And regulatory policy let me share what the results of the policy are. Put it in terms where people can really understand. This is what is the result of good policy. We talk about tort reform. We codified it in our constitution, so that future generations with no the predictability and stability would be there on the tour and regulatory site. Today, there are more than 35,000 licensed physicians. More than there was in 2003. A lot of that is due to tour reform. They knew they would not be sued frivolously. The results is that access to health care if you are a pregnant female along the rio grande you probably had to leave your county to find prenew prenatal care. But no longer. If your child fell off a bicycle and had a closed head injury, you probably had to take the child hundreds of miles to find a neurosurgeon. No longer. The specialists have come back into those places where health care was actually rationed. But no longer. Because of policies that they could not that they put in place in texas. People responded in a powerful way. The population has exploded in our home state. From 2001 two 2014. Some 5. 6 Million People were added to the population roles. Let me share with you the number of jobs it created. During the same. Of time, we added that many people and that many jobs. There are those out there that said you cannot have job creation population growth and address Environmental Issues at the same time. Thats funny, during that same. Of time we saw admissions emissions drop sulfur dioxide levels went down 50 . Ozone levels went down 23 . The total Carbon Footprint come our Carbon Footprint, in the state of texas was reduced by 9 during that. Of period of time. Isnt that what we were shooting for gecko to have Economic Growth . It can happen. It can happen anywhere. It can even happen in california. It can, and we want it to. It needs to. It is an important part of this country. To give examples, and that is the reason i think the leadership in this country really need to respect our constitution, and understand what the Founding Fathers were talking about, and their intention. When they got around to writing the 10th amendment, and the concept that the federal government needs to do a few things. Things like secure our border. That is a constitutional requirement that our federal government for years has ailed to do. Failed to do. I am critical of the president for his lack of engagement. I asked him to come down to the Rio Grande Valley to see what was going on. He needed to see that so he would understand it. He turned me down. He was on an Important Mission in dallas to raise money for needy democrats. Interesting. He turned me down, and he said i dont do photo ops. I thought that was an interesting response. He chose not to come. At that time, i knew that not going to get assistance from the federal government. That is when i made the decision working with our legislature that we would deploy the Texas National guard. That National Guard, working with our texas rangers, parks and wildlife wardens, who were not at the border but literally in the river. They are making a difference. The visual presence it is just like in a community. If you have an issue of crime or if you have an issue of individual break in the law, if you put a Law Enforcement presence there it has a powerful impact are you know it will work. I knew it would work. In may and june, we were having 10,000 plus apprehensions a week in that 150 plus region in that southern part of the border. 10,000 plus a week. In november, after we put those individuals on the border, we saw apprehensions drop by 74 . You knew it would work, i knew it would work, my instinct is that the president knew it would work. But they abrogated their responsibility to do what the constitution tells us. After those clearly defined duties, Everything Else is reserved for the state. Or to the individual. It makes so much sense. We are diverse country. We are a diverse state. Our what may work in New Hampshire may not work in oklahoma. I respect that. But washington doesnt. Washington has a one size fits all mentality. They want to tell you how to educate your children. Here is the curriculum you are going to use to teach her children. I do not believe in that. I think the governor of New Hampshire, and they legislature in New Hampshire working with the schools, administrators teachers and parents will come up with the right curriculum to make the students in New Hampshire as competitive as they need to be. Not a onesizefitsall curriculum that comes out of washington, d. C. That is bad Public Policy. I think the same thing can be said about health care transportation infrastructure, a host of things. If the e by dish the epa, the jobs have been killed, but they want to see how to really make a difference. Come to taxes and look at what we did. The incentive programs we put in place to move these old diesel engines out of our fleet and replace them. Give him giving incentives to companies. Replacing power plants with natural gas. Someone said one time on a debate stage its easy to be the governor of texas, thats like drawing four aces in poker. Its not true. They were making reference to the fact that we have oil and gas in texas and we do. But we are a very diverse state now. The texas of 1985 is not the tech as of 2015. The jobs that have been created in the last 15 years has been extraordinary. When you look at that diversification, whether may manufacturing every toyota truck manufactured in texas we created regulatory that were incentivize. Today, the number one high tech sporting exporting is in texas. What are the results of these policies . We talk about what happens on the exporting side, the creation of wealth, the manufacturing side. One more thing. I happen to think this is a powerful result of policies that let people like you keep more of what you work for. That is the explosion in the Cultural Arts. In the last 14 years, we have seen texas become let me go city by city. Ft. Worth, now the home of the new museum of modern art. One of the finest symphony halls in the world. One of the worlds great museums, the kimball, has aches banded its footprint. Dallas and forward have worldclass zoos. Dallas is home to two performing facilities. The perots just finish one of the finest Natural Science museums in this country. There is a Cultural Arts district in dallas now that is the largest in america geographically speaking. Alston, government and University Home that i call home has a new museum of modern art this spring the sxsw family music festival, the largest one in the world southwest family music festival. The only formula one race, the United States grand prix is in our austin, texas. Incentive antonio in san antonio, they have a new performance center. There are more theater Seats Available in that city than any other city in america outside of new york city. I make the argument that the recent those happened is because government is not because government did it but policies were made and often tax texas. Regulatory policy that is predictable and smart. Legal policies that dont allow for Public Policy that makes schools accountable for a skilled workforce. When that was put in place men and women knew they could risk their capital and that happened. We need to allow the states the freedom to be able to compete against each other. Louis brandeis, not a conservative stalwart. When he was on the Supreme Court he said, the states of the laboratories of democracy. Allowed the states to compete against each other. From time to time the states will make mistakes. But you have not destroyed the republic. That is the beauty of that concept of allowing this country the federal government needs to do those few things, and do them well. Like a Strong Military and have Foreign Policy that is cogent, that is stable, that sends a clear message to our allies. When i look at the Foreign Policy that is going on today, i am greatly concerned for the future. As an individual who has multiple deployments of our National Guard to iraq and afghanistan, traveling to those places from time to time with those you and men and women seeing the extraordinary cost. Talking to the mothers and the fathers of texans who have lost their lives in the war on terror. Having Foreign Policy that matters. Seeing isis come back into cities that our young men and women died to defend and to free. Extraordinary, powerful impact. We look in libya and egypt and we look at how we treated israel. We look at it ran and syria, in ukraine and crimea. Policies send a powerful message, that america will be there for their allies. And just watching this kerfuffle if you will, watching Prime Minister netanyahu, who needs to come and have a conversation about what is going on between the United States and iran, with israel in between. We need to hear him talk. This is our largest ally, in that region. The longest democracy in that part of the world. There should not be any space between the United States and israel. If this administrations feckless Foreign Policy has put those relationships in jeopardy, and i think the worlds safety in jeopardy as well. We need Foreign Policy that clearly States America has intentions and role that our allies should not question. Isis is on everyones mind right now. There will be another crisis sometime in the future, but today is rightfully on everyones mind. When we see an ally young pilot in sin rate it by these individuals, when today when we pick up the paper and find american aid workers have lost their lives, when we see the tragic events of people being beheaded in front of cameras, we know we are looking into the face of evil. They must be stopped, they must be eradicated. We cannot do it halfway. We have to spend the time, the effort with our allies, with the jordanians, the sought eyes, the saudis and the other allies in the region. Thats what this is no less about. As i started this conversation with you tonight i want to end with that. The best a of america is ahead. I feel great and amazing faith in the resiliency of this country. When you think about what we have the potential to do, i am proud to be an american. I am proud of american industry and what it has brought to the world. I am proud to have worn to have worn the uniform of the air force. I know for a fact, with the right leadership in this country we can make washington functional again. I know that. The idea that we cannot Work Together on issues that are important to both of us whether you are democrat or republican, when i look at all the Business Issues that we met with i was the governor of texas, whether tort reformer education policies are economic. Whether it was issues like ebola. When ebola came on the shores of america, it came to texas. We show the rest of the country how this state would deal with that. When the Space Shuttle fell out of the sky in the early 2000s in east texas when tens of thousands on accompanied miners showed up on our border, people got to see that leadership does matter. And there are functional places in this country. It wasnt just republicans who did those things. What it worked with our friends on the other side of the aisle. One of the issues we dont with we dealt with i happen to thanks think thats what we should do in washington. Spend the time and the effort. I had to spend time asking my democratic colleagues to come and help us on the issues. That is what we are about as a country. The best days are ahead for us. When i think about the opportunity for us, and the renaissance at can occur here, we think about opening up think about what can happen on the energy front. I am a big believer that we needed Energy Policy that we need to be working on it as a country. We happen to be the number one wind up producing state in the u. S. We have a vast portfolio of energy we produce more wind than all the five other countries. We have an oil and gas industry that is strong and powerful, we put policies into place for those people to use Natural Resources and to safely produce those, so we can continue to drive down the cost of energy. From 2001 through 2013, electricity prices went down 14 in our home state. To be able to bring this abundant north American Energy resource that we have, that is why i suggest to you, open the xl pipeline. North American Energy, i would rather buy my energy from canada than from venezuela or a middle Eastern Countries that dont have our best interests in mind. When we are able to do that, to drive down the cost of energy, you put policies lays, Corporate Tax policies that gives incentives for companies to come back to america , thats the revival that can happen in america. I am bullish about the future of this country. We are only a couple of decisions away from being able to see this extraordinary thing happened. Ivc, a change in leadership in washington dc, but i think ready for that. I think this country is ready for that. I think we saw that in the november elections. I dont think its going to be a little change. I think we jobs. That is the revival that will happen, obviously a change in leadership in washington is needed. I think we saw that are ready for a change. We coached we took a chance with a young, articulate, United States senator who did not have a record. I happen to think we are paying a price for it. I think america will make a substantial shift come they will be looking for a tested, results oriented leader. America is only a few decisions away from having the greatest, most exciting, economically powerful years we have ever had in this countrys history. Starting today lets make that happen. The attentional rubble republican candidate defended the Government Shutdown and criticized secretary of state Hillary Clinton for the benghazi attack. This is almost a half hour or an caller said, like that your granddad didnt get to be a hundred and five eating like that. They said no, he lived to be 105 by mining his own business. When we talk about the leave me alone coalition we are talking about people who say to the government, leave me alone, mind your own business. If you want a unifying theme that brings together people from the right and the left, talk about leaving people alone. You can give that speech at sea pack and you give that speech at berkeley. It is received. People want to be left alone. It isnt a government, it is a small government that wants to leave us alone. It is a lot less expensive to have a Smaller Government that leaves people alone. It is extraordinarily expensive to prior way into peoples lives. We had a shutdown of the government a year ago. You may remember, everybody squawked. I go back to kentucky and they say, why did you open it back up . [laughter] when i first came to washington i introduced a bill to cut 500 billion at one time people. What about the 18 trillion debt , what are you going to do about the debt . People have wildly different expectations. Nobody in the city knows anything about america. Ill give you an example. I on the Foreign Relations committee. I put forward an amendment that said that we should not send taxpayer money to countries that persecute christians. To countries that would have the Death Penalty or life imprisonment for blasphemy apostasy, or god for bid interfaith marriage. Theres about 25 countries that will put you in prison for the rest of your life or execute you so i propose an amendment, and i ask people at home i am still trying to find someone at home who would not be in favor of this amendment. 18 votes said, hell no, we will give them money, we need to project power by giving people money. You do not project power from bankruptcy court. [applause] so the Government Shutdown. You all may remember. But the president was concerned, he was worried that they might not notice. Do you remember the governor shutdown . First thing you need to know is two thirds of your government is on autopilot, never shuts down, you take an extraordinary effort to even slow down the two thirds of government. We are talking about one third of government. We are only talking about half of one third, because we supplied the money for national defense, so we are talking about 1 6 of the government. The president was like, they may not notice, it would be a terrible message to the country if they did not notice the government was closed. So he closed down the overpass 15 miles from our rushmore. He had to send people out to put the codes to put the overpass where you put over the side of the road. He decided he would wrap the world war ii monument. It has no entrance, no exit, he only way it has no attendant. The only way you can close the world war ii monument is by wrapping it. Hundreds of workers, i guess getting overtime, they are unionized, the first work they have done in years, they had to close the world war ii monument. So they proceeded to rapid, hours and hours of chainlink fences. I tell people who dont understand america and dont understand that we need to shut it down, i tell people the image you need to remember, the image you need to remember closing the government down was when the world war ii governments got off their bus, cut the barricades, it would be a useful exercise if we actually did close down the government. He had to send people out to put the cones to close the overpass, where you pull on the side of the road. He decided he would wrap the world war ii monument, that has no entrance. He has no exit. The only way you can close it, it has no attendant. The only way you can close it is by wrapping it. Hundreds of workers getting over time, they are unionized. [applause] it would be a useful exercise if we actually did close down government. After government was closed for a week or two we got a notice. It said you must list your essential and nonessential employees. I said this sounds like a learning experience. Maybe we can figure out what is wrong with government if we actually went from top to bottom and decided what is a sensual, and what is unessential . I said call the irs and see what their numbers are. 95 , unessential. Call the epa. 98 unessential. I thought we are going to learn something here. Until i figured out this is washington. Nothing is as it seems. It turns out, if you are unessential during a Government Shutdown, you dont have to work. You still get paid. Everybody wanted to be unessential. They are going down the role, at the epa, and they get to these workers. They were perplexed. They found one guide would not been to work in mom. They did something extraordinary. They went to his boss and said this guy had not been to work in months. Why is he getting promoted, why is he getting raises . He was the secondhighest paid person of the epa. He created every regulation for the last 20 years. This guy is a big deal. Why isnt yet work . He also works for the cia. Really . The epa and the cia. They did something really extraordinary read the government has never done this and never will again. They asked somebody at the cia. Have you heard of Jonathan Veale . They said who . Here is what they discovered. He does not work for the cia. He had been going on for 11 years. Do you know what his specialty is . Global warming. He has been doing this for 11 years. They finally fired him. Is going to prison, if he is not already. On the way out they could not do it in the proper way. Anybody would have fired him. He would not be eligible for pensions. Even on the way out they could not do the right thing. Im imagining what this guys life mustve been like. Is boss calls him, jonathan, we have not seen you. Are you coming in . I imagine him at his house. I imagine he has a swimming pool. He makes 150,000 a year. 100,000 people make under that a year. I imagine he is drinking a beer, he is in his lounge. The boss calls him. Here is his response. No, im in istanbul on a secret assignment. [laughter] they get to the point where they are going to fire him. Do you know what they do . He says he will resign. Gina mccarthy says considering the regulations youve written that will be fine. We will let you resign. Seven months later they discovered he is still working there. Nobody noticed for seven months that they paid him. Hes like i changed my mind. They finally put him in jail. He owes you about 1 million that he stole over time. Good luck getting it back. The president says he is not sure where we would cut. They have cut to the bone. They dont know where they would cut. Ive sent the president a couple of letters giving him suggestions. I have not got any answers. I suggested a few things. For example, remember when we were talking about ebola russian mark ebola . The republicans did not spend enough that the nih. It turns out, the budget had been going up for years and years. Do you know how much they spent on ebola . One 40th of the budget. We did discover they spent 1 million trying to determine whether male fruit flies like younger female fruit flies. I think we could have pulled the hold the audience and saved 1 million. I like beef jerky as much as anyone else but why is the government developing beef 4. 2 million we spent money on origami condoms. Im in the leave you alone coalition. I dont buy whether you buy condoms. Does the government have to by origami condoms . We developed a menu for mars. If you have a 26yearold kid in your basement, it is a great job. 5,000. Develop a menu for mars. It looks just like the moon. It looks like a planet. They went to hawaii. A bunch of college kids. They were there for two weeks. What did they come up with . Pizza. [laughter] when we get to mars, and we are going to have pizza, do you know how it will be made . We spent 125,000 developing a 3d printer for pizza. I guess he will cart it there to make your pizza. Everything in washington is broken. Nothing works here. We cant run the post office. We are not to be trusted with money. Congress is not good with money. We shouldnt he trusted with almost any responsibility. Most of government should be shut down and sent back to the states. [applause] people ask me, what is the worst thing the president has done . That could take me a while. We dont have all night. What is the worst thing . Obamacare, dodd frank, this regulation or that regulation . No, it is the usurpation of power. It is the collapse of the separation of powers. It is the ending of the equilibrium. The equilibrium between congress and the presidency has been shifting, lifting the wrong direction for a long time. It is the collapse of the checks and balances. Montesquieu wrote that when the executive begins to legislate, then a form of tyranny will ensue. There is a great danger. I tell people, it isnt just about how bad this president is. It is how bad the next one might be. Never forget, the only thing good that came out of the kilo decision, or you can take peoples property. You can take it for private use. The worst decision in Supreme Court history. There are a lot of bad ones. I go to the mayor of my town. It spawned these votes. In my town we are not going to do that. My mayors answer was but im a good person. I would never take anyones land. Government is not about whether we are good or bad. Madison said if government were comprised of angels we would not need these rules. Frankly open your newspaper. Turn on your television. It is not comprised of angels, never has and never will be. We have to have rules. The constitution is about restraining government. [applause] when i think of the scandals of this president , which is the worst . I think of old mcdonalds farm. Everywhere scandal. When i think of the scandals when i think hurts me to worse and angers me the most, it has to be benghazi. At this point, is it ok, you took the gloves off. Can i Say Something about the clintons . I wasnt sure if this was a moderate crowd. Things have turned around for them. I know its not much but 200,000 an hour, someone has to be able to live on that. I did worry about them for a while. They seem to have bounced back. They know the right people. With benghazi, there is an important lesson. They said republicans didnt provide enough money. Not true. If you look at the sequence of benghazi from the beginning of that year, it was one thing after another. First there were six special forces guys that were dismissed. Brought home. Why . We didnt want to offend the libyans. We didnt want them to see guns. We wanted to make sure we knew that we trusted them. We have to be very careful about our presence there. The soldiers were told not to wear their boots, military boots. To keep their weapons hidden. Not to show weapons. This one on for months and months. This went on for months and months. One team was sent home. Another was sent home. We get to march of that year. The did a lot of commission saying, we feel vulnerable. We are not sure about sending these people away. Were not sure about relinquishing security. In march and april of that year they asked for a d. C. Three to ferry them around in case they needed to get from one place to the other. After they rejected the plane, the ambassador indiana requested and got 100,000 for an electrical charge in station for a chevy volt. He wants to show off how green we are. You dont have to half of the meetings are about how Global Warming is the biggest threat to our existence. It is an existential threat. Nobody talks too much about terrorism. They are worried about Global Warming. We get these charging stations. We cannot give them a d. C. 3. We have an electrical charging station for the ambassador of the and a who is ambassador of vienna. Not enough money for security, they say. We spent 5 million in the state department, Hillary Clinton. 5 million, but we did not have enough money for security and in benghazi. Benghazi. Hillary Clinton State Department spent 650,000 on ads to get more facebook friends for the state department facebook. All along, letting people go. Security after security. We get to august. There is a 16 person security detail led by colonel wood. He said we ought to stay. The ambassador thinks we ought to stay. The cables become more frantic. The cables are sent home saying we think that we are at risk for an allout assault. 9 11 comes. The attack said nothing to do with the anniversary. The Ambassador Says he sends more cables home. The attack happens. The terrible tragedy happens. The killing of the ambassador happens. We have Hillary Clinton and i asked her, did you read the cables . She brushed me off as a, im too important to have read those cables. I was like, how many countries were more dangerous than libya . Maybe you didnt read the cable asking for more glassware in bulgaria. This is a cable saying we have a life and death problem here. You didnt read the cables. I looked at her, and said to her, by your actions, by your dereliction of duty, by not providing security for American Mission in benghazi, you have absolutely precluded yourself from ever being considered for higher office. [applause] to get bigger, bolder, to win elections, we have to reach it out. We have a bigger party. The party has to look like america. With tattoos, without long hair, with earrings, you name it. With hearings, you name it. We have to look like america. Black, white, rich, poor. Lincoln wrote, he said i find mercy to bear richer fruit than strict justice. I like the quote. When i think of a quote, i think of how do you find justice . Many believe in redemption, in second chances. Many believe justice is a balancing act between punishment and rehabilitation. Many believe violent criminals sometimes do have to be separated and should be separated for a long time, or maybe forever. Many of us believe that if you have been convicted of a nonviolent crime, maybe you deserve a second chance. I think there is room in the concept of justice for discernment. We have had a lot of bad stories out there, a lot of unrest. There is an undercurrent of unease. Something is going on in our country. We often need to remember that every day there are stories going on that are more heartwarming, and dont get reported. The medias all about bad stuff, not good stuff. For christmas this year, Helen Johnson has two daughters, for four kids at home. She is the one in charge. The kids have not eaten for two days. I dont know their circumstances. She has not a for two days. She goes to the Grocery Store with a dollar 25 1. 25. She decides she is going to steal the eggs. She puts in her pocket. It wasnt to be her day. The eggs brok in her pocket. She is then caught by the police. When you talk about justice, and discernment, the story of william stacy, the local Police Officer who came in, it is an amazing story and should teach us about who we are and how we want to present our message of conservativism. He did not put her in handcuffs. He scolded her. He told her you cannot steal. He bought the eggs for her. Im not saying we dont that we dont have punishment for crime. Im not saying that it all. Im saying that there are times when we say you know what, putting people in jail for selling marijuana may not be the best thing. People may deserve a second chance. I went to ferguson. Not to make a comment about the shooting. Everybody knows it was a messy affair with no real clear cut conclusions that people want to make on this. When i got there, i found an undercurrent of unease. Martin luther king talked about there being two americas. An america where people felt they were treated justly, and where they did not like they were. You are not part of that. Imagine what it is like to be poor and to get a 100 fine, to have interest out of that, it to be getting people in jail for that. The of figure out what justices. Civil forfeiture has put justice on its head. [applause] a month ago in philadelphia, a teenage boy sold 40 of illegal drugs. The government took the house barricaded the house. And evicted the family. These are poor, black, brown families that are disadvantage and dont see justice. In ferguson there were 31,000 arrest warrants for 21,000 people. Mostly just petty stuff. Peoples lives can spin out of control because of this. I think if we show compassion and understand that the Big Government cant run the post office. Big government screws everything up, the government screwed up the justice system. We are going to show compassion for those who have been left behind and incarcerated unfairly. I think youre going to find that our message will resonate and is going to resonate beyond the bounds of where it is. When we show that when the other side has tried to do for poverty for 40 years has not worked. When we show that we have the ability, the compassion, the land to make things better, when we can be judged on whether we care, but on whether our policies work, i think that we have always had the intellectual arguments. I think we win the emotional argument. We become a dominant force. America grows by leaps and bounds. We have a we have all been working for. That is once again a great america. Thank you very much. [applause] next, former Texas Governor there was this other narrative going on as well where black people were constructed. As something other than human. It was part of the marketing of photographs and memorabilia and stereotypes that now would be considered declasse threat and many ways they are still haunting us in terms of the way in which we might see ourselves in terms of the way we might see others. Thank you. As some of you know, i spent several years in wisconsin as president of an institution before coming to New Hampshire and we have a word for days like today, it is called summer. [laughter] it is my great honor to introduce our speaker this morning. Carly fiorina is the first woman ceo of hewlettpackard and the first to lead a fortune 500 fortune 50 company. She was named by Fortune Magazine as one of the most powerful women in american business. In 2010, she was the nominee for the u. S. Senate from california. She has been a member of many boards, including kellogg company, World Economic foundation, and the United States china board of trade. She currently serves as the chair of the unlocking potential project, which seeks to help female conservatives. Last week, our speaker was chuck todd from nbc and i asked who he thought had the greatest potential among candidates that we dont hear about as much as the primary ones today. Before i could finish the sentence he said without a doubt, carly fiorina. We are very pleased to have carly join us this morning especially since she traveled in a snowstorm to get here. Ladies and gentlemen, please welcome carly fiorina. [applause] well, good morning. It is a great pleasure to be with you this morning at the legendary politics and eggs. Thank you for that gracious introduction. I know when speaking with many of you that you were sick of the snow but i think it is a beautiful Winter Wonderland i must say. Especially in this charming place. A colleague and i drove in from albany, new york yesterday. The, new york. We arrived here last night and decided to have dinner with another colleague in the restaurant. If you have never been to the restaurant here, it is really beautiful and charming and the food is delicious. But we walked in, it was empty last night, except there was a couple tucked into a corner. They had champagne and we were loud as we came in and i said, so, we are probably disturbing your romantic evening here. We woman looked at me and said no, this is my brother. [laughter] good morning, i am happy to be here. Whenever i receive a gracious introduction it always sounds smooth and no ones life is smooth and mine has not been either. I will start by telling you a little about myself because i think all of us in this room have benefited tremendously by living in this country and meeting people have taken a chance on us and certainly that is true with me. My mother was my sunday School Teacher and she gave to me a plaque that said, what you are is gods gift to you, what you make of yourself is your gift to god. I thought about those words growing up because i did not feel gifted, i was a goody two shoes middle child. My sister was more beautiful and talented. My brother was a great athlete. I was stuck in the middle. I went off to college, i was fortunate enough to be admitted to Stanford University but i graduated with a degree in medieval history and philosophy. So i was all dressed up with nowhere to go, completely unemployable. With apologies to the lawyers in the room, i went off to law school. My dad was a law professor and wanted me to follow in his footsteps. I really hated law school and i quit after a single semester. I needed to earn a living so i did fulltime what i did parttime to my way through school. Some of you are old enough to remember kelly girls. Remember kelly girls . I was a kelly girl, politically incorrect to say that now, but we were young women who typed and answered phones on a temporary basis for local businesses and one of my jobs was to type in the shipping department of hewlett packard. I answered an ad, accepted the first offer, and became a receptionist in a nine person real estate firm. I sat in the front of that office and answered phones and greeted clients and typed files. I had no sense of what the my future was like, i just needed to pay the rent. Six months into the job, two men that work there came to my desk and said we have been watching you and think you could do more then type and file. Do you want to know what we do . You want to learn something about business . Those men change the trajectory of my life because they saw that changed the trajectory of my life because they saw possibilities in me. Because they saw possibilities in may, i saw possibilities in myself. I have traveled all over the world and lived all over the world and i know that it is true in 2015 that it is only in this country were a young woman can start out as a Law School Dropout and secretary and become the chief executive of the Largest Technology company in the world, that is only possible in the United States of america. And it is possible because our founders knew what my mother taught me. Our founders had had what was at time it radical insight and that radical insight was that everyone has a godgiven gift, and everyone has potential. That is what they meant when they said life, liberty, and the pursuit of happiness. they further had what was considered a radical insight when they said the opportunity is given by god and should not be taken away government. By government. Everyone has gifts and potential. In fact, right before i came here, i was in india for a week. I served as chairman of an Organization Called opportunity, we are the largest Microfinance Organization in the world, we have lent 8 billion 150 at a time. 93 of our clients are women 97 in india. In addition to holding a board meeting, i and others traveled to the slums of new delhi to see clients. If you have ever been in the slums of new delhi they are pretty horrific. People are piled on top of one another, there are mounds of trash, sewage. Animals everywhere. We sat with women to whom we had given a chance, a helping hand. Most importantly of all what we have said to these women is you have godgiven gifts. You have potential. You, despite your terrible circumstances, you have the capacity to live a life of dignity and purpose and meaning. And we are going to take a chance on you. Amidst this really desperate scene were beautiful, courageous women dressed in multicolored clothing. And in their eyes was not a look of desperation. In their eyes was a look of hope and optimism and confidence and determination to build a better life for themselves and their families. Everyone does have the capacity and the desire to live a life of dignity and purpose and meaning and everyone has more potential than they realize. I tell you that story about those two men because i learned Something Else that they although i did not realize it at the time. You see, when i was a young woman, i thought that leadership was about the people that had the big offices, the big titles, the big perks, the big parking place. If you had a big office, you must be a leader. As i grew older and wiser, i came to realize there are a lot of people with big offices who do not lead. I came to realize that management and leadership are different things. Management is the production of acceptable results within existing constraints and conditions. Managers accept the constraints and the conditions in which they operate and do the best they can within those constraints and conditions. It is important but it is not leadership. What i learned from those men many, many years ago is the highest calling of leadership, is to unlock potential in others, because everyone has it. The highest calling of leadership is to bring out potential in others by changing the order of things, not by accepting constraints and conditions that exist simply because they have been there but by seeing something different, something better. Having a vision that says that these women can live a life of dignity and meaning or this young girl can do more than type and file or our country can be once again a place where every american can live a life of dignity and purpose and meaning. Leaders, you see, change the order of things. They unlock potential in others. They see possibilities and they focus others potential on seizing those possibilities. I have traveled all across the country in the past 10 years and i have talked to a lot of people about a lot of subjects and one of the things that i sense in this nation is disquiet. Disquiet. People are afraid we are losing something. And people think we are missing something. I think what people think we are losing is what a man told me at a rotary club in New Hampshire last summer. I gave a speech at seacoast and a man came up to me and said you know, i do not think we think of ourselves as a country as unlimited potential anymore. I think that is right. I think that is what americans fear we are losing, the sense of limitless possibility. That if it were worth doing, we would do it. That anything we could dream about, we could accomplish. That our childrens futures would be better than our own. That sense of limitless possibility is as core to we are as life, liberty, and the pursuit of happiness. People fear we are losing that and you can see it in poll after poll. For the first time, people think their childrens future will be more constrained than their own. People know we are missing something. I think what people know we are is leadership. The leadership that understands the highest calling is to unlock potential in others, that understands that the mission is to see and seize possibilities so that the nation can be a place of Limitless Possibilities for everyone. And that is why i am giving very serious consideration for running for the presidency of the United States because i think that our nation is at a critical, pivotal point. And i think sometimes that the managers within the existing political system, it is not that they are not good people, it is not that the bureaucrats within the federal Government Agencies are not good people, but sometimes people have been within a system for so long they cannot see it for what it is anymore. And they spend all of their time constrained by what has already has always been in place and cannot see the possibilities anymore for changing the order of things. I am absolutely convinced that all of our wounds are selfinflicted, but all of our that all of our problems represent opportunities as well and we have marvelous opportunities in this, the 21st century were more things are possible that at any time in human history. So i think we need leadership now that focuses us on three fundamental things. First, this must be an economy that allows everyone to find and use their godgiven gift. What does that mean, what does that really mean . It means first that every child actually must have a great education. And every worker, every worker who was laid off has an opportunity to be retrained so they are qualified for the 21st century jobs. I remember when the Teachers Union struck in chicago over the issue of pay for performance. The head of the Teachers Union took to the microphones and she said this. We cannot be held accountable for the performance of children in our classroom does too many of them are poor and come from broken families. What was she saying . She is saying that if you are poor and come from broken families you do not have potential, you do not have godgiven gifts. Every child wants to learn, it is a natural instinct of children. And every child has godgiven gifts. And may i say i think this is the fundamental difference between conservatives and liberals. I am a conservative because i know our values and principles and policies work better to unlock potential in people, i know they work better to lift people up, and i know that every one of us is equal to everyone every other one of us. No one is better and we all need a helping hand. When i battled cancer i needed a helping hand, when we lost our younger daughter my family needed a helping hand. We all face circumstances where we need a helping hand. But i also know that everyone has the capacity to live a life of dignity and purpose and meaning and i do not believe that some liberals believe this. I think they think that some are smarter than others, some are better than others, so some will take care of others. They do not say it that way but actions speak louder than words to me. We are not only denying too many children the opportunity to be educated, which is their opportunity to live a life of success, but we also are trapping people in a web of dependency that it is agonizing to get out of. His you are a single mother you if you are a single mom and you have you do not want to be dependent, the choices you have to makeare agonizing. I met a woman in albany that runs a beauty salon. So many of her young women say set goals for these young women, where do you want to be in two years or three years or quieter years, and so many of them come to me and say i cannot work as many hours because i will lose my chance to get programs that keep her dependent. What an awful choice we are asking them to make. We have to make sure everyone has an opportunity at a great education, we have to make sure we break this web of dependence, and finally we have to make sure that people have jobs. If you ask for people what they if you ask poor people what they need, they will tell you they need three things. A helping hand, a job, and transformation in my life. Because dignity comes from work. When we insist on a work requirement from welfare, it is not because we are trying to save money, it is because we are trying to save lives. The only way the economy will grow at the level it is capable of is if we reinvigorate main street entrepreneurship. Most americans get their chance the way i did, at a little firm. Nine people, three people, 12 people. Small businesses, family owned businesses create two thirds of jobs in this country and employ half of the people. I was proud as the ceo of hewlettpackard that we were generating 11 patents. But Small Businesses innovated at seven times the rate. Small business is the growth and innovation engine of our economy. And what is happening today . For the first time in u. S. History, we are destroying more businesses than we are creating. 70 of Small Business owners say that government is hostile to them. And i am not talking about when i talk about main street entrepreneurship i am not talking about steve jobs or bill and dave or mark zuckerberg, or bill gates those are great , entrepreneurs but they are not who i am talking about. I am talking about the corner coffee shop, the lawn service company, the hair salon. These are the people that drive the economy and these people are struggling. It is interesting because companies are doing fine, the stock market is doing fine. Elizabeth warren is right, you know. Crony capitalism is alive and well. But Elizabeth Warren is dead wrong as to why. Only big business can deal with Big Government, to hire only big business has the resources to hire lawyers and accountants and lobbyists. The bigger government gets businesses have to get bigger in order to survive. As you doubt that, look at what has happened as a result of dodd frank. The results are, 10 banks to big to fail have become five banks too big to fail and now the Community Banking system, the Community Banking system that gives Small Businesses their loans, the Community Banking system that has been the backbone of main street america, the Community Banking system is struggling and the little guys are not getting credit. Because the little guys cannot deal with all the complexity that is in place. You know the results of obamacare or not, whether you like you are not the facts are these. It is more words than a harry potter novel. It is accompanied by 30,000 plus words of regulation, nobody can possibly understand it. The industry is consolidating to deal with it. You have one hospital in network at New Hampshire, hospitals are consolidating and we do not have a Competitive Health insurance marketplace, we never have had a Competitive Health insurance marketplace and we do not now. Which is why the second thing that must have been in this nation in order that people use their godgiven gifts and fulfill potential and and for this nation to once again be a place of limitless possibility, the second thing that must happen is we must fundamentally reform government. We cannot tinker around the edges anymore. Our government has become so large, so inefficient, so corrupt, so powerful, so costly, that it is literally crushing the potential of this nation. And by the way, it has been getting bigger and bigger and bigger for 40 years. Imagine a business that got more money every year regardless of performance, where there were no metrics for success, where investors had no idea how their money was being spent. Imagine a business whose customers have no choices and for which there is no competition. That is the federal government today. Fundamental reform is necessary and it takes imagination and vision so let me tell you a little story. In 2007, less than 10 years ago, the iphone was introduced. Hard to believe, our life has changed so fundamentally in less than a decade. But that set of Technological Innovations permits any person anywhere to get information any time. Here is the story. When i was in the slums of new delhi meeting with the women, i asked every one of them, do you own a cell phone . Every one of them proudly held up their cell phone and said this is not my husbands, it is mine. Why did i ask them . Because i can deliver a line of credit to a desperately poor woman over a cell phone but if you are a veteran and you return from the fields of battle, you have to spend months filling out paperwork, many more months having a bureaucrat somewhere in the va review your paperwork so that they can make sure that you deserve the benefits that you are already earned. And when you are done with all of that, you have to wait many more months to get an appointment at a va hospital to be seen. This is shameful and has been going on for decades. Do you know that there is a Regional Headquarters in winstonsalem where the foundations had to be reinforced because the weight of the paperwork on the bureaucrats desk is damaging the building . And what happened when the scandal burst onto the front pages . A Bipartisan Group of congressmen and senators took to the floor and declared victory because they passed a bill that said that the top 400 Senior Executives at the Veterans Administration could be fired if they did not perform. It is not that that is not important, it is that it should have happened a long time ago and it is not enough to fundamentally reform a system. We cannot unlock the potential of every american in this nation until we get the leviathan the federal government off the backs of this economy. And i believe it takes leadership, and citizenship, in order that that would happen. And finally, we must restore American Leadership in the world. The world is a more dangerous and a more tragic place when america is not leading. I have had the great privilege of traveling the world and i know most of the World Leaders on the world stage today. And i know that in every problem, there is an opportunity. I have met Vladimir Putin and it is very clear when you spend any time with him at all that his ambition cannot be stopped by a gimmicky red reset button. This is an opportunity for the nation to lead, to rebuild the nato alliance, to convince European Partners they must invest more heavily in their own defense. And there is an opportunity to rebuild the Eastern European defenses which the president foolishly and unilaterally withdrew. I know Benjamin Netanyahu and i know that he is coming not to poke a stick in the president s i, not that he has any desire to violate protocol, he needs us to hear how dangerous iran is. I remember being in israel and meeting with the head of military intelligence and all of them wanted to speak about . Iran. And it is five years later. And of course we see isis and the terrorist groups around the world trying to compete with them, we see the cycle of brutality escalating. I was at the National Prayer breakfast the other day, sitting next to King Abdullahs representative. President obama is comparing prices to the crusades and betraying a lack of moral clarity. King abdullah goes on, promptly executes home, promptly execute to convicted terrorists, and begins bombing because he knows that forceful leadership is necessary in the face of such brutality. [applause] Hillary Clinton once asked what difference does it make . It makes a huge difference when our embassy is purposefully attacked by terrorists on the anniversary of 9 11 and four brave murray americans including our ambassador are murdered, it matters. It matters as well and it sends , a signal when the only response we give is to arrest one person one year later and have them in jail in manhattan. A signal goes around the world. But in the brutality of isis is an opportunity and the opportunity is to build a different kind of alliance in the middle east. King abdullah said, we are in this to win it but everyone must be in it. And he was not just talking to arab brethren, he was talking to the United States of america. There is an opportunity because we face a common enemy to bring together israel and jordan and uae and the iraqis and the egyptians and maybe the turks in a different kind of alliance to defeat this evil but it will not happen without American Leadership. We face lots of challenges. We face lots of problems. But the truth is, in every problem lies in opportunity. Every wound we have is selfinflicted. We can fix all of this, we can restore American Leadership and grow the economy, we can give everyone the opportunity to find their godgiven gifts and live a life of dignity and purpose and meaning. But it will require leadership that understands its highest calling is to unlock potential in others and to change the order of things. And it will require citizenship, citizenship on behalf of every american, on the part of every american to stand up and say this should be the greatest century in the history of our great nation. And we must fulfill the promise of this nation because we are a force for good in the world and we are the greatest nation on the face of the earth and in all human history. Who has a question . Yes . My name is rob warner. How would you change the order of things and declare American Leadership globally with the challenge of Climate Change. So i think we need to look at the entire science. There is a lot of consensus among scientists that Climate Change is real, that human activity contributes to it. There is also absolute consensus among those same scientists that a single nation or a single state acting alone can make no difference at all. And so what i resent, frankly, is when people use half the science to destroy lives and livelihoods in coal mining communities because it will not make any difference at all. When people use half the science to destroy lives and livelihoods in the Central Valley of california, an area, the richest Agricultural Land in the world that has been decimated and destroyed in a manmade drought because of Climate Change. And i believe the answer to this problem is to understand the science. We can shut down everything in this country and it will make no difference because the scientists are clear. In order to really combat this we need an effort that is global in scope over many decades costing trillions of dollars. And so i believe, as with many problems, the answer to this problem is not regulation, it is innovation. And frankly speaking, the epa is shutting down every ounce of innovation in this area and i do not think we are paying attention to all of the science. I think too many politicians are paying attention only to the part of the science that confirms their ideology. Lets understand the science and lets innovate. Good morning, morgan. I was interested in your story about being a medieval history major. I bet you are. [laughter] largely because the people from the institute of art would tell you that the liberal arts have been the backbone of the Higher Education community and yet today we are telling students they have to go into stem, they have to go into science and they should not study what they love. I wonder if you can talk about the opportunity for education and opportunities for students. With pleasure, because as i say to young people all the time, do not worry about getting the perfect job, just get a job. Every job you get you will learn something about yourself, you will learn skills. Let me tell you why i was a medieval history and philosophy major, because i had a great teacher. You have a great teacher that inspires you to learn about. Something. But the most valuable course i took in college was a graduate course in medieval philosophy. Why . Because every week, we had to read a work of medieval philosophy. Aquinas, maimonides. These were not brief guys. [laughter] these were big, weighty tomes. Every week we had to read one of those volumes and turn in a twopage paper that summarized it. And so the process i went through is i would first write 20 pages and i would get it down to 10 and then to five and finally to two pages. What did i learn in that process . I learned how to think, i learned how to separate the really significant from the less meaningful. I learned how to make judgments. What do you learn in philosophy, among other things in life . You learn about ethics. You see, as different as this 21st century is, and technology and globalization make it very different than any other century, but as different as the century is, there are some things that remain the same. Judgment matters. Ethics count. Character is everything. To separate all the stuff, this is superficial. This is really important. Those are skills that last a lifetime. I think it is a tragedy when we are even contemplating saying, we will judge fouryear colleges on the basis of starting salaries of students. That is not the way to go. When student debt is at an alltime high, that the federal government thinks the answer is to nationalize the student debt program. What happens when you get rid of competition, it happens every time. Service goes down. I come from the most hyper Competitive Industry in the world, technology, and year after year after year produces greater value and lower prices. There are a lot of things we have to get right. Like any organization, Higher Education has to look in the mirror and say what else can we be doing to be efficient, and effective . We have time for one more in the back. What is your attitude about the immigration battles that are going on right now . It is important that we remember that immigration has been the life led of this nation. It is important to remember that as many have said, this is a nation of loss laws. We have to secure the border. This is important for three reasons. One, because if we dont secure the border, the problem that we currently have just keeps getting worse. Secondly, we have to secure the border because do we doubt for a moment that our enemies have not figured out what our borders are for . Do we not think that isis or the various other terrorist organizations are trying to exploit the border . Of course they are. And third, we have to secure the border because we can do so. It is the most fundamental responsibility of government is to secure borders and protect the homeland. When government doesnt do its most basic thing, what happens . People begin to lose trust in government. That is corrosive. So we have to secure the border. We have to fix our legal illegal immigration system. This has been broken for decades. It is an example of tinkering around the edges. We have been tinkering with the system for decades. We have 16 different visa programs we send home the wrong people we let in the wrong people. Many of us of these people have overstayed visas. We have to fix this. And we have to decide with the people who are here illegally. There should, point in time when they can gain legal status and work. But i think there have to be consequences for breaking the law. For me those who have come here illegally will not have the opportunity to become citizens. They may have legal status but they have foregone the right for legal statuses because there are consequences for breaking the law. In the and end temporary measures such as our president took right before christmas is an example of a problem where both leadership and citizenship is required. This has been festering for a long time. We are playing political football with it and tinker and be edges of this problem for a very long time. Thank you. Think you, ladies and gentlemen. Thank you. In a statement he said he broke no law, and he apologized to the people who helped him get reelected in november and serve supported him for three decades. He has maintained that he had his fiancee worked hard to avoid conflicts 20 her public and private roles. Heres a portion of the audio statement that was released. I am announcing today that i will resign as governor and the state of oregon. It is not easy to walk away from a job that i have undertaken. I apologize to all those people who gave their faith, time and and who have supported me over the last three decades. I promise you i will continue to pursue our shared goals and common cause. I must also say that it is troubling to me to realize we have come to a place in the history of this great state of ours, where a person can be charged, tried convicted by the media with no due process. Even more troubling, on a personal level someone who has given 35 years of Public Service to our gun is that so many of our former allies in common cause have accepted this set face value. It is hard to copper hand. Hard to comprehend. I know that it seriously undermines engagement in the state and the quality of the public discourse. I understand that i have become a liability to the institutions and policies. As a former presiding officer i understand the reasons for which i have been asked to resign. I wish the president and our colleagues on both sides of the aisle, i hope they are committed to bipartisanship and cooperation that has marked the last four years in oregon. In 1968, i was inspired to commit my life to Public Service. 41 years ago, i started work as an emergency room doctor with the goal to make life better for those who might care. I have sucked to keep that focus by trying to make things better for the people i have tried to keep the focus by trying to make things better. Over those years i have had the honor to be privy to achievements. We rebuilt and or got economy and added jobs and vitality to our state. Unlike many other parts of the nation we did it together with cooperation and respect for oregon and respect for each other. We defended oregonss attack you are National Heritage with clean water, clean and. We created the oregon plan for watersheds. We have also found ways to support our Work Communities and to meet jobs for our Natural Resource industries while enhancing our environment. We stood up for the principle that every oregonian deserves respect, including the right to choose and marry the person you love, and i am proud that oregon has not invoked the death energy during my last four years. We stood by working men and women, supporting collective bargaining and the right to form unions. We transformed the health care system, including access to quality. 95 of oregonians go well go to bed knowing they had insurance coverage. We reformed our public pension system, provided tax relief for Small Business and raise new revenue for health and public education. We have passionately pursue the equity and opportunity especially for those oregonians who have left behind. We have laid the groundwork for eliminating the achievement gap and ensuring that over 90 of our children will be reading it level in five years. We will resolve the century old crisis. How we have accomplices is perhaps more important. We had a tradition of going of overcoming bipartisanship. Over the past four years we have free built the functional lyrical center, reaching across party lines, by reducing polarization. To help right the ship and chart a better course for the future. The question has been raised about my administration, allegations against me concerning the work done by my fiancee, and the contract she obtained during my last term and the escalating media frenzy that stemmed from this has reached a point of no return. I have not broken any laws, or taken any actions that were dishonest or dishonorable in intent or outcome. That is why i as both the Ethics Commission and the attorney general to take a full and comprehensive look at my actions are at i will continue i will cooperate with any efforts. Oregonians will see that i have never put anything for my love for oregon, it is also clear that this process will take months. I have had the deepest respect or the remarkable institution and for the office of governor. I cannot continue to be the element. I have always tried to do the right thing, and now the right thing to do is to step aside. I hope people know about me, i love the state and its people, its rivers, mountains and landscape with every fiber of my being. It is because of that that i tender my resignation of governor effective, kate brown will take the oath of governor at that time. I wish her well. Thank you for allowing me to serve you and our stay.
