if congress does something, i can't run against a do nothing congress. if congress does nothing, then it's not a matter of me running against them. i think the american people will run them out of town. >> let's go to brianna keilar. the president acknowledged that americans are very frustrated right now. >> he did, but he also deflected any suggestion that they are frustrated with him, instead pointing the finger at congress and specifically house republicans. he's been going out on the road trying to chang that frustration and he was pressed a lot by reporters who sort of questioned this campaign style method that he's been taking rather than negotiating on areas of agreement with house republicans and wolf, he said that all he can do is make the best arguments and emotionalize the american people. >> election is 13, 14 months away. i would love nothing more than to not have to be out there campaigning because we were seeing constructive action here in congress. that's my goal. that's what i'm looking for. but i'm also dealing with a republican majority leader who said his number one goal was to beat me. not put americans back to work. not grow the economy. not help small businesses expand. but to defeat me. >> he meant republican minority leader, i checked with the white house. he did misspeak. he was referring to mitch mcconnell. but listening to this press conference, he wasn't exactly extending an olive branch. he said his door is open, but we haven't seen president obama in the compromising mood he was in this summer during the debt ceiling negotiations. there has been in place from the president a new strategy now for weeks, basicallically saying to the house republicans, if you're not on board with my entire plan, i consider you standing in the way. this reflects the belief of top advisers that yes, while the president does have almost all time or near an all time low for his approval ratings, congress has significantly lower ones and his advisers and president obama are banking that they could pay for their on stin ens as white house officials might put it, at the polls, and they're looking to poll numbers are very popular, wolf. >> as far as the so call millionaires surtax that harry reid and other senators are supporting, president sort of endorsed it, but i didn't hear a really full throated endorsement, did you? >> no, that's right. he said he's fine with it. he said he's comfortable with it. it's not the strongest of language no doubt. i've talk ed with democrats, white house officials. they insist it is an endorsement of this millionaire's surtax, but remember the initial proposal from president obama was to increase taxes on american individuals making $200,000 or more per year. coupling making $250,000 or more per year. the jump from that to a million dollars in earnings, pretty significant and what you're hearing from republicans on the hill is their jumping on this, saying when it comes to future discussions of tax increases, this moves the mark for that and they are sort of i guess sort of jumping on that and making a promise of capitalizing on that. >> thanks, brianna keilar at the white house. john boehner agrees is economy is in a dangerous situation, but he's not impressed by president obama's recent get tough approach. >> nothing has disappointed me more than what's happened over the last five weeks. to watch the president of the united states give up on gove governing, on leading and spend full time campaigning. we're on the hill legislating. we've moved dozens of bills over to the united states senate that are just sitting there that would help create jobs in america. no leadership from the president. >> boehner says this has been a year full of disappointments and suggests there's blame on both sides, but accuses the president of throwing in the towel. the occupy wall street movement has taken its protests to more than a dozen cities including the capitol. here in washington, they've rallied today near government buildings, not that far from the white house. jim acosta is keepinging track of the protesters. some suggesting a new version of the tea party cht what's part of this anger? >> this new political movement has a message for the tea party. hold on to your tri corner hats. now, it's the american left that is mad as hell. america, meet the recession raging left. enough to cause for revolution echoes from wall street to washington and coast to coast sound familiar, that's because they are. hold up a mirror and it all starts to look a lot like the tea party rallies that started more than two years ago. tea partiers were mad about the national l debt and government was the problem. >> shut her down. >> and you're saying shut the government down. >> i don't want to shut the government down. i'm making a point. >> tell me your name. >> i am crazy kay from kansas. >> protesters are fired up about the economy, but see government as the solution. is it time to get crazy? >> it's time to get crazy, sweetie. as a matter of fact, our nation is getting to crazy in a way that's unhealthy for the ordinary american people. >> both sides are angry, but their remedies are different. eric rejects the notion that this is woodstock on wall street or washington. >> i am a middle-aged guy with two kids and a member of my pta. there's something wrong in this country. >> yes, some occupy wall street protests have turned violent. >> it is a classic mob uprising. utterly incoherent. they're always left wing. >> kill the bill! >> the tea party rallies also got out of hand. >> ballots don't work, bullets will. >> grandma isn't shovel ready. >> and just as politicses latched on to the tea party, liberal operatives are seizing an opportunity of their own. one prominent new alley of the movement, former white house green czar ben jones wants to challenge this anger into winning elections, just like the tea party did. doesn't this movement need to focus a little? >> here's the deal. when you talk about the people on wall street, i think those young people and the people struggling are doing a great service. they may not have message clarity, but they have moral clarity. >> no wonder the president is all but saying i feel your rage. >> the protesters are giving voice to a more broad-based frustration. about how our financial system works. >> the trick as it was with the tea party, is to keep things from boiling over. now, some of the activists in this movement are talking about running candidates in the coming up elections in 2012, wolf. very much like the tea party did with republican contenders back in the 2010 midterms, but then there are others inside the occupy wall street movement talking about a brand new political party. you have to remember that didn't work out so well back in 2000 when similar roles went for ralph nader. >> some think that ralph nader candidacy hurt al gore in florida specifically. let's talk about what you're seeing on the streets of washington, d.c. right now. big crowd, little crowd? what's going on? >> well right now, you know, the protesters who are here on freedom plaza, they have moved to other parts of the city, but they are, many of them are still behind me and they say they're not going to be leaving once this day is over. they're going to be staying here well into the weekend, so just like that situation up in manhattan, wolf, there is no timetable as to when this protest will end here in washington, d.c. you're hearing and seeing the same thing at events all over the country. the question becomes how long can this go on? jack cafferty's here with the "cafferty file." today's the 20th day of protests on wall street here in new york and the movement is picking up steam across the country. the demonstrators are critical of the growing economic gap in the united states. they say they take their inspiration from the arab spring, protests that continue to cause massive chaos in the middle east and africa. but in the beginning here in new york, barely anybody noticed. there were a few hundred people with signs peacefully walking around manhattan's financial district talking about corporate greed and inquality and when they were noticed, they weren't taken very seriously. reporters made fun of them saying they didn't know what they were protesting about. now, the unions are joining in and supporting them and the crowds are starting to look like this. there were thousands of protesters in lower manhattan yesterday. there had been hundreds of arrests and it's not just new york. protests are beginning to take route nationwide including boston, los angeles, denver, seattle, spokane, philadelphia, houston, dallas, tampa, st. louis, nashville, tennessee, savannah, georgia, hartford, connecticut and washington, d.c. this isn't a joke and the media would be well advises to take these folks seriously. their grievens are real. and the rest of us would be well advised to start paying attention. so far, these protests have been peaceful, but the more they spread and grow, the bigger the problem becomes for the federal government in washington. our government ought to take note. protests over economic conditions and government cutbacks have turned violent everywhere in t world. here's the question. are the protests spreading across the united states the sign of an american spring? >> and joining us from capitol hill, congressman ron paul, the republican presidential candidate. thanks for coming in. >> you're welcome. >> what do you think about the president's support today for a proposal in the senate for 5.6% millionaire's surcharge in income over a million dollars, in other words on that second million, it would be $56,000 going to the u.s. treasury. good idea? >> it's a magic cure. everything will be okay as soon as we pass it. i'm being cynical. no, it's not going to do any good at all. it's not a lack of taxation going on. there's just too much spending. this doesn't solve the problem. i see no advantage. >> the polls show that the majority, the cases -- answering question. >> well, because pure democracy sometimes leads to these ill advised positions. you know, when there's a war probl propaganda and 75% of people want us to go to war and after ten years, they're sick and tired of it. doesn't mean it was right when 75% said something. this is the danger of pure democracy when you attack somebody and say that we have to attack the wealthy. i don't mind criticizing the wealthy at times and i criticize the bankers and bailouts and the corporate people who got all the benefits. both when the financial bubble was being built, but when it burst, they got bailed out and the people suffer, but this doesn't mean we should attack wealth for the sake of wealth. we should stop all the subsidies to the wealth. if anybody's getting wealthy it's because they've got contracts from the government or because they're on the inside of the program where they get the bailouts. we should p stop that, but not blank edly penalize people who make wealth and who have created wealth and provides great services for the consumer. >> that seems to be a line you hear tr the demonstrators in lower manhattan right now. what do you make of those? >> it's hard to tell because we don't know where they're coming from and i think it is going to be a mixed bag. this is something i predicted for many years because i said that what would happen is eventually, we would destroy our economy. jobs would go overseas. we would have inflation and we've encouraged people to be very dependent. it means that people believe they have rights to certain thing for their neighbor or government. but when the pie shrinks, there's going to be a lot of anger. my guess would be there's a lot of people out there, some scared to death they're not going to get it, but this is a symptomatic thing. and why do we have inflation, so unfortunately, this doesn't give us the answer, but i think it tells you something about the death of concern of the people in this country. something i've tried to talk about for quite a few decades. >> i spoke with a whole bunch of people about this issue, this occupy wall street demonstratio demonstrations. but i want you to listen to what one of your rivals, herman cain, told "the wall street journal" about what's going on with these demonstrators in new york. le i don't have facts to back this up. but i happen to believe that these demonstrations are planned and orchestrated to distract from the failed policies of the obama administration. don't blame wall street. don't blame the big banks. if you don't have a job and you're not rich, blame yourself. >> blame yourself. what do you think about that? >> well, imagine that applies to a few people in the country, but no, i don't quite come at it that way because the system has been biased against the middle class and the poor. when you destroy a currency, you transfer wealth from the middle class to the wealthy because they have access to the capitol and a lot of benefits and they get the bailouts. so, the poor and the people losing their jobs, it wasn't their fault we've followed a deeply flawed economic system, so i am not so anxious to say, yaes, it's all your fault. if you want to be rich, you can be rich. people are begging for jobs, but there are no jobs as a consequence of bad economic policy. it's the fact that we have still accepted the notion that central economic planning and central banking under the kenzian model is provide prosperity. that's where the flaw is, but to blame that on the average person who wants a job, i don't agree with that. >> rick perry, the governor of your home state of texas, if he were to get the republican presidential nomination, could you support him? >> well, i don't know. because his policies have changed and maybe if he came closer and agreed the troops ought to come home, i'd give it consideration. >> what about mitt romney. if he were to get the republican nomination, would you support him? >> the same answer. none are advocating my positions, but they're starting to talk a little bit like i am. i think like governor romney has actually said we should bring troops home from afghanistan, so i would have to find out exactly what their positions are and what the platform is. >> what's better right now? >> i don't choose the pick on those because i see all the other candidates sort of in one group -- and they're all different than what i'm talking about because the policy i advocate, neither one of them do. i have a tremendous emphasis on personal liberty, the right to life and liberty and civil liberties. if i put all the candidates in another category and in are competing with all as one group. >> if the republican nominee turns out not to be you didn't change his or her positions and didn't come around to where you stand, would you consider running as a third party? perhaps libertarian? >> i haven't thought about it and have to plans to do that. >> let me move on and ask you about newt gingrich. he was here in "the situation room" yesterday. and he strongly disagrees with you when it comes to president obama's decision to order the killing of anwar al-awlaki in yes, ma' yemen. listen to what the former speaker told him. >> the fact is, the former congressman is wrong about the law and the president is right legally and morally in killing somebody who's a threat to everybody. >> go ahead and respond to annuinewt gingrich. >> i'd ask him to read the fifth amendment. you cannot take a life without due process of law especially with an american citizen. this is history. we've never had a policy that said we could put somebody on an assassination list. we don't even know what the qualification is or the criteria to put somebody on this list. i think this is most dangerous precedent and respect for the constitution the rule of law needs to be looked at because i think we have lost a lot of it. i consider this one of the most dangerous things that we have down and this president has done it in the opening. he announced this policy in february of last year. i gave a speech shortly there after advisinging how dangerous this was and this means that we have very much violated a whole concept of the rule of law. >> because newt gingrich in defending the president's decision says al-awlaki was an enemy come bant tant of the united states and the u.s. has been able to kill so-called enemy combatants. >> i would ask him and the president to produce evidence of what he did and why is he an enemy. what are the charges? and you know, if we can try -- israelis tried him in 1961, don't you think we could try somebody like al-awlaki or at least recognize individuals should be captured? but this enemy combatant, anybody can -- in the word i think has been yused, he was a threat. i think gingrich used that word. a threat. i'm antiwar and i might go to an antiwar rally and what if the administration said, ron paul is a threat. he's preaching that the government is doing wrong with the foreign policy. this to me is a very, very dangerous precedent. >> so, would you support articles of impeachment against president obama for this decision? no. yes you do. thought these were electric? yes, it's a uh, a chevy volt. so what are you doing at a gas station? get ready. it's time to change your political calendars once again. nevada's gop is the latest state to play leapfrog, moving its caucus from mid february to january 14th. the mad scramble began last week when florida moved up its primary. south carolina quickly followed. tom foreman is here. could the iowa caucuses take place this year in december? >> they could. isn't that amazing? if you're updating your political calendar, you better do it in pencil because things keep moving. imagine running a race where you don't know where the finish line is. you don't know if you started too soon or too late. that's what's facing the campaigners on the republican side because the simple truth is what they've got is a calendar that's on the move. this is where it was at one point, then we had this big move up where florida said they're going to go over here. nevada jumped in. now, this is january. they've moved up here and it looks like iowa and new hampshire are going to come up here and join the party. we don't know where, but all these states have their own individual rules. so, they have to certain separation between them. it's probably going to force new hampshire up here somewhere. iowa over here near the start of january unless the iowans think they have to go into december and all of this brings up a whole different ball of wax in terms of different problems they might face. for example, look at these calendars. if they move up into the beginning of january or late december, you're now talking about less than three months between now and the actual election. in that time, you've got to get in halloween and thanksgiving and christmas and don't forget the college football season. when people are hugely occupied with these bowl games and everything else, it's hearder to get their attention. if you're a front-runner like mitt romney where you have good numbers and a lot of money, that helps you. it might help if you're someone like herman cain because you have a bump going now. you might have a better chance of sustaining it for three months than four. as a pact cal matter, it's believed to help front-runners like romney. what it means to voters, it could be plus or minus, but this probably does a lot to encourage people who say we should have a national primary because this happened in the last presidential election cycle. it's happening again this time. those folks are going to stay enough already with this madness. let's have a national primary where we decide who the candidates will be. >> don't hold your breath for that. thanks very much. let's follow up with our contributors. does this help romney if the iowa caucuses are late december, early january? >> probably a little bit, but campaigns are like hangings, wolf. if you're the one getting hung, you'd like for the process to stretch out a while. if you're behind, you'd like it to go a long way, but if you're a front-runner, the quicker the better. the republicwe don't know how s front-runner romney is, so he's going to get tested in these next couple of weeks. i think the focus is going to be on him. >> you speak of someone who helped romney four years ago although you're not now. you remember the democrats last time. they had the same crazyness. the iowa caucuses were january 3rd and you remember who won. >> senator obama. >> correct. it helped him. move up all of that at that time for whatever reason even though hillary clinton was going into a lot of that, she was a favorite. >> all that movement didn't hurt the democrats a bit. i don't think this hurts the republicans to move around. the most important thing the college football. this saturday -- going to beat oklahoma. not much for me beyond college football, but it is going to be a challenge for romney. romney has the money. god knows he has the looks. he's just beautiful. he's got everything except the voters. my colleague, bill burton, wrote a -- the headline of which was, hey, mitt, the voters are just not that into you. >> he's still atop the national polls. >> 23, 25. >> sometimes, you have to beat someone to become someone and this is going to be mitt romney's window to do that, to seize the nomination. we'll see if he can do it. he's a much better and stronger and more mature candidate that he was. it's hard to kill people at christmas. santa usually doesn't come in and do a lot of blood letting and right in the middle of christmas, it breaks up the campaign and takes away. >> rick perry, can he come back? >> i big hall of cash. yes. he's performed so badly. and this is not just my liberal bias. i thought he was a really talented politician. he's got a lot of money. 17, $18 million. napoleon once side god favors the side with the big b batallions. >> you remember phil graham? >> zero delegates. >> rick perry has strength. romney has senators. it's easier for romney to get stronger than rick perry to get smarter. >> let's talk about sarah palin. david fromme, former speech writer for bush, he writes about sarah palin, her decision yesterday. she's not running for president -- what do you think of that? >> i think that means he wouldn't have supported her. >> that comes from a republican, too. >> however, i've been -- palin in the past, but i'll say this, if she's irrelevant, why is everyone going to be looking for her endorsement? it's going to be incredibly valuable in iowa, south carolina, in this republican nomination process and beyond. she can raise money. very few people do what she does, which is actually put their personal ambition behind what they think is good for their country. she's a real believer. >> you think she was ever really serious about running? making some money? >> i've never met her, so i've got to take her at her word. i think she was telling the truth. i hope alex is right that she'll have a big public endorsement of someone because we'll be running that videotape in democrat ads because she said she prayed on this. i did, too. i prayed to god that she would run and -- lord, i beg your -- good point. god often tells me no, but i think she just told the truth, but i hope she plays a visible role. democrats want her to be a leading voice. >> smart lady who knows she didn't beat barack obama and she put beating obama ahead of her own ambitions. >> she's still young. 2016. 20 2020. >> i would never write her off. >> jack cafferty's asking this question. are the protests spreading across the iunited states the sign of an american spring? te techies had always waited to see what apple and really, steve jobs, had up its sleeves next. now what? jay elliot says jobs left behind not just a vision, but an ecosystem of like minded people who will continue to give those creations that make us go wow. >> he's put together an amazing team at apple and when you're working for steve like i did, he rubs off on you. you want to be your own self, but you start understanding the intensity for great products. it was a turning point just working for steve. >> at a commencement speech in 2005, he spoke of death being an agent of change, making way for new ideas. he leaves behind these words for the world. >> your time is limited. so don't waste it living someone else's life. don't be trapped by dogma, which is living with the results of other people's thinking. don't let the noise of others opinions drown out your own inner voice and most important, have the courage to follow your heart and intuition. they somehow already know what you truly want to become. everything else is secondary. >> i think it's fair to say everyone agrees that the legacy he left will continue for r a long, long time. >> yeah, i mean, this guy was such an inspiration. people are using words like spiritual and zen like. another favorite quote, remembering that you are going to die is the best way to avoid the trap of thinking you have something to lose. he really was about passing this on, this idea of creating something and doing something bigger than yourself and i think that mind set is what apple wants to take forward. >> only 56 years old. an amazing man. our deepest condolences to his family. you're in "the situation room." happening now, president obama's pointing fingers and naming names. this hour, his bully pulpit offensive against republicans blocking his jobs bill. plus, anti wall street protests are spreading across the united states and some liberal mr. politicians are hopping on the band wagon. and the presidential race without sarah palin. we're taking a closer look at what her supporters and the republican candidates may do now that she's taken herself out of the running. we want to welcome our viewers in the united states and around the world. breaking news. political headlines and jeanne moos all ahead. -- captions by vitac -- www.vitac.com we begin with a report about prostate cancer screeninging. a new recommendation is in the works, let's bring in elizabeth cohen. give us the background. >> all right, wolf. i was on your show two years ago, we talked about the mammogram recommendations that women in their 40s don't need mammograms. that seem group, we are told is poised on next week to say that they think that men should not get prostate cancer screening, that psa test at all. they say the test does more harm than good. this is according to a source prifsy to the tax force deliberation. it's a draft report. there is a chance it could change by monday. >> but i know a lot of men and i'm sure you do as well, everybody knows men who had that test and they discovered there was cancer. they had treatment and they're alive now. >> right, this decision is going to be very hard to explain to those men. but here's the situation with prostate cancer. some cancers are fast growing. you want to catch them and treat them. but there are many more that are going to be slow. so, you catch them and they'll never kill the man, but you do give the man treatment and that treatment can make him imtent or incontinent or could kill him, so that's the problem here is that medical science can't discern between these different tumors, so some men get the treatment and would have been fine without it, but the treatment hurts them. >> this is the same group that recommended against mammograms screening for women in their 40s. they got a lot of backlash for that as well. didn't they? >> they certainly did. and i'm expecting something similar in this situation. we already talked to someone at a prostate cancer foundation. a man who had prostate cancer. he said this recommendation is a tremendous mistake. those are the words he used. >> so bottom line, should men 40, 50, 60 years old, should they be screened? should they take these blood tests or no? >> this is a very difficult decision every man has to make with his doctor because on the one hand, you might catch a fast growing cancer, on the other, you might catch a slow growing cancer and feel compelled to treat it and be hurt by the treatment. i want to give you these numbers. if you test men, you've got a less than 1% chance of finding one of these harmful cancers. you're 47 times more likely to find one of the smaller cancers where you would have been better off not knowing about it. so odds are, you're going to find one of the cancers you don't want to find. >> going to cause a lot of confusion. a lot of doctors are going to wonder what they should be doing. thanks very much. let's go to the white house. where president obama is due to meet this hour with senate democrats after a new public push for his jobs bill. was the main focus of his news conference at the white house earlier in the day and he sent a tough message to republicans setting the stage for a showdown in the senate next week. let's go to our white house correspondent, dan lothian, for more. >> it was a hard push, the president pointing at republicans saying this is not a game, that now is not the time for political gridlock. the president believes his plan will lead to a lot of jobs for men and women across the country, and now, he is supporting a new plan by senate democrats to pay for it all. >> it wasn't a full throated endorsement of the surtax on millionaires to pay for his jobs bill, but it was as close to as president obama got. >> the approach that the senate is taking i'm comfortable with. >> the president used a big part of his roughly one-hour press conference to loan on congress, singling out republicans for often saying no. >> the question then is will congress do something? if congress does something, then i can't run gens a do ng congress. if congress does nothing, then it's not a matter of me running against them. i think the american people will run them out of town. >> with an economy going in reverse after showing sign of moving forward, the president bramed europe, a tsunami, high gas prices and a debt ceiling fight. >> there is no doubt that the economy is weaker now than it was at the beginning of the here. >> he said ideas republicans are backing won't create immediate jolt the job market needs and challenged reporters to measure his plan against what his critics are offering. >> go ask the republicans what their jobs plan is if they're opposed to the american jobs act and have it scored, have it assessed by the same independent economists that have assessed our jobs plan. >> later while honoring the ncaa women's basketball champions in the rose garden, the president joked the coach's practice of throwing cab di to fans might sweeten his hand on the hill. >> i'm going to try that. you think that's going to work if i go into house of representatives and just throw candy around? >> the president says it boils down to simple math. there needs to be quick action now. if not, there will be serious consequences and that there will be significant problems than we're seeing. >> tell our viewers what the president said when asked about the occupy wall street protests. >> the president says that shows the frustration of americans that despite the meltdown we saw on wall street that there's still republicans out there peskly some of the presidential republican candidates who believe that there shouldn't be crackdown on some of these abusive practices. the president pointing out a lot of people understand that a lot of people are not playing by the rules and that wall street is one example of that. >> thanks very much. over at the white house. let's get to some rp reaction to the president's finger pointing. kate bolduan is joining us with more. >> certainly senate democratic leaders according to aides, were happy to get the president's endorsement when he said he was comfortable with the changes they would like to make and how they would like to pay for the president's jobs plan. this so-called millionaire's surtax. but that surtax and the president's continued demands that congress pass his plan now certainly doesn't seem to be changing any opinions. many opinions, especially among republicans. listen here. >> nothing has disappointed me more than what's happened over the last five weeks. so watch the president of the united states give up on governing, give up on leading and spend full time campaigning. we're on the hill. >> the real goal for the democrats as far as i can tell is entirely political. arguing for a permanent tax hike to pay for a temporary stimulus. they're essentially admitting they're not particularly interested in creating jobs because proposing a partisan tax hike, 13 months before an >> so as you can see, republicans are accusing democrats an the president of doing nothing more than playing politics with this jobs fight and this so-called millionaire's surtax is doing nothing to win over more support. republicans are against tax increases. susan collins, a republican who does often cross party lines, so an important voice in this fight. today she called the surtax pretty obviously a political employ than a serious offer. that's not the only problem this plan is facing. some of the president's own democrats, his own party, still do not seem persuaded. centrists like senator ben nelson and independent joe lieberman, they said today they would oppose the millionaire's surtax. so bottom line, the president's statement today that he's going to continue hammering congress es pshlly republicans, to pass his plan and the inclusion of the surtax may help to unify democrats, but doesn't seem to be doing anything to increase the chances this jobs bill will make any moves in congress. >> thanks very much. president obama also spoke today about the u.s. relationship with pakistan, which has been getting more and more tense since is death of the osama bin laden. today, pakistan's information ministry says the doctor suspected of trying to help the cia target bin laden will be charged the treason. the obama administration has asked pakistan to release the doctor. here's the president pespeaking today. >> we've still got more work to do and there is no doubt there is some connections with pakistani military and intelligence services have with certain individuals that we find trouble. and i've said that publicly. and i've said it privately to pakistani officials as well. >> even after the president praised pakistan for some of its cooperation, he said that the administration is constantly evaluated cooperation with the united states. >> we're also watching those anti wall street protests spreading to main street. i'll ask bernie sanders about that. also get his reaction to a republican claim that jobless americans have only themselves to blame. and the sarah palin build up and now let down. who will her supporters turn to now that she's announced she's not running for r president? how long can we go on with half of americans living in households that get government assistance? post a comment on my blog or go to my post on "the situation room's" facebook page. >> thank you. sarah palin says she still thinks she can make a difference in the coming election even though she has now decided not to run for president. she revealed her plans last night, ending a long flirtation with the 2012 white house bid. joe johns is here watching the story unfold. what does it mean for the republicans running for president? >> this is a disappointment for her supporters, but now that sarah palin has said she isn't running, it will be up to republicans already in the race to try to connect with palin's people. in that way, she could still be a factor even though she's not on the campaign trial. >> governor sarah palin! >> honestly, this might have been one of the biggest build ups to nothing in modern politics. sarah palin got her on movie. her own tour bus and then went on the road allowing speculation to build that she might run until last night. still was anybody really surprised that she didn't run? the answer just a little bit. die hards in places like iowa for example held out for months supporting anyone else hoping palin might just get in the race. now, they're looking for somewhere else to go. >> you may see them go to rick perry, herman cain. it's really hard to tell. i don't think they'll go in one block as it were. i think you'll see people choose different candidates over time. >> tea partiers and social conservatives said the guy with most the lose the mitt romney because he looked stronger with social conservatives vying for the same group of votes. the other question still on the table is about who palin might endorse. in the last midterm elections, her endorsement meant a lot. think of nikki hailey, elected governor in south carolina. ford o'connell thinks palin's blessing could be a big help for any of the republicans in the race. >> i think she's an open book, but if i had to guess who she would be more closely aligned with, that would be texas governor rick perry. >> but it's not certain whether palin's endorsement power will extend to next november. scott con roy says her pop icon status will stick around, but she may have hurt herself politically by not running for president. even though polls showed it would have been an uphill climb for her to get to nomination. >> her endorsement is going to be a big story when it happens, but i don't think it will carry the same weight as it did in 2010. in 2010, she was a potential presidential candidate. at that time, people assumed she would be a very viable force in the national scene herself. that's a big reason why her endorsement carried so much weight. >> so sarah palin, the popular culture icon is more than just with us. she's embedded in the culture. she is hoping to keep her political presence, too. not so clear whether she's going to have a decisive role in picking the republican nominee. >> i suspect we'll see her. thanks for that. gabrielle giffords returned to washington today, but this time, politics had nothing to do with her visit. and where most people see a problem, one senator sees an opportunity. that i came up with is the hot dog ez bun steamer. steam is the key to a great hot dog. i knew it was going to be a success. the invention was so simple that i knew i needed to protect it. my name is chris schutte and i got my patent, trademark and llc on legalzoom. >> well, i applaud them. i think the president is right. they are speaking to the real anger and frustration that millions of americans feel at a time when the middle class is collapsing, poverty is increasing, the people on top are doing phenomenally well and the people, wolf, who caused this d arkdamn recession, the f on wall street, you know what their punishment has been? they're now making more money than before. what the demonstrators are saying, there's something wrong with that picture and they're right. the president at the news conference today was asked about the wall street bankers in 2008. you say illegal activity. no one has gone to jail as far as been charged with illegal activity in causing this crisis. do you know of anyone who's been charged with the crime is this. >> i think there is some investigatio investigations. hopefully, they will lead to criminal charges, but what i think the average american is saying if a kid smokes marijuana, the kid can end up in jail. these people destroyed the economy. millions lost their jobs, their homes, their life savings and now, they're making more than before. so, i applaud what the folks, the demonstrators are talking about, but now, we've got to put meat on their bones. we have to come up with specific ideas in terms of how you deal with wall street. one example. many people don't know this. the sixth largest financial institutions in this country have assets the equivalent of 60% of our gdp. in my view, everything being equal, they will once again because of their reckless activity, come back before congress in a too big to fail situation. they will need to be bailed out again. in my view, we have got to break up these financial institutions right now. bring some competition to the financial industry. further more, you have large banks. bank of america, the others. they're charging interest rates on people's credit cards with 25 or 30%. that's called usury. we've got to regulate interest rates and demand that the fed take that back. we need some real specific wall street reform, which protects the american people. >> do you want to share with us who's being investigated right now for criminal activity on wall street? >> no, i think something has been in the front pages of the papers, so nothing more than that. >> is the obama administration mia when it comes to these problems because it's been in business now for almost three years? >> if you're asking me do i believe there should have been a thorough wall street investigation, prosecutions two or three years ago, the answer is absolutely. the you're asking me is the obama administration been bringing on board financial advisers too close to wall street? absolutely. so, you know, i think we should have been much more aggressive in going after wall street. another example. we found out, i got a provision in dodd frank which showed that during the financial crisis, the fed provided $16 trillion on a revolving basis of low interest loans to every large financial institution in america. central banks, all over the world, many large corporations. right now, in america, you have small businesses desperately in need of affordable capital. they can't find it. why is not the fed responing to the needs of american small business people who want to expand, grow jobs, in the same, with is same sense of urgency they responded to wall street? their crisis? >> the president's jobs bill is come up next week. a lot of people are suggesting why is the president proposing legislation he knows is not even pass, forget about the house of representatives, but even some fellow trats, if you will. even some democrats say they can't vote for the president's plan. >> i'm not so sure that's the case. what the president has got to do and the media is appreciate the urgency of the moment. and we don't. the reality is unemployment in america today, wolf, is not 9%. real unemployment including those who have given up looking for work and are working part time, is 16%. 25 million americans. what the president has got to do is come up with a bold jobs program. i would go further than he did. i would put more emphasis on rebuilding our crumbling infrastructure, transforming our energy system, but the president has to say to the american people, we need to create millions and millions of jobs and if any republican out there does not want to support job creation, you've got to hold that person politically at can believe. that is the issue of the moment. 16% unemployment. young people getting out of high school. getting out of college. can't find jobs. older workers seeing their wages go down. we need to rebuild this economy. >> i want you to listen to republican presidential candidate herman cain speaking out today. listen to this. >> if you are envious of somebody that happens to be rich that you call a fat cat, go and get rich instead of expecting them to walk outside the office and write you check. work for it. >> you want to respond? >> i think mr. cain got it wrong. that's exactly how america works. what we have said especially in a moment when the wealthiest people are becoming wealthy, what we have historically done is say yes to the wealthiest people. you're going to have to pay more in taxes and especially at this moment when the real effective tax rate for the rich is the lowest it has been in decades. of course thai going to have to contribute to help us get this economy moving. >> one final question. before i let you go. did president obama do the right thing in ordering the killing of an american citizen, anwar al-awlaki? >> we were in court today. picked up extraordinary detail on this case. those four men were ordered held without bond. one prosecutor told me this is one of the largest, if not the largest, government contracting scandal in u.s. history. a beautiful upscale house in washington suburbs. hope you like it because you may have paid for it. that's according to an indictment filed against four def defendant tss in a massive alleged fraud scheme. two worked for the army corp. of engineers. prosecutors say the four men schemed to file inflated bills for federal contracts services. >> how brazen do you believe this was? >> this is one of the most staggering violations of public trust we've seen. >> lead government prosecutor says they defrauded taxpayers of object $20 million. in their indictment, prosecutors say the two officials agreed with an employee and contractor to funnel government business to eac. in run, eac tech overbilled the army corp. of engineers by $20 million over a four-year period. the government says that money was divided between the men. prosecutors say lee set up shell companies to launder the money. all four have pleaded not guilty. a lawyer for harold bath. >> we've heard the government's version of the facts and generally, there are two sides to the story. >> prosecutors say these alleged schemers weren't subtle with their money, purchasing several expensive sports cars, high-end watches, first class plane tickets and 16 properties. prosecutors say this expensive house in washington belonged to kerry khan. they say his salary ranged from between -- wrote one check for a down payment for this house for more than $300,000. they did not have to compete with other bidders thanks to special rules. rules which critics say make fraud easier. >> this is the kind of stuff that happens when you aloe giant no bid contracts to tiny companies that then hire somebody on the back end to actually do the work. >> defender of those special rules argue they bring contracting jobs to disadvantaged indian tribes who were treated badly in the past. one prosecutor told me there was a break down of control that allowed this to happen. they say they take the allegatio allegations seriously and are cooperating. >> tell our viewers about the incredible family intrigue. >> it is unreal of that father and son involved, the father has another son who's in prison for drug trafficking. they say he heard about what was going on, told his father and brother, if you don't pay me a certain amount of money, i'm going to go to the feds with this. this is a government document. prosecutor document. he tells his father if anything like that happens you are losing a son because i will kill that mfer myself. he says if he makes an fing peep, he's going down. he's talking about killing his own brother. one defense attorney said it's heat of the moment. may have been ill chosen words. >> thanks for that. if it's another one of those days when the american people hear what their leader rs saying and are wondering where are the grown ups. listen to the sparring between president obama and john boehner over the jobs bill. >> i can't tell you how dangerous our situation our economy's in. and how dangerous the situation in europe is. and yet the president of some 14 months before the election throws in the towel and decides he's going to spend all his time out campaigning. we're legislating. he's campaigning. >> the reason i keep going around the country, talking about this jobs bill is because people really need help right now. our economy really needs a jolt right now. this is not a game. this is not the time for the usual political gridlock. >> let's bring in gloria borger. she's here, fair to say this isn't so much about the jobs bill right now. but all of these politicians getting into campaign 2012 already. >> i think so. on with one hand, you have the president pushing a jobs bill that he knows has no chance of passage. you have republicans pushing a series of measures such as deregulation, then today, the president bought on to harry reid's idea for a surtax on millionaires. if it's going to pass, it's going to be in an alternate universe. so obviously, everyone is laying down the marks. >> he keeps saying that republicans don't have the jobs bill themselves if they came up with something reasonable, he's open to working with. >> what is a bill, if in the eye of beholder, the republicans i talked to say it's wrong. we have a plan. it may not be labeled as the plan although house republicans say it is. take a listen to mitch mcconnell and what he had to say about that. >> republicans are ready to act with democrats on bipartisan job creating legislation. three trade bills for instance. increasing american energy production. and tax reform. all those things would help the economy. >> tax reform is a long-term thing. regulatory reform not likely to happen. what you might do is get bipartisan trade bills here, but the question is how much of that is going to create jobs immediately. that's how the public wants to see. they want to see that 9.1% rate go down. >> so, is it possible this political gridlock is going to backfire against both? >> absolutely and the problem is that each side sees calls that show they have local advantage. the democrats point to this poll. support or raise taxes on people making over a million dollars a year. they've got 75% of the public with them. and republicans love it. six out of ten people disapprove of the way the president is handling the economy. combine that with barack obama's 43% general approval rating. if we continue along this path, we'll do fine and the democrats believe they have a winning populace message. >> thanks very much. jack cafferty is asking how long can we go on with almost half of americans living in households that get federal government assistance? we can always print more money, right? madeleine writes, we're on a road that will lead us to what griese is experiencing. jeff writes, it depends on how long we can tax those without government assistance. seriously, jobs, millionaires. i have to believe people would rather work than get assistance and would rather have a higher paying job than a lower paying one. david in tampa writes as a punch line from a white joke goes all the way to the scene of the crash. i fear things are going to get worse, a lot worse before they get any better. neither political party has any ideas of what needs to be done to alleviate our problems. america, an age of enlightenm t enlightenment, experiment gone terribly wrong. if i had the money, i'd move but there's no place to move that isn't run by as big a bunch of screw-ups as we have in this country. peg writes not much longer, jack, something's got to give and it better not be the backs of the middle class. you want to read more, find it on my blog at cnn.com/caffertyfile or through our post on the facebook page. now that steve jobs has died of cancer, a highly anticipated biography about the apple co-founder will be published a month earlier. jobs' legacy is also the focus of the new issue of "time" magazine. rick stengel is editor. you had a chance to enter, you met with steve jobs. rick, tell us something about this individual that we might not know. >> well, wolf, he's a remarkable guy and his intelligence is enormous. he would say -- if he didn't like an idea, he would say to me, rick, that's stupid or that's dumb. he wouldn't say, no, i don't olympic th like that very much. he had very, very strong opinions about things. as you saw from walter's piece in the magazine, you were either a genius or an idiot in his book and you could go back and forth within the same 15-minute time span. >> i can't wait to read walter's book on steve jobs. i know he's been working on it for a long time. tell our viewers what steve jobs was like in these final months, because walter, as you know, spent a lot of time with him. >> walter has a very moving passage at the end of walter's piece in the magazine and he was with steve on what i assume turned out to be his deathbed. walter said to him, you know, steve, you're such a private person. you've kept so much to yourself. why is it that now in the last year or so you've unburdened yourself to me? and steve said, you know, i haven't always been a great father. my children don't really know me the way they should and i want them to know me through this book. >> what happens to apple now? >> it's a good question. i think he -- one of the things about steve jobs is that he's one of the greatest businessmen ever, and certainly of all time. and, yes, he was a person who was a perfectionist, he had his own vision. but he also cloned himself in effect into apple. so from tim cook to johnny ive the great designer, they all have embued in them steve's ideas for the basis of design so i think they'll continue to innovate. >> you had a different cover planned for this week. you moved very quickly. give us a little bit of the behind-the-scenes at "time" magazine to get a new cover story. >> yes, we closed our issue yesterday evening, probably 5:30, 6:00. and around 7:00 we heard that steve had died. so we hadn't actually gone on press yet and nobody anymore shouts hold the presses but in effect that is what we did. we remade the magazine, remade the cover, the whole magazine is about steve jobs. in addition to walter's piece there's a great piece by lev grossman about steve's history and diana walker, a long-time photographer of ours, who was a very close personal friend of steve, there's intimate pictures of steve and his family that people have never seep before. >> rick, thanks very, very much. >> thank you, wolf. apple's steve jobs certainly did change the world and he enabled his fans to honor his memory in some of the oddest ways possible online. we have more on that coming up. and for years amanda knox' father defended her. erin burnett speaks to her father for all of our viewers here in north america. ♪ all laugh when you walk by ♪ and the neighbors' kids run and hide ♪ deep inside you, there's a person who refuses to be kept deep inside you. ♪ but you're not ♪ you're the one be true to yourself. what's healthier than that?
