Palestinians report nearly 1100 People Killed and 6500 wounded since the violence erupted three weeks ago, the u. N. Says almost three quarters, the vast majority of those people are civilians. Israel and hamas are trading blame for mondays shelling of a refugee camp and a hospital in gaza city. Palestinian Health Officials say ten people were killed at the camp. Eight of them children. While we were there, we saw a militant rocket launched about a mile away. The warring factions blame each other. Weve heard their excuses before. But theres no excuse for this or this. Just look at the hole this shrapnel has blasted in this car door. Imagine the damage that would do to a childs body. As i sit on the pavement, the ambulance arrived with young mohammeds body. I want to go and see my cousin, he says. He may never have met mohammed, but its already time to say goodbye. Thats what many of the palestinians in gaza are experiencing, in the meantime, israel says ten of its soldiers were killed in mondays fighting. Five of them died while repelling a militant attack in southern israel. That attack was launched via a tunnel from gaza to the community. 53 Israeli Soldiers have been killed in this ongoing operation. Despite israels rising death toll, Benjamin Netanyahu says his country must be prepared for a Long Campaign in gaza. Who are you going to make peace with. Hamas . We gave gaza back to them ten years ago, who sits there now. Not good people, not palestinians he says. Both insist the gaza offensive must continue. The family is prepared for a long battle ahead. I have a girl and two more boys she tells me, the boys will follow their brosh, they will go into battle and fight just like their brother. Strong words but still a mothers grief. Her sons final steps in gaza are those perhaps she hopes her other children will not have to foll follow. The u. N. Secretarygeneral is demanding an immediate halt to the bloodshed while all diplomatic attempts to secure a lasting ceasefire have so far failed. Ban kimoon is adamant in securing a truce, listen. Surely this makes it difficult to try again. At the very moment theyre supposed to be stopping fighting. The frustration is there with us. We havent seen any Troop Movement ourselves, i cant confirm what the press has been stating. We go back to the drawing table and we hope we have more and more substantial agreement. Leaders of the European Union are scheduled to meet in brussels in about two hours from now to decide on tougher economic sanctions against russia. Were going to bring in ivan watson now whos following developments from kiev. He joins us live. Were looking at a situation where you have possible new sanctions to be decided by the eu, the u. S. Says its got a few sanctions on its way that will target russian banks and energy companies. How is all of this information being viewed there in the eastern part of the country fighting weve just seen is yorn going. The ukrainians are looking for any additional pressure that can come against not only the separatists, but against russia as well. Which they accuse of arming and fnding and training the separatists. In this case, what weve got is an unusual Video Conference that took place on monday involving the leaders of france, germany, italy, britain and the u. S. And coming out of that meeting an announcement that additional measures would be adopted against russia, because it was allegedly continuing to support the rebels in eastern ukraine. Take a listen to what the Deputy National security adviser from the u. S. Had to say about the possible additional measures that the eu will be discussing and may adopt. We expect the European Union to take significant additional steps this week. Including in key sectors of the russian economy. In turn and in full coordination with europe, the United States will implement additional measures itself. It when you seek support for the separatists and stop destabilizing ukraine. The discussion here is about sek toral sanctions that would limit russias access to the energy secretarieser. Of course, you have to get all 28 european nations to agree. So well be watching that very closely right now, and presumably if the european adopt new sanctions, the americans would follow and try to coordinate that as well. Moscow has responded, the foreign minister of russia on monday say ago that he hoped that they wouldnt get into another spiral of tit for tat measures. Labrov was really pushing back yesterday pushing blame elsewhere. While this discussion takes place today on sanctions, update us on the violence in the country. I notice so far, more than 330 ukrainian soldiers have been killed, thats just since april 7th, two kids were killed during fighting over the weekend. What kind of violence have you seen in the past 24 hours . As you saw in the report just a few moments ago, for the second straight day, the osce international monitors were not able to access the mh 17 site, and the australian and dutch investigators were not able to access it, because the fighting had gotten so fierce. Just last week the roads to that crash site were open and relatively peaceful. So that shows the intensification of the battle from what the Ukrainian Military has said, basically, it sounds like the Ukrainian Military launched a broad offensive into rebel held territory on monday seeking to move into a number of towns and apparently to try to cut the rebel held enclave in half. It also happened that this was in the direction of the mh17 crash site. Now the defense minister of the separatists gave a Rare Press Conference in which he conceded there have been more than 20 separatist casualties, both sides have claimed they have made advances. It will be difficult to see what happened on the ground. But by all accounts some very intense fighting, the ukrainians claiming they captured a strategic hill that would block what they described as a corridor that has been used to bring in weapons and fighters from russia, of course the russians continue to deny theyre arming and supporting the rebels. Its interesting to note the Prime Minister of the selfproclaimed separatists who has described himself as a resident of moscow was not in the separatist region on monday. It was announced by an official website. That he was in Moscow Holding talks about humanitarian supplies, according to that website. The ties between the separatists and the russians are substantial here and will be very important to watch as the fighting has intensified so much, and so many civilians caught in the middle of this terrible little civil war. Yeah, exactly. The ties are undeniable. Its interesting to see if there will be any change in the tactics used on the grounds once the sanctions get improved once they do. Thank you for that. We will turn balk to the situation in gaza next here on cnn. Well also go inside what israel calls a terror tunnel. Its one of many in a network used by hamas militants. Israels vowing to detroit a Massive Network of tunnels that hamas uses to large attacks. Theyre referring to the network as lower gaza. Some have been dismantled, others remain. Wolf blitzer gives us a rare look inside. Reporter this is priority number one for the Israeli Defense forces, finding and destroying underground escape hatches. I went to the front line near the gaza border to see one of those tunnels with a lieutenant colonel. Israeli forces have uncovered more than 30 tunnels in this area. This tunnel is just under two miles long and about 45 feet below ground. It begins in khan yunis and ends here. This tunnel, i guess the tunnel was built for relatively short people, if you stand up youre going to hit your head. Im not that tall. As you can see, its pretty secure this concrete. They spent a lot of effort building this tunnel. Hamas boasts about its network of tunnels allegedly showing mass militants. Hamas never got to use the tunnel i visited. The israelis found it and destroyed a big chunk of it back there, they kept this part of it. You see this concrete came from israel, how do you know it came from israel . We found the bags. The concrete was provided by israel to palestinians in gaza to build schools, hospitals, stores, apartments, but they used it to build this tunnel . Yes. Hamas has other tunnels that lead into egyptian territory used to smuggle weapons and supplies into gaza. From what you know, what was the purpose of this tunnel . Attack soldiers. They want to attack regular people, children, women, men. That was one of the rationales that israelis have suggested was one of the purposes of these tunnels. Among those hit was hamas run al axa radio not far from our own cnn crews position. The ministry of finance and the home of a senior political finance were also hit. Ten soldiers were killed during mondays fighting. Four died near the israeli gaza border. Israel says a total of 53 soldiers have been killed since the conflict began. European leaders are hoping new sanctions will persuade russia to use its influrns to end the fighting in eastern ukraine. The eu is scheduled to meet in brussels in a few hours to vote on new restrictions on russian state banks and its Lucrative Energy sector. International investigators say theyll try again this morning to reach the crash site of Malaysia Airlines flight 17. Heavy fighting forced them to turn back over the past few days. Investigators are just sick and tired of all the delays they want to hurry up and get to the crash scene and start to figure out what happened, of course, as we know from our correspondents there, if this is still a conflict, its not safe to do so, despite some of the set backs, some information is coming out about the last moments of flight mh 17. Details from the black boxes have been released. As pamela brown tells us, some people involved in the investigation are very critical of the source of this information. The black boxes from Malaysia Flight 17 show the passenger jet suffered a massive explosive decompression. The spokesman for Ukraine Security council saying in a press conference, experts of commission on investigation of causes of boeing 777 crash informed us that the data from flight recorders shows the plane was destroyed by shrapnel coming from a rocket blast. Dutch authorities refused to confirm that information. The ukrainians should not use the investigation as a further hammer to advance their political agenda. The Ukrainian Foreign minister was wrong to do this. The dutch were quite right to be concerned. The Dutch Safety Board is planning to release its initial findings from the black boxes friday. It will not be able to identify who fired the missile. It may not be able to identify where the missile came from. It can only say this plane tragically was destroyed at altitude suddenly. Reporter today dutch and australian investigators got turned around again. Unable to make it to the crash scene as the fighting between pro russian rebels and the Ukrainian Military rages on. When we reached a check point there were loud explosions, we stayed there for about 45 minutes and then the decision with dutch and australian colleagues were made to come back, again, its such a tragedy, because every day that passes is another day lost. That site is so vulnerable to man made and actual factors. Rebel forces say the Ukrainian Military has broken through to the crash site about a senior u. N. Official says the attack on the passenger jet may amount to a war crime. The high commissioner for human rights is calling for an immediate investigation. That was cnns pamela brown reporting there. We want to turn back and take another look at todays violence from the israel side of the border. Flares were used to light up the night sky over gaza city. Israel was using them to look for infiltrators. Reporter were right on the gaza border and things are very tense here. A number of things are happening. There was a mortar attack earlier that killed a number of people, injured many others. And as a result, now were seeing quite a bit of military activity. If i move over here, that noise you just heard is artillery being fired from this position, we saw some artillery being fired earlier into the Southern Gaza strip in the direction of khan yunis. Others being fired in the direction of gaza city. We dont know exactly what theyre aiming for or what the purpose of this firing of artillery is for, but we do know that they have ordered the immediate evacuation of several neighborhoods in gaza city. It looks like there will be military activity there tonight. A ceasefire looks further than ever before. You can look over here, can you see flares up in the sky. That is not the gaza side of the border. Thats the israel side of the border. What we understand now is that there may be infiltrations by militants on this side of the border. Flares like that are there to help illuminate the area as the idf patrol is looking for those militants that may have infiltrated. It does look like there will be much more fighting as it drags on into the night. Israel is working to eliminate the threat hamas poses to the jewish state, but theres a new warning of what might happen if the groups defeated. Some fear israel may face an even more vicious enemy. If hamas were somehow destroyed and nothing was left in its place, and you had a vacuum, you could have a situation where the most militant smaller cell jihadi groups could band into something more radical. Its not likely the socalled Islamic State would take over gaza, theyre too small in number. How far will israel go with hamas. Its important to deal hamas a decisive blow, not necessarily replacing it, and demilitarize hamas so you have a defanged hamas running gaza. Could a defanged hamas be overrunned by another group that developed steam in gaza . Maybe not. Hamas would still have a lot of political and social power in gaza, having run schools, hospitals and other civil services. Brian todd, cnn, washington.
