We are hearing Different Things from the israelis . They are willing to extend this. Its unclear. Reporter yeah, it looks like these particular negotiations within the ceasefire are hitting an impasse. I think everyone knew they were going to be difficult talks. Both sides coming here with demands not backing down. Essentially, what we have had in a nutshell is israeli delegation is pushing to extend the ceasefire past 8 00 a. M. Friday. However, at least some members of the palestinian delegation are not on board, notely, hamas, who has been doing the fighting. They are saying they dont want to extend the ceasefire. They came here for a permanent solution and thats where things seem to be stuck. What could pose a problem for the palestinians is that some delegates seem to be okay with a ceasefire that could cause divisions. Here is cheer negotiator on the challenges of the talks so far. We are working so hard now. We are working so hard the president of the palestinians, mr. Abbas, myself and the secretary of state, john kerry, using every effort, getting in touch with all parties involved, including six or seven times a day. Trying to get a ceasefire. What is clear is the two sides have yet to tackle the core issues to try to find a permanent resolution. Its a win for the israelis. Some palestinians saying they have lost too many lives in gaza to return to the way things were. Its a chess match and the clock is ticking until friday, 8 00 a. M. Local time. Right. When you look at the key demands, its for hamas to demilitarize. Then you have hamas demanding that israel, you know, allow them to open up the borders, allow more to come into the country that hasnt been able to because israel is concerned of weapons being smuggled in. They are sticking points. If they cant get what they want, do you expect in 21 hours the bombardments could begin again . Do you get that sense on the ground . Reporter i think the sense you get ton ground here, based on what we have observed in the past 48 hours is that the only possibility is an extension of the ceasefire past 8 00 a. M. Reporter yeah, poppy, what we have heard from hamas repe repeatedly is they do not use civilians as human shields and they hide them in urban areas. There is nowhere else to put them. We know time and time again, we have heard this is a very densely populated port of the world, there are no mountains or jungles to fight from. They engage in this. We have heard the missiles being launched from civilian areas and seen them fire the head. We know they are using these areas. We have seen some of the rocket launchers in areas which are surrounded by homes, as well as hotels. As far as hamas is concerned, they placed those weapons there because that is what they do. What is interesting is that a Senior Commander from islamic jihad, who was buried yesterday, at his funeral, they are asked, a number of people were asked, you know, about these human shields. While they denied it, they say the people support them and know what they have to do. The people support the resistance and are willing to deal with the rocket launchers and the weapons stockpile. My experience has been when grow out and talk to people in these areas being leveled by the israelis because this is where the rocket fire is coming from. When you ask them, hamas rocket launchers were they here, they deny it. Whether they deny it because they generally say they never saw anything or because they are not willing to admit it. I guess, make up your own mind. Its no secret this is whats been going on. Theres a sense as we have been talking in recent weeks, as the death toll rises, theres a sense people are getting more and more entrenched. If we give up now, much of this has been in vain, what they have died for. This rally that is happening on the streets of gaza by hamas, what is the message . What are they trying to accomplish with that . Reporter well, exactly. As long as its gone on, the bigger the death toll, the more the destruction is, the more moderates here like a doctor at the hospital we spoke to a few days ago who said for the first time, he wants this war to continue because he wants it to be for something. Such a high price has been paid. I think we are seeing that being played out in cairo. With the ceasefire negotiations. While the israelis have agreed to an unconditional ceasefire, hamas put on the table a clean demand, an end to it and bordered reopened. My understanding from sources is they dont expect resolution on the issues by 8 00 p. M. Local time. They want to see progress toward that. Thats not happening, according to hamas. Whether the israeli team is authorized to negotiate or whether or not they are there to negotiate an extension of the ceasefire is unclear. What we are hearing and has been reported, a senior military member from hamas has threatened to walk out of the talks unless theres progress and the issues are on the table and talk about them now. Thats the situation now. Once this starts, once there is no more fighting, what hamas needs is something to show for this. If the situation stays exactly as it is, exactly as it was before july 8, when the military offensive by israel began, hamas is in serious political trouble, which is why they have stuck to the demands time and time again, which is why, one of the reasons why they rejected the egyptian ceasefire proposal three weeks ago. Because it did not address the fundamental core issue, reopening the borders. Another point is the presence of israeli troops as they continue to look through the tunnels. That operation is done. The israelis have withdrawn to the other side of the border. Thats no longer an issue. As far as hamas is concerned, anytime theres talk of a ceasefire, they need, from their point of view, progress. Maybe not resolution in the next 20 hours or so on these issues, but they want to see progress toward an ending of the economic blocka blockade. We know its not just hamas that is represented at the negotiations in cairo. There are other factions like islamic jihad. Hamas, which runs gaza, wants to have a public turnout to show everyone is behind them. They have this unified voice speaking from gaza. Now, whether or not that is the case, its difficult to say. There is certainly a lot of support for hamas as there would be for any government, for any leaders, if you like, during a time of war. What we are also seeing here on the ground, though, over the last couple days, poppy, with the lull in the fighting, theres been Real Progress in fixing some of the problems they had here. However, at least some members of the palestinian delegation were not on board, notably hamas. Hamas, of course, with the most at stake here. They have been doing the fighting in gaza. Essentially, they said we are not here to extend the ceasefire and delay the process. We want to get down and talk about the core demands, the major issues. Among the core demands, the lifting of the blockade, the opening of the border crossing, the release of prisoners. Some palestinian officials were not convinced the israelis were here to do that. They said thats what they were here to do. That caused a little bit of a complication. What could create more complication moving forward is some members of the palestinian delegation seem to be okay with extending the ceasefire. When you have other member who is are not, poppy, that could create division. Critical hours ahead. Its a high stakes chess match with a deadline coming in at 8 00 a. M. Local time on friday. Its significant because hamas never recognized israels right to exist. Israel is an extended tenyear period of peace or relative peace, a long ceasefire. So, egypt is saying those issues are off the table. Hamas went to cairo wanting to get the crossing reopened. Thats the border between gaza and egypt. The egyptians saying thats not an israeli issue, thats an egyptian issue. That is not on the table. They have also told hamas when the moderate Palestinian Authority is willing to send its own Security Forces here, which is being led by the Palestinian Authority president , abbas, when those forces are ready to take control of the rafah crossing, they could begin talks about that border being reopened. The egyptians who are relaying the information between the israelis as well seem to be taking a tough line when it comes to hamas. Poppy . They certainly are. In terms of israels demands, the main one being that hamas completely demilitarize. That is something that also seems really unlikely. The sense from the people on the ground there, john, what is it . Now they have had two days to emerge from the shelters they have been in to go home. Some finding their homes destroyed. Do they think if an agreement isnt reached, they have to go back into the shelters and the strikes will begin once again . Reporter well, that very much is the fear. In terms of demilitarizing hamas, they made this distinction and make of it what you will, but there is a definite two splits here. The political wing of hamas and the military wing of hamas. These two bodies operate fairly independently of each other. What hamas said over and over again is the military wing will never, never disarm, certainly not voluntarily. Thats going to be an issue if thats what the israelis are continuing to demand. Theres a rally planned for a couple hours in gaza. That will be an indication of how much support is out there for hamas. There is certainly fear here that if there is no agreement, if they cant come to a deal here, maybe they will in a couple hours. Then theres what happens after that. Is it going to be another few days . Will there ever be a permanent deal here . If they dont get that, people are very worried that the fighting will resume.
