New developments behind the death of Jeffrey Epstein. Cnn has new details of serious irregularities at new yorks met poll metropolitan correctional facility. One of the person monitoring epstein was not a guard. The investigation of epstein is nowhere close to over despite his death. Cnn has learned prosecutors are examining the convicted sex offenders inner circle of associates. Kara, tell us what you have learned. Good morning, john, one of the key things we are learning in this is one of the guards responsible for monitoring Jeffrey Epstein was not in fact a trained correctional officer. Now, its not clear what that persons fulltime job is, that person, one of the two guards who was supposed to ensure epsteins safety was not trained for that. A representative for police is saying this is because of understaffing. Both of the guards were on overtime shifts. One of the guards, were not sure which one, was serving his fifth overtime shift. There was a lot of pressure on the guards. Theyre saying there was understaffing, and employees say this relates to budget cuts and hiring freezes that were put in place at start of the Trump Administration. Now, those hiring freezes were lifted in april but employees says it has taken its toll. We have also learned there was another breach in protocol when epstein was removed from suicide watch. He was put in a special housing unit, and in that unit, guards are supposed to monitor prisoners every 30 minutes, wake them up if they have to. Epstein hadnt been checked on for hours friday night to saturday morning when he was found dead in his cell. All of this has angered attorney general bill barr. Heres what he had to say yesterday. We will get to the bottom of what happened and there will be accountability. But let me assure you that this case will continue on against anyone who was complicit with epstein, any coconspirators should not rest easy. The victims deserve justice, and they will get it. And in a sign that this investigation is continuing, fbi agents from the new York Field Office were in the u. S. Virgin islands yesterday. They were on sight at little st. James. Thats the island that Jeffrey Epstein owns. They were there collecting additional evidence. John, erica. Kara, thank you. Well continue to follow those developments. A policy change by the Trump Administration is trying to dramatically limit Legal Immigration into the u. S. The socalled public charge rule would make it more difficult for people who are here legally but relying on some form of government assistance, medicaid, food stamps, housing vouchers, some of the examples. It would make it harder to get a green card. The new criteria favors wealthier immigrants. John avlon, cnn political analyst, bianca golodryga, i think its interesting for the purchase of the discussion. Bianna, youre an immigrant, you came from russia, dana, grandchild of immigrants. I practically came on the may flower compared to you people, and great great grandchildren, thats what colors this discussion. What is the Trump Administration really trying to do here, dana, because were talking about legal immigrants and really raising the bar. I think its obvious its on its face, you see what theyre trying to do, which is the president has said he wants to move the local immigration system to a merit based system, and what he means by that is people who can come and have money. People who can come and live without needing the assistance of the u. S. Government. And that is just a very different practice than we have seen in recent times. Maybe not historically, there have been, you know, ebbs and flows in how the United States takes in immigrants based on the times that they were in. This is a huge departure from recent times, and it is basically what the president wanted to wanted to do legislatively, couldnt get through as part of a larger immigration package when they were pretending to have bipartisan discussions. Hes doing it on his own. And hes also moving the goal post, right, remember the conversation went from legal versus ilLegal Immigration, and now this applies to legal immigrants who are here utilizing the government safety net. There is obviously a reason to question those who do abuse government safety nets, as too many u. S. Born citizens as well. That being said, we met some of the criteria when we moved here. We were from a white country, russia, educated parents, they had a young child. But my parents didnt speak english. We were allowed to leave with 75 a person each. We had the help of the jewish Resettlement Program in the states but to think people move to the country with a boat load of money to resettle is theory. You have rare cases of people coming here wanting to resettle their entire families being able to support themselves fully. Its just not the case and so people come here, they need help to resettle. Everyone has these stories where they rely on government subsidies, government help to get them on their feet, get them language skills, get them employment. I dont know where you draw the line between people who come here and make use of government programs, maybe you say after a year or two or three, what have you, if youre on these programs, well reevaluate. You have this blank statement, and people cant rely on safety nets, its absurd. And it shows that the argument, between were going to open Legal Immigration but crack down on Legal Immigration isnt true. That instead there sometimes to be an animus against immigration period. Look at people working in the white house today, look in the mirror and say when and how did my parents or great grandparents come here. They come here because theyre in economic or political disstredi distress and they want to work for a better life. The poem on the statute of liberties, give me your tired, your poor, yearn to go be free, and what this policy says is gtfo. What they are trying to do is because of the president s own words. The Washington Post story and others wrote about the meeting inside the white house where the president said why are we having all of these people from s hole countries come here. Trump suggested the United States should bring more people from countries such as norway. This is exactly what the rule is intended to do. I dont think we should dance around it. It is intended to keep people from s hole countries out of america. And until this rule, and well see if it stays because its already being challenged legally, and in the courts and especially without congressional approval, its hard to imagine that the president is going to be able to really keep those, but well see. This is intended to get around the congress and keep the immigrants, legal immigrants from s hole countries out because they cant stand on their own. The silence from republicans is deafening. In the pasts were not talking about Legal Immigration, republicans tended to embrace this. It added to the economy, it contributed to the economy, especially in states like texas, california, where immigrants came in, they were typically younger families, many of them got College Degrees here. They have larger families than many native born americans as well, so they contributed to the economy. Democrats viewed this as a plus also because they viewed at least from a political standpoint that many of them would vote democrat. This is a huge shift from republicans. To see them silent is startling. Immigrants win more noble prizes. You want to know what makes america great, immigration. We looked up some of these numbers, theyre talking about the numbers, people who would likely be using some of these programs. It would be more than 250 of the poverty line, right, wouldnt be likely to be declared public charges. Thats about 64,000 a year what youre bringing in. Thats below the Median Household Income in the United States. Its a difference of 3,000, you look at the Median Household Income. There are plenty of u. S. Citizens who need assistance. We are looking at people here legally, who are trying to stay to get the green card and there have been, you know, where weve heard theres information from wic, saying we are seeing people ask to be disenrolled because they are afraid when they heard this was coming down last year, they were afraid it could reflect negatively on them, so theyre fore going nutrition for their children because theyre worried theyre going to get kicked out even though they came legally. Absolutely. In the new york times, there was a story this morning where theres a pregnant woman who was married to an american citizen but they need help financially who was worried about Financial Assistance to that point. And look, i think we have to keep our eye on the ball to what you said, john, this is a fi philosophical and ideological change in what the country, this country was founded on, and for many many years, at ellis island and elsewhere was known for and it is a shift, and it is a shift in keeping with the ideology of this president , which is different. And ask any immigrant, without being sappy, ask my parents, most immigrants, whenever you talk about people who love this country the most, it is immigrants because they realize how special, how fortunate they are to be in this country. They obviously left a country where they came from, for a reason, for a better life. To be slapped in the face, were not going to provide services for you to make your life in america, i think thats upsetting for a lot of immigrants. How will this play in wisconsin, michigan, pennsylvania, ohio, given that were practically in an Election Year year, how will a move like this play. It would be something the president would want to run on. Theres a great tradition of immigrants resettling in the midwest. My grandparents came from greece, to youngstown, ohio, there is an immigrant tradition in living memory. You risk alienating those. Are there folks doing a distinction between current waves of immigration and partners. Sure. But again, what this does is cuts against the core common sense problem of saying were going to crack down on ilLegal Immigration, and streamline Legal Immigration, this shows thats been a lie. And that goes against fundamental values. Youre playing a dangerous game. You could make the hi pypocr, an administration is providing billions of dollars of subsidies for your farmers, and not going to provide a safety net for immigrants that are here, versus were going to provide a safety net because we want to implement our policies and it may not be helping farmers whose votes we need. It hasnt been a lie. People have heard what they want to hear. The president has said, yes, crack down on ilLegal Immigration, streamline Legal Immigration, and what he meant by that is make it so that legal immigrants are from wealthier countries, which tends to mean, in many cases, look more like us. Were not saying we need to punish the poorest immigrants wo come here legal. According to the Washington Post, glen kessler who tracks this closer than anyone, the president has now made 12,000 false or misleading claims, over 928 days, 1 5 of them, interestingly enough, were about immigration. Do any of us know anyone in our own lives who lie 20 times a day. We are past the point where the term pathological seems to apply to the president. All right. The president hasnt mentioned battling gun violence in three or four days. He has been talking about other stuff, but not that. I havent heard anything from the republican side in the senate. How do you assess where this discussion is this morning . First, its appalling that this can happen backtoback, el paso, before you go to sleep, dayton when you wake up, the first alert you get is about what happened there, and absolutely nothing from the republicans. I dont want this to be a partisan issue at all. I mean, the legislation we have at the senate has the support of 80 to 90 of the American People, over 70 of hunters and gun owners support a universal background check. This is appalling that Mitch Mcconnell wouldnt go back to washington, d. C. , call the senate back, pass these two pieces of legislation. What we have to do is do is from without, there are a bunch of rallies this week, a big one in cleveland, ohio, with moms demand action, and everytown, and sandy hook, all of these groups are coming together. We have to apply the pressure. What Mitch Mcconnell and President Trump need to realize is the ground shifting underneath them. There are republicans, there are veterans, there are hunters who are all saying enough is enough. Let me play devils advocate, is the ground shifting, in the sense, and i have heard this is a delay tactic. Were not going to have the discussion right now. If theyre trying to delay it, i looked at the front pages of the paper this morning, i didnt see anything on legislation to battle gun violence or action to battle gun violence hasnt already dropped from the National Consciousness less than two weeks later. I saw in usa today, there was a story about us candidates talking about it, making it an issue. As i said, its happening on the ground. There are going to be rallies across the United States here this weekend. A huge one in cleveland, theres going to be ones all over the country who are going to keep the heat on. This is going to be like every other thing that happened in the United States that pushed social progress or safety or security for the people outside in, and we got to apply the pressure on these guys. This wasnt your district but you put yourself in the middle of the battle suns tince the da after it happened in dayton. How does it feel to be in the middle of this now . Is it frustrating . Are you getting the reaction you thought you would . Its an awful thing to be a part of because it is so frustrating. Things arent moving and the heartbreak and the anguish, and the tears and the stories we just keep hearing from people who have been victims of gun violence, moms and dads, kids who have lost their parents, it rips your heart out every single day, which is why weve got to convert that anger into action on behalf of all of these victims. Were learning this morning from politico. Politico reports that the Senate Minority leader, Chuck Schumer is going to formally ask the Trump Administration to withdraw the request to spend 5 billion at the border, and address gun violence, and white supremacist extremism. Do you think that will be fruitful . Do you think thats something the president would do . Heres the problem, were getting into the left right, heres the democrats, republicans. So you think schumer is wrong . Of course we want to provide contrast, but this isnt going anywhere. Lets keep the heat on these guys. Lets keep the heat on Mitch Mcconnell, which is why i let the caravan from ohio down to Mitch Mcconnells backyard, his hometown, and we put pressure on him. When i was in dayton, i had many republicans grab me saying we got to get something done on this. This is ridiculous. Please talk to other republicans, tell them that we want this. So the ground is shifting underneath. Im telling these republicans, they better be very very careful if they think this is 1994, which ta lot of them are living in the past, and they think it is. Its not. This has accumulated from columbine to every one of these stories, synagogues, churches, schools, entertainment districts, we have seen walmart. People are dying. This has accumulated and now its time for action. Assault weapon ban, i saw one thing, there about 200 democratic votes to ban assault weapons in the house. She is loathe to bring it on the floor because it wont even pass the house. Lets pass the things that have 80 or 90 support. I dont want to get into another fight. Im so sick of this left right bologna that we deal with every single day. The American People want us to act. The bills in the senate have the support of 90 of the American People. Hunters, 70 to 80 . Hunters in the United States say universal background check. I dont want somebody getting a weapon of mass destruction and walking into dayton, ohio, and annihilating people. If i could talk about the democratic president ial race, joe biden said things that got focus over the weekend, he misspoke. You then said Democratic Candidates have to be really careful because the president will pounce on this and create a false equivalency if you say anything directly. It is fascinating. I mean, just clarify for us here, why would putin want this private army, clarissa . I think theres a number of reasons, erica. Primarily, this is an expendable cheap fighting force that can do any number of things. Theyre not particularly skilled fighters, but they can guard oil fields or diamond mines, they can train local forces. They do whatever it is that needs to be done, but most importantly there is the element of plausible deniability, the kremlin can shrug their shoulders and say this has nothing to do with us. We have seen that happen before when a hundred wagner fighters were killed in a u. S. Air strike, and after that the kremlin said exactly that, its nothing to do with us, so its a very valuable tool for them. Valuable but apparently not something they want publicized because clarissa, the russians, i guess, are coming after you now, theres a propaganda video put out by a russian news site, wa whats going on here . We were a little surprised, john, i dont think any of us are strangers to russian propaganda, this is a 15 minute documentary, and it went into some level of detail. It also was clear when youre watching it that people with cameras had been hiding and filming us, both in our hotel lobby and the Central African republic. Part two of the series comes out tomorrow when we visited the Central African republic where the army is expand to go, and featured interviews from the Central African republic who allege they have received bribes from us to say negative things about the russians. There was a particularly eerie scene where they are actually in my hotel room, talking about where i was sitting, when i had this conversation with them, accusing us of being spies, things of this nature. The Trump Administration just moved to gut the endangered expertise act, this as a new study finds whether you believe in basic science or not actually depends on which Political Party you belong to. Pugh study shows that 27 of republicans say they have a great deal of confidence in scientists as compared to 43 of democrats and theres a partisan divide on whether people want science to impact Public Policy as well, with 73 of democrats saying so but republicans just 43 . Its not just the scientists that republicans have a problem with, it seems to be the science itself. Get this, some 44 of republicans believe the Scientific Method can be manipulated to produce any conclusion the scientist wants. Newark, new jersey, is handing out bottled water to residents who have been drinking from tainted taps for months and possibly years. About one in every eight kids under the age of 6 in newark has elevated lead levels in their blood. Now, that is far more than any other city in the state of new jersey. Heres the problem, erica is that the city said for years that they didnt have a problem, and then only after a lawsuit was filed was it proved that they did have a problem. Now, theyre grappling to sort of deal with that. For some years now. This is health and Wellness Center for the city of newark. Not everybody is getting water. Theyre here for a few reasons. Diane diana mcqueen, you are upset because theres not enough places to get water. Theres not. They need more places, they need more service for the seniors. You have seniors that are handicapped and cannot get around. Theres nowhere they can carry this water. It needs to be brought to them. Reporter that is the biggest problem for her. She has been here since 7 30 in the morning. That is the issue there. Last fall they started giving residents tens of thousands of these filters that they said were safe and they could be used anywhere, turns out they are not. Theres been a small sample and they are not as safe as they thought so now theyre going to bottled water. Te city and the state asking for federal help now. It is not clear how long people will have to be on bottled water this this area, but the city is saying they will provide it at different locations for at least one of their areas in town that relies on a specific Water Treatment plant but there is great frustration now as to what exactly is safe, are these filters they handed out safe, and how are people like elderly people going to get water for children, it can be devastating the effects of lead. And what that is a group of firefighters trained into handling Critical Incident stress. And theyre in the process of now of talking to everybody that was on the scene in case anybody has an issue. Were dealing with it right away. When it comes to the home as weve learned there was one Smoke Detector in the attic. There were regular inspections. Weve seen the latest one in december which mentioned some corrections but the inspection didnt mention any concerns with fire safety. Based on what you saw and based on what we see behind you, do you think maybe something was missed . What should we be looking out for here . What happened we found this out yesterday, the city was not aware this day care was here. Any day cares that were permitted prior to 2004 were permitted through the state. Anything after that, they have to be permitted through the city. Now, theres two loopholes. One is when the state permits it in 2004 they dont have to identify local authorities. So their Inspection Company is dhs, department of human services. The other loophole is when they inspect they basically inspect just for cleanliness. They dont inspect for smoke detecters or anything of that nature. I had a conversation with a representative from dhs yesterday. I expressed my displeasure and instructed her the city wants the addresses of every day care within the city limits they inspect, and they delivered through on that yesterday afternoon. That is good to know. Just a reminder for all of us right now who are watching at home, just on a practical level, what do we need for smoke detecters . What should be in someones house just to make sure if there is a fire they can handle it safely until help arrives . Well, in the city we started an Inspection Program where we require every resident has a Smoke Detector in every bedroom, outside in the hallway of the bedrooms and smoke detecters on every floor including the basement and attic, and thats for everybody whether it be a day care or private residence. Weve shown and proven that the smoke detecters work, and this is my personal foin.
