Now the government is to ask french authorities to take tougher action on migrants trying to reach the uk. Writing in the daily telegraph, the immigration minister chris philp says he also wants french officials to intercept more boats out to sea. But as discussions continue, many more people are likely to make the journey. Lets just be very candid about this. These are people from poorer countries who want a better life for themselves. I would probably do the same. But they are people who have travelled through multiple safe countries. These are relatively wealthy people who have paid people smugglers thousands and thousands of dollars to get there. The numbers of people trying to make the voyage is putting pressure on border force boats. Small boat migration has become very popular, and is particularly successful. You only have to try a minority of times to get across on a small boat. Lets return to our main story today, and the news that britain is asking france to take tougher action against migrants who try to reach the uk illegally by crossing the channel in small boats and dinghies. Many of them set off from calais. 0ur europe reporter gavin lee is there now. Gavin, what sort of measures are in place at the moment we were talking to simonjones in dover about what is happening on this side of the channel. How are authorities in calais reacting to this crisis at the moment . First they are dealing with the sheer number of people which is unprecedented, French Police have told the bbc they havent dealt with more cases before ever, they are dealing for the month ofjuly alone with ten times the number of interceptions of migrants at sea than they were compared to the same period last year. If you look at the statistics now those making it to the uk, 4100 since the start of this year, and with the latest figure being 130 arriving in 13 boats yesterday, compare that to the year before with 1900, that is more than double. This where i am at the moment is about 20 miles east of calais, a beach in a harbour town, which is one of the places we are told migrants are setting off from, andi told migrants are setting off from, and i arrived on this beach, this was just after six oclock this morning, daybreak, we arrived and saw a group of around 20 migrants, some children as well, they were struggling with the boat for some time, they appeared to be overcrowded, it looked unsafe and they came back to shore, there appeared to be people moving back and forth between the sand dunes, possibly smugglers, and then the boat finally went out to sea. In this time there was no sense of any surveillance, we called the police, it looked unsafe, we call the police about 6 30 a. M. , but we have not seen any sight of the police, they said they were becoming here. We spoke to witnesses on the beach as well he said this was the third time this week, usually between four and 6am migrants are leaving. So there are Big Questions about surveillance, the French Police say they are increasing their interceptions, they say their interceptions, they say their interception rate now as of this year is 47 , last year it was 40 , so they are saying at the moment they are doing what they can. It is so political, migration is, the home secretary saying that the latest figures were shameful and she was calling for more action on the other side, on the french side of the channel where you are, how either french authorities react to that . Is it a highly political, contentious issue there as well . How are the french authorities reacting to that . It has for four or five or six years solid. I have been covering calais back and forth the last five or six years, at one point there were more than 10,000 people here in this camp, and the police cleared that camp, and the last few yea rs cleared that camp, and the last few years it has been about 1000 people. There are two sets of people, there are those with the money who can pay up are those with the money who can pay up to 5000 euros, £4000 to get on the boat and others who dont, who scraped together to get kayaks, very unseaworthy boats, and they have been making it across in more frequent numbers. The incident yesterday started around 12 30pm and spread to approximately 150 acres. As you mentioned 60 homes were evacuated, displacing approximately 120 individuals and i dont, i wouldnt be surprised if that number as far as the acreage would not be expected to grow this morning, and as for being able to put the drones back in the air. Schools and colleges in england will receive £40 million to establish socially distanced transport for pupils when they return in september. The government wants to encourage students to avoid public transport to help reduce the risk of coronavirus cases. Were joined now by the schools minister, nick gibb. He has been announcing this this morning. Mrgibb, what he has been announcing this this morning. Mr gibb, what is the timescale for this . Is all this transport going to be up and running for the beginning of term injust a few weeks time . Yes. We want young people to be back in school, it is important for the education and important for the education and important for the education and important for their mental well being, to be with their friends and their teacher. But we want to deal with the issue of the constraints on public transport, with social distancing. So we are giving local authorities more than £40 million to increase capacity in dedicated home to school transport, coaches and so on, minibuses, so that children can get to school in a safe way. It has been a real concern, hasnt it, notjust in towns and cities but particularly in rural areas, where transport is limited and there has not necessarily been access. Are you confident you will have all areas of the country covered fairly and equally . Well, that is the aim of this funding for local authorities. These issues have to be dealt with ata these issues have to be dealt with at a local level, because the traveller its a very complicated. But we want to make sure there is that capacity for home to school transport, and on that transport, children will be, there will be hygiene rules, children will be expect that if possible to sit with their own year groups, and they are on those buses with the same children most days. It is not by public transport where you are meeting strangers on public transport. But we are confident that young people will be returning to school in september and we think it is important children resume their education. So when children are on those buses to school, will they have to wear masks . If they are over 11, we will be expect them to wear masks. We published guidance at the beginning ofjuly setting out the issues about how you keep children safe on those buses, again, sitting with their year groups if possible, in the same bubbles in which they are sitting when they are in school, and things like how you get onto the bus, how you disembark from the bus, the queueing system and so on, to make sure they are safe. And if the bus is not to school, you would expect them to be socially distancing in the bus. So if a child is on distancing in the bus. So if a child isona distancing in the bus. So if a child is on a bus to school they have to wear a mask, but when they get to school, with the same kit, they can ta ke school, with the same kit, they can take off their mask . They dont have to wear their mask in the classroom . Thats right. There is a whole raft of other measures we have introduced in schools to ensure we minimise the risk of transmission. Extra cleaning of surfaces, or by hand washing and hygiene, keeping children in those bubbles, Primary School and value group and secondary school, but even within that year group, to minimise contact between pupils, any unnecessary contact between pupils. Staggering lunch breaks, staggering playtime is and so on. All those measures are designed to minimise the risk of the spread of the virus within the school environment. But on buses, it is about what you can do to reduce the risk. The advice we have had about Wearing Masks in schools if is that if they are not competently handled, you can actually increase the risk of hurting the virus by having masks on all day in the school environment. So we know that children will be seeing the same children day in and day out in those bubbles, so the advice that we have had from Public Health england that Face Coverings not necessary within the school environment. But putting the same kids and out of those bus routes as well, isnt it . It is confusing and it seems contradictory, and too many of seems like the government is a lwa ys of seems like the government is always playing catch up on masks. Initially we were told there was no need for masks, then we were told there was no need for masks in shops, and now we have to wear them in shops. We were told there was no needin in shops. We were told there was no need in cinemas or museums, and today that changes. I wonder, how long is it before actually, children are wearing them in schools, and that has been turned around as well . Well, we are led by the science and the advice from Public Health england and the chief medical officer at every stage. And of course this is a new virus, a new phenomenon, and so in terms of catch up, of course, scientists are learning all the time about how this virus spreads and what measures we can do to ensure we minimise the risk. Can we turn our attention to the migrant crisis in the channel . You are a south coast and for yourself. You will know the sensitivities, and the bbc has more pictures this morning of more boats a p pa re ntly pictures this morning of more boats apparently leaving calais and heading across the channel towards the uk, with reports in the paper this morning but the government is talking about intercepting some of these are boats and doing more, putting more pressure pressure on the french authorities to tackle things. Intercepting boats in the channel doesnt necessarily sound very safe and people have concerns about that. This is a very serious issue. It is a dangerous way to enter the united kingdom, even on a calm and sunny day like today, it is still a dangerous crossing, and we feel it is far better for people, rather than paying people traffickers huge sums of money to make that dangerous crossing, they should be seeking asylum in france, which is a safe country. And the home secretary is determined to make this an unviable route, and that is why she has been having discussions with her counterparts in france, why chris philp will be speaking to his counterpart next week about the french preventing people from leaving france in the first place. The home intervention on boats that do set sail from france. The home secretary has said she is determined to do it but she has said that quite a lot of times over the last year or so. Successive home secretaries have said they want to tackle this, and yet the situation seems to be getting worse. Well, there are a lot of legal barriers that we have to do cross. In order to deal with this issue. That is why we are having these detailed discussions with the french government, in order to tackle this problem. But we are determined to tackle it, you know, from a humanitarian point of view, as much as from immigration point of view, because this is a dangerous way, crossing the channel is dangerous, people die. But we also have to deal with the people traffickers, and we have been successful in making sure that we have caught some groups of people traffickers, making sure that they face our justice traffickers, making sure that they face ourjustice system, but you are right, these are complicated issues. The government is determined, in conjunction with working with our french counterparts, to tackle it. The Times Newspaper this morning reporting that the government is considering pushing back some of these migrant boats, as happens in australia, when boats approach the coast, sort of pushing them back towards france. Is that seriously under consideration . Well, the government is looking at, well, what they logical maritime assets, which in layman s terms means boats. How can we use those maritime assets in order to prevent people from crossing the channel in such a dangerous way. So we are looking at all options. And that would be one of them . Well, looking at how we use maritime assets to prevent people from crossing the channel, because firstly it is dangerous, and secondly it is illegal, and the government is determined that we are going to restore legality to our immigration system and prevent people from making that dangerous crossing, and that will involve, well, we are looking at involving the use of boats and preventing boats from crossing the channel. While we have got you with us, and going back to educational matters, the next couple of weeks are going to see students getting their a level results, and then a week later, the gcse results. Lots of people have looked at the situation in scotland last week and they really fear they are going to be downgraded, a lot of students. And that may the exam process, the review process, without exams, will not really give kids the fair results that they think they deserve, especially in poorer areas. Can you reassure them they will not be penalised . Yes, i can. We took the decision to cancel exams in march, when we had to close schools, and we knew that we had to deal with this pandemic stop we did not want children, young people, their life chances delayed. We wanted them to be able to move onto the next stage of their career, whether that was two sixths form or to university or couege two sixths form or to university or college or an apprenticeship. We didnt want to have to wait a year and take the exams the following year. So we had to come up with a method that enabled them to have grades, to have those qualifications awarded this year. Nothing is better than actually sitting the exam. But the regulator, fall, has come up with a sophisticated system which involves teachers working out what pupils would have got, had they sat the exam. Putting those pupils in ranked order within each grade, submitting the data to the exam boards, and then we have a system called standardisation, to ensure that there is consistency between schools and that the overall grades awarded this year are consistent with previous years. So that it is fair, and so that the qualifications this year are regarded as valuable as any other year. That was our objective. So there is an appeals process , objective. So there is an appeals process, as you have described, where the school can demonstrate that the data on which the standardisation model is based is valid. It is a high bar. Sorry, comedy schools can appeal. But a student cant appeal. And their family cant appeal. And a lot of them are really upset about that, but the individual circumstances, that may be a child and their family only know about, that cannot get through that appeals process . Well, the majority of students will receive the grade that was predicted by their teacher, and those insta nces by their teacher, and those instances where grades will be changed, off coal has said it will be changed by no more than one grade, and there is flexibility. What matters is not the teacher prediction versus what they are actually awarded, what matters is, do they get on, can that young person go onto the next stage their career . That is what we should be looking at. And the universities, we have been talking to the universities about being more flexible in terms of the offer is that they have given, and when young people miss those offers, can they be more flexible . They have said they can be. So that is the issue. This is not the best system. The best system is for young people to ta ke best system is for young people to take the exams. Danny vincent has been talking to hong kong tech activists on the front line. Every day at midnight, hong kongs most prominent activist, joshua wong, livestreams his updates to the world on facebook. He is using the livestream to report his safety to his followers. Its one small way that young activists in hong kong are using technology in the wake of the new National Security law. Joshua thinks the authorities are building a case against him, and arrest is imminent. We have no confidence at all to guarantee all of our speech, and all of our statements could be legal under the framework of the National Security law. Hong kong saw thousands of protesters take to the streets last year in opposition to an extradition bill. They say they are now facing an even greater threat to their freedoms in the form of the new National Security law. They say theyre not only facing heavy policing on the streets, but also online. Glacier kwong is a tech activist. She sees the internet as a new battle ground. She says the National Security law limits freedom of speech online. Digital sovereignty, its a word that china and beijing often use. They use it to describe that they have to have the right to control what information and what is Available Online for chinese citizens. This is how theyjustified their great firewall in china. And they are now trying to expand this kind of concept into hong kong by implementing the National Security law into hong kong. They are trying to argue that they have the sovereignty over hong kong and they have the rights to control what is available on the internet. The Central Government says the introduction of the new law is to restore order after a year of often viole nt protests. It criminalises state subversion. Punishment could mean life in prison. The law gives the authorities the power to force internet providers to delete content. China is evolving into a digital superpower. They have really smart and comprehensive approaches in controlling its people including hongkongers. They have the great firewall in china, and they re implementing it in hong kong. Not the physical infrastructure, because we have an open telecommunications system, but then they are trying to implement it through having this National Security law because that will encourage platforms and the users both to censor themselves and their users, and therefore we have limited access to information. This footage is from a livestream of recent arrests of student activists suspected of violating the National Security law. Their phones and computers were taken into custody. Tech activists are worried about mobile phone Extraction Technology used by the police force, equipment reportedly provided by an israeli company. The software allows users to access the content of mobile phones without using security features such as passwords. Translation when the law was passed, people were thinking of deleting telegram and replacing with something else. When you are in custody, police can still use that hardware and software to obtain your deleted messages and recover all of them. There are cases proven that messages deleted could be recovered by that software. Encrypted apps like telegram were used for Mass Communication to organise the street demonstrations. Our top story more migrants have set off from calais this morning in the hope of crossing the channel by inflatable boat and arriving illegally in the uk. Hundreds have arrived in recent days and local authorities in kent say they are having to deal with a Record Number of children travelling alone. They ended up leaving and coming back again. There appeared to be smugglers running to and from the boat. It looked unsafe. This is a massive tourist beach which yesterday was packed with tourists. No sign of any surveillance here. The french authorities got back to us this morning and said they are improving their success rate we are expecting more people today. The logistics of dealing with this are one thing, the politics are another. There is an increasing war of words between the british authorities and french authorities. What are the french saying about this in dealing with this migration situation . Relatively lowkey so far. Seeing crowds visit the coast on a hot day is not unusual for our emergency surfaces, but yesterday the uk coastguard had 70 call outs by midday and that, they say, is above average for this time of year. And by the early evening, call outs had more than trebled. With temperatures reaching in excess of 30 degrees celsius in parts of the country, the rnli also cold on beach goers to follow water safety advice. For those people that might be holidaying in the uk for the first time in a while, the beach environment and the ocean environment that weve got here on the north coast of cornwall is very different to some of those holiday destinations in spain in the mediterranean. So its really important for us that we are able to help people understand what those differences are and what those challenges are, and we always urge people to swim between the red and yellow flags, which is the area patrolled by our lifeguards. It was notjust warnings in the water. Crowds descending onto beaches were advised to keep up their social distance. In some areas of dorset it got so busy beach goers were told to go home, as resorts and car parks reached capacity. Bournemouth, christchurch and Poole Councils mobile beach app showed 19 of its 24 beaches were under red alert by the afternoon, warning people to avoid the area as safe social distancing would not be possible. But despite being busy, the council said it was manageable, it had extra patrols in place, first aid stations in key locations, and marshals to help with parking. We dealt with 275 incidents in a 24 hour period yesterday, and 98 increase on the august average from last year. That range from missing people, people getting into difficulty on the sea and also a lot of coastguard rescue teams assisting the Ambulance Service with medical incidents on the coast. What is behind the numbers . Is it partially because people are going abroad, so they are piling onto domestic beaches . think we are seeing a lot of people visiting the coastline because they are staying in the uk. We want people to be acting safely. To do that, you can visit beaches with a lifeguard, view safety advice on the internet from the rnli and the coast guard. We want people to look out for each other and report incidents as soon as they are happening so we can act in a timely manner. There seems to be a bit of naivety around the waters here. People might be more used to the waters in the mediterranean, for example, but it can be far more dangerous over here. We do have quite a lot of water that moves for example on spring tides. Every area has its own hazards. Lifeguards on beaches will make sure you have a safe area to swim. If it is not safe to swim there will be they will be able to give you that advice. While we recommend that people visit the edges with lifeguards, we appreciate there are other areas that are heavily visited and our local teams are aware of those hazards. There is that extra layer of pressure on you guys this summer, you have never had to deal with social distancing before. summer, you have never had to deal with social distancing before. I is that . We have extra ppe that we need to wear. We are not there to enforce social distancing. We will try to maintain social distancing for our own health and the health care of the casualty, but at the end of the day we are there about preserving life. Presumably that puts the pressure on numbers because many of your colleagues or volunteers. Yes, we have over 3,000 volu nteers volunteers. Yes, we have over 3,000 volunteers around the uk. Again, they are all well versed in social distancing, but there are times when we are operating in environments when we have to get close to people, so putting our volunteers at additional risk, as well as the casualties. That goes back to why we wa nt casualties. That goes back to why we want people to stay safe on the coast. We are seeing large amounts of lost children on beaches. There are some really simple tips we can use to try to avoid that. We need pa rents to use to try to avoid that. We need parents to monitor them one tip is to ta ke parents to monitor them one tip is to take photos of your family at the beginning of the day so we have a really clear image of what that person is wearing should they go missing. There are local wristband schemes on beaches. There are a number of things that can be done to reduce our incidents, but fundamentally we are there to help people, so if you need us call 999 and we will come. Many thanks. How does it make you feel watching back those pictures . It is amazing. It was breathtaking to see all those people surrounding and clapping for me. Just to think i am here today because of them. They saved my life. Iam here because of them. They saved my life. I am here today because of them. They have given me a Second Chance to live. That was really breathtaking and i was grateful to be alive. When you think how many people havent made it and what the families have been going through, what those patients have been going through, it was so emotional for me, but i was really thankful and i was grateful for the care that they have given me. It must have been really frightening. You are someone who had not taken time off sick before. You have been in the nhs for 39 years. To get sowell so quickly must have been really frightening. Yes, it was frightening. It was quite hard again when you know you are at the nurse, you are supposed to do your nursing care, especially at that time of the pandemic. It was heartbreaking and a bit sad for me and upsetting, especially when i saw my colleagues running around trying to save my life. It was frustrating for me and i was helpless. You are one of those people normally helping other people, and there you are helpless. Surely, your colleague at the hospital, but also your friend. What was that like for you looking after your friend was that like for you looking after yourfriend and was that like for you looking after your friend and precarious situation . Morning. Millie has worked on the ward for 11 years, she isa very worked on the ward for 11 years, she is a very good friend and colleague. Only found out she was pearly, everybody on the ward was devastated. When she was trans fat transferred into the acu we couldnt believe it. We were so worried because we knew that the icon may not be good. When she came out of the acu it was such a good feeling for everyone, a massive boost for the whole ward after all the worry, not to have her back, well isjust the the worry, not to have her back, well is just the best thing. Yes, back at work now, millie. You have taken no extension here, back as soon as you possibly can be i guess he must still be recovering. I had a bit of anxiety, i think it is normal thinking you are going to the place where you dont even know where you got the virus and youre going to the place where all the people were treating you. I felt i was ready to go and do the job that i love. Treating you. I felt i was ready to go and do thejob that i love. I made the decision, i am a very positive person. I have very strong willpower. I think that is helped me to pull through my illness, through my recovery and its made the decision for me to go back to work andi decision for me to go back to work and i am pleased i made that decision because that has brought a huge impact on my mental, physical and psychological health, because when i entered the ward, everybody was so happy to see me. I could hear people saying, millie, you look great you look fab, you look amazing. At that time i could feel my shoulders dropping, the anxiety is easing off, and it was worse when i saw my manager. They were so excited. How can i ask for more . I said, millie you have made the right decision. I know there is still covid in the hospital. I knew that they were going to look after me and i knew i had to abide by the rules. I needed to use my ppe, i needed to follow the guidance. I knew i was going to get the support that they got on wednesday, my first day. Surely, it must be wonderful to have her back. I guess it is yourjob to say take it easy, you have to make sure you are 100 before youre back on the front line full time. Sure you are 100 before youre back on the front line fulltime. Thats right. We talk to millie quite a bit before she came back and both decided it was the right time. She is back on reduced hours and on clinical duties, which i think is a help. Actually getting into the hospital has been a big step for her. Having the support of her colleagues i think is really good, it has really helped. We will take it has really helped. We will take it slowly, day by day. She is not quite match fit the apogee is definitely getting there. Yes, it is really important to stay safe and the sun but you have to enjoy it as well because we do not get it all the time. 0bvious things, where sunscreen the matter what your skin tone it is important to protect it. Factor 15 or above is recommended, factor 30 effort is not thick enough. List and light fitting clothing and wear a hat at the peak of the day so avoid the midday sun. 11am cpm is important to avoid. Take water with you, it may not be accessible so take a bottle of water. Add void alcohol which can dehydrate you. I know it is easy to stay in a pub garden and drink but that can be dehydrating as can sugary drinks and caffeinated drinks so important to drink water rather than them. And avoid excessive exercise, if you are do it in the Early Morning or late evening that it is not the hottest but look after other people, particularly vulnerable are children and the elderly, chicken known them regularly, and the drinking enough, is that a cool place they can go. Our top story more migrants have set off from calais this morning in the hope of crossing the channel by inflatable boat and arriving illegally in the uk. Hundreds have arrived in recent days and local authorities in kent say they are having to deal with a Record Number of children travelling alone. Earlier, we spoke to our europe correspondent gavin lee, who had already seen migrants boarding boats at a beach near calais this morning. 0ne one of the destinations that migrants are setting off from on a regular basis is here in the harbour time. A picture postcard town 20 miles east of calais. This morning after a few minutes on the beach we saw these shots, in the distance a group of migrants, 20 or so, Young Children, a baby, as well, who were struggling with the rubber boat with a motor on it. They went into the water and came back again. There were people running between the dunes and the boat who appeared to be smugglers. Eventually, the boat went out to the water. It looked unsafe. Witnesses said they could hear children screaming on the boat. We called the police. No sign of any surveillance here. The french authorities have got back to us this morning saying they are improving their success rate of catching migrants at sea, from 40 last year to 47 this year. They say in terms of numbers they are catching more than ever, ten times more injuly alone than this time last year. The boats arriving in dover, more than 230 earlier this week, a Record Number ina 230 earlier this week, a Record Number in a single day. This is a busy season. This seas are calm today. We are expecting notjust that boat but more out to sea, as well. 0ur reporter simon jones is in dover. Simon, theres been developments there as well this morning. So boats leaving from his side of the channel, any signs of arrivals from where you are . Yes, in the past hour we have seen boats arriving. There is a Border Force Vessel that came into the port behind me towing to dinghies. We saw around 12 people get off the border force boat. They have now gone into the port where there will get an initial processing, they will get a coronavirus check. They will then be passed out of dover to other parts of the country where many of them will claim asylum. The coast guard tell us it has already been a busy morning programme, they have been dealing with a number of incidents at sea. Yesterday more than 130 people crossed the channel to the uk by boat. I saw the situation close up on breakfast yesterday morning. I was out on the channel and we spotted a boat motoring towards us. There were around 17 people on board the boat, including a pregnant woman and three children. They were making their way towards dover. As closer to the coast, their boat broke down and they were brought to dover by the border force. For those people they had achieved their goal because they had reached britain. The home secretary and immigration compliance minister making clear that the numbers getting through our unacceptable and they want action on this. What is they want action on this. What is the action that can be taken . The home secretary saying she is sticking to neck this was unviable, stopping boats leaving france in the first place. Is that reasonable . Can that happen . I think it is really difficult. To be fair we have heard this top from priti patel a number of times over the past few weeks when this issue comes to the fore. Britain is saying that france needs to play a much tougher role in turning boats back in french water to act as a deterrent but the french authorities are saying that is difficult because it is not safe. They fear migrants could jump on the water and that could threaten their own safety and the safety of the coastguard teams. They are calling on france to do more patrols along the beaches in northern france. France are saying yes that is possible but you need to give us more cash. The immigration compliance minister is going to meet french counterparts in paris next week and one of the ideas he is going to before forward as anyone caught trying to make the crossing by the french authorities should have their fingerprints taken, they should be moved out of the cali area com pletely should be moved out of the cali area completely and should be given two options, either to claim asylum in france or to be returned to their home country. We havent had a response from france on this, but i think the discussions taking place next week will be difficult and there will be some pretty strong words exchanged. Simon, thank you. For those people that might be holidaying in the uk for the first time in a while, the beach environment and the ocean environment that weve got here on the north coast of cornwall is very different to some of those holiday destinations in spain in the mediterranean. So its really important for us that we are able to help people understand what those differences are and what those challenges are, and we always urge people to swim between the red and yellow flags, which is the area patrolled by our lifeguards. In some areas of dorset it got so busy beach goers were told to go home, as resorts and car parks reached capacity. Bournemouth, christchurch and Poole Councils mobile beach app showed 19 of its 24 beaches were under red alert by the afternoon, warning people to avoid the area as safe social distancing would not be possible. But despite being busy, the council said it was manageable, it had extra patrols in place, first aid stations in key locations, and marshals to help with parking. Once they are on the sea it is very difficult for us to control migration. We are obliged to rescue people, nobody wants anybody to drown, so their ambition is to get within british territorial waters or within british territorial waters or within sight of a british vessel so they will be picked up. We are obliged to consider any asylum claims. We have now is what we will call the pull factor irregular migration. When others see that it is succeeding, they are getting here, more will continue to come, u nless we here, more will continue to come, unless we can break the cycle. The attempts to deal with these people coming over on boats. How do we deal with them in the middle of the channel, that busy shipping lane . If you looked at the figures back in 2002 we had 80,000 Asylum Seekers arriving at the uk border. The vast majority of them are coming over on the ferries, trains, the channel tunnel. We had an agreement with the french authorities to check people over on french soil. What we need is a similar agreement here for those that circumvent those controls are managed to get onto the waterways where, regardless of who picks them up, they will be returned instantly to france safely and securely so that any applications to remain either in the uk or france are made properly in civilised conditions once they are safe and well to be interviewed are not in these dangerous waters on the high seas where it is fuelling the International Smuggling gangs and causing misery for so many people. We heard from our corresponding earlier in calais, saying that the french authorities really see this asa french authorities really see this as a british problem, it is for the uk to deal with. With that in mind, how do we resolve this, how do we move forward and come to some kind of political solution . It is not a british problem, it is an international problem. It is a problem with International Smuggling. And need collaboration between the enforcement agencies on both sides of the channel. We have very good arrangements on operational level with the french. I visited there many times. They dont like smugglers any more than we do. They want the coast of france to be a nice place to live and work. We need to work with the french on this problem to prevent irregular migration. If people want to cross borders they should do so in the proper manner, which is by making your application on dry land to come. Not to go out onto the waterways, put themselves at very high risk. We will see more drownings, im afraid, and we will see a continuation of the pull factor. I wish the government every success with their upcoming negotiations with the french to try to stop these smuggling groups. Do you think the British Government will get anywhere . They have been saying for years they will change this and get what they want, but it doesnt seem to have happened. We need firstly to accept this is a hugely complicated problem, a number of conventions relating to the law of conventions relating to the law of the sea. There are lots of exa m ples of the sea. There are lots of examples in australia, the mediterranean, were and countries have worked together to deal with this. We have had Bilateral Agreements with the french going back to my time in stopping irregular migration and i think it is in ourgift irregular migration and i think it is in our gift to conclude a regional agreement on Border Security on the English Channel that would work for both sides and stop this. I dont know whether we will be able to persuade them or not, but i really hope we can and i hope the french will understand the logic and is doing so. Thank you for your insight, tony smith. You are coming face to face with children, sometimes traumatised, and your care. Yes, clearly we take our responsibilities in that area very seriously. We have been raising the alarm on the issue for some time, not just these last few days, alarm on the issue for some time, notjust these last few days, but over quite a number of months because the numbers have been increasing. We have seen young people taking this very hazardous route across the channel. The pressure on our services is quite intense. We have 560, the numbers change by the day if not by the moment, we have about 560 young people in our care. Under the agreements were reached with government a few years ago, that should be about half of that. We are taking 60, 70, 80 of these young people into our care every month. No authority, not even a big and quite diverse one like kent county council, can do that and for it not to have an effect on the care we can get to those young people and our citizens and care, as well. Enormous financial pressure on the county council. Explain to people how it happens, how people who are stepping off that boat and open your care. Essentially, once they are processed through the border force, if they are agreed to be under 18, then they become under the children act, a child in care. Whatever receiving authority it is dan has responsibilities for them, as we would for any child in care. A few yea rs would for any child in care. A few years ago the government extended the rights of care leavers of whatever background up to the age of 25, so there is a commitment to those young people from the ages of 18 to 25.
