crimes and have to be taken more seriously. Much needed referral of the countrys situation to the sea was blocked by a veto last year. One of the four that allowed this crisis to deepen and expand by protecting the perpetrators not the victims. We support the recent calls of secretarygeneral and usual the International Community not to allow accountability become a victim of the syrias war. We inquire in the Human Rights Organization to register the violation and hopefully sooner rather than later the testimonies that they collect will bring them to account. Madam president , syria remains one of the most dangerous places in the world to be a child. And a veritable hell to be born a girl. 7. 5 million children have lost their homes and schools and their parents and according to the unhcr, what future do they have illiterate, malnourished an maimed . We applaud all those who shine a light on the plight of syrias children and provide them support and sustenance. They demand justice. Those children dont have the luxury of waiting for geneva or any other format to succeed. Be of them have been exchanged for food. Recruited and ordered to kill. Or will have succumbed to the shellings, the aerial attacks and the bombs. This council and can and should at least act on the barrel bombs to protect the children and the remaining population. Madam president , i conclude that the military has a long standing position this is no the sides must choose a side over violence. And thats based on the communique of 2012 building on the glimer of hope that vienna now offers. But that road will be long and full of hurdles. It requires time with all within its power to make sure that those who the peace is being built will see it alive. Thank you. I thank the representative of lithuania for her statement. Now i give the floor to the representative of angola. Thank you, madam president. First of all, let me express once again on behalf of the angolan delegation our sincere solidarity to france because of the attacks in paris. And to condemn the acts. Madam president , we thank the undersecretarygeneral for the as well as mrs. Laila and the others for their comprehensive representations. On the humanitarian situation and challenged basically the syrian population. It is a deeply troubling to up the nations of the human rights and by the parties to the conflict and to their continued suffering of communities and individuals inside syria. Facing syrias neighbors and now europe is one of the consequences of the International Communitys inability to promote and facilitate a political solution to this conflict. Additionally, growing radicalization its very bitter medicine with long term consequence that will affect the region and the war as well. Madam president , we have a common responsibility of solving this crime and as much, we must step up and force, youre supporting the folks being held in vienna for a political settlement to this conflict. The countrys participating in the political process including the members of the secret council are getting leverage over the warring parties. Theres a possibility to Work Together and for the parties to end violence. Vienna hopes through a worldwide effort, it has been [ inaudible ]. Between the government and the opposition in general and also in ways to enforce the ceasefire. We believe that the establishment of the ceasefire and ending the proliferation and supply of weapons and this is for support for the groups on the ground. It is is a priority. Only then will the Syrian People feel like the real event by the shake holders to reach a comprehensive Peace Process. Madam president , Security Council resolution 2139, 2165 and 2191 will determine the under the syrian conflict and find ways to alleviate the subject of populations and the stressful suffering. However, to respond, we must insist that the part in conflict show respect for civilians rights of assets to basic necessities including food, water and medical care. It reached rational proportions and with regard for human rights in law in a safe world. The circumstance happened as to hire syrian and to reach the political settlement for the Peace Process and the political transition be hold accountable for the atrocities and of the womans rights for a true healing amongst syrians. Thank you. Thank the representative from angola from statement. I now give the floor to the United States representative. Thank you, madam president and thank you undersecretary obrien and special representatives for your deeply sobering briefings. Reflecting on your statements and on the secretarygenerals report on the humanitarian situation in syria, it is disturbing to hear can yet again that the security situation has deteriorated and that humanitarian access to those most in need have not materialized. Before addressing what you raised today i want to express my thoughts and prayers are with those affected by the attack in paris on friday and those in buy route on thursday. We condemn the vile attacks. We must fight back against what can only be considered as an assault on our common humanity. As the secretarygeneral and the representatives have said time and time again, if only solution for the crisis in syria including the dire situation is a dire solution based on the geneva communique of 2012. Just two days ago, we took a fundamentally important step towards that goal in vienna. More than 20 stakeholders including representatives of regional organizations and u. N. Special envoy came together to discuss how to bring an end to the syrian conflict as quickly as possible. The group agreed to work to implement a nationwide ceasefire in syria which would come in effect as soon as the representatives of the Syrian Government and opposition have begun initial steps to a halt in the fighting. The halt in the fighting is essential to advance a political process to end the conflict. For our part it will be critical for this council to support this through a resolution of a u. N. Endorsed Monitoring Mission for such a ceasefire. As discussed in vienna in the working group it is critical that all parties and the International Community work diligently to ensure swift delivery throughout all of sy a syria. Unimpeded access across the conflict lines, particularly as we look to the renewal of resolution 2191 we must do all we can to ensure assistance reaches those in need in syria. While there is renewed energy to achieve a political solution, the situation on the ground continues to be of significant concern. The tragic suffering of civilians from the persistent fighting and the rabid violations of law have continued unabated. We are still stung by the continued use of barrel bombs and other destructive weapons in civilian areas. The attacks on schools, hospitals and medical personnel, arbitrary arrests and detention, torture and disappearances. The syrian inevitable work for human rights recorded in just the month of october. Including 1,284 individuals at the hands of Government Forces which clearly remained responsible for the overwhelming majority of deaths in syria. Further despite its claim to the contrary, the regimes ghastly use of barrel bombs did not stop last month. The regimes use of the barrel bombs in october, in recent weeks intensified in opposition held eastern areas, resulting in the destruction of location. A strike on a Public Market in duma killed at least 70 people and injured over 500 others. These brutal tactics must stop. We underscore the importance that saturday began a statement that recalled resolution 2139 which includes the demand that all parties cease any indiscriminate use of weapons in any areas. Create fighting inner on north syria has had a Significant Impact on the humanitarian situation. In aleppo, hama, we have seen about 130,000 new did displaced syrians in october alone. As the secretarygeneral of the United Nations has said, attacks on Health Care Facilities and medical personnel have a devastating effect by degrading the capacity to provide the care people so desperately need. Medical facilities and personnel continue to be attacked as undersecretary noted. Furthermore, schools too continue to be attacked. Over 2 million children, one out of three, are not in school in syria. This too has a devastating multiplier effect. If the children cannot be protected, then future general running games are at risk. As has been reported, rape and violence is an instrument of war. This is a vile crime in syria. Men, women, boys and girl, and it must end. Children also suffering tremendously as these children are forcefully recruited to be used as child soldiers and in some cases as human shields by government, and by nonstate armed groups especially by isil. The United States is greatful to special representatives for ensuring this council remains informed about the appalling acts. We welcome future briefings to make more informed decision on syria. Human Rights Violations are widespread as thoroughly documented which briefed this council last week. Many victims continue to be tortured. The Syrian Network for rights has 99 murdered by the regime in october. Isil continues to abuse the basic rights of those in syria and a marry couple was arrested for teaching both girls and boys or kidnap and enslave and rape. Including girls as young as 9 years old. The overall humanitarian situation in syria of course remains deeply concerning. Humanitarian needs overview those in need of urgent assistance now total 13. 5 Million People and an increase of 1. 2 million in just over ten months. 8. 7 million individuals are unable to fully meet their food needs at present. Meanwhile, 4. 5 Million People inside syria continue to live in hard to reach areas. Nearly half of which are isil controlled. The 400,000 individuals in me sieged areas continue to survive in more dire circumstances. The United States is supporting the u. N. To prepare an active response innicluding the distribution of relief supplies to more than 5 Million People in syria. As noted in vienna over the weekend, the resolution of the refugee issue is critical and more needs to be done and soon. The u. N. Humanitarian response remains only 45 funded. We encourage all countries to consider increased contributions as soon as possible and to begin considering significant contributions at the 2016 syria humanitarian pledging conference to be held in london in february. While we see a ceasefire and a political solution, we need to continue to address the critical needs of syrians on the government and we must do so immediately. Thank you, madam president. I thank the representative of the United States for her statement. I now give the floor to the representative of china. Madam president , china and the United Kingdom for the initiative to convene the meeting and welcome to chair this meeting. I wish to thank secretarygeneral obrien and the others for their briefings. China, expresses condolences to france. For the series of attacks that happened in paris and condemns in the strongest the attacks of terrorists. We wish to express our deep condolences to the victims of those wounded over the past five years. The Armed Conflict along the various borders are getting more and more apparent. Isil and others are running rampant bringing to the Syrian People. The International Community should push toward this and political process, counterterrorism and so as seizing a comprehensive and lasting solution to the Syrian Crisis. Political sentiment is the fundamental way of the syrian and at present, the Political Sentiment is reported opportunities to vienna meetings and successfully convened. The participants at the meetings reached important consensus by initiating the process, setting up a process holding the elections. The International Support was initiated and the political settlement has entered a new phase. And the new phase, the key is to ensure the implementation. And coordinate with each to keepon momentum. Impact that terrorism has on the syrian and regional situation. The council has adopted a host of resolutions ocounterterrorism, as well as combating isis and other forces and has reached a broadly based consensus. They must enhance the principles of the United Nations charter as well as other genuinely recognized norms and to further strengthen the organization, especially we must Pay Attention to addressing the systems and the causes and it must be difficult is as to form a united front. China too is a victim of terrorism. The east turkistan forces must become an important component of the International Fight on terrorism. Assistance is crucial to ease the conditions of the Syrian People. China wishes to emphasize it. To strengthen in engagement with the Syrian Government and based on the consent of the with the assistance. We call upon the various parties in syria to put the future, the destiny on the people first. Based on the relevance of the Security Council resolution, and at the United Nations [ inaudible ]. Second, in syria based on the on International Humanitarian law sees the attacks, medical facilities and effectively honor the obligations to protect the civilians. Those who have influence on the various parties have more third, china supports the International Committee of shared responsibility to get support out to syria and to neighboring countries based on the needs of the countrys concern to ensure that a guest of people who need it can be put into the use. We call upon donors to give donations to u. N. Syria Response Plan as to alleviate the costs. China has been making contributions and we have provided over 230 millions rmb in aid to the Syrian People as well as to the refugees outside syria. Not long ago china decided to provide 100 million to jordan, syria and lebanon and well continue to do what we to help. Thank you, madam president. That representative of china for his statement. I give the floor to the representative of venezuela. Thank you, very much, madam president. I would like to welcome you and pay respectful tribute to you as the secretary of state for the development of the United Kingdom, we welcome you here. And we welcome Steven Obrien and we congratulate him for the work the special representative for children in nonconflict and special representative on Sexual Violence in conflicts. Madam president , before anything else, allow me to express, on behalf of the republic of venezuela, our heartfelt condolences to people and government of france because of the brutal terrorist attack on civilians. We extend our feeling of solidarity to families of the victims of these criminal acts which horrified the world with the vicious cruelty which with they were perpetrated we also reject the terrorist attack in beirut which led to the loss of hume inlife. And in lebanon, turkey, which led to a huge loss of life as well as the terrorist attacks which take place daily in iraq and syria, countries which constantly suffer terrorist brutality of isis. We condemn acts of violence of isis in syria and iraq where the civilian population, especially children, fall victim to the cruelty of the terrorist groups. These deplorable events show us that terrorism knows no borders, its a threat to International Peace and security. If the International Community does not act decisively to prevent the financing, training, and transfer of weapons to these groups, as well as use and encouragement to use to act as instruments to overthrow governments, you the rest of the world will continue to suffer from terrorist attacks as already happening in the middle east and northern africa. Emphatically condemns terrorism in all of the manifestations as well as extremism, wherever these acts are committed. There are no theres no such thing as a good terrorist. The solution of the humanitarian crisis in the middle east is connected to the root causes of the conflict in this vein as long as its supported by terrorist groups and maintaining situations of Foreign Occupation and repressive policy, the flow of refugees and in turn these displaced people. Palestine and the crisis in syria are examples of the tragic reality in the middle east and as contacts, our country expresses its deepest concern at the humanitarian situation and syrian conflict. The people of syria have pay a heavy price because of the up surge of terrorism in the country which led to a true humanitarian catastrophe. We acknowledge the selfless effort of humanitarian agencies in syria whose work is taking place under very difficult circumstances the result of the same conflict which has sent the country and the population in deplorable conditions to which the activities of terrorist groups, isis or other theater groups which make work of assistance of humanitarian bodies even more risky. This is why we condemn the attacks against this personnel and the facilities where they do their noble work. We appreciate the level of cooperation between syrian authorities to resolve the ongoing issues on the humanitarian agenda. We hope this relation will continue to be strengthened in order to facilitate delivery of humanitarian assistance to alleviate or relieve the pressing need of the population affected by the war. However, there are some positive aspects in the report of the secretarygeneral. One of these is the agreement in the area which led to a ceasefire, thanks to effective action of the United Nations. Another is the fact that 70 of competence laid down their arms in a clear attempt to establish negotiations for reconciliation, which is a light of hope. Lastly, National Vaccination company in cooperation with the Syria Ministry of health to immunize over 2. 3 million children on a National Level except for raqqah. All of these are encouraging signs in the midst of a general tragedy. The areas under isis control are a true challenge for humanitarian organizations, as affected in the report. The World Food Program is unable to provide assistance to more than 700,000 people needing food. This is an obstacle for humanitarian organizations. We are alarmed at constant use of explosive devices and car bombs by isis with subsequent results of civilian victims. Together with the practice of the same terrorist organization of abducting individuals and carrying out summary executions as part of the example record of human Rights Violations and violations of International Law. We also reject the deliberate attacks of terrorist groups on schools in syria and aleppo, violations of International Humanitarian law and International Human rights law. These are illegal actions which set the scene for war crimes and crimes against humanity. Those responsible must be brought to justice. In this context, it is extremely strikely there are no direct references in the report to military operations in which the al nusra front took part during the reporting period though there are several references to isis and the nonstate factors which by the way is a misnomer. This act of information unfortunately does not help an understanding of what is happening on the ground. We also reject the fact that they are using civilians of ethnic groups, minorities, as human shields. These actions must be em fatically rejected by the International Community. This is an attempt on Human Dignity. It is high time that the actions are no longer sheltered under the umbrella of ka so called nonstate factors. We continue to condemn the practices of the socalled nonstate actors and isis of using basic services, such as basic services as weapons of war. We also re jject emphatically t destruction of the Cultural Heritage of syria affected by the totalitarian division of isis which wants to eliminate any historical vestiges of the past which does not cohen side with their vision of religion. We wish to raise our voice in defense of the children of syria. We denounce terrorist attacks on children and we call on the International Community to mobilize in their defense. In the search for a negotiated political solution to the conflict, we welcome the fact that the participation of the Syrian Government is taking into account in the consultations. The Syrian Government is a prime actor for an agreement. Pretending that the contrary is the case and stressing the fact makes no sense. It simply condemns Syrian People to greater suffering and all humanity to labyrinth of uncertainty. It will only postpone the solution. We reiterate our support to the work of the special envoy for syria, who has full support towards reaching peaceful, political solution to the conflict with full participation of all parties involved in the conflict and the government of president Bashar Al Assad. We are closely following the results of negotiations in vienna and the implementation of immediate ceasefire, which will help pal tate the humanitarian situation. Hope to have access to all by the parties as a member of the Security Council to in order to contribute the necessary unanimity in the work of this council. We call for negotiated solution to this crisis. The people of syria have paid an extremely heavy price to defend its integrity, sovereignty, defeat terrorism. The International Community must mobilize to restore peace. Syriai syr syria unfortunate have become a laboratory of horror and death. History will judge those guilty for this atrocity. Thank you very much, madam president. Thank you for his statement. I now give the floor to the representative of malaysia. Madam president i thank you for convening the important meeting and presiding over. Like earlier speakers before me i wish to convey our deepest condolences to delegation and people of france and appalling terrorist attacks in paris last friday. We stand in solidarity with france in this time of grief. In the same sentiment condolences extended to lebanon, tunisia, egypt. Madam president i thank mr. Obrien and others for respective contributions to the meeting. All of which have underscored the desperate situations and need for urgent action in syria. Alongside other Council Members, we follow the outcome of the most recent talks in reenna and announce the road map towards Peaceful Development of conflict in syria. My de delegation stands ready on this matter. Madam president , in as much as political well play a large part in securing agreement in vienna, will remain deeply concerned by the astounding toll of the syrian conflict to date. More than 250,000 people dead, over 1 Million People injured, over 7. 6 Million People displaced, roughly 13. 5 Million People in need of humanitarian assistance, including more than 5. 6 million children at which life expe expectancy shortened by 13 years. School attendance less than 30 . Parties to the conflict remain indifferent to pain and suffering inflicted upon Syrian People. Acts of impunity continue unabated. We remind all parties of the conflict of the obligations to respect International Humanitarian law and International Human rights law. The syrian conflicts also continue to be characterized by indiscriminate attacks and deliberate targeting of civilian and civilian infrastructure. The use of bombs and toxic chemicals by the parties to the conflict are particularly abhorrent. Malaysia remains deeply concerned by continued report of Sexual Violence against women, girls and children, committed by partied to the conflict. Women and girls not only face rape and sexual abuse, they also affect slave and forced into marriage to foreign marriage. Is disgraceful that children are stripped of their innocence and deprived of protections. The recruitment and use of children is becoming increasingly commonplace. Reports that children are being used as forced labor, as sex slave, and even as human shields are deeply disturbing. The siege mentality or strategy ensuring submission and surrender of the operation is a further disconcerting to the syrian conflict. It is appalling that such a method has been employed as a strategy of war by the parties to the conflict. The fact that even schools and hospitals have been deliberately targeted is a reflection of the absolute disrespect, disregard and contempt that the parties to the conflict have for the values of humanity. Madam president , in the face of such misery and desperations, we are by the various u. N. Agencies in providing muchneeded humanitarian aid and support to the civilian population in syria and commend the efforts. In this regard we deeply regret across line access continues to face security and administrative obstacles. The populations in the hard to reach areas remain critical. Madam president , on our part, my government is constantly taking steps to honor its commitment to take in 3,000 Syrian Refugees. We call on International Community to do as much as possible to help Syrian People in their time of need. I thank you. I thank the representative of malaysia for his statement. I now give the floor to the representative of nigeria. Thank you, madam president. We welcome you to the Security Council and we thank you for convening to this meeting. We also want to thank you for we express our appreciation to the secretarygeneral for his monthly report on the subject. We also want to join other delegations in expressing very deep condolences to the people of france, lebanon, on the horrific despigable attacks on the population by isis. The briefing we have had today and the report of the secretarygeneral clearly indicate humanitarian situation in syria remains dire. The conflict continues to take a heavy toll on the civilian population, noncombatants, especially women and children, face grave hardship with hundreds of thousands trapped in besieged areas. S is it deeply troubling International Humanitarian law continues with impunity by the parties of conflict. Over the past month, hundreds of civilians have been kill or injured or maimed in direct or indiscriminate attacks in populated areas. The warring parties must refrain from actions that jeopardize civilians. It constitutes a war crime and those responsible for such acts are war criminals, must be brought to justice. We note the commitment of government of syria to refrain from the indiscriminate use of weapons. We condemn the deliberate targeting of civilian infrastructure, which is causing cut in water and electricity supplies. We also condemn attack from Health Care Facilities and medical personnel as well as denial it is regrettable that the delivery of humanitarian challenging due to active conflict, insecurity, and administrative bottlenecks. There is a need for humanitarian actors to be allowed to perform their duties without hindrance. The parties must facilitate rapid and unimpeded humanitarian access to affected people throughout the country. We want to pay tribute to the u. N. Humanitarian agencies and unrelenting efforts of reaching the millions of people in need, in need of aid, despite challenges and operating environment. We do recognize the u. N. Mechanism is fulfilling by ensuring the strictly humanitarian nature of the United Nations humanitarian shipments. We conmend governments of jordan and turkey for cooperation with this mechanism. Madam president , i clearly indicated this afternoon, as in the briefing, the plight of children affected by the syrian conflict is deeply disturbing. The use of children in combat has become commonplace in syria. We are particularly concerned about cases of abduction, killing and maiming of children as well as attacks on schools. We underscore the need for International Community to act syrian children from the disastrous consequences of war. Sexual violence in the syrian conflict is also a matter of great concern. As stated, displaced women and girls are at risk of various form of Sexual Exploitation including sexual enslavement, mass rape and forced killings and forced marriage. We condemn these acts in the strongest terms. These affairs underscores the need for more to be done to protect women and girls, and the sev sevenpoint strategy of what can be done is worth exploring. Madam president , we must all admit the cause and effect relationship between the humanitarian situation and the conflict in syria is what we must explore further. The solution to this humanitarian crisis in syria lies and ends in the conflict and path to end in the conflict is in negotiation. After five years of fighting, it should be clear to the parties that there can be no military solution. We encourage the warring parties to lay down their arms and pursue negotiated solution. The meetings in vienna involved an expanded group of International Stakeholders provided much needed we believe sustenance will provide an opportunity to develop framework of peace along the key pieces of the geneva community. I would hope they would lead to lasting peace, resolution and stability in syria. I thank you. A thank the representative of nigeria for her statement. I now give the floor to the representative of chad. Madam president , thank you for leading the session. Before we start, allow me to associate my voice with that of previous speakers. To pay tribute to the french government and people for their steadfastedness in light of this barbaric act of terrorism which struck them. We condemn the horrendous act. Wed like to extend our condolences to lebanon and lebanese people who also fell victim to terrorism. Id like to convey my gratitude to mr. Steven obrien and the other two for their briefings. Close to five years now, violent fighting on a almost daily basis marked the live of the Syrian People. Horrendous statistics of displaced people, refugees, of day further plunge syrians into a situation of despair. The humanitarian situation in the country continues to deteriorate. This despite the huge effort undertaken by United Nations Staff Members and wed like to pay tribute to their courage and their commitment we condemn all attacks committed against innocent civilian. As well as the basic vital infrastructure of the country and ask all parties to immediately lift all obstacles to the access of humanitarian aid for yicivilians in combat areas including besieged zones. We would like to reiterate for all parties to put an end to the violence and underscore their obligation to respect International Humanitarian law and International Human rights resolution 2139. Theres a need here to recall and that this systemic refusal to provide humanitarian access to civilian population depriving them from the basic necessities they require for their survival, which is water, medicine, are serious violation of Human Dignity and the most basic principles of International Humanitarian law. Madam president , the Security Council meetings on syria succeed one another without any improvement in the situation experienced by the long, suffering Syrian People. Its high time for Security Council to consider firmer, strong, more robust concrete measures to put an end to the human tragedy which is being experienced by syria. Of International Humanitarian laws and reduced the Security Council to the role of a powerless observer. We urge the Donor Community to respond to the various calls and appeals for humanitarian financing, which would enable the United Nations Staff Members and partners to provide the necessary assistance to the civilian population in need. Both within and outside syria. Becoming winter will expose civilian population to very difficult living conditions. For this reason, we require special mobilization by the community as weve have always said, humanitarian action, despite its scale, will never be able to substitute itself in the political process. And this is a reason why we have to step up our efforts aimed at helping the parties to find a negotiated solution to the conflict. A jli0wn solution which is able an end to the suffering of the Syrian People and launch an inclusive political solution. Inclusive political solution. Behooves states possessing anyg parties to spare no effort, to prompt them to commit themselves in good faith to direct negotiations to implement the geneva,z kucommunique. Ntr t hahp hc i thank the representative of clad for his statement. I give the floor to the representative of chile. Translator thank you, madam president. We welcome you, secretary of state, for International Development of the United Kingdom. We are also grateful for the presentations of the deputy secretarygeneral for humanitarian affairs, Steven Obrien, and representatives of the secretarygeneral on Sexual Violence on the conflict and the issue of children in conflict. We extend our condolences in solidarity to the victims, families of the victims, the people of the government of franceuand people of government of lebanon and all countries and regions who daily suffer from the scourge of terrorism. Any act of terrorism is criminal and unjustifiable and the organizers and backers must be brought to justice. Madam president , the latest report of the secretarygeneral is one of the many warnings that the situation in syria has become unsustainable. The conflict breaks down the basic conditions for a society, syrian societys identity, security and dignity. It is impossible to remain indifferent faced with the enormous vulnerability and effects of the crisis on the civilian population. Which cannot access indispensable, basic elements for its daily life. All parties are aware of their grave consequences of the facts which cannot take shelter in impunity. Those responsible must be brought to justice. We reiterate the need to promote mechanisms to protect the population, opening corridors, displaced peoples camps and areas which are difficult to gain access to. Because imperative to the conditions to ensure respect for humanitarian law and humanitarian resolutions calling on parties to refrain from continued attacking medical facilities, schools and basic infrastructure. Madam president the presentation we heard from special representative simply confirms the gravity of the situation of Sexual Violence and gender violence in the syrian conflict. Where it has been used not only as a tactic of war but tactic of terror. It is essentialsvlurzw÷ for the nations to prevent measured based on the situation noted on the ground. We must fully implement tolerance for Sexual Violence. Also concerned at the devastating consequences of constant attacks on boys and girls and limited access to education amongst other fundamental rights. We cannot allow generation to be lost and we are responsible as Security Council when it comes to the tragedy, as pointed out. It is fundamental to implement the declaration of safe schools as wells resolution 2143 of this council to protect schools from military use during Armed Conflict. Lastly, we wish to conclude by reiterating the political situation is the only path to respond to humanitarian needs. Recent talks in vienna are a glimmer of hope and we call for implementation of the vienna communique of october 30th and elements agreed upon by the International Syria support group. Also essential to have political process led by syrians themselves as enshrined in the geneva communique. However the political solution will continue to be as far away as the situation is militarized we call for an end to supply and flow of weapons to all parties. Thank you very much, madam president. I thank the representative of chile for his statement. I now give the floor to the representative of france. Madam president , allow me to start by thanking all of the speakers for their briefings, obrien, they remind us with their work how many civilians, how many women, how many children suffer directly in syria. I would also like to thank in a heartfelt way all of those who extended to my country the sympathy as well as solidarity after the horrible attacks committed on november 13th. On that day, france was struck at the very heart in paris by terrorist attacks masterminded and planned in syria. The record, as you know, is a very heavy one, at least 129 dead, over 300 injured, and a great many individuals who right now, as we speak, still hang on between life and death. France received a great many gestures of solidarity and friendship throughout the world. These gestures, these messages touch us and illustrate the unanimous support which International Community has led my country. France, of course, was not the only country which was attacked friday evening, at least 19 different nationalities were affected. Our thoughts go to families of the victims both in france but our thoughts also go to all of the families which were affected these last few months by terrorism which acknowledges lebanon, turkey, denmark, kuwait, libya, tunisia, egypt, and other countries yet. Madam president , i am the representative of a country which is still standing, which is united, more determined than ever before in the past who speaks to you. We are committed to combatting terrorism, a respect for the laws and rule of law. The motto of the friend. Republic never meant more. France is a free and independent country, strong in terms of its multicultur multiculturalality, the france hit on friday, november 13th. The monster feeds of ethnic and religious division in the region and beefed up by hatred and rejection of the other. It oppresses and massacres people in the middle east on a me . n wealth whe mankind. We need to bei guidef5ruuz udo objectives and they compliment do. A resolute determined theres a need for resolute determined fight against terror up. The whole International Community can be united in this fight. Adopt a resolution aimed at fighting againstujc terroris. Also called for togetherness within the framework of a great and United International coalition to combine our strength and our means to destroy daish. Daish is a common enemy and we must put an end to those who destroy and kill such determination. Finally, the search for a political solution in syria more necessary than ever before. Syria has become the greatest factory in manufacturing terrorists. Members of the council and countries in the region must unite to relaunch a political transition, one in which Bashar Al Assad is not part of the solution. Theres a need to achieve concrete progress in the field of humanitarian issues as well as the cessation of all indiscriminate attack of civilians vienna, france, made a number of concrete proposals at a time when the situation on the ground, which is already alarming, is further deteriorating. The resolutions adopted by this council must be implemented without delay. This is something it is crucial that we stand united in the face of these two objectives. The refugee crisis is one of the most direct consequences of the humanitarian disaster. If it lasts this situation cannot ub create a highly destabilizing situation. More important than ever before to help the countries bordering on syria, they after all host the greatest number of refugees and i wish to thank them here for this. Right after the countrys other other region europe is at the front line. Inhabitants of iraq and syria, including territories control by daish are fleeing because of being oppressed. Welcoming them in a dignified way, a moralgbq÷anf we overcome this trial. But we, International Community, must stand united and together defend the universal principles. Determination of france is absolute. Thank you. I thank the representative of i now give the floor to the representative of the Syrian Arab Republic. Translator thank you, mr. President. The way certain Security Council address the situation in syria reminds me of a quote by shakespeare, there is an elephant in the room. This means that there is a huge, visible problem that cannot be overlooked. However, certain members in this chamber pretend that it doesnt exist. And they choose not address it or seek a solution to it. This is precisely how Council Members address the situation in syria. When the Decision Makers ignored the key surge destabilizing syria, the region and the whole world, the scourge which was the reason for humanitarian tragedy besetting several areas in syria which was the main reason for the suffering of children and women in syria, and transforming segments of the Syrian People to idps and refugees. This scourge is that tra transboundary Terrorism Fund by wellknown state, chief among them, saudi arabia, the blood line that provides life to terrorism. The scourge of terrorism was unleashed from the what hab byness, it struck in a bare barrick and indiscriminate manner, da mass kas, baghdad, kuwait, tunisia, libya, algeria, sydney, boston, paris, and other states. And other cities. Condemning in the strongest terms the terrorist act, paris, and expressing our condolences to the families of the victims, we recall that in this very chamber there are members who prevented the Security Council nine times from issuing a mere press statement condemning similar attacks that targeted innocent civilians in da ma s d aleppo and others. What we have witnessed in the cities did not come from a vacuum and it has not did not happen by chance. It is the certain outcome of the attempt of certain parties to ignore this issue and to failure to address it with the serious and attention that is required. So long as it struck the other this is a certain outcome of the exploitation by certain parties to blackmail the Syrian Government. We have warned those have fall silent will be burnt by terrorism because it is a dynamic transbou boundarboundar. However, our calls fell on deaf ears rather certain states managed to make terrorism enter the political arena from the main door. They resorted to workings, dividing terror up into two categories. Calling certain terrorists moderate opposition, disregarding the consequences of such. And not realizing that if you have a political problem with Syrian Government, this is a negotiable issue. But if you resort to sanctions and if you Fund Terrorism and if you refuse to what the syrian this is a crime that you commit against your own people. As much as it is a crime against Syrian People, because, as you know, we are in syria, we are fighting on behalf of the whole world, filthy terrorist groups, every time the Syrian Army Kills a foreign terrorist, dozens of innocent victims, potential victims are protected. When this terrorist go back home and do the same thing, those who distort this reality is an accomplice in terrorism. He or she is a partner in the bloodshed of victims. Recall the perpetrators of many terrorist attacks in several cities in the world, including the recent bloody attacks against paris where, among the thousands of europeans whose entry into syria facilitated as jihadists. After receiving funded by wellknown gulf states, there is an awakening on the seriousness of terrorism. That led the president of a permanent Security Council member to amend the constitution of his country to face to the terrorism. Hence, acts should accompany words with regard to combatting terrorism in syria, that is funded by 40 states, in addition to the illegal trade of oil and the illegal trade of artifacts in syria through our borders with turkey. This requires serious political will to implement relevant resolution on combatting terrorism. Which were asserted by the second communique. This requires also concerted, coordinated, collective efforts unone front against terrorism, away from the political opponents or amateurs. Time and again, we have expressed our resonance to cooperate with any state that is serious in combatting terrorism. This is precisely what has happened through the joint syrian, Russian Military nopgs combatting terror up in addition to then tell against coordination between syria, iraq, iran, russia, which led to practical results in the field, namely retreat by terrorist groups in many areas which led to the secure, safe, voluntary return of 1 million syrian idps to their home. Addressing terrorism, sir, leads me to address the political solution of the crisis in syria. Combatting terrorism seriously and effectively will contribute to the successful to the success of the solution. From outset the Syrian Government expressed readiness to contribute to any serious efforts in order to achieve political solution. This is why we cooperated with mr. Kofi an an, aaccepting his sixpoint plan. Weve thenii conference. We cooperated and accepted the proposal on aleppo and accepted to take part in the four working groups, suggested by him. Our political message to you, ladies and gentlemen, following the end of the vienna meeting is that the Syrian Government stands ready to contribute to any political solution where syrians decide their own future and their choices through dialogue among syrians under syrian leadership without external intervention in a manner that accuse the sovereignty, independence, territorial integrity of syria. This what has been asserted by the several resolution adopted by the council in addition to the vienna communiques. Unfortunately the recent reports by the secretarygeneral on the implementation of resolutions 2139, 2165, 2191, was politicized by us including ereas ereas erroneous information. We introduced two letters on this issue. I wish to address a serious matter in this report, namely, report is based on unreliable sources from sources whose connections are very well known, which mislead the members of the council. With regard to the allegation that the government is using indiscriminate weapons i assert that the syrian army does not, has not, will not, use any indiscriminate weapons. It acts in accordance with International Law in the framework of combatting terrorism. Those who are killing civilians are those who are using them as human shields in many areas in syria, including our deliberati deliberations on the dangers of terrorism and importance of combatting should not be misunderstood, but we do not realize the seriousness of the humanitarian situation in syria, the situation of our children and our women, that this should not be at the expense on the crux of the problem and should not be politicized or should not be subjected to double standards. We are in discussion with mr. Obrien. We have organized missions to syria in order to address any outstanding issues. I welcome mr. Obriens visit next month to syria. We stand ready to cooperate with good intentions, Security Council members in order to improve the situation in syria. I thank you, sir. I thank the representative of the Syrian Arab Republic for his statements. There Loretta Lynch is on capitol hill today. That is at 10 00 eastern on cspan three. Giving students the opportunity to discuss what important issues they want to hear the most from the candidates. Contesthe student cam on tv, the radio and online at cspan. Org. French president Francois Hollande spoke about the paris terrorist attack. He said france is at war and called for a threemonth state of emergency and changes to the french constitution. This 40minute event is courtesy of france 24. This is where the french president is due to address the upper and lower houses of parliament in an extraordinary session of congress. He is just arriving now. There he is, walking past the guards just outside the french capital. This is an extraordinary session, highly symbolic. It is only the second time it has ever happened. There he is. Due to address the whole political class, if you will, the upper and lower half. Just looking at the pictures there as a pan across the audience. It is everybody there from the french world of politics today. Security is extremely tight. This is coming in light of the paris attacks on friday night in which 129 people lost their lives, the worst on french soil since the second world war. Lets listen. The french president is about to speak. [speaking french] [speaking french] president hollande mr. Speaker of the congress, mr. President of the senate, Prime Minister, members of the government, parliamentarians, france is at war. The act from friday evening in paris were acts of water. Acts of war. At least 129 people were killed and many people were injured. It represents an attack of aggression against our country, against its values, against its youth, and against its way of life. These acts were created by an army of jihadists who are fighting france because it is a country of freedom, because we are the country of the rights of man. Of human rights. In this very serious time, i took the decision to speak to parliament in congress, both houses of parliament, to mark our National Unity in the face of this abominable act. And to respond with cold determination to the ignoble and horrible act which targeted at our country last friday. Our democracy has overcome even then thesesaries cowardly assassins. Our republic cannot be brought down by such people. My determination is to put deep power of the state at the service of the protection of our fellow citizens. I know we can count on the service and loyalty of the Law Enforcement organizations and you. You know the need to show a sense of sacrifice when necessary. The terrorists believe that free people can be intimidated by the horror of their acts. It is not the case. The French Republic has overcome many other ordeals and it is still there, alive and those who intend to defy the republic have always lost out in historical terms and it will be the same this time. The french people are ardent, valiant, courageous people. They do not give up. They do not resign themselves. They stand up and resist whenever a child of the country has been attacked. I deliberately attacking, they have shown how cowardly they are, shooting at people who were unarmed. We are not committed in a war between civilizations. These assassins do not represent a civilization. We are at war against Jihadist Terrorism which threatens the whole of the world and not only france. In this war, which began several years ago we are fully aware of the fact that it will take time and it will require patience and because of the tough challenge ahead of us, the enemy uses the most vile methods to kill, but they cannot get away with it, and i will be more specific, they are not out of our reach. So, in this very difficult time, for our fellow citizens who have felt the horror, they must stay calm. They must keep calm, and once again, i call on all our fellow countrymen and, all of our compatriots, to show the virtues that we are proud of. Perseverance, unity, lucidity, and dignity. Today, our country is in mourning. Were thinking of those innocent people who died in the streets of paris and in the suburbs. We are thinking of their families who are suffering the pain. The whole of france was the target of terrorists. France loves life, sport, culture. France, in all of its diversity, in religious diversity, the assassins wanted to kill the young people of france in all of their diversity. Most of those who died were under 30yearsold. What was the crime they had committed . Their crime was simply being alive. The terrorists were aiming at a france that is open to the world. Several dozen foreign friends of 19 different nationalities were among the victims. Since friday evening, i have received messages of solidarity from heads of states and governments from all over the world and in many parts of the world, in particular, the three colors of the french flag are displayed which reminds us that france remains a beacon for humanity. When france is attacked, it is the world which feels attacked. The acts of work committed on friday were decided on and planned in syria. They were organized in belgium. And perpetrated on our territory with french accomplices. These attacks had one specific objectives. And toill fear in people divide us. And to put pressure on us to prevent us in the middle east from fighting against terrorism. We are facing an organization, daesh, which has territorial base. It has Financial Resources and military capabilities. Since the beginning of the year, this organization has notably, already, attacked paris, denmark, tunisia, egypt, lebanon, kuwait, saudi arabia, turkey, and libya. Every day, they are massacring people and oppressing the populations. That is the reason why the need to destroy them is a challenge for the whole of the International Community. So, i have asked the Security Council of the United Nations to convene as early as possible to adopt a resolution which will express our resolution to fight against terrorism. In the meantime, france will intensify its military operations in syria. Yesterday evening, i ordered 10 french fighterbombers to bomb the headquarters of daesh in raqqa, they destroy a command post and a Training Camp and i would like to congratulate the french pilots, Whose Mission was a success. I would also like to thank our American Allies who supported us in this operation. I would like to make it known, we will continue these airstrikes in the weeks to come. The aircraft carrier, charles de gaulle, will be leaving france on thursday and will go to the middle east. And this justifies my decision to intervene in mali, and today our military are also present in the desert where boko haram is massacring, kidnapping, and raping people. Terrorism, we are fighting against terrorism in iraq to enable the authorities in iraq to restore their sovereignty over the whole of the country. And in syria, we are seeking resolutely a political solution in which bashar assad cannot be a part. Our enemy in syria is daesh. We are not aiming to contain them, we aim to destroy them, both to save the people of syria, iraq, i could add the people of lebanon. Jordan, turkey and to protect the neighboring countries. We need more support for those who are fighting against daesh. We speak with lebanese and to the gulf states, turkey. They are the countries in the region itself, turkey, lebanon, jordan, and europe if it does not seek control over external borders, there will be a return to National Borders and to barbed wire and fences on our borders. Which amounts to the deconstruction of the European Union. It is also essential that the request that france has request expressed for a long time find their translation quickly in europe to fight against trafficking of arms, the implementation of systematic controls at the borders. And the implementation of what we call the european pnr by the end of this year to ensure the traceability of the jihadists. These are the requirements and demands. They will be expressing them again via the minister of the interior affairs. It is a meeting that will be taking place at our request on friday. Faced with the act of war which have taken place on our territory, and which happened following the attacks of the seventh and eighth of january this year and so many other crimes committed during the past years in the name of the same jihadist doctrine. We must be merciless. We know this, and it is cruel to say that it is french citizens who, friday, have killed other french citizens. On our territory, there are individuals who, from ordinary crime have moved on to radicalization and terrorism. Sometimes, they have fought in syria or iraq, sometimes they set up networks which train, depending on circumstances or help each other to carry out at a moment chosen by the person who gives them instructions to commit terror acts. I have extended the possibility of carrying out searches on the orders of the administration in the whole of the territory. I decided that the parliament would be examining a draft bill on wednesday, extending the state of emergency for three months and will adapt to the evolution of technology and threat. The law of april 3, 1955, which governs the state of emergency is no longer in conformity with the state of technology and the threats we see today. But, it contains two exceptional measures. House arrest and administrative searches. These provide useful means to prevent the perpetration of new terror acts. And, i wish to exercise this fully and extend their scope. The Prime Minister will propose to parliament that a full measure be adopted for each of these provisions and ladies and gentlemen, members of the parliament, i encourage you to vote this before the end of this week. But we must go beyond the state of emergency, and i thought about this a great deal. In my conscience, i believe that we need to change our constitution to enable public authorities to act in conformity with the rule of law against an act of war by terrorists. Today, our text has two regimes which are not suited to this situation that we have today. The first regime is resorting to article vii of the constitution. It implies that the regular operation of Public Administration be interrupted. The president of the republic takes special measures and delegates to the powers given in the constitution. And theres article 36, concerning the state of siege which is also not suited. Is declared siege in the case of immediate danger following armed insurrection and invasion by foreign troops. It should enable us to manage the state of crisis and in 2007, the committee had thought about a possible evolution of our constitution. It suggested that article 36 of our basic constitution be amended to include the state of siege and state of emergency. And, an organic law would be determining circumstances in which this would be applied. We should also be able to prevent someone with dual citizenship from returning to our territory if that person constitutes a risk of terrorism, unless the person agrees to undergo a very strict surveillance regime, as is the case for our british friends. There are cases with extreme consequences, but this is something that we must do. There are possibilities of increasing surveillance of people who have been the object of intelligence reports. We will be requiring the opinion of the council of state to verify the conformity of these of these proposals with our text. It is the pact which unites all of the citizens of the country, and since our constitution is the compact which is essential for us to all live together, it is essential that the text should have answers to fight against those who attack the state. Just as we will be dissolving associations or de facto associations which express hatred or encourage the perpetration of acts of terrorism. Ladies and gentlemen of the congress, i ask you to think about the decision i have taken and i ask the Prime Minister to prepare this revision of the constitution with you so it could be adopted as early as possible. You will be extending the state of emergency beyond the 12day period. But beyond the threemonth time, we must be in a state of law to fight terrorism. And, since the threat will be weighing on us durably, and the fight against daesh will be mobilizing as for some time to come, on the external front as well as inside of our country, i have decided to substantially strengthen the means available of the judiciary systems and enforcement services. The Investigation Services and magistrates should be able to call on the full range of intelligence means and technology, whose use is authorized by the new law of intelligence. The criminal proceedings should also take into consideration as close as possible the specificity of the terrorist threat. Magistrates should have better access to means of investigation or sophisticated means of investigation to fight, in particular, against the trafficking of arms because it is with the weapons of criminals that these attacks are perpetrated. The antiterrorist law, the law on intelligence, a considerable strengthening of means and also im aware of the fact that we must further increase our means. If we are at war, it cannot be with what we had a few years ago, with the military programming law or other text which had been imagined to ensure the security of our citizens. It will be accompanied with equipment to cry out these missions. The ministry of justice will be provided with 2500 additional posts for the administration of prisons and the judiciary services. I am not forgetting the customs. The customs staff. 1000 additional posts will be created. As to our armies, which are called upon more and more for our external operations that we will be continuing and called upon for the security of our population, i have decided that we will not reduce the Defense Forces until 2019. The reorganization of the army will favor the operational units, cyber security, and our Intelligence Services. So without delay, we will be presenting a new plan for managing the Human Resources of our armies by 2019. We also need to capitalize more on the use of our reserve forces. We have reserve forces which we can call on. They are also a link between the armies and the people. They are resources, reserves, who could form a National Guard which could be very effective. All of these budgetary decisions will be taken under the finance bill, which is being discussed for 2016. It will necessarily result, and i assume responsibility for this, it will result in more expenditures, but in the current circumstances, i believe that our security pact requires this investment in order to ensure the stability of our country. The faces of those who died and who were injured last friday the faces of the families who are mourning haunts my mind and the memories these memories are reinforcing my resolution and yours, i know. In our determination to fight against terrorism, i want france to remain what she is. The barbarians who want to disfigure france must not be allowed to do so. We will not allow them to change the face of france. We do not want them to damage frances soul, and we will not let them prevent us from living fully the life which we the way of life that our freedom. But, we must show this in a calm way. I am thinking of our youth. The youth who feel attacked, hurt by all of these victims and who are wondering if they will be able to continue living under the rule of law. We must continue to work and we must continue to live and go out and to enjoy life and we must continue to influence the world. That is why the big event that will take place in paris will be a moment of hope and solidarity. A moment of hope because we will be talking about the future of our planet and solidarity because over 100 heads of state and government will be here in paris to negotiate a sustainable, binding agreement which will allow us to live and which will allow our children and grandchildren to continue to enjoy the planet they have inherited. It is our most precious asset and we must avoid drifting away from these values and that is also our duty by renouncing it the fight for Republican Values that in certain circumstances in the past we have drifted away from our values. Let us make sure we do not do the same thing today. The republic, we want to give the republic all of those resources that this new context requires. To enable it to eradicate in line with our values, while in respecting our values. To eradicate terrorism without losing the guarantees of the rule of law. We will eradicate terrorism because the french want to live together without fear. Together without living in fear. We will eradicate terrorism because we are attached to liberty and the International Reputation of friends across the world. We will eradicate terrorism in order to allow Free Movement of people. Mixing of cultures that will remain. Human civilization will be enriched. We will eradicate terrorism so that france will continue to show the way.
