Tensions are rising over gilbraltars position during brexit, after the eu gave spain a potential veto on any future deal for the british territory. Last night, the government said it would stand up for gibraltars interests during negotiations. The enclave has accused spain of trying to manipulate discussions, in order to further its 300 year old sovereignty claims. Mark lobel reports. Gibraltar has been in british hands in 1713. It shares a border with spain, but rejects any spanish claim of sovereignty. The current proposals mean a deal between the uk and the eu would not apply to gibraltar without an additional agreement between the uk and spain. Gibraltars Chief Minister has fiercely rejected this as an attempt by spain to encroach on the rocks ability to control its sovereignty. It singles out gibraltar. It is unfair and unnecessary and clearly discriminatory. I am grateful spain has been foolish enough to play this card early in this process and not at five minutes to midnight with an agreement in place, bar the issue of gibraltar. The British Government has been quick to affirm its commitment to the territory. Foreign secretary borisjohnson tweeted that the uk remains implacable and rocklike in our support for gibraltar. But these are draft proposals, due to be finalised by the eu at the end of the month. Theresa may has until then to try to persuade them to drop this controversial clause. Our Political Correspondent matt cole is in our london studio. What could this mean for negotiations . This is another fly in the ointment that im sure the British Government could certainly do without. We have had this week what the formal notification from theresa may that britain is going the leave the European Union. The article 50 letter delivered on wednesday. Then yesterday, don add tusk, the president of the European Union council gave his preliminary response on behalf of the European Union as to how the eu would proceed with their negotiations donald tusk. This is not what was expected, the spanish authorities intimated this wouldnt be something they would bring into the talks, so there might be some surprise in the corridors of power here that the spanish have brought this in quite so soon. Donald tusk yesterday, the president of the eu council, said the talks could get tough and he said they might be confrontational at times. I dont think people would have thought it would have got quite so confrontational quite so quickly. But these are just draft negotiations at the moment. The ministers, the heads and state of government of the other 27 eu members will meet on 29th april to thrash out finally what their full details will be in terms of the negotiating strategy. Well have to wait and see then whether the eu thinks its ok for spain to press this point. Two Million People are set for a pay rise today, as the National Living wage goes up to £7. 50 an hour. The change has been broadly welcomed by unions. But employers have expressed concern about the strain of additional costs. Heres our Business Correspondent joe lynam. 23 year old lucy is already paid more by the National Living wage by his employer. He certainly notices the difference from his previous company. I was struggling for money, it was a big concern for me. It was very much go to work come back, spend the night in front of the telly. Now i can afford a social life and to do stuff in the local area. Yes, i enjoy myself a bit more. From today, workers over 25 must be paid at least £7. 50 an hour. If you work a full week you will get at least £281. 25. But employers are worried. Many members we re employers are worried. For those that werent, its adding significant costs to their businesses, around about £900 a year for staff on average and a further £20 a year with the knock on consequences for National Insurance payments as well. Controversial Business Rates come into force today. Whilst most companies will be paying less, some, especially in the south east, face much higher bills. Patients referred to the Nhs For Fertility Treatment in scotland will be eligible for three full cycles of nf treatment. From today, the Scottish Government is increasing the number of cycles funded by the Health Service for women under a0 from two to three. Its expected to cost about £1 million a year. Helena lee reports. It is thought that around one in seven couples experience difficulty having children. In scotland, up until now, women under a0 have been offered two cycles of nf on the nhs. That is now changing to up to three. Older women between a0 and a2 will also be offered one cycle if they fit certain criteria. In other parts of the uk, the number of nf cycles on the nhs for women under a0 varies. In england, up to three full cycles are recommended. But local Commissioning Groups decide, and in half the areas in england, only one cycle is offered. In wales women under a0 are entitled to two cycles. In northern ireland, just one. Deborah james was just 35 when she found out she had bowel cancer. The disease is more commonly associated with men and women who are over 50 but theres been a a5 percent increase in younger people being diagnosed since 200a. Now deborah wants to raise awareness of the condition in the hope that the rates of Early Detection and treatment will increase. Shejoins us now alongside Deborah Alsina from Bowel Cancer Uk. Good morning. Deborah, thanks so much for coming in. How did you first realise that something was wrong . Just before christmas, i went to have a colonoscopy and id been having symptoms for nearly a year, to be honest with you. I started bleeding about six months before. Id been to my gp a few times and, as is the kind of Standard Practice many the uk, was sent off for some blood tests and they came back normal, including a Screening Test to see whether or not there was blood in my poo. Essentially, right up blood in my poo. Essentially, right up untila blood in my poo. Essentially, right up until a month before my diagnosis, all my tests were coming back normal and then it got to the point where i was referred to have a colonoscopy where they put a camera to see inside. It was that point just before christmas that everybody in the room fell silent and found a six centimetre due more inside my rectum. My consultant was great and knew straightaway that unfortunately it was cancerous. Things snowballed after that. You dont mind talking about these things, which is why you are asking. This week has been a very difficult week for you . Yes, if im being honest, when first diagnosed, they thought it was early stage because of the way it was presenting, despite the fact that it was a large tumour. But in people my age its detected quite late. As i went through the process, i was hoping it would be stage one. When i was operated on, i was given the devastating news that it had gone to my lymph nodes which meant i was officially class three, which meant i was starting to undergo a six month regime of chemo. U Nfortu Nately six month regime of chemo. Unfortunately ive had some really sad news that they think its unfortunately ive had some really sad news that they think its spread to my lungs which officially classifies me as stage four which u Nfortu Nately classifies me as stage four which unfortunately it doesnt mean i cant be cured, im still very hopeful for that but it means my journeys taken a very different turn and im sure there are statistics that deborah will talk to you about and that will tell you the reality of the uphill struggle that im about to face. Deborah, the story is terrible to hear first hand isnt it. But we are hearing it more and more often in younger people . That is right. We are. Sadly, in this at least, deborah is not unique. 2,500 of the a1,000 people diagnosed with bowel cancer every year in the uk are under 50 and 60 of under 50s are diagnosed at the later stages of the disease, stages three and four. 3a as an Emergency Admission when outcomes are often poorer. This is really significant because most people diagnosed in the early stage of the disease will survive bowel cancer. But it gets tougher and tougher as the disease develops and spreads. Now, the statistics are very shocking but of course they relate to all ages, including older patients, so younger patients like deborah have a much better chance of surviving this because shes, apart from cancer, healthy, she has a really good chance of being able to cope with a very aggressive treatment that she now faces. But the reality she shouldnt have to be facing them, we need to enable eve ryo ne facing them, we need to enable everyone to have that chance of an early diagnosis. Deborah, you are very much on a mission now arent you to tell people what they should be doing and what to look for . Absolutely. Ive got two Young Children and i hope that by the time they get to my age, they wont have to undergo what im doing. I hope that actually nobody will have to undergo what im doing at the moment and that prognosis that actually i may not see my children grow up and i hope that actually by Raising Awareness of the fact that i was 35, oriam awareness of the fact that i was 35, or i am 35, awareness of the fact that i was 35, oriam 35, i awareness of the fact that i was 35, or i am 35, i run marathons, i work out five times a week, im vegetarian, ive been vegetarian for 25 years, so when somebody says, you know, are you the typical person that might tick all the boxes for bowel cancer, 35 year old vegetarian no, unfortunately not. Ithink its debunking that myth that actually a you are never too young andi actually a you are never too young and i know thats a big Driving Factor of Bowel Cancer Uk in terms of, you are never too young to have bowel cancer and its Raising Awareness that actually you dont have to look 69 and kind of be a bloke as well because people associate it very much with older men. What slowed down or delayed your diagnosis . Looking back, why did it take so long . So i think that u Nfortu Nately, even did it take so long . So i think that unfortunately, even me, a Deputy Head Ina unfortunately, even me, a deputy head in a school and really im on top of my own medical symptoms, even ididnt top of my own medical symptoms, even i didnt think it could happen to me. Thats the sad reality that myself and my friends are only becoming aware of it through knowing that ive Got Bowel Cancer and i think its raising that awareness of whoever you are, you can have it. I think that in itself has delayed diagnosis because unfortunately i think you therefore, if you have bleeding, for example, which was one of my main symptoms, you therefore, at my age, begin to say, well, its just haemorrhoids or whatever else it might be and statistically its likely to be something thats quite benign and its very likely to be not bowel cancer. I think its just raising that awareness that actually it can happen. Im thinking deborah for you as a Campaign Group someone like deborah, in the worst of situations, thats a message, you know, the way shes telling the story, the kind of person she is, its a message that will resonate with people . I think so, which is why we are so incredibly grateful to deborah and to many, many other patients and families who are supporting our never too Young Campaign because we have stop this. This is a disease that is preventible, this is a disease that is preve ntible, treatable and this is a disease that is preventible, treatable and curable. Early diagnosis is key. We need to find a way of ensuring that younger patients such as deborah are able to have the very best chances of long term survival so she can enjoy the beautiful children that she has and the life that she should be having. And she will. Den rather, you are starting a fairly gruelling regime . Yes, im hoping to have another operation in a couple of weeks on my lungses, ive had part of my bowel removed already and i thought that was going to be it and now u Nfortu Nately thought that was going to be it and now unfortunately i have to have another operation in a couple of weeks which is a good sign and then i will start a new course of chemotherapy which will be a second line course in the hope that im still going for a cure. I have a Fantastic Oncololgist and team who says theyll do everything humanly possible to keep me alive which is great for any cancer patient, you wa nt to great for any cancer patient, you want to have that trust in the team that support you. Ill continue to remain positive. Thank you so much for coming in.
