Symptoms, reactions he says, based upon, quote, fear. His secretary of defense ordered a mandatory quarantine for all u. S. Troops returning from the ebola affected nations. They are men and women who are going nowhere near the sick. The policy will be reviewed in 45 days. This is also a policy discussed in great details by the communities, by the families of our military men and women. And they very much wanted a safety valve on this. Theres definitely more nuance in that part of the story. Well be talking to our pentagon correspondent about that in a bit. Joining me on the phone, we have a doctor of the Infectious Disease society of america. Mr. Abduljah, you are working on getting into the white house to meet with the president. We heard from the president yesterday and he was saying in addition to thanking a lot of the doctors today, he wants your input. My question for you, sir, is what is your number one piece of advice or concern you plan to share with the president . What he needs to do is tampen down this threat of an outbreak of ebola here in the population and to get resources to west africa and to stop some of these crazy things that are happening in schools with people shunning other people and a lot of the stigmatization that is going on. There were two boys from senegal yelling ebola at the kids. Im going to a community tonight to talk about the stigma. But how do you, doctor, propose top brass like the president of the United States, help counter the stigma . What does he need to say to americans . I think hes done good things so far. For example, when he met with the survivors and hug the survivors, that shows that you cannot contract ebola from someone who just recovered from ebola and the fact that hes meeting with doctors that have just come back from west africa, all of that helps with the public messaging and similar to what you saw during the early hiv pandemic, that its not contracted through casual contact. And all of that helps reassure the public. We talked about the mixed messaging, the patchwork of policies. I spoke to two top doctors and the cdc can only grapple in the guidelines and you have what is happening with the military now hearing today that members of the military upon returning from west africa will be forced into a selfquarantine. So can you understand the confusion . Definitely. Its legitimate for the general public to be bewildered by the state rules and department of defense rules. Its the way that the cdc is a federal agency can issue recommendations but the power of the local municipalities to enforce their own ordinances, they may conflict and they may not be consistent and thats what youre seeing here with new york, new jersey, illinois, other states doing it one way and, for example, pennsylvania doing it another way. That makes it very hard for the general public to figure this out. We know how to stop it and we know how it spreads because of this generalized panic that goes above and beyond what is needed and that actually feeds the panic more. So its a vicious cycle. I know you are minutes from a meeting with the president. Beyond that, dr. Adalja, what do you want to hear the president say . I want to hear the president say that its a controllable disease and we stopped it 24 times before, that theres not going to be a generalized outbreak in the United States and that we shouldnt go overboard with these blanket quarantine orders without any signs to back it up. Thank you, dr. Adalja. Minutes away from stepping into a closeddoor meeting with president obama and other doctors. Well hear from the president a little later in the next hour. Meantime, staying on topic, you know about this nurse here, the nurse in maine, kaci hickox who worked with the wonderful organization doctors without borders. Hickox is taking on an ebola fight in her home state of maine. Hickox who is well, has no symptoms says she will not obey a stateordered quarantine. For her to stay home for that incubation period of 21 days. Now all of this comes after she was forced under quarantine in another state of new jersey. That made news 48 hours ago. Thats where she flew in to on friday, was forced to stay in a tent. She initially had a higher fever, said she is flushed and she says she is aokay. Poppy harlow has been following this all week long for us. The case with kaci, she may have to fight this. And she absolutely will. I mean, she gets out of quarantine in new jersey. Then there are state police, brooke, right outside of that house. They are monitoring her but shes voluntarily in the house. If she leaves and they try to prevent her from doing that, shes going to take it up with the courts in maine. She spoke out today on the today show talking about it even though the Authorities Say if you dont abide by this quarantine, were going to pursue legal authority. I want you to hear what she said about that and then well discuss more. I dont plan on sticking to the guidelines. I remain appalled by these home quarantine policies that have been forced upon me even though i am in perfectly good health and feeling strong and have been this entire time completely symptomfree. I truly believe that this policy is not scientifically or constitutionally just so i am not going to sit around and be bullied by politicians and forced to stay in my home when i am not a risk to the american public. She says i am not a risk to the american public. She said, i understand the fear but we have to base what we do on evidence. Matt lauer said what is reasonable . She said selfmonitoring is reasonable. Keeping me in my home is not reasonable because im not symptomatic. Again, she and her lawyers say if this quarantine is not lifted, if shes prevented from leaving her house by thursday morning, shes going to go through the court system and sue. This is fascinating. We saw kaci hickox on the today show this morning. And what did the governor say . He kmcommended for her work. He said, we are very concerned about her safety and health and that of the community. We are exploring all of our options for protecting the health of the community and wellbeing of the Health Care Workers anyone who comes in contact with her, the Fort Kent Community and all of maine. The police are outside of her house right now. Governor christie, as you know, was asked about this, because he could be sued. He said, get in line. He said, whatever, get in line. Ive been sued many times. Theres not a lot of case law. Youve been discussing this. Theres not a lot of case law here. Wheres the president. Her lawyer says you cannot base it on fear. Well have information about the legality of this. States have a lot of power. Whats going to happen . She says shes going to leave. Poppy harlow, thank you very much. This nurse, shes not going to selfquarantine. Beyond the legalities, what about the ethics of this . Were going to put that to dr. Sanjay gupta. Also, the nbc cameraman diagnosed with ebola, then cured, he sat down with don lemon. What he said in that interview. Hes saying what it is like in the throes of the sickness. I was just talking to poppy harlow about this nurse that was in mandatory quarantine at the airport after she came back from her work for dock ators without borders. Shes since gone home to main many. State troopers are stationed outside of her home because, according to law and according to what we just heard and saw from the statement from the governor today, she cannot leave her home until the 21day incubation period is over. She has lawyers. She says according to cdc guidelines, im going to selfmonitor. If i want to leave my home, i should be able to leave my home. Let me go to dr. Sanjay gupta who id love to hear from this whole thing here. It looks like youre at the white house for this meeting with the doctors. There you go. So just posing the question to you, as a medical professional, you have been in these ebola zones in africa. Would you stay in that home, sanjay . Well, first of all, you hate that its become so political. Yep. And theres going to be a lot of attention on that home. If she leaves her home, its going to make a lot of news, upset people and people are going to be scared. But i have to say, based on science, which is a good thing to base something on, frankly, she is in the right here. She works for an organization, dock a doctors without borders, who have been doing this work for a long time and they have specific guidelines. They say quarantine is neither recommended nor warranted for someone who is not sick or showing symptoms of ebola. And she is not. So it really, shes within her right as far as the organization goes. Ive looked at the cdc guidelines and if you look at her particular situation, they also say she does not need to be selfquarantined. They would say she has to be sel selfmonitored. But you have this collision, brooke, between science and social fear. And thats real and its happening. I was just speaking with a doctor about that, sanjay. Lets talk about that meeting. We saw the president addressing this from the south lawn. What kind of input, sanjay gupta, do you plan on imparting to the president of the United States . I dont think hes going to ask me. I think he might. Its going to be an interesting meeting. As much as what you hear as what you see. On the one hand, brooke, you have conversations about people coming back from west africa, Health Care Workers going into mandatory quarantine. On the other hand, you have people returning from west africa who are going to be sitting at the white house with the president of the United States. Just the optics alone is something that they will talk about for some time. I expect him to offer some comfort in terms of the social fear and sort of emphasize the science that the cdc, the centers for Disease Control and prevention has put forth. Now, its a tight rope walk for him. The department of defense, particularly the army, has different sort of policies and recommendations that they are employing for their own troops. Its going to be different than what the cdc is saying and hes the president of the United States. Its going to be interesting to see what you says about that. I asked that question because he said it yesterday, that he plans to thank all of these doctors for all of their wonderful work and also plans on getting your advice, sanjay gupta. Deal . You got it. Dr. Gupta, thank you very much, at the white house for me on this wednesday afternoon. Coming up, the nbc cameraman now ebolafree. He sat down with don lemon. Edu when a rocket exploded over virginia, a bunch of middle School Students knew their homework on board went up in flames. Oh, i know, its tough to look at, especially for these four students who designed a very special science project. I love this store he radio. They beat out more than 1400 students to see their work go into space, go to the International Space station on that very rocket. They waited for months and months for this rocket carrying this dream project to finally reach the launch pad and six seconds after takeoff, well, you see what i see. So thankfully no one was injured. This was unmanned. Some very young scientists are struggling to make sense of this and hopefully are already working on the next project. Joining me from Long Branch Middle School in new jersey, we have sixth graders there, zachary, jonathan, michael along with their science supervisor. Guys, thumbs up. Excellent job on being selected and i am so sorry about this rocket. Ronnie, let me ask you first. How did you find out the rocket blew up . Well, i found out actually today because i actually forgot to watch it. But i found out today because my teacher, she actually showed me the video after these three fine friends told me about it so i asked her if she could find it and then jonathans cousin told her to look for it on space. Com. And then she showed it to the whole class and i was a little bit surprised at how everything went. Thats how i found out. I just found out today. So michael, kind of a bummer or what . Well, you know, for me personally, it is kind of a bummer but its not every day you get to do this. Im kind of 50 50 on the whole subject. Its kind of a bummer for the space project but its cool pictures. Im with you there, michael. Zachary, my next question is, i am so impressed with your smarts. I wanted to be an astronaut myself and that all went south once i finally took physics. But zachary, the project was hydroponics and hydrogravity . Its plants that only grow without soil and microgravity is no gravity. No gravity at all and we want to see if hydroponics can germinate and grow in microgravity. You said germinate. You get a gold star. Jenna, science director of this entire district, how big of a deal was it for you all to be selected, to have this project on board this rocket . It was very exciting. It was a yearlong project that long branch did experiments and then got it down to the top one experiment and then sending that to possibly be chosen by the program. That alone was a long process. And then to be selected by the program to have the experiment at the International Space station, very exciting. Its incredible. Jonathan, are you coming up with another project for another rocket activity . We were going to send a similar experiment back pretty much with the same idea except for the fact that it will be in a later time and that we might be able to change things in this time period that we have until we rocket launch. Change things. Maybe this guys you guys a chance time prove upon things although im pretty sure it was impressive. Guys, ive been to space camp twice. I may be able to pull some strings because it sounds like you four are pretty impressive. Some people say, a dog ate my homework and you guys get to say a rocket blew up your project. Good luck and keep us posted for rocket number two. Okay . Okay. Bye. Bye. Incredible. Coming up, Something Else pretty incredible and pretty unfortunate for people in hawaii. Im brooke baldwin. Youre about to hear what it is like to battle ebola straight from a man who beat the deadly virus. You remember ashoko mukpo who worked with dr. Nancy snyderman in liberia. He found out he had ebola and was evacuated to the United States for treatment in nebraska and was cured at one of the nations very unique hospitals, one of the very few certified to treat these ebola patients. Cnns don lemon just finished speaking with mr. Mukpo at his home in rhode island. This was the first time that weve heard, in compelling detail, about what he went through. Reporter yeah. Weve spoken to a number of people who have survived ebola but i dont know if they went into this kind of detail. I asked him, can you explain to us what its like . Is it flulike . He said, i tried to put it into words to tell people what its like but its tough. But he did say, you know, seven, eight days in, he wasnt sure if he was going to make it until he started feeling better pretty soon after. But for a while there, it was rough going. Heres what he said about what it is like. And its very, very lonely, so to speak, and its painful. Its like nothing that i have ever experienced. It was a bit like a flu in the sense that theres body aches and chills and fever but they were so pronounced and so much more intense than anything youre likely to get with the flu unless its a terrible flu that lands you in the icu that it would be hard for me to say, this is what ebola is like. Its definitely different. Pain . Yeah, there was pain. Certainly muscle pain and my fever was at 104 but the thing most pronounced for me out of everything was the physical weakness and i used to see people who would be laying in front of Treatment Centers trying to get admitted and they are just laying out on the ground in the gravel in the sun and i used to look at them and say, my god, you cant sit up at least . And then once i was sick, i completely understood. You just have absolutely no energy. To walk three feet, it felt like you just ran a marathon. You were in isolation. Can you even see the faces of the people that are treating you . You can see their eyes. You can see their eyes . Yeah. Im sure eventually hell want to meet them and to thank them for the incredible work that medical work they were able to help with. But what about is he out in public, don . Theres been so much talk about the nurses and doctors, kaci hickox and should they quarantine for 21 days . What did he say about that . Reporter theres a story about him going out in public. Yes and no. Ill save that for after this because i want you to hear, brooke, what he said about the other people who have gone over to west africa and who have come back, one of them has ebola, dr. Craig spencer in new york and this other is a nurse now who lives in maine who flew into newark and was put into quarantine. He feels that they are being demonized. He stood up for the nurse who is defying the mandatory quarantine. Lets listen. Kaci hickox who is a nurse, says shes back in maine now and says, you know what, i dont feel like i should be in quarantine. Im not asymptomatic and its in violation of my rights and shes going to do what is good for her. Good for her. Shes earned the right to have the sense of her own safety and risk factor to others. My feeling is and again, im not an expert, its just my own view, governor christie is playing politics right now. It seems to be an effort to work with Public Opinion and i think its counterproductive. These are people that have gone to endanger their lives and people are dying in large numbers. So to make it more difficult and to treat them as if they are a potential problem as opposed to a public asset, i just think its a shame and i dont think its the right way to act, personally. So heres the thing about ashoko mukpo, even though he stood up for the nurse in maine, hes such a nice guy, hes very well aware of how people are feeling. Even he doesnt think people should worry about it if you dont test positive for ebola, that you shouldnt worry about it. You asked me if hes out and about. Hell go to some places but there was a pumpkin festival the other day it may have been yesterday he wanted to go with his family and friends and he saw there were so many people, 9,000 people, he said, ive been in the paper, the covers of the papers, ive been on television, in the news, maybe this is something i shouldnt do and he didnt go because he was concerned about what other people would think about him and he was taking other peoples feelings into consideration. Good guy. Sounds like it. We look forward to watching the entire interview tonight at 10 00 p. M. Eastern on cnn. Thank you, sir. Live in providence, rhode island, today. Coming up, incredible pictures out of hawaii. Frightening for people who live very close to this picture of molten lava. This is a small, hawaiian community. Let me show you some photos that we have here at cnn. Lava is spewing across this property border fence on hawaiis big island. The lava is 2,000 degrees. And it could swallow a dozen Hawaiian Homes in the next day or two. Thats the estimate. It advanced 90 yards overnight. Authorities went doortodoor warning people of the ooze. No mandatory evacuations are in place but according to a hawaii defense official, this glowing lava may be visible to those inside some of those homes. Joining me now is a woman whose home sits directly the lavas path. I understand its raining and you cant quite see the lava from where you are but this home is so important to you, you have been there for 30 years . 33 years. This is the first home you bought since leaving the philippines. Tell me yes. Yes. Are you frightened . Are you angry . Oh, im frightened. Not angry. I cant understand. I accept the fact already that its coming but even though the lava is not headed towards my home right now, its still scary because i know that the lava is closing in around the homes behind my home right now. Hopefully it doesnt change direction. So thats the thing with this lava i think with a lot of other disasters, it happens so quickly but its creeping closely. Have you accepted the fact it sounds like you have that you will lose this home that you have been in for 33 years. Yes. Because we are told before to get ready. So just now the neighborhood that i live, we are just waiting for the mandatory evacuation notice. For us to leave the house, our homes. Tell me, how have you began packing your car and how do you choose what to keep . Oh, yes. Yes. Yes. We put all our valuable belongings in a storage last september and all the things that i need to bring when i need to flee, they are all packed in my car already. Its all ready to go. What is the most important thing for you . Important papers, of course, and valuable memories, like the photo albums, they are already in storage already. But the most important, of course, are the paper important papers that we need. Final question. Im sure youre talking with your neighbors. How is everyone in your community how are they feeling and how are you coming together . Yes. We are oh, we are all sad. We are emotionally affected because we know that if we lose our homes, it will be hard for us, especially for those still paying mortgage. Its good for me, i paid off my house. But still, its my home. And it will be hard for me to find another to buy another home. The same thing with my neighbors. Some are still paying mortgage. So they will be paying two mortgages and that will be a bargain to our life. Oh, i am so sorry for you, a home youve lived in for 33 years, raised your kids in this home. I just hope you have your safety and your health, you and your loved ones and your community members. Were thinking about you in hawaii. Thank you so much for picking up the phone and sharing a few minutes with me. I really appreciate it. Okay. Thank you, too. Thank you. Reporter brooke, the subject of tom jacksons future at the department there has been the focus of a lot of meetings between the state, the federal officials, local officials, obviously, from that video that you just saw. Some people are not on board perhaps yet with this plan. But im told that what is emerging is this idea to reform the Police Department, tom jackson, the police chief, has to go and the st. Louis county Police Department will have to take it over to help bring in some of the reforms that the Justice Department is pushing for the Police Department in ferguson. Obviously we know that they have a terrible relationship with the local community there. They have taken over a lot of the police work. This is just another step. What about a minute ago we talked about that officer. The pub electric public is iwai decision. Do we have an estimate . Probably midnovember, is what were expecting. A lot of leaks have occurred recently about what is going on with the grand jury and a lot of speculation and a lot of people expecting that this is going to be a tough case for the government to bring. Therefore, this is a way for people to be for the public to be brought down a little easily before they get this appointed. Ive spoke with a lot of lawyers who says that the leaks should never have happened. Evan perez, thank you so much in washington. And now this. We continue on hour two. Youre watched cnn.
