President and john borten argued about last night the president got pushback from several others on the idea hosting tleeders of the taliban at camp david. Several inside the administration and outside the white house you saw it spill out into public view. It was john boltons pushback that urged the president so much that led to a litter disagreement last night that led to john bolton showing up to work this morning is now no longer the National Security adviser weekend with wait the next one next week. You heard secretary of state mike pompeo given the grieving scheduled ux bolton was supposed to participate alongside the secretary of state and treasury secretary, and he was almost grinning at some points when talking about john bolton saying there were certainly things that the two of them disagreed on that were pretty well known. Even though cnn reporting shows those hostilities between the two broke out to the open in recent weeks. They werent speaking for a short period of time and then not really speaking outside of formal meetings here at the white house even though back in the day the two of those men along with Vice President mike pence were ideologically align and issues. When bolton slipped in the president s eyes pompeo started to distance from the former National Security adviser. Tensions brewing. Bitter conversation between the president and bolton. Continue connecting the dots here. Thank you. Go to the state department. Specifically with this relationship between secretary pompeo and ambassador bolton what are you hearing about these two . Reporter we know that they had disagreed and secretary pompeo was asked about their disagreements during that briefing at the white house today and he acknowledged they had disagreed many times, but what secretary of state pompeo dp there in the White House Briefing room was demonstrate that he is on team trump. Now, there are two narratives now about, did National Security adviser john bolton tell President Trump he was going to resign, offer his resignation, as he said in a tweet . Or did President Trump ask for his resignation, as trump is now saying. Now, secretary of state pompeo landed on the side, no shocker here, of his boss, the president of the United States saying that it was trump who asked last night for bolton to resign. So those dynamics are still being figured out, but what we are following here is, what are going to be the changes in trumps National Security, his Foreign Policy agenda as his biggest iran hawk is leaving . Now, secretary pompeo was asked if theres a possibility that president rouhani and President Trump meet at the end of the month. Theres going to be the u. N. General assembly taking place in new york city. We know that President Trump has said he wants to meet with iranian leadership, and pompeo said, sure. That was possible. So even as this administration is keeping up its maximum Pressure Campaign on iran, its notable that bolton is leaving. He has been the one pressing for that, and secretary pompeo who is an advocate of whatever President Trump wants to go forth with is the one who is left standing here, and hes going to be continuing to push forward the agenda, but, of course, theres some questions about how disjointed the Foreign Policy is going to be without a National Security adviser. Trump will name one next week he said but we dont know whos going to come in and the list is pretty short. There isnt a long list of folks weve heard that are up and possible to fill that job. Okay. Before we talk about the fourth, thank you very much for all that. Lets get smart analysis. Two of the best women at cnn with me. Jamie gangel and dana bash. Two the two of you, jamie, you have scoop, color, what happened . Follows this the last couple weeks as its been getting worse and worse, and ive been told repeatedly last week that bolton was on thin ice and it was getting thinner by the day. His relations with pompeo were strained, but the real problem was, as a friend of his said, they were surprised it didnt happen sooner, because he is like a bowl in a china shop. Which bolton. Bolton. Fairly put. And his relationships with the president disintegrating. The latest thing the president wanted someone to go on the sunday talk shows to defend him, and he would say, why didnt anyone go on and defend me . And bolton said, well i didnt think it was confirmed, and it turned out that according to my source that bolton backed out of it. Oh, wow. And the president was furious about that. So i think its something thats been building, and then with the taliban and the meeting in camp david, it exploded. Yeah. Just to build off that great reporting that jamie has, i was told this is in keeping with what kaitlan and others on the White House Team saying, before coming on with you i was told it was really the whole situation with camp david. Not just it fell apart. More importantly, somebody who spoke to the president about bolton, that the president is convinced it was bolton who was leaking to the press, saying bad things about the president , about his approach to afghanistan. The notion of having the taliban at camp david, which obviously, this is something that bolton, who is historically a neocon thought was a terrible idea. It is one thing to have disagreements in private. You actually hope that happens, that theres a healthy debate on policy, but that this was the final straw, and then, of course, there are other issues just about personality and another source told me that this is that bolton has a style that, and tactics and bravado that has irritated the president. Other senior advisers for some time. Because we know of our teams great reporting and including jamies most recent butting heads with the secretary of state, on policy, but also personalitywise im told bolton kind of was acting like a secretary of state, traveling by himself, getting his own plane, having too many staffers, things like that. Got it. Sounds like hearing differences of policy and a personality clash, but obviously healthy to have various opinions. I think the president realizes, you know, probably fine, right . Having various opinions or people disagreeing in front of hill. Seems to me, you locked in on this. If it spills out into the public sphere, that, you know, people disagree with how the president feels, whether its having the taliban talks at camp david or went on to mongolia rather than dmz months ago. The fact thats reported on by the press seems to me absolutely. This is, look, a guy, john bolton, who is a known commodity, and we were kind of joking internally that who would have thought that a neocon with a brash personality wouldnt survive in the trump Foreign Policy administration . No one. You said surprising it hasnt happened earlier. Lasted 18 months. That might have been exactly. A record. Exactly. Having said that, we all should take a step back and you alluded to this. This will be the president s, the next person, whoever that person might be. Fourth. Fourth National Security adviser in three years. That doesnt happen. And the reason it traditionally doesnt happen is because the National Security adviser is a really important person. Its the gatekeeper for the president of all things, National Security, and international policy. Not only the gatekeeper but supposed to be the honest broker. Honest broker. The person talking to the defense department. Talking to the cia. Talking to the state department. Yes. And the then bringing everyone together, not trying to influence it. Just one point on resign versus fire. That may encapsulate the problem with their relationship to begin with. John bolton is calling everybody right now to say, i resigned first. Donald trump is telling everyone, he fired him. These were two very strong personalities, and john bolton just called the Washington Post and said, i will have my say in due course, and the Republican Administration official said to me, someones going to be paying him a lot of money for his memoir. More of this is going to come out. Fascinating conversation. Ladies, dana and jamie, thank you both so very much. Our breaking news, of course, coverage continues. The president s firing, john boltons resignation. Take your pick. The latest in a recent trend and joined by a legendary journalist to talk about the impact of trumps demands for absolute loyalty. President trump says he asked for his resignation, but bolton is pushes back saying he offered to resign last night. Bolton made headlines during his time in the administration for challenging the president s Foreign Policy proposals including with countries like korea, iran, afghanistan and now with me Pulitzer Prize win eiw journalist, and what say you . First of all, never a good fit. John bolton is a right wing neocon ideologue. The last thing donald trump is, is a convention the ideologue. More important, this is, perhaps, the most convincing evidence weve seen of late that we have a governing crisis under this president. A dire crisis in which the National Security of the United States is not secure because of the conduct of the president of the United States. He cannot conduct a coherent presidency, a coherent administration. The resignations of mattis, his book, mattis book, what he says about this president in the book. This is one more indication of it, and also we have an astonishing thing that appears to be going on and already bolton has called the president a liar. The thing that all of the Networks Even on fox of late have been saying about the president of the United States lying and it appears now bolton in his tweet and threats to keep going on is going to talk some about the president s lying, but more important is this whole question. We dont have functional governance for the first time in our modern history in this country because of the conduct of this president of the United States. So given that, we now need, he now needs, this fourth National Security adviser wall the aisle issues with north korea, iran, venezuela, you know, dot, dot, dot, kopg contin continuing to linger. Not just lingering, they are unresolved and dangerous and handling them in a way that is demonstrably dangerous instead of, again, a systematic conduct of the presidency of policy that relies on facts, that relies on process, that relies on expertise. This is seat of the pants governance that is not working and our allies in particular as well as our enemies have picked up on this. And we are now in were destabilized as a result of this president s weaknesses. Speaking of trump, let me set this up for everyone. Commerce secretary wilbur ross is going to extraordinary lengths to protect this president. The New York Times reports that secretary ross threatened to fire top employees at noaa on friday after the agencys Birmingham Office disputed President Trumps claim Hurricane Dorian might in fact impact alabama. Some members of Congress Calling on wilbur ross to resign. You have known ross for 30 years, over 30 years. What does this say about this undieing loyalty . Its not about wilbur ross the ultimate toady, as it were. Demonstrated that throughout his tenure at the secretary of commerce. Whats it about . Part of the same story. As boltons firing. It is about incoherence, a lack of inability to function as president of the United States in a way that is o open to fact and the problem here is, of all things, the weather report. The weather report. Putting lives in danger. Not liable because the president of the United States decided in what should have been a oneday story to correct himself and it may be not accident that the bolton announcement comes today to get this off the front pages and to lean on cnn and the Cable Networks to get the weather story off the off the because it all goes to the same thing. The president of the United States who conducts the presidency as if it were a Television Show called apprentice youre fired. But the consequences of this are now apparent to republican in a way that they will tell you in congress, many republicans, they are very worried about the stability of the president of the United States, and at some point some people besides muoo e gare garamucci, not only how they feel, but in the a craven way and many say we do not believe the president has the stability to exercise and be fit to hold this office, and increasingly, all one story that comes together including the congressional investigations, including the conduct the conflict of interests. Including the denial of fact in science, including the lying ands especially government by whim that is aimed at trumps personal fortunes, political, financial and otherwise. Thats what this presidency is about, and this is not just a question of commentary. This is demonstrable, reportable contextual fact that we as journalists need to keep our eye on this one story and keep advancing it. We will. Including, giving trump a break when he deserves a break. We will. We will. Carl bernstein, thank you. It is election day in North Carolina. Its a big doover vote in the a reliably ruby red district. This president has a long history of avoiding facetoface goodbyes. Joining us, editor at large and see more faces on your screen. Who you got . Yeah. One thing overall, brooke. Important that this president rose to fame infamy by telling people, youre fired but doesnt actually like to do it. Fired on twitter. Boom, john bolton today. And just gotten back from a trip, tweeted from the tarmac priebus out and kelly in. And veteran affairs, twitter. Rex tillerson, happened so long ago barely remember. Donald trump fires people other ways too. Keep going. Fired by letter. Remember, jim comey on the west coast in the spring of 2017 when he was informed by watching television that he had been fired. A letter apparently had been sent to the fbi and he wasnt there to receive it. Keep going. Got more. But, wait, theres more. Fired by Jeff Sessions. Andrew, contributor to cnn. Andrew mccabe fired by Jeff Sessions at the behest of donald trump and i note, let go, i believe, within 24 hours of being eligible to receive his pension after two decades at the fbi. Fired by john kelly. I said previous twitter john kelly who fired omarosa. I dont know about quibbling for that and the mooch after his 11day run. Lots and lots of ways to be fired by donald trump. Notice what wasnt on a screen . Fired in person by donald trump. Hes not big in that. How about that . And came to partial fame. Going down the firing rabbit hole, thank you for that refresher. Meantime, lawmakers are looking at how to stop more Mass Shootings like the tragedies in texas and ohio. The House Judiciary Committee taking up several gun bills to limit access to high capacity magazines block anyone of misdemeanor hate crimes buying firearms and for states to adopt referred to as red flag laws. Senate Majority Leader Mitch Mcconnell resisted bringing the bill to the senate expand federal background checks or any Gun Legislation to the floor waiting for a directive from President Trump. At the white house yesterday also President Trump awarded medals of valor to the Dayton Police officers who took out the shooter last month. Who wasnt there, says she wasnt even invited . The mayor of dayton, ohio, nan whaley. Even though, by the way, she is in washington, d. C. This week. She was at the Senate Democratic caucus lunch toyed and the mayor is with me now. Mayor, nice to have you back on. Nice to hear from you, brooke. First of all, to the news and this luncheon you just walked out of. What is the sense you have . Do you think the senate will vote on the houses background bill . I think up to Senate Democrats the vote would have happened immediately back in february. But there is a lot of interest i think in getting something done. Mayors from across the country, republican mayors and democratic mayors, came yesterday and today really talking to the senate to really share the stories of whats happening in our communities. Mayors like the mayor of parkland, pittsburgh, myself, talking to senators about how universal background checks are the most popular thing i think in politics in the entire land with nine out of ten americans agreeing on a background check, and just saying, hey, you know, get this done. Get it off the table, because people in dayton, people across the country, are hungry for something to be done. Senate democrats want it, but, again, you know, you have to reverse engineer this. They are waiting for mitch mcconnell. Mitch mcconnell apparently waiting for a directive from President Trump. Do you have any clarity . Where the white house stands . On any of these issues . Unfortunately, i dont. The mayors did we did meet in the afternoon with white house leaders to discuss common sense Gun Legislation. Frankly, they were all over the map, and werent really interested in something very simple, that the majority of americans agree on, which is background checks. What did they say about background checks . Not much. Didnt say we wont do this. Listened to us. Talked how important it was. They talked about a whole host of other issues as well. This issue we dont disagree has lots of different facets, but the baseline is background checks. Cant really do red flag laws until you have background checks. Its the base of all other sorts of efforts to make sure we have real common sense Gun Legislation that works. Okay. Since standing in dayton talking to you a couple weeks ago i have since been in another town talking to another mayor who helped bury seven of their own in odessa, texas. My question, has the nation become resigned to the fact that this is america . And what would you say to those people who do feel that way . Well, ive talked to a lot of gun advocates since Gun Legislation, working on this issue a very long time. Those new to it feels like its very hashed and no illusions how difficult this will be, but for folks that have been working on this for a very long time, they say this feels different, that there is an exasperation by the American Public that, that is a difference maker. When you have the number one item being sold is, you know, backpacks that are bulletproof for your children, it changes the conversation about how it can happen anywhere, and that nobody is safe. That, i think, is the movement were seeing hopefully something can get done here in washington. And then just lastly, mayor whaley, on i mentioned this a second ago. How yesterday the president awarded that medal of valor to the police officers, and its my understanding that you were not invited, and would like to have been invited. Can you tell me just set the record straight, what was shared with you and what was the story from the white house . Well, we certainly are so proud of these officers and the great work theyve done. Of course. And so gratedful they received this highest award they can receive from the United States. Yes. So i was in town for d. C. Doing this Gun Legislation. Tolted white house we would be happy to attend. Certainly very, very proud of these officers, and our community, and we were told that our presence wasnt requested at that on monday and thats fine. As long as they told an explanation . No. No explanation. Mayor of the town, all of those people died, and those officers heroes and you werent okay. Mayor nan whale e, keep pressing for answers. Thank you vchg. Thank you. North Carolina Special election could serve as a test tore 2020. Well talk about what to watch for this evening and what it might mean for the trump campaign. Right now voters in North Carolinas ninth district are heading to polls in a highstakes election seen as referendum on President Trump. Essentially a doover of a house race voided after accusations of ballot fraud by a republican operative. This time democrat dan mccready versus republican dan bishop. With polls showing a close race and President Trumps Approval Ratings now at a new National Poll dipping to 38 , down six points since july, the president headed to North Carolina last night for a Campaign Rally in hopes of saving this ruby red seat. The radical democrats want to dismantle, demolish and destroy everything that you gained and they will do it and it wont take that long. Your way of life is under assault by these people and with your support tomorrow, we take the first steps to firing Speaker Pelosi and winning back the house in 2020. [ cheers ] and cnns ryan nobles is covering this critical election in North Carolina for us. Set the stage for me and explain why this election may serve as a signal to 2020. Reporter brooke, already a historic election in North Carolina because they never called for a do jover in a race like this before but has potential to be historic again depending how results go tonight. You mentioned, its a ruby red state that voted President Trump 12 points in the 2016 election and hasnt been in anything but republican hands since the 60s. Democrats feel they have a real opportunity here. Dan mccready, democrat in the race running essentially two years, 100 name i. D. In the distract that starts where we are in charlotte and down the southern border on South Carolina and ends up other side of the state. Predominantly rural district a place where donald trump should run strong. Many both republicans and democrats are wondering if republicans arent able to hold on to this seat what does that tell them about voter enthusiasm particularly democratic voter enthusiasm as we head into the 2020 election . Of course, keep in mind, brooke, North Carolina is a state democrats have won in the past in president ial elections. Barack obama was able to win here. So democrats feel that even if theyre able to come close, even if mccready were to lose by one or two points that potentially could be a good sign heading into the election in 2020. Just take a step back. Remind us how North Carolina got here and how whats happened reflected on the state Republican Party . Reporter yeah. Brooke, i think a lot of people almost forgot about that at least from a National Perspective about the huge scandal that took place in this district after the 2018 election. I was here during the fallout of that race where there was a republican operative accused of fraudulently obtaining absentee ballots on behalf of republicans. Mark harris at that time that led to an extensive investigation and ultimately concluded perhaps there were enough ballots involved in the race to tip the scales. Dan mccready only lost by less than 1,000 votes and there are still definitely some wounds republicans are forced to covers as a result of that. Now, harris decided no the to run. Decided health reasons. Found a new candidate in dan bishop and hoping theyre able to put that behind them, but there are a lot of people with raw feelings from what the here less than a year ago and could see it reflected here tonight. Special coverage on cnn this evening. Ryan nobles in charlotte, thank you very much. Health officials are struggle to be solve a deadly mystery. Why are people who vape dieing so quickly . The cdc says at least 450 cases of severe lung illness across 33 states. Now the American Medical Association is urging people to stop using ecigarettes immediately. Elizabeth cohen, our senior medical correspondent here at cnn. Elizabeth, are Health Officials any closer to figuring out what is causing these folks to be so sick . You know what, brooke . Theyre not exactly sure and that sort of gets to the bakes of this issue. So many chemicals in ecigarettes, put on the market, critics say, without fully tested. Were not really sure whats in there. And that really is part of the problem. In addition, you have cigarette vaping cigarettes that have gone on the market, really on the black market and were really not sure whats in those. There is one chemical, brooke that has come up as a particular ke kevin and that is in new york tested vaping devices found vitamin e acetate. An oil. You should not be enhailing an oil. Thats at least one that we know might be causing problems. What more is the ama, American Medical Association, saying . Theyre saying, dont vape and also saying to the fda it is time, high time, that we ban the use of these flavored ecigarettes. These flavored, you inhale them and they taste like fruit or desserts or sweet things and obviously appeal to children. The marketing appeals to children, and the ama is saying, stop this. So, you know, its interesting, because michigan recently became the first state to say, all right. Were banning flavored ecigarettes. New york, same way. Interesting to see if other states follow suit, or if the fda maybe does it for the entire country. Every morning, you know, i wake up. Breathing in, on cnn. Marshals put Blane Barksdale on the 15 most wanted fugitives list and investigators say he is associated with aryan brotherhood gangs. Now suspect members of that White Supremacist Group could be assisting this couple. s in a rare interview cnn sits down with Justice Neil Gorsuch. Hearing from the justice sending a clear message to anyone who might believe its up to him or any other justice to fix politics. I say this country is owned by we the people. We wrote a constitution. Weve put down what we wanted to put in it. We can amend it when we wish and it is not up to nine people to tell 330 million americans how to live. But what if some of those people, for instance, in the samesex marriage debate said, look, there were some states that were never going to allow samesex marriage. We needed the court to step in. Well, id say to you, you can make arguments for any case you have, of any kind, about the original meaning of the constitution. It is not a justice job to do whatever he or she thinks would be good. Do you really want me to rule the country . In your book you address this and you say, under originalism, individuals dont have to worry about judges changes her writes willynilly. Exactly. If you want to change the constitution, you can do it. What is your response to people who say that takes time that take as nationwide consensus . I say get involved. This is supposed to be a republic of we the people. Youre supposed to be able to control your fate. Is it supposed to be hard to make change . Of course it is. Do we want social consensus and the best ideas . Of course, we do. It is a raucous republic and a battle of ideas is what our founders had in mind. That was cnn Supreme Court reporter arianne devog with a big interview and responded directly to President Trump putting him on the spot. What did he say . Reporter youre right, a wideranging conversation and i really pushed him on President Trumps attacks on judges, because you remember last fall chief justice john roberts, he had to issue a rare statement defending the judiciary and to some of the president s attacks on twitter, and neil gorsuch talked very eloquently about the role of judges and the rule of law but declined to call the president 0 ut by name.
