Andy moore has the story. It now looks almost certain there will be new restrictions in the north of england. Manchester will very likely be affected. What hasnt been resolved is what form they will take and where they will be imposed. Options include the closure of pubs and restaurants and possibly a ban on overnight stays away from home. There is also likely to be a simpler, more easily understood system of restrictions where areas are put into a certain tier according to the level of infection. Cities in the north and the midlands have some of the highest coronavirus rates in the whole of the country. Liverpool has 552 cases per 100,000 people. Manchester has 542 cases per 100,000. And nottingham 497. In many of these places local restrictions are already in force. These local restrictions that have been put in place in much of the north of england really havent been very effective. You can see rates are still going up, still going up very rapidly. We need to take much more stringent measures, notjust in the north of england, actually. I think we need to do it countrywide, and bring the epidemic back under control. Across the country the number of covid deaths is rising. So too are the figures for admissions to hospitals. There is a serious risk the nhs will become overwhelmed in very short order. The increase in numbers of coronavirus cases is hard to compare from earlier this year, because of course we are testing far more. But the number of people being admitted to hospital is directly comparable from earlier this year. And its on a very serious trajectory upwards. In scotland, new restrictions will come into force tomorrow evening. There will be no drinking inside bars and restaurants for over a fortnight. In the central belt, including glasgow and edinburgh, licensed premises will have to shut to all but takeaway services. There will be Financial Support for the Hospitality Industry in scotland, but the details are not clear. In england too the treasury is looking at how to offer help to pubs and restaurants if tighter restrictions are imposed. Andy moore, bbc news. And yet at the same time they know that the buttons they might have to press to try and suppress it, will have a really harsh economic consequences, but also consequences for all of our liberties and our freedoms. Well, traditionally the Vice President ial debate tends not to be that significant. People tend not to make up their minds depending on who is the Vice President ial candidate, but of course it is different this year, with two president ial candidates, both men in their 70s, President Trump is coronavirus, and it was significant that one of the questions, which both of the candidates dodged, was whether they had had a discussion with their president ial running mate about what happens in a situation when where the president perhaps falls ill, is disabled in some way, and unable to carry out their duties. It was after weeks and weeks of co nsta nt it was after weeks and weeks of constant e mailing that of the first request for money came. The man, who called himself rob, said his bank account had been hacked and frozen, his daughter had become ill in dubai, could lisa pay for the treatment . I was very reluctant to do that to start with because i didnt want to pay out money, but it then became a very much like, she is dying, she is dying, she needs to be treated, she doesnt get treated she is going to die, she needs an operation. The average loss in each case, £10,000. Police say this is a sophisticated crime. 70 of it originates overseas, often with organised teams of people researching potential victims. What we often see is that the rapport building can take a long period of time. Sometimes many months. It is about trust and hope and friendship. And when that is destroyed its notjust financial damage actually, its devastating emotional damage as well that we see. Lisa has been told she wont get any of her money back and says if there is one lesson from her experience it is this. Dont give them any money. Anybody who has been travelling what my planning to go on holiday was waiting for the news that came yesterday. The travel industry has been calling on the governments quarantine policy to be removed for months. Now some changes could be in sight. If you remember, in earlyjune, almost all International Arrivals had to self isolate for two weeks, with big fines for anyone caught breaking the rules. This had a massive impact on Summer Holidays and on the aviation and travel industry. Thats why the government introduced a system of so called travel corridors. Places exempt from the quarantine rules. But the list has changed lots, often at short notice, and each of the devolved nations deals with things slightly differently. No wonder it has been putting people off from travelling. Thousands of travel jobs have either gone or been put at risk. Just yesterday, Manchester Airport group, which also runs stansted and east midlands airports, said more than 800 people may have to go. So both airlines and airports have been calling for testing. Uk arrivals would get a test and only have to self isolate for a short time if they were virus free. Yesterday, the government said it was setting up a task force to look into the issue. But, crucially, any testing would be private. So paid for by passengers, meaning quarantine would remain for anyone who cant pay. What are the applications for the industry . Implications. Karen dee is the head of the airport 0perators association, and joins me now from south london. Good to see you. Setting up essentially a plan for testing. We will get the results in november. South korea have been testing at airport since march. Do you trust this is a genuine step forward . Yeah. I think it is a welcome first step but it isjust that. As you said in your report, it is something the industry has been calling on for some time. We think testing could offer some Public Health benefits over and above the kind of quarantine puzzle we have. But its very clear to us within the industry that unless we get a testing we are not going to see the kind of meaningful growth and restart within out meaningful growth and restart within our sector in a safe way. It is a good first step. We needed to move quickly and we need to start getting these systems set up and running as soon as we can. The issue is when. Manchester airports group, virgin atlantic, saying that perhaps on day five you have a test that comes back. Heathrow potentially saying you could be pretested prior to departure. What do you think . Ultimately where we want to get to is that you have a testing regime, whatever that involves, that removes the need to quarantine at all. It could be at some point in the future that we have two to a series of tests. What we will get from this task force, i hope, is that we will start on that journey so that we can get the testing regime in a way that the medics, the scientists are comfortable with, and the passengers are comfortable with, and learn from that. So that we can begin to build. At the moment it seems that somewhere between five days and eight days after arrival says the governments preference. That is what the task force will be looking at. But as i say, ultimately where we want to get to as an industry is something which minimises the quarantine period for passengers, so that theirjourneys are not disrupted. Ultimately the only way to truly open up disguises to remove quarantine entirely. That is not feasible, is it, without risking a massive spread of the virus . Well, i dont know if that is the case. Our view is if you have the right framework of testing, you are ensuring that people with the virus, or at risk of having the virus, dont travel. So at the moment we are relying on preventing people from travelling at all. Our view is that testing is preferable. We would like to see that apply to us. Safety of passengers, of course, is going to bea of passengers, of course, is going to be a priority. Finally, the transport secretary has said it is incumbent on the traveller to pay for it with private testing, so we wont put any on the nhs. When people are worried about selling money out for a holiday and having to pay more for the test, might that put people off completely . We are keen to work with the government to find a way. We know that as Testing Capacity bills, we help testing would be faster, that there will be different types of test and we will be able to keep those costs to an absolute minimum for passengers. In the last month alone, weve gone from a few hundred people a day in hospital with coronavirus to thousands. Right now we have over 3100 people in hospital with coronavirus around the uk. 500 of those are in itu beds, thats very worrying. A month ago, we only had 60 people in the whole of the uk in itu beds. We are seeing a worrying trend at the moment. Everyone has seen a massive spike in cases which has been happening, but thats been more difficult to measure because a lot of people with very mild symptoms are now being diagnosed, whereas they werent before. U nfortu nately a few whereas they werent before. Unfortunately a few weeks after hospital admissions go up, intensive ca re hospital admissions go up, intensive care admissions go up and deaths go up. Are there any hotspots . We have all heard about the north west of england, but a lot of other places are seeing issues, such as the midlands. Its working for the south. We are seeing some interesting patterns starting to happen in london again. This is a problem affecting all four nations of the uk. We heard very serious restrictions and changes happening in scotland yesterday. In ireland and Northern Ireland, we are seeing changes as well. This virus does not know boundaries and we need to learn its rules and work with it, rather than expecting it to conform to the way we want to live. How serious is it and way we want to live. How serious is itand can way we want to live. How serious is it and can the nhs cope . Right now, the nhs can and is coping. A few hospitals are really struggling, but the nhs has learned a lot and is doing remarkably, at the same time as restoring services and trying to clear as much backlog as we can from hundreds of thousands if not millions of people waiting for treatment. If we are having to dedicate a much greater proportion of our resource to covid care, that means of our resource to covid care, that m ea ns less of our resource to covid care, that means less resource for other things we wa nt means less resource for other things we want to do. We always prioritise the urgent. If you are sitting on unusual symptoms and are worried, please come forward. We are open for business. I know some people are too frightened to come forward. If you have Serious Mental Health problems, please come forward. As a population, we all have a responsibility to do our best to reduce the transmission because if this gets out of control, as we fear it is, and we are at that Tipping Point right now, this is not a joke, this is not scaremongering, i dont come from an organisation that is scaremongering, we care about people and patients and we want to do the best for them and keep doing the best for them and keep doing the best for them and keep doing the best for them. Mike pence is literally a heartbeat away from the presidency right now. That definitely has played a role in it. One of the more ironic parts of this debate is that Vice President pence came from outside of utah, did not quarantine and travelled straight from his business and its going to arizona tomorrow. This colossus of a plane is going to depart from heathrow off the tarmac for one final time out of the tarmac for one final time out of the British Airways fleet. This one and another one part nearby. The tale of that plane is level with a six story building. Its been in the ba fleet for decades. It changed the way people travelled around the globe and its been around for a very long time. A queen of the skies. The uniforms and the food changed. The cabin has been fine tuned for passenger comfort. But the 7117 was a glamour glider for decades. Its big but by no means slow. Full, it could weigh 400 tonnes. The original was made in 1969. Man, how they are going to get that thing in the air . Ba once flew 57 of them. Now their last two are leaving heathrow. In here are the bunks where you can get a sleep if we have more than two crew. This captain will pilot this one into retirement. The 747s departure from the fleet is earlier than planned because of the pandemic. The first thing you notice when you look at the window is you are looking down on people, which is really weird compared to any other aircraft you phone. At the back of the plane, up a flight of stairs is where on long haul flights the crew can get some rest. In seat 1a, you are further forward than the pilot. The cockpit is up there. But the amazing views out over the window didnt come cheap in first class. Its incredible to think that the boeing 7117 has been with us for around half a century. Suddenly you could carry around 400 people from heathrow to jfk, new york, in about six hours. It was a wow moment. And it changed the way we travel. Well, sitting in that very privileged position right up there in the cockpit this morning will be captain al bridger, the man who will guide this plane out of heathrow for one last time. The measures, which could form part of new three tier system for local lockdowns, are expected to be announced early next week. It comes after stricter rules were issued in scotland yesterday. Andy moore has the story. It now looks almost certain there will be new restrictions in the north of england. Manchester will very likely be affected. What hasnt been resolved is what form they will take and where they will be imposed. Options include the closure of pubs and restaurants and possibly a ban on overnight stays away from home. There is also likely to be a simpler, more easily understood system of restrictions where areas are put into a certain tier according to the level of infection. Cities in the north and the midlands have some of the highest coronavirus rates in the whole of the country. Liverpool has 552 cases per 100,000 people. Manchester has 542 cases per 100,000. And nottingham 497. In many of these places local restrictions are already in force. These local restrictions that have been put in place in much of the north of england really havent been very effective. You can see rates are still going up, still going up very rapidly. We need to take much more stringent measures, notjust in the north of england, actually. I think we need to do it countrywide, and bring the epidemic back under control. Across the country the number of covid deaths is rising. So too are the figures for admissions to hospitals. There is a serious risk the nhs will become overwhelmed in very short order. The increase in numbers of coronavirus cases is hard to compare from earlier this year, because of course we are testing far more. But the number of people being admitted to hospital is directly comparable from earlier this year. And its on a very serious trajectory upwards. In scotland, new restrictions will come into force tomorrow evening. There will be no drinking inside bars and restaurants for over a fortnight. In the central belt, including glasgow and edinburgh, licensed premises will have to shut to all but takeaway services. There will be Financial Support for the Hospitality Industry in scotland, but the details are not clear. In england too the treasury is looking at how to offer help to pubs and restaurants if tighter restrictions are imposed. Andy moore, bbc news. And yet it does look like that is quite likely in the worst affected pockets in the english midlands and the north of england, places like nottingham and manchester, liverpool and newcastle. A new system bringing rain across scotland, Northern Ireland, eventually by the end of the night into Northern England and north wales. Followed by a peppering of showers. Some clear skies. Pu bs, restau ra nts a nd cafes that sell alcohol in glasgow, edinburgh and the central belt of scotland, have been ordered to close for 16 days from friday, to try to slow the spread of coronavirus. In the rest of scotland, licensed premises must shut by 6pm. The first minister, Nicola Sturgeon ruled out a return to full lockdown, but she warned that without swift action, infection rates could return to peak levels by the end of the month. Lets look at these new regulations. In the north and south of scotland, pubs and restaurants will be able to open for limited hours, and can only serve alcohol outdoors. In the central belt all licensed premises, except hotels bars for residents, will have to close indoors and outdoors, although takeaways will be permitted. The new restrictions affect around 3. 4 Million People living in the central belt, which includes places such as glasgow, edinburgh, ayr, stirling and livingston. Were joined now by our scotland correspondent, lorna gordon. Lorna, what is the reaction been to these new restrictions coming in . think it is fair to say many businesses are horrified by the extent of these restrictions. Scotlands first minister, Nicola Sturgeon, has described it as short, sharp action. It starts at six oclock tomorrow evening and will be in place for three weekends 16 days. She has admitted it will be unwelcome to many people and disruptive, but i do think businesses would go further and in effect a safer many of them it may well be their last orders. It is worth looking at some of the language the trade bodies representing pubs and hospitality businesses are using. They talk about it been catastrophic, a death sentence for their businesses, saying their sector has been singled out, charged and found guilty without any supporting evidence to justify the shutdown. The federation of Small Businesses is pointing out it is not just of Small Businesses is pointing out it is notjust Small Businesses that will be affected, it will have a knock on effect in other parts of the economy like the supply chain, the economy like the supply chain, the Tourism Sector, even taxi cabs. There is Financial Support in place. It is not clear how that would be distributed. Businesses say while it is welcome it doesnt go far enough. Lorna, thank you. What impact could these new measures have on the Hospitality Industry in scotland . Paul, ifi could just ask you first come out tomorrow night, friday night, looking forward, how does that look for you . Oh, it is very bleak. This week already i have put five members of staff on notice of redundancy, this is before this event has happened. Why six oclock . Why six oclock . Why is it not ten oclock . Why is it not midnight . It is crazy. Now we all want to help people. We wa nt to now we all want to help people. We want to stop this virus spreading. But, you know, for me to do it properly, if you closed all of sales, its people going home and having parties. If you stop it there, people will come into a bar, we are doing track and trace, we are doing every single thing, creating a safe environment for people to come in and enjoy themselves, there is trace and track their when you come into the bar. A lot of people struggling, as i am sure you are coming to work out what happens. Are you having to shut down entirely . Yes. And are you going to be doing ta ke yes. And are you going to be doing take outs at all . Those are allowed. No, nothing at all. The city centre of glasgow, where i am based, is absolutely dead. There is very little traffic. The offices are empty. There is no body there to actually do take away with. Nobody. I will be closing my doors at six oclock. When we will be opening back up, i dont know. They say 16 days. If, opening back up, i dont know. They say16 days. If, in 16 opening back up, i dont know. They say 16 days. If, in 16 days it is worse, are they going to let me open 7 worse, are they going to let me open up . Idont worse, are they going to let me open up . I dont know the answer to that. We will try to get some of the a nswe rs we will try to get some of the answers here. Lets speak to Willie Mcleod. This is paul, he is one of many examples, id imagine. So for the whole industry what is this 16 days, what difference will it make . Well, i think the word catastrophic has been used many times, may be overused. I think paul has said it all. The hospitality, the licensed trade, fully appreciates the health position, and we realise the government has got very difficult decisions to make to balance Public Health with the economy. But the impact on businesses that have worked very hard and successfully to provide safe and hygienic environments for customers and staff, the impact is going to be horrific. It is coming at a very difficult time of the year. There is never an easy time of the year. But we are reliant on tourism as well as local customers. We are just going into the mid term holiday period. And customers in scotland and elsewhere are absolutely uncertain about whether to continue with their holiday bookings. Closing bars and restaurants is going to have a massive impact on businesses that are reallyjust massive impact on businesses that are really just climbing massive impact on businesses that are reallyjust climbing back from a prolonged period of lockdown. And they reopened with reduced capacities to cope with social distancing. They were then hit by the ten oclock curfew. And with reduced demand and reduced consumer confidence, Business Resilience is as low as it can be. Many businesses wa nt as low as it can be. Many businesses want to survive. And im afraid we are going to see tens of thousands ofjob losses by the time we do the final count on all of this. Ok, paul, can you just pick up for us on effectively the number crunching . We have been told by Nicola Sturgeon there is a package that will be unveiled and that you will get some money to compensate for the fact that the government is telling you you cannot be opened. Now, do you know how much money you are going to get . And do you know how much you would need to get to make this survivable . The thing is we dont know how much we are going to get, but the reality is that since march when we closed this business has lost money every single week. I am still not making money. There is no profit line in this business at the moment. What is going to help . I dont know what the answer is to that. I dont know what they are going to throw at us. I am trying to save people because myjob is, peoples livelihoods. That is what i am trying to do at the moment. I am trying to keep as many staff as i p0p trying to keep as many staff as i pop possibly can. I have been in this trade for 35 years and i have never once had to say to somebody, i am making you redundant. That is a hell of a thing to actually sit and do that, it is something that i didnt bat it took me a long time to summon the courage to do it. How much money there are going to give us, there is no Bottomless Pit of money, i understand that. I understand that not all businesses will survive. But you know, when you look at the government and what they are doing, we are doing everything we possibly can to create a safe environment. Its like death by a thousand cuts. Can ijust pick up a few of those points with Willie Mcleod . We are told there is going to bea mcleod . We are told there is going to be a support package of £40 million. Have you got any idea how that will be divided up, would it be given to individual pubs, restau ra nts, given to individual pubs, restaurants, how will it happen . We have no idea how it will be distributed or indeed what the process might be for this. Any money is welcome and the industry has welcomed it a great deal during this crisis. At looking at 40 million, mean there are 12,000 licensed businesses in scotland and there are many thousands more on licensed businesses that are affected by this. A very crude estimate is if you divide the 40 million up you will get an average of about £2000 per business. Now paul is probably much more qualified than i am to say how adequate that is going to be to meet the fixed costs that he is going to encounter when he is closed. This industry is suffering. We have had specific restrictions placed on us and we desperately need sector specific support. There are parts of our industry that have not been able to reopen, the nightclubs, the music venues, the conference and meeting centres. We need that migrate we are going to survive as a sector, and we are critically important to the scottish economy, we are going to need continuing support from government both north and south of the border. This is a uk wide crisis. It is not specifically scotland. Listening to radio earlier today, there is more bad news for our industry about to come out from the westminster garment. The governments have to get together and put together a sector specific support package to see us through this crisis well into the first, Second Quarter as of next year and beyond. Willie mcleod and paul mcdonough, thank you both very much indeed for your time. First minister Nicola Sturgeon said the restrictions were intended to be short, sharp action to arrest a worrying increase in infection. Lets speak now to linda bauld, professor of Public Health at the university of edinburgh. We spoke to yesterday before we knew what was going to happen. What do you make of these restrictions, the fa ct you make of these restrictions, the fact that it is 16 days, how much impact do you think it will have . Its a very complex set of new rules that i think people will struggle to understand. Willie and paul have made some excellent points about the impact on their sector. From a Public Health perspective cases arising around 7 a day in scotland. The chief medical officer up here has estimated that by the end of 0ctober has estimated that by the end of october we could be back in the same position we were in in march. Given that we are not allowed to meeting each others roses, houses. The government is looking at other environments indoors where people are mixing that we could take action and fora are mixing that we could take action and for a short period. They have chosen hospitality. We are not alone in this. Belgium is doing the same thing. All the pubs have been shut in brussels, the same in dublin. It is so hard across europe. But governments are taking similar action. We know it is 16 days and thatis action. We know it is 16 days and that is targeted over half term, isnt it . Yes, the schools break up at different periods. Most of these schools will be off during that period. We have been advised not to travel on public transport in the central belt. Not to move outside of our Health Board Area in the central belt of scotland. The kids are off school. Essentially what you are doing is you are restricting peoples movements in a variety of ways to try to stem the spread of the virus. Your background is behavioural science. How are these rules likely to affect people . Is it easier to comply with them or not . think it is going to be really challenging. To give you some examples, i understand the Public Health rationale, absolutely, but there are some strange things in here. For example, you can still go to the gym but you cant attend a y93 to the gym but you cant attend a yoga class. As i said earlier, you will be asked not to travel outside of your Health Board Area. Glasgow and clyde covers most of the west of scotland. Forth valley is a small area. Again will be scouring the website asking what they can and cant do. The government has to put a lot of effort into communicating this clearly, taking people with them and thinking about the support packets paul and willie were talking about. I am seeing with compliance, understanding and support, the longer these restrictions continue, the harder it is for people. Thank you very much indeed for your time. Thank you. Its correct to say that the number of cases in the north west and the north east and a number of cities in the midlands like nottingham are rising fast and that is a serious situation. We are currently considering what steps we should take, obviously taking the advice of our scientific and medical advisors and a decision will be made shortly, but im not able to give you right now exactly whats going to happen, but we will continue to take a proportionate and localised response which i think is the right thing to do because the variations in the number of case are very significant in england from i think over 550 in manchester per hundred thousand to as low as 19 in cornwall, dorset and herefordshire, so a localised but proportionate response has to be the way forwards. You are the communities secretary and im just trying to get a bit of clarity on this. Is there to be an announcement linked to the hospitality trade in england next week . We are considering the evidence. In some parts of the country, the number of cases is rising very fast and we are taking that seriously. So doing nothing is not an option . We are not ina nothing is not an option . We are not in a position to make an announcement right now in the programme, im afraid. If we need to ta ke programme, im afraid. If we need to take further steps, obviously we will take seriously how we can help and support those individuals and businesses. We have already provided £1500 for each business that has to close every three weeks and £500 for those people who are having to self isolate, so you can see the steps we have tried to take in the past and we understand quite how difficult this is for people who work in the Hospitality Industry and for the owners of pubs, restaurants and cafes who have been through so much already this year. And im sure well be watching the news in scotla nd well be watching the news in scotland with great concern. Ok, so we cant establish precisely when but can you talk to us about the parameters . For example, weve just been speaking to a landlord in scotla nd been speaking to a landlord in scotland who is facing complete closure of his bar. Is that something the government in england will consider . Complete closure for a short period of time for an affected period of time. Will you rule that out . Im not going to roll things in or out, we are trying to ta ke things in or out, we are trying to take a localised approach, we are trying to have greater consistency to the rules so they are easier to understand and we are also trying to work on slightly broader canvases of regions or cities and counties, to avoid the differences in peoples daily lives if they drive over the border between one place or another. The precise measures that we choose for those places we are going to be announcing in the coming days, but we are working very closely with the local leaders in places like manchester and nottingham and liverpool, and considering what is the right step to take now. We know that some people are not, which is why what is happening is happening. So what we now know is that four amongst the top 100 councils say that they have covid marshals. They have called around all the areas. How many covid marshals are there out there right now . The idea of these marshals. Everyone understands what the idea is. The question is about enforcement. Its worth clarifying because there is a range in ways this can be done. The funding we are providing to local councils is to help them to decide what is the best way to enforce the rules, to educate and inform the public, and particularly Small Businesses in their communities. Some places are doing that with what is being described as covid marshals and there are communities that have done that, like blackpool and northampton. 0thers that, like blackpool and northampton. Others have gone for a slightly softer approach and youve seen boots on the ground from local Council Support staff in leicester, in leeds, in broxtowe and another local authority areas. 0thers in leeds, in broxtowe and another local authority areas. Others will use the funding we are providing to increase the number of Environmental Health officers, the specialist people and local councils will go around businesses like pubs, restau ra nts a nd cafes, ma ke around businesses like pubs, restaurants and cafes, make sure they are following the rules, inform and educate them if they dont fully understand how to do so, and ensure compliance is improved across the whole of the country. The term covid marshals sound sign it sounds quite authoritarian, but the funding is there to provide a range of Different Solutions and for local councils to decide what actually works for their local community. So you dont know how many there are . Its happening in different ways. Simple know is fine. We can move on. It was never the idea for an army of people in uniforms. The proposal is for local councils to design the right things for them. In a city centre, that might mean having people out in hi vis jackets helping to guide members of the public in the night time economy. In a market town, might be having an Environmental Health officer doing the rounds, popping into shops and businesses, advising and helping a nswer businesses, advising and helping answer questions, helping them source equipment they might need to keep them and their customers say. This was an idea proposed by local councils themselves because some of them had taking initiative and started doing it earlier in the summer with success. On the issue of funding, Nicola Sturgeon that alongside closing areas in the hospitality sector, some £40 million would be set aside to help them. Assuming any announcement that comes next is linked to the hospitality trade, would there be a similar package from the government in england . Well, the chancellor will have to consider carefully, if we have to consider carefully, if we have to consider carefully, if we have to implement those measures. He andi have to implement those measures. He and i are very concerned about people working in hospitality sector. Remember, he has already provided a Business Rates holiday for the whole of the year, so those businesses are not paying their usual Business Rates to the local council. He also created a 5 reduction in vat for those businesses and weve also provided, asi businesses and weve also provided, as i said earlier, £1500 per business which has to close per three week period, so there is support in place but i completely understand that we may well need to go further because those businesses are going to be placed in a difficult and intolerable position if they are asked to do more. So thatis if they are asked to do more. So that is a yes. There would be a package that would compensate if they are required to take further restrictions . The chancellor will need to consider that. They are building ona need to consider that. They are building on a significant set of measures weve already had since the beginning of the pandemic. We understand hospitality is being asked to bear a greater burden on almost any other sector of the economy and we want to help and support people through the coming weeks and months. Weve come to that number looking at the types of measures that were needed in some of the cities where weve been implementing local lockdowns, like leicester, for example. We want to make sure that local councils have the resources to get through the autumn and winter. It will be a bumpy period. At the moment, anyone arriving back in the uk has to self isolate for two weeks, unless theyre coming from a country exempt from quarantine rules. The problem is that list keeps changing, and thats put a lot of people off travelling altogether. As a result thousands ofjobs in travel have gone or been put at risk. The latest . Manchester Airport Group which also runs stansted and east midlands airports said more than 800 people may have to go. So airlines and airports have been calling for a testing system for when when people arrive in the uk; a clear result would mean reduced time in quarantine. Yesterday, the government said it was setting up a task force which would consider when the best point to test is. The rules could change within weeks. But, crucially, any testing would be private. So paid for by passengers. So does all this mean that holidays and travel could be back on the agenda. The aviation and travel industry is now desperately hoping that something will come up before christmas so that particularly families desperate to get back to see each other will be able to do so without the two weeks which for so many people is com pletely which for so many people is completely impossible as a proposition. The trouble is we dont yet know what look like. There are about 17 different flavours of testing before the flight, at the airport, testing when you arrive or testing after five or seven days. In order to make it meaningful, you kind of need to have the quarantine period to one week. Grant shapps will be leading this task force. They are expecting to report by mid november. You would have to pay for this yourself. Its still very prohibitive for a lot of people. Looking ahead to the october half 0ctober half term, what would your advice be . Please dont take any precipitous action just on me speculating about that, we dont know what the governments grounds are for putting places on the no go list, but we know its much tougher to get off the list that it is to get onto it. Pubs and restaurants could be closed again in parts of england with the highest rates of infection. The measures, which could form part of new three tier system for local lockdowns, are expected to be announced early next week. It comes after stricter rules were issued in scotland yesterday. We are not going to rule things in or out. We are trying to take a localised approach. We are trying to agree a greater consistency to the rules so theyre easier to understand and were also trying to work on slightly broader canvases of regions or cities and counties, to avoid differences in peoples daily lives if they drive over the border between one place or another. The precise measures that we choose for those places, we are going to be announcing in the coming days, but we are working very closely with the local leaders in places like manchester and nottingham and liverpool, and considering what is the right step to take now. None of us, i think, do this lightly because we dont, i certainly dont want to see further restrictions and would not want to be implementing them unless we felt it was absolutely necessary. Earlier on the show, the chair of the academy of medical royal colleges, dr helen stokes lampard, told us that some hospitals risk being overwhelmed and that the current rules in england need to be made clearer. I think the variation in rules, what lockdown means in one place to another, is really difficult. Its confusing and im a great fan of complete clarity and consistency of messaging. If we do get very simple messages, category a, b and c or red, amber and green, i think that will help because consistency is so important. But the core messages havent changed wash your hands, cover your face, keep the space, as backed up by an excellent test, track, trace and isolate plan. That is consistent. As we have been reporting, some of the ideas being discussed, and i am told that no decisions have been formally signed off yet, include closing pubs and restaurants, preventing overnight stays away from home, but crucially, ensuring in all circumstances that schools can remain open. So that is where we are. Discussions are still going on within government about the precise geography of this and the precise timescale. I think they were a little spooked about the newspaper headlines you may have seen that painta headlines you may have seen that paint a definitive picture. That is not to say that those headlines will not to say that those headlines will not be proven right in a couple of days time. It is useful for you to nuanceitin days time. It is useful for you to nuance it in that way. Amongst decisions about what you will be allowed to do will inevitably come decisions about whether there is some form of compensation. Two british members of the Islamic State group have appeared in a Us Federal Court to face charges related to the killing of western hostages in syria. Alexanda kotey and El Shafee El Sheikh appeared by video link in a virginia courtroom because of coronavirus restrictions. Theyve previously admitted having contact with the hostages, but claimed their main role was helping ransom negotiations. They say they had nothing to do with the killings, which were recorded on video. Both men face life in prison if convicted. Homeless charities are calling on the Prime Minister not to allow night shelters to be opened in england this winter. They claim the shelters cant be operated in a covid secure way. They want to see funding similar to that which housed many Homeless People in hotels back in march. Poor charlie it is not a bad day for some parts of the country, but others have had torrential rain and strong winds as we have gone through the early part of the day. But that rain with clear and many of us will enjoy sunshine. There will also be some showers. Low pressure has been driving our weather. There are two weatherfronts. That is why we have had all the rain. The isobars tell you, particularly in the south, that we will still have gusty winds on coasts and hills during the morning. You can see the rainfall we have had. There will be a lot of surface spray and water on the roads. Then the second band slowly pushes south, eventually clearing the southern counties of england and getting into the Channel Islands after lunch. Most of southern england away from the Channel Islands will have some dry weather this afternoon. There will be some sunshine around and areas of cloud this afternoon which could produce the odd shower. The odd shower is getting to wales, Northern England and Northern Ireland and northern and western scotland. Some of those could be heavy but you may also hear the odd rumble of thunder. 0vernight, its going to be a colder night and the clearer skies in southern areas than the nightjust gone. And a band of rain will come in across scotland, Northern Ireland, Northern England and eventually north wales through the night. You could see snow above 7oo the night. You could see snow above 700 metres in the grampians and there will be a peppering of showers under clear skies. In rural areas, it will feel cold. Tomorrow, a dry starting southern areas but then this band of rain sinks southwards during the day. Behind that, we are back into this dizzy cocktail of bright spells, sunshine and showers and again, some of those showers could be heavy. Feeling cooler. Scotlands first minister, Nicola Sturgeon, has outlined new restrictions for the country, which will come in to effect on friday. Pubs and bars will be ordered to stop serving alcohol inside, and venues inside scotlands central belt will have to shut their doors completely. The new rules will apply from 6pm tomorrow, for an initial period of 16 days. In the central belt areas, all licensed premises with the exception of hotel bars for residents will have to close indoors and outdoors, although takeaways will be permitted. In other parts of scotland, pubs and restaurants will be able to open for limited hours, but can only serve alcohol outdoors. The first minister admitted the new rules would be disruptive to many businesses and would be unwelcome to many people. Rules on face coverings are being tightened, too. In coming weeks, they must be worn indoors in all communal settings like workplace corridors and canteens. We can speak now to our scotland correspondent, lorna gordon. We know these restrictions are coming and many people are surprised at what their restrictions are, a lot of bars, we have been speaking toa man lot of bars, we have been speaking to a man who runs a pub in glasgow, it isa to a man who runs a pub in glasgow, it is a complete shutdown for him and many other organisations in those big, built up areas like glasgow and edinburgh. Yes, good morning, these are quite a lot of new rules and regulations coming in. I think the public, all of us who live it in scotland are absorbing them, trying to work out what it means for us but the response from business has been coming in thick and fast. In effect, a lot of them are saying they fear this may be last orders for them, the various trade bodies trade bodies representing pubs and hospitality are using really strong language, it is worth pointing out some of the things they are saying. They are calling the new regulations and restrictions catastrophic and a death sentence for their businesses, saying their sector has been singled out, charged and found guilty without any supporting evidence to justify the shutdown. The federation of Small Businesses is also pointing out it will have a knock on effect on the supply and Tourism Sector and on the supply and Tourism Sector and on taxi drivers, even. There is a support coming in, £40 million worth although it is not clear how it will be distributed yet. While it is welcome, many businesses are saying it does not go far enough but the first minister Nicola Sturgeon says this is short, sharp action, comes in at 6pm tomorrow and covers three weekends, 16 days, and she says it is required because without it, there is a risk of the virus will be out of control by the end of the month. So much of that to talk about. Were joined now by professorjason leitch, National Clinical director for scotland. Thank you forjoining us. So much to get through. Talk about the 16 days, what is the Science Behind that . Their science is never exact on these restrictions, it simply cant be because the virus is only nine months old. Their theory here is that if we get the prevalence down, if we get the r write down a bit, it is1. 5 now, we if we get the r write down a bit, it is 1. 5 now, we are doubling every five days, so 1000 cases that i is 2000 cases in nine days and 4003 weeks so we have got to do something, and quickly. The evidence we published yesterday as the advisers illustrate that. I would recommend people read it. 16 days is a bit ofa recommend people read it. 16 days is a bit of a short, sharp shock, and i regret it, i dont want to have to do it, ifeel for the hospitality owners and it gets the prevalence down as quickly as we can and then we can reset and hopefully, the prevalence will then stay low and we can have schools and hospitality and higher education. Ok, lets particularly talk about pubs and restau ra nt particularly talk about pubs and restaurant is because we know there are very strict rules coming into place and you say publish the events but what is the evidence behind them having to be closed . Why do that . The fundamental risk is household mixing, so the first place that happens is in your house. Two weeks ago, nationally, we told people not to go into others homes, that is pretty much the harshest restriction you can have, except maybe a stay at home or do like we had in march. That is a horrible restriction to have to put on people so that is number one. The next place people mix is outside, in pubs and hospitality and in other venues, in that kind of institution, or at work. We dont want to close down every workplace although we want people to work from home if they can. 20 of our positive cases have some kind of link to pubs and hospitality. You cant prove causation, that is not how the virus works. We interview every single positive case in scotland, every single one, test and protect talks to them and ask them where they were, if they were in greece, if they spoke to them, where they in a pub, at work or on public transport and that allows us to gather themes of infection, effectively. You cant say that a particular pub caused people to get the virus but you can look for themes and about 20 of our cases link back to that kind of pub and hospitality sector. Remember, the final thing about the risk, hear, is pubs and hospitality, even mitigated, are more risky than other places because they have an exemption for the distancing. They are allowed to be at one metre distancing and you are allowed to go with two other households. Even mitigated, they are more risky than you in your home, just with your own household. With two households. We spoke to two representatives from pubs and the Hospitality Industry from scotland, and they say because of the things they have put in place, because they have got track and trace, because of the hygiene, actually, they think it is safer than household mixing in a home. That may be true but we have stopped household mixing. What they will say, of course, if i were in their seat, i would say the same thing, that if you close pubs, people will just go home and have house parties, and that cant happen you squeeze one bit of the balloon and another pp5 one bit of the balloon and another pops out, you cant have one thing without an effect. It is easier as the Public Health adviser to go back to the 23rd of march, but the first ministers exam question for the advisers is not, how do i get rid of covid in a one dimensional way . It is, how do i get rid of covid while maintaining as much of society and the economy as i can . That is a much more difficult question, louise, and that causes us to have to give advice that leads to these really difficult decisions at. If nothing changes in 16 days, what then . difficult decisions at. If nothing changes in 16 days, what then . I am very hopeful that something will change, that the numbers will begin to move. Remember, this virus does not work, it is not norovirus, you dont know youve got it tomorrow and you are sick, it takes 7 10, maybe 14 days to show. So were not going to be completely out of the woods in 16 days, no one suggesting that. But the earlier restrictions we have had on households and other places in the last few weeks, the work we have done in student halls, those restrictions are beginning to show their effect. Another three weeks from now, two and a half weeks from now, iam hopeful that weeks from now, two and a half weeks from now, i am hopeful that others will have begun to full and we are going to do some work. We are not going to do some work. We are not going on holiday for three weeks. We are going to do work in this time to check the guidance, check the mitigations are as strong as they can be, talk to the stakeholder groups, the sectors, make sure were doing everything we can to allow them to open safely. And lets talk them to open safely. And lets talk the rules. I understand they are changing but are they still too confusing for people . We try really ha rd to confusing for people . We try really hard to communicate then. Im not exactly inaccessible to the media. We try, the first minister gives a Daily Press Conference with one of us, pretty much every day. We try to get their message across as simply as we can. We have got graphics, tv adverts. But the nature of a Global Pandemic is it is complicated. It is complicated as a business owner, a school, university and an individual. The fundamentals have stayed same since february, face coverings when you need them, avoid crowded places, clean your hands, two metres distance if you can and self isolate if you have been tested and you have symptoms. Students in scotland studying for their national 5s, the equivalent of english and welsh gcses, wont have to sit exams next year, scotlands education secretary has announced. Pupils results will be based on teacher assessments and coursework instead. Is this a decision that you welcome . I think many of the young people and parents and teachers in scotland will welcome it, even if they dont agree with it ina sense, it, even if they dont agree with it in a sense, they will welcome that a decision has been made which makes it easierfor teachers to decision has been made which makes it easier for teachers to know what they should be doing. It raises the sta kes for they should be doing. It raises the stakes for the westminster government because you have got young people in English Schools who are asking every day, what will my gcses and a levels look like . At the moment, the teachers dont know. We really need a decision in england. Tell us what you understand to be the rationale. Is it as simple as, and of course, we are looking to next summer, arent we . Is it as simple as saying that the thought of large gatherings of young people to ta ke large gatherings of young people to take an exam and the staffing and all of those things is just too difficult, and even looking forward to that time, it will be too difficult . Is that the rationale as you understand . Difficult . Is that the rationale as you understand . I am not sure it is exactly that. If you look at what happened this year, when the exams we re happened this year, when the exams were cancelled for the 2020 generation, those young people had largely finished their exams so they did not get to the revision but they knew their stuff, they had the knowledge. The 2021 generation, of course, were only perhaps a third of the way to learning things so you have got young people who are hugely disadvantaged because they have not been taught enough. What the Scottish Government has done is to say there are all kinds of risks in terms of trying to run lots of the National Exams and then lots of the fire exams, so lets prioritise the higher exams and make sure we can run those. There is a tradition in scotla nd run those. There is a tradition in scotland of having coursework and believing and trusting in teachers and relying on that in no way we have not got in the english system so it is really about saying, if some exams cant run, which ones wont, lets give priority to the ones which are the gateway to university, the higher exams or the a levels in england. University, the higher exams or the alevels in england. I noticed on your first answer, you said at least a decision has been made in scotland so what about the timeline for the decision elsewhere in the uk, england, wales and Northern Ireland . How soon do the schools and School Leaders need to know what will happen . There is a sense that they needed to know at the beginning of september because those young people we re september because those young people were coming back into schools and the teachers were teaching them and they needed to have an eye on what they needed to have an eye on what they were going towards in the summer. It is not as if we did not know about the situation from march. In an unprecedented step forward, the teaching unions, the nasuwt, the National Education union, the National Education union, the National Association of head teachers, my association and the National Governance Association Last week wrote to the government to say in the absence of leadership from you, essentially, we think we have got more ambition and greater urgency than you, this is what we think should happen. We have made some suggestions around next years exams, making them more flexible to make sure as many young people as possible can do the exams, may be reducing the content a bit but may be bringing some of the assessment forward so at least young people have got the safety net of knowing that in their school, they have done some assessment if they cant sit all of the exams next summer. We just need that decision really urgently because these young people are in their classrooms, they need those qualifications to move onto the next stage of their education. Ok. A number of charities are calling on the government to move the capitals homeless into accommodation like hotels before winter sets in. Organisations in london including crisis and st mungos warn that lives will be at risk from the double threat of coronavirus and the cold weather. The government says its working with councils and charities to fund tailored support to end rough sleeping completely. Tottenhams mp, david lammy, has asked the head of twitter to explain himself, after a Police Inquiry into a racist death threat was stopped when the social media giant didnt co operate. The met police said theyd been unable to get details from twitter of the account which sent the offensive tweet. Twitter says it is now co operating. As we heard earlier, British Airways is about to fly its last two boeing 747s from london heathrow into retirement to two airfields in south wales and gloucestershire. 0ur transport correspondent tom burridge is at heathrow this morning to see it all happen. Morning, guys. The operation is in full swing now. Look at that beauty. The first 747 has already taxied down to the south runway. Hopefully, that one will shortly start moving. You can hear the engine is cranking up you can hear the engine is cranking upfor you can hear the engine is cranking up for this moment of history. They are monitoring the weather minute by minute and it is crucial that the visibility in south wales and gloucestershire, where these two magnificent planes will end up, is decent enough to get them in because they are so big. These are amazing aircraft. They have been with us for decades and this really is a moment of history. A queen of the skies. The uniforms and the food changed. The cabin has been fine tuned for passenger comfort. But the 747 was a glamour glider for decades. Its big, but by no means slow. Full, it could weigh 400 tonnes. The original was made in 1969. Man, how they are going to get that thing in the air . Ba once flew 57 of them. Now their last two are leaving heathrow. In here are the bunks where you can get a rest if we have more than two crew. Captain al bridger will pilot this one into retirement. The 747s departure from the fleet is earlier than planned because of the pandemic. The first thing you notice when you look out the window is, you are looking down on people, which is really weird compared to any other aircraft youve flown. Its always sad when a beautiful aircraft can still fly that its off to its final resting place. It will be an emotional moment lifting off of that last time. Good morning, bbc breakfast, and welcome on board this final British Airways 747 flight from london heathrow. Julie welcomed a listers and royalty on board. No need to go to a gym either you become very attached to a huge chunk of metal that takes you around the world. Its glamorous, its iconic and you do actually fall in love. The stretched upper deck is new to ba. In its day, the double deck was novel. Its like a private jet up here its still pretty cool today. I know somebody whose grandma boarded a 747 and thought she was still in the departure lounge because it was so big. She didnt realise and was asking when they were going to be boarding. 71 metres from the front to a place passengers didnt see near the tail. At the back of the plane, up a flight of stairs is where on long haul flights, the crew can get some rest. In seat 1a, you are further forward than the pilot. The cockpit is up there. But the amazing views out of the window didnt come cheap in first class. Its incredible to think that the boeing 747 has been with us for around half a century. Suddenly, you could carry around 400 people from heathrow to jfk, new york, in about six hours. It was a wow moment. And it changed the way we travel. Millions of miles, millions of jumbo jet memories. This morning, its over and out for the ba 747 era. There she goes, the second of the 747s is going to go towards the airfield here at heathrow. She is going to taxi to the right to the north runway, and then she will head out westwards towards the west, the other plane is down in that direction just out of shot. You can see a lot of people have come out for this great moment. They are just magnificent aircraft. Look at the engines, getting ready. Then the two planes might do a simultaneous take off, but its touch and go, it has been changing by the second whether thatis been changing by the second whether that is possible because of the weather. It is not an easy thing to do at alive airfield. In heathrow, yes, the pandemic has meant there is less traffic but it is still operating and its an incredible operation they are doing to bring these two planes at a precise time. We can see that great image of the planes moving towards their final flight. Planes moving towards their final flight. Lets bring in a couple of people who know all about these aircraft. Ralph thomas is an engineer, very experienced at looking under the bonnet, so to speak, of these planes. What is your favourite thing about them, why are they so special . They are an iconic aeroplane. They have been with ba for at least half of its existence. We celebrated our centenary last year and we celebrated our centenary last yearand ajumbojet has we celebrated our centenary last year and a jumbojet has been with us for 50 years. Lots of fond memories for everybody and its a sad day to see them go. How long does it take to service one of those planes . It depends on the type of servicing but it can be between 24 and 48 hours stuck 40 people per aircraft. Its big work for big aeroplane. Someone is wiping away, are they tears, julie . You have been with ba for decades. What does it mean to you personally at this moment when they are about to leave heathrow for the last time . Its incredibly emotional, a mix of emotions. So proud to have worked on them. They are majestic and recognisable around the world. Its an extremely emotional moment for me. What are your fond memories, what did people say when they got on board and saw the double deck . That used to say, there are stairs . and there is a lounge, it was so big. It was a magnificent aircraft to work on. I have loved every minute of my career at British Airways. Working on the 747 was one of my highlights. You can see the plane which has that classic liveries from the 70s and 805, charlie cla55ic liveries from the 705 and 805, charlie and louise. Look at her, brilliant. The tail of the plane is level with a six 5torey building. 400 passengers, but its empty today apart from the three pilots. Tom, the image we can see is the one above you looking down. We can see the two aircraft, one in the foreground and one further back. How doe5 foreground and one further back. How does this simultaneous take off happen . Im not 100 , if im honest, happen . Im not 10096, if im honest, if that simultaneous take off is going to happen or whether one will head out first. I am hearing it is off. So sadly, because of the weather, the simultaneous take off cannot happen. I dont think the visibility is good enough for them to do that. Its a really complicated task. This is a live airfield. There are flights going out to destinations just before and just after and therefore, they cant get the two planes out at the same time. So they will now both depart from the north runway over there and they will head westwards, one going to campbell in gloucestershire and the other to south wales. Tom, we can see people in the foreground in their high vizjackets. This is an emotional moment for some, isnt it . Real emotion. There is a massive buzz airside. Its a real privilege to be here. They are fantastic planes. You have to feel how di enormous they are up close. Those engines, ralph was telling us they weighed six or seven tonnes a pop each. There are four of them. The wheels came up to me like this earlier in the programme. You can hear them cranking up. Look at all the staff. There you go, itself. The first plane it is off. The visibility isnt great, i have to say, but it is coming towards our other airside camera. We are covering this from lots of different angles because it is a great moment. I keep saying the same thing, but i am lost for words at the moment because i was really lucky to be the last cabin crew memberto lucky to be the last cabin crew member to walk on her the other day and im privileged to have had the opportunity. You have met and entertained royalty and stars on board for decades. Yes, very privileged. You guys at home have a better view than us because down here through the clouds, it isnt great weather, but she looks magnificent. The last 747 of the ba fleet to depart from here at london heathrow, the headquarters of British Airways, of course. There is a lot of emotion. I know these are just planes, but its been difficult during the pandemic. If you talk to anyone in aviation from any airline or airport and they have really suffered. People are losing their jobs. The airlines are really struggling and this is a nostalgic moment was that it is a moment to celebrate amongst all the doom and gloom and celebrate these planes and their history. As you say, the decision about retiring these planes predates the pandemic. But there is a certain symbolism, of course, because of the problem is the industry is facing. Very much so. Heres carol with a look at this mornings weather. I have just had a text from my friend greg, who worked for British Airways or his career until recently. He is also crying his eyes out at the moment. But the rain will eventually clear. We have a beautiful picture from one of our weather watchers, but it will take its time before it clears southern parts of england. Making Good Progress into the north sea, so it was clear eastern areas first. Behind it, we are looking at sunshine and showers. You can see the cloud associated with that brain and extends back into the atlantic. The speckled cloud here is showers and they are coming our way. The second front is affecting heathrow at the moment. There is a lot of surface water around this morning, big puddles if you are travelling. Do bear that in mind. You can see the track the rain has been taking to the early part of today. It will slowly push southwards, getting to the Channel Islands before eventually cheering. Behind it, there will be some residual cloud. The skies were brightened and we will see sunny spells but lengthy lumps of cloud in east anglia this afternoon. A damp afternoon in the Channel Islands, brightening up in devon and cornwall through the midlands and wales and heading into Northern England, with just midlands and wales and heading into Northern England, withjust one or two showers here and there. Tomorrow we have that weatherfront continuing its journey southwards. A north westerly breeze is going to blow in a good packet of showers. After a dry start in southern areas, the cloud builds and the rain comes south. Then in come all the showers. But again between them, there will be bright skies or sunny spells. On saturday, we still have that north westerly wind and it will still blow in the showers in the north coming down the irish sea and getting on land and also the eastern areas. That is a cold direction for us, but we will see fewer showers. The likelihood of showers on sunday will be in eastern parts of the country. For the rest of us, it will be dry but it will feel cold in that wind. Oh, yourejust brilliant thank you. Romance fraud, where victims are scammed out of thousands of pounds by criminals using Online Dating sites, has increased by more than 25 over the last year. Police fear scams are on the rise because more people have been looking for Online Connections during lockdown. Breakfasts Graham Satchell has been to meet one victim who lost her life savings. It can happen to absolutely anybody. And they are so clever. They are so manipulative. They know how to pull every single string, how to emotionally blackmail you, because that was what was happening the whole way through. The daughter in particular. It was just emotional blackmail. Lisa went on an Online Dating site after her husband left her. She met somebody who claimed to be a sailor in the royal navy, stationed in the middle east. We were e mailing constantly through the day. Id always wake up to a lovely poem from him. 0bviously, time difference, he was up earlier than me. All part of reeling me in. It was after weeks and weeks of constant e mailing that the first request for money came. The man, who called himself rob, said his bank account had been hacked and frozen, his daughter had become ill in dubai. Could lisa pay for the treatment . I was very reluctant to do that to start with, because i didnt want to pay out money, but it then became a very much like, she is dying, she is dying, she needs to be treated, if she doesnt get treated she is going to die, she needs an operation. So the first operation wasjust over £5,000. Over the next few months, lisa sent more money, until eventually she told a friend what was happening, who called the police. A female officer came to see her. I gave her some photos that he had sent to me. And she went back to her office, and literally within half an hour, she was back on to me. Are you on facebook . Yes. Go and look at this profile. They were the photos. They were all the photos. Completely innocent sailor. The minute obviously i saw that, that was. No more denial. That was what happened. How much money did you send them altogether . £63,000. Such a huge amount of money. It was everything i had. And more. Shame, stupidity. Total embarrassment. My stepson, at that time, was 16. They knew that i was talking to somebody in the royal navy. The first thing he said to me was, dont give him any money. I remember that so clearly. Dont give him any money. There has been a significant rise in so called romance fraud in lockdown, as people have been unable to meet in person. In the last year, it has gone up by more than a quarter. The average loss in each case, £10,000. Police say this is a sophisticated crime. 70 of it originates overseas, often with organised teams of people researching potential victims. What we often see is that the rapport building can take a long period of time. Sometimes, many months. It is about trust and hope and friendship. And when that is destroyed, its not just financial damage, actually, its devastating emotional damage as well that we see. Lisa has been told she wont get any of her money back and says if there is one lesson from her experience, it is this. Dont give them any money. It doesnt matter how bad they make you feel, dont give them any money. Ive still got my parents to tell. Ive still got my stepchildren to tell. Ive kept it from them because i am so ashamed. I obviously have to tell them now. This is not about anything other than trying to stop anyone else getting into the situation ive got myself into. Lisa has now told the rest of her family and is determined that no one else should have to go through what she has been through. Graham satchell, bbc news. Just listening stand and have a huge amount of sympathy to to her story, you understand and have a huge amount of sympathy for her. Lets speak now to marilyn baldwin, an anti fraud campaigner whose mother was the victim of an online scam, and also to george kidd from the 0nline dating association. Thank you forjoining us. You really get a sense from listening to lisa about the emotional impact this can have, it is notjust emotional but also financial. Tell us a bit about your mum . My mum was not talking to him on are targeted online but by post. The psychology and all types of scams is basically the same. It is just to of scams is basically the same. It isjust to win of scams is basically the same. It is just to win your trust and rob you of money. Although my mum was not targeted online, i am pretty sure, with the mindset that she was, she would definitely have fallen for a similar type of scam if she had been. How do you stop . It is not an easy thing to say but how do you stop people from being vulnerable to this, do you think . It is all about education, the story we just heard, there, that story is replicated, hundreds and hundreds and possibly thousands of times, the sick daughter. In the book that ive written, doubtful for a scan, we cover different scenarios and that is one of them. But i think getting the education out, like ive always said, if romance tends to finance, it isa said, if romance tends to finance, it is a scam. Youve got to keep that phrase in mind and when you are communicating with somebody, no matter how genuine they sound, or how much romance there is, and the stories they tell you, they want to come and see you, then youve got to be suspicious, it is smart to be suspicious, but that was a terrible story that we just heard and yes, it has been replicated so many times, think, when we were running as a charity, and from anonymous relatives of victims, the stats say this is a far bigger crime that is not being reported. George, from the 0nline dating association, anyone watching lisa recounting her story, number one, it is incredibly brave that she has gone public with it and there are a couple of times when she is talking, she is a most having to ta ke is talking, she is a most having to take a breath before she says things out loud and it is partly to do with. I mean, it is to do with shame and embarrassment, isnt it . Number one was when she said the amount of money she had lost which is so shocking, and then she said what herfamily is so shocking, and then she said what her family had said to is so shocking, and then she said what herfamily had said to her, the warnings, just be careful, and yet, it is really distressing, isnt it, to hear that . It is, and marilyn touched on it, you can never say it is not a financial loss because it is not a financial loss because it is devastating but it is just as much about the self respect, about theissue much about the self respect, about the issue of shaming and self blaming, which becomes an issue and for some people who are victims, they find it very hard to accept they find it very hard to accept they have been victims, that they do get targeted, because they have become a mark in a horrible way. Get targeted, because they have become a mark in a horrible waym terms of protecting people, people protecting themselves, but also, the industries that are around this area, what kind of measures can be brought in . Is enough being done . Quite a lot is going on, and i think there is always more or better that we can do so we have to learn our lessons as we go along. When louise introduced this, she touched on the numbers. Theres a couple of good points, there. First, most of the scams start and finish on social media precisely because dating services are trying so hard to block them. The reason they are trying to block them is because 35 of all relationships in the country start this way, millions and millions of people use those services and enjoy them and dont have these experiences but they are out there and we have to take it seriously. We have got monitoring which looks for dodgy ip addresses and devices. We monitor to look at profiles and the text and the language used. We use technology and ai text and the language used. We use technology and al to look at faces and aged tech people. With covid, what we have seen is an acceleration around things like photo insurance, people using selfies, 70 80 of the activity now dating site is happening on a mobile device so there is so much more we can do in of visual assurance, and then video chat, so in a very strange conference i chat, so in a very strange conference i once chat, so in a very strange conference i once had with a reformed and retired fraudsters, they were saying, these Technology Changes really get in the way of what people were trying to do. Are they a complete block . No, they are not but for the very reasons that these are touched on, these people are. I these are touched on, these people are. I hate the word but they are professionally what they are trying to do, whether it is on social media orany to do, whether it is on social media or any form of internet scam, it is a business and a horrid business for some people. Marilyn, some of this is human nature, isnt it . When you are communicating with someone, face to face or on social media, it is human nature, if somebody says something about there, i dont know, their grandmother or their stepchild, it is human nature to show an interest and then. That is natural, isnt it . There are, impossibly, lies the danger because the natural thing to do could become pa rt the natural thing to do could become part of the process that could become dangerous. That is right, it is, exactly, if somebody tells you they have a dying child or they need money urgently for any medical treatment or to save somebodys life, then you know, yes, the natural thing is for someone to be compassionate and try to help but these scams are so sophisticated that they can keep it all going, sometimes they pretend to be phoning from the hospital, they have got the soundtrack of a hospital playing in the background, they can tell the victim that they are at the airport and they have got the soundtrack behind them. It is all. The psychology is so good and the Technology Makes it so easy, and photoshop, they can photoshop and send across documents, visas, passports, flight tickets, they can make everything stack up. Even if you do your research and you ask questions, you are probably still going to get the answer that makes it sound genuine. Thank you for changing your experiences.
