How is your family doing since your brothers funeral . I know that sometimes things can get actually even harder for the family after a funeral. So how are you . As of now, we are all just, you know, sticking together, just loving on each other and just trying to stay a family and intact, because everybodys having hard times right now because you constantly see that video everywhere, and people talk about it so much, and you think about your brother, or your cousin or your uncle constantly. Yes. I can understand that. Are you surprised by what has happened in this country over the past three weeks . I mean, this weekend, there were still active big protests in many cities about your brother. Well, he was a loved person by a lot of people, but everything thats going on, people are just tired. Enough is enough. You constantly see people dying every day, black people dying. We just want equal justice. We want the same justice as White America and black america. We all need to come together and be united as one. I think that your words have really rels na really resonated with so many people. When you spoke in front of the House Judiciary Committee you sent a message so many people felt was really passionate and poigna poignant. So when you see what happened this weekend, the case of rashard brooks in atlanta, do you see that in the same vain as what happened to your brother or do you see that in a different category . To me, its basically they just two Different Cases. My prayers go out to the family, you know, because i know how hard it is to lose someone close, but its two Different Cases like apples and oranges. Mr. Crump, what about you legally speaking as a lawyer, do you see this in the same vain . Should we see this all in the same vain as what happened to george floyd . I think each case is different, alisyn. Breanonna taylor is different. Rashard brooks is different from george floyd, but each of them involved unnecessary death of a black person in america, and i feel terrible, because when we testified before the United States congress, i said to them, if we dont have a change in culture and behavior in policing in america, i predict that and this was last wednesday that there will be another killing of a black person in america and another hashtag, but that was on wednesday. It was only two days later, and then you have rashard brooks killed in atlanta. And mr. Crump, from your vast experience, unfortunately, with so many of these cases, do you think that both of those Police Officers, from what youve seen in the body cam video, do you think theyll be charged with crimes . Its hard to predict because we havent heard the audio of what was said by Police Officers. We only heard different accounts. What i will say is this, we in black america have seen white suspects of dui handled much differently. Normally these minor interactions with police with white people end up as just a minor interaction, but with black people in america, somehow they end up being fatal, and that is whats troubling to us, because as philonise said, we cant have two Justice Systems in america, one for black america and one for White America. We need equal justice for the United States of america and this means policing, too, because for many black americans, thats when the Justice System first presents itself to our community. Philonise, as i said, so many people watched your testimony in front of the House Judiciary Committee. Did you feel tell us what happened sort of behind the scenes. Did you feel that lawmakers were really listening . Did they tell you that they were going to take some specific action . Well, i think the world was listening. When i was in there, i just, speaking from the heart, and just letting them know how i felt about everything when it comes to policing and they need to get their jobs right. It hurt me to lose my brother, but i dont want to see that happen to anybody else around the world. If they get their jobs right the first time, theyll never have to worry about it the second time. You have been such a strong advocate and voice for unity. Thats the one thing that you keep, even in your pain and your familys grief, you have talked about just wanting people to be able to come together and Work Together and live together, but is there one thing on the policing front, say, that you think could make a dig difference, philonise, one thing youd like to see them take up next week . Just make sure they wear their body cams all the time. Everybody needs to know whats going on. I dont want to see nothing hitting, no hidden agendas, you pop up and see different things. Everybody needs to know whats going on at all times, because if you dont have it on, obviously you must be doing something wrong. You want transparency, and i think that that is an urgent call that a lot of people want. Mr. Crump, seven Minneapolis Police officers have resigned since George Floyds death, and the latest reporting that we have is that more than half a dozen are in the process of leaving, according to department officials. Do you know what thats about . Well, what we understand, alisyn, is people understand that it wasnt just the knee of derek chauvin, the officer that killed george floyd. It was the knee of the entire Minneapolis Police department that killed george floyd. It was systemic in that Police Department, and maybe these officers are responding that they feel there should be better policies and procedures not only to protect the public, but also to protect them. So you think its a protest vote of some kind . Its just hard to know if, who theyre angry at, why theyre resigning . Well, you know, when you look at the history of that department, you see officers may have been trained improperly. Obviously there were four officers on the scene for eight minutes and 46 seconds that watched george floyd say i cant breathe 16 times and beg for breath and none of them did anything, so maybe theyre protesting saying we need better training in Minneapolis Police department, because you all are jeopardizing us to prison and jeopardizing innocent citizens to death, and so we have to have bett better, minneapolis. Philonise, i dont know if youve seen a preview of the upcoming cover of the new yorker magazine. Let me describe it to you. Its on our screen right now. It is the full cover basically of your brother, its your brother, georges face and head and then theres kind of a collage of different faces, black faces, people who have been killed after Police Interactions that make up his body, and im just its really a stirring image, and im wondering what you think of that, and what you think your brother would think of it. If my brother knew that he could change the world, passion like this, i think he would have did it, but its just, its difficult to just look at him and also see all those people who passed away before him and people after him, too. Its just, its devastating just thinking about it right now. I just want right now justice for my brother, and after that, i feel well be one step closer to the world being together again, because everybody wants justice right now. I know ive asked you this before, but today, what does justice mean for you . Just as of today is all those officers being convicted and thats one step closer, because justice lasts forever, when in any state, at any time Everybody Needs to be on point. We need all police to do their job the right way, and thats justice for me. I dont want to see innocent people dying, none of that. Developing this morning, there is new video of a Violent Arrest of two black teenagers in tulsa, oklahoma. Officers say those teenagers were jaywalking, though the road had no sidewalks. Cnns abby philip live in tulsa with more. Tell us the circumstances leading up to this and also you got to show the video of how these teenagers were treated by police. Reporter absolutely. We spent some time yesterday in that north tulsa neighborhood to see for ourselves where this incident happened that has roiled the city again. It is a residential neighborhood and the attorney for the two boys say they were walking from a bus stop nearby into the main neighborhood. They began being followed by police and then this bystander video captures some of what happened next. Oh, dont tell me. He aint doing nothing. Hey reporter now we spoke to that witness, Donna Corbett who lives in that neighborhood and saw this all unfolding in her neighborhood, and she was shocked by what she saw. She said she routinely walks in that very same place because there is no sidewalk and often the grass is high and hard to walk through. The tulsa Police Department says that they are still investigating this, but this unit that stopped these boys are part of some, part of a police unit that proactively stops folks. We also spoke to one of the parents of the boys, the mom of one of the boys, 13yearold who you can see being kicked in that video, and here is what she had to say in reaction to all of that. They could have turned a lot worse, he could have been dead, you know, or worse. That was the first thing going through my mind that they could have killed my son. Reporter we also have received Police Dash Cam video of this incident in which you can see the Police Officer struggling to get that 13yearold into the car, trying to search his pockets, but it is a struggle, but as you can see, there was quite a bit of force used, so much so that many bystanders were really stunned by what they saw there and this video is creating some huge tensions here in tulsa, just a few days ahead of the president s visit here. Yes. You see his head teenagers head hit the pavement there, just remarkable to watch. Abby phillip, good to have you on the story. President trump plans to have his rally in tulsa despite concerns about spreading coronavirus in a packed indoor arena. More on the one change he did make and the one he might want to consider, thats next. Welcome back. President trumps First Campaign rally after the pandemic was supposed to take place in tulsa, oklahoma, this friday. Its now been moved one day to saturday, after widespread criticism that it fell on whats known as juneteenth, a holiday marking the emancipation of slaves. The president s rally is raising concerns as well from Health Officials over this, packing thousands of people in an indoor arena as the outbreak continues. Abby phil llip is with us and david fromme, the book of trumpocalpse restoring american democracy. David, you had a great analysis on n a thread on twitter. Explain your view of the president s rally, changing it one day but also, frankly, continuing it despite the fact that there will be a Genuine Health risk to everybody who walks into that arena . The rally as originally scheduled was another provocation by the president. Part wants to respond to the wave of protests sweeping the country by provoking, calling for law and order, beannouncing peaceful protesters, by launching tear gas and lying about it. Theres also a part of the president that is recognizing the reality of his ebbing political strength and personal strength as well. We saw the signs of physical decline at west point. So hes taking a step forward and a step back and since the 1st of june weve seen a series of these retreats under pressure by a president who hates to show any kind of concession to others, because he regards that as weakness. The mayor of tulsa has warned that he is not sure the city can handle the wave of protests that are expected, now tulsa Health Officials are issuing warnings and the president has backed away and thats a sign of more things to come probably. Abby, do we have reporting if the president realized it was juneteenth . Im not sure thats something necessarily his specialty. Reporter i think there are some conflicting reports here, especially over the weekend, when we heard from a couple of republican senators, we heard from tim scott of south carolina, we heard from James Langford from here in oklahoma, and we heard from ben carson, a member of the president s cabinet and some officials seemed to indicate that the president had to be told about the significance of juneteenth, about the significance of bringing the rally here to tulsa, where in 1921 a white mob killed hundreds of black residents in a bloody massacre, but you know, James Langford said that once the president was aware of the significance, he decided to move the rally. We heard ben carson say that he was surprised to learn how much the president knew about this incident. We dont know quite where this is heading. Its clear they were unprepared for the blowback and it has been significant. We are expecting at the end of this week that there will be significant counter protests here in tulsa. Some residents here particularly black residents are incensed by the president deciding to come here. They are not it is not being alleviated by the fact thats moved it a day and now just this morning the tulsa world the newspaper has an editorial, it says wrong place, wrong time. Basically arguing to the president , dont bring this rally here for all of the reasons we just discussed, but also because it is viewed as incredibly divisive for this city that has had a long, long history, decades of these kinds of tensions, and that are now coming back to the surface. David frum to build on abbys point, what is so remarkable about this, if you had a gentlemener in ek american president , pick a name out of a hat, it might make a lot of sense at the end of two or three weeks now of these civil commotions and disturbances and protests to say the time has come for the president to make a statement, when better than on the 19th of june, where better than tulsa, the center of one of the most terrible antiblack in american history. Donald trump, by stepping back, is acknowledging you know, all those critics who say what i intend to do is provoke, theyre right, that is what i intend to do. Its in fact cnns reporting that its his political thinking that he believes this is in his, to his political advantage. David frum, i want to get to the electoral politics of this, because you mentioned this weekend that this time, quoting you here 2020 trumps own people must be telling him his divide and win tactics bumped into hostile electoral math. Weve seen this in the numbers, cnn polling and elsewhere, weve seen it in some of trumps blowups at his own staff, seeking to blame his campaign manager, jared kushner, for failing political fortunes here. How serious is that . Because weve seen other points in trumps presidency when his popularity has flagged, but then returned. Do you believe this is different . Let us say when the president s popularity has flagged in return, it has always remained in a minority status. When the president speaks of silent majorities, the silent majority of this country except for a couple of days at the very beginning of his presidency, the silent majority of this country has been firmly and determinantly and unchangingly antitrump. President trump speaks for a noisy and aggrieved minority, never a silent majority, and that has become more intense over the past few days because the striking thing about these protests is at the beginning there was violence. At the beginning there was looting. As they have proceeded and ive witnessed this, ive watched the marches here in washington, as theyve proceeded they become bigger, they become more peaceful, they become more orderly, they become happier and they become both more multiracial and more multigenerational and what youre seeing is a kind of national change of consciousness. We had this i think up earlier in the Trump Presidency with the me too movement and now the black lives matter movement, its not a black movement anymore. It is a truly national one that has enlisted the sympathies of the great majority of americans. David frum, abby phillip, thank you. Ten seconds, abby. Reporter the president this weekend made a really interesting retweet, he retweeted michael moore, a liberal saying that the anger of white men is what President Trump is speaking to. The president retweeted, seemed to endorse that and i think its telling, considering the diversity of the protests that the president believes his base are those, are angry white men who are dissatisfied with the changing norms and cultural changes happening in this country right now. That was worth ten seconds, abby, thank you very much. David frum, thank you as well. So new questions about President Trumps health because of this video that we saw over the weekend. Com moving today. There are some questions this morning about President Trumps health and its because of this video of the president where you see him walking very haltingly, one leg at a time. It starts happening here, down a ramp, and this is after he gave a commencement speech at west point. So joining us now what he sees is cnns chief medical correspondent dr. Sanjay gupta and with what she knows, cnn political analyst maggie haberman, White House Correspondent at the new york times. Great to see both of you. President trump is not known for being athletic, so maybe he just has a hard time going down a gently sloping ramp, but do you see something possibly neurological that could be throwing off his balance . Its so hard to say, looking at a video. I think thats the bottom line answer. I talked to a bunch of neurologists over the weekend. A lot of people talking about this, people always have something to say and weigh in on this, but ill start with the end, which is that theres a lot of clues in there but no conclusions. Is it balance problems . Is there some weakness there . Is there numbness in the feet, perhaps a type of neuropathy . Is it just a slippery ramp as the president said or slippery shoes . You dont know and i think you got to be very cautious in trying to determine anything, certainly not diagnose anything or even speculate on this, but i know a lot of people have been asking about it, and theres just nothing obvious. Hes looking down at his feet as he goes down. Thats the only thing that struck me more than his gait, because the gait can be explained by a lot of different things, but i just, its a video, its 20 seconds. I think anybody would have a hard time making anything of it. The backdrop of it is that we dont know a lot about his Health Overall as well. These letters that were dictated about the president , they didnt even come from the doctors themselves. There was this unannounced visit to walter reed last year, so thats the backdrop, lots of unknowns, and then you add Something Like this into the mix. Yes. Maggie haberman, perhaps no one more sensitive to how his health and stamina is portrayed in public than the president himself and you saw that in his tweet explaining this over the weekend, trying to explain that slow walk down the ramp. What is the president s level of concern, given that he has not been shy about attacking his political opponents as somehow not being up to the job . Look, this is never coverage the president wants of anything related to his health. As you know he invited it responding to the videos. It wasnt just the video of him on a ramp. There was another video of him having trouble lifting a water glass to his mouth. We to use his left hand to basically finish helping his right arm guide it to his mouth at a speech at west point. He never likes coverage like this. As i said, he invited it by tweeting about it. I think sanjay is right. We dont know what the issue is. We dont know from looking at this video. We know the president has had issues with stairs before, but as sanjay also says, there are a lot of questions around the president s physical fitness, because he has had, dictated a note to a doctor in 2016 because he had this still unexplained other than saying he wanted to get a jump on his physical abrupt visit to walter reed last year, and look, it is perfectly legitimate for them to raise questions about joe bidens health. Hes 77 years old. Its also legitimate to ask about this president s. The president s birthday was yesterday, now 74 years old. Sanjay, about the fact that the president , weve seen this before, he drinks water or any glass with two hands. Is that anything that you find strange . I mean its strange, but i dont know that you can make anything of it. Maybe he doesnt want to spill water on himself in the middle of a speech, i dont know. Is it a shoulder problem . I mean, is it a hand numbness or something . You know, again, these are speculations and i get that because hes the president these types of speculations will rise, but they are just speculations, you know, and ive noticed thats done that before. That wasnt just the first time so i dont know if this is something he does in public because of fear of spilling the water. I dont know. I will say many people im a brain doctor, a neurosurgeon. My colleagues in this world, everyone talks about this sort of stuff, but no one has any conclusions as to why whether its the drinking of the water, walking down the ramp, why he is doing it that way. So maggie haberman, lets talk about the other 100 confirmed health issue, which is of course the continuing coronavirus outbreak that the president insisting on restarting his public rallies in tulsa, in a venue by the way we should note that canceled all other events out of an abundance of caution due to the outbreak. What advantage does the president see in this . Hes now demanded from people attending they sign a waiver to not sue if theyre infected. You have that risk. You have local Health Officials, the tulsa state department, state director of health saying dont hold this kind of rally, not a good idea. Is this actually a political advantage for him to do this in the midst of an outbreak . I think what the advantage that his advisers anyway see is that they believe that when hes doing rallies thats likely to tweet less and the tweets have been pretty selfsabotaging of late, more so than normal. And i think that he has been desperate to go back out and get out of the white house and start his rallies, which is a part of the job that he has really loved. He has been running basically nonstop campaign iing since 201. There will be questions if somebody gets sick, if a number of people get sick. The. The has been dismissive of social distancing guidelines, we know that. This is going to further send that message and concerns on the ground in tulsa, the timing of this rally and the fact its taking place in a location that was the site of a race massacre. There are a lot of questions surrounding why this site was chosen and how this is going to play out. The Health Concern is one of many. And you know, sanjay, quickly, one of the things that the president s supporters point out is well, people are going out to protest, thats a large crowd. Theyre not socially distancing. Is there a difference between being shoulder to shoulder indoors at a stadium with 15,000 or 20,000 people and being outdoors at a rally . Well, you know, with regard to the protests, that was a concern as well, to be clear, but maybe less of a concern for the reasons you mentioned. Being indoors, and i was just looking this up, bank of Oklahoma Center holds around 20,000 people, so if youre actually going to maintain any physical distance, youd probably have to have every other or two seats in between everybody so 10,000 or a few thousand people if you wanted e to do it in a reasonably safe way. I wouldnt call it safe no matter what. Indoors people cluster together, if theyre not Wearing Masks theyre sharing public spaces. Thats the worst case scenario, the exact scenario this is where you could have a super spreader event and lots of people potentially become infected. So yes, there are differences there but this sort of venue would be the exact opposite of what youd want. Sanjay, maggie, thank you both very much. You got it, thank you. The u. S. We are less than five months away from an election in which millions of americans are expected to use vote by mail, but the u. S. Postal service has told congress that without 75 billion in funding, they will be out of money by september. All of this as a former trump ally and fundraiser takes over today as the new postmaster general. As our nation faces historic crises, another potential one looms, the United StatesPostal Service recently told congress it will be out of money by september if it does not receive 75 billion in emergency funding, this as millions of americans are expected to use mailin ballots to cast their votes in novembers elections. If the funding doesnt come through, everything we do, including vote by mail, will be much harder. Reporter mark dimindsteen says it could affect access to vote by mail. Mark elias, democratic Voting Rights attorney, says that could significantly impact elections. This is a critical one, because the fact is if we cant have reliable mail service, then were not going to have reliable democracy in the fall. Reporter but its not just democrats who are concerned about usps funding. Washington secretary of state kim wyman, a republican, runs the states elections, which are entirely vote by mail. Postal service is the linchpin to all of this working in november. We have states that see, you know, 2 of their ballots cast by absentee ballot in a regular election and theyre going to see an increase anywhere from 25 to 60 or 70 of their ballots returned by mail. It is essential that the post office is able to deal with that increased volume. Reporter elias agrees an underfunded Postal Service could become a chokehold on the ability to process mailin ballots. Were on a collision course in the fall because the president is forcing us into a collision course. Its important to keep in mind the Postal Service should be funded and not politicized. Reporter President Trump, who has himself voted by mail during his time in the white house, has taken aim at the president , citing a number of unsupported conspiracy theories in recent months, including tweeting without evidence mailin voting has tremendous potential for voter fraud and for whatever reason doesnt work out well for republicans. Trump has often chastised the Postal Service, his administration blocked additional funding for the Postal Service in the c. A. R. E. S. Act, instead offering 10 billion in loans but demanded reforms as a condition. The president threatened to withhold any necessary funding if the usps does not meet his demand to increase its prices. If they dont raise the price im not signing anything. Reporter the usps board of governors is now filled entirely with trump allies, all of its members are trump appointees. Today louis dejoy, a former republican fundraiser and trump supporter will become the new postmaster general. The postal board of governors has tremendous influence in terms of the speed of the mail, the service, keeping post offices open. Reporter dimondsteen says hes hopeful it will strengthen the service, not trying to hamper or privatize it. Ultimately time will tell. For the people of this country, its not a political partisan issue. We should not allow washington to allow it to become one. Reporter as far as where the funding stands, im told by a spokesperson for the u. S. Its good to be here. Thank you so much. You know, reading your piece t is deeply personal. Its shocking and i wonder if you could share with our viewers your story of being in uniform, returning from shift, stopped by two other police, white Police Officers and threatened with a firearm, while you were wearing the same uniform they were wearing, the same precinct. Yes, well this is during the 1967 riot, and of course we all know there are so many people that were killed, 43 people were killed but my second day on long shift at the duty station i was returning home, probably about 1 00 in the morning and as i was driving home, came off the freeway, these two officers who happened to be white pulled me over. They had their guns out and i said, Police Officer. Of course, i was in uniform. I had my badge on, and the precinct i was on, and they had their guns on me, they said get out of the car, which i did, and then this one, the older officer said, qutonight youre going t die and used a racial expletive and said youre gonna die. I couldnt believe that, and i could literally see how pulling the trigger on the gun, as i dove back minto my car and they both started shooting at me, thank god i was able to squirrel my car off and get out thereoof. We tend to have this impression that over time, things get better, things get bet we are Race Relations in this country. This is more than 50 years ago, 1967. When you see george floyd, when you see events in atlanta, and these interactions, violent interactions between white Police Officers and black men, do you have a sadness that its not Getting Better . I said this because when i was 14 years old, i was beaten up severely by the police in detroit, and i was this 14yearold kid. I was leaving school, and my thoughts are, when i saw george floyd there on the ground, i was think being myself, and i thought about other people throughout the years that ive seen that theres been little attempt to stop that kind of systemic racism that weve seen throughout the years, and unfortunately, because of the field of Law Enforcement and the lack what have were doing in terms of recruiting and retaining good people who are there to really serve with respect, thats why we continue to have these kinds of problems. I want to ask you this, because what is different now is youve got thousands, tens of thousands of people in the street for days now getting into weeks. You also have police chiefs, chiefs of police in many communities come out themselves and say this will not stand, call out for instance the officers in minneapolis, say thats murder. Given those differences, what do you think needs to change in a concrete way beyond those demonstrations, those statements, change in a concrete way to prevent this kind of violence Going Forward . Its a realization we have over 700,000 Law Enforcement officers in this country. We have 330 billion people so the change has to come from us. Now, theres things that we have to do. We have to require certainly a higher aptitude and Fitness Standards for the people that we recruit into Law Enforcement. We have some regular mental health, regular mental health, not just one when they join the police force but on the regular basis of officers to see if theres some problems theyre experiencing. We have to require a National Database of officers who have had problems with one department and what i Call Department jumping to make sure thats not going to continue with them, and one of the most important things is to stop promoting individuals who have a series of complaints against them who have been Police Officers and become supervisors and they manifest the same ideas as the officers and finally i think that we have to look at the power of unions, because i can recall when i was chief, it was very difficult to not only discipline a person but to fire a person, so this is what i call a transformative approach to Law Enforcement. Its imperative that we do this, otherwise this continues, because people are saying, look, you dont represent me. You dont serve and protect me, so thats why im saying to you, i think that this has to be done away with. You recount in your piece, when you raised your attention to bad behavior by Police Officers, you were told by a precinct commander once yelling at you dont ruin the lives of these good officers that kind of resistance there. Very briefly before we go, are you hopeful . Are you hopeful that this time will be different . Its a question we ask so often. Im hopeful. There are a number of reasons, obviously i dont have too much time, but officers have to do like the officer did in i think it was seattle who saw an officer put his knee on a persons neck and he said get your blanking knee off him.
