Cnn crews have been busy putting the final touches and fixing those last technical details. A big unknown right now, will Vice President joe biden throw his hat in the ring and, if so, will he come to the debate . Well, our camera reporter arriving at his home monday night in delaware right across the country, so i guess who knows. And, john, i understand there was an interesting sighting a little bit earlier in vegas. Absolutely. Hillary clinton doing what she has done a lot during this campaign, sticking it to her republican rivals. Not saying much about her democrat challengers. Just a few hours ago she made an appearance at a union rally in front of Trump International hotel, in case you didnt know that is trump as in donald trump, the republican frontrunner who likes to put his name on lots of things. Well, for more on the debate lets turn to cnns National Security commentator, mike rogers. Chairman rogers, thanks for being with us. If we look at the campaign so far, there hasnt been a lot of talk about National Security and Foreign Policy. Given Hillary Clintons experience, has she got a lock on it . If she does, what does that say about the rest of the field . Two different problems for her. One is she has some legacy problems from the Obama Administration going into this debate. So the russia reset question is going to plague her a little bit. She voted for the iraq war. Thats a real contrarian position in the democrat primary. You saw what was happening at the top of your newscast, you talked about the north korea showing its muscle. You talked about russia firing missiles. You talked about all of those things. That is something that shes going to have to reclaim as her mantel on that. Youre saying shes got a lot of problems left over as her time as secretary of state . He shes going to have to get through those. Democratic opponents think its a weakness for her. Given her experience, a lot of people talk about her experience as secretary of state, a million mile, people around the world, most traveled secretary of state in the history of time. Yeah. And her challengers here cant really match that, can they . No. But they can find some policy differences. So if Bernie Sanders talked about his opposition to the iraq war, Hillary Clintons position on the iraq war, voted for it in the United States senate. So now she came back and changed her position. But those are issues shes going to have to overcome. Same with russia. The you look at the middle east, dominant player in the middle east isnt the United States, its russia. Remember her whole russia reset question, i think youre going to hear some of that tomorrow night. What did she miss when she was secretary of state . What theyre going to try to do is make that strength, National Security strength that she walked into the election with make that her achilles heel. One of the issues dragging her down in the polls, benghazi. Given whats happened over the last couple days, is she now off the hook politically . Heres where i think her big problem is. I used to be a former fbi agent as well. The fbi is investigating. The fbi is investigating this and working at this, and theyre not going away on it. Its not necessarily the benghazi piece of this that i think she should be worried about, its all of these emails that are coming out and the fbi investigation. Theres this little drip about new things in these emails coming out, not related to benghazi but causing her problems going forward. Shes going to have to deal with that. Trust me when the fbi is looking at your emails. Thats a bad difficult. As a former fbi agent they wouldnt take this case lightly and theyre not going to be influenced by out side folks. Theyre going to actually investigate this thing. It could exonerate her at the end or cause her real problems. Chairman rogers, thanks for being with us. Hillary clinton has gone from the inevitable to the probable, scandal as overshadowed her campaign and cost her a lot of support in the polls. Shes staying here in las vegas as a chance to generate excitement and change the conversation. And to find out how she does that i spoke to dem strategist and cnn political commentator. The campaign is counting on this debate to be the opportunity that she hasnt really had in the past tlooe months, for her to breakthrough. And for her to do it on something that she is head and shoulders above the rest good at, and that is her policy prescriptions, her policy proposal, her vision for what she would do should she have the voters confidence that would make her president of the United States. One of the big issues for the Clinton Campaign is joe biden, the Vice President. Is he in, is he out, will he run, will he wont . Is it a problem right now that in some ways for the hillary Clinton Campaign, they really dont know what to do. If hes in then you know how to campaign. If hes out you know what to do. Right now they are in between. Its sort of like they dont know where to go. I would disagree with that. I think they know exactly what to do. What theyre doing is focusing on her and what she wants to tell the American People. What is her plan for how she wants to be a fighter for middle class families, who have not necessarily gotten the chance to take advantage of the recovery that we have been in for the last six years. What is she going to do for them . To tell you the truth when she has competition and, in fact, if joe biden does get in, i think she will be a much better candidate for it because she is at her best when she is fighting, when shs a to wake up every single day thinking shes the underdog. That is when the fighter in her comes out. That is why the American People will see that is the woman that will fight for me. Absence of joe biden, Hillary Clintons biggest opponent is Bernie Sanders. The vermont senator. He says he wont go negative, wont attack Hillary Clinton unless hes attacked first. She wont go negative. Are we in for smiles and hugs and a great big warm love fest like the antiRepublican Debate . We dont necessarily know that it will be a love fest because even though i agree with you i dont think that its in Bernie Sanders or frankly Hillary Clintons best interest to attack each other. Hillary clinton is the frontrunner, Bernie Sanders is somebody who would need her support and vice versa, Hillary Clinton would want his supporters as well. Lets say a Martin Omalley who has a fantastic resume, who has done a lot as governor of maryland, he hasnt felt like hes been hurt. Hes at 3 in the polls. He might have nothing to lose. And so he might come out swinging. He might come out swinging against bernie, he might come out swinging against Hillary Clinton. Hes already previewed the lines we might use going after her for her changing her position on the trade agreement, changing her position on the keystone pipeline. So i do think that you will see some sparks fly but the big difference with the Republican Debate is this will be the respectful, substantive sparks flying and not something that will get personal or insulting. And five candidates, a bit different from 15, 16 candidates on the stage because youre a lot more time, gives them a lot more time, too. Thats right. Theyve got to be careful, which again i think is indication that this will be a very substantive debate to us canned on ideas, focused on the issues, focused on the policy proposals. That doesnt mean that it will be easy and that it will be a love fest. I think there could be tense moments. There are several candidates up on the stage that need moments in order to break out, in order to continue being a part of this campaign. You have jim webb, you have lincoln chafee, they are asterisks right now in the polls. They need to find a way to jump out and to present themselves to voters as somebody who can be viable. Well, some airlines are making adjustments to their flight plans after highlevel warning from europe ears aviation Safety Agency. Cnns renay marsh reports. Reporter commercial Airlines Flying over the middle east have been warned to beware of lowflying missiles. The risk is in airspace over iraq and iran as russia fires missiles from the caspian sea into syria. The European Aviation Safety Agency alerted the carriers after missiles were fired from russian warships earlier this month. Airlines like air france said it would introduce temporary rules for flights over iran and the caspian sea but wouldnt give details. British airways said it would adjust its flight plans based on advice from the british government. Now, some airlines are shifting routes while others are continuing to fly over the region. The agency has not prohibited flights and says the missiles were launched well below airspace where commercial planes usually fly. But the potential danger still exists. The airspace includes busy routes connecting europe to the middle east and asia and avoiding it all together would be a logistical nightmare. We are counting down to the cnn hosted democratic president ial debate in los angeles, nevada. And right now a new cnn poll shows Hillary Clinton with big leads in two early voting states. In nevavada the former secretar of state says 50 are likely to attend the caucus in february. Bernie sanders of vermont comes in second with 34 . Clinton has a much larger lead over sanders over likely primary voters in South Carolina. 29 to 24 on you see on your screens. Joining me now is democratic congresswoman from california who will no doubt be watching tuesdays debate with great, great interest. I will. Congresswoman, great to have you with us. Thank you. Lets talking about her tuesday nights b event. The stage is set. You have already endorsed Hillary Clinton. I have. You are supporting her. Talk to me about what she has to do when she takes the stage for this democratic debate, whats your view . Well, i think the main thing is she needs to talking about her record, she needs to talk t her experience, she needs to talk about her experience and record in Foreign Affairs as well as domestic issues. I think she will hold her own. Im looking forward to it. Shes also had an awful lot of controversy. Thats for sure. She has been dogged by this email scandal, if you will, her use to offer ale personal server while secretary of state as well as numerous benghazi probes. Right. Can she shake these issues or have these become her achilles heel . When i say shes had a lot of experience, shes had a lot of experience in this as well. In terms of all the years she was the first lady, the investigations that the republicans did. So i think this ask just another example. And weve seen the republicans reveal this, the real reason for the benghazi hearings. And we also heard the former staffer just the other day talk about the purpose of the hearings was to go after Hillary Clinton. The head of the exit tee, of the Benghazi Committee says this is not the case. This is just griping on the part of the fired staffer. You will admit its had an impact on the numbers. Sure, it has. But i do believe it will be fine. Now, you know, when the staffer was talking about it, yes, hes a disgruntled staffer, he got fired. But if you look back over their agenda, number one, theyve had very few hearings. Theyve had interviews with witnesses in secret. Theyve essentially excluded democratic participation. If you look at what they have done over this last year, spending over a Million Dollars in an investigation, i think its pretty clear what their purpose is. Lets talk about her nearest challenger Bernie Sanders on that change tomorrow night. Yes. He has morphed into a serious contender. Im sure you would agree. Many people would say its because of this issue of authenticity. People say he possesses that. And they feel it coming off him when he was on a stage, when he speaks to voters. They pose him in contrast to Hillary Clinton on that issue. How much of a challenge does he pose to Hillary Clinton tomorrow night and beyond, in your view . You look atlanta his numbers in certain states, theres absolutely a challenge. If you look at other states shes leading by 10, 20 points. I have i love the sentiment around Bernie Sanders though. I mean, the crowds that hes drawing. I think thats very important. Hes energizing a sector of the Democratic Base and that needs to happen. Now, of course, i hoped that my candidate winds up as the nominee and that all of that support that we see around Bernie Sanders will continue around Hillary Clinton. With that in mind do you think Hillary Clinton will moderate her interactions or the an mouse, if you will, if it exists, between her and Bernie Sanders because she wants to make sure she doesnt alienate those who support him right now . From what i have seen from both of them im not sure that animous is there. He pointed out how he specifically does not go after her in a negative way, that hes never campaigned negatively. So i hope that continues. Bernie sanders is saying that, but what about the other three men on that stage . Well, thats another story. Theyre the wild card. Thats right. Do you see the fireworks coming from them . I do. What i think is sad now is that its like you have a debate. This is your one shot at it. So you need to be as negative and as sharp as possible. And so i think that they might feed in to that, feeling that this is their time to make themselves known. And then i think everybody looks at the Carly Fiorina example and say we want to emulate her. She was a nobody before and after that debate, you know, she shot up in the polls. I wouldnt be surprised at all if they were very combative. And that if bernie and hillary, their posture was completely different. Do you think negative attacks weighs in the democratic field yield the same as they do for republicans . I do not think so. Look at my house for an example, the house of representatives. You couldnt have a situation that was more negative than that. Where you have the republicans who have essentially cannibalized each other. Youer in find that type of behavior on the democratic side. I dont believe that you will see that tomorrow. Even though i do belief that the three will try to make their mark, i dont think they will do it in the same fashion as weve seen on republicans side. Lets talk about the one man who is not on the stage tomorrow night. We dont even know if he will be there yet he looms large. You know who im talking about, joe biden, the Vice President. I do. Do you want to see him run . What would he bring to the race if he does run. He brings incredible experience having run for president a couple of times before and have been Vice President. But my heart just breaks for Vice President biden. Hes a wonderful person. And i know the grief hes going through. And its just really incredible. And so the idea of him jumping in the race, im one that in my gut i dont believe that thats going to happen. But who knows. Its president ial season. It is indeed. Lots of things happen. Exactly. S. Democratic debate right here on cnn. The stage is set. The candidates have arrived. The countdown is on. Im isha sesay live in los angeles. Im john vause live at the site of tomorrows big debate, las vegas, sin city, gambling mecca city of the universe and Hillary Clinton will go head to head against her biggest rival, vermont senator Bernie Sanders. While the democrats set a place and wait for joe biden like elijah at passover, Hillary Clinton got a break on benghazi and learning more about Bernie Sanders and his debate strategy. Cnn politics reporter joins me now for more on this. First, Hillary Clinton made this surprise visit, unannounced visit if you like, to trumps casino here. She didnt come to play blackjack. Right. Hillary clinton did it, a lot of people noticed. She turned up outside Donald Trumps hotel to rail against donald trump. Having a little bit of fun with her republican frontrunner. But theres also another reason. That was a Culinary Workers Union rally there. Now, this is a union thats really influential in nevada, an early caucus state. 55,000 members. A lot of them work right here where we are. So shes courting them. They helped her win in 2008. You know, or at least they were split enough so they didnt cost her the caucuses. And so she needs some of them. She needs their support in order to beat Bernie Sanders here. Its interesting, too, though. This is what were seeing from mrs. Clinton on the campaign trail, not taking to a democratic challengers but the republican rivals. Kept this going tonight. What we know about one of her challengers, Bernie Sanders, exactly how is he preparing for this debate . Is he going to try and not be cranky . He says hes going to be a counter puncher, not a puncher. He says hes not going to bring Hillary Clinton up. The comparison hes going to make is implicit. Hes going to basically make the point that, as she might be progre progressive, but he was progressive first and he held these policy positions on trade, on keystone, on income inequality for a lot longer. Hes been fighting these fights for decades. He says hes not going to bring her name up but if she attacks him hes ready to hit back. The whole flipflopping thing. That seemed like so 2004. You know, these days, trump is doing it like no one cares. Fine he, we get to the big question mark here. Vice president joe biden, theres a podium there but he wont be here. Do we know what the time frame is . When will we get some kind of signals . So there are a couple of key things to keep in mind. One, frankly, hes aware the democrats are getting a little bit tired of this. Two, there are some filing deadlines coming up at the end of october. Hes been huddling with his family over the weekend, the early part of this week. Hes going to go back to washington and watch the debate. His aides and allies say thats not going to be a key factor in his decision. Ive heard that. I just dont believe that. Fair enough. Fair enough. Tough to argue with that. But were expecting something really soon in part because hes aware the democrats are going to get tire of this and hes aware he has filing deadlines coming up. Great to see with you in person. Tom foreman has the detail on the debate format and the rules each candidate will have to follow. Five candidates are expected to be on stage when the debate begins and they will be a raid according to their strength in the polls right now. So Hillary Clinton with the i guess best numbers will be in the middle. Others spread out. The strength in the polls will determine their order in terms of opening and closing statements. Candidate cannot bring a phone or tablet or notes or prop on stage of any sort. They will each have a pad of paper and pen and they will have some water in case they need it. What are they doing to face . It will be an all cnn panel this time around. The moderator will be our own anderson cooper. Dana bash and Juan Carlos Lopez will also be on stage with him. Don lemon will be watching facebook and instagram, fielding questions there and presenting those to the candidates. They will each have one minute to answer a direct question of any sort. And if theyre brought up in somebody elses answer or accused of something they will have 30 seconds for a rebuttal. However, they will get a warning from a light to tell them theyre running out of time. If anderson feels like they should be to go on further for clarity, he can let them do so. You can bet these candidates in particular will want every second they can get to try to make an impression. Rise in the polls. And be closer to the middle next time around. Thanks to tom foreman. A heat wave in the western United States is being blamed for a large wildfire outside casper, wyoming. Its the evacuation of more than 500 homes. The fire started saturday at a local landfill. What she cant do is come across as somebody who is going to run against the Obama Coalition in particular, which is means africanamericans, latinos, lesbians, gays, younger voters. We saw some poll numbers today mrs. Clinton is incredibly popular among democrat, africanamericans. Much more so than Bernie Sanders. Is this potentially an opening here . Maybe for Bernie Sanders but quite possibly for opally, this is a man mayor of a predominantly black city. I think a lot of people dont understand the way that politics work in the United States. In order for a democrat to win the white house, that candidate has to pull not 50 of the black vote, not 70, not 80 , not 90 . 94 to 96 of the black vote. In other words, black people have to be unanimous in supporting a democrat. So Bernie Sanders has a lot of room to grow with black voters. Theres a huge amount of affection among black democrats for the clintons. When youre as low as Bernie Sanders is hes got a lot of room to grow we. He may be able to grow. Can they do any harm to Hillary Clinton during this debate where it comes to africanamerican voters . I think that if youre an omalley or if youre a Bernie Sanders, where you can dig in hard is on criminal justice reform. For latinos, immigration has become the issue that they judge everybody by. For a while for women it was choice went it comes to abortion rights. For africanamericans this season it is criminal justice reform. If they push in hard on that a they may be able to pick up some steam. Im telling you, if you can break Hillary Clintons lock on the black vote, bill clinton is right there to put another grip. Shes got a backup. Finally, Hillary Clinton, shes a good debater. Back in 2008, she wiped the floor with most of those debates back then and she was up up against a pretty good we the bait. Very difficult to prevent. So its unclear what else can be done to stop the violence. All that being said, erin, there are calls for this day of rage on tuesday. What are the expectations for violence and how wide spread will be disruption be . A day of rage, forgive me. Thats right, isha. Palestinians calling for a general strike as well as protests in areas throughout the west bank. So the concern there is that were going to be seeing increased clashes between palestinians and Israeli Forces. Turning now to the conflict in syria. Russias defense Ministry Says it has launched 100 air strikes against isis targets in syria. The air strikes are mostly meant to bolster syrian leader assads regi regime. 50 tons of ammunition and other supplies to Syrian Rebels monday. Airlines are making adjustments to their flight plans over iran and iraq. Due to concerns about Russian Missiles headed for syria. Rene marsh reports. Reporter commercial Airlines Flying over the middle east have been warned to beware of lowflying missiles. The risk is in airspace over iraq and iran as russia fires missiles from the caspian sea into syria. The European Aviation Safety Agency alerted all european carriers after missiles were fired from russian warships earlier this month. Airlines like air france said it would introduce temporary rules for flights over iran and the caspian sea but it wouldnt give details about those new measures. British airways said it would adjust its flight plans based on advice from the british government. Now, some airlines are shifting routes while others are continuing to fly over the region. The agency has not prohibited flights and says the missiles were launched well below airspace where commercial planes usually fly. But the potential danger still exists. The airspace includes busy routes connecting europe to the middle east and asia, and avoiding it all together would be a logistical nightmare. In terms of the debate here on tuesday night, they could not be two different debates if you tried when you compare it to the gop debate. The Republican Debate is defined by the anger of the grass roots at the party. A lot of intraparty sniping. In the democratic race you have a lot of anxiety about the strength of the party and the general election. Theyve lost the house. Theyve lost the senate. The white house is their last hold on power in washington. Theres enormous fear in the Democratic Base about unified republicans. This i think is going to be more focused on republicans than internal and really more about auditioning who would be the strongest general election nominee for the democrats. In some ways thats one of Big Questions hanging over the debate, does Bernie Sanders go on attack after Hillary Clinton, does she come back and hit him hard . What about the other three candidates on stage . At the moment all of them are signaling theyre going to be restrained and that may be the posture today. Eventually if you actually want to beat Hillary Clinton, i dont think you can beat her by ideological compatibility alone. The only way one of these candidates truly rises to become a threat to her would be if a majority of democratic primary voters are con vipsed shes been fatality compromised as a general election nominee. I dont think saying ive been more consistent on trade or iraq is going to do it. Given all the advantages she has otherwise. Do they go after her an benghazi, do they hit her with the email scandals offer just leave that to one side . I think its going to be very difficult for them to go to the email scandal because of the backdrop. We had a former aide at the Benghazi Special committee saying the Committee Fired him because he would not focus on Hillary Clinton enough. Kevin mccarthy. Against that backdrop to raise it too aggressively would appear to do the republicans fitting. I think theyre going to be more comfortable making the argument she has not been consistent. Maybe getting a trust through issues rather than through emails. We really have two debates on stage, dont we . We have Bernie Sanders and then we have the other three. Yeah. Can those three other candidates, can they have a Carly Fiorina or ben carson moment on that stage . I think theres a big difference between Martin Omalley and webb and chafee. Webb and chafee are not really running campaigns. Omalley is. Very credible record on things democrats care about. He has put out a pretty aggressive agenda. He has campaigned a lot. I think he will try to do something that we saw in 1984 in the u. S. With gary hart, a generational contest against Hillary Clinton and Bernie Sanders much older than he is. I think you will make arguments about turning the page, generational page, looking toward the future. Dont know if he can get an audience. I think of those other three he has the best chance of stepping up and emerging. Does Bernie Sanders in so many ways, really nothing to lose. Bnsz is playing with the houses money, appropriately enough here in vegas. Already gone further than they probably could have hoped a year ago and that may have a lot to do with Hillary Clintons weaknesses and providing an opening. Bernie sanders i think has one overwhelming question here. He has shown he can excite white progressives and that can get you far in iowa and New Hampshire. Unfortunately after that, its limited. If he really is going to become a serious competitor for the nomination, he has to show that he can break into the minority voters who cast about onethird of all primary votes, africanamericans and hispanics. We saw today in South Carolina hes ahead among white voters but trailing badly because he is losing africanamerican voters. 151 with biden in the race and 80 without biden in the race. We know he can excite white socially liberal, white collar progressives. Can he find a way to begin talking to hispanics and africanamericans because if hes not doing that he is still, i think, not really emerging as a full credible challenger for the nomination. There will be a one last question. There will be a podium set aside for joe biden. Hes not going to turn up. Joe biden, joe biden is not going to be here. Look, i would be surprised if joe biden makes a decision before Hillary Clinton appears before the Benghazi Committee because i think the key question in this race for biden is more about clinton than biden. Polling for biden is betwixed and between. Its not so weak it looks hopeless. Amid all the discussions the numbers are not soaring forward either. I think its a very difficult call for him. Does he want to take the risk of ending his career, losing a third time for the presidency to Hillary Clinton in this case. On the other hand, there is an opening. Bernie sanders was also in las vegas but appeared remotely at the socalled no labels convention. That was in manchester, New Hampshire. The bipartisan convention seeks to resolve a variety of issues. He was one of high interest. And the wild card in the democratic primary race, Vice President joe biden, hes back at home in delaware. He talked with his family over the weekend. We still dont know if he has made up his mind to make a third bid for the white house. So while the democrats set a place for joe biden like elijah at passover Hillary Clinton got a break on benghazi and were learning more about Bernie Sanders and his debate strategy. Cnn politics reporter rick is joining us now with more on this. Lets talk about hillarys surprise trip to the trump casino and International Im po emporium. Surprise visit. Not unexpected. She wasnt there to play blackjack but there for important reasons. She showed up in las vegas. Why not have fun with donald trump, who has been her punching bag in recent weeks. It wasnt just about hitting donald trump. Although that was fun for her. She seems to relish doing that. Theres a much more local reason for this. The Culinary Union was having a big rally. Now, this is a critical union in nevada. They have 55,000 members. Many of them work right here on the strip. And their support in the 2016 democratic primary could make or break Hillary Clintons bid to win the nevada caucuses. Which are especially important because it afblted their caucuses rather than primaries being organization is really, really big. Just dont get it because it goes back about 200 years when they used to hold cac cusses and primaries in barnes and people would go stand in the corner and for some bizarre reason some states still do it that way. They do. Iowa and nevada. Okay. So and thats why, you know, she needs all the support she can get. On the issue of benghazi, clinton had some good news over the last couple days. Does that now also take that issue off the table as far as these debates are concerned . Shes hoping so. Shes hoping to use this debate to pivot away from the email things that been dogging her campaign. Shes hoping to now be able to focus on policy, get her message out. Shes been able to go on offense a little bit with this benghazi issue. So shes hoping that this is a turning point. And with joe biden lurking around the corner and sort of watching how this plays out. She needs to hope that it is. That will be her strategy trying to get above the noise and start a new conversation if you like. Move it away from the scandals towards reexcite people, if you like, how they were at the start of the campaign when her numbers were good. Thats her strategy. Bernie sanders, the cantankerous k from vermont. Hes not planning to punch. He wants to counter punch. Hes not going to bring up her name. Hes not going to go after her directly. Rather, hes going to make this implicit argument that she might have a lot of progressive policy positions in the campaign but hes had them for decades, on trade, keystone pipeline, on income inequality. If Hillary Clinton goes after him, make no mistake hes ready to hit back. But he wants to make a much more im police it sort of argument, progressive fire and brimstone. I guess one lesson to this democrat debate which came from the Republican Debate. Is it to avoid the bickering because in some ways the candidates who did best last time, carson and fiorina, they kind of bypassed the nastiness. Carson is a great example. Hes above 20 nationally now. And he didnt really directly engage with anyone in the last Republican Debate. Democrats arent really in the same sort of situation because there are only five of them versus 15, split into two debates for the republicans. They dont need to fight for the same sort of oxygen. Most likely you wont see as many oneonone attacks. But, yeah, thats absolutely a lesson from the republican primary debates. How much of what the russian president says about his forces in syria can even be trusted let alone verified . Reporter well, as you listen to what hes saying, i think what he is saying is the danger is that if the asaad regime collapses, what comes next . And president putin would argue, chaos. Therefore, in his understanding, in his strategy, is to make sure that that regime continues, maybe not even because they necessarily like it, but what comes next could be worse. This is how the president would argue. And so when he looks at isis, he would say yes, im hitting isis, but he also has referred to the groups and terrorists as the guys with the rifles. So he is not making the fine distinctions that the wests, that the United States, are making, and hes hitting them to make sure that they are able, in the forces of asaad are able to push back as much as possible, keep it stabilized, and then as president putin said the other night, then to move to some type of political solution to the problem. But the problem is the United States and the allies who are saying you are not concentrating only on isis, even though you seem to be saying that. And president putin has said that hes open to working with the United States on coordinating the air campaigns over syria, but what should we make of putins claim that Russian Ground troops wont be deployed . He said that in his recent interview, but if you look at the air strikes and where theyre taking place, they would pave the way for Ground Forces to bolster the forces of asaad. What should we make of that claim . Well, again, not necessarily, though, errol, i think president putin, again, taking him at his word, hes saying no ground troops. Why would he say that. It would appear that russia doesnt have any appetite for sending it forces into the ground to be killed at a time where theyre already involved in some fashion or another in ukraine. The economy has problems, et cetera, and the people who have been killed in ukraine, the families have been very disturbed by that. This is not something that the russians want repeated. So i think the operation really is for the russians to soften up, destroy, as much as possible, with these air attacks, but then let the Syrian Forces move in on the ground and get the job done. That appears to be the strategy. Very interesting points there. And it appears to be the strategy, because we can only wait and watch as it unfields and changes from week to week. Reporter commercial Airlines Flying over the middle east have been warned to beware of low flying missiles. The risk is in air space over iraq and iran as russian fires missiles. The European Aviation Safety Agency alerted all european carriers after missiles were fired from russian warships earlier this month. Airlines like air france said it would introduce temporary rules for flights over iran and the sea, but it wouldnt give details about the new measures. And British Airways said it would adjust its flight plans based on advice from the british government. Some airlines are shifting routs while others are continuing to fly over the region. The agency has not prohibited flights and says the missiles were launched well below air space where commercial planes usually fly, but the potential danger still exists. The air space includes busy routs connects europe to the middle east and asia and avoiding it altogether would be a logistical nightmare and would force airlines to take a less direct rout. Apparently there are rules that go with the debates. Obviously no one followed them last time, but there are guidelines, and tom has the details on what will be the ground rules, the rules of the road for the candidates in this debate on tuesday. Reporter five candidates are expected to be on stage when the debate begins and they will be arrayed according to their strength in the polls. Hillary clinton will be in the middle. The other spread on either side. The strength in the polls will also determine their order in terms of opening and closing statements. The candidates cannot bring anything like a phone or tablet or notes or a prop onto stage of any sort. They will each have a pad of paper and a pen, and they will have some water in case they need it. What are they going to face . It will be an all cnn panel this time. The moderator is anderson cooper, dana bash. Don lemon will be watching facebook and instagram, fielding questions and presenting them to the candidates. They will each have one minute to answer a direct question of any sort, and if theyre brought up in somebody elses answer or accused of something, theyll have 30 seconds of a rebuttal. Theyll also get a warning to tell them theyre running out of time, and if they feel they should be able to go on for clarify, anderson can let them do say, and you can get the accounts on the fringe will want every second they can get to try to rise in the polls and be closer to the middle next time around. And thanks for explaining all of that. Hillary clinton could face some tough questions about National Security in light of the controversies stemming from her time as secretary of state. Although, earlier i spoke with our National Security commentator about the grilling clinton might receive. If we look at the campaign, there hasnt been a lot of talk about National Security and Foreign Policy. Expected to come out during this debate given her experience . Has clinton got a lock on it . Two different problems for her. One is she has some of the legacy problems from the Obama Administration going into this debate. The russia reset question is going to plague her a little bit. She voted for the iraq war. Thats a real contrarian position in the democrat primary. Thats something shes going to have to reclaim as her mantle. Youre saying she has a lot of problems from her time as secretary of state. Right. And i think her democrat opponents think its a weakness for her. And i think youll probably hear that tomorrow night. And givenen her experience as secretary of state, and her challengers here cant match that, can they . No, but they can find policy differences. If youve heard Bernie Sanders talk about his opposition to the iraq war. Hillary clintons position on the iraq war, she supported it and voted on it in the senate. And so now she came back and changed her position. Those are issues shes going to have toover come. Came with russia. Isnt the United States, its russia. Her whole russia reset question, i think youre going to hear some of that tomorrow night. What does he miss when she was secretary of state. I believe theyre going to try to make that strength, that National Security strength that she walked into the election with, make that her problem, and thats an important thing in debates to try to do. Thats one of the issues dragging her down in the polls, benghazi, given whats happened over the last couple of days, sh s she now off the hook . Heres what i think her problem is. I used to be a former fbi agent as well. The fbi is investigating. The fbi is investigating this and working at this, and theyre not going away on it. Its not guilthat piece that i k shes worried about. Its all the emails coming out and the fbi investigation. Theres a little drip about new things in these emails that are coming out not related to benghazi but causing her problems. Shes going to have to deal with it. The fbi. Its a bad day. They wouldnt take this case lightly, and theyre not going to be influenced. Theyre going to investigate this. It could exonerate or cause her problems. I think what makes a good question is something that e lis its an honest response. I think simplicity and clarity. Its their disagreements that you want aired out. Youre doing it so the vie r viewers get a view of who the men and women are. Its hard to say. So much of the answer to that question is the answer that the candidate gives. Listening to whats being said and pivoting off of it or taking a question to a different candidate to bring them in. If you can get the two candidates words to pit them against each other, sometimes you ask an open ended questions and they go to where their minds take them. The worst thing in the world is to be sitting there with a list of questions that you thought out in advance, and then just waiting for the person to stop talk so you can go on to the next question. You dont want to do that. A lot of the prep is trying to game out what the candidate is or isnt potentially going to say. If a week later nobody can remember the name of the moderator but they got information that helped them make their decision, then you did your job. Its just really just dotting the is and crossing the ts, and making sure you do everything right so its safe and you dont need to get rescued yourself. But youve, russell, actually been in some sticky situations before. You physically swim out to get these shots whereas other photographers are in a boat. You have to consider what lays beneath, the coral and other things that can injure you. Talk about some of the scary situations youve been in. The way concentrating over here is the right. Its like a deep water slab. The reef is about eight meters deep. It doesnt really come into play. This wave only breaks when its huge. The worst thing that can happen is long hold downs and violent hold downs. You have to work your way up to it. I look at how surfers in the past and how theyve evolved. Ive gone through training techniques wash a techniques, and i try to increase my levels in the ocean. I was reading you can hold your breath for up to four minutes. Under what circumstances has that become useful while youve been taking these pictures . Yeah. The four minute thing is like a static breath hold. Thats when youre super relaxed. Thats not even that great of time. Theres other tepeople, like fr divers that have done nine minutes. In the surf, its high heart rate. Sometimes you could be anxious. Its kind of like holding your breath under crazy circumstances and being relaxed in these situations, and its not four minutes. So, john, this democratic debate is really the first opportunity for the lesser known candidates to really present themselves on a national stage. What Hillary Clinton and sanders have to do to make the most of the platform . Reporter well, were hearing from their camps, and for Hillary Clinton, this is about trying to restart the conversation and trying to get the excitement she had at the beginning of her campaign. For sanders, its about trying to present himself as a viable president ial nominee, someone who americans can see sitting in the white house. A short time ago i spoke with a strategist and cnn political contributor about that very topic. The campaign is counting on this debate to be the opportunity that she hasnt had in the past three months for her to breakthrough, and for me to do it on something that she is head and shoulders above the rest good at. That is her policy prescriptions and policy proposals, her vision for what she would do should she be president of the United States. One of the big issues for the Clinton Campaign is the Vice President. Is he in or out . Will he run or not . And is it a problem right now that in some ways for the Hillary Clinton, they dont know what to do. If hes in, you know how to campaign inform campaign. If hes out, you know. I think they know what to do. And what theyre doing is focusing on her, and what she wants to tell the American People. What is her plan for how she wants to be a fighter for middle class families who have not gotten the chance to take advantage of the recovery weve been in for the last six years. What is she going to do for them, and when she had competition, and if joe biden gets in, i think shell be a better candidate for it. Shes at her best when she has to wake up every day thinking shes the underdog. Thats when the fighter in her comes out. Thats when the American People will see that is the woman that will fight for me. Reporter of course, another candidate, besides joe biden, the Vice President who will not be on the stage tuesday night, is donald trump. Im not rooting for anybody. I just want to see what they have to say. There are a lot of bad ideas out there, but i want to see what they have to say. Its interesting to see. We are told one person was wounded and taken to a hospital. Now, this comes as israeli Police Report multiple stabbings across jerusalem monday, and the killing of palestinians, they say, were behind the i said dents. The ongoing violence comes as israelis and palestinians are planning counter demonstrations. Erin mclaughlin joins us and is following the latest developments for us. Things are just getting worse there by all accounts. What are some of the details on these recent acts of violence weve seen . Reporter thats right, airli errol. One stabbing i said dent this morning, assay a 22yearold palestinian man from East Jerusalem stabbed a man waiting for a bus near tel aviv. People standing by saw the attack unfold. They managed to stop the attacker until police arrived. Both the alleged attacker and the victim are being treated in hospital. Well bring you more information on that as soon as we have it, but its part of a wave of violence weve seen in recent days, particularly brutal day yesterday. Four stabbing attacks in jerusalem. At least four Israelis Wounded in those attacks. One of the attackers, a 13yearold boy. Really illustrates that young and old are participating in these attacks, and both sides blaming each other for inciting this violence. And thats whats so unnerving, erin, we refer to this as a cycle of violence because it continues and gets worse. Considering that, and the demonstrations were looking out for, what kind of precautions are being made to prevent continued escalation of these things. What can we expect today . Theyve announced increased Police Presence in cities in israel and jerusalem. Additional military personnel deployed in the west bank as well. But israeli Officials Say these lone wolf attacks are difficult to prevent. A lot of these people are selfmotivated. The terms of the events that we expect today, a general strike has been called, and arab cities in israel, theres also expected to be a School Strike in palestinian schools in East Jerusalem. A Statement Released by Civil Servants in the west bank says that the protests are meant to protest israels policies toward some of the alleged attackers. In many cases, the alleged attackers end up killed by Israeli Forces before theyre able to be brought to trial. Its also meant to p in all o this, tonight in jerusalem, near the israeli Prime Minister, Benjamin Netanyahus residence, a group of Israeli Settlers are expected to protest saying theyre expecting around 10,000 to show up there. Theyre going to be protesting his handling of the security situation and a lack of building opportunities they say they have in the west bank, building opportunities that would be illegal under international laws. It also shows how much pressure the israeli Prime Minister is coming under to handle all of this. Thats right. Multiple stabbings on monday. Into the stabbing outside of tel aviv today. Details on that and the upcoming demonstrations. Well watch this closely. Thank you. We turn now to another developing story. Irans state media report that the Iranian Parliament has given its approval to the nuclear deal, tehran reached with western powers. Under the pact, strict limitations would be imposed on Irans Nuclear Weapons Program. I want to get more details on this and walk to our Senior International correspondent. Fred, talk to us about the pass offing of this deal, but also there seems a little bit of a question over access. These inspections, what is going on with that . Some sort of change. Talk to us about that. Reporter theres a lot of Big Questions over access thats been going on for quite a while. The vote is very much a victory for the moderates. The deal was one that was brought through by the more moderate president and his foreign minister. Their leading the negotiations. In effect, its more of a technical vote than anything else. The parliament could not have derailed the Nuclear Agreement because its been signed off, but it was a lot more controversial within iran. There was a lot of debate, and the Supreme Leader said the parliament has to debate this Nuclear Agreement, and what happened was that the parliament then put in place a committee to try to look into all of this, and that committee had some very, very controversial hearings. Hard liners and moderates, really going at it. And they visited some of Irans Nuclear sites to see what happened with the sites. There was one visit to the heavy water react or the which is going to be heavily modified. And the big question for a long time has been the access, and one of the things that the iranian Supreme Leader has been saying is theres no access to military sites by the International Inspections team, but, of course, under the agreement, there is limited access. Or theres supposed to be limited access to the sites. Its something thats still very much a point of contention, and where its not really clear whether or not iran and the other powers that are a part of this Nuclear Agreement are really seeing eye to eye as to what that access to military sites actually means. Thats something that in the future could be a cause for concern, but on the face of it, and at the beginning now with this Nuclear Agreement being ratified by the Iranian Parliament, that is certainly something ha that is a good sign with the moderate sources that have been fighting for this and part of a controversial debate. We very carefully study what isis does, what they say about themselves, what they purport to their ideology, and i think that gives us a pretty good understanding of that organization. What is happening here in are we essentially watching a proxy war play out in syria between russia and the United States in. It looks like its developing that way. Youve got the americans going after isis on one side, but theyre also supporting these antiregime rebels, the cia has a vibrant Program Going on and the missiles, the missiles very effective, and its taken a real toll on the syrians. Its this missile that has prompted the rug russians to get in there. They appeared to be on the verge of collapse and pulling back. The russians didnt want to see it. And i think that drove the timing of their intervention. Were starting to see the syrians on one side fighting for the russians, and our allies fighting on the other, representing the americans. Lets look at those missiles that you tensioned. Are they a gamechanger here . They are certainly effective. Theyre much more effective than anything else on the field over there. This is the state of the art antitank weapon. Its gone through many id rations. Its very effective. Its taken a toll. They dont seem to have any shortage of them. I see every day, dozens and dozens of videos. The its become a mystique up in Idlib Province and hama. Theres posters and videos about the tank killers. The its taking on a mistooik teak almost like in afghanistan with the stinger. Interesting. And how is this likely to play out . Russia supporting asaad regime up against military hardware supplied by the United States and others. Whos going to come out on top . Thats a tough question. What were seeing is its almost turning into a stalemate. You see the syrian army take cities back they lost before, and then a day later, we see the rebels coming back in force when the russian aircraft arent there. Its going back and forth and turning into a real blood bath up there in hama and idlib, and thats where all the russian air power is going on there taking a tremendous toll. You know, i think hes the reality. He is the best insurance policy that the democrats have in case she blows u. She could be indicted. I think thats highly unlukely, but the fbi is looking into her. I think he needs to get in, and then he can always get out. I think to stay on the edge this long, hes starting to wear out his welcome on the edge. Reporter at man, president obama, not on the stage. In areas of trade and Foreign Policy and the environment, Hillary Clinton is putting distance between her and the president. Does that come with potential problems . Well, shes got to do a number of things at the same time. She cant alienate the president , but she cant run against obama. She has to run with obama, but she can create space. She is more hawkish than she is. She would be dishonest if she says she wasnt. She cant com across as someone whos going to run against the Obama Coalition. Shes got to be able to square the circle being herself but not losing his coalition. Reporter we saw poll numbers today that Hillary Clinton is popular among democrat african americans, much more so than bernmyny sanders. Is this an opening. Even for omalley . I think a lot of people dont understand the way that politics works in the United States. In order for a democrat to win the white house, that candidate has to pull not 50 of the black vote, not 90 of the vote. 94 to 96 of the black vote. Black people have to be unanimous in supporting a democrat. So Bernie Sanders has a lot of room to grow there. Theres a huge amount of affection for the clintons. When youre as low as sanders is, you have to row. And he may be able to grow. And live coverage for the debate starts tomorrow, tonight, rather, 5 00 here in the west. Thats 8 00 in the east. Turkish Officials Say they have detained several people in connection with with a deadly bombing attack over the weekend. At least 97 people were killed when two blasts ripped but a peace rally. Now the government says two suicide bombers carried out this attack. No group has claimed responsibility but Officials Say isis is the primary suspect in their investigation. And joining me now with the latest from ankara is phil black. Phil, what is the latest on the investigation into the bombings and what are we learning about the people who have been detained in connection with blasts . Reporter very little. The turkish government says they dont want to give numbers, but they say numerous people have been detained. We make out that they are clearly focusing on isis. They say that as much, but theyre not prepared to say that it was isis. So isis is the focus of the investigation. They say theyre close to identifying formally one of the suspected suicide bombers. To help with that theyve been taking dna samples of relatives of people who are suspected of joining isis. And now they say the explosive was similar in construction, type, and use to that which was used in the southern town in july where more than 30 people, kurdish activists were killed in a suicide bombing there. Isis was blamed there but they did not accept responsibility. The lines they are drawing point to isis, but theyre not saying that is what they believe just yet. Its interesting. We havent heard from isis at this point, but, phil, weve seen prothe tests on the streets as a result of the weekend blasts. How are the protests likely to play out today . Will people get out on the streets . Weve seen angry and emotional streets. At the many funerals held across the country for those who lost their lives in that attack. A lot of emotion. A great deal of fury. All of it directed at the t turkish government. The belief is that the authorities notably, the security and intelligence authorities did not do enough to prevent this attack. They believe that more could have been done. And so we expect to see more of that. In istanbul there were calls for protests, but the government says it cant take place. Its tense. Turkey is due to vote on a new parliament on the first of november. Just weeks away. The view of everyone across the political spectrum is that this bombing was made and designed to influence the campaign in some way, but they differ vastly on just what that influence or end result could be. For the opposition parties, their concern is that they were targeted in this attack in such a way that it will intimidate their followers, supporters, and it will make it more difficult to campaign. It could affect their turnout and ultimately the results on voting day. Phil black bringing us up to date on the situation in ankara. The Dutch Safety Board is expected to release the report on the crash in a few hours. And the International Center for defense and security joins us from moscow. Jill, youve been listening into what the russian manufacturer presented to the media just a few moments ago. What stood out to you . Well, what theyre saying is that well, lets back up. The theory so far coming from the western side has been that that plane was shot down by a missile that was launched from the ground from areas contained by the rebels in ukraine, and now the company that manufactures that missile is saying as its said before, that its done a very careful modelling, in fact, two modelings of how this accident occurred, and that believe that that missile that was launched came not from the rebel area but from the area controlled by the Ukrainian Government forces. Thats what were expecting to hear. But when you get to the actual report coming from the dutch, that is the safety board, Dutch Safety Board thats reporting. They are not going to be saying who did it. Theyre going to be saying how it happened. But the kulpaability will come later. There was a criminal investigation ongoing led by the dutch, and it will be a while before it comes out. And jill, the problem with that is that for the most part, it was understood that this was a Russian Missile, and people wanted to know who fired it. Theyre not going to find that out. Thats problematic, isnt it . Is there any sense that they will actually look into that part of this story a little further down the track . Yes. I mean, that is the criminal investigation. As i said, its ongoing, and that is what they would look at, who controlled that missile. You know, theres no question it appears that it was actually that missile, but whose control it was in is the question, and then also, you know, there has been a back and forth and conflict really over whether there should be an International Tribunal over who should take people to court, there was an attempt to do that at the united natio nations, but russia voted against that. At this point, thats not going to happen, but it could potentially be brought up again. I think the bottom line from moscow would be, weve done an experiment, the company would say, and it shows that that missile came from government Ukrainian Governmentcontrolled areas, and also the russian government saying you, the west, are ignoring information, data, and intelligence that we have that shows exactly that, that it was the ukrainians who were at fault. Thats a very strong message. Youre not listening to what were saying. Yeah. They are at least getting closer to some answer here. Jill talking to us there live from moscow. Thanks to you. Well, lets return now to the middle east. Benjamin netanyahu is promising a hard line on the increasing wave of palestinian violence. Translator it must be understood once and more all, terrorist stems from a wish to destroy us. It is the motive nowadays. The recent wave of violence between israelis and palestinians topped dagenda of the legislative body. They took steps to increase sentences of people throwing moll ta maul tov cocktails. But opponents even within parliament have suggested the Prime Minister himself should shoulder some of the blame in the current violence. You have a right wing rally planned on the point today. Is that is Fair Assessment of how this has been handled . Yes. The israelis on the right and on the left are upset that more is not being done to end this horrible spate of terror attacks. On my way here, it was hard to get here because there are balances going in several different directions, and one of the attacks that took place not long ago is close to this studio. On the one hand, youre having all of the opposition parties on both the left and the right trying to say that Benjamin Netanyahu is to blame for this. But on the other hand, there is a sense of National Unity here, and he wasnt heckled in his address to the kanessa which is rare over here. But as we watch, the violence continues. Theres been more stabbings. We wonder where this will lead. The Prime Minister said lack of progress in any peace talks is now excuse for terror, but hes offered no new plan, nothing innovative to prevent the clashes from getting worse. What are some of the options other than bulldozing homes of suspects and imp plemting a mandatory minimum of three years for stone throwers . Past waves of violence were planned ahead by palestinian leaders, strategically thinking they would help their people and it turned out to be wrong. This is coming from young people without leaders who are there commanding them or giving them weapons to do it. And the feeling here in israel is that what has to be done to stop it is to have palestinian leaders tell their people to stop. Tell them its not going to be in their interest. There was a speech about a month ago in which he claimed that a jewish fe jewish filthy feet were going on the temple mount. And that was seen as a wave of thinking that it would be in their best interest to attack jews with knives. Theres little israel can do other than have more police to protect people. But it may be true theres only so much they can do to limit the stabbings if they are lone individuals. We are expecting big rallies today. Theres a general strike being called for in the west bank and oh places. Talk to us about the move there among israelis and palestinians. The mood is terrified. Jewish, christians, and muslims, young people are attacking people randomly. We have a 13yearold try to kill into the 13yearold on his bike. It shows how far its gotten. A lot of it is on facebook. Its not just abbas. There have to be muslim, arab leaders going on social media and television and telling people to stop, because its not in the interest of anyone over here. They found the traffic skyroc t skyrocketed when they removed nudity on their website. A lot of people wonder what will playboy be without the photos . It will be more like maxim or gq, and maybe people only read article for the articles, which is usually a lie, maybe it will be more true some day soon.
