neither side is backing down. top republicans and democrats continue pointing fingers at each other. >> harry reid is holding a bill up with full funding of what is needed right now for no reason, no reason but for politics. again, this is why the people just don't have the respect for this the institution and this town anymore. >> i can't understand their logic. do they want the government to shutdown? do they want fema to close and film ma will close. >> the house late thursday nightmare rowley passed a short-term spending bill that would keep the government funded through mid-november. the measure also includes what both sides say they care about most, urgently needed money for federal disaster relief in the wake of the recent floods, storms and wildfires. >> it is a reasonable, responsible approach. >> but that plan was quickly rejected by the senate. the democratic majority strongly opposed to house gop demands the disaster aid be paid for or offset by cutting money for clean energy programs. including one limpinged to the now bankrupt solar company solynd solyndra. yet, democrats contend these programs are createding jobs. >> is it really fair to fund disaster relief, we take american jobs? >> senator reid has countered with what senate democrats call a compromise saying they'll go along with the house measure providing $3.6 billion in federal disaster relief, less than senate dras wanted but not go along with the offsets in the house measure. the stalemate now forcing at least the senate to put off part of its scheduled recess next week. we'll see about the house. kate bolduan, cnn, capitol hill. all right. that's washington. but we need to turn to florida now. that is where a lot of the republican presidential candidates are spending their time. today we've got a straw poll coming up at the presidency five event in orlando a day after the candidates spoke to conservative voters at the cpac conference. >> we need a nominee who's not ashamed of the tea party, who's willinging to stand up for tea party values who believe we are taxed enough already. >> it's time to recognize cheaters for what they are. on my first day in office, i will issue an executive order identifying china as a currency manipulator and allowing us to apply tariffs on their goods where they're killing american jobs. >> i've also been governor of a state that under my leadership led the nation in employment. if we want to get america working again, we need washington to get out of the way! and with your help and people like you all across this great country, that is exact what we will do. we will get america working again and take this country back to the great values and the principles that have made america wonderful. >> you mitt romney and rick perry leaving florida, heading to michigan today for a major republican conference going on there. we'll have more on the battle for florida next hour and take you live to orlando where both of those major conservative conferences are going on right now. meanwhile to the president right now, no child left behind. the obama administration saying it will immediately start reviewing applications from states that want to opt out of parts of that education plan. president obama spoke about the reasons for the change in his weekly address. >> while the goals behind no child left behind were admira e admirable, experience has taught us the law had serious flaws that are hurting our children instead of helping them. teachers are being forced to teach to the test while subjects like history and science are being squeezed out. in an order to avoid having their schools labeled as failures, some schools lowered their standards in a race to the bottom. >> president obama has an important night ahead of him. he has a speech to the congressional black caucus. the caucus has been critical of the white house for the way the president has handled the jobs issue. unemployment among african-americans was nearly 17% last month. let's turn to the story that had so many of you buying hard hats and ready to duck. nasa's satellite, the size of a bus, coming crashing back to earth. it was going to break up into several pieces. reynolds, explain to us what we're seeing here. this possibly could be one of the pieces? >> it could be just another meteorite. it could be space dust. you have to remember the planet earth is affected by 20,000 of these per year. we're not talking about debris from space junk but meteorites. could be anything in the night sky. >> nasa tells us the thing did come crashing down and gave us a window of time it came but we don't know the where the stuff might be right now. >> let's break it into a smaller scale. have you ever seen a ticker tape parade in new york? imagine a parade where you have 26 little tiny pieces of paper. instead of the tons they throw out the windows, 26 tiny pieces over the avenue of the americas. let's imagine those little pieces of paper disintegrating as they get closer to the ground, trying to determine where those are going to go. that's the same job nasa is trying to do. there's a good chance it will never know what happens to any of them. we'll be lucky if we know where each and every one of these go. surviving parts are made of titanium, stainless steel that allow some of these to make it through the atmosphere. total mass 1,173 pounds. if you look at the original mass it, over 12,000 pounds, which gives you an idea of how much of this is going to disintegrate before it makes contact with the earth's surface. there's a chance too much could have landed over parts of the pacific ocean. we had video from hawaii which showed a contrail in the sky almost like you'd see from an airliner. we had video that came in from minnesota. the video from the minnesota from an i-reporter is interesting. they see streaks popping up. could that be it? is that accurate? >> that is accurate that's exactly the word that ceo mark zuckerberg was using quite a bit in his speech this week. and the whole idea here, t.j. is that so much information about our lives is being posted on facebook. how can you really see the key milestones in your life? so how can you go back over time and really see those important points? so that's what this time line feature, which many people will not see right away m their profiles. this will be rolled out over the next week or two, you'll start to see this in your profiles. the idea is to have a synopsis of who this person is with the most memorable moments along that timeline so all the information -- you may have graduated from college recently but now all that stuff's been pushed down because you've been talking what you ate for break fast. now they'll be able to see more smist life moments in your journey. >> you said it's being rolled out. are some noticing it already on their facebook pains? >> if you tech save i have to go into the developer account, you can start to see how this is going to play out. no, i don't think individuals of the yet are starting to see this in their profile. they are seeing something else in the right-hand corner ta a lot of people think is a timeline but it's more like a news ticker. that's causing a lot of confusion and some complaints. >> my goodness. all right. before we get to some of the reaction and you kind of hit on the complaints there. those are to be expected when things change. music and video sharing is a big feature, as well. >> this is huge. a lot of people thought maybe facebook is going to do their own thing. they're working with people like hulu or tivo or netflix. on the music side working with i heart radio and spotify. if you're listening to a track on spotify and i'm on facebook, i can see what you're listening to or watching and we can join in. and we can join in and have that experience at the same time. too much. >> they got them just the way they want them. now facebook is making changes. what's the reaction out there? >> mixed. i would say that largely, the reaction has been negative. people have been complaining. look, i this i a lot of people are getting cry baby syndrome for some reason when facebook lifts a finger, they just start crying about my profile. i do understand people don't like change. however, facebook's got 750 million people. they capital stay the same forever and continue to be relevant. they do have a competitor now in google plus, so now more than ever, they need to watch how they make cheese changes and make sure they don't upset people enough they don't want to try out a rival service. >> you said you're not noticing it yet but everybody should start noticing changes when? >> yeah, i would say any type of sexual activity has absolutely no place in the military. >> now, rick santorum's response there, he responded to the question on don't ask, don't tell. he said he would reinstate it but he didn't respond to some of the crowd's response to that soldier. he did though yesterday. didn't at the time. but he has now. this is what he told fox news and i quote he says "i condemn the people that booed that gay soldier. certainly had i heard them, i would have said don't do that. this man is serving our country and we are to thank him for his service." women in the philippines are using sex as a weapon. but for a good cause. they're trying to keep their men from fighting. and you can probably guess, it works. that's straight ahead in our morning passport. also this morning, a high school athlete is making an impact. he hurts his own chances of winning by helping a rival runner. stay with me on this "cnn saturday morning." let's say you need home and auto insurance. you give us your information once, online... >> yeah, sometime between 11:23 p.m. eastern time last night and 1:09 eastern time, nasa says that the satellite did re-enter the earth's atmosphere. they're saying the joint space center in van denyburg air force base out in california said that it actually re-entered over the pacific ocean at -- between those times but they don't know exactly when or where it -- those parts that were expected to reach earth actually landed. so, that video over texas a long way from the pacific ocean, t.j. i mean, that may be a stretch. >> okay. well, we have people, and i can bring reynolds in on this. we have people all over the country and the world are claiming to have seen something. but that's come to be expected. everybody was watching the skies. you look up and see anything and think that's it. >> absolutely. i agree with john. the film from texas looks like it might be a kid up in a tree with a flashlight. we definitely see something in the skies above. could this be part of the satellite? it could be. you have to remember when it comes to things from out in space making contact with the planet earth, making their way through the atmosphere happens about 20,000 times per year. there's a variety of stuff it could be. is it possible? certainly, by all means. is there a way that nasa can tell without any question that this thing specifically is connected with that satellite? it's impossible to say. >> last thing, quickly, will they want back? are they even going to try to recover any of this stuff? >> not if it's in the ocean. if someone finds a piece yes, they definitely want it back. it's nasa property. whether it's junk or not. >> all right. and that's important to note. beat did mention that earlier. people might think they have a little souvenir. it is not yours. you cannot sell it unless they tell you it's okay to keep it. reynolds, we'll check in with you plenty throughout the morning. three minutes past the hour here now. we'll turn to some politics, shall we? a week from today your government, the u.s. government will run out of money if congress doesn't do something. so what are they doing this weekend? taking the weekend off. the shutdown could come, again could, if no spending deal is reached before the end of the month. right now congress fighting right now over how much money to set aside for disaster relief. the republican-controlled house approved a bill with less funding than democrats wanted. so when the democratic-controlled senate got hold of the bill, they decided to set it aside for now. but harry reid says both sides taking the weekend off because they needed time to cool off, maybe come to a compromise next week. he has scheduled a new vote for monday afternoon. the republican presidential candidates are not taking the weekend off. they are busy in florida. a lot of them are there spending time. today we have a straw poll coming up at the presidency five event in orlando a day after the candidates spoke to the conservative voters at the cpac conference there. >> we need a nominee who's not ashamed of the tea party, who's willing to stand up for our tea party and tea party values. who believes we are taxed enough already. >> it's time for us to recognize cheaters for what they are. on my first day in office, i will issue an executive order identifying china as a currency manipulator and allowing us to apply tariffs on their goods where they're cheating and killing american jobs. >> i've also been governor of a state that under my leadership led the nation in job creation and whose economy grew at triple the national rate even faster than texas. >> if we want to get america working again, we need washington to get out of the way! and with your help and people like you all across this great country, that is exactly what we will do. we will get america working again and take this country back to the great values and the principles that have made america wonderful. >> mitt romney and rick perry who you were seeing there headed to michigan today for another major republican conference. six minutes past the hour. no child left behind is maybe getting left behind a little bit. the obama administration says it will start reviewing applications from states that want to opt out of parts of the education plan. president obama talked about the reasons for the change during his weekly web address. >> while the goals behind no child left behind were admirable, experience has ought taught us that the law had some serious flaws that are hurting our children instead of helping them. teachers are being forced to teach to the evident. while subjects like history and science are being squeezed out. and in order to avoid having their schools labeled as failures, some states lowered their standards in a race to the bottom. >> president obama has an important night ahead of him. he has a speech for the congressional black caucus, the caucus has been critical of the white house for the way the president has handled the jobs issue. unemployment among african-americans was nearly 17% last month. we saw history at the united nations, palestinian president mahmoud abbas formally requesting the world community admit palestinian into its ranks. this move very likely to be vetoed by the u.s. here now cnn's senior united nations correspondent, richard roth. >> reporter: like two heavyweight boxers, the palestinian and israeli leaders took their best shots at each other inside the general assembly hall. mahmoud abbas entered to thunderous ovation, making his case for statehood while brandishing his formal application to the security council. abbas denounced israeli occupation and settlement activity while asking the 193 countries for acceptance in their ranks. >> translator: clear that the plo is ready to return immediately to the negotiating table on the basis of the adopted terms of reference based on on international legitimacy and the complete cessation of settlement activity. >> netanyahu didn't fare as well on the applause meter but he gave as good as he got. having served israel here asity ambassador. he made an empassiimpassioned p israel to defend itself. he said it was fine if palestinian wanted a state but not created through the unu.n. >> i cannot risk the future of the jewish state on wishful thinking. leaders must see reality as it is, not as it ought to be. we must do our best toef shape the future. but we cannot wish away the dangers of the present. >> international peace negotiators for the middle east quickly met after the speeches and pressed both sides to return torn dialogue while making concrete proposals and commitments. the security council meets monday afternoon new york time to quickly consider the palestinian bid though no votes are expected. t.j.? [ male announcer ] great tasting tap water can now come from any faucet anywhere. introducing the brita bottle with the filter inside. now. the execution of convicted cop killer troy davis this week reignited the debate over the death penalty. his execution was one of three this week. the others in texas and alabama but davis's case got the most attention because of doubt about his guilt and the evidence used to convict him. got voices on both sides of the issue this morning. richard deeter, executive director of the death penalty information center and kent shi decker the director of the criminal justice legal foundation. thank you both for being here. mr. deeter, let me start with you then. why didn't -- or let's say troy davis wasn't one of the three executed in this country this week. do you think i would have you two on talking about the death penalty? >> no, there was an amazing outbouring on the night of had his execution, demonstrations in front of the white house, the supreme court, in paris and london, in georgia, students pouring out of the universities here. this was quite an amazing wake-up call i think that the death penalty is not universally embraced here in america. >> i guess we knew that already, didn't we? that it wasn't ufrsly embraced but from the polls we see, americans have been in favor of the death penalty for some time. >> i didn't hear mr. deeter's answer but yes, americans have been in favor between two-thirds and three-quarts depending on how the polling question is worded. as far as your original question goes, there has been continuing continuing debate on the death penalty but a much more intense debate in the last week or so. >> we hopefully will get this thing out so you can hear mr. dieter. mr. shei digger, you talked about the reaction to troy davis. this was about not necessarily in your opinion the moral objection to the death penalty, rather one man and one case where a lot of people had doubt? >> well, yes. and what we had in this case was there was a sufficient issue in this case for the supreme court to send the case to the u.s. district court for an extraordinary hearing and that court did hold a very extensive hearing, write a detailed 172-pain opinion in which he found that the case dissolved as soon as the witnesses came on the stand. unfortunately, that hearing didn't get most of the attention. and davis was the beneficiary of a very extensive pr campaign that really distorted the public reception as to the real facts of the case. >> mr. dieter, hopefully you were able to hear that. i've heard that several times that this was really about the public not understanding the testimony and the years of in and out of court and the judges who have heard this case and at every turn, troy davis lost. so do you think that public outpouring was the result really of a pr campaign that worked? >> no, you know, i do agree with mr. sheidigger that this is not a moral revolution against the death penalty but it was an awareness that there was doubt about his case at fret level that this case has been reviewed, including that hearing, including the supreme court, including the parole board that reviewed it. there has been doubt and that's what people were concerned about that we -- as a country would execute someone but i do know there was doubts about it and everyone else knew that, as well. >> but to that same point, mr. dieter do you know there are doubts because of what you read and certainly what was in the press just like a lot of people? i'm not sure how extensively you researched the case. for a lot of people, they turn on the tv and hear and see people walking down the streets saying this man, there are doubts about his innocence. so do you think that's what happened? again, the doubts people have didn't come from their own research necessarily. it came from a pr campaign. >> sure. some of the people hadn't researched all the briefs. but i have read as much as i could about this case. and this is a case based on eyewitness identification almost exclusively. and there are reports out just this week how unreliable that kind of evidence is. especially when the eyewitnesses start contradicting one another. i think if this case were tried again today fairly, that this would not be a death penalty case. you certainly would not get the death sentence. so the people were following you know, summaries of the case but the basic issue of doubt, that's what everybody was correct on. >> and mr. shiedigger, will this change anything? should this davis case change anything and should it change something if there is a hint of doubt about someone's guilt, shouldn't we just press paws or stop and not execute someone? >> well, going forward into the future, i think it is correct that we should focus a lot more than we have on the questions of guilt and innocence. i think we have a 20-year review process where probably 95% of the issues litigated have nothing whatever to do with guilt. in a typical capital case, there's no doubt of guilt. we need to take our reinforce and adjust it some so we pay more attention on issues related to get and spend less resources litigating those issues that have nothing to do with -- >> that's a great point. that's certainly one that everybody focused on. the reviews and legal process was so much to do with legalese and not necessarily someone's guilt or innocence. i appreciate you both taking the time with us to enjoy the rest of your saturday. >> thank you. >> thank you. >> we're about 24 minutes past the hour now. we have heard it before. award heard it twice already just this year alone. the government could the possibly shut down. we'll tell you what the partisan sticking point is the this time around. stay with me on this "cnn saturday morning". i'm back in 90 seconds. to help balance your colon. you had me at "probiotic."
