We should say though only a couple hours after the faa announced that it was lifting that ban there was Something Else in the air over central tel aviv, not aircraft but rockets, and the idf, the Israel Defense forces, acknowledged that there were two separate barrages launched within minutes that were intercepted, five, maybe six rockets intercepted over Central Israel, the tel aviv area. The blasts and the clouds of those intercepts were very visible right here at Ben Gurion Airport. That doesnt mean that it was at the airport. Just means you could see here and even feel the concussion here. Thats going to be unsettling to the airlines. They may say that its safe to fly, but the idea of big planes filled with people sharing airspace with either rockets or intercept missiles is not going to necessarily make those airlines feel at ease. Wolf . Yeah. I spoke yesterday with a hamas spokesman who specifically said they were targeting Ben Gurion International airport. The spokesman said that there are Israeli Military aircraft that use that airport so its a legitimate target. Im also hearing, martin, u. S. Airways and united between philadelphia and tel aviv, united flights between newark, new jersey and tel aviv, they seem to be inclined to go ahead and resume their flights as early as tomorrow. Delta may be another day. Thats what israeli officials are suggesting. Are you hearing something similar along those lines . Reporter we havent heard from delta which, of course, is a Major Carrier for the United States. We havent heard initially here at this airport about the other two that you just mentioned. British airways, by the way, it should be pointed out they maintain the Service Throughout so it does in many ways seem to be an individual decision. Certainly now it will be for the u. S. Carriers. The real question is going to be the perception. We already know that the number of tourists coming to israel is down dramatically. Thats not because the planes werent coming here. Thats because of the conflict going on so the planes are flying in many cases without a lot of passengers, but the significance of the planes coming to israel, thats whats key. Thats why the israelis are glad to see the ban lifted. Yeah. Well see what the three u. S. Carriers decide to do in the coming hours. In the next hour i will speak with the head of the Israeli Aviation Authority trying to work with the faa to try to get banned, and the ban has now been lifted. They will both land at the same time because the australian plane is a little faster and in the netherlands well see the remarkably solemn procession of hearses continued again. They hope they can continue with a similar load tomorrow and we think that might be it. I hate to get into the grim details here but they put into the coffins body bags or sometimes one body bag and are slowly going through the four refrigerated wagons. The task of actually working out what the different body bags constitute, how many people will only happen when they are all in the netherlands. Thats when the answers start to emerge. The question are there still parts of people at the crash site . There could be. The special representative of the australian Prime Minister arriving there to try to fin this International Pressure to get better access to get perhaps it sealed off so forensic investigators can go through the wreckage, but thats a tough ask. The question of what to do about the cause of mh17, what to do about the cause of the conflict in east ukraine, our focus has been russia. Russia has not admitted involvement, doesnt seem likely they will, so at what point does the u. S. Have to come forward and make the case that you can prove their involvement either with the rebels on that level or with what happened to mh17, actual proof, actual case . Well, chris, its not a mystery what happened. We know that the malaysian flight was brought down by an sa11 fired from separatistcontrolled territory. The issue now is to have a credible International Investigation which will allow the truth to come out to determine who pressed the button and set in motion this terrible trage tragedy. That in turn requires the stabilization of the crash site. It requires security and it requires International Investigators to be able to do their jobs on the scene. But you know every moment that goes by with doubt and a lack of proof it fuels the concerns it a maybe it wasnt them. Maybe it was ukraine. Yes, i was in Eastern Ukraine but on the ground there, mr. Ambassador, many people feel that either ukraine did this or ukraine still has blame because they are bombing towns in the eastern part of the country and that made air defense necessary. Do you buy that rationale, or is it an excuse . Not at all, chris. Its clear to us that the responsibility for this tragedy rests with russia which has provided weapons to the separatist fighters. There are separatist camps which continue to operate inside russian territory. Im seeing more and more reports of rockets and heavy artillery being fired from russian territory into ukraine, into the sovereign territory of ukraine in order to advance the campaign of these separatist fighters. These fighters are causing fear. The root of this crisis is in russias actions. Its russia which we now look to change signals and to help create the environment for a credible International Investigation. President poroshenko has taken an important step with his declaration of an exclusion zone of 40 kilometers around the crash site so that the investigators can do their work, but thats only possible if the separatists pull back, if the fighters withdraw, and that requires different signals from moscow. I can tell you right now that 40kilometer zone has been breached several times since it was announced. The information that there may have been firing from inside the russian border, is that true, and how do you know that if its true . Well, at this point there are a lot of reports, including in ukrainian media. Were looking to verify those as quickly as we can, just as were looking to verify ukrainian account that the two ukrainian fighter jets yesterday were brought down by a russian missile. What we know is that russias fingerprints are all over this violence and this instability. What we know is russia, even after the tragedy last thursday, has continued to provide heavy weapons which are moving across the ukrainian border, being smuggled across the ukrainian border, tanks, rockets, all fueling the violence, fueling the unrest. That has to end. So in a way, mr. I think as far as the Government Strategy is concerned, mr. Poroshenko go ahead. No, much more important what you have to say, go ahead. President poroshenko has made it clear he seeks a political end to this violence. Hes put on the table a meaningful and significant Peace Program which includes the guarantees for russian language, constitutional changes. Thats the route that this crisis needs to be resolved through, through politics and diplomatic engagement, not by pouring gasoline on the fire weapons, tanks and fighters from russia. It does seem that the more the u. S. And the west talks, the more russia acts. You say oh, we have to be he has to do something different, russia, Vladimir Putin, and they move more arms towards the border. At what point does the u. S. Have to start arming the Ukraine Forces to battle what seems to be superior firepower on the part of the militants . Were going to continue our support to ukraine to help it to to fend itself. Weve provided 23 million in nonlethal Security Assistance this year, but the fact is this crisis has to be resolved not through force, not through military action, not through arms but through politics and dialog dialogue. Thats what president poroshenko is advancing. Thats what the United States and our European Partners have supported, but as i said the signals coming from russia are pointing in the opposite direction. Thats what we hope will change. Thats what european leaders are discussing sanctions around as we speak, and thats the issue that im sure is going to be front and center today as the dutch and Australian Foreign ministers come to kiev. Last question. How do you make russia change signals . Even the dutch who have the most reason right now to be angry at russia and outraged say its not easy to cut off economic ties with russia. We make a lot of money from them. The economic sanctions, as tough as they have been on the russian economy, have not deterred the actions of that country at all with respect to Eastern Ukraine so simply what can you do . Well, this is not a question of sanctions for their own sake. Sanctions are intended to incentivize a change in russias strategic calculus. We hope that will happen. The United States, president obama, have made clear that we are looking for a diplomatic off ramp, but its not going to happen when russia continues to escalate the crisis as it has done over the past few days by providing these weapons to the fighters, by continuing its escalation of the level of violence, the shootdown of the two jets, and as i said these very concerning reports of indirect fire, artillery coming directly from russian territory, from russian territory across the border into ukraine. It took joseph wood nearly two hours to die after receiving a lethal drug cocktail that witnesses say he was actually snorting and gasping for breath most of the time. Woods attorney filed an emergency repeal and called Supreme CourtJustice Anthony kennedy in an attempt to stop execution stating that the process violated woods constitutional right to be executed without cruel and unusual punishment. Ful if the execution isnt bungled theres no need to go in and ask the courts to intervene. But the daughter and sister of woods two victims gave a very different account what have happened. I dont believe he was gasping for air. I dont believe he was suffering. Sounded to me as though he was snoring. You dont know what excruciating is. Whats excruciating is seeing your dad lying there in a pool of blood, seeing your sister lying there in a pool of blood. Thats excruciating. This man deserved it. Earlier this year oklahoma halted all executions after the botched execution of convicted murderer and rapist clayton lockett. One of the drugs used in that execution was also used in woods. The Arizona Department of corrections denied any wrongdoing saying the department followed protocol and added they will conduct a review but for families of woods victims say the debates over drugs stirred up feelings. The sole manufacturer of that drug stopped producing it and other countries have band the import of that drug to the United States because of objection objections over the Death Penalty. Efforts, meanwhile, are under way to try to achieve some sort of ceasefire. Israel is continuing its military operation, primarily going after those hamas tunnels leading from gaza into israel. I believe thats only way to secure israels future as a democratic nation station of the jewish people. Theres no other way but to disengage from the palestinians into a twostate reality having one Israeli JewishDemocratic State and one palestinian demilitarized state living side by side to one another . Because you know a lot of your fellow israelis are increasingly, given whats happened over the past couple of weeks, saying that maybe the twostate solution is not acceptable. They say they cant trust the palestinians. Well, i believe that, well, if they dont trust the palestinians, lets do it on our own and lets delineate the boundaries in order to encompass a jewish democracy within those boundaries. I believe thats unilateral israeli withdrawal from the west bank, you would support that . Leaving the doors wide open for resuming negotiations and negotiate a permanent Status Agreement which is, you know, as i believe, has very long odds. This stop of u. S. And European Service, a lot of European Service flying to and from tel aviv. It was a real jolt to the israeli public over the past couple of days. The last time the u. S. Recommended no flights into Ben Gurion Airport was back in 1991 when scud missiles were being launched. Its much safer to fly out to tel aviv and from tel aviv than it is to fly over ukraine, and as we just heard about the algeria plane that is missing right now. But if rockets are going towards Ben Gurion Airport, and i spoke yesterday with one of the hamas spokesman, he said they are targeting Ben Gurion Airport because israel uses it for military purposes as well. You cant blame the faa and others for being concerned about the commercial traffic coming in and out of israel. We have excellent means to make these flights safe into and out of israel. So the ceasefire right now, is there going to be a ceasefire . John kerry is working hard, ban kimoon, u. N. Secretarygeneral and Palestinian Authority president mahmoud abbas, the egyptians, qatar, turkey. They all seem to be working, but i dont see a ceasefire. Eventually there will be a ceasefire, but there are two diverging time lines here. Israel needs a tad more time in order to clean up the tunnels and to get hold of the arsenal, the huge arsenal of missiles and rockets. This is the military time line and there is the political time line which does not converge with this one that requires to stop the operation and start rehabilitating the the whole region, but there will be eventually in a couple of days, maybe in a couple of weeks, there will be a ceasefire. And israel will withdraw all of its forces. Thousands of israeli troops are still on the ground. Well, it depends, it depends on the contents and parameters of such a ceasefire. We cannot allow any more, you know, kind of a truce for 18 months or so and then once again being threatened to on our civilian centers and our and our civilians all together. You see the horrendous pictures coming out of israel, civilians and women and children who have been killed. Thats regrettable and a lot of sorrow but this is Collateral Damage caused because we have to counter hamas terrorism. Theres no other way but to fight it in their in their areas of operation, and thats what we do. We do it very carefully, very responsibly, but we have to do it. What to do about the flow of undocumented children crossing the border and into the u. S. And being kept in questionable conditions here for weeks. So, congress is still battling over funding. The president is about to meet with Central American leaders, and all the while a very big move is in his back pocket and that is sending the National Guard to the border to secure it. Lets speak with the commissioner of u. S. Customs and border protection. Commissioner, thank you for joining us. Please, give us the latest information on conditions at the border. Well, right now the conditions at the border were very pleased. Were somewhat optimistic, in fact, with the reductions in apprehensions of unaccompanied children. There could be a lot of reasons, but were certainly preparing if this increases february. So the flow is slowing, and you believe that is because . There are a lot of reasons. First of all, this is the hottest part of the year, and we know historically that those migration flows do slow down. Also we have a campaign in Central America to tell people, parents, relatives, how dangerous the journey is and it is not a path to citizenship if you arrive in this country. Thousands and thousands of kids are being kept in questionable conditions on the border. There are rumors being spread that they are mostly gang bangers and they are drug associates and they are also lousy with disease. Is this true . No, its not true. Ive been down four times. Secretary johnson has been down to the border five times. Most of these are family members, and we also check to see if if the young people, particularly the older teenagers, we check to see if they are gang members. Thats not what were seeing. What youre seeing is them being used as political pawns and as a result our focus is not on their treatment the way it should be. You have 116 cases at least where undocumented kids are saying they have been abused. What do we know about whats happening in these situations . Well, we know a couple things. First of all, our Border Patrol stations are clearly not designed to hold a lot of people, particularly young people, very young people for any length of time, but because of this influx, we really had to we really had to put them somewhere. We had to try to make them as comfortable as possible. We had to make sure that they were fed. We had to make sure that they had medical supplies and then we had to get them out into other staff facilities, you know, that are just much better for them than a Border Patrol holding facility. Everyone, by the way, that has been down there, literally hundreds of members of congress, faithbased organizations, they have praised the men and women of customs and border protection, particularly the Border Patrol, with the humanitarian compassionate way that they have treated these people. Well, thats good to hear, because its not about laying blame at the feet of the Border Patrol and how they do their job nor is it about laying blame at your feet. You just came in in march. Commissioner, this is you being tasked with the fix. The concern continues though that the conditions they are being kept in are just not adequate or acceptable for an extended period of stay which seems likely so what do we do to help these kids . So youre right. And moving them out more quickly into better adequate facilities is key. Health and Human Services under secretary burwell has worked really hard, and thats where we turn these young people, over to them, and were doing everything we can to make sure that those facilities are adequate. Lackland air force base, the Border Patrol academy barracks at artesia, new mexico. These are much better and nicer facilities than certainly a Border Patrol holding cell. Very important to remind people that most of these undocumented are just kids, and in that innocence we have to protect them. Let me ask you. It is now politically sailable to say we have to seal up the border. We need to do it now. This is proof of it, these undocumented kids. Do you believe practically youll ever be able to seal the southern border of the United States . I guess my analogy would be i was a police chief for a long time, both in buffalo and also in seattle. People would ask me is this a safe city . Everyone had a different definition, so if we look at our border today, we have more resources, not only Border Patrol agents but technology. We have great working relationships, for instance, with the Texas Department of public safety, local sheriffs departments, local police departments. The border is more secure and more safe, and when you look at those crime numbers in those cities in the United States that are along the border, those are crime numbers that are very, very low. The Central American players in this, the president is going to speak to them. What do you believe the message will be . How much control do you believe they have over helping repatriate their citizens, and should they be repatriated . What do you know of the conditions in those countries . A lot to handle in one question, but take us through it. It is, but certainly in Central America, and in my job previously where i was president obamas drug policy adviser for five years, i made multiple trips to central and south america, so we know that gang problems, crime problems, et cetera, are extensive in some of those countries. We need to be able to help those countries through the department of state do a much better job of improving safety, improving security but also improving the ability for young people to have a future, a future where they get an education, a future where they can stay in those countries and actually have some economic opportunity. Those are all important things. All important. They are also important right here are home. Underserved here in the United States which makes it more American People to extend a hand to Central America. Al, what do we know . Reporter we know that this plane went missing about an hour after it took off from the capital of burkinafaso in west africa. It would fly due north to the capital of algeria but it went missing with 110 passengers on board and 6 crew members, including 2 pilots and 4 cabin crew. Now, this was operated by air algeria, the National Airline of algeria, but the plane itself, an md83 belonged to a Spanish Company right here in madrid, so this plane was either leased or chartered. The company in madrid is trying to check out what happened. It appears it was an air algeria crew entirely operating this md83, and at this point we have no other word. It was an overnight flight. It left around 1 00 a. M. Local time. It was supposed to land around 5 00 a. M. Local time in the capital of algier yeah, but its missing, presumably. The faa now lifting its ban overnight on u. S. Passenger planes flying to and from tel aviv. The faa had stopped all flights citing security concerns after a hamas rocket struck very close to the airport on tuesday, about a mile away. Now three domestic carriers that fly to israel, delta, united and u. S. Airways, they have to decide when to resume their regularly scheduled service. Cnns Martin Savidge is joining us with more from israels Ben Gurion International airport. What are you hearing from over there . Reporter it may be that the faa says its okay for the u. S. Carriers to come but, however, it appears once again that hamas was at least trying to target tel aviv and the area around the airport. Theres been two barrages. The idf say they have intercepted five of those rockets. No reports of impact on the ground. So, the u. S. Carriers can come. The question is will they . Overnight the faa reversing its controversial travel ban, removing restrictions on u. S. Passenger planes flying to and from tel aviv in the face of mounting criticism. The decision coming one and a half days after flights were suspended due to security concerns when a rocket destroyed a home a mile from Ben Gurion Airpo airport. You have to take a reasonable precaution, but you cannot shut down everything just because one terrorist some place on the other side of the world says im going to be a threat. Back at crime scene, just as international monitors are getting access to whats left of the crime scene, new reports that russia is firing into ukraine. What do we know about the conditions at the crime scene and these reports of gunfire . Reporter well, we know that the we know that the special representative of the australian Prime Minister is trying to get near the crime scene. We dont know an awful lot about the conditions necessarily there right now. We know its caught in a civil war. That could mean anything for those trying to get closer to it, but we do know where im standing here that most likely now the second of two cargo planes have taken off moving 74 coffins back to the netherlands. They hope that that process will again continue tomorrow, friday. That will most likely end the shipping of the remains brought by that refrigerated train from kharkhiv a couple days ago, that it will end that process, but then in the netherlands they have to start the really difficult task of working out precisely how many bodies were on that train and then whether theres anything left at the crash site for them to comb through that can bring some kind of finality and closure for relatives looking to bury the remains of their loved ones alisyn. So it looks like the death of 300 civilians hasnt changed the game plan there. No. I think we need to remember that this part of ukraine is so hotly contested for a reason. There are ukrainians in the area, as chris met them, who are very prorussian. There are russian operatives in there, and their goal, that is, the goal of the prorussian forces within ukraine, of russia itself, is to keep control of this area. They do not want the Ukrainian Government to get back control of donetsk and the surrounding region so whats happening is the Ukrainian Government has been taking advantage of this opportunity to try to press forward, to try to consolidate some of the gains that its made and is flying jets over and they are being taken out so what this tells you certainly Vladimir Putin has not sent a standdown order or what is more troubling that he might have sent some signal but the people on the ground arent listening as much because this is all taking on a life of its own. Hes created kind of a frankenstein monster in a very rabidly prorussian set of tugs. Thats an interesting set of points you raised. Everybody is analyzing this to see how much control putin has and the u. S. Opinion is that he has all of the control, but youre saying that he may not. They may have gone rogue in that way. Hes Single Person with the most control here so its right to pressure him, but its quite i mean, they cant last without putin because they need supplies. They need arms. They need training, but its quite possible that, you know, they have got those shouldertoair missiles. In this case they dont need the most sophisticated surfacetoair missiles. They could shoot down something they see up in the sky. When they are sure its a military jet pause they fly lower. As chris reported, half of these people are drunk, a lot of them are just thugs sprawling for a fight. 100 militant disparate groups, thats from the International Monitoring organization, osce, so the idea of having a collective strategy is probably remote, but lets apply the same scrutiny, fareed, because youve done it very well from the beginning. It seems that the same talk comes out of the u. S. And west and moves russia not an inch. I dont hear the talk changing. Even the dutch, for all the outrage that they justifiably could have, they say, well, hold on with the economic cutoff from russia. We make a lot of money off of them. Germany, france, the uk, they are so tied to russia. This talk of money, money will fix it. Does it sound hollow at this point . Well, it certainly would be much better if they were to do two things, one, speak with one voice and, b, at least threaten a series of credible realistic sanctions, but as you say the dutch case is its sad in a way but here you have a country that has had a version of 9 11 and they have had proportionate terms about as many people die as people had in the United States on 9 11. But the dutch are russias second largest trading partner after china. Rotterdam is the port that takes in the most russian oil of all the world. They take in their oil and refine it and sell it. Shell, the anglo dutch conglomerate, they see themselves as so tied up. They are wrong to do this because the truth is you want a stable world and good economics depends on on having, you know, kind of stable rules of the road. You dont want countries gobbling up each other and things like that. This is a case where commercial interests are not the best guide to the National Interests let alone the interNational Interests. Theres also reports of Russian Troops possibly amassing at the ukrainian border. What is that about . Is this escalateing . Russia has always wanted to maintain the idea that its going to be in control of the situation. What the russians know, unfortunately, is that one day the United States will get bored with this and they live next door and they maintain the proximity of power that they know about, you know, that this is why this is such a difficult situation. At very low cost putin can destabilize ucrepe, and hes right in a sense. Were not going to be there forever. So one thing we have to recognize is we have to Start Talking to putin in a if you have in a tough, direct way because he has to be invested in the stability of ucrepe. In the long run he can destabilize it on the cheap a lot more than we can stabilize it. Lets talk about the crash site for a second. We understand that an International Police force today might be going in and taking control of that or securing the area. What took so long. Its been a week. What took so long, as always happens with peacekeeping forces they dont want to get into situations where they might be shot at because then they face the awkward situation of they are meant to be peacekeepers, not makers and as chris was reporting until a few days ago these prorussian rebels would have shot at anyone coming in. I think the threat is still very real there, but you also have to weigh it in terms of how real it is to get answers out of this situation because for all the talk we havent seen proof that makes a definite case of what prout down this plane, and until you get that, there are a lot of minds that wont be changed. Carriers that fly to and from tel aviv. Well, two of them have already decided to start to fly tonight. The third one, i think it was delta, when i left my office, it was not on the screen, but im sure delta will fly as well. So u. S. Airways and united, they have already agrade. Delta will resume flying in the next day or two. Thats what youre hearing. How did you convince the faa which was so concerned about these rockets and missiles coming in from gaza and flying over Ben Gurion Airport. How did you convince them to reverse their decision . Well, wolf, it start when i was heading a team made of civil Aviation Authority people and the air force a year and a half to go to plan how to operate the Civil Aviation traffic in israel in that kind of situation, and i think that we came with a wellwilt solid plan how to do it. And that rocket that hit about one mile north of the fence of ben gurion was what shook the faa so we had to demonstrate to the faa to give the faa our basic assumptions, the matrix of the planning and some technological variables to convince them what we plan was good, and i think that the faa decision to stop restrictions is a vote of confidence in our quality and level of professionalism, and i want to thank the faa for that. What about the europeans because british air was continuing its flying but klm, lufthansa, air france, a lot of other european airliners have cancelled. Are they about to resume their flights as well . What are you hearing from them . Well, as of now we have 26 airlines from europe flying to israel from different countries. The european faa is a little bit slower. I spoke with them this morning, and the head patrick king told me he was to consult with the faa so im sure they will consult with the faa at 8 00 or 9 00 a. M. Washington time and will make its decision. We can wait for them to make its decision if its quick or slow. I assume that at the end of the day the europeans will fly to israel as they should do right now. Within the last hour or two there have been several rockets that were launched from gaza that flew towards Central Israel, the tel aviv area not far away from Ben Gurion Airport. Im assuming the iron dome Missile System intercepted those rockets. You can surely understand why theres reluctance to fly Big International planes through that area while the area is being disrupted by rockets. Thats not the place. They flew for 15 days before that rocket hit that north of the fence, as i said, and we know how to do it, and we know how to intercept those rockets rocket and as we did today one more time. They are not flying through the airspace for ben gurion. Its very rare and we know how to kill them and i dont think that that should make the Airlines Stop flying to israel. El al and other airlines are flying around the clock to and from israel. So whats the basic message that you want to send out right now because the last time u. S. Flights were cancelled to and from israel was back in january of 1991 when iraqi scud missiles launched by saddam husseins military was launched to tel aviv. Whats the major message that you want to send out right now . That ben gurion is a safe airport, as safe can be. We know how to operate ben gurion, and the aerial traffic to and out of israel in a safe and secure way and we expect airlines to fly as if there is no conflict down there in gaza. We are very disturbed by the fact that rockets are flying, not only because of aviation but because thats not the way that two nations should live next to each other but thats not part of my responsibility, of course. I dont think that democrats supported this boycott either. Seemed like thats the only thing and the faa had to do. You make a very important point. Ted cruz the republican spoke out publicly as did other conservatives. The democratic leadership im told were not happy either but they bit their tongue. Manu mentioned Michael Bloomberg and they had an interview where it talked about this and it got a little bit feisty. I think the state department is just overreacting in typical bureaucratic fashion. Political reasons for that . Why would you think, that wolf . Im asking you. Dont be ridiculous. Why would you think that . How you know the former mayor. How do we read that . Said with sarcasm, of course . I thought he was genuinely actually sort of bothered at the suggestion. Look, i think manu raises an important point here. You pull back the politics and theres more politics behind curtain here. Right. The fact is that senator cruz will say some things that can help his party and himself politically that others wont, and i think hes quite proud of that fact, and this is certainly a case where he did that, and he is right, too, a lot of highprofile jewish donors, too, who deeply care about israel and this is the kind of issue where senator cruz latched on to it and its going to raise eyebrows. Probably have not heard. The marie harf said its ridiculous and offensive that any politics came into play, a decision on the merits of the faa but senator cruz said hell hold up any state department nominees until he gets answers. Lets move on to another important issue which is the border crisis. A lot of republicans, the administration has been in a debate back and forth what to do. One republican relatively silent speaking up, jeb bush, former governor of florida, very prominent in this issue for years which is why his silence was so striking. He sides with conservatives, and the white house, saying most of these kids have to go home except for those deserving few who may demonstrate true cause for asylum or protection from sex trafficking these children must be returned to their home and he goes on to say this at the very end. Have to read all the way to the end, he says now is the time for House Republicans to demonstrate leadership on this issue. Congress should not use the present crisis as answer accuse to defer comprehensive Immigration Reform. Do you see any indication that Speaker Boehner is ready to bridge a bill to the floor that has a path to legal status or citizenship for undocumented workers . Clearly a sign hes not running away from this issue when other folks he may run against are taking a much harder line. Even his former protege marco rubio doesnt think that a comprehensive Immigration Reform is the way to go even though he support and draft it had in the senate so hes still clearly embracing this issue and believes that he can run on it because there is a lot of support from the business community, even if it does turn off the right wing of the party. I think including that language at the end there was done with the express purpose of preempting People Like Us from saying look at jeb bush, hes becoming more hawkish on the border now. Hes running from his reformer standpoint trying to pander to the party. He wants to avoid that and so i think in an otherwise tough piece about turning these kids home he wanted to make sure that there was not some misinterpretation about his posture on the broader issue. The question is will he make that point on a debate stage in iowa and North Carolina or South Carolina or make it just on the editorial pages of the wall street journal. A case whether jeb bush is in or out in the 2016 primaries. The white house says it will have a task force to go down to the border to decide whether or not natural troops are needed. My question is what were they waiting for in the white house has been saying for week they dont think its necessary. Rick perry the governor of texas has raised his National Profile by sending 2,000 texas fenway park troops. How could they say it wasnt necessary or we dont think this is necessary for weeks and then say oh, were going to tend a task force down now. This is not a new problem. This is what democrats on the hill are pulling their hair out over. They dont believe the administration has sort of dragged its feet on this issue, even months ago when democrats on the hill were going to the administration saying we need some more money to deal with this. They didnt really deal with it at all. They waited until a few weeks ago to actually propose funding bill for congress to act on. They have floated the idea of changing this 2008 trafficking law that the republicans have seized upon but democrats on the hill are opposed about, so the way that the administration has responded has prompted a lot of democrats to scratch their heads. I want to move on and close our conversation with this front page story by a guy named Jonathan Martin in the New York Times this morning. Its fascinating reporting, jonathan. You have a senator from the state of montana who has now clearly, clearly plagiarized a thesis that he used to get his degree from the war college. John wall somebody appointed senators. Democrats hoped by appointing him he might be able to hold his seat. Not just about one man. This seat is part of the critical part of the calculation. Can the democrats keep their senate majority. Tell us a bit about the story and answer this question. Will senator walsh try to stay, or do you think hell end up resigning before the election . The initial reaction on the part of democrats is to stand by him and senator walsh and his office have tried to strike a balance effectively acknowledging what he did saying it was a mistake but john calling it unintentional or not intentional. Now, if viewers go to the New York Times today and pull up that story, if you go to the website and pull up that story, youll see that you can go through the body of the story. Its chronic, not just a line or two. Every paragraph, that he copied the work of others in, so its clearly something that a person does intend to do given the extent of it. Its going to be interesting to see given the breadth of what he did how long democrats can continue to say it was unintentional, can stick by him. I think part of the issue here is theres not a lot of good alternatives out there in terms running somebody else. Its almost august now, and further the democrats are defending six seats, okay . Thats whats at stake here, six seats for the gop to take a majority. A lot of folks in both parties kind of already thought montana was slipping away from their column and this was going to be hard to keep anyway. I was going to add that. Montana was already difficult and now its even much more difficult. One of those ones you hope to pull out of your hat if youre the democrats, hope for a surprise is that negates like a republican chance of taking over the senate. And the whole point of him being appointed was a 11year military guy, something the democrats dont have a lot of. And now thats been shredded by the personal story. We think a lot in domestic media about two different sets of fact, people with different versions of the truth. Look at fox news and msnbc and hear very different stories immigration this monthor or phone next you might hear stories about guns saving lives and on msnbc theres stories about the death toll from guns. People have their own sets of facts in this story as well and conflict in the middle east and as much as we worry about Political Polarization in the press here domestically its so vivid when you watch russia today. Will forensics give investigators a better idea of how the plane came down . Joining us is dr. Sanjay gupta, also a member of the American College of forensic examiners, so well versed in this topic. Hes in the netherlands where the bodies are being identified. Thanks for being here. On a scale of 1 to 10, how conflicted a forensic challenge is this crash . Reporter well, you know, there are several different goals when you think about this thing, but the most basic goals are to determine cause and manner of death, and then identification. When it comes to cause and manner of death, because of the nature of what were talking about here, those things have pretty much been established. There might be some clues or maybe even surprises as you alluded to, but its the identification. Its a challenge. When we talk about just these remains coming over, you know, being flown over to the country, theyre not entirely sure exactly what they are dealing with, how many souls specifically they are dealing with at this time. There were 40 coffins that came over yesterday. There may be 74 more today. What exactly that means, its a big challenge. There have been mass forensic examinations like this in the past. Typically this is a military base behind me. They need a secure and large location. They usually have stations that are set up, basic stations to begin with. Were there identifying features, clothing, tattoos, piercings, you stick with the basics first, then things like dental records. They are very good, because theyre less subject to contamination, but then dna analysis also. Sometimes you can find dna of the individual him or herself. Sometimes you find firstdegree relatives, but all of that at the end, the goal is to try to identify the remains and return them home. It sounds so complicated. We watched those 40 coffins in that very poignant procession. Dao we know who is in those coffins . That is the real question. Thats a more complicated question than people may realize. Its grim stuff to talk about, certainly, but there was sort of an analysis, a very cursory analysis that i know chris cuomo saw some of that, they put the remains into the coffins, then transport them here. Whats exactly inside those coffins, which souls they represent that is not known yet. By the way, i should point out its a military base. We walked around here a bit. There are flags from the various countries that had passengers aboard that plane, they are flying at half mast just on the pathway to the military base, but that gives you a sense of scale of how many different people are involved. 75 different investigators representing many countries around the world, all coming together to try to answer that very question. Sanjay, how long do you think that process of identifying them will take . Reporter it could take some time. Again, this may surprise people, they start with the basic things first. You can imagine getting a call, you know, from these investigators saying can you please try to provide descriptions of your loved ones . Please provide dental records, any evidence of dna, can we have some of your own dna so we can get firstdegree relatives, for example, who might match the people on the plane. All of that takes time, collecting that nsk, and they dont want to go back to these homes and asked the loved ones over and over against. They want to get it right and complete the first time. I can tell you after the plane crash in tripoli, it took about a month to identify them. Were talking about weeks, if not months. Youre so right. We had heard from one of the victim as family members, for three hours investigators talked to them just trying to identify the remains. So it takes a long time and its painstaking. We have the French Foreign ministry some paris, the foreign ministery here in it left the capital of burkino faso at about 1 30 in the morning Straight North from west africa to the capital of algeria. Reuters is reporting citing a diplomat in west africa there may have been a severe storm in the area and the plane may have tried to make a diversionary tactic. What else are the people that are in the search protocol phase of this, what else are they keys into . Right now theres also the concern they did fly over some restricted airspace. We talked about that, so theres some areas there were looking into whether or not they were above or below that. We dont know that yet. We do know they did have to divert because of this weather. Thats the last we heard about it. I suspect that its either a weather related accident or it may have been gone over another military area. After mh17, after what hat in taiwan with a storm, now this one has lost radar contact. I know these arent connected, but it feels like something bad is happening with air travel. Chris asked me again this morning, does this means theres something more happening or are we just paying close attention . Units ive been following aircraft accidents my whole life. This is an increase in aircraft accidents, no question in my mind. Why . Theyre unrelated. I think theres a couple Common Elements with this. What the Common Elements is the information sharing. Theres much more information, our technology has grown so vastly over the last 10 to 20 years in aviation, yet the information sharing, theres so many barriers to intellectual sharing between companies, for example. You dont want to give many your competitive edge, but if youre talking safety why wouldnt you . We need to be safe. So a lot of information that should be shared isnt. You certainly pointed out about the disappearians, are the Safety Standards we know its an md83. What does that tell you . The Mcdonnell Douglas company was obtained by the boeing company, so now these aircraft are part of boeing and have been for many, many years, but the md80 is an older design, an older aircraft. It doesnt necessarily imply mechanical failure, however its a very reliable aircraft. They said it just had a safety check. Yeah, they did say that. No reason to suspect there any how big is that . Between a 737 and 727, about that size. Again theres differences. We were talking in the greenroom about the certification of aircraft in the United States. The faa has certain standards that our airplanes have to meet, not necessarily the same in other parts of the world. Thats true. We have interchange agreement with each country that the faa negotiates to make sure that an aircraft that frying into our country, that they meet the same standards. If theres intracompany like this, that aircraft only has to meet the standards of that particular country. Africa has been through a lot of turmoil with Civil Aviation. The congo is not quite in line with some of the other countries. Those countries have recently started to work i worked on that about 10, 12 years ago. It was difficult to get those countries to agree, but now they are working very well together. I dont think thats related in this either somebody shot it down, and if that happened, somebody would take credit for it or there will be an obvious sign, because its over land. Again, we havent heard that. If its a mechanical issue, you usually hear. The other variable is storm, weather. So are you up and ready to understand . Whats the chance this is in any way weather. The area we call an intertropical conversion. If you notice right here where it lost contact, you can see this very large cell developing. They key. This is typically where you see hurricanes form, the very strong tropical waves that strengthen over time. You can see where it lost contact we have those large cells developing. Were not getting the latest details just yet, from radar, from the sky very easy to see here that we do have a very strong system there capable of producing very trong winds. Were still waiting for the latest details, but clearly there was somebody directly in its path. We see that there was Severe Weather in the area. I think any of of us have flown, were nervous when we hear about Severe Weather. How will it impact the flight . Typically they completely avoid it. Here is where it might come into play. If youre trying to avoid this thunderstorm, cloud, whatever, Severe Weather thats ahead of you. You can abort the flight, go home if its too big, but theyre going to look for a way aaron it. To the left or the right. If they go to the left maybe theres restricted airspace. I havent found that out yet, but if you say i dont want to go there, because we just heard about mh17. Do we go to the right . Its really far around, we may not have enough fuel to get there. We talked about cost being the issue, but its really more a matter of is there enough fuel to go around these areas. So youre kind of limited on what can do to go around it. As far as safety, and im not familiar exactly with how that air traffic pattern goes in that particular area, but these are the things ill be looking at. What choices did they have . It lasted about 36 hours, now up to the three domestic carriers that fly to israel delta, united and us airways to decide when to resume their flights. After a hamas rocket from gaza struck close to the airport on tuesday, about a mile or so outside of the airport. So will the u. S. And other foreign carriers follow suit . Only a couple hours after the faa lifted the ban, there were sounds of sirens, and then you could hear the explosions, which would kay that israels defensive program known as the iron dome was in action. Sure enough you could see the clouds that indicated several rockets had been intersetted in Central Israel near tel aviv, well within sight and earshot of bengurion airport. The faa may say its okay to come. The question is, will u. S. Carriers show up . Overnight the fa amount reversing the controversial travel ban, removing restrictions on u. S. Passenger planes flying to and from tel aviv in the face of mountic criticism. The decision coming 1 1 2 dales after flights were suspended due to security concerns when a rocket destroyed a home a mile from bengurion airport. Warning sirens prompting this frantic scene later in the day. The whole airport rushed into the bomb shelters, and it was terrifies. There are early reports the pilot asked to change course because of a storm, so lets get to meteorologist andrea peterson. We want to talk about the flight path. Its about a fourhour flight, and we know that it lost contact about 50 minutes in, so about a quarter of the wait but a quarter of the way would put it right here. You are seeing a system in that region, so the question is what kind of system is this . It sounds conflicted, but this actually shifts to the north. This is the area where the tropical waves form, they make their way all the way across the atlantic and form what we know as tropical storms and hurricanes, so very strong systems develop right in that region. So lets look at what were seeing. Right here is that wave. We dont have any stats currently. Its very hard to find observation towers. Remember this flight was already 50 minutes in, so it should have been above the level that should have been affected. Regardless, though, if it was trying to land, were talking about very strong winds out there, even visibility being poor, potential heavy rain, so that will be the concern. The question is, was it this system or something going on the ground. Maybe david soucie can have more. David, i hate to hear that storms are involved. Weve all landed in storms. Sure. So what about a storm brings down a plane . How does that happen . Theres a number of things. Theres been accidents in denver, accidents in dallas because of this phenomenon, but basically you have a downdraft. The temperature of the air is different in the water mass than around it. As you approach these thunderstorms, you get a tail wind or headwind. The aircraft automatically adjusts, and says i need to go faster, and where im coming into this area. As it does that, then you get into a wind shear. Weve all heard about wind shear. That is the difference between the air density on one side and the air density on the other based on the temperature and humidity, so the aircraft is unable to respond quickly enough to say i need to speed up the speed of the air kr568 relative to the density and altitude. That can create a lot of trouble in there. Thats what the wind shears can do. But typically those are only wind shear will not affect you too basketly unless youre in a landing zone or at a takeoff airport, because at that flight altitude, you have plenty of time to response to whatever might happen in the air. Yeah, you talked to us before, weve all sort of being aviation experts with you on this said. Thats when the plane is going only at a certain eight attitude or speed. Theyre going northeast, so it would be like 33,000, 35 thousands, an odd number. Why wouldnt the pilot have communicated anything. Thats whats so intriguing. The last thing they heard is were going to have to divert the flight because of this weather system thats ahead of us. That indicates, as indra was saying, theres activity that maybe isnt showing up on the radar. Your concern is they may have diverted over some sort of restricted airspace . I dont know which way they went. Im still trying to get that information. My concern, and this is prohibited airspace, so its not like they cant flying there, but its kind of dangerous place to fly. They can still make the decision to fly through it, but yet thats going to help the pilot make a decision. Do i take that risk . Or do i take this risk . How do you prioritize those risks . People showering the cars with flowers and prayers, from a place of violence, these victims are now in a place of love and peace. Translator dear lord, we pray to you. Reporter hundreds attended a memorial at a church, breaking out in prayer and song. Words spoken of belief and a better place for the dead. Words that will accompany the victims to their next destination. A Dutch Military base, where the somber task of identifying the victims begins.
