Thats not a river, its a freeway running through houston, the nations fourth largest city and today houston is cut off and floodwaters swallow interstates and major roads and schools are closed and Public Transportation shut down and the worst may be yet to come. Here is a reminder of the breathtaking surge in houston. 150 calls for help in a twohour timeframe in just one county outside of austin the numbers are another cruel measure, and 12 people still missing in hays county and little cause for pop tau misam. One survivor watched in horror as his home broke in half and his wife and children vanished in the raging floodwaters. Lets get to jennifer gray. Good morning. Reporter good morning, carol. We are seeing the scope of the devastation. Now that there is a little daylight you can see the blanco river just behind me raging past. In fact the floodwaters rose three times the flood stage, and can you see on the other side the banks and the trees that are completely bent over and the water got that high. Lets whip around here because i want to show you the river rose 43 feet and hills on top of here usually fine and this home was completely washed off of its foundation. 200 to 300 homes destroyed in this area, and unfortunately, 12 people are missing. This morning, recordbreaking and deadly floodwaters continue to wreak havoc across Central Texas and oklahoma. The challenges are not over yet and there will be more rain to come. 40 counties throughout texas under a emergency declaration. A dam unable to hold the historic amount of rain and flooding a highway. Its not over and the rain is still here. Family members decembersperately wait on dry land. As rescues continue by air and water, and the National Guard called to rescue 13 people including three children trapped in a rental cabin in southeast oklahoma. The water came up quicker than expected and the road washed out and we couldnt pass by it. In texas, around a dozen people still missing, including two families with children. When he was not there i knew something was very wrong. Julie shields recalls the last phone call she received from her sister. Call mom and dad. I love you, and pray. Along with her husband and two children inside her Vacation Home was swept away by the floodwaters, and her husband found 12 miles away says he tried desperately to save his family but the cabin split into. She is with her babies and she always will be in heaven. We know that as a family. She was at prom at her date dancing and laughing next to her. A car stalling out in high waters just a couple miles away from her home, and she called 911 and her father but it was too late. They were not able to find her until this morning when crews were out there. She has her place in heaven and they will meet her again soon. Reporter its times like these you remember people die in flooding more than anything else. Scary how quickly the water can rise when you are dealing with a flash flood. We should stay mainly dry today and tomorrow but its not over yet because all of the water is flowing downstream, and thats where we are seeing the massive flooding pictures out of houston this morning. Thank you so much. Lets head to houston right now. Highways submerges and the fastrising water gridlocking traffic overnight, and drivers stranded since 11 00 last night. And the mayor and joining me on the phone. Welcome, mayor. Thank you, and good morning. I know you have a tough job on your hands today. How many people remain trapped on the roadways do you think . We are not sure. We had 130plus high water rescues last night, and now with daylight mostly we have cars bobbing in the water. I think we have gotten those folks out. We are actually experiencing a twostage flooding event. Last night was torrential rain you know 11 00 to 1 00 say, and lots of folks on the road, and low water areas or highwater areas and low spots on the road just filled up and a lot of folks kept driving as the water was rising. A different situation today, and that is that were the narrow point of a big funnel and theres a lot of water moving through houston in addition to lots and lots of rain that fell on us last night and so the rivers that run through houston, and thats one of our defining features are all at capacity and several of them are at full flood, so we have two areas of houston that we know we have a lot of homes underwater and the water continues to rise. Mayor parker i know there were curfews put into place but should there have been a travel ban instituted . Much of the city is fine and were generally, if you are in the area and know your way around this area you know where the bios are, and we give regular updates on freeway situations. But mayor, people are still trapped in the Toyota Center and cant leave . Downtown is not underwater. They can leave the Toyota Center, and whether they can get to their homes, i cant answer that question. I was at the Toyota Center last night with those folks, with our rockets playing the Golden State Warriors and i was there and most of the folks there made it home but, again, across the area again, mayor, there are still people at the Toyota Center, and if they cant get to their homes, maybe that game should have been canceled . Well i dont know to say to that. Flooding did not occur prior to the game. We did not have we had no problem, and a vast majority of the folks i dont know at this point there are anymore at the Toyota Center, and we have shelters for those that cannot reach their home but downtown in the immediate vicinity of the Toyota Center is high and dry, and was last night. Were going to talk to somebody that is still supposedly trapped inside the Toyota Center soon so apparently there are people in the Toyota Center. I want to comment with the phrase trapped in the Toyota Center downtown houston is in no way underwater and the Toyota Center was not in danger. We had a torrential downpour as the game was ending and a lot of folks were asked to stay until the rain let up and there was localized street flooding. Very different and very significant event today, which is the bios cresting the banks. This is unprecedented for houston and you have not experienced this before . Respectfully yes, we did in Tropical Storm alison in 2001 and the worst flooding in houston history. We had some 30 inches of rain in about a 24hour period and much of the area that is underwater today and in fact a vastly large area was under storm because of Tropical Storm alison. Because we have so many bios running through the city in a significant rain event, we have street flooding, what is rare is to have property flooding. These images taken through minutes apart, and chad meyers is in atlanta, and you heard what the mayor said but this kind of rain is unusual for houston, right . Four inches an hour in anyplace is unusual, absolutely carol. This is what the map looked like. This is radar accumulation as of 8 00 at night. Downtown you talk about the center. Not much rainfall a couple inches of rain, and houston handles that every time, and watch what happens in the next 30 minutes, and all of a sudden areas with six inches of rainfall and then two hours later, up towards the bayou she was talking about, it all happened in three hours, and it rained all night long. And here is the bayou i am showing you right now, down here at 8 00 at night it was eight feet deep, and later that night it was 36 feet deep in two hours. You cant imagine a river you are looking at it it goes up 28 feet in two hours . I dont care where you are, kentucky louisiana, houston, you get a river to go up 28 feet in two hours, people are going to be in the way, and they are still in the way, obviously. Trucks not going anywhere and cars underwater. Here is 3 00 there could be flooding here in the city i am talking to you from atlanta, georgia. Two or three inches of rainfall coming down per hour in atlanta, and one more spot detroit, michigan cleveland cincinnati and there could be Severe Weather today up there. In baltimore as the city struggles with a surge in violence outrage over the governors plan to spend 30 million to build a new youth jail while cutting city schools. The demonstration comes as we learn that 35 people have been killed so far this month. Its the deadliest month in baltimore in 16 years. A spokesman for Stephanie Rollins blake hopes police will be able to stop the crime, and the officer says one reason could be in part from his words, cops stopped being proactive. Where is morale for the Police Officers . In the suer. Its down. The worst of the worst i ever seen in my career. He says the spike in murders and gun crimes here is the direct result of a coordinated police work slowdown. Why do you think theres an increase in the murder rate and numbers of shootings in the town . Officers stopped being proactive. Not talking to the community . Stopped being proactive. The murder rate skyrocketing guns being fired here in even bigger numbers, and nonfatal shootings up at least 66 , and the killings and shootings not limited to west baltimore where riots broke out last month. And crimes have seen the most serious crimes on the rise. At a recent gathering limited to local press only and there was an issue that some officers exist only in the Police District where they were experiencing the problems. We are making very good arrests and doing searches and seizures so throughout the city the organization is doing well. What i have a concern about in talking to officers the epicenter of the rioting, its the Western District. This officer who is not in baltimores Western District say they lost confidence in leadership protecting them. We are just going to back each other and no more calls for the dispatcher. What commanders tell you its in one ear and out the other. No walking beats and no investigation, just responding the bare minimum of policing and only the serious calls get immediate atensions, and some calls go hours with no response and when they do respond, they go in pairs, three and four officers per call, their own safety. We have to have each others back. The officer worked the recent protests and looting and violence the darkest day this cop has seen. On one score, the officer agrees with the protesters. What do you think about their claims is right . Well Baltimore City has a certain mentality. They dont care about moving violations, they want arrests. And the commanding staff believes arresting people is a way of detouring crime. This officer looking for another job says things are so bad only one thing will change. We dont believe in commissioner bass or his staff and we want them to go. If you need an example where there is no trust between the community and city leadership and police it would be baltimore at the moment. Peace actaivist and host of listen up, tpraupblgy. What do you make of the Police Slowdown . It comes down to trust. I think we are seeing a breakdown in the Police Department in the morale of the Police Officers in baltimore because the community has lost trust. We heard the commissioner has said now for routine stops, they have to allocate the resources, and people are really commute nicing the police, and i think it comes back down to the fact that our city baltimore, my city has lost the trust in the Police Department here, and at this point there has to be some dramatic changes that need to be done. Before we get to that you know, its vice versa, because why should police go out of their way to assist the community that they feel is out to get them . Because thats their job, carol. I think at the end of the day, the police are sworn to an oath to serve and protect, and everybody is not going to like the police however if the police operated on the basis of truth and justice, they dont have to worry about people getting in their way of doing their job, and if the police operated in a better moral conduct and a more engaging manner as the officer said with the community, then the community will start to make changes. At this point its an us against them mentality, and its justified, absolutely justified. Even on the polices part because they would say why should we go out of our way to make a difficult arrest when we may face charges and nobody will stand up for us including the commissioner and the mayor . The police have to be very cognizant the time they are living in and all across the Country Police brutality and misconduct is the hot button topic, and they cant walk in a vacuum and assume nobody is watching or listening like in the past. This is a new day, and especially for Community Police relations, so at this point, the police have to know that you have to do your job and you have to do your job well and you have to do it professionally and most importantly you have to do your job based on an honor code that you say you are sworn to uphold and up lift and if their honor code is not present in your job, then you are going to get backlash and thats one of the things that we are seeing after freddie gray and even at this point . Here is the thing, gun crime spiked, and homicides are up and if the community doesnt want police in their face shouldnt they get out there and find a way to kind of stop it . Shouldnt the protesters be in those communities pushing those intent of committing violence out of the neighborhood . Absolutely. Why arent they there . Well you know what we are doing it in an alternative manner. At this point we are talking about building those relationships not just by those impacted by violence but those who are bystanders of violence, and some perpetuating violence, and we have to do a whole listic approach to policing. I understand that and some protesters are out protesting the governors cuts in education, and i understand that and thats important, but why not go into the neighborhoods and protest the criminals running rampant . The black community in my city, we understand that we are hit with two threats, we have an external threat coming from the Police Department and then there is also the internal threat dealing with those, the members of our community, so we are fighting on two fronts to make sure our community is well sustained. I think that if we bring in certain individuals and certain organizations and groups that have a track record of working within the community and built in those new relationships, and we start engaging the street organizations and getting to the churches and faith organizations and the mosques and whatnot, and if we start looking at how we have all of these resources in the community, and theres a small number of young people or people that are in the community, quote, unquote, being the troublesome group, and there is a small number. Baltimore, we want to live in a city that is safe and we are not a city that wants to continue to lang wish in violence and arrest. You have to show a spirit of love and unity, and we are trying to rebuild our community and we are going to do that and are working to do that but the Police Presence has to be more of a support effort versus coming in and imposing the will of Law Enforcement on the community. According to iraqs defense minister vast operations are underway and they are trying to deliver Anbar Province from the grip of isis and its believed iraqi troops are now surrounding ramadi from three directions, and all of it happening after ash carter sold cnn in an exclusive interview that iraqi forces showed quote, no will to fight when ramadi fell into isis hands. In the meantime Vice President biden praises the iraqi troops. He is at odds with the comments that they turn and ran. Its not clear for us why such a unit which is supposed to be trained by the americans for years, and it supposed to be one of the best units in the army. Iran piled on pointing the finger of blame at the United States too, an iranian general saying quote, mr. Obama, how far are your bases from ramadi, and you established a presence in iraq on the pretense of supporting that nation but you did not do a damn thing, end of quote. General williams i want you ask you, iraqi forces have ramadi surrounded on all sides. Do you believe them . Well you know, thats very possible, carol. Since ramadi was my headquarters when i was with the Second Marine Division i know the area quite well and certainly they could very well be positioned around the city you know and the conflict i guess between secretary carter and the Iraqi Defense minister you know kind of bodes for maybe lack of coordination between what are two nations are trying to accomplish and then obviously iran has complicated it by the conversations they are having. I think what everybody should still realize is that in mostly a sunni area which is mostly arabic and the shias which are mostly aligned with the persians the iranians to me its a slash of civilizations, and ultimately until you resolve political issues the military fight probably will not be settled very soon. Well resolving the political issues i am not sure that is possible because it has not been possible for decades and decades, or maybe hundreds of years, aaron . Its a very long movie, carol. We got back into iraq in order to basically try to contain and ultimately defeat, to use the president s words, isis or isil or whatever you want to call it. The military piece of this is going to go back and forth, i suspect, for a very long time because its undermined by the political factors. You have a shia Prime Minister who i think wants to do the right thing but is fearful of impoe wurim empowering the sunnis in anbar, and you have an Iranian State which has a Natural Advantage in geaugaography and demagoguery. You have a shia in baghdad that wants to maintain to a shia bridge lidge, so what do you do . How do you build and create a coherent and stable governance which ultimately is the only state to deal with isis. We are trapped, carol, in a conflict that we cant transform and sadly we will not be able to leave, and thats going to be the dilemma, not just for this president , but for his successor. Yeah. General, i will go back to you, do you agree with aaron . Is it an impossible situation . Will it be the United States role to go back into iraq and protect the sunnis forever . I agree with aaron that certainly its going to be a long drawn out affair and certainly the history in the region indicates that and i think when we start looking at the way we build strategy in the region if the United States sees this as something that really affects our National Security its important that the United States has presence, and ultimately its about leadership, and if the United States is going to lead i talked to the region every day, all around the gulf states and so forth, including some of the forces that we dont necessarily want to talk to but at the end of the day everybody tells me they are waiting for the United States to lead and thats what i think this really comes down to is what is the leadership here . Many americans dont want to spend anymore money on the war, and certainly when i was there we were spending 12 billion a month, and its a large ticket and we you know we lost nearly 6,000 men and women, and so nobody wants to make that commitment without a clear end state of what the situation is going to be. But thats really driven by the political state of affairs. Aaron, i will ask this last question to you. Everybody wants the United States to lead first, and why does it have to be the United States leading, because iraq is important to the arab world, right . Is there anybody else that can step up . I think you know the answer to that question no, and that doesnt suggest, however, the United States is an indispensable ingredient for creating the new iraqi and one day the new syria. Thats a bridge too far. We have seen that movie and it went on for a decade the two longest wars in American History and i noticed the other day that in afghanistan, the Central Government is now relying more and more on afghan war lords and militias to deal with a surging taliban, and thats what essentially is happening in iraq. If the iraqi army cant do and you will be forced to rely on iraqi militias those independent of iran and frankly controlled by iran and thats going to be a hard pill for us to swallow. I joined may of 1990 so that was ten years later, but it has been an amazing ride. I think its fair to say, as i like to say all the time cnn has literally changed the world, the way the world gets news and we created the 24 7 news network, and ted turner deserved a lot of credit. We learned in the first gulf war there was enormous restrictions on what the press could do, and we had reporters and photographers and producers that remained in baghdad in 1991 when three of our reporters, bernie shaw and john and peter arnett they were there and willing to risk their lives literally because the hotel where they were staying, it was in the crosshairs, and the brass and leadership told our leadership at cnn to get those guys out of there because thats not going to be safe and that was one of the targets, and they were willing to take the risks and they stayed behind and we were the only the News Organization that stayed behind and covered the war from inside and the whole world was watching. What sticks in your mined as the most memorable moment . I want you to talk personally about this. The most memorable and powerful and poignant moment for me was on 9 11 when i was here in washington and all of a sudden we saw what was going on in new york and we heard about a plate go into the pentagon, and i was trying to drive downtown from my house and get to the cnn bureau, and i originally wanted to go to new york but there was no way to get to new york and i started understanding the enormity of what was happening and it was a powerful moment. We stayed on that story for a long long time as we obviously should have and i am sure carol, you remember those days as well. I was working at a local station in washington, d. C. King died earlier this month under hospice care. His cause of death is listed as dementia resulting from a series of strokes but kings daughters claim the singer was poisoned. They say that king was kept away from the family and gave medications to induce diabetic shock. A lawyer for the women said this. They did not see their father die. They didnt see him for a week before he died. They want to know and be at peace. If everything is on the up and up fine. They know that and they can go to their grave knowing their father did die peacefully in his sleep. Joining me to talk about this paul callan cnns legal analyst analyst. They are alleging murder. Its shocking. The attorney drafted this affidavit which essentially says his Business Manager and personal assistant committed murder by poisoning him to death. They just want to find out what happened. Inducing diabetic shock you would have to give him an extra dose of insulin. Poison . There doesnt seem to be anything in the affidavit that indicates a supportable murder case here. When you make an allegation like this the coroner is still involved in the investigation. The body is still available. They most certainly will do a toxicology run to test the theory. The family has a right to do that even though the executor of b. B. Kings estate isnt a family member. They have a right to request that the coroner do it. If they want to supersede the rights of the executor of the will they would have to go into the court with a petition asking that the body be separated and that an independent expert be appointed. Im not so sure that they would get it on this affidavit, which is very weak. Of course we would have to see what the coroner had to say. If a toxicology report has been done and it doesnt indicate anything out of the ordinary, i dont think theyll get it. 11 kids here. He had 15. 11 are still alive. Multimillion dollar estate. I suspect this may be the first of many battles among many children for his multimillion dollar estate. Lets go back to the cause of death for just a second. Doctors said he died from a series of small strokes that were caused by his having diabetes for so many years. He had type 2 diabetes. A terrible problem for him all of his life. Why would they put that as cause of death if they werent sure . Well i mean doctors do theres a certain element of speculation about cause of death in the absence of a very detailed autopsy. We dont know enough background to know whether the medical doctors did an autopsy at the hospital whether the autopsy will be done strictly by the coroners office. Its really premature for us to know whether thats based on good medicine or a little bit of speculation. When someone is 89 or 90 years old, a lot of times they just say, okay heart attack diabetes old age. Theres not a lot of investigation that goes into it in the absence of an allegation.
