To ban two american congresswomen from their planned visit to the country. Minnesotas ilhan omar and michigans rasheedida tlaib wil not be able to visit the holy land because of their belief with regards to the bds plan. Tlaib has family in the west bank she will not be able to visit. Heres the timeline of how this went down this morning. At about 9 00 a. M. Eastern the president s press secretary told reporters that reports of the president letting the israeli Prime Minister know he supported banning these lawmakers were, quote, inaccurate. Then around 10 00 a. M. The president tweeted this. It would show great weakness if israel allowed rep omar and rep tlaib to visit. They hate israel and all jewish people and there is nothing that can be said or done to change their minds. They are a disgrace. Of course the congresswomen take issue of course with that characterization of their feelings. Now, less than an hour later the Israeli Government made the decision to borrow mar and tlaib from entering the country. Kaitlin collins is in new jersey near bedminster. This is highly unusual, so why is the president doing this . Reporter its incredibly unusual. We should point out that just last month the israeli ambassador to the United States, ron dermer said that these two lawmakers were going to be allowed to visit and now they have changed their mind after the president has been urging them publicly, urging the Prime Minister of israel and israel overall not to let them come and visit. And then of course now they have officially done that with netanyahu issuing a statement explaining his reasoning and saying that his change of mind has to do more with their agenda than what the president has been urging publicly saying only a few days ago we received their visit plan. From it, its clear they are planning a journey with the sole target of strengthening the Boycott Movement and negating the legitimaty of israel. He says, for example, they have defined their destination as palestine and not israel. Netanyahu also said they avoided asking to meet with any israeli official, whether it be in the government or in the opposition. But of course you cannot ignore, brianna, what the president is saying pretty clearly and publicly on his twitter feed and just how unusual that is. We talk all the time about all the norms that this president has busted and disrupted since hes been in office, but this is certainly one of the most significant where hes telling another country, recommending to them that not only they not let two u. S. Citizens in, but also two sitting members of congress. Now, were getting blowback from people who have even been critical of ilhan omar and Rashida Tlaib in the past saying they dont think this is the right decision for israel to make, that they should be allowed to go and visit israel. The question is whether or not that blowback will change the decision here. But certainly the president is very close to netanyahu and they have enjoyed that warm relationship that youve seen on display at the white house over several times and of course the president is facing a reelection, netanyahu is facing a reelection in just three weeks and that is something that clearly seems to be a factor at play here as the president is making his decision, though his feud with these members of congress has been clear for several weeks now. Now, before President Trump publicly urged israel to ban these congresswomen, both democratic and republican congressional leaders said that israel should not. That included House Republican leader Kevin Mccarthy and number two House Democrat steny hoyer, who spoke publicly together from the King David Hotel this week while leading congressional delegations on a trip to israel. Then last night on fox new, mccarthy criticized the congresswomen for traveling separately instead of with their congressional delegations. The one thing that should have happened, they should have come with their colleagues. They should have come together where they can have a meeting with israel, with the palestinian authority, with those who were running against bebe at the same time. You would get every view that you wanted to see. As long as you come with an open mind, open eyes and open ears, i think you have a responsibility to come here to have an understanding. Max boot is a senior fellow with the council on foreign relations. So, max, lets start with the israel piece of this. Clearly politics are at play. What is netanyahus calculus here . I think Prime Minister netanyahus calculus, brianna, is as was mentioned, he has an election coming up in a month and he is counting on Donald Trumps support to be reelected Prime Minister. Of course Donald Trumps calculation is pretty transparent, which is that he wants to demonize and stigmatize these congresswomen of color, to paint them as being antiamerican, antiisrael. He gave away the game just a few minutes ago when he said representatives omar and tlaib are the face of the Democratic Party and they hate israel. So thats what hes trying to do is to win his Reelection Campaign next year. But the cost of this, brianna, is going to be high because this is hurting israel. This is actually helping the antiisrael bds movement because it is calling into question israels standing as a democracy where people of all different viewpoints are welcome. It is also undermining the bipartisan basis of american support for israel. This is unprecedented to not allow these two members of congress who have to vote on the annual appropriations, 3. 3 billion of u. S. Aid to israel. Theyre supposed to vote on that money but are not allowed to see how its spent . Thats something that is very contrary to the longterm interests of israel and the u. S. israel alliance. So when you hear Kevin Mccarthy making this argument, he says hes basically saying they should come and inform themselves, but if you read between the lines, hes saying they arent. Hes saying they didnt come with the congressional delegation. They didnt come with democrats. You had dozens of democrats who were visiting israel. Hes saying they didnt come, they didnt visit, they didnt have plans to visit with israeli leaders. I mean what do you make of him making that distinction then . I think this is just another attempt by republicans to stay on Donald Trumps good side, no matter how awfully he behaves. In fact this decision has been denounced by all of the major Jewish American organizations, including apac. Its being denounced by israels strongest friends in the democratic caucus, including House Majority leader steny hoyer. Kevin mccarthy and other republicans know this is wrong. They know theres no excuse for barring sitting members of congress from visiting one of our closest allies. But you dont hear Kevin Mccarthy or others coming out and saying that because they are afraid of donald trump. They are cowards. They will not stand up for the American National interests here. Do you think that israel would have done this without the president tweeting . Because there has been a lot of talk they were headed in this direction. Do you think that pushed them over the line or do you think that was just coincidence how it developed . I dont think it was a coincidence because up until a day or two ago, the Israeli Government said they were going to allow these two congresswomen to come. In fact steny hoyer said that he had a commitment from ron dermer the israeli ambassador to washington, to say they would be allowed in. Apparently what happened is trump blew a gasket and thought this would interfere with his attempts to demonize these congresswomen of color. It would undercut this racist campaign he is running against democrats, claiming theyre antiamerican. They should go back where they come from and so forth. And so it seems pretty clear that trump pressured netanyahu and netanyahu caved because both of those leaders are putting their shortterm electoral calculations ahead of the longterm interests of the state of israel, which i strongly support. The president and his advisers have been giving mixed messages when it comes to tariffs. For months hes said tariffs are good for americans, great for americans. Are these good for americans or bad for americans . Well, tariffs are bad for american business, American Farmers and american consumers. The reality is it was a smart political move this week by the president because hes fully aware the impact of higher prices on the American Families at christmas time, when youre talking about toys and cell phones and computers. And so it was a smart move. However, he did not make a reversal of policy towards china this week, he made an adjustment. Now the question is where do we go from here. Both sides have something to gain by a deal being reached between the two governments. Theres a lot of work to be done and there are a lot of risks for the global economy, our economy as well as for china. The bottom line is china needs to make some adjustments in its trade practices. It has an unfair trade relationship with the United States and frankly with the world. It does need to address intellectual property violations. It needs to address force technology issues. It needs to eliminate its subsidy practices. Theres a whole range of areas that the administration is rightly focused on in trying to address in the trade talks with china. For instance, intellectual property rights, how should the administration address that . Well, i think we have to be tough. The Business Community very much supports the administration in being tough with china on these issues. Do we want tariffs . Absolutely not. Thats not the answer. But at the same time we have to bring in the multilateral community. Were not alone in having these concerns about chinas behavior. The europeans agree with us, the japanese agree with us, frankly the world agrees with us. So we need to bring a multilateral approach to china, one. Two, we need to recognize that we have rights within our own laws to adjust our practices when it comes to National Security considerations. We should address those issues in the relationship which touch on National Security considerations and were doing that. Weve seen reform in our export control laws and were seeing reform also in how we increase investment in the United States. But this is hurting us. The trade war is hurting our economy, its hurting china and its certainly changing the outlook for the global economy. So weve got to get both sides back to the table looking at a big deal that will address the range of unfair trade practices that the administration has laid out and that the Business Community largely supports. What we dont want to see is an escalation and thats what we are seeing right now. So both sides have got to resume these trade talks. Im encouraged that they are talking to each other. Im encouraged theyre talking about coming together in september. Thats positive. But weve got to get something more tangible out of these talks. Were taking a delegation of ceos to beijing in september, and were going to have a very strong message for the chinese leadership at that time. Kevin mccarthy was among leaders, democratic and r republican, who said they should be allowed to israel but also last night he said they should have gone with their congressional delegations and should be there with an open mind and be meeting with israeli leaders and opposition leaders because they werent planning to. So that in itself is a criticism of the congresswomen even as he says israel should allow them in. What should you say to that . Brianna, thats ridiculous and leader mccarthy knows better. He knows there are numerous different delegations that go israel. Not everyone goes on steny hoyer or Kevin Mccarthys trip. We have many delegations. And representative tlaib and representative omar should be allowed to go in the way they want to go, not prescribed what views they should have. And i would defend any r republican, any conservatives ability to go as well. Does it set a precedent . I think what it does is really sets a horrible precedent for israel in making this decision. I mean who why would any country make a decision to deny a United States congressman access to their country . Do they not believe the United States has done a tremendous amount for israel . Do they not recognize that we are the most powerful nation in the world . Do they not believe that we have made the world safer and stronger . Its not about representative tlaib. He is the president of the United States, hes the representative of the american people. These people, representative tlaib, representative omar, were elected by 700,000 people just like i was. They deserve that basic respect. I want to ask you about Bernie Sanders now. You are a cochair of his president ial campaign and he has been attacking the media as he is slipping in some state polls. I wonder, though, it seems like hes critical of the media, but why should he be critical of the media just for reporting how hes doing in the polls . Well, first of all, theres a good poll in New Hampshire. There is a good poll in New Hampshire. So the polls have been all over the place. I still think his campaign has tremendous momentum, but i think all the democrats should focus on donald trump. When you run for president of the United States, its an extraordinary privilege. Being in congress is an extraordinary privilege. Focus on donald trump over the media . In terms of the attacks. I think the media is right to be critical of all of us. So is he hes putting his criticism in the wrong place you think . I dont think there is any value in critiquing the media for being critical, thats their job. Thats your job, thats the job of any journalist. What i do think is a fair critique is a systematic critique of democracy that we have to find ways to get more substantive issues discussed and that depose to Campaign Finance reform, that goes to creating more Public Forums for discussing the issues, but i dont think you lay the blame on any particular journalist or any particular media outlet. So why do you think hes doing that . I think hes frustrated that the issues arent being discussed, that so much of president ial politics is a personality contest or a horse race or a process race and that we arent talking about poverty, that we arent talking about wage stagnation, that we arent talking about job creation. Thats a fair critique of the t democratic process. But all of us are part of it and lets work to reform the system, lets not single out a pick outlet or journalist. The outlet hes singling out is the Washington Post and it doesnt seem like theyre singling him out because theyre not talking about policy. If you read the post youll see they have tremendous coverage of what these candidates are talking about and theres so much to differentiate all of them, right, or to lump them into the same category. But one of the articles that was written here in recent weeks, here is the headline. That was a tough story and a fair story about Bernie Sanders, but it seems like he has taken aim at them for coverage like this, which is fair, but its tough. Bernie sanders is the only candidate in the entire field who has unionized his campaign workers. So he is leading by example. And he has clarified that he doesnt think that the post has singled him out. I think the post is a fair publication. But he fund raised off this. He attacked the meade why and send out an email requesting people to sign up and get in touch with his campaign, which is a fundraising tactic, as part of this. So he may be backing off but its like putting your foot on the gas and on the brake. The point hes making is the issues he cares about, issues of poverty, issues of wage stagnation, issues of income inequality arent getting enough attention. That was philadelphias Police Commissioner after a sevenhour standoff that left six officers wounded but fortunately there were no fatalities. The incident once again raising the questions about gun laws. Now, this all began when Philadelphia Police arrived at this home here to serve a narcotics warrant. When they entered the premises, gunfire erupted. Just listen to the Police Scanners that were blaring with desperate calls for help. Use caution, please and respond. Yes, right now. Shots fired, shots fired inside. 180, shots still ringing out. Give me s. W. A. T. Asap. Long guns asap. Ive got officers shot, ive got officers shot, radio. All right. So i need s. W. A. T. Six officers were shot in the crossfire, all treated at local hospitals and released. Two officers who were trapped in the house were rescued and finally the suspect emerged. Keep your hands up, keep your hands up. Keep your hands up. Cnn Law Enforcement analyst and former Philadelphia Police chief Charles Ramsey is joining us now. First just talk to us about the procedure of serving a warrant and all of this transpiring in this way. How unusual is this . Well, serving a search warrant, first of all, is one of the most Dangerous Things you can do in policing because you never really know whats going to happen once you knock on the door and gain entry. This obviously turned out very violent pretty quickly. And the officers, at least one or two, sustained gunshot wounds almost immediately and were able to get some cover. There were a couple of officers who went upstairs to the other part of the house. They got trapped up there when the gunfire erupted. So it was a very, very violent situation and we were very fortunate that no one was killed, not the officers, not the suspect, innocent civilians. Hundreds of shots were fired during this course. And remember, there was a Child Care Center not far from there. 58 kids that had to shelter in place. My wife has done a lot of research on trauma with children that are exposed to violent actions. You know, i just hope they dont get lost in the shuffle because that had to be terrifying for those young kids. Indeed. That is a very good point that you raise. This standoff lasted so long, were talking eight hours. The suspect during that time was facetiming with his girlfriend, he was calling his former attorney. He seemed desperate for an out. So what is the protocol there for officers when you know that these things are going on and yet there has been all of this shooting . How do they come to a point where they have faith in the situation to give this suspect a chance really . Well, you always want to give them a chance. As long as hes not shooting at you, you dont shoot back, so thats number one. Two, you had complications because you had two officers trapped and they had three prisoners. Theyre in the upstairs apartment. Fortunately, snipers had good eyesight on the staircase at least to the upstairs so they would be in pretty good shape to neutralize him if he tried to go upstairs, which he did not try to do. But nevertheless, they were trapped inside so you have five people trapped. So priority one is getting them out of there. The s. W. A. T. Team once night fall hit, they were able to very quietly get both Police Officers and those three people out. They were distracted. Rich ross, the commissioner, did an excellent job. He talked to this guy on the phone constantly. But ultimately it was the tear gas that actually got him out. Congressman, whats your reaction to this ban of your two colleagues by israel, listening really to the president in doing this . Yeah, its a real head scratcher. I mean we know that the president of the United States is looking to divide the country at every turn, to hate somebody at every turn and to get others to hate people at every turn. But to see netanyahu allow this to happen, a sitting member of the United States congress, people who vote on aid to israel to help them with their defenses, to help them protect themselves, to take members of that body and to dismiss them and not let them in the country i think is a significant, significant problem and one that needs to be addressed. But i really think the issue with trump is that hes coming unhinged because this looming recession, we saw him go off the rails yesterday. Now today its this. It will be something tomorrow. The more the heat gets cranked up and the more this economy softens, the less hes going to be able to keep his stuff together. I want to turn now to talk about gun violence, which i know is very much on your mind. We were talking in the break about how theres a vigil in youngstown for the victims in the dayton mass shooting. Still recovering there in ohio less than two weeks after this. Your opponent, senator kirsten gillibrand, has a new gun control pitch. Shes now suggesting a mandatory Buyback Program for assault weapons. She also says she would be open to criminally prosecuting people who dont sell their firearms back. You support a voluntary Buyback Program. What about a mandatory program . Yeah, i dont think thats what we want to do. I dont think we want to move down the mandatory piece of this. Look, were having trouble getting universal background checks passed. Closing the charleston loophole passed, getting money to fund the centers for Disease Control to really study gun violence as a Public Health problem in the United States. So i think going that far on some of these issues is really taking the focus off of the issues that they want. I support an assault weapons ban too. I think these weapons of war have no business on the streets of dayton or el paso or any other community. And its not just the mass shootings, its the gun violence that happens every day in communities that wreck families and ruin communities that weve got to deal with. So lets keep focused on the two bills that are sitting before the United States senate. Lets continue to apply the pressure, moms demand action are doing rallies all across the country on saturday night. We have a big one here in cleveland that were going to be participating in, me and senator Sherrod Brown and others. Lets keep the focus on this and right now i think thats where our attention needs to be. You say you want an assault weapons ban. Weapons like the ar15, right . Yeah. Okay. So were talking about that. You previously said you dont want to take away a hunters rifle, you dont want to stop someone from being able to defend their home. Ive spoken with people who own ar15s or similar weapons who have said for them that is about defending their home. That is purposely why they have that weapon. I mean what do you say to people like that who say, look, you want us to be able to defend our home, this is how we want to do it. Well, i mean heres the thing and the conversation we need to have. If we could get a group like the nra or someone else, lets sit down and figure something out here. I want people to be able to protect themselves in their homes. I dont think they necessarily need weapons like that, weapons that are made to kill lots of people in a very quick period of time. That needs to be balanced with whats happening in our communities where this kid in dayton could kill nine people and injure almost 30 in 30 seconds and magazine drums that hold 100 rounds. There is no need for that in the United States. Im sorry. You can protect your home with other weapons. And to have these things on the street is its not acceptable anymore. And we see whats happening. Were to the point now where people are in times square and a motorcycle backfires and people go running because theyre on edge all across the country now. Theyre afraid to send their kids to school. Theyre afraid to go to walmart, theyre afraid to go to church. What are we doing here . Lets at least take some basic steps to prevent this from happening. The groups like every town and moms demand action and sandy hook and Gabby Giffords group, these groups are now well organized, well funded and providing a lot of pushback, so we are going to be able to continue to apply pressure to the republicans who are bottlenecking this like Mitch Mcconnell and john cornyn and others who wont let a vote come up on these things. But heres the other miss. Theres going to be an election. The ground is shifting under the feet of the Republican Party right now. Theyre playing the old game. Theyre already seeing losses in suburban america. Trump has already alienated people in the suburbs because of his behavior, his racism, his race baiting, the kind of things he did today with these two members of congress and israel. So its already softening. To throw on top of that zero action on guns when these moms and dads in suburban america are really concerned about their kids and they have been voting republican, all of a sudden say this is the last straw, im going to have to vote for the democrats now. Thats when the republicans will finally get the message, and its going to be too late for them. So they may win in the short term if they bottleneck this thing but they will lose in the long term and im going to do everything in my power to make sure that every republican who is preventing these bills from coming up, i will be in their districts and in their states campaigning against them hopefullies aty as the democrat nominee so we can get the change we need in the United States. The House Judiciary Committee has subpoenaed former Trump Campaign manager Corey Lewandowski as it decides whether to pursue impeachment charges against the president. The House Judiciary Committee just subpoenaed cory luan dow ski as well as a former white house official. Manu raju has the story live for us. This is coming a week after the chairman of this committee. Jerry nadler said this is formal impeachment proceedings. What is going on here . Theyre ramping up their investigation as they consider whether or not to move forward with articles of impeachment in the House Judiciary Committee, issuing these subpoenas today to Cory Lewandowski, as well as rick dearborn, a former white house official demanding their appearance in a public hearing on september 17th. Now, both dearborn and luan dow ski were cited in the Mueller Report about the allegations of obstruction of justice, namely, the president s apparent efforts to undermine the mueller investigation, in the report. It discusses how the president reached out to lewandowski, to try to urge him to set up a meeting with jeff sessions, who the president wanted to limit the scope of the Mueller Probe to not include the campaign. Instead to focus on future election meddling. Lewandowski tried to set up that meeting, it did not happen. The president followed up with him, asked him to move forward, and then lewandowski though it would be better to reach out to rick dearborn, formerly chief of staff to jeff sessions. Given a typed note that was delivering the president s message to try to set up that meeting that never took place. Those are the questions democrats have for these officials that were to come in before the committee, still an open question, and coming on the same day as Cory Lewandowski was expected to appear with the president , someone whos considering a run for the New Hampshire senate race. How is the white house expected to respond to this . Well, the question in the past has been, how are they going to respond . And what beef seen before, is the white house, with aids like don mcgahn, annie donaldson, theyve tried to invoke some sort of executive privilege. Now were learning about a tactic they may try to pursue when it comes to Cory Lewandowski, someone who has not worked in the white house ever since trump has been in office and hasnt worked for the president since the 2016 campaign. Were now being told by three sources that inside the white house there are preliminary discussions about trying to invoke executive privilege to stop or limit Cory Lewandowski from complying with the subpoena. Now, invoking privilege before has worked, because they make this argument that the president should be able to have conversations with people that are at the highest levels of his own government without those officials having to go, testify or divulge what the president spoke about. What we have not seen before, is the white house try to do this with someone whos never worked in the Administration Like a Cory Lewandowski. The discussions were preliminary. Theyve been having these discussions, they were waiting until they had been issued for them to take any kind of action to reach out to the office of Legal Counsel to see if this is an argument they can make. Even some officials and allies of the president are skeptical that theyre going to be able to make this argument that typically theyve only applied to people who have worked in the white house and tried to apply it to someone who is only informally advised the president , but that certainly is an option that they are pursuing and considering even as of today, brianna.
