If Ronald Reagan envisioned a shining city on a hill, the party of donald trump described a burning city on a hill or a screaming city on a hill or both after promising four days of hope, the first night of the Republican Convention delivered a dark, dystopian view of america should donald trump lose, claims of socialism, culture, violence in the cities. Theyve largely glossed over the tragedy of the coronavirus and instead put forth a revisionist version of the pandemic as. It u. S. Didnt lead the world in cases and deaths. There was a notable appeal to minority voters with nikki haley and the only black republican in the senate who told his own compelling personal story. It seemed a program to sway white suburban voters. How effective was it . We have new reaction and details about what to expect tonight. Now coronavirus. Overnight, the fda commissioner defending the emergency use of plasma as a coronavirus treatment. But did he apologize for mischaracter rising t mischaracterize using the treatment. They said vaccines must be safe and authorized before being used. But they say the white house has raised the possibility of authorizing a vaccine before late trials are completed. Good nus news, the pandemic seems to be slowing in the sunbelt, but accelerating in some midwest states. Lets begin our coverage with jeff zeleny on our top story. Hi, jeff. Reporter good morning. It was a night of revisionist history at the Republican National convention filled with a reality on President Trumps handling of the pandemic. But all of that was by design and rallying the president s base calling home wavering republicans with ominous warnings about joe biden and the democratic agenda. I vowed to be an american reporter President Trump ti kicked off the Republican Convention of how it would look without him in charge. I really believe this. This is the most important election in the history of our country. Dont let them take it away from you. Reporter and that theme continued throughout the Opening Night with mondays list of speakers also warning of a joe biden presidency they described as radical. Among them, the st. Louis couple who waved guns at protesters this summer. They want to abolish the suburbs altogether. Make no mistake, no matter where you live, your family will not be safe in the radical democrats america. A top Campaign Fundraiser and former news host amplified the unproven charge that democrats intended to abolish the suburbs. They want to steal your liberty, your freedom. They want to control what you see and think and believe so that they can control how you live reporter her words echoed by the president s own son, donald trump jr. Its almost like its shaping up to be church, work, and school versus rioting, looting and vandalism. Or in the words of biden and the democrats, peaceful protesting. Reporter as the death toll continues to crime, they touted his handling of the crisis as a success. One person took action to save lives, president donald trump. Reporter and showing this video of the president with frontline workers at the white house. We just have to make this china virus go away and its happening. Reporter but there was no explanation how the United States leads the world in total coronavirus cases and deaths or trumps repeated downplaying of the crisis from the start. The first night also featured two prominent republicans of color, focusing on the National Outlook instead of the president s record on race. Former u. N. Ambassador nikki haley saying the issue is personal. In much of the Democratic Party its now fashionable to say that america is racist. That is a lie. America is not a racist country. We are blessed to live in america. Its time to keep that blessing alive for the next generation. This president and this party are committed to that noble task. Reporter in closing tonight, South Carolina senator tim scott. This election is about your future. And it is critical to paint a full picture of the records of donald trump and joe biden. C reporter the only black senator described how he thinks they could permanently transform what it means to be an american. Make no mistake, joe biden and Kamala Harris want a cultural revolution, a fundamentally different america. If we let them, they will turn our country into a socialist utopia. Instead, we must focus on the promise of the american journey. Reporter now there are convention offers the biggest opportunity for the president to reset his campaign and, indeed, his presidency and they hope to do so with messages like that from senator scott. Its unclear how this is going to play out in the country. We should keep that in mind as we watch this convention all week line. It is designed at rallying the republicans base for sure. Tonight, Melania Trump will be speaking from the newly renovated rose garden as well as back here in washington, eric trump and tiffany trump. Alisyn. Okay, jeff. Thank you very much. Developing this morning, schools in florida in limbo after a judge locked the state order requiring schools to reopen for inperson learning. The judge arguing that the state failed to take safety concerns into account. Randi kaye is live in west palm beach, florida, with more. Whats the latest . Reporter good morning. Parts of the country that are facing the worst of the pandemic are seeing signs of improvement, but we are seeing schools reopening and new clusters at colleges and universities. So administrators and School Officials are scrambling to contain these new outbreaks. After weeks of rising numbers, sunbelt states are beginning to show positive signs of improvement. And over the weekend, for the First Time Since july, the sevenday average death toll nationwide dropped below 1,000. But new concerns are still mounting in parts of the midwest where infections are trending upward. I am increasingly concerned that were seeing right now and its really been over about the last week reporter as schools begin to reopen, outbreaks at universities are reversing the recent d recent downward trends. It continues an alarming trend in the wrong direction. Reporter the university of kansas just issued disciplinary actions against two fraternities having parties. The Positivity Rate has more than doubled in a week now standing at 31. 3 . The school has reported 465 positive cases in the last week. Ohio State University suspending more than 200 students who have violated the universitys social distancing regulations. And in tuscaloosa, home to the university of baalabama, all ba are closed after two weeks after a spike in cases. Tuscaloosa is in serious jeopardy. Reporter in florida, a major win for teachers after a judge blocked the states requirement that all schools offer inperson learning by august 31st. They found that richard sock rin arbitrarily prioritized Opening School in august over safety and the advice of Health Experts. Governor desantiss office says it will appeal the ruling. No longer is there a penalty, no longer is there this threat from our commissioner or our governor to haphazardly open our schools. Reporter two sources tell cnn that white house officials are raising the possibility of an early use vaccination for a vaccine but before late stage trials ever finished. Dr. Anthony fauci telling reuters that without knowing the ef facesy of the vaccine saying we would hope that nothing would interfere with the full demonstration that it is safe and effective. Mean while, here in florida theyre seeing the lowest number of new cases since june and they say the hospitalizations are down 50 in the last moneyth. But now the university of miami is scrambling to control an outbreak and theyre saying the reopening of schools could reverse all of these positive new trends. The key is to keep those trends moving into the right direction. Randi, thanks so much. Breaking overnight, no real answers, no explanation for the Police Shooting of jacob blake in wisconsin. Were seeing a night of shooting, the nation guard has been called in. Sara sidner spoke with blakes uncle. She joins us live with the very latest. What have you learned . Reporter john, tonight or actually this morning quiet, but there were peaceful protests in the day which devolved into burning buildings at night from the were several buildings set ablaze, including probation office, a store that sells furniture, and a restaurant. We watched several cars go up in flames as well. Police and protesters squared off in front of the courthouse, Police Responding with tear gas. There was a curfew that started at 8 00 p. M. But nobody paid that any mind. They were here because they were so angered, frustrated and distraught over this horrific video that they watched of jacob blake being shot seven times, mostly in the back, by a Police Officer here and still no official explanation as to exactly what went on from the police department. But we were able to sit down are jacob blakes uncle just justin blake sat with us and talked about the phone call that the family received that their son and Family Member had been shot. This is like all the black parents talk about is that phone call you dont want to get, and we got it. So you have to sort of be strong for each other, let your faith lead the way, and so after talking to his mother, she and my brother are asking people in kenosha and around this nation to protest. But protest nonviolently. We want justice and were going to get justice. Were going to demand justice. But were going to do that without tearing up our own communities. Reporter what did he say to you when you first talked to him . That it was going to be all right. And it is. But whats all right when someones life was just totally changed . Thank god hes alive. So were just praying for a great recovery, that he may have a great quality of life, and that his father, my brother, can enjoy him. Reporter what is your biggest worry for the health of jacob who has lived through being shot seven times . Hes a hell of a young man. Hes strong. Hes a blake. Hes going to be okay. Hes going to be okay. Reporter and you can hear the tears there in jacob blakes uncle justin blake. We understand from jacobs father who we spoke to as well on the phone that his son has gone through multiple surgeries. That, as they put it, he is pretty torn up from the bullet wounds. But everyone here, all the Family Members and the folks that have been out here have been praying that he does recover. He is still in stable condition. Justin blake just swhaed aai any Family Member across america would say, theyre praying he has some quality of life and that his children and father can still, you know, can still be with him. So, look, well have much more on this story and the investigation throughout the program. Sara, thank you very much. The Republican Party kicking off their convention with dark warnings about what america would look like under joe bidens leadership. Theyre not satisfied with spreading the chaos and violence into our communities. They want to abolish the suburbs altogether. Its a horror film really. Theyll disarm you, empty the prisons, lock you in your home, and invite ms13 to live next door. They want to destroy this country and everything that we have fought for and hold deer. Its almost like this election is shaping up to be church, work, and school versus rioting, looting, and vandalism. The republicans also painting a misleading portrait of trumps presidency and his handling of the coronavirus pandemic. Well get into all of that. Joining us now is the reporter for yahoo news. Also cnn washington correspondent ryan noble. Its great to have both of you. Brittany, they had planned to be, you know, shiny, happy people and then went dark and disspopi dystopian right away. What did you hear last night . Yeah, alisyn, officials told us this is planned to be uplifting four nights. We know that trump sought his element. Theres a reason why we dont hear trump being a unifier in rallies for the last 3 1 2 years. Its important to understand the task at hand the republicans have. Biden is leading trump in several battleground state polls, 50 or close to it so the gop has to woo these undecided. Last night reminded me at cpac than a fireside chat. At cpac its fringe party and mainstream. There they paint intangible theoretical villains over tangible ones. We heard a lot about doom and gloom which might have worked. But biden and harris are super centrist. We heard about defunding the police, something that biden and harris are sensibly not for. We heard a lot about cancer culture, a policy i didnt hear on the campaign trail for the last year and a half. I think its an attempt to appeal to fear. On one hand i understand why. Fear is an effective motivator against people who donate money, it gets people to be scared to leave their house and vote in november. But its a far cry from the make America Great again rhetoric weve been hearing from the white house and it calls into question under whose presidency did all this happen . Almost like it wasnt trump that was president , it was coronavirus. Nikki haley and tim scott were a bit more measured now the reaching to voters. The target may have been suburban white women. I think that was the consistent target and they went that the target in a very dissident way. You had nikki haley and tim scott telling their personal stories. But then you had Kimberly Guilfoyle shouting. Listen. Dont let the democrats take you for granted. Dont let them step on you. Dont let them destroy your families, your lives, and you future. Dont let them kill future generations because they told you and brain washed you and fed you lies that you werent good enough. Get that . Get that . Speak up a little bit next time. Ryan nobles, youre here because youre cover the Trump Campaign. Even donald trump, the president yesterday, when he spoke at the charlotte gathering he, too, wasnt as bright and hopeful as they had promise. What does the Campaign Want and did they get it out of night one . Well, one thing is clear, john, after what we saw last night is that all subtlety is gone when it comes to the Trump Campaign and the republican message during this particular campaign. I did think that the campaign was hoping to frame each and every night under a certain topic and deliver a very specific message, which they inattempted to do last night by the presentation of their speakers and the way that you watched this convention unfold. But what i think we saw more than anything last night is that this is Donald Trumps party, this is Donald Trumps campaign, and that is its also Donald Trumps convention. And many of these speakers last night were essentially an extension of the president. This is exactly how the president talks on the campaign trail. You know, he really set the tone yesterday during that speech in charlotte. As you mentioned, john, we heard for days that this was all going to be an uplifting and positive mess ageda the preside message and the president walked occupant a out and started listing a long list of grievances. The message in the Republican Party is they have to find a way to channel donald trump. They believe donald trump is the best messenger for this campaign. He won this election four years ago and theyre either going to win or lose based on donald trump and his message, and that was very clear last night. And brittany, about coronavirus. Obviously the illness that has gripped the country, 177,000 americans dead, they didnt talk about that. I mean there are was a lot of revisionist history they tried to show the people who werent taking it seriously at first, but they didnt mention President Trump not taking it seriously for all of these months. And what could have been done differently. And so, i mean, do you think that their viewers buy that hook line and sinker . I thats a tough sell. Its pretty jarring from last week when we saw i believe on the first, second night of the dnc someone a daughter of a trump supporter saying that, you know, supporting trump cost her father his life. He died from covid. We heard little to nothing about therapeutic development. We didnt hear from any voices like dr. Birx or fauch she i or Coronavirus Task force. So it was a strange tonal clash. And it was given to the mccloskey couple who were dog whistling. You know, everyones frame of reference is different. Voters are very aware of whats happening with coronavirus. Almost 180,000 people have died and many, many, many more are sick. I think we have to see that theyre having the numbers if voters are going agree with what was thought by the rnc last night and this week or if theyre going to take their own way. But of course it can be damaging and i think it leaves a lot of people wondering if theres hope, besides economic hope down the pike just ten weeks from now. Thank you both very much for helping us look back at the highlights and low lights. Okay, the fda commissioner insisting he was not pressured into authorizing emergency use of convalescent plasma as a treatment for coronavirus. So what is he apologizing for . Thats next. Come on in, were open. All we do is hand you the bag. Simple. Done. We adapt and we change. You know, you just figure it out. Weve just been finding a way to keep on pushing. You try to stay ahead of the but scrubbing still takes time. Now theres powerwash dish spray its the faster way to clean as you go just spray, wipe and rinse it cleans grease five times faster dawn powerwash. Spray, wipe, rinse. We live with at t and we are well past the honeocupado tom. At t, whats this i hear about you advertising a 100 Fiber Network . Only like a fraction of my customers can get that. Thats it . . You have such a glass halfempty attitude. The glass is more than halfempty you need to relax tom. Oh tom, you need a little tom time. A little tt. Stop living with at t. Xfinity delivers gig speeds to more homes than anyone. Developing this morning, the fda commissioner is denying that his agency was pressured to give emergency authorization for the use of convalescent plasma to treat coronavirus, but he apologized for misrepresenting the data used to back up the decision. Stephen hahn wrote this. Ive been criticized for remarks i made of the benefits of convalescent plasma. What i should have said is better is that the data show a relative risk reduction, not an absolute risk reduction. Joining us now, the dean of the school of Baylor College of med minute . Houston. What the fda commissioner said its a 35 reduction in mortality if you take convalescent plasma and its not even close to true. We had a doctor on yesterday who said would fail any student of his who put that in a paper. And while theyre denying political pressure, that perhaps under whatever pressure there is there, they went out of their way to present an overly rosy picture of something that the data doesnt back up. Yeah, john. From my standpoint, the big issue is this. Will they do the same around the vaccine or the vaccines . Thats what really scares me. Because we know weve heard rumblings about the president trying to push an emergency use authorization of the vaccine before we have the data in to show that these vaccines actually work or are safe doing something before the election. So this is the first time weve seen that emergency use authorization around a biologic, meaning, in this case plasma. And the reason thats significant is because thats a Different Branch of the fda from where were usually seeing emergency use authorizations. This is the center for Biologics Center for biologics which will be responsible for the vaccine. Is this some kind of encouragen into seaberg which would approve the vaccine and thats what gives us cause for concern. I think that people whose Family Members may be sick or if theyre concerned about getting sick is does it work and is it work taking the risk . Do we need wait to go through the randomized placebo trials . I know as a doctor you would always recommend finding out if something is safe and effective before using it. But desperate times call for Desperate Measures and can they fast track this . Is it worth the risk . Remember back in february i was a big proponent of plasma therapy because thats all we had. And the idea was it was a stopgap measure to what we really want a vaccine. But before then, mono clonal antibodies which would do the same thing as plasma does but at a hire level of antibody and under more controlled circumstances done through randomized controlled trials. Hopefully thats what were going to be seeing in the coming weeks roll out. Theres two major mono clonal antibodies coming out. So it was always kind of an interim approach until we could get better their putics coming along. I do think theres benefit if you look at the recent paper put out by Michael Joiner iyer in. Theres benefit given to those with low amounts of antibodies. There is a benefit thats hard to study. When someone comes in and is potentially sick with covid19, you give them the kitchen sink. You give them not only plasma therapy, but youre giving them steroids, you give them anticoago anticoago gu lentz, remdesivir, we may not know. The trend looks like its clearly something, but thats where we stand. Weve seen in the sunbelt that the number of cases and hospitalizations and a lot of the data in these states is heading in the right direction. There are warnings, including from dr. Redfield about a rise in the midwest. Hes very concerned. He said its a third possible wave of cases in the mist. You c midwest. You can see the senates red. And then we have the Positivity Rate in universities. You have wu139 active vases in missouri. Tuscaloosa is closing bars in alabama. Talk to me about the good, the bad, and the ugly here. Theres not a lot of good to talk about, unfortunately in the is whackamole where we keep on knocking one down and another one pops up and the problem is we never fully knocked the one down in the first place. So lets unpack this a bit. So in the southern United States, the numbers are going down, theres no question about it. But, its not getting on to the level where you still safely open schools, even though its not as screaming high as it was a few weeks ago, its still screaming high and its really impossible to open schools safely and keep teachers safe. So thats where were at in the southern u. S. Now were pushing hard to open schools in many parts of the southern u. S. Even though we probably shouldnt, and the numbers are going to then go back up. So thats what were looking at in the southern United States. Now we have this new focus up in the dakotas, north dakota, south dakota going into iowa. Some people think this is due to the sterges rally and thats possible so that gives us concern. And then were trying to open up College Campuses at a time when we have a huge amount of transmission. And the problems were hearing are about National Campuses where people are coming from all over the country. Even though North Carolina say state school, its a top Public Research university so people are coming from all over the country and this is what happens. So it all gets back to pointing the fingers at the white house and the Coronavirus Task force for not doing what they were supposed to do over the summer, which was dramatically reduce transmission so we could do all those good things, like open up schools and colleges. They just wanted to let it rip and then hope for the best in terms of Opening Schools and colleges. And weve been talking all summer how that approach is going to catastrophically fail. And guess what . Its catastrophically failed. We appreciate you being with us helping us understand all these complicated numbers. Thank you. Breaking overnight, protests on the streets in kenosha, wisconsin, people demanding justice and answers after the Police Shooting of jacob blake. They shot him seven times in the back in front of his three young children. This morning, two Police Officers are on administrative leave, but officials still have not given an explanation about what led to this shooting. Joining us now is sophia nelson. Shes also a senior columnist at the daily beast and contributing writer for usa today. Shes a former House Republican house investigative council. This video is just another one of these videos where you have to turn away. Its too gut wrenching. I mean, it unfolds much faster than the george floyd video, but its just as hideous in many ways, knowing that he was shot in the back. His three young sons were in the car. The guy who filmed the cell phone video describes himself as being traumatized. He cant sleep after what he witnessed. And we can only imagine, you know, the Lasting Impact on these kids. And so where do investigators begin with this to figure out what went wrong here . Well, first of all, alisyn, thanks for having me. But i think that weve had a very tough 2020, right . It was Rayshard Brooks then george floyd and then Breonna Taylor and now this gentleman here. It is gut wrenching for all of us. As far as investigators go, its the same old same old. We see the same pattern every time. They put the police on ra administrative leave. They say theyre investigating. Why havent they released if they have a reason, the police im talking about, for shooting a person whos fleeing or walking in the back, which theres never going to be a justification for that by the way, but why havent they shown all the footage . If theres something exonerating, then release it. There seasonaliisnt anything e rating. To shoot a man in his back in front of his children is something that should upset us all. To be honest with you, im at a loss on this, as i think many of us are, we are becoming numb to it which are is a problem. We all have Police Sources and one of them told me yesterday that there are protocols that you dont shoot a suspect in the back. You are taught that. Absolutely. You dont shoot a suspect in the back. From his watching of the videos, its hard for him to see what would ever justify seven shots in the back. I know that a piece of video never tells the entire story. Right. So we dont really know what happened beforehand. But what witnesses say is that jacob blake, this gentleman who was shot, was unarmed. We can see he was in a tank top, so its easy to even see that hes not concealing something from the waist up. I believe he was also in shorts. He was reportedly trying to deescalate a fight between two women. Police were called for a domestic disturbance. There was a fight between two women. He was trying to deescalate the fight. So we dont know what happened between that time and the shots. And i guess i just dont know how we will ever really know. Well, alisyn, heres the thing. Deadly force in this case a gun, you only use deadly force if youre being confronted with deadly force. Thats why the most fundamental rules of Law Enforcement and engagement. And when someone is fleeing from you, lets say a suspect is fleeing from the scene of a robbery, you chase that suspect, you wrestle him or her to the ground, you handcuff them. You dont shoot them unless youre shooting at you while theyre running. Which was not the case. But theres a bigger case here. If you watch the Republican National convention, there are two americas right now. Theres one america that sees incidents like these as somehow the fault of the victim and the protesters are an arcisarchists theres other victim thats afraid crime is coming to their neighborhood when the you have these two narratives, situations like this will only escalate further because you have the people being oppress and victimize and those who are completely detached from it and dont believe that its real or that it exists. I think this is a big reckoning that this countrys going to have to have on this issue. And that is just the latest in a spade of ugly, ugly, vile either murders or shootings of unarmed African Americans in this country where i hope he survives. I dont know how hes doing, but i hope he survives those gunshot wounds. We all do and we hope we get more answers. Thank you very much for your thinking on this. Coming up, cnn goes inside a lab in china where scientists are working on a Coronavirus Vaccine had the how soon could that one be ready . What do we need to know about it . Thats next. I should get a quote. Do it. Only pay for what you need. Liberty. Liberty. Liberty. Liberty. Now that the rents due but theyve cut your pay. Now that the virus has cost lives but your healthcare costs too much. Now that our president has had months but he still doesnt have a plan. What happens now . Joe biden knows how to lead through a crisis because hes done it before. When our economy was on the verge of collapse, joe biden led the largest economic stimulus in a generation and saved millions of jobs. Now joe biden is ready to lead us through this crisis. He knows rebuilding our economy starts with fighting the virus, increasing testing, getting more protective gear for healthcare workers and calling for mask mandates nationwide. As president , hell get working families back on their feet by lowering healthcare costs and helping Small Businesses recover. So what happens now . We elect a president who will build back better. Im joe biden and i approve this message. This morning the global race for a safe and effective Coronavirus Vaccine is heating up. David culver got access inside a chan knees l chinese lab where they in late stage trials at this moment. David, what do you see . Reporter john, i think it might surprise folks when they hear that chinas been rolling out the vaccines for covid19 over the past two months. They did it first in june with their military, members of their military getting vaccinated. And then in july weve recently found out that theyve done it with frontline workers, folks who are Border Patrol agents, medical staff, those deemed to be working in highrisk areas. Earlier today where he we earlier today we were able to go through part of the lab thats part of the phase three trials. Theyve got 13 altogether. This is a place that hopes to provide not only the population here in china, but ultimately the rest of the world. You feel hopeful just looking at the packaging and small vials. Might this bring us back to before the coronavirus . It will bring us with good [ inaudible ] to the people in the world. Synovac is working on a covid19 vaccine, its one of nine that are well in clinical trials. The Biotech Company began developing its vax seen developing its vaccine in january. They started building this in march, and they did that for two reasons. One for regulatory flnreasons i china, they need a separate space to do the vaccine and they need the production space. Life within china has returned to normal in most places, so much so that wuhan has hosted crowded pool parties. And in beijing no longer are you required to wear a face mask outside as long as youre a safe distance from others. But Health Experts worn the stringent measures impact immunity levels. In these places the way forward is vaccination. Reporter in the past two months, the Chinese Government granted two Vaccine Companies special and emergency afrouppro to launch their vaccines. Typically it takes years. Do you feel confident enough to take the vaccine . Yeah, i do. Because the vaccine roadmap we are using is demonstrated and proved technology. Reporter they estimate they will be able to produce about 300 million vaccines a year. Thats why they believe the more vaccines in the marketplace, the better. Yeah, i think the competitions more like we compete with the virus, right . Our speed should be faster than the transmitting of the virus instead of competing with others.
