New day joins us live from Eastern Ukraine. A haul to get there. Not easy to get to that crash site. When you got there, what struck you most . Reporter well, thats hard to answer, christi, because this is such an usual situation. You have the obvious tragedy of this plane being taken out of the skies, and everyone onboard gone and laying in the field around us for the most part, but it has happened because of, probably, and in the middle of, an outright civil war. Theres no question about accounts of people hearing gunfire. Theyve used gunfire here today to move journalists when they dont want them to go beyond a certain point. These are local militias intent on making a definite show of force, of blaming ukraine for the tragedy of taking this plane out of the air. The checkpoints show such indications of heavy fire, i havent seen anything like it in quite some time. Trees completely stripped, some 40, 50 feet up by big artillery shells. Men hiding in these very shallow trenches. Theyve obviously been anticipating and engaging in very heavy warfare. Now you have a situation where theres no question that even in the worst of circumstances, christi and victor, you expect a certain level of dignity. Its not being met here. Bodies are starting to be collected. Some are still being missed. Theyre just being put in bags on the side of the road. These are not people theyre local towns folk. Not people who know how to do this. Things like fuselage, so much for investigators. For them to look at and catalog and things have been disturbed here. Things have been taken. The bodies are not getting the dignity they deserve. This is about, as troubled a set of circumstances as you can come upon here. The the ukrainian officials are air kuzing some of these prorussian rebels of tampering with evidence, and the bodies there. Are you seeing any of that . Reporter am i seeing tampering . No. Im seeing local townsfolk moving bodies, putting them on the side of the road. Does the luggage, do things look as if theyve been disturbed . Absolutely. Why . Its almost what you dont see. Ive been in, unfortunately, in situations like this before. You see the trapping of someones life. You see their purse. You see their wallet. Their cell phone. You see nothing of anything of value here right now, victor. Thats disturbing. And, you knowi the men here are very hostile, aggressive. I have not seen anything take anything and go. You ask them about the black boxes, they say its not for us to deal with. We dont know anything about the black boxes. I wanted to ask you about the rebels if you had had any exchanges with them. When you say theyre aggressive, how aggressively do you think they are trying to, dare i say, protect this area right now . Reporter well, i wouldnt say protect. I would say control. And i think its a difference with a distinction, because, you know, how aggressive. They point weapons that are loaded at you, christi, and they point it up towards the sky to say, if you dont move back, suggesting theyre going to fire. They have fired. Theres obviously active fighting going on 150 clicks from here where dozens of people reportedly have been killed. So theyre no joke and want to be taken seriously. Ill tell you, when i came here, for me its not about the civil war. Its important that people know its still going on. Its important that people understand that this happened as a function of it in all likelihood. And that, you know, theres probably a lot to the suggestion that until russia makes it unacceptable for this to be going on it will probably continue, but the first thing that i felt inclined to do here was to just say a simple prayer for the bodies that are here, the lives that were lost and for their families, because theyre not receiving the dignity they should. Im really its acceptable to me that youre not seeing what were seeing here. Ordinarily i want to show you at home what were seeing because you cant be here. I dont want you to see this and certainly not the families of the people involved here to see it, because there is not the dignity there should be in place right now, and there could be, christi, ant victor. There could be. Could let the right people in. Could have made it not a death march to get here. If they had, things would be done more quickly here. At the crash site of mh17. Chriss cuomo, thank you so much. And talk about this more with experts including cnn aviation analyst jeff weiss and miles obrien. And joined by barry pavel, Vice President and director of the brent xscowcroft center. Vi first, the state Department Says this is a game changer in terms of russian relations. How does this change the game, and in your view, what should be the International Response to russia . Should there be more sanctions . Are sanctions any of . Sanctions enough . Second question first. I do think the International Response will be somewhat heightening sanctions. Talk about the game changer issue. Im not sure people are completely seeing clearly what putin the world view is and whats going on here. Lets think about this weapons system. It takes months of training for it to be used effectively. So theres only two options. Either Russian Special ichts trained these individuals for six months, or it was directly manned by Russian Specialists. I think people are confusing terms like rebels and its not really a civil war. This is russian destabilization of a sovereign country. Putin is likely to continue doing both things. Hes likely to continue the destabilization, and hes likely to continue the diplomacy, the appearing nice, appearing lawful. This is, the strategys going to continue, and i think were papering things over when we suggest theres rebels, or that prorussian separatists, theyre russian pros, mixed in with the prorussians. Miles, i wanted to ask you. We heard from the transport minister in malaysia earlier today saying there were 75 different airplanes that flew over this route in the two days prior to us taking this route, but a lot of people look at this and say, this is a conflict zone. Why was ukraine, im wondering, allowed to keep this airspace open . Well, we should also point out that theres were quite a few airlines, scrupulously avoided this area. British airways, and air france among them. Who for months have not flown anywhere near there. This is an interesting question of whos responsible for the airspace . The airspace was closed from 32,000 feet and below. And technically, malaysia flying at 33,000 feet, to the letter of the law, was okay. To be there. But as a pilot, im going to tell you, i like to always have a fallback position. A way out. And if youre at 33,000 feet, and for some reason you need to descend, because of a decompression or engine loss, whatever, youre going straight into a nofly zone. They were right on the margin of safety, anyway, and on top of that, there have been four or five shootdowns just in the past month at relatively high altitudes. So there was all kinds of evidence that this was not a great place to be, and yet there was some sort of apathy that crept into their decisionmaking process and, frankly, this is a commercial decision as well. It took, would take them a little built out of theit out o might cause a little more fuel burn over the course of that 12hour flight. So in the end, i think we know it wasnt safe to be there for sure now, but its not like this should be a surprise. There had been several aircraft shot down in advance of that and any airline that continued to fly into that airspace knowing all of that was not really flying with safety number one on their list. Jeff what do you expect the impact of this will be moving forward . Considering that hamas says that this was in some ways a commercial decision, they were at the edge, i guess, of what youre saying, edge of the safe zone here. Do you expect an expansion of possibly nofly zones moving forward as it relates to commercial airliners . Well, clearly going forward, theres going to be a lot more care and attention paid to excluding commercial aircraft from airspace that may be problematic. I mean, i think miles is absolutely right. Malaysian airlines chose a route that was just barely outside of a dangerous airspace, and you know, it comes down to money. The British Airways, when they went around ukraine to avoid any potential problem it cost them money. They had to go further, burn more fuel, and we see that, this is an incredible coincidence, that malaysia lost two 777s. Only had 15. 15 out of total around the world, 19 around the world. 15, 777s. Two in the last phfew months. Incredible coincidence. Certainly, the unwillingness to spend money that isnt necessary. We saw it in the case of mh3b 70, malaysia had chosen the cheap ert infest inmarsat, so h locate the plane and the remains are missing to this day. All righty. Now says up to 50,000 people have been displaced inside gaza. This, of course, is hatching as air strikes from israel decimate residential buildings and critical City Infrastructure there. Look at some of the photos coming in to us here, and video as well. Israel says its missions are specific, such as this new video, which the Israeli Military says shows it focusing, or forcing, targeting forces, rather, targeting a racket being launched from a home inside gaza. In the meantime, the death toll inside gaza, though, is more than 300, and that includes 72 of which are children. Karl penhaul is is in gaza city right now. Lets go to karls report filed just a few minutes ago. Reporter a soft plea. Daddy, dont leave me. Cnn team saw that neighborhood under heavy bombardment as israel launched its ground invasion. And, karl, sending us such incredible you know, pictures and video, and thats one of those things that i think hits you in the gut, when you see 3yearold suffering like that. Still in a diaper. Yes. The thing is, you know, we asked karl earlier, when people hear that there is going to be a strike, why do they not leave . He said, there is no place for them to go. This is such a small area. What . 26 mile s total, i think . Help said the border are cut off. They have nowhere to go. Weve heard the reports or claims of people used at human shields. There are also reports that the interior minister there has told people that after Israeli Forces, what theyre called noktaruls, let them know, fire is coming, do not leave. That is psychological warfare. And karl penhaul is up now. We just watched that report with that young boy, that 3yearold, it really illustrates how the civilian, the children especially, are just caught in the middle of this day after day . Rt ye reporter yes. I dont think we can state the impact this war is having on civilians. The United States sense more than 77 of fatalities are the civilians. This is a Primary School that the United Nations normally operates to educate the palestinian kids, and now its being used as a temporary shelter for the people who are being displaced by this war. Now, this place has 48 classrooms, and they are now full with more than 1,200 people. In some cases, there are 30 and 40 people in a single classroom. Multiple families. And the worst thing is, they dont know how long theyre going to be here. But certainly, since the Israeli Ground invasion started two nights ago, numbers here have skyrocketed. Now the United Nations tells us that more than 50,000 palestinians are staying in centers like these. The numbers have doubled over the last two nights, and that, according to the United Nations, makes it one of the worst humanitarian crises here since the confrontation with israel in 20082009. Can you match imagine . Losing something on both flights . And also a tale of a family that was supposed to have been on mh17 and got bumped from the flight. Heres cnns deb feyerick. Reporter if it disappears, this is what it looked like, hosting whats believed to be a photo of Malaysia Airlines flight 17 on his Facebook Page an hour before takeoff. The dutch man making a dark joke referring to missing Malaysian Airlines 37 a which vanished from radar in march. One mp the only known photos by a passenger purportedly of mh17, shot down in rebelheld area of ukraine. For this mh17 passenger, the missing flight was also very much on his mind. Under the hash tag, feeling a little nervous, he posted video, purchase pourted to the inside of of flight 17. Listen as a Flight Attendant prepares the cabin. Our boarding, and loading. Once again, to ensure that for the flight reporter australians saying, still hard to believe. Still grieving from flight 370, now lost a daughter on flight 17. And a couple, the wife swaupted shifts off missing flight 370 and survived, but her husband, swapped shifts on to plight 17 flight 17. Sadly he died along with the 297 other passengers and crew. But there are other wouldbe passengers counting their blessings today, thanks to a chance decision, or a twist of fate, that kept them off the doomed flight. I was thinking, i feel ive been give an second chance, and so hopefully that i will get there safely and i will see my family again. Reporter this woman, her husband and baby were bumped off the full flight. Im feeling physically sick. I was, like, from the from coming to the airport, in the taxi, just crying. Reporter also supposed to be on flight 17, this wthis man an his bride. They switched flights to return to work without jet lag. Feeling lucky, at the same time, heart bleeds for these families that expecting their loved ones to come home. Reporter stories of improbable loss and improbable survival. We continue coverage of that crashed malaysian jet and reports rebel gunmen are keeping investigators from the crash site of flight 17, at least some of them. And pressuring Vladimir Putin to let the investigators in. Malaysian airlines issued its latest list of the 298 people from 11 nations who were onboard the flight when it crashed. Most of the passengers we know came from the netherlands. There was one american onboard as well. International observers at the crash site say they have been hearing gunfire, explosions this morning and witnesses say some human remains are being put into body bags and moved to the side of the road. The Ukrainian Government is accusing prorussian rebels of removing more than three dozen bodies and destroying evidence. Lets bring back chris cuomo, the cohost of cnns new day, live from the crash scene in Eastern Ukraine. Chris, we spoke to you about half an hour ago. What have you noticed on the ground there in the last half hour . Reporter well, theres just such a tragic set of circumstances here, beside what were all trying to deal with which is processing the victims here and finding out what brought this plane out of the sky. Theres this show of force. Because theres such rabid ongoing conflict, a big influence on the part of this local militia, or separatists, whatever you want to term them, to show force. Theyll come out with guns, raise their weapons in the air. Joking, want photographers to take their pictures in front of the fuselage, and its really disturbing, because the dignity of those who lost their lives here, its just the situation deserves better. It could be better. And i know that we have so many levels of reporting going on right now, why this may have happened and the politics of it, on who russia says did it and the u. S. , and ukraine. That will all continue, until you get dispositive answers that come from pieces of evidence like that, that part of the tale tells an entire story to a trained investigators. Doesnt mean much to me. I know what a body looks like, whos being disrespected. There are bags on the side of the road. Victor was absolutely correct about that. They can do better than that. Its very dangerous to get here, but they could be much more hoss pit hospitable letting people in. Its just not going on. You mentioned bags on the side of the roadry bodies. Do we know what will happen with those bodies after that . Reporter we were actually holding up last night at a place called harkiv. Told body be would be taken there to are identified. As you know, because this is our job, you have to know how to do that. Im not going relate what we are seeing, not just anybody can say who it is after Something Like this. So we dont know what theyre doing with them and they are not in the mood to take questions. All they want to do go where i tell you to go. Ukraine did this. Why are you so upset about this tragedy and not the one happening to us at the hands of kiev every day . Thats what theyre saying. And i get where their cruoming from. An ongoing crisis, violence somewhere in this nation, but this situation deserves better and its horrible its being drawn out this wanchts im sure families are watching closely, its stomach turning. But why do you think, chris, they are holding off investigators so much but allowing people to come in and take pictures . Correct me if im wrong. I think you said the villagers and local people are the ones collecting these bodies right now. Yes . Reporter yes, christi that is my understanding. We just interviewed a couples mine ares who volunteered. Theyd been asked to, who felt if they could say no, but Walking Around in this field looking for bodies, putting them in the bags and carrying them back to the side of the road. Why are they acting this way . In an active state of conflict. Fighting for their lives. Frankly, deal wig a lack of sfift case and overabundance of macho with these guys. Theyre much more wanting to be perceived and powerful than protecting the dignity of the lives lost here, despite the irony they may be in the circle of suspicion of why this happened. So i think there are a lot of reason, and none of them are good why they want this place theirs and in control, but none of acceptable and until a message is sent to the men on the ground theyre not in control, they have to conduct themselves differently it will not change from what it is. Chris cuomo there, giving us a look and a description, although we cannot see some of it, and we probably shouldnt broadcast it. What is happening there in that field in Eastern Ukraine. Chris, thank you so much. Thank you, chris, very much. Lets talk to cnn aviation analyst mary xwauv mary schiav. When you hear from chris is saying, the prorussian rebels are allowing villagers to come in, allowing pictures to be taken but keeping investigators out. What does that say to you . Clearly, in my mind, christi, whats happening on the ground is, and theyre taking advantage of their presence, their position on the ground. They are establishing themselves as in control and i would say theyre protecting a crime scene so that the evidence doesnt go to somebody else. The larger story here clearly is, whats the International Outrage about this . How is the United States going to take a leadership position and call putin for what he is . Clearly, hes responsible for this. This is a war that he could stop. And clearly, from an intelligence guys perspective, step beyond the humanitarian disaster for a second, and say what other form of terror will we see . What other jihadists might show up on this battlefield like every other battlefield over the course of the decade and realize this could be an opportunity to replenish military equipment, learn new techniques and export elsewhere. This is a tragedy that goes through a number of layers. Mary, many believe that this weapons system was moved from the russian side of the border into ukraine and then we saw the video. We believed it was moved back. In the context of tragedies in the past, speaking specifically of 83, the kl007 flight shot down, is there a credible concern that these pieces of the plane will now move from one side of the border to the other . Well, absolutely. Not just the pieces of the plane, you know, theres no indication where the bodies are being taken and all of this crime scene evidence, and thats what this is. These are criminals guarding their own crime scene. Its really outrageous, but before they move anything what you do in a good investigation is both the Law Enforcement and criminal investigators, since its a crime scene, and the aviation investigators grid the whole crash site area. So they can put and piece together the evidence after the fact. And only then once they have gathered the forensics is anything moved, are bodies taken away, and theyre certainly taken away in a more dignified manner. Nobel not only is evidence of the crime being spirited away, not to mention the block boxes we really need to find, this is not how you process an accident scene or a crime scene. General marx, we have a report today from reuters that russian president Vladimir Putin and german chancellor Angela Merkel have met. That they have at least spoken and agreed that there is a need to urgently stop the hostilities in ukraines south east and begin peace talks. Do you think theres any gauge of what putin does he really want that . What does he really want and how does he go about remedying this, if it was, indeed, an accident by rebels that he was supplying equipment to . You know, christi, the issue is a very, very broad one. The response could be very indepth. I wont go there. Putin could stop it. He has acquiesced to date. This turmoil that exists in Eastern Ukraine, the world went, thats normal, when he annexed ukraine. Establishing a new barrier in terms of what were tolerate. He could stop it immediately by putting his foot down and saying, enough. Stop supplying the russian separatists. Agree having, as mary indicated, a legitimate and open investigation of what took place, but more importantly, he needs to raise his hand and say, look, hes nerve are going to say hes culpable, but could start to lean in and begin to embrace what could be a solution that at least gets to this very, very tragic occurrence that took place, and then behaviors will change from that. He could have forces on the ground right now. He was very easy. Got into crimea. He could have forces on the ground in Eastern Ukraine now. His russian forces. The International Community would screen, he could isolate the area, move the separatists away and go away, say, now we have a space where we can have an investigation and get to the bottom of this thing. A woman whose loved one was on that plane, on mh370, has a message for the families of those killed this week. And shes going to join us, live. Thank ythank you for defendiyour sacrifice. Her partner was a passenger aboard flight 370, and she shared this very difficult and heartbreaking journey with us, and we thank you for coming in to talk about this. When you heard the four words, breaking news, Malaysia Airlines, and then you heard, flight 17, another plane that went down what did you feel . Well, i actually heard it from my daughter. She had found it on twitter, and at first i thought it might be a bad joke. There had been several bad jokes put out over the last couple of month, but then she checked it online and sdovg edovered it wa discovered it was actually real and all of us were on pins and needles, thinking Something Else would happen. We feel there is something larger at play and a matter of time tore Something Else to happen. I do believe that this is that Something Else and there might even still be Something Else coming. And what do you think that Something Else is . I dont know, but i refuse to believe that these events are unrelated. You know . There were other airplanes flying in the air at the same time. In very close proximity. It could have been any other flight. And that flight was targeted. I dont believe its a coincidence. You believe its intentional. That something is targeting Malaysian Airplanes . I think somebody is targeting malaysia or leveraging malaysia in a geopolitical initiative of some sort and the airline is just a nice public way to do it. For all we know, malaysian allianz is totally incident in this, and, of course, the average malaysian is totally incident in this. Country is just being traumatized. So we know that the 298 people who died in this crash, those bodies have not been brought back to their families, and there are few people who know more what that feels like. Explain to me the last several months, what that torment has been, having no answer on where philip is. Well, the torment is even worse than not having a body. Its not even knowing for sure. I realize that that the reality is, that probably im not going to have the chance to see him again, but there still is a chance. I mean, theres no proof that theyre dead even yet. Theres not even proof that plane has crashed, because theres no evidence. So its that you cant grieve, hope, and people telling you, youre being ridiculous. Move on with your life. Just accept it. How do you that . I cant. Its not a matter of admitting. Im not ready to give up the fight. I think we owe it to our loved ones to find out the truth, and you know, thats the message to the families of mh17, is that they owe it to their loved ones to fight, to find out what happened, and to do what they can to help prevent Something Like this from happening again. You know, no one deserves to walk in these shoes. Its its an unbearable process. Hmm. Sarah bacj, quickly, what would you say to the people in the first few hours and days of this now . Because you do have a perspective that you can give them that most people cant. Well, they cant control that the terrible thing has happened, but they can control how they respond to it. And its very easy to succumb to grief. You know, the first week after philip went missing, i could barely leave my apartment. The answer to that question is just about everybody. In the past rounds of fighting between israel and hamas, usually the american secretary of state would come in and gather everybody in a room and force them to sign a ceasefire, work out those deals. American leverage is not what it was. Theres been a strained relationship between the United States and the Egyptian Government of general el sissi and then strains within the arab world in the middle east between qatar and egypt, between egypt and turkey. Tremendous conflicts and crises there. So, really, its going to have to involve israelis, egyptians, Mahmoud Abbas, president of the Palestinian Authority, perhaps a u. N. Influence from the secretarygeneral and the secretary of state john kerry if he comes back to the region. Israeli Prime Minister benjamin netanyabibi netanyae to expand. Hamas not backing away. How plausible is peace or even a ceasefire at this point . Well, as we speak tonight it doesnt look particularly imminent. This morning there was two attempts by Palestinian Hamas gun known infiltrate israel by tunnels. They came out of the tunnels were stopped by israeli force, but had they gone through they would have gone into one of the farms along the border, killed civilians and taken hostages. Israels offensive continues in the gaza strip now more than 40 hours on the ground. As you mentioned, a rising number of palestinian casualties as hamas continues to hide behide the civilian population and using them at human shields. Right now the situation does not look particularly bright, but that doesnt mean the situation couldnt change, if the, if the u. N. Together with the United States, egypt, israel and the Palestinian Authority get together and present an offer to hamas and to israel, to everyone involved, that could ultimately benefit everybody. Very quickly whats the timeline, do you think, thats possible here for this to be resolved . Well, its very difficult to tell. I think because it, in previous rounds of fighting, theres always been that one incident, the tipping point, either a bomb goes off in israel and hurts a great number of israelis, and that creates an escalation on the ground in terms of israels calculati calculation, or an israel, israeli bomb will kill a number of palestinians changing the political context, both on the street, particularly in europe now, there are demonstrations against israel and in the United Nations. Prorussian rebels accused of destroying evidence and booting bodies. Malaysian Officials Saying today the crash site should be off limits, but its not. The integrity of the site has been compromised, and there are indications that vital evidence has not been preserved in place. So what is being done to secure remaining evidence . Cnn is at the crash scene. Plus, new details on the 298 people onboard. Among them a malaysian actress, her husband and baby. 80 children in all on that plane, and a man considered one of the most influential fipg e figures in hivaids research. Meanwhile, bloodshed as a battle between israel and hamas intensifies. Israeli troops firing on animal it s they say are carrying bombs. This comes as germany is urging russian president Vladimir Putin to pressure the rebels to let the investigators in. Malaysia Airlines Just issued the latest list of 298 people from 11 nations. All onboard that flight when it was shot down in the sky over Eastern Ukraine. Weve learn the 80 children are among the victims as well as hivaids researchers, students, a Real Estate Agent and a vacationing family. Dutch authorities have sent a team of at least 80 police to visit with the families, and gather dna, dental records and other information. International observers at the crash site say theyve been hearing gunfire and explosions near the scene today. And witnesses say some human remains are being put in body bags, and moved to the side of the road. The Ukrainian Government is accusing prorussian rebels of removing more than three dozen bodies and destroying evidence. And now word of more clashes. Only 60 miles or so from that crash site. A cruel reminder that these innocent victims went down in the middle of a war zone, making any attempts at dignity for these vig tims that much more illusive. Joining me from the site, chris cuomo from new day. A devastating scene there and also dangerous not just for investigators on the ground trying to get there but for journalists trying to get the story . Reporter i think its fair to say, fred, everything you said makes perfect sense. This is the worst combination of circumstances. You know, this is our job. And right now its actually very valuable, because if photographers werent here preserving the scene with picture, investigators wouldnt have much to work off of. Its changing so quickly because its being contaminated and uncontrolled, and i also think the Media Presence here is actually helping by shining a light on the situation and creating International Pressure and in a situation that should not be this way. There are two points that are really important. The first one is fred, were showing you the tail section of the plane. Okay . This live shot is really about what were not showing you. So much of this is still so raw and unpreserved. Ive never seen anything like it. A couple of days into a tragic scene like this. We throw that word around, tragedy, this is the definition of it. Bodies are starting to be moved, as you reported. Youre 100 right, but the taken so long and we dont know where theyre being taken and how theyre being handled and there are many still out there. So the practicalities here are really terrible and the reason for them are also very obvious. This is an ongoing civil struggle here. People dont like that term because of the political overturns whose fault this is, but the local militia, or whatever you want to call them, whos here, theyre using weapons firing in the air to move photographers. I mean, theyre very much into show of force. Law is pretty clear. Ukraine should be in charge of whats going on here. The problem is, ukraine is not in charge of this part of the country. There is no ukraine presence here, no Ukraine Military or police. Just the local militia. So you have a circumstance that needs so much dire attention, fred, and you used the right word, dignity. The people who lost their lives, their possessions, their families back home needing that sense of closure, none of it is happening and it just doesnt have to be this way, fred. Hmm. And were looking at the images of body bags moved to the side of the road. And talk to me about what kind of temperatures were dealing with there, and the decomposition of remains that are scattered about. And, you know, how this further contaminates the scene, the criminal investigation, if you will, as well . Reporter the criminal investigation will be compromised. It just will. You have to hope the rationale for what happened to the plane is so obvious it doesnt need to be borne out in the forensics. People have definitely taken things from here. I dont know if they moved them and cataloged them. Ive been at crash sites before and you see the personal effects of people, trappings of their lives, cell phones, wallets. None of the valuable things are here. Only things that are destroyed and unvaluable, except to the families, why they need to be preserved. The temperature is a problem. When its hot outside and youre dealing with people no longer alive youre going to have a problem, and it could be addressed, fred. This is not the middle of nowhere. We are remote, but they have ways of dealing with this. There are major farms and stuff in the area that have refrigeration. Theyre not going to, because its more important to show force and control than respect for these people in my opinion. What about citizens . Folks who live on those farms you speak of . Are they staying away or have they also been by this area . Are they trying to assist or at least observe . Whats happening . Reporter we spoke to some miners who volunteered to come and look for bodies. Now, theyre not qualified to do that, but they were willing to do it, they wanted to help. There are many good people here caught up in a military situation. I have seen, on our ride out here, i havent seen trees stripped by artillery the way they are around here in a long time. It reminds of the balkans. Really heavy shepping shelling on. Dug out trenches and people laying there. Its wartime here. That complicates it further, because people are afraid to come ounchts chris cuomo, thanks so much. Well check back momentarily. This is just adding to the agony so many loved ones of feeling already. Trying to get answers as to why this happened, how it happened, and whats next. Meantime, the u. S. Intelligence community is going on a working theory that the Russian Military gave the prorussian rebels the Missile System that took down this plane. Im joined now by cnn aviation an limpt and former Inspector General for the department of transportation, mary schiavo and retired u. S. Army general mark hurdling, armys former commander for europe and expert on ukraine. General, to you first. That russia likely supplied this Missile System to prorussian rebels. In your view, does that mean training, guidance or even orders to shoot down this plane could have come from russia . Well, let me be per forgfect clear, fredricka. This is a very complex system. It takes a lot to train the fourmember crew to operate this and conduct a shootdown. This is not something you pick up in a very short period of time or get from a couple experts showing people how to engage and pull the trigger. This is something that takes a very long time to do. But once you have the expertise in this system, it is a devastatingly deadly system. It has anywhere from a 70 to a 90 probability of kill on the rocket. And thats against military aircraft or cruise missiles which have techniques to spoof the Missile System. The civilian airliner did not. So, again, it takes a lot to train a crew. They had to get this training from somewhere, or someone else had to do it, but once the people pull the trigger that are inside this fourperson platform, it is devastating, and thats whats occurred. This type of system often works in threes. Right . A trio of apparatus, for its highest efficiency, and reportedly, its likely that there were three, which means one of them would be able to pinpoint the target, be able to really thoroughly examine what it is, identify this is a commercial airline . Well if it was working in three, in a three platform, as we call it, a battery of air defense systems, theres going to be one radar and a couple of shooters, which also have their own radars. Thats still under contention. I know the general, my good friend whos currently the nato commander and head of european command, is gathering up evidence to see exactly what they can find happened on the ground. If there are other european allies who saw anything from intelligence platforms. Thats a long way off and hes gathering that intel now. If it did shoot as part of a battery it could have known what it was shooting at. I suspect it was an independent launch, my contention. They did not know what they were firing at, and they hit what they thought was a military plane filled with ukrainian soldier, and instead, they got a whole lot more than they bargained for. Thats why i think you see the confusion on the ground with these prorussian separatists trying to figure out what do we do next . It is more than they bargained for. So then, mary, to you. Thats why were seeing kind of a hovering over the crime scene now by these rebel separatists who are protecting, if not removing, vital evidence . Well, yes. I mean, it the criminals actually garden the crime scene they helped to commit, and the problem is, they dont know how to do the crime scene. They dont know how to preserve the evidence. They dont know how to handle the remains. This kind of an effort to draw comparison to pan am 103 it took a team of about 1,000 people, and i think were just seeing evidence destroyed willynilly and i dont think thats accidental. I think its intentional and they want to control it. And so what kind of evidence, because if its already very clear it was taken down by a missile, and it likely broke, you know, on its descent into many pieces. Weve seen photographs of it, and were looking right now, large pieces of fuselage. We know there are body parts some intact, and some that are not. Whats the kind of evidence that investigators need to further conclude what happened here, why and how . And why does the removal of any of that evidence on the ground make a distinction . A very real example and relate it back to the shootdown of kal007. In that case, of course, the russians then the soviet union tried to declare that the plane was still in Russian Airspace when it was shot down. That it did not communicate, that they fired warning shots, and all that information would be recorded on the cockpit voice recorder, because it records sounds in the cockpit and also on the flight data recorder, and, for example, without those, there will be tremendous amounts of disinformation put out by the criminals who shot down the plane, and most likely by russia. Y take an animal, load explosives on it and send it into the forces hoping it will explode near the forces. That happened today . It was late last night. Along the israeligaza border, what are you seeing right now today . Reporter well, what were seeing, really, is a lot of movement of tank units. In fact, this is, you can see behind me, the series 3 tanks. Seeing a lot of them moving up and down really getting into wigs for more activity inside of gaza. This is up and down the gaza border. You mentioned the tunnels. In fact,error this morning there was an infiltration of several hamas militants into israel using just such a tunnel, uncorrespondented by apparently an Israeli Forces patrol and driven back. One of those militants were killed but carrying a number of weapons. A lot of concern whether or not they were going to attack communities in this area. But this is exactly what the idea is, says they are fighting against. Were waiting to see now if that operation is going to be expanded further into gaza. Possibly tonight or tomorrow. Well, indeed the idea of activities that commenced last night in ground mobilization are primarily to deal with the tunnels. As we go into the gaza strip, cross into the fence, clearly, the tunnels that are utilized to infill trace israel and carry out devastating damage and death and carnage, they are primary targets. I would point out that over the last 11 days weve had about 1,600 rockets launched from gaza. So those would be a secondary target as well. These are the type of threats we are up against. We understand from the idea they are now looking to have staging areas inside the, inside the gaza border area, possibly to expand operations so that they actually have urban combat inside the cities of gaza. Saying prorussian prebrebels ao blame and accusing them of destroying evidence at an International Crime scene two days after the plane carrying 298 people went down. Bodies are now being removed from the crash area near the ukrai Ukraine Russian border. And viofficials visiting the si, and escorted by gunned men. Gunfire could be heard nearby. And earlier cnns ivan watson spoke exclusively to the countrys Prime Minister who said he wants bold action from leaders worldwide. What we know for sure is that this Missile System was located in the area that is fully and entirely controlled by russianled terrorists. That this is not no drunk pressed the button. This is someone well trained. Someone who know you how this russian machine works. Someone who has experience, and we together with the International Community will find out all responsible for this International Crime. And those who supported them. This is the crime against humanity. And the building of International Criminal court is very big. Is your government right now negotiating with the separatists for access to the crash site . We sent a number of rescue teams to the crash site, and they arrived yesterday. They were allowed to investigate the crash site only for one hour. And then separatists, russianled terrorists, claimed that if they dont leave the crash site, theyre going to make them hostages. After the mh17 disaster, this became an international conflict, a global one. And as a result, what would you like to see from western allies in the wake of this disaster . Joint, strong, bold and decisive action. Against terrorists, and those who support and supply them. And now word of more clashes only 60 miles or so from the crash site. A cruel reminder that these innocent victims went down in the middle after war zone, making attempts at dignity for these victims that much more difficult. Chris, out of respect for viewers and respect of the loved one its of the victims from this plane crash, you are choosing to join us by phone, because behind you there is the removal of bodies and remains, and we do want to impose that kind of dignity that all of them certainly deserve, and so no live camera is rolling. Reporter yes. Thats right. Its not being done in way i think would be something wed want to show the audience, but heres the good news. It is being done. There was an interesting moment here where the local militia left, and all of a sudden we believe ukraine authorities came in and local miners came in with helmets, very identifiable, starting rounding up the bodies in their trucks and loading the body bags on to the trucks and transporting them out. So its a difficult thing to watch, but its really important that its happening. Hmm. And so, chris, it sounds like the picture youre painting for us, this is not an issue, or an example of trying to hide evidence, but this this is the only means they have, and these local miners, perhaps, really feel theyre doing the right thing by assisting, by moving these bodies that are decomposing. Maybe not as mindful about what is needed at an investigation site, that would that authorities would reporter i think a spin on this, no, i dont see people that understand the investigation. Theres a lot of arguing on one of the men dealing with the body bags, had some type of seizure, wound up in an ambulance and they were treating him. The miners, i believe, may be part of the recovery teams, and they may have some training in this, but all theyre doing is loading the bags right now, and that was something that really needed to be done, though, fred, because the bodies have been out here too long. Its done crudely and not being put in refrigerated or any type of vehicle that are meant for this, they are being taken out of the ground. They are being put on to the trucks and they are being taken away. I dont know where. Were trying to find out, but it does mean the best impression of this is that local militia creedcreed ceded ground and allowed this to go on. Hopefully the next step, getting investigators in here. Helpful if they were here when the bodies were in place to understand everything. They traditionally like to mark the placement of the bodies as that crash site, but not this time. This is scattered because of, when it was struck and then, of course, the plane dissipated and broken up in many different areas. Talking four to six square miles you tell me . Yeah. When i knew this question was coming to me today i sat and thought, how do i say this as appropriately as possible, not getting too reality of what really happened up there, but i think we just have to say what happened. The plane lost integrity. The fuselage came apart and the rivets ripped apart. As the plane tumbled because its no longer one piece anymore, it began, the lighter parts falling first. Heavier parts with more momentum going a little farther. Thats as easy as, as simple as and as truthful as i can get to what happened to this plane, flying at 33,000 feet. Almost 500 miles per hour. Losing integrity of the aircraft, it will begin to pull itself apart almost like a zipper will pull itself apart as the rivets pop. You heard about the chicken coops in the distance. The plane, as the pieces came down through here, flat didnt out and draw it for you. Somewhere in the neighborhood of about four to six miles from here through the chicken coop area and all the way back down here, missing a couple of towns that really werent all that far away, but through here as they draw across. Measure it one way and the other way. About four to six square miles. Which means that this didnt land in one piece and pieces get thrown around. This landed in so many pieces, because the plane literally came apart in the skies, and rained down different pieces, different densities going farther, heavier densities going a lot farther. The lighter pieces, the wing and tail, seeing from chris cuomos shot, not going quite as far. Incredible. And such an incredible task by those investigators once they get on the ground, in which to try and cover all of this ground. Chad, thanks so much. Im join pd again with cnn aviation an legitimate and former Inspector General for the department of transportation, mary schiavo and retired u. S. Army general mark hurdling, the armys former commander for europe and expert on ukraine. Mary, talk with you first. You heard in chris cuomos live report a moment ago, joining us by phone, because in large part there was the removal of bodies taking place while he was talking to us, and he said ukrainian authorities were there along with local miners. And so when you hear that, none of them are necessarily trained for this kind of investigation, but what happens this is just their, you know, best effort, to try to remove these bodies, just to kind of give these victims some sort of dignity, but give us an understanding as to why for the investigation of this crime scene, why this is potentially damaging to move these bodies and remains without proper markers being put in place first . Right. Proper tests on the bodies as well, because the bodies themselves contain evidence. This particular type of missile would have put out pieces of metal that would have pierced the plane. It would have also been able to have telltale traces on the bodies as well, but when in an orderly investigation, and in an investigation done under both civil and criminal protocols, this would have been done quickly. Theyd have had the area gridded and mapped. Remember, the ntsb has a go team thats imperative to get on that jet and go to the site immediately. So they would have already been removing bodies, but i think this development here says, because after all, there have been so many treaties and agreements broken. The flying nations sign treaties how things will be treated in the event of a disaster. And at least someone on the ground got the message that if they dont allow the ukrainians in, and others in to start processing this site, the United Nations does have power to take over, because treaties have been broken. Hmm. So general is that at least encouraging to you, to hear ukrainian authorities are there or at least have gotten to this location where our own chris cuomo is, and talk to me about remaining concerns, because this continues to be a hostile area. Well, its good that the authorities are there. But youve got to remember, these russian proseparatists are there because they want case os. Thats what theyre trying to do in that part of the country. Theyve done that. The Ukrainian Military, which i was honored enough to work with for so many years, is trying to grow in their professionalism, but they cant go into that area, because then its a direct concentration to these prorussipro proseparatist whose have the backing of the russian government. So anytime you see the government from kiev pushing forces or elements into that area, its going to cause more chaos, but, again, there are a lot of things going on there. Not only from the flight, but also just from the conflict that continues to merge. The best thing that has to happen is that these prorussian separatists need to move out. Theyve got to get out of that area, let the government of ukraine take over, but hats goi thats going to be difficult to do. Chad myers back with us in this discussion. So many different phases of this investigation, of, you know, this postcrash scenario. We saw our chris cuomo and others in the area yesterday. A heavy downpour. Today its brutally hot. What are the conditions that they can look forward to . Kind of the conditions that created the crash in the first place. There was a series of thunderstorms down here in the original flight plan. So they filed a new flight plan before they left amsterdam, and that flight plan took them farther to the north. Almost 200 miles north where they were going now, the past five or six weeks, going down here, through the notam area we put out here. Thats irrelevant. As they were flying through here, in a different area than theyd been before. Obviously, this had something to do with the misinformation where that plane actually was. A question for mary schiavo. If you remember what we did for tv 800 and every single piece we could find reattached, reassembled and put in a hangar. Do they have the technology to reassemble this plane to really figure out what happened . They could. Remember, twa 800 was the most inexpensive investigation in history. Took about 40 million, to 45 million to do that. A tremendous team of workers but did almost recover the entire plane. Its used for educational purposes in virginia. It could be done here. So much more is destroyed than that, and already, given the way that the scene is being handled, its probably not going to be reassembled but its always possible, given enough teams in there to do it. Sure. Fred . And general, you know, malaysian authorities said this this morning, saying, this is just, coming off chads discussion there about the route that this plane took. While this plane followed a route that was set out by the National Aviation authorities approved by euro control and yew used by hundreds of our aircraft, it was flying at an altitude set and deemed safe by that local air traffic control. Why was there still no concern by International Carriers about flying over a hostile region, even if it was deemed safe or even if endorsed by euro control or even their airline . Well, again, fredricka, i can give you my conjecture on that. The nocam in place in the area, as i understand it, went up to 32,000 feet. The plane was above that. And i think, you know, the common understanding of separatists movements or insurgencies or rebel forces on the ground, by most civilians, they think guys with maybe shoulderfired weapons, ak47s, they would certainly not expect Something Like an sa11 shooting above 32,000 feet. So i think it was a risk that the airline took. Lets fly over that area. They certainly arent going to shoot down a civilian airplane, and unfortunately, that risk turned into a gamble, and the plane was shot. These are not pieces of equipment, the sa11, the gadfly as we call it, are not pieces of equipment you normally associate with rebel forces. Malaysian Airlines Just released their people of the list of 298 people from 12 nations now on board that plane that was shot out of the sky over Eastern Ukraine. We have learned that among the victims, 80 children were on board, as well as top hiv aids researchers, students, a Real Estate Agent, and a vacationing family. Dutch authorities have sent a team of at least 80 police to visit with families and gather dna, dental record, and other information as they try to then identify the bodies and the remains. International observers at the crash site say they heard gunfire and explosions near the scene today. Our team on the ground says they are seeing bodies being loaded into military vehicles. The Ukrainian Government is accusing prorussian rebels removing at least three dozen bodies and destroying evidence. Access to the crash site of flight 17, those who should have it, dont. At least not fully. Instead, reports of looting, bodies being removed, evidence destroyed. Our chris cuomo cohost of cnns new day is at the one of the crash sites. Chris, what is the latest there because of the debris being scattered, there are several crash sites, right . Reporter thats right, fred. I mean, its hard to define it. I think that the perimeter has been set, again, by the unsophisticated people who are looking at it, Something Like 26 square kilometers which i guess mathematically makes some sense given it came down from 30,000 feet and that might be, you know, a reasonable range but that is also a huge amount of area to cover. We are now leaving the scene as its getting lets hot there. The militia leaving, the ukraine representatives are coming in which is good because they actually got the body out, but it also creates a huge because there is ongoing war fare here. Bodies loaded on to trucks. Thats why i didnt want to show it on tv. The family of loved ones out there to see, you know, their relatives dealt with that way but the luggage was taken also. This was really a last time, fred, that this scene will be in any way intact for investigators. They are going to have to rely on photographs and video for media like us more than the scene itself. That is fascinating. Chris, we are going to check back with you because i know our connection is not superb right now. We will check back with you in a moment but we get the gist of that looks like the journalists are playing a pretty pivotal role in the investigation phase because once the investigators have access to the debris fields, they may not be able to assess based on the remnants that are still there because of things that have been removed, as chris was saying. These photographs that are being taken are going to be very important documentation for the investigators in the long run. Ukraines Prime Minister says he knows for sure that missile was brought down and how it was located in an entirely different area. In fact, controlled by prorussian rebels. Cnns senior film correspondent ivan watson spoke exclusively to the Prime Minister. He is joining us live from kiev. Give us more about that interview and what was unveiled. Reporter frederica, the Ukrainian Government continues to point the finger, not only at the rebels in Eastern Ukraine that its been battling and g j engaged with in a deadly conflict the past three months but also against the russian government which it accuses of arming and training and sporting those rebels. The ukrainian Prime Minister told me that he thinks there is a high probability that the Missile System that is believed to have been used to shoot down Malaysian Air flight 17 was supplied to the rebels again he claims by the russian government. What we know for sure, these Missile System was located in the area that is fully and entirely controlled by russianled terrorists. This is not the russianled drunk terrorists who pressed the button. This is someone welltrained, someone who knows how this russian machine works. Someone who has an experience. An we will find out who is responsible for this. This is a crime against humanity and the court is very big. Is your government right now negotiating with the separatists for access to the crash site . We sent a number rescue teams to the crash site and they arrived yesterday. They were allowed to investigate the crash site only for one hour. And then separatists and russianled terrorists claim if they dont leave the crash site, they will make them the hostage. After mh17 disaster, this became an international conflict, a global one. Reporter and, as a result, what would you like to see from western allies in the wake of this disaster . Joint, strong, bold, and decisive actions against terrorists and those who support and supply them. Reporter frederica, its important to note that a leader of the rebels from the selfdeclared separatists peoples republic who also called himself a Prime Minister is denying many of these accusations. He, today, expressed, quote, great pity for the innocent victims of this undeclared war and went further claiming that the Ukrainian Government has made no requests thus far for access to the crash site, to the crash zone, and its also very important to note that the fighting continues about a little bit more an hour as drive from where the plane went down, artillery report has been held in a rebelheld city and the u. S. Government claims that five ukrainian soldiers were killed there the last five days and more than 20 wounded, and on friday, at least 16 ukrainian civilians were killed in that city. Members of the congress are calling the shootdown of flight 17 an act of terror and they want whoever did it to pay. Senate Armed Services chairman carl levin saying, quote, whoever did it should pay a full price. If its by a country, either directly or indirectly, then it could be considered an act of war. Lets bring in cnn aviation analyst attorney Arthur Rosenberg and cnn political analyst josh roguan who writes for the daily beast. Good to see you both. Josh, why are members of congress pushing so hard for this to be classified as an act of terror . As we have seen with past civilian aviation disasters of this kind, the litigation over these things can last years, if not decades. And they often become issues of diplomatic contention between the two countries involved. So these people, especially the americans who were victims of this tragedy have members of congress who represent them and they will want to exert their rights and i talked to several members of congress who want to make sure that those rights are protected and, furthermore, that the u. S. Justice department aids these people in that litigation. So its important to establish what kind of action this was and its important to establish the chain of custody for the evidence and this will all become fodder for the legal and diplomatic wrangling that is sure to come. Arthur, we understand the victims represent the 12 nations and we understand one was an american citizen and dual citizen. Did this assist what the u. S. Needs to move forward with this classification act of terror or even potentially lead to lawsuits or the freezing of russian assets . The way to look at this is really two parts to this. There is the claim, the potential claim for terrorism and the best example of that would be lock eerbie and pan am 103 and libyas involvement and that was resolved with libya paying a lot of money to the families of the victims. The other soied ide of that is claim of the families, the lone american and everyone else, along Malaysian Airlines and that is covered under the montreal treaty. That treaty basically will provide up to about 170,000 dollars for these families without having to prove fault. Its a form of strict liability. Beyond that, the families are going to have to show negligence. Now negligence against Malaysian Airlines, in my professional view here, is manifest. What was this plane doing at 33,000 feet flying over a war zone against the backdrop just one month before, four planes, two military cargo planes had been shot down with missiles, a helicopter, a fighter airplane. All they had to do was extend the flight a little bit, fly south around the black sea. But apparently weather may have been a reason as to why they didnt do that. That customarily would have been the route but because of weather, it meant that they had to fly a little further north and maybe that is why malaysian authorities were quick to come out this morning to say that they actually followed a route that was set up by the National Aviation authorities approved by euro control and used by hundreds of other aircraft. Except airlines like quanti, and British Airways and british france and Korean Airlines had been flying well south in the black sea to get to the same area where this plane was going. On the same day . Yes, on the same day. They instituted that procedure a month before, if not longer than that. Without punting this, Malaysian Airlines was playing a form of russian roulette by plig overfl a war zone. It should have never happened. Josh, you want to respond . I talked to senator mark kirk on thursday and he urged the Obama Administration to press the faa to change its regulation so that american airliners wont fly over these contested areas and it should also be noted that the legal culpability, according to senators i think u. S. Airlines have made it clear they have a rule in place and not flying over hostile areas so this is pertaining right now to International Carriers over international jurisdictions. That sort of is like closing the barn door after the horse is already bolted. I guess my point is what leverage would the u. S. Have when we are not talking about u. S. Carriers . Carriers. The u. S. Can set the example and hope other International Carriers follow along and so they can avoid similar situations. Arthur . This is actually controlled by the International CivilAviation Organization. They actually, on International Flights like these, all of the main carriers describe to this and part of the United Nations. They have the authority to declare a nofly zone which actually was in place here up to 32,000 feet. But given the backdrop of four planes that were shot down by these rebels in the month leading up to this accident. Military planes. What was the organization thinking . No flights over this war zone should have been authorized and the bottom line is Malaysian Airlines is responsible for the safe operation of the aircraft and the people on board and they just dropped the ball here. As did every other airline that was flying over this war zone on that day. It sounds like youre saying those aviation authorities to allow to permit that kind of flight plan would be culpable too then . May be. May be. Arthur rosenberg and josh rogin, thanks to both of you. Why the situation went from prayers of peace to bloodshed within weeks. Now to the latest on the fighting between israeli and hamas. Palestinian Officials Say more than 300 people have been killed inside gaza. Israeli says a rocket from gaza killed an israeli man today and wounded four other people. Israeli has focused on tunnels saying hamas is using to get inside israeli. They say they have found 13 tunnels so far and have been using explosives to close them up. Palestinian president Mahmoud Abbas is expected to travel to qatar this weekend in an effort to stop all of this fighting. It seemed like there was some hope in the Israeli Palestinian conflict in recent weeks. Pope francis had a joint meeting with israeli and palestinian leaders and whatever ground they gained has apparently now disintegrated. I ask Fareed Zakaria what happened. It looked the place was calm in some way and you hadnt had much progress on the Peace Process, that israeli was booming economically and because of the wall that they had built, there wasnt much terrorism and there was, in fact, virtually none. What we have realized is the absence of the Peace Process leaves two things. One, a great deal of frustration on the palestinian side, enormous frustration. On the other side in israeli, you have had a feeling that we tried, we made two, three offers, depending on how you count it, and its over, we are done and we are going to have to deal with this we are just going to kick this can down the road. There were extreme elements within israeli who relished that prospect. So in a strange way, you had a very dysfunctional situation. You just put a lid on it, but under the lid, the calderon was boiling. The u. S. Participation in takes place this point forward between israelis and palestinians, will it be impactful . The u. S. Still retains a very special role there. I commend secretary kerry in particularly for having made heroic efforts there. A rare situation. On cnn a couple of days ago, i heard the leading palestinian negotiator sing the praises of the u. S. Efforts. This is an arab foreign minister or leading arab statesman who feels so warmly and strongly about americas positive leadership role. We know that israeli regards the United States as its closest ally. Why do you find the United States having that much leverage with both parties . That is partly something built by this administration, but previous ones as well, but its now time to use it. You know to try to find ways to get to the final status stocks. Everybody knows what this is going to look like. You know . Everybody knows that youre going to have to end up with a twostate solution. Lets Start Talking about that. Reporter if photographers werent here preserving the scene with their pictures, i dont think that investigators would have to much to work off of because its changing so quickly here because of it being contaminated and uncontrolled. I think the Media Presence here is actually helping by shining a light on the situation and creating some International Pressure and in a situation that just should not be this way. There are two points that are really important. The first one, fred, we are showing you the tail section of the plane, okay . This live shot is really about what we are not showing you. So much of this is still so raw and unpreserved. Ive never seen anything like that a couple of days into a tragic scene like this. We throw that word around, tragedy. This is the definition of it. Body are starting to be moved as you reported. Youre 100 right but its taking so long and we dont know where they are being taken and how they are being handled and still many that are out there. This is an ongoing civil struggle here. I know people dont like that term because of all the political overtones of whose fault this is, but the local ma liberia has whoever is here are firing their weapons to move photographers. They are very much into the show of force. The slaw pretty clear. Ukraine should be in charge of what is going on here. But the problem is ukraine is not in charge of this part of the country. There is no Ukraine Military here or ukraine police. Its just the local militia. So you have this circumstance that needs so much dire attention, fred, and you used the right word, dignity. The people who lost their lives and their possessions and family back home needing that closure none of it is happening and it just doesnt has to be this way. We are looking at the images of body bags being moved to the side of the road and talk to me about what kind of temperatures we are dealing with there and the decomposition of remains that are scattered about and how this further contaminates the criminal investigation, if you will, as well. Reporter criminal investigation is going to be compromised, it just will. You have to hope the rational for what happened to the plane is so obvious it doesnt need to be bore out in the forensics. People definitely have taken things from here. I dont know if they moved them somewhere else and cataloged them but, unfortunately, ive been at crash sites like this before. You see the personal effects of people the trappings of their lives and cell phones and wallets and none of the valuable things are here and only things that are destroyed and unvaluable except to the families which is why they need to be preserved. The temperatures are a problem. I think everybodys common sense will dictate when its hot outside and youre dealing with people who are no longer alive youre going to have a problem. It could be addressed. This is not the milled of nowhere. We are remote but they have a way to dealing with this. There are farms in the area that have refrigerator but they are not showing respect and control. What about the people who live on the farms . Are they staying away or have they also been by this area . Are they trying to assist or at least observe what is happening . Reporter we spoke to some miners who volunteered to come and look for bodies. They are not qualified to do that, but they were willing to do it and they wanted to help. There are many good people here who are caught up in a military situation. I have seen, on our ride out here, i havent seen trees stripped by artillery the way they are around here in a long time. It reminds me of the balkans. Really heavy shelling is going on. The checkpoints people are dug out in trenches and they are laying there. This is an active war fare going on here. That just complicates it further because people are afraid to come out. Since my conversation with chris cuomo, we did learn that some ukrainian authorities did arrive on that scene, chris told us a little bit later, along with some local miners trying to move some of the bodies but still unclear where those remains have been taken. Relations between the u. S. And russia were pretty cool before flight 17 was shot down by a surfacetoair missile and now things could get noticeably colder. Russia was released a list of americans it is banning coming into the country and three days after president obama announced news sanctions against conflict in ukraine. Obama and putin talked about those sanctions on thursday and yesterday, mr. Obama described the conversation. Time and again, russia has refused to take the concrete steps necessary to deescalate the situation. I spoke to president putin yesterday in the wake of additional sanctions that we had imposed. He said he wasnt happy with them and i told him that we have been very clear from the outset that we want russia to take the path that would result in peace in ukraine, but so far at least, russia has failed to take that path. Correspondent diana magnay is with us. Diana, is this ban announced today a direct response from putin to obamas comments about these u. S. Sanctions . Reporter a response to the u. S. Sanctions, certainly. But its really a response to the fact that the u. S. Had broad ep the socalled minitsky lists which is a russians banned from the u. S. So russia has put 12 americans on its own guantanamo list. Its called names who are involved russia says they consider human rights abuse at Guantanamo Bay or somehow involved in torture of abu ghraib prison. Russia putting people on this list and positioning itself as a vanguard of human rights possibly to keep allies like germany on the side who are having their own problems with countries like the u. S. At the moment as a result of this spying scandal. Russia isnt really the one who can champion human rights so interesting it is trying to on this instance. How much worse does this make the relations between u. S. And russia . This seems its taking it up a few more levels. I dont think the sanctions really do anything to aggravate relations. They were already pretty bad. At the same time, its what u. S. Officials cause a deflection of russias possible implications of anything involving the investigation. Sam power and president obama not saying they are responsible but they have implications for the support for their separatists. They say as the evidence comes forward, as this happens, president putin is not going to be able to keep deflecting this. He has to have some responsibility. I do think that relations between the west and russia are going to heat up as this investigation plays out. President putin will not be able to sure shirk his involvement in these separatists and why secretary kerry today spoke with Foreign Policy lavrov calling for a immediate ceasefire and saying russia needs to put the pressure on the separatists to allow an independent investigation and allow those access into the crash site. Diana, what country really would have any leverage over russia . Reporter well, there is nun one who mr. Putin to like to knit has leverage over him. As i mentioned, germany is an important because because germany has such big business interests with russia and also key in blocking tougher sanctions against russia. But four german citizens were lost in that plane so germany plays a big role and popular opinion in russia is very much behind mr. Putin and it has been really since the anextization of crimea. You can sense a bit of a shift and even in the Dutch Embassy flowers laid out and people asking for forgiveness. Who is responsible for shooting down a Malaysia Airlines plane over Eastern Ukraine . Prorussian rebels said they did not do it and Ukraine Forces are singing the same tune. Evidence at the crash site could provide answers, but has some of that evidence already been destroyed . Plus, getting to the evidence. One observer calls it the biggest crime scene in the world. Debris scattered for miles. But they are also having trouble getting to all of the areas of the scene. Could that jeopardize the investigation . The ironic twists of fate for two families. One was supposed to have been on the doomed plane. The other family losing a loved one on flight 17. They had another loved one aboard missing Malaysia Flight 370. Wile they are mourning we are hearing prorussian rebels in ukraine saying his forces didnt shoot that plane out of the sky and comes as ukraines Prime Minister repeated today that he believes, quote, someone welltrained, end quote, fired a missile at flight 17. A short time ago, Malaysian Airlines issued their latest list of 298 people from 12 nations who were on board that flight when it was shot out of the sky over Eastern Ukraine. We have learned 80 children are among them. As well as top hiv aids researchers, students, and a malaysian actress and her husband and baby. The victims came from around the world and had all kinds of hopes and dreams. Dutch authorities have sent a team of at least 80 police to visit with families and gather dna. Dental records and other information. International observers at the crash site say they heard gunfire and explosions near the scene today and just a short time ago, our team on the ground says they saw bodies being loaded into military vehicles. The Ukrainian Government is accusing pro russian rebels of removing more than three dozen bodies and destroying evidence. The takedown of flight 17 made even more devastating by complications of war. Some are moved by body trucks and some saying the rebels have allowed access to the victims and others have not. Our chris cuomo cohost of cnns new day is at the one of the crash sites. Chris, what is the latest there now . What we believe were ukrainian authorities. They didnt want to answer any questions. It was intense environment and time for us to go. Its getting dark here and there is a curfew and if you dont get back to the town of dannet by the time of curfew, they wont let you in and you are stranded in a very bad situation with really no way to keep yourself safe. A big part of doing this job is doing it the right job which means moving safely. They were definitely loading bodies. Whether or not they have found all of the bodies is difficult to tell because its such a potentially broad area that they have to search. Remember, fred, you know, the plane being at 33,000 feet and falling from that altitude, they calculated it could be well over 20 kilometers of the debris field but they were finally giving the bodies a modicum of dignity and getting the bodies out of there and there were dogs in the area and the temperature, et cetera, to get these bodies moved, let alone have them identified and given back to their loved ones. Chris, the area where you were and at least last we spoke because i dont know if youve moved to a new location there was the tail of the plane in the backdrop behind you. I wonder what is the next debris that you see . We were in a very concentrated area. The tails there, a big section of wing there. There were a couple of other places of fuselage. There seems to be a huge portion of the cargo area, the cargo bay that burned apparently. A big burn field there. There is seeding in that area. There are all aspects of the aircraft. Turbine components that would come from the engine. Im not saying that all is somewhere else. This is about being thorough and why experts in this. If you want to make a case of international proportion, especially if it has a terroristic element you have to know what youre talking about and make it in a way that is compelling to all parties involved and to the International Community. The more the scene is corrupted and the more holes there are in the theory, the more difficult that becomes. Youre in an area where there are farms and then in some of the video we are looking at right now, you cant see it but we can. It shows someone who has near some luggage. Passersby or People Living in the community are you witnessing them taking things or trying to organize materials thinking they might be helpful, or is it more sinister in some much people involved. In moving things . People trying to be helpful. I dont know what happened before we got here but the locals and minors were asked to volunteer. They were trying to be helpful. I didnt see anybody stealing, but ill tell you the evidence of what you dont see is very concerning. Ive been at crash sites before. You see peoples personal effects and you see their cell phone, their wallet, their purse. None of any of the things that you would assume to be valuable are there. You see luggage that seems to have been randomly repacked and that is a cause for concern obviously in terms of looting. I cant tell you i saw any, but i saw evidence of things at the scene that certainly raised questions about the integrity of the site. Also you remember, again, the overlay of this is why did this plane come out of the sky . Assuming it wasnt an accident and assuming it was intentional because it was mistaken as a part of a conflict or it was intentionally targeted as part of a conflict and that conflict is hot, fred. These people are very ready to be violent. There are great signs of artillery usage and guys firing in the air. People are very much on edge here. Very active debris of war fare. Chris cuomo, thank you so much. We will check back with you momentaril momentarily. We know the number of victims of flight 17 in terms of where they are from representing 12 nations. But how thorough will the investigation of this tragedy be . Heres what malaysias transport minister is worried about. The sdretiintegrity of the site lets talk more about this. Cnn aviation analyst peter goals and barry pavlol a former National Security counsel official. Peter, how concerning is it to you about how this evidence may have been tampered with, how it has been moved . Whether it be, you know, just to help out or whether it be of sinister, i guess, intentions . How does this complicate the investigators job of trying to gather their own evidence . Well, it complications it greatly. All you need to see is the activities that chris has been reporting on and you know those involved are doing everything in their power trying to with the evidence and what is needed is the investigators need to get on the ground and they need to get on the ground in an organized way. And i think, the International CivilAviation Organization needs to step forward. These folks need to get on the ground immediately they need to say. What is standing in the way of that . There is a question of safety and its up to the ukrainians and frankly the russians to guarantee safety in that area so the investigators can do their job. You can tell the a missile going off in proximity to an aircraft, we tested that sort of thing after twa 800. It sleeves distinctive markings and holes in the aircraft have bits of missile in the hole. We can test that. If they are moving wreckage and moving individuals and if they are trying to steal the black boxes, it compromises the investigation. So i wonder, barry, if those markings are removed, then wont satellite imagery help substantiate the use of a missile at what time and from what direction . I dont know if we had the satellite coverage. I havent looked at those details. I know mr. Putin is good at one thing. He is a former kgb officer and the propaganda war has already begun about this tragic incident and its going to continue. So i think no matter how much evidence that the western nations gather and show, i think russia will always spin a different tail because putin has been playing a twopart strategy through this whole ukrainian crisis. Number one, being very open, diplomatically and engaging and calling for ceasefires sort of playing the game, but always, number two, a covert set of activities. Special forces, intelligence operatives, training some of the local people in Eastern Ukraine. To me there is no doubt that there are russian intelligence operatives that have been significantly involved in this, but i dont think in the court of Public Opinion russia will ever agree to change its strategy or to change its story. So then, peter, often investigations like this involving downing of a plane, eyewitness accounts are so important in evidence gathering and in this case, given that this is a hostile region, its likely that many of the eyewitnesses will be reticent to say anything because of the sheer intimidation. So is it likely to just remove that potential element from the evidence gathering . I think it will. The reality is an eyewitness accounts is that if you dont get them almost element after the event, their assistance to the investigation diminishes greatly because they are influenced by who they talk to, what they read, what other people are saying. So i would say, say, the eyewitness end of this investigation is just about over and that its going to be a technical investigation and metallurgical investigation. Thank you both. Still to come, fingers are pointed at prorussian rebels for the downing of this flight 17, but russian president Vladimir Putin is facing his share of criticism from around the globe to inside his own country. More on that. Vladimir putin is calling for a thorough and objective investigation of the crash but putting the blame squarely on ukraine for the downed airliner. He is facing enormous pressure from inside his own country and international. Brian todd explains. Reporter Vladimir Putin responded to this horror in predictable fashion by hunkering down and deflecting blame toward ukraine. Translator this tragedy would not have happened if peace on that land or if southeastern operations in ukraine had not be renew renewed. Reporter u. S. Leaders are blunt. Place a heavy burden on the man in the kremlin. He has the most control over that situation. And so far at least he has not exercised it. I think he is responsible. Reporter an lisalysts say ie immediate aftermath of the crash Vladimir Putin is under enormous pressure. This is one of the most difficult situations that Vladimir Putin has faced since first becoming president in 2000. Reporter of his most powerful partners, germany is pressuring him to pull back his support of prorussian rebels and china isnt saying anything. Analysts say his only visible supporters ain the aftermath of the crash is assad or castro and it could get worse. The consequences for putin if he interferes with the crash investigation, if he doesnt ratchet back tensions with ukraine . The consequences are very severe sanctions. For example, the west could cut off any access to the russian Financial Markets from any financing from any loans from the west. Reporter but experts say putin is under pressure inside russia as well from hard line nationalists who want him to take back some of ukraine. He has already come under pressure from them because they say he allowed the Ukrainian Military forces to take back one of the major cities that was under investigation. Reporter all prompting the question how will this man who hates to be painted into a corner respond to all of the pressure . His unpredictability there has many on hedge. Analysts say putin could get more aggressive with ukraine and he could ride this out and deescalate with ukraine. One thing they say he is not likely will do is bring whoever fired the missile to justice. A trial or any proceeding like that might reveal hardly information about where they got the weapon. It was way off course and wasnt like this plane which was flying in a route that commercial planes had been flying to for quite a while. The russian jarvelt military planes, it was dark at night, you couldnt see whether it was a commercial plane or actually was reconnaissance plane which we had been flying near that area as well so it was completely different. The reaction of then president reagan and now president obama because president reagan, like obama, denounced it, but basically said we have to get the International Community and we have to act in a very calm, you know, but firm manner. And i think the great irony of people are saying, well, you know, obama ought it act more like reagan. He is exactly right. Lets have an investigation. Lets get the facts. And what has happened here is this is so horrible that the International Community, except maybe for the United States and some of the Eastern European countries, had been ignoring ukraine. Now people are saying, wait a second, we have to do something here and i think youre going to get much more support for the sanctions that ironically president obama put on the day before this happened. When you say the film community, is that compromised now of the 12 nations represented by the victims on board that plane . I mean, you know, how does this Coalition Get assembled . Well, what happened, for example, obama put the sanctions increased the sanctions the day before this happened. The europeans were somewhat lukewarm and they were worried about losing their Energy Supplies from russia but when you see all of these european their population will say to their governments, you got to do something about this. And i think that is even the australians who were upset because they were having that aids convention down there, saying, putin, dont come to the g20. If you cant in this world today, the economies are so interconnected and as ambassador pfeiffer said in your runup if they get cut off to the worlds financial system, this could hurt. Look at what has happened, for example, in iran. So then with this international, you know, Community Support or at least everyone being on the same page to apply some pressure here, if some of that pressure is targeted toward Vladimir Putin, the russian president , and the demanding made that he can deescalate the situation is that the kind of leverage its going to take to get a putin to respond . Oh, very definitely because of the fact that while, you know, some folks in russia now are saying we got to take back ukraine and sort of, you know, resemble the soviet union, the quality of life in there is not good and if it gets worse, their economy has already i mean, the value of their, you know, currency has already declined. They had to cut a deal with china for energy which really was not favorable to them. And i think, you know, those people are going to put pressure on putin. A lot of them are his friends. But they can only degrade so much from the air so they are going and specifically looking for not just caches of weapons and rockets which are being fired against israeli but they are looking for tunnels. The tunnels are used in a number of ways, it is said that hamas uses them one, infiltrate into israeli and, two, hide weapons. They go after them by blowing them up or, in some cases, going in with heavy earth moving equipment and why they have to go in and do this on the ground. So the lighter pieces fell off the plane and almost fluttered to the ground. When i see some of the pieces of the air frame or the wing, they look untouched but, yet, also what the investigators will notice is that the plane, as it came in, the body of the plane, the bulk, the mass of the plane went the farthest and had the most momentum and had the fuel in the tank. The plane technically wasnt on fire on the way down because no smoke to the way to the initial explosion that we see. There is a lot that these guys are going to talk about. The lighter pieces fell down first and the heavier pieces went farther but this means that the air frame, the fuselage, everything was torn apart violently and came down in so many piece and why the debris field is so big. So that smoke, that plume of smoke that many people recall seeing that fuel tank that it really exploded upon impact. It did. As opposed to exploding in the air . Yes. And then, you know, the fire continuing. Right. Miles obrien pointed it out and spider marks pointed it out that there was not this line of smoke on the way to the big explosion. The explosion happened almost all by itself right as the fuel tanks are gone. The fuel tanks were very fuel. This plane was only a third of the way if not less than that. For a 12hour flight.
