Weve got to tell everybody what we are doing and why this election is so critically important. That is where all of you come in. You know, we need to come together around all of the issues that are important to everybody, and i said in the beginning, whatever issue you care about is going to be on the ballot. I care a lot about making sure that women and girls are treated with dignity and respect. [cheers] that they deserve in our country. Secretary clinton i care a lot about making sure that we save Social Security and we ensure that everybody has the benefits that they need in order to be able to live a decent life in retirement. [applause] secretary clinton and boy, do i care a lot about our constitution. Maybe it is because on your behalf i went to 112 countries as your secretary of state. [cheers] i met a lot of people who envy us because we have been so steady and so committed to our constitutional system and our values. What i hope is that you care as deeply as our founders did, as our parents and grandparents did, because maybe they came from somewhere else where they werent treated right. Maybe they saw firsthand what it meant to be deprived of the rule of law. You know, every time donald trump says he wants to jail his opponent, meaning me, i think to myself, you know, we dont do that in america. We actually have laws and courts and an independent judiciary. [cheers] or, you know, when he blows up at a journalist or criticizes the press and goes on and on and on. You know, i get criticized by the press. [laughter] i know that is part of our democratic system. We believe in a free press. And boy, if you go to countries where there isnt one, you will understand why that is so important. [cheers] and when he says there should be a religious test a religious test for people at our borders, a country founded on religious freedom, you have to ask yourself who is going to conduct the test . Are we going to get a quiz . What if the Border Security official does not believe you . Who gets to decide whether you come in or out based on your religion . [applause] you remember he pulled out a constitution at our convention. And he reveres our constitution. And for good reason. Because he, too, came from a place where the was no rule of law to speak of. I know if we bring our talent, our energy, and our ambition to the work of building our country, we are going to see the best days of america ahead of us. North carolina has only been voting for a few days so i think you will need to let the data command. We need to assume there is a mountain of work left to be done. We have got to stay focused. What is important to us is we do want anyone to wake up after election day, this historic event has happened and they do not have a chance to participate. Im joined by a panel of journalists, dan smith of the sacramento bee, reporter bob tayeb from zainub the student paper the talen. The audience has been asked to refrain from the applause. Welcome to the folks watching on the online livestream or listening via radio. Best use the jones iera, and scott committe Sacramento County sheriff in 2010. They willave agreed have one minute to respond to questions from the panel followed by two 32nd followup replies. They will be the opportunity for candidate to candidate questions in a moment, but first we turn to our panel. Only the panelists and myself have seen the questions. By coin toss, the first question goes to sheriff jones. Dan smith has the honors. Mr. Smith sheriff jones, a lawsuit four women filing is the sheriffs department, including a deposition from a female deputy, unless the series of intimate encounters with you between 2003 and 2005. You have denied her claims, but a judge has not wait o weighed in on the allegations. Is she lying . Mr. Jones yes, she is lying. Im glad you asked that question. They did for being here, is a pleasure for me to be here tonight. First let me start by telling you and directly to the people of the seventh district, the allegations are untrue. Unequivocally false and i denied them every chance i have. They first came to light in any form about a year ago. The conduct allegedly occurred about 13 years ago. Doid the only thing i could and it was an unrelated lawsuit where these were brought out. Denied i denied the allegations in the strongest terms possible. I again denied it in the strong as terms possible and i will deny them ever since. In every election ive ever had, including this one, i opened up my personal records even though the law protects the confidentiality of peace officer records. I have not had any internal complaints of any kind for any reason in my entire 28 year career. Congressman barra . Bera i rented this testimony. Oath saidarold under you sexually harassed her over 30 times. That you made her life miserable. That she was afraid of retaliation. It was pretty shocking. We dont have to guess what happened. This came out at a lawsuit. Jury did not believe you, they did not believe your leadership and they ruled against you. Now we are on the hook for over 10 million. This is pretty shocking that was going on. No woman should ever have to face this type of harassment. It is just unacceptable. Sheriff, you have an opportunity for 32nd rebuttal. Mr. Jones i suspect we will explore that, but the allegations i dont know what her word under oath is any more valuable to me denying them under oath. Hearing me denying them, but you dont heres anyone coming out and supporting them including the alleged victim. They came out under oath in a motion from the plaintiffs attorney who can come to the depositions and take whatever is most beneficial for the motion. The true measure of what is said by both her and i are going to be found in the depositions which are still under seal. Congressman. Mr. Bera even under your testimony under oath you admit that you asked for her to be moved under your supervision. We know from what cannot in this court case that several years later you reached out to reestablish a relationship and she ran away. You sent her an email. And that emails she responded saying she did not want have anything to you if you, but you ticket manager at a vulnerable time in her life. It is pretty shocking. I dont believe you. Moving on to the next question and that goes to bob moffet. Friendset congressman, and family are reimbursed by your father, more than a quarter million dollars. You said you did not know what he and your friends are doing that time. He was sentenced to prison time. Heidi respect able to believe you are unaware of this . And why didnt you attend his sent sink . His sentencing . Host the u. S. Mr. Bera the u. S. Attorney was clear. They said i was not the target of this investigation. They were consistent that i deny nor my campaign had any idea what was going on and thats why they closed the case. My father made a mistake and he should not have done this. Hes not a criminal but he broke the law. This tragic mistake is he is facing consequences of it. When i first learned about this i was shocked. Thats what we cooperated with the u. S. Attorney and the u. S. Attorney was pretty clear about that. My dad is reset and said something to the campaign or said we wouldve said you cannot do this. This will be a tough year for ginny jenine and i. My dad made a mistake and that is a consequence of that mistake. Sheriff, you have an opportunity for one minute. Mr. Jones i take no pleasure in talking about this. Ive been very reticent to comment publicly. Folks in the campaign and supporters tommy i have to pounce on this issue and i decline to do so. I have opined into areas. One, when i was asked if his father to go to prison i said no, i dont think he should. Especially in light of who we are letting out of prison in california. And whether i think congressman barra about this. I do think you knew about this but that is my opinion. From my Law Enforcement lens to believe he did know about it yet to believe one of two things. Number one, either the 90 friends and family of congressman bera belonged what was going on in gays in a conspiracy for four years to keep that information from congressman bera, or alternatively he had no conversations with any of those 90 family and friends. As for me, that is why i base my opinion on it. Going back to the question which was how do you respect folks to believe that you did not know about this . Mr. Bera i was shocked when the investigators approached us. We fully cooperated. The u. S. Attorneys office has been Crystal Clear that we fully cooperated. We give them whatever axis to whatever information we had. Its clear that neither i nor my campaign had any idea what was going on and thats why they closed the investigation. My dad made a mistake. This was a grave mistake and hes facing the consequences. This will be a tough year for our family. They are in their 80s. It will not be easy. An opportunity for 32nd rebuttal. Mr. Jones i agree disagree that they did not know. I believe they cannot by the evidence that of the congressman new about it. Secondly, this is unusual because usually the person who commits a crime receives the benefit of a crime. Here the person who committed the crime is going to prison at human person to receive a benefit was congressman bera i getting elected to two terms. Proposition 64. Sheriff jones, according to a recent field poll 50 of voters support prop 54. Federal law states that both medicinal and Recreational Use of marijuana is still illegal. Ifyou support prop 64, and it does pass, we fight to protect the rights of californians against federal prosecution . Mr. Jones i absolutely do not support proposition 64. I think it will be a horrible thing, not just for this generation but for future generations. Thats the potency of marijuana is nothing like the marijuana of 20 and 30 years ago for which people i seem ambivalent. California is the tip of the crazy spirit comes the legislation, but we have other examples. We can look to colorado, washington, and with the horrific results. The initiative was modeled after the california model. If you look at the increase incidents of emergency room visits by young people, the increased incidence of driving onto the influence of marijuana, all you have to do is see what happened in colorado to predict whats going to happen here. Because of the population on a much grander scale. One of the immediate problems is that no dosage. I does is to meet 1 8 of a cookie but it takes an hour for the marijuana to take effect. If children are eating the entire cookie before they ever feel the effects and the overdose. Cumbersome . Congressman . Mr. Bera on the issue of medical marijuana, as a doctor i supported their for endoflife. Folks of chronic disease. With regards to legalization, i did have Public Health concerns and turns of addiction, etc. Part of your question was if the voters pass prop 64 when i be in support . Yes. It is up to the voters to decide if we should honor with the voters recommend. I do have some concerns about the addiction potential. About is thery criminalization of folks who have filled our jails because of possession of marijuana. I do think many criminal justice reform. Would you fight to protect the right of californians if it does pass if you were in office . Mr. Jones there was no one in my job for possession of marijuana. We are a nation of laws and ive spent my entire life enforcing the laws. Clearly if it were to pass i wouldnt force that law. I would not try to not enforce the law passed by voters. Congressman . Mr. Bera this is up to the voters. That is why we have ballot measures like this. In the voters have spoken. Thank you, gentlemen. Lets move on to national security. Dan . We asked some of our readers for questions and steve wanted to know why did you support the Iran Nuclear Deal and why did you vote to allow Cash Payments to iran which can be used to underwrite terrorism . Mr. Bera the Iran Nuclear Deal was a difficult negotiation. Im a member of the Foreign Affairs committee and we had a dozen or more hearings on this. We sat and talked of military leaders, diplomats. At the end of the day the goal of the deal was to reduce the Nuclear Threat in the middle east and make it much more difficult for iran to obtain Nuclear Weapons. I supported it because most of the experts suggested for the next decade, even of those opposed to the deal, it would reduce the Nuclear Threat. You have got to take that. I knew i would be getting attacked as i have been on television. But it was the right vote. We dont want to get into another war in the middle east. It was the right vote, a tough vote, but it was a vote that even with folks like or secretary of state general colin powell said was a pretty good deal. Sheriff jones . Mr. Jones if those for the stated goals, we miserably missed on both accounts. We have done nothing but put off the inevitable and allow iran to achieve Nuclear Weapons capability at the end of this deal. The best predictors of future conduct is past conduct. I dont know why we all of a sudden can treat iran with a friend, like they will make it on the promises. They were under severe sanctions. They have obviously not followed the rules of to this point. Even since the deal, look at what is happened. They have fired up missiles that say israel must die. They had done drivebys they have fired missiles at our battleships. These are things since they signed the deal. They are never going to comply with the deal. Number two, this is a horrific deal. Perhaps not for the next 10 years although i doubt that seriously, but definitely for the next generation will have to clean up the mess. The second question was about royces bill. Congressman, you call that a horrific deal. Mr. Bera as one of the members who voted for sanctions, the goal was to give in to the table. The deal was in front of us. The goal of the deal was to reduce the Nuclear Threat. Saying not the sae as the same as saying iran is acting responsibly. Thats why we have to keep the pressure on iran and keep a strong put on sanctions. Sheriff, 32nd reply . 30 second reply . Mr. Jones we paid 1. 5 billion for four hostages enough at every american at risk. This bill was designed to stop this Cash Payments done in secret like this one was. It was done in the middle of the night and this wouldve prevented that in the future and it was a bipartisan support. It passed overwhelmingly and congressman bera still voted for that bill as well i guess that bill, excusing. Propose you ose legislation about polls show the public supports this. He suggested congress to develop other strategies to stop terrorism. Why is the nofly legislation such a bad idea and what antiterrorism steps would you push . Mr. Bera its not a bad idea in theory. If theres a nofly list they should not be able to purchase fire arms. Dianne feinsteins was vested entirely, the control was invested in a clinical a they are appointee spectacular failures that are welldocumented i is a Deputy Sheriff was not allowed to check in online i had to check and verify id again the same on his book will reason i was let off that list. Ande are enough oddities incorrect results from that list , i would want to see a better list. If youre on the nofly list you should not be old to purchase a firearm, but i want to see a proper nofly list. Not one under the control of a political appointee. Mr. Bera simple legislation. If we are not going to let someone get on an airplane, we should not let them go by a firearm. Nofly, no buy. Thats why we had to sit in on the house floor. We know the overwhelming majority of the public cares about this and supports this. On a list. Ne may get there are mechanisms by which they get off the list. This ought to be about how we protect our community. How do we make sure we dont end up in the hands of the wrong folks . No list is perfect, but this is a pretty good list. We are not allowing you to get on an airplane. Why would we let you go get an assault weapon . It makes no sense. What if a terrorism steps would you push . Mr. Jones i dont think we are doing anything to fight terrorism. We have abdicated our leadership role in the global stage on every issue, including the fight against terrorism. I hope it can explore that a little further. We have to win the war against terrorism. We have to be a leader in this fight against terror and terrorism and take it seriously. Give me a better list and a better piece of legislation and i will support it. Mr. Bera tell that to the 600 special forces that are right outside mosley right now mosul helping to retake iraq and helping the iraqi forces. We have men and women out there every day. When you say you were not doing anything to fight terrorism, you are insulting those folks. We have Homeland Security and the fbi and National Intelligence community. Dont insult them. Its not going to be easy, but what we have to do is certainly work overseas. Here at home we have to do a better job fighting as well. Congressman bera, the Obama Administration accuses russia of interfering with the u. S. Election and cyber attacks. The flipside the u. S. A government would like an encryption key to see any data in my phone. What should the response you to Foreign Countries hacking our information . Should the u. S. Government have the ability to hack citizens data . Mr. Bera thats a great question. We have to take the Cyber Security threat very seriously. What russia is doing, i dont think we have to guess because our intelligence folks have said its clear that russia is doing this. Its espionage. We have to fight back with the tools we have. That is different than what we do with our citizens here. We need to have a robust debate about protecting ourselves versus the privacy. We dont want to trample on the constitution what our privacy. The worst of circumstances when there is an imminent threat should our personal privacy and the constitution be trampled. Do you have specific ideas on what the u. S. Response should be to russia . Mr. Bera you have to have a proportional response. You have to send a message back to russia that this is not ok. Particularly because it does not seem there does seem to be direct evidence that they are trying to interfere with our election. Mr. Jones the second minute shares departments original host for the task force so we are fully aware of the threats out there. Its been identified by the fbi is the number one emerging global threat, Internet Crime and hacking and things like that. We have to fight it. We had to draw lines in the sand. Then we have to be prepared to back it up, whether its with sanctions, whether it is with reciprocal sort of stopping visas. Whatever we have to do we have to stop it. I dont over the first part of the question. Regarding russia and what the response should be, and how you violence privacy balance privacy concerns. Mr. Jones i agree. It is a robust discussion. Its a balance between the emerging threats that are everincreasing and technology and Law Enforcements ability to be able to respond to those against peoples privacy. I suspect that before 9 11 everyone would object to having to take their shoes and socks off but we live in a different world now. Congress. Mr. Bera the cyber threat is very real. Talking to the leaders of our armed forces they are having a hard time hiring folks within the government who have this special talents. We recently introduced a bill called tech core to minimize the cost of college for folks getting these skills. They work for the government in these critical areas. We will help make college free. It is a bill we have introduced. We hope it passes but we have to get that talent in the government as well. Mr. Jones i just want to address the part of the president ial election. I dont care what the purpose is for, gives illegal and needs to be stopped. It has no place in partisan politics on either side. It is what it is and its a crime and should be addressed as such. Lets move on to the next question from dan smith. Sheriff, what would you do to overhaul the nations immigration policy . What we want to know is the you agree with Donald Trumps plan to build a wall on the mets can border . Mr. Jones i think most of you probably know one of my officers was killed by someone that was ever boot from this country on four prior occasions. That started me on the journey. We need to resolve immigration problems once and for all. Not just deferred action or amnesty for a piece of them, you do that to ways. Border security. You have to have absolutely secure borders. It does not mean a 2000 mile wall. Its a combination of people to enforce it. It does mean some fencing and technology. There has to be absolute consequences for entering our country illegally. Our country should know who is coming in and leaving our country. I dont think its unreasonable and every other country has that. Best of the our standard once we get a meaningful Immigration Reform. The folks that are here, i would advocate, as ive always advocated for a pathway to legal status for each and every one of if they can pass a background check. Mr. Bera the starting point would be a conference of immigrant comprehensive immigration bill. It was bipartisan in the last congress. It passed the Senate Overwhelmingly with over 80 votes, again, bipartisan. The Republican Leadership was not allowed let me tell you what was in the bill. It starts with protecting borders but it also addresses 11 Million People already here who are undocumented, the vast majority who are contributing to our society and economy, it creates a way for them to come out of the shadows. Way to getresses the the best and brightest to come get their education. I would go back to the comprehensive Immigration Reform bill. You hear senator lindsey graham, a good republican senator, saying we ought to start there in the next congress. It is one of secretary clintons priorities. Doneones whatever we have so far has not worked fairly do not have Immigration Reform. It has been for decades that we do not have Immigration Reform. Is my position, if they can pass a background check, they should begin a pathway to legal status, that is unpopular. These situations stabilized, it probably means it is a good bill. This is difficult. , andrd you talk about this not expecting how hard this is, it has got to be hard. We are making critical decisions about whether we send men and women into harms way. It has got to be hard. The voters out there have a choice and when they choose who to elect as their representative, it will be about character and the track record. Thousands of people we have helped, i am working to break the gridlock in congress, work across the aisle, this is about moving the country forward, not democrats and republicans. I think it is important to educate voters about the different types of things that come on board. Forave the things we pay and folks that put on commercials on our behalf where we do not know what the content is. When you see i am scott jones and i prove the message, there will be positive messages of talking about the issues. I will be extremely proud of the camp i run whether i win or lose. I have departed my support for donald trump. I have taken a lot of heat for the last year because i said i would vote for donald trump. I never endorsed him and i have come out against him in various issues. Americaim not alone in , no matter which candidate you choose, there will have to be a certain amount of nose holding. Polls suggest the high negatives, that we have to accept the character. Have been able to overlook character deficiencies and what has changed recently is the video capture the conversation in the bus, whether it is true or not, im not telling anyone else how to vote, but for me, he was talking about things i had no discretion. It did not take me a year and a half to understand Donald Trumps character does not make him fit to run the united states. When he was making fun of disabled people, that was not enough . Making, and after, disparaging women, that was not enough . This guy does not have the character to be present president can it it was only a few weeks ago when his poll numbers tanked that you actually came out against him. Clinton the Tax Policy Center estimated it could raise 1 trillion 95 of american taxpayers to do you support her plan and dont you think it is time middle income taxpayers got a tax break . We have to have tax policy that no not only addresses income inequality but build a path. That starts by reinvesting in ourselves and schools and making sure that those who want to go to college can afford to hear it that they are able to find jobs pay it forward. A small segment of the get themn, how do we to pay their fair share as well . That is with the country is built on. The middleclass has not had a big tax break in a while. The other thing we have talked about, republicans and what speaker ryan has, is how do you do rep tax reform .
