Dozens of Health Workers in texas who have been told not to travel after one of them ended up on a cruise ship. 16 people in ohio are being monitored after been infected nurse touched down there. Hundreds more are being warned after they shared a plane with her. It is a fastmoving and frightening Public Health emergency. Today president obama again made it clear that the country and the world need to do more and fast if they want to stop the virus from slashing through cities here in the United States. And today cnn broke the story that democratic lawyer ron klain will manage the daunting task for the white house. In texas, the epicenter of the u. S. Outbreak, nearly 80 Health Care Workers are under close watch with twice daily temperature checks. Everyone who came in contact with Thomas Eric Duncan, the liberian man who was hospitalized and then died from the disease at dallass Texas Health Presbyterian has been told to shelter in place. Texass department of health instructing them, stay home, do not use public transit. Do not go out around large crowds. The dallas nurses, nina pham and amber vinson, treated duncan. Pham whisked in a specially outfitted plane and escorted by a fa a group of police. She is looking cheerful and the doctors here in maryland thankfully promised she would walk out of the ohio let us hope and pray so. The case that has the Health Community holding its collective breath is that of the second nurse, amber vinson. Frontier airlines is now reaching out to 800 people who flew on the plane that took vinson to cleveland after authorities revealed she may have had symptoms days before previously revealed to the public. The worry that ebola could become a biomedical ticking time bomb has transportation officials on high alert today. New yorks Governor Andrew Cuomo announced plans to conduct random Ebola Response drills on the citys subway which handles 6 million riders a day. And one rider on a bus in washington reportedly from west africa vomited. Cnn has reporters positioned all across the country following these threads as they develop. Well start with rene marsh. Reports are streaming in that another Texas Health Care worker is on a cruise ship. Reporter there are reports that someone on board is being monitored for the deadly virus. Its enough to raise concern. But experts say the risk is low. That ship right now on the water and headed back to texas as we speak. A Lab Supervisor from the hospital where ebola patient Thomas Eric Duncan died remains quarantined on a cruise ship. Eric lufner is one of the more than 4,000 passengers on board. Its like, holy cow, were on a boat with an ebola scare. Reporter the woman never had contact with duncan but may have had contact with his fluid samples. In a statement, Carnival Cruise lines says at no time has the individual exhibited any symptoms or signs of infection and it has been 19 days since she was in the lab with the testing samples. The lab tech boarded the carnival magic on october 12th, before being notified of increased monitoring requirements. If i were on this cruise ship, i wouldnt be concerned at all. In a vast excess of caution, she is isolating herself, which from an objective sciencebased Risk Assessment is quite unnecessary. Reporter the ship is currently returning to texas. Mexico refused to allow it to dock. And a request by the u. S. Government to evacuate the passengers through belize was rejected. Meanwhile, two coworkers of the lab technicians, nurses nina pham and amber vinson, are being treated for ebola. Before being diagnosed, vinson flew round trip from dallas to cleveland. Frontier airlines is notifying up to 800 passengers, including those who flew with her and those who later traveled on one of the same planes. Im more worried than i am angry. Its kind of one of those things where it happened, now i just want to be positive and deal with it and move on. Reporter and other ebola scares continue. A sick passenger died on a flight en route from nigeria to jfk thursday. Emergency responders determined ebola was not the cause. And at the pentagon this morning, a woman who said she had been to west africa vomited in a parking lot. She was taken to a hospital for evaluation. So everyone acting out of an abundance of caution. In texas, the state where these two nurses were infected with ebola, the state is directing all Health Care Workers who had direct contact or even entered Thomas Eric Duncans room to stay away from Public Places where people congregate. That is all outlined in this one page or here. That essentially means they are not allowed at restaurants, grocery stores, theaters and of course not on commercial flights or cruise ships. Jake . But evidence she may have had some symptoms while there has officials racing to track down everyone she might have come in contact with, anyone who might be exposed. 16 people, including mrembers o her family, are being monitored around the clock. Doctors are also keeping tabs on other people who sat next to her on flights. Cnn National Correspondent Susan Candiotti is on the ground now in akron, oklahoma. We know that amber vinson was potentially contagious for much longer than we originally had been told. How has that changed the way, susan, that officials in ohio are responding to this crisis . Reporter not only in ohio but elsewhere, too, because now theyre learning the protective gear that nurses vinson and pham were wearing, didnt work, didnt protect them completely from ebola. So its expanding the definition of contact. At least start getting doctors to talk to people more about what kind of contact you might have had. And in the case of amber vinson, again, growing evidence that she may have been feeling odd while she was here saturday and sunday. Heres how the cdc put it. She rested for a long time on some days. She said she felt funny. Those types of things. But nothing specific. The judgment that we came up to is that we cant rule out that she wasnt ill, okay, for the time that she was here in ohio. Reporter and admittedly, the cdc is now saying that it shouldnt have told her that it was all right for her to get on that plane, even though she had despite her only having a slight fever. So it is changing the way they are looking at how they should be monitoring people who might be infected. Jake . Susan candiotti in akron, ohio. Thank you so much. As federal officials here rush to guard against ebola, the World Health Organization today admitted that it bungled worldwide response to the outbreak. In a memo obtained by the associated press, the agency writes, quote, nearly everyone involved in the outbreak response failed to see some fairly plain writing on the wall. Cnn chief medical correspondent sanjay gupta is in atlanta. Thanks for joining us. This is a startling admission. If the w. H. O. Cant handle this, why should we have any confidence that ebola can be stopped by individuals in places like akron, ohio . Well, they definitely bungled things and they admitted that. Ill talk more about that in a second. But i will say that i dont think that necessarily means that it cant be handled going into the future. One of the things to keep in mind, jake, since 1976, there have been a couple dozen nearly outbreaks. And every single time, its been handled fairly easily. This was different in a few different ways. There was this idea that patients were moving more, they were getting to big cities. It was a more globalized society. And i think the World Health Organization just didnt anticipate how significant that movement was going to be. It was just much more challenging to track all these patients and to track all these contacts. And by the time they realized how widespread it had become, it was sort of starting to get out of control. Their words, not mine. And thats sort of the situation that were in. But keep in mind, senegal, there was a case there, some say senegal now is free of ebola. Nigeria, theyre on their way to saying that nigeria is going to be eradicated of ebola as well. So it can be done. But its going to require a hur been done. And weve seen people on the front lines, Health Care Workers, people treating patients with ebola we heard a passenger who sat three feet away from amber vinson, and he said the nurse who is helping him monitor his symptoms is not as safe as he would like her to be. And there still seems to be no consistent standard for how to treat these potentially very sick, potentially infectious people. Its important to categorize these people for who they are and whats going on with them. Somebody to sat next to somebody who subsequently was diagnosed with ebola is not necessarily infected themselves, not necessarily infectious or contagious themselves. What the nurse is likely doing is taking that persons temperature. So beyond the obvious things, the normal safety precautions, washing your hands, putting on gloves and things like that, theres really no other safety standard. She is not treating this person for ebola because this person doesnt have ebola, doesnt have the infection. The person youre talking about who sat on the plane close to ms. Vinson, he doesnt even need to be quarantined. You only get quarantined if you are potentially a danger to the public. And in this case, hes not been diagnosed with an infection. So some of this is confusing because people are throwing around various terms. Quarantine, isolation, infected, not infected. This person is not a threat to the Public Health and hasnt been diagnosed with ebola. And the chances are very low he will ever get sick. Remember patrick sawyer, the guy who flew to nigeria and then when he got to nigeria in the airport terminal, he collapsed, subsequently died of ebola. But with criticism growing and fear spreading, the president now seems to think that a oneperson approach might help rein in what critics have called a disjointed effort so far. Today president obama announced he would appoint an ebola czar to coordinate the federal response. To the surprise of many, the president did not turn to an expert in Infectious Diseases or a medical scholar or a hospital executive. Instead, he tapped a wellknown washington insider. So if youre a president , what do you do when a deadly disease is terrifying the public and needs to be contained and the response has been questioned . The skill hes lent to president obama, john kerry and others as a key debate adviser. White house officials argue there are enough doctors at the cdc and n. I. H. Im trained as a physician. Im trained in internal medicine. Reporter what they need now is a topnotch manager. Will klain have room to do his job . Hell report to two others in the white house, Homeland Security adviser lisa monaco and susan rice. Im so scared. Republican lawmakers especially have been highly critical of the administrations ability to contain ebola in the United States. In a hearing yesterday with the nations top Health Officials, pennsylvania congressman tim murphy, a republican, went so far as to say the trust and credibility of the government are waning. And representative murphy joins me now live. Congressman murphy, i want to read this tweet from Vice President biden. It says, theres no one better at getting government to work at its best than ron klain. Hes a tested manager and problemsolver and a trusted adviser. And yet you called the appointment of ron klain tone deaf. Why . Because when i had a hearing yesterday, three hours of some great experts in the areas of health care, disease management, et cetera, not one of them said, could you please appoint a Campaign Worker and a political operative to govern this issue. I think this is a time where americas looking to build confidence in having a medical crisis. And it would have been helpful to have someone who knows something about Infectious Disease, a disease management quarantines, all those issues, to help here. America needs to have confidence. And i would love it if the white house could be working towards that. Love it if the h. H. S. Secretary would speak up about it. We dont need another expert in politics. This is not a political issue, but a medical issue. I hear you. But to play devils advocate here, ron klain handled the stimulus dollars. He is wellregarded in the administration for knowing a lot of people in government, knowing a lot of people on capitol hill. And the white house says this is a managerial position. There are plenty of Infectious Disease experts at n. I. H. , at cdc. Is that not an argument thats valid at all . Youre talking about someone who may be a great guy. I dont know him at all. This is nothing personal or political. This is an issue about what America Needs and thats policy differences. Do we have quarantines and isolations or not . Do we restrict travel from africa or not . Do we need more planes to bring people over who may be sick who may be american citizens . How is the military going to handle the Infectious Disease aspect . How do we advance money through the h. H. S. Where this is needed . These are medical decisions of what happens and what do we do in terms of training hospitals, et cetera . Having someone with zero experience in this doesnt do anything to add confidence when america is very worried about this issue. Youve been a vocal proponent of banning air travel from the west african countries where the ebola virus is in its biggest crisis. But there are some Health Officials who say that it would be to our detriment to impose such a travel ban, particularly, it would encourage people to avoid screening checkpoints and make it harder to fight ebola at the source level. Whats your response . I dont agree at all. Youre saying people would be deceptive in order to get into the United States. And thats a concern right now. We heard it during our hearing yesterday when customs asked someone, have you been around someone a ebola . You already have people who wouldnt be willing to lie to get to a topnotch u. S. Hospital versus a village in africa for treatment . Taking someones temperature also is not adequate. You have a 21day spell where someone could be harboring this disease. The fever may not be up yet. New jersey journal of medicine recent study said 13 of the time, the fever would not be up there. Fevers have been fluctuating by cdc in terms of what standard they use. The nurse who flew on that flight from dallas to cleveland and back, she did not have a high temperature. Mr. Duncan did not meet that threshold temperature. Theres a lot of other things in the medical sphere which is part of that. When the administration and others say, we wouldnt be able to get enough help into africa where its needed, thats total nonsense. We can bring whatever military flights, cargo flights, we can do that. And i want to do that. I want to be supportive of what we need to do in africa. But the idea that people would be sneaking around, thats human nature and theyre going to sneak around now. I just dont buy this right now. Congressman murphy, good to see you. Our national lead, should federal officials ban travel to the United States from the nations hit hardest by the ebola virus . Well, its a complicated debate for many. And not just if youre the one holding the boarding pass. The white house says a ban could lead to more problems, that people might hide their travel history and get on the plane anyway. But some lawmakers are demanding a ban. It is the right policy to ban air travel from countries that have been hit hardest by the ebola outbreak. Urging the president to immediately institute a travel ban. The question is, why the executive branch and why the agency will not exercise that authority. I believe travel restrictions need to be put in place. Very much in favor of travel restrictions. We should not be allowing these folks in, period. Cnns tom foreman is examining the issue. Would a travel ban produce results and can we live with those results . Reporter there are at least three clear ways to look at a travel ban and all suggest that this very popular idea would also be hugely problematic. The first key question, can a travel ban even be implemented . Legally, of course, the United States has a right to control who enters the country. But there are no flights out of the hottest part of the ebola zone to the United States. Most passengers from west africa pass through other airports in other countries, maybe stopping for hours or days before continuing to america. So my ban would have to include tracking massive numbers of flyers all over the globe. Closing off travel to the United States is not only technically difficult, but it also stops the flow of people and goods and commerce that are relevant to who we are as a society. Reporter question two, would a ban work . The incubation period for ebola is long enough, up to three weeks, if a chain of infection became established from spun in the hot zone to outside of it, the disease could easily migrate to america outside the ban. And a ban could force people into hiding their true travel history, slipping into america anyway. Then theyre less likely to get treated properly, screened properly, quarantined properly. And as a consequence, we could end up having more cases rather than less. Reporter and could a smaller measure prove effective, such as denying visas to people who live in the hardesthit countries . Maybe. But thousands of people have dual citizenships and many others are working in the hot zone but hold passports from other places. So theres going to be all sorts of exceptions to closing off the visa process, which are still going to make us vulnerable if someone comes here with ebola. Reporter so maybe they could find a way to make this work. And, yes, it is hugely popular. But its worth recalling during the sars epidemic ten years ago, canada tried a travel ban and eventually it was found that that was very costly and ineffective. Jake . And at the time, nurse, bridetobe and ebola patient, amber vinson, had no idea that one visit would spark a scare in two states. Two schools in northeast ohio have been shut down. So did the bridal shop in akron, ohio, where vinson tried on wedding gowns. Joining me now is dr. Margo irmy. Thank you for joining us. Basic question, is anyone in your Community Showing any symptoms at all of possible ebola . No. We do not have any cases of ebola virus disease in the community, and we also have monitored our contacts to the sick Health Care Worker and none of them have shown any signs of any illness. Thats great news. Its been reported that officials in your county are looking for shoppers who may have been at that akron bridal store that amber vinson visited over the weekend. To your knowledge, have any of those people been located . Well, we have had people call in. We are looking for people who had gone to the bridal shop during a very specified time period. And in consultation with the Ohio Department of health and the cdc, it was recommended that we extend to talk to people who had been there so that we can assess what their possible exposure and risk and provide some guidance to them. The cdc indicated yesterday that amber vinson was showing symptoms perhaps as far back as friday. Thats earlier than we thought. Were told that while her uncle disputed that, of course, while talking to cnns don lemon, saying she didnt start showing symptoms until tuesday, the day she was diagnosed with ebola back in texas. Can you explain to us, tell us which account is true, if you know, and what is the significance if she was sick when she boarded her plane . Well, what is the definition of symptoms . And what kind of symptoms . Weve always had this constellation of symptoms we associate with the ebola virus. And the people that we have talked to, her family, her friends, have all said she did not appear ill. But we had also heard that the day before she left, she just felt funny. And not specific, not a headache, not feeling nausea, vomiting or diarrhea. And that nonspecific symptom, the cdc wasnt quite sure whether that might have indicated and even when she went to the hospital, her symptoms, we were told, were not typical. But when they did some blood studies, they had some indication that maybe she was sick and because this is different than the other two the presentation is different than the other two case, they are doing an abundance of caution trying to make sure that we do not miss anybody. Let me ask you a question as the director of Public Health in summit county. If the worst were the happen and obviously we hope it does not happen. But if someone in your area is diagnosed with ebola, would you feel comfortable having that patient treated at one of your local hospitals or would he or she be best to go to one of the ebolaready hospitals, like emory or n. I. H. . And im medical director, not health director. Sorry. We have talked to the hospitals and i think one of the things that we need to be prepared for is not just in this situation where you have contact that youre monitoring and we hope nobody gets ill but also anybody thats just walking in unknown. And you have to look at the fact that people at Health Care Facilities have to be prepared. Now, as to the kind of treatment and where that treatment should be, i think a lot of it depends on the preparedness of the facility, the staff, the illness of the person and what kind of treatment is available. I know they have transferred and probably will continue transferring at the present time. But if we were to have more cases in the country than would exceed the capacity of those four places, i think Health Care Facilities need to be prepared. We were prepared for pandemic flu, smallpox, sars was mentioned. We deal with Communicable Diseases every day. And i think that where a person ultimately gets treatment will depend on what we know about that treatment and where that treatment might best be given. But i think every hospital needs to be prepared for that unknown. Its easy to be prepared when you know something might happen. But not when theres an unknown. And thats what we have to be prepared for. And let me ask you, we were supposed to have you on with the mayor of akron. But i understand you had some sort of disagreement with him about what the Proper Health procedures are. Can you explain what your disagreement was about . Well, we had a spirited discussion on where an infected ebola patient ought to be treated, just like you asked here. And i gave my opinion based on our discussions with the hospital and the cdc and the Ohio Department of health, knowing that we do not have any ebola cases here. And he offered a differing opinion. And thats been debated in the news all along. And i think that action is important because theres probably not theres probably something good in each one. And actually coming to a discussion as opposed to just keeping it inside, i think is very important. I think everything has to be laid out on the table as were looking at how were going to prepare for this disease, not only here, but also other places. Im sure the discussion occurred in dallas as well among different officials. I think its important for those discussions and debates to be held in public view. I appreciate your coming on, doctor. And now 60 strikes in the last four days alone. Thats a huge amount of airpower. Now talking about the kurds saying they have about 80 of the city back under their control, fighting reported in the far eastern south. Places that used to be isis strongholds. I spoke to the political leader of the syrian kurds on the phone earlier today. He said he was very thankful for u. S. Coalition airpower for holding back isis there. But pointed out unless they get weapons and antitank capability, theyre going to find it hard to hold that city.
