One. Im not going to be satisfied as long as theres a kid who writes me a letter and says i have 60,000 worth of debt and i dont know how to pay it back. And the American People arent satisfied. So i want to do everything i can to deliver for them. How about democrats . The fact that they kept you out of the battleground states . Listen, as i think some of you saw when i was out on the campaign trail. I love campaigning. I love talking to ordinary people. I love listening to their stories. I love shaking hands and getting hugs and just seeing the process of democracy and citizenship manifest itself during an election, but im also a practical guy, and ultimately every candidate out there had to make their own decisions about what they thought would be most helpful for them, and you know, i wanted to make sure that im respectful of their particular region, their particular state or Congressional District and if it was more helpful for them for me to be behind the scenes im happy to do it. I dont have ill let other people analyze that, but what i will emphasize is that one of the nice things about being in the sixth year of your presidency, youve seen a lot of ups and downs and youve got more than your fair share of attention and, you know, ive had the limelight and there have been times where the requests for my appearances were endless. There have been times where politically we were down and it all kind of evens out which is why whats most important, i think, is keeping your eye on the ball and that is are you actually getting something done . Scott horsley, last question. Thank you, mr. President. You mentioned that where your policies actually were on the ballot. They often did better than members of your party. Does that signal some shortcoming on your part or on the partys part in framing this election and communicating to the American People what it is that democrats stand for . You know, i do think that, you know, one area where i know were constantly experimenting and trying to do better is just making sure that people know what were trying to accomplish and what we have accomplished in clear ways that people can that understand how it affects them and, you know, i think the minimum wage, i talked about it a lot on the campaign trail, but, you know, im not sure it penetrated well enough to make a differen difference. Part of what i also think weve got to look at is the twothirds of people who were eligible to vote and just didnt vote. One of the things that im very proud of in 2008 and 2012 when i ran for office was you got people involved who hadnt been involved before. We got folks to vote who hadnt voted before, particularly young people and that was part of the promise and the excitement was if you get involved, if you participate, if you embrace that sense of citizenship then things change and not just in abstract ways and they change in concrete ways. Somebody gets health care they didnt have before and a student was able to go to college who couldnt afford it before and sustaining that especially in the midterms elections has proven differ cult. Sustaining that sense of if you get involved, and if you vote then theres going to be big change out there, and partly, i think, when they look at washington they say nothings working. Its not making a difference and theres just a constant slew of bad news coming over the tv screen then you can understand how folks would get discouraged, but its my job to figure this out as best i can and if the way we are talking about issues isnt working then im going to try some Different Things. If the ways that were approaching the republicans in congress isnt working, you know, im going to try Different Things whether its having a drink with Mitch Mcconnell or letting john boehner beat me again at golf or what or weekly press conferences. I dont know if that would be effective, but whatever whatever i think might make a difference in this im going to be trying out up until my last day in office, but ill close with what i said in my opening statement. I am really optimistic about america. I know that runs counter to the current move, but when you look at the facts our economy is stronger than just about anybodys, our Energy Production would be better than just about anybodys, weve slashed our deficit by more than half, more people have health insurance, our businesses have the strongest Balance Sheets that theyve had in decades. Our young people are just incredibly talented and gifted and more of themmer graduating from high school and more of them are going on to college and more women are getting degrees and entering into the workforce and part of the reason i love campaigning is you travel around the country and folks are just good. Theyre smart and theyre hardworking and theyre not always paying a lot of attention in washington and in some cases theyve given up on washington, but their impulses are not sharply partisan and their impulses are not ideological, theyre practical, good, generous people. And we continue to be a magnet for the best and brightest from all around the world. We have all the best parts relative to any other country on earth. Our armed forces, you talk to them. I had a chance this morning to just call some of the of our Health Service that is operating in liberia and the amount of hope and professionalism that theyve brought has galvanized the entire country and has theyve built a platform effe effectively for other countries to start coming in and were fighting the disease in a country that just a month or a month and a half ago was desperate and had no hope. So all of that makes me optimistic, and my job over the next couple of years is to do concrete things with congress, where its not possible with congress, on my own, to show people why we should be confident and to give people a sense of progress and a sense of hope. That doesnt mean there arent going to be ongoing nagging problems that are stubborn and cant be solved overnight and probably the biggest one is despite Economic Growth wages and income have still not gone up and thats a longterm trend that weve seen for 10, 20, 30 years, and it makes people worried about not just their own situation, but whether their kids are going to be doing better than they did which is the essence of the american dream. I think there are some concrete things we can do to make sure that wages and incomes do go up. Minimum wage in those five states was a good start, but but i think more than anything what i want to communicate over these next two years is the promise and possibility of america. This is just an extraordinary country, and our democracy is messy and were diverse and were big and there are times when youre a politician and youre disappointed with election results, but maybe im just getting older. I dont know. It doesnt make me mopey. It energizes me because it means that this democracy is working and people in america were restless and impatient and we want to get things done and even when things are good we want them to do better and thats why this is the greatest country on earth. Thats why i am so privileged to be president the next couple of years. All right . Thank you, everybody. Welcome to the lead. Im jake tapper. Thats president obama walking out of the east room. He spoke for roughly an hour and 13 minutes. He tried to convey optimism there at the end after a brutal night for the Democratic Party at the polls with republicans winning over control of the senate and expanding their majority in the house. President obama saying that he was willing to work with Republican Leaders of Congress Though he was sure that they would send him bills they would veto and theyre taking executive actions that they would oppose. He referred to what he thought the electorate went through that led to the decisions that they made at the voting booths yesterday talking about how they see a constant stream of bad news on television and folks feel pretty discouraged, but he did say i hear you to the American People. He said he was willing to try to do things differently and reach out to Republican Leaders in congress and try to deal with them and try to get to know them better socially. He referenced having a drink with pending Senate Majority leader Mitch Mcconnell and he talked about trying to talk about issues in a different way. Lets go live to seen yore cnn correspondent jim acosta. The president called it a shellacking. Four years before that president bush called it a thumping. And president obama refusing to give it a name only saying republicans had a good night. What did you take from the press conference . Reporter jake, he did break that streak of president s assigning a name to big losses in the midterm cycle. The president did not do that during this News Conference despite the fact that it went on for 90 minutes and we all tried in different ways to get him to do that. I think it was interesting during a couple of occasions, jake, the president was asked about taking executive action on Immigration Reform. The president reiterating he will do what he says what he can do under the law between now and the end of the year. Despite the fact that the incoming majority leader Mitch Mcconnell said during that News Conference that that was like waving a red flag in frontive a bull. The president will do it anyway, despite the fact that that might poison the well with a lot of republicans up on capitol hill. As for compromise and the prospects for compromise, the president as you mentioned, jabiling,hes willing to have a drink with Mitch Mcconnell and having a drink with john boehner and you saw it all too well at the white house it didnt always materialize and in many cases it almost never materialized in any sort of lasting compromise. I also think it was interesting, jake, he tried time and again to not go back and read the tea leaves as he put it about the election and i tried to press him about that and why democrats rejected him out on the campaign trail and tried to keep him away from the battleground states and he repeated what his aides said that they were leaving it up to the candidates as to how to best run their operations. But jake, i noticed this and you noticed this the president growing wiftful about his final two years in office and i wanted to ask him does he feel like a lame duck and is he satisfied . The president saying that hes going to be busy over the next two years, jake. I get the sense that this president doesnt want to stop being president right now. He feels like he has a lot to accomplish. The question is whether or not washington will allow him to do that and whether hes mastered washington enough to do that on his own . Jim acosta, thank you. I want to bring in our politi l political, and former House SpeakerNewt Gingrich and republican strategist kevin madden. Speaker gingrich, lets start with you. You were talking to jay during the break here and you said that president obama was going to talk about going ahead with executive orders and the immigration that it was a declaration of war. I think this is a very conflicted press conference. Hes saying im going to talk with republican, but by the way, im going to punch them in the face as soon as i can. Every republican, every conservative in the country will be enraged by this evening over the idea that the president of the United States by executive order is potentially going to change the legal status of millions of people. That may seem like a very clever strategy to democrat, but it is going to guarantee that the lame duck session will be a mess. It will guarantee that boehner and mcconnell will both say we dont have much to deal with you on. We dont trust you and its very confusing. You can be eisenhower after a big defeat in 58 and reach out and work with the democrats and you can be wilson after a big defeat in 1918 and say i dont care. Hes chosen the wilson line and wilson destroyed the Democratic Party for 12 years by following that kind of line. Stephanie . I was watching Mitch Mcconnells press conference before the president came on and a couple of things that he said that i thought were declarations of war that he wants to take action on obamacare including repealing the individual mandate which as you know basically repeals the entire law. So how is that not a declaration of war and doesnt Mitch Mcconnell also have a responsibility to find ways to reach out and compromise . Theres a huge difference. Mcconnell and the house together can pass and repeal an individual mandate. The president can veto it. Thats the legitimate normal process. The president signs an executive order and attempts to change the status of 5 million or 6 million people. That is also a legitimate process, ones that republicans have used to a great degree in the past. The it would be for the house and senate to cut off funding. Another response is for the house and senate to take that seriously. This congress has not any more serious about immigration than the Previous Congress and the makeup of it. What i was struck by when the president was asked the question do you recognize that you will be politicizing im sorry, poisoning the political environment by taking that action. The president s answer was very telling. He said im the president. I find that very worrisome and everybody should because thats what youre saying, i dont really care. Thats a big problem that you had the electoral judgment that the American People said sent to washington that they want to get something done and it flies directly in the face of the judgment that they made. If i can jump in here. One other way to look at that is people last night said they were tired of nothing getting done incompluding millions of americans who have been waiting on action on immigration. So if congress doesnt act, the president as president does have a responsibility to do that. Thats another way of looking at that coin. I agree with speaker gingrich that there is a risk to this, and i am sure that it was substantially discussed and debated internally in the white house. There is a huge risk to saying youre going to do something that you have been enormously patient in waiting to do, inviting again and again the congress to take action so that you dont have to do it and then basically saying never mind. I think you enormously weaken yourself if you make the choice not to follow through on your word. Now there is an opportunity in the way he proceeds. Hes not going to sign an executive order tomorrow. He said he would do it by the end of the year. He invited congress, the new leadership to take the new issue of Immigration Reform seriously and demonstrate the seriousness. I dont think weve seen an ultimatum here. I think weve seen an indication from the president that hes not going to back away from that promise and an indication from the new Senate Majority leader that he would take that action very seriously. So i think there will be some action in the next weeks and months that will decide this. Well know more about whether this is the beginning of a dance or an ultimatum, but i would point out the president on october 2nd at northwestern said my policies are on the ballot. Now, i dont understand i understand the left wants to say people voted against inaction. No. People voted again and again, in the u. S. Senate, in the house and governorships and state legislatures and obamaism was repudiated. The vote last night, how could it have been more decisive than it has been . Largest number of state legislators in history are now republican. More state legislate you have bodies will be republican than ever before in history. Largest number of house members since 1928. What does the country have to do to say to the president wye would like you to slow down. Im pretty sure similar commentary was heard after the midterms in 2010, and president obama went on to become the first president since dwight eisen how tore win 50 in reelection. I dont think that these elections are that granular in their specificity about policy because it certainly wasnt a vote it certainly wasnt a vote to embrace a republican economic agenda that was wholly repudiated two years ago. Jay, let me ask you, do you think it was a mistake for mow other reason that this is all were talking about. Were not talking about what are mcconnell and obama going to work on and president obama certainly sounds like hes been humbled, but im optimistic about the country. I mean, were talking about is he going to wave the red flag in front of the bull as Mitch Mcconnell described it . Is that not politically, tactically i think its risky and the calculation was made that it was also risky and riskier to basically declare that i didnt mean what i said and to declare yourself, you know, powerless to fulfill your constitutional responsibility, having been patient. I am not saying its without risk and well have to see how it plays out. Kevin . The interesting thing i found was the contrast between the two press conferences today. Senator mcconnell who has wanted to be Senate Majority leader for so long. He made it very clear that republicans have an agenda and theyll pass bills that they know that the president can ultimately sign that are going to achieve the goal of having to move the economy forward. So i am just struck by again, mcconnell summed it up accurately and this is like waving a red flag in front of a bull. I think we can find fault some the press conferences and some of the rhetoric that was used and one had an electoral judgment in favor of themselves. Not in terms of their agenda and if you dont take it from me, take it from the stories this morning in the press where even republican operatives were saying this is a referendum on obama and not about their policies. There is no love affair for republicans out there. Dont you agree with that . I have to take a break right now. Why is this guy smiling . Are you having a good time . Well, its because of the grand old thumping we all witnessed republicans deliver to the democrats last night. This is a republican way. No other way to look at it. Some networks had howard beale anger. I am mad as hell and im not going to take this anymore. Others perceived the obama administrations incompetence as seen in animal house. Remain calm voters gave control of the u. S. Senate to the republicans in a convincing way making Mitch Mcconnell the next Senate Majority leader. Tonight we can have real change and thats just what i intend to deliver. Republicans won in red states such as arkansas and West Virginia and they won in places where the barack obama brand was born. From the Rocky Mountains of colorado to the pig farms of iowa. Lets make them squeal. All told, republicans took at least seven senate seats as a red wave crashed down from the east coast to the west. North carolina, West Virginia, arkansas, iowa, south dakota, colorado, montana. In arkansas, not only could that guy from the place called hope, not save a seat for the democrats, one of the managers of his impeachment is now governor and not only did republicans take control of the senate they beefed up their numbers in the house plus the gop increased their governor ships including shocking upsets in true blue democratleaning states. This one will leave a mark. Cnn projecting that the Maryland Governor will be republican larry hogan. It was a trailblazing night for ep republicans and women. Joany ernst, a combat veteran became the first woman elected to represent iowa in congress ever. Shelly will be the first female senator from West Virginia ever and in utah mea love, daughter of haitian immigrants will be the first black republican ever in the house. Not only did we do it. We were the first to do it. Today marks the beginning of an all too familiar process in washington. There will be reassessing of changing, and doubling down of defeat and the Charm Offensive and a fleeting attempt to rubble bows and act like friends despite bitter partisan disagreements like the time president obama and john boehner teed it up. And president obama extended an olive branch or slid a drink down the bar with Mitch Mcconnell. Are you going to have that drink with Mitch Mcconnell now that you joked about . So will the potential bourbon summit lead to the government doing more or is it more pageantry than practice. Dana, this still promises to be a testy relationship. Tell me what you heard owl of these dueling press conferences today. Reporter it does promise to be a test of relationship, but it also is when it comes to somebody like Mitch Mcconnell a relationship with the senator who is an institutionalist and knows how to legislate and cut deals. He has proven that mostly by dealing with joe biden who he has a relationship with, but he also is somebody who gets that they have to prove on the republican side that its not just about winning elections and they have to show that they can govern and this is their chance and it is fleeting and they have to prove it and theyre planning to have a series of bills that theyll have to try to push through, but the question, though, is whether or not Mitch Mcconnell will suffer the same fate as john boehner in that his caucus will not trust the president and that is why when Mitch Mcconnell said today that hes concerned the president planning an immigration executive order will hurt his caucus, thats what he meant. Just listen to both sound bites and well talk about it on the other side. I think the president choosing to do a lot of things unilaterally on immigration would be a big mistake. Its an issue that most of my members want to address legislatively and its like waving a red flag in front of a bull. Congress will pass some bills i cannot sign. Im pretty sure ill take some actions that some in congress will not like. Thats natural. Thats how our democracy works. So part of the problem has been that these two sides simply dont trust each other. Walking around the halls over the past couple of years, a republican rank and file members in the house and the senate have said that they just dont want to go along with their leaders attempts to compromise in anything especially in immigration because they dont trust the president. The problem is you have a white house that doesnt trust congress to do its job and its understandable because particularly on an issue. Welcome back to the lead. Im jake tapper. Republicans were able to sweep across the nation in part by running against their opponents and also president obama and harry reid, but at the same time in this strange paradoxical world of washington politics, theyre also promising to end the paralysis on capitol hill. Here now to react to both the president s speech and senator Mitch Mcconnells News Conference, the senatorelect from colorado, senator elect gaarder in. Congratulations on your win last night. A hardfought campaign, how did you do it . We went around in the last eight months talking about our vision. They vote for people that they believe will put Solutions First and that will wear well with the state and over the past several months we proved that to the people of colorado. What is your reaction to president obamas remarks . Were you expecting him to say that he still was possibly going to do this immigration executive order . Again, i think thats a tremendous pressure from him from a lot of the people on his side of the aisle and we have to focus on what the message of last night was and that is that the people of colorado in this country want people to Work Together and i hope that thats the message that we can continue to drive to the president and lets Work Together for the white house, the senate on big issues like Immigration Reform. The Senate Passed an Immigration Reform bill and the house failed to do so. President obama said that he wants congress to do it, but the house hasnt done it. Is that not a measure of a House Republican failure . Well, look, our Founding Fathers of the constitution wasnt designed for people to pick up their sticks and go home. The fact is we have to work with people. Thats negotiation and finding that Common Ground, and i hope thats what the president will continue to do. Thats what i hope the house will do. Speaker boehner, i will continue to work with the speaker to make sure that well put policies forward that the senate can support and that the white house can support and i look to bridge the gap on policies that we know are important for this country that we can put forward to the president. I guess my question is if the house isnt willing to act then how can people in the house get mad at president obama for doing so . I think the house is willing to act and we have to find those grounds where they will act. Thats why i hope the senate will continue to, and particularly the new majority in the senate will continue to work with the house on ideas we can put forward. The House Judiciary Committee had passed five pieces of Immigration Reform legislation out of committee and those havent moved on the floor and i hope they will and i hope the speaker will use his majority with greater numbers to pursue the policies for the American People and just because the senate didnt get his way on this or that issue. We have to Work Together to achieve these solutions. Will you back Mitch Mcconnell for majority leader of the senate. Im unaware of anybody running against Mitch Mcconnell, but yes. I will back him. He said it would be like waving a red flag in front of a bull. Do you think that if obama does it then nothing else will be able to be accomplished . Is it that serious an issue . I think it does come down to trust. It comes down to the trust between the house and the senate and the trust between the white house and the senate and the house and we need to find those ways to Work Together instead of take politically divisive actions. The president two years ago said he didnt have the Legal Authority to do this. Lets find a way to Work Together then theres no question about what should be done and no question about how it should be done at that point and avoids the divisiveness of this particular direction. What are you, specifically, willing to compromise with democrats on in terms of achieving something for this country . Where can you find Common Ground . Well, on a variety of issue i have on the house and i was one of 33 republicans in the house to vote against the house version of the violence against women act and support the version of the violence against women act. Ive worked with gary peters. Gary peters who was just elected last night in michigan on spending issues and reducing dupe liecation and Renewable Energy and ill continue to buck my party to do just that. One of the reasons that you won according to experts and pollsters and pundits is that your opponent soon to be former senator mark udall spoke too much about womens reproductive rights and while you won male voters in colorado by double digits he only won women voters in colorado by single digits. Do you think that that was his biggest mistake . I think that the senator made a mistake of not addressing more issues in his campaign. The fact is we spent a lot of time talking to voters about a lot of issues. We ran a tv commercial saying that our campaign, this campaign should aim higher. We talked about growing our economy. We talked about energy and we talked about the environment and education and the denver post described senator udalls campaign as obnoxious and focused on a single issue and he wanted to run a social issuesbased campaign while the people of colorado wanted a discussion about the entire direction of this country. President ial hopefuls gearing up for the long road ahead while republicans swept the senate last night and cleaned up in the governors races. Are they poised for a president ial takeover next . Joining me now cnn senior Political Correspondent brianna keilar. Brianna . When politician campaigns for a winning candidate thats a badge of honor they get to wear and a politician attaches his or her name to a candidate and that candidate loses. Candidates considering a president ial run were all over the country stumping for these vulnerable lawmakers and some fared much better than others last night. The race for the white house begins after a huge night for republicans including those eyeing a president ial bid. Like new Jersey Governor Chris Christie who is stumping and winning gop contests across the country has earned him more 2016 speculation. Im incredibly flattered, but this morning what i feel is incredible pride in really great candidates across the country. Ohio governor, john kasich cruised to reelection and Governor Scott walker won a close race in wisconsin hinting he might run for the presidency as a washington outsider. Thats the difference between washington and wisconsin. Theyre all against something. We are for something. Reporter but the intraparty scuffles are already under way. Walker ticked off at christie who chairs the Republican Governors Association for not sending more money his way. Christie scuffling with kentucky senator rand paul on Foreign Policy and paul taking shots across the aisle, too, asked about the new Senate Majority leader Mitch Mcconnells win in his home state, he quickly turned the conversation to the democratic frontrunner. Kentucky, its a repudiation of the president s policies and also of Hillary Clinton. Hillary clinton was very active in kentucky and the interesting thing is she was going to run as a clinton democrat. Now on Pauls Facebook page a photo album called hillary losers including Alison Lundergan grimes. Clinton campaigned for her twice and she lost big, by 16 points. And democrat bruce braley in the important first in the nation caucus state of iowa. He lost by nine points. While clinton campaigned for a key democratic winner new jersey senator jean shaheen, the losses outweighed the successes. Maybe it doesnt matter all that much. Exit polls show clinton is by far the favorite in the key early states of iowa, New Hampshire and South Carolina where she polled in the mid60s well above the rest of the possible democratic field that shes been doing, jake, but its very interesting for someone who was so involved in these races, shes been very mum on them.
