As one candidates day job threatens to derail his upstart campaign. Welcome to the lead, im jake tapper. We begin with the politics lead. President trump careening from crisis to crisis. As he escalates tensions, threatens harsh action and pulls the u. S. Back from the brink. Today President Trump announced new hardhitting sanctions again iran, the move coming after the u. S. Apparently came within ten minutes of a retaliatory strike against iran. Last week, according to President Trump, before calling it off, the president is also now putting off large scale deportations of undocumented migrants for now, he said. Hes giving Congress Just two weeks to change asylum laws so as to alleviate the number of undocumented migrants coming to the u. S. The New York Times peter baker refers to this trend as a variation on Teddy Roosevelt in trumps case it is speak loudly and carry a small stick or a big stick and wave it around without using it much. Kaitlan collins reports on the president s sudden policy swings. Ill be signing an executive order imposing hardhitting sanctions on the Supreme Leader of iran. Reporter today President Trump announcing new sanctions on iran. We will continue to increase pressure on tehran. Reporter after pulling back on a planned military strike in retaliation for shooting down a u. S. Drone. Hes now upping the pressure on a crippled iranian economy. I think a lot of restraint has been shown but by us, a lot of restraint and that doesnt mean well show it in the future. Reporter it is the response trump preferred over the one his military advisers pushed. John bolton is absolutely a hawk. If it is up to him, he would take on the whole world at one time. Reporter sources tell cnn the president took a lastminute trip to camp david after bucking the advice of his National Security team and no cabinet members or senior policy staffers joined him with chief of staff Mick Mulvaney going later. Were going to camp david and have meetings and a lot of work. Reporter the getway as he changed his mind on iran and postponed plans for nationwide raids for families with deportation orders. The people that came into the country illegally will be removed from the country. Everybody knows that. Reporter sources say it was a call from nancy pelosi that got him to delay for two weeks. All of this as the president is facing another Sexual Assault allegation. He pulled down my tights. Reporter author e. Jean carol claims trump assaulted her two decades ago in a new York Department store dressing room. It was over very quickly and against my will 100 . Reporter carol said shes coming forward now because she wants the president to face consequences. He denies it. He turns it around. He attacks and he threatens. Reporter trump is denying the claims. It is a totally false accusation. Reporter jake, one other notable thing that the treasury secretary said is they asked to add iran top diplomat to the sanctions and it is a lastminute decision because he was not included on the list that the Treasury Department sent out and it would happen later this week when breaks with the longstanding announcement of sanctions for fear they could be evaded before going into effect. Kaitlan collins at the white house. Jen ptaki, President Trump tweeted about the strait of hormuz and china. Why are we protecting the shipping lanes for other countries for zero compensation. All of the countries should be protecting their own ships on what has always been a dangerous journey. We dont even need to be there, unquote. And i used to be the spokesperson for the obama state department. Why are we protecting the shipping lanes . Well, the facts were a little loose on that one. No surprise in terms of the percentages. But, look, the fact is that oil prices will be impacted regardless of whos ships they are on going through the strait, as he called it. What is interesting about this, minutes after this, after he tweeted, secretary pompeo went out and made a statement about how important it was to protect the strait of hormuz. And i think Lindsey Graham also tweeted that it was incredibly important. So President Trump obviously i dont know if he learned a fact or thought he learned a fact and wanted to sound smart, it is unclear. But most of the supporters are not even with him on this. So i dont know if well hear more about this at this point. And we have pompeo last week saying something similar. Take a listen. Well guarantee freedom of navigation throughout the straits. This is International Challenge and important to the entire globe and well take all of the actions necessary. It is a same administration. One is the president and one is the secretary of state and they have the complete opposite position on the importance of u. S. Preserving the right of passage. The president s conditions are in conflict are longstanding conditions and he doesnt understand why are we paying for nato and to protect the other countries and why arent they paying us to protect them. It is sort of the business mans approach to Foreign Policy where the president believes because the u. S. Has all of the assets and has spends money on Foreign Policy that other countries should be stepping up to the plate as well and spending money to protect themselves and not having the u. S. Protect them. So it is interesting to see the contrast between the president s advise advisers who subscribe to freedom of navigation and International Rules an norms followed and the president believes we are taken advantage of and America First policy where we only look at our own interest in a narrow way. So it is interesting to see the two approaches within the same administration. One wonders if it is brinksmanship, the trend that were seeing where President Trump sees an issue, he makes it even more tense by threatening a very harsh action. And then backs away and expected accolades for restraint. Tariffs in mexico, the i. C. E. Raids have now been postponed. This is what donald trump calls negotiating. And people voted for him because they thought he would be good at this and theyre fine with throwing something out there even if it runs to counter to everything in the administration and even if it is something that he doesnt follow through on and trump himself would point to moments like this where he felt like he was successful and i think the tariffs in mexico is a good example. He would point and say look we got mexico to come to the table and give us things that we wanted and we didnt have to go through with the tariffs anyways. It is true that mexico stepped up kwi quicker and sending National Guard to the southern border of mexico with the speed and determination that they hadnt seen before. And i would say on the trade stuff, i dont agree with his underlying philosophy but there is more to work with there because i feel like there is an underlying philosophy, when it comes to Foreign Policy i think hes torn between noninterventionism and the idea of being a tough guy and going to the brink and pulling back serves that need but it is not like this is a Traditional Team of rivals on input but they are on different sides of the issue. I will say and it is important to remember that iran brought us to the brink and their actions are of import in that way and they have been avoiding what i think we all recognize would be a red line which is actually hurting americans. And i think that the trump tough guy would win out in that situation. I do want to mention e. Jean carol, the writer who has the cover story in the new York Magazine saying that President Trump alleging that he sexually assaulted her on the 90s and on saturday you talked to both of her friends who she told to contemporaneously and you interviewed her. What do you make of her credibility . You know, it was interesting to talk to her because i think she is sort of grappling this in the same way everyone is grappling with it. She does not have a book about donald trump. She has a book that mentioned this really crazy horrifying interaction that donald trump never it happens and it is buried hundreds of pages into the book but she didnt want to shy away. She recounts horrific interactions with men throughout the course of her life. The kind of interactions that are more horrible than any women have had to deal with but women who exist in this world have had things approaching these uncomfortable interactions with men and this is a book about that. So i do think that lends to her credibility. The other thing is, when you talk to people through traumatic instances like this, there is something that sticks out to them that is not necessarily sort of the most horrific thing. She writes in the book that donald trump penetrated her, which he denies. But what was she focused on is how he grabbed her tights and pulled them down and i talked to a friend who said it was like she was in shock when shes retelling me this after it happened because the friend is thinking, oh, my god, you were just raped and shes like, can you believe that he ripped my tights, how aggressive he was and grabbed my tights. And so that to me all just felt like kind of very sincere in her retelling in the book and in the way she shared this account with her friends at the time. Again, donald trump has denied this ever happened and denied all of the allegations of assault, harassment, lewd behavior that came before her. So it is it happened 20 years ago so it is up to people who are watching to decide what they believe. Although, it is in keeping with the allegation of 16 other women and what President Trump said on the access hollywood tape. Stick around. Nothing like the president of the United States questioning years of military strategy, the same day a new acting defense secretary starts on the job and the department of defense far from the only resolving door. A look at how red flags have been raised and then ignored or dismissed when it came to staffing the trump administration. Stay with us. Our world lead now, President Trump slapping new, quote, hardhitting sanctions on iranian leadership including the Supreme Leader, some of them partly in response to the downing of a u. S. Surveillance drone last week. Mr. Trump saying he doesnt want to go to war with tehran and hopes the Pressure Campaign will drive them to the negotiating table. But as cnn Barbara Starr reports, iran dismissed the sanctions as, quote, propaganda and threatening to take out even more u. S. Aircraft. The Supreme Leader of iran is one who ultimately is responsible for the hostile conduct of the regime. Reporter President Trump today imposed new sanctions on the office of iran Supreme Leader, the ayatollah, aimed at denying access to financial markets. The measures represent a strong and proportionate response to irans increasingly provocative actions. Reporter actions like last weeks downing of a u. S. Drone by an iranian missile. Theyve done many other things aside from the individual drone you saw, the tankers and we know of other things done also which were not good. And not appropriate. Reporter the president insisting iran must give up his Nuclear Weapons program and saying he is still willing to talk to irans leader. My only message is he has the potential to have a great country and quickly, very quickly. Reporter the Administration Strategy lock up irans economy in hopes of forcing it to start negotiations. Treasury secretary Steve Mnuchin said foreign minister zarif is next. The president has also instructed me that we will be designated zarif later in week. Reporter new sanctions are also targeting senior commanders of Irans Revolutionary Guard Corp that the u. S. Said had been involved in recent attacks. Keeping shipping secure is now a top pentagon priority where it was mark espers first day as the new acting secretary of defense. President trump questioning decades of u. S. Naval Security Operations to keep the strait of hormuz open, tweeting, he wants the u. S. To be paid for providing security. All of these countries should be protecting their own ships on what has always been a dangerous journey. And the Iranian Foreign minister in his tweet back agreed with the president saying that the u. S. Should not be in the persian gulf. Jake. Joining me now. Ambassador richard haas from the council on Foreign Relations and a former official in the george w. Bush state department. Thank you for joining us. The president seems to think the sanctions are punishing the iranian economy and it is only a matter of time before iran is forced to negotiate. Do you agree . Do you think the strategy is the right one and that iran will come to the table . It is half right in the sense it is punishing the iranian economy and the numbers ive seen is between last year and this year, the economy could shrink by as much as 10 . But it will not force the iranians to come to the table. What it will do is lead the iranians to do more things like shoot down drones or attack tankers. What i think is going to happen is were going to have well ratchet up sanctions like we did again today and theyll respond and one of the days one of us, more likely iran, will go too far and the United States will feel compelled to respond militarily. So if we just turn up the pressure and dont associate it with a serious diplomatic process, rather than lead to successful diplomacy, it will lead to conflict. What do you think President Trump should do . What should be the next step . Well i think he should do is say what our goals are. Tts not regime change, but policy change. We want to have an extended nuclear deal, one that the United States negotiated in 2015 that this administration got out of. It was flawed in certain ways. We ought to cover missiles and the constraints on the Iranian Nuclear program need to go far longer into the future and we ought to announce is that if iran signed up to that, then we would be prepared to ease some of the sanctions. But if we you need to have some incentive for iran to come to the table. Theyre not going to come to the table if we just pressure them. The president tweeted about the u. S. Patrolling the strait of hormuz and the gulf, he wrote, why are we protecting the strait. All of the countries should protect their own ships on a dangerous journey and we dont need to be. There hes talking about u. S. Energy independence from iran. Is he right . Does he have a point . Not really. The United States has been doing this for decades. Not simply out of a narrow self interest but because the World Economy depends upon, among other things, middle eastern oil and our economic fade is linked to that of the global economy. Our presence in the region has other features, reassuring to israel and does push back against iran. It supports some of the countries that have been friendly to us, particularly the saudis and others, and if the United States continues to pull back from this part of the world, we shouldnt be surprised when, one, there is more conflict, and two, more countries start thinking about Nuclear Weapons because they wont have us to rely on any more. Iran denied they were hit by a u. S. Cyber attack which sources tell cnn had targeted an iranian spying group with ties to the countrys revolutionary guard. This is obviously a major tool in americas ability to retaliate against iran. Does it go far enough in crippling iranian capability or go too far . What do you think. It doesnt cripple and it shows you have all sorts of tools to bring to bear. Iran, by the way, has cyber tools they could bring to bear. Theyve done it in the past against the saudi oil company. They could do it elsewhere. And i think it is just a reminder, jake, if there is a conflict, it is not going to be fought by airplanes and tanks on an iranian battlefield, it is fought throughout the region, using all sorts of militia, cyber tools, terrorism and it will spread to saudi arabia, to israel, hezbollah will attack israel with thousands of rockets. This will not be a classic war to use an old phrase, it will not be a cake walk. Richard haas. Thank you. Good to have you on. Appreciate it. Were back with the 2020 lead with days before the 2020 debate, candidates are looking to put their best face and foot forward but Pete Buttigieg is facing a crisis revealing problem areas during his eightyear tenure, tense relationships between the city and black residents and as Jason Carroll reports from south bend, indiana, this precisely as hes trying to win over africanamerican voters across the country. Reporter south bend mayor Pete Buttigieg facing a growing challenge at home as he prepared for the first major test of his president ial run. This weeks National Democratic debate. It is disrespectful that i have three boys that i have to teach today what to do. Reporter both town halls and Community Events in indiana this weekend erupted in anger over alleged racism in the south Bend Police Department. Weve been fighting all of our life what are you going to do about it . [ yelling ] the recent death of a black resident eric logan at the hands of a white Police Officer highlights a longstanding problem mayor buttigieg admits he has not been able to solve. Weve done so many things over the years. Obviously it hasnt gotten us to the point where there is full trust. Where even the level of trust that we need. Reporter during the eight years hes been mayor, the south Bend Police Department has slowly grown less diverse. 26 of south bend population is africanamerican. But just over 5 of the south bend police force is black. Nearly half of what it was in 2014. And in 2012, just weeks after taking office, buttigieg fired the citys First Black Police chief following allegations that the chief improperly taped officers phone calls. Im sick of these things being talked about in political terms and in theoretical terms. It is a show it is peoples lives. Reporter still the issue highlights a political vulnerability for buttigieg. A lack of support from africanamerican voters. [ crowd chanting ] reporter according to 2016 exit polls, africanamericans make up about 20 of the all Democratic Party voters, a crucial voting block. How do you think this is going to impact your stand with africanamericans not just here in south bend but nationally. Right now im not thinking of the politics of it. It is not any lack of trying. It is a lack of getting where we need to be. Reporter and the mayor also wanted the mayor wanted to say hes not trying to run away from the problem, that he wants to be on the front lines in terms of trying to find a solution, but, jake, the reality is there is still a number of people in the Africanamerican Community who feel as though very little, if any, progress has been made during his time here as mayor. Jake. Jason carroll in south bend, indiana. Lets talk about this. Jen ptaki, how do you think the mayor is handling this awful issue politically . He doesnt want to handle it or talk about the politics of it. It is inescapable. The politics are right there. No doubt it is a difficult situation. I think hes doing the right things which is showing up and being there and exhibiting a quality that frankly is lacking in our current president which is empathy. Hes not solving the situation for them. Now, while it is very different that the scenes have been played remind me of times i was traveling with president obama and he was there talking with and the first africanamerican president as we know. But listening to and hearing from communities that were impacted by gun violence. He has done some things as mayor, obviously the statistics are troubling. The reason that police have cameras there is because he equipped them. He took a step to ensure that the cameras were turned on, that wasnt something that was done in this case which is criticized. I think he needs to stay there as long as he can leading up to the debate and find more ways to continue to be with the community. Not in front of the press necessarily but visiting with families, going into the community and showing that hes not somebody who is just looking for the one moment and then hell move on to the national campaign. So i think hes doing the right thing now. How will it impact him politically . I dont know. I dont know that voters in South Carolina are look at statistics. I think theyre looking at em pa pathy and how hes handling it on a personal level. But there is how hes handling it now and then the record. The eight years as mayor of south bend, indiana and obviously people feeling that not enough progress has been made. And he doesnt have much of a record beyond that. This is his calling card. How he managed his small size city is how hes introducing himself to to to the rest of the country and saying i was able to do x, y and z in south bend and this is why you should make me president and this is the problems that he has, if people are look at him for the first time and seeing hes maybing trouble in his city and having residents believe that they have not been heard and not listened to, that hes not done a good job of managing that city, then it is difficult to show voters on a National Stage that he could do what they want him to do for the country. So i think that is the challenge that he faces in introducing himself to black voters but also to voters of all different nationality and backgrounds as he tries to manage this issue locally while also running a national campaign. Senator Bernie Sanders unveiled his plan to eliminate the student debt of every american and said he will pay for it with a new tax on wall street. Between this plan, plans for tuitionfree college and medicare for all, he has been in many ways previous to this president ial run leading the charge in the Democratic Party. What do you make of it . This is many, many so many trillions of dollars and the thing about a crowded primary is that he will be asked very specifically where the trillion dollars are coming from and when you trying to up the ante on warrens debt forgiveness, shell ask you, this seems unrealistic. Although i thinks hers is fairly unrealistic as well but i should add part of the reason we have college debt and prices go up over the years is because more cheap debt allows universities not to be accountable for those prices and i would say that free debt might make that problem worse. Interesting. And sarah, the moderate think tank third way, which Bernie Sanders has been attacking as the corporate democratic arm, theyve been sparring with sanders. They said this about the proposal. There is nothing about that which will help democrats appeal to the bulk of black, white and latino voters who dont have a degree. They want policies that equip them with skills to earn a good life and not shovel more tax dollars only to the fouryear degree holders who are already doing well in this changing economy. Interesting theyre attacking Bernie Sanders. It is between third way and Bernie Sanders. I want to go to cocktails and figure out what is going on there. But i do think that is a fair criticism that all democrats who are running will have to grapple with. Sure, Student Loan Debt and the price of college is both important issues and both very important things to talk about. But there is a wide swath of people who do not have College Degrees not going to get College Degrees and seeing themself sliver out of the american economy. So who is the answer for those people Going Forward and i dont think were hearing that same conversation around Vocational Training and around making sure that you can still make a living wage in the United States if you are not one of the people who has the privilege of being able to go to college. I think certainly some candidates would say that everyone should go to college but there are others that would say it is not for everyone, there are people who should make a living in the United States and can offer a lot to the United States economy without getting that advanced degree and we havent seen that conversation. And tollus, beto orourke announced a war tax if the u. S. Were to enter a new war, for households who dont have current members of the family in the military, or any veterans in the family, and that would help cover the Health Care Costs of people who fight in the war. It is ive seen a lot of blowback on social media about it. But i found it a very interesting idea in terms of the sacrifice that 1 of the country pays and for the other 99 of us. Orourke had a long history and served on the veteran Affairs Committee in congress and been concerned about the sort of unending wars that weve been in in the middle east and believe thats there needs to be more shared sacrifice and more of a sense of every american is paying attention to the fact that we have soldiers and troops all over the world and that other people should be sacrificing as well and that is why he put the policy forward. Reporter among other allegations in the vetting papers, now ousted interior secretary ryan zinke describing trump as undefendable and the now acting chief of staff Mick Mulvaney trump is not a very good person and Energy Secretary rick perry describing trumpism as a toxic mix of demagoguery and meanspiritedness and nonzeno nonsense. Rick perry is doing a good job. Reporter telling axios the documents were preinterview briefing and those selected would go through more thorough background checks and the white house is characterizing them as disgruptled establishment d. C. Swamp creatures, cowardly leaks. Still the papers would seem to be more evidence that donald trump does not run the tight ship he claims. Rather his ship is full of turmoil, accusations and, yes, a lot of leaks. Jake. You bet. Tom foreman. Thank you. So this is great in the axios piece, one rnc vetter said, quote, to be honest, the process was such a disaster and such an sshow and there were so many unqualified people coming through and then talked about ben carson the secretary of hud and he went on to say, oh, gentle ben is unqualified and think pyramids store green and great, at least hes not beating his wife and shes not appearing on oprah, a reference to failed nominee andy poster. Has he learned any lessons since this disastrous process, sarah . I want to say it has gotten a little bit better. It is not such a disaster as it was in the very beginning. Remember it was supposed to be Chris Christie was in trans in charge of transition and he got the boot and then no vetting for anyone coming in. Such a catastrophe we were covering at the time. In some ways it got better but then you look at the shanahan story last week and you cant help but wonder, these are court documents. These are public records. This is not soup not supper top secret stuff and in journalists are able to dig it up through public records then the administration should find that and raise those questions early on. Also because it is hard, and it is embarrassing for people to go through this process publicly. And youre talking about how it might have gotten better but i was think being this weekend when the guy who was tapped to be the new immigration czar went on fox and started openly attacking the acting Homeland Security secretary kevin macalienan. Take a listen. You got the acting secretary of Homeland Security resisting what i. C. E. Is try doing and he doesnt support this operation. And i tell you what, if that is his position, then hes on the wrong side of the issue. I mean, is it really Getting Better . According to reports, hes going to be the immigration czar. Yeah, there is it is not a disciplined operation by any stretch of the imagination. The last time we went through this, they had a bit of an excuse in they didnt know they were going to win. That is a real issue. And then part of the vetting process which should not have been part of the vetting process is get rid of people who said some bad things about donald trump. Bd then they had a not good vetting process and couldnt get people. Next time, being the incumbent, that will not be the case because you have to have the expectation that youll get there but im not seen a ton of change or a point person put on this that makes that change. And the president is handling a sensitive issue with iran with mark esper who just started on the job and he has ten secretaries in acting capacity. And the president believes having them in acting means they are trying out for the job and that is not what you want when you are making life and death decisions at the Defense Department and someone trying out for the job to tell the president what he want tods hear, you need someone confirmed by the senate and the full backing of the senate in order to make sure they could present the president with the best information even if it is something that he doesnt want to hear and it is not clear that is what the president is getting. He would rather have people that are more like on the apprentice where he could say youre fired and that seems to be how he likes to operate. Youve been through this process jen ptaki. Certainly. And i remember being in the white house during the transition when Chris Christie was fired and there was nobody to give information to. But i will say, what is normal, as i remember vetting people for the supreme court, even when there was eight options in the end and we each had stacks for each person this big and this is going through the White House Counsel Office so it is a reminder, it is not normal. This isnt how things should go. And that is why theyre not catching things clearly. A suggestion for Vice President pence before a scheduled visit tomorrow.
