Also in the next hour abuse by home carers. There have been more than 20,000 allegations made against Home Care Workers over the last three years, according to data obtained by the bbc. Prison officers in england and wales are to withdraw from riot duty in a dispute over pay and pensions. And private Rocket Company spacex has announced that two private citizens have paid to be sent around the moon. It is the final day of the inquest into the deaths of the british citizens who died in sousse when a gunman carried out a massacre at the hotel where they were staying. The coroner at the inquests into the deaths of 30 british tourists in tunisia has begun delivering his conclusions. The families had been asking for neglect by the Holiday Company to be considered. The coroner has said that he can and can do that because he said that would have meant a gross cannot do that because it would be a gross failure by the company. But he had very severe criticism for the Tunisian Police. An arms patrol could have been on the scene within minutes but delayed to go to the Police Station to collect more weapons. The coroner said the tunisian response was at Best Shambolic and at worst cowardly. Claims from the family that perhaps the Foreign Office and advice could have been stronger. Lets focus on that question of the Foreign Office advice on their website. This is important for travellers going around the world. At that time in tunisia they were not told not to go. About ten weeks before the attack at sousse there had been the attack at the bardo museum. In the wake of that, the Foreign Office advice is advice, steer clear. Thejudge has been explaining that this is because there is only a warning against travel when there is a severe and imminent danger. That, he said, was not perceived by the Foreign Office at the time. Earlier on, he did say that many of the victims relatives wouldst have said their loved ones wouldst have said their loved ones would not have gone to tunisia if there had been a warning of a high threat of terrorism. The victims had booked their victims by thomson holidays. Their lawyers are preparing civil claims for financial compensation. Their responsibility is important . The judge compensation. Their responsibility is important . Thejudge has been talking about, but 30 minutes, the point about neglect. In the context of the coroner reports, that is a narrow credit. 0nly of the coroner reports, that is a narrow credit. Only in cases of hospitals and prisons where there is a victim who dies in a lack of care, but thejudge did a victim who dies in a lack of care, but the judge did not think this would apply here. But it does not follow that the victims families would not be able to proceed civil claims for negligence. Saying they should have known there was a threat. And a full Security Audit of the hotel, and made sure the security was correct. Gross negligence by the company and utter complacency, it was said, by not checking the hotel and is security. Not checking if there was proper guards and cctv. Any Tour Operators such as thomas cook or thomson or anyone, they will conduct a thorough health and safety audits. Looking not at the security risk, the king at the food hygiene, talking about the fire safety and so on. What we have seen through this inquest is that there is no system in place, evenin that there is no system in place, even in the case of the biggest Holiday Company in the uk, to properly appraised security. I am expecting in the next couple of hours thejudge to expecting in the next couple of hours the judge to conclude that work needs to be done to make sure people are properly appraised. The other thing is whether there were a Holiday Makers who were told what the situation was. And whether they had been told not to go as a result of the bardo attacks. What are the invitations for Tour Operators operating rounds places where there have been Terror Attacks by egypt and turkey as well as tunisia. The Travel Industry is waiting to see what thejudge says. Travel industry is waiting to see what the judge says. What he says will carry a great deal of weight. Bearing in mind, this is the worst atrocity since the attacks in london in 2005. Involving british citizens. There will have to be a proper scheme in terms of assessing security, Thejudge Scheme in terms of assessing security, the judge should say. That would put a burden on the Tour Operators. And say, look, you can only send people to as it were safe countries. That would mean that many parts of the world would be put effectively off limits, transforming the whole tourism scene. I dont think that will happen, but the Travel Industry is waiting to see if it will have to change but agree its procedures. The coroner has also been talking about tui and what they put onto their website. They made no alteration in terms of the bardo attack. What should they have done. 0ne attack. What should they have done. One of the most shocking things was on day 13 in the inquest where this crib sheet was produced for people in the tui call centre and the thomson travel centre, saying this attack was taking place, but it took place in tunis, not where we operate. The Foreign Office is not saying not go, all our normal terms and conditions apply. All the people who booked before the bardo attack, saying, we want to change or cancel, but they were told there would be a financial penalty for doing so. Going through the crib sheet, that the tui staff at, asking is it a Safe Destination . The overall advice has not changed, tui said. It is Business As Usual at the Beach Resorts and customers continue to enjoy their holidays. That is what the crib sheet said. That is what the crib sheet said. That is what the staff were supposed to say to people looking to book holidays. The staff were supposed to say to people looking to book holidaysm course, they were encouraging sales of holidays. They took a dip after the terrible bardo attack. That is why, for example, the prices were cut to load and attractive levels. But there was a mismatch between what tui was saying to people, it is Business As Usual, which it was to be fairat Business As Usual, which it was to be fair at the time. But not in full transparency about what the risks were. And in particular, what is the Foreign Office was saying at the time. The coroner is nowjust saying, a number of customers did believe they had been reassured as to safety. And a number would not have gone to tunisia if they had seen the Foreign Office advice. And they were saying, their relatives, they were saying, their relatives, they were saying, their relatives, they were not directed by tui to the Foreign Office advice. Two possible situations. You could be in the thomson travel agency, the person is supposed to say, by the way, there is advice for tunisia, and it is as follows. Alternatively, if booking online, you would get to something online, you would get to something on about the seventh page of your booking process, buried in the information about visas. Click here, see what the Foreign Office has to say about it. Other figures in the Travel Industry say, look, of course the Travel Companies should perhaps have done more, but it is incumbent on people booking holidays in sensitive parts of the world like tunisia, egypt, turkey, to make their own assessment of what constitutes a acceptable risk. Thank you, simon calder, Travel Editor at The Independent. The coroner is still speaking at the inquest. He has said that he is not going to conclude that there was neglect by tui, thomson holidays, the Company Involved in the holidays that the british citizens who died in tunisia where on. He is not going to say that was neglect, because that would imply Gross Negligence and he says he cannot do that. But he has had strong words about the Tunisian Police response on the day, there is failure to apprehend the gunman earlier. It took them three quarters ofan houron earlier. It took them three quarters of an hour on most, they could have been there within minutes. At Best Shambolic, he said, at worst cowardly. This is the gunman casually walking along the beach by the Imperial Hotel in the midst of the attack. Trained by so called Islamic State, and unchallenged by the police, he systematically murdered 38 holidaymakers, most were british. Today, Alan Pembroke leads a normal life, working at this london company. But he was on the beach at the time of that attack, and did something quite extraordinary, running back into the scene the attack after taking his wife to the safety of their hotel. I ran towards the gunfire, where i could now see bodies on the beach. I hit the deck, and as i hit the sand, i saw a lady, semiconscious, breathing, and she had some severe Gunshot Wounds. I dressed her hand and covered her wrist with a scarf i had pulled down off the boach umbrella. She then told me she had pain in her leg and she had a hole in her leg, so i got a beach towel and i wrapped it around her leg to compress the injury and stop the bleeding. His actions saved the life of sheryl mellor, whose husband lay dead beside her. But he is wanted by what he saw and angry at the failure of the Tunisian Police to intervene in time. I was on the beach for a good 20 minutes with her alone. And i saw no military or medical staff. It is only in recent reports that i found out police fainted and hid. And waited. You know, that is unforgivable. They need to be accountable for that. Just three months earlier, Foreign Tourists were targeted in an attack by islamic extremists, leaving 20 dead, in tunis. But the Foreign Office did not change their overall Travel Advice. The colour coded map for Travel Advice remained green for the coastal areas, so tourists could still go, even though the Foreign Office was warning of a high risk of foreign terrorism. A senior official told the inquest here that the criteria had not been met to stop tourists from travelling to coastal resorts in tunisia. Several survivors gave testimony that the warning was not passed on of Terrorist Attacks, and instead they were told it was safe to go by tui. Their evidence is disputed by tui. Of the colclusions at the end of this long inquest. Richard galpin, bbc news, the court. Coroner has declined to say there was neglect on the part of tui, who own thomson holidays. But he has been critical of the Tunisian Security forces, saying they were callously bull callously. They were callously. In march 2015, there had been an attack on the capital of tunisia, tunis, a museum there. 22 People Killed including tours. The Foreign Office did not change their advice significantly. Including tourists. They did not say tourists should not go to tunisia. He has them talking about that and also tui, the Holiday Company, they made no alteration to their website. But they did come up with an internal crib sheet from this that answer questions from customers worried about their safety. For staff. Is tunisia a Safe Destination . Staff We Re Tunisia A Safe Destination . Staff were supposed to give the answer that the overall level of advice had nacho. Business as usual as the Beach Resorts, and customers continue to enjoy their holidays, the crib sheet said. Strong criticism of the Tunisian Police. Lets go to our correspondence in tunisia. The coroner here has been saying at worst the response from the Tunisian Police was callously. What will be the response of people there to that . Cowardice. What will be the response of people there to that . Cowardice. It has not been covered by the local media here on any level. Most people, i would argue, are unaware that this inquest is even taking place. When you do discuss it with tunisians, raised is you and say, there is this investigation going on, they will say, at the time, in 2015, even though this attack came just after the attack on bardo museum, in the capital tunis, that also killed foreigners, they dont believe that their Security Forces were necessarily equipped, properly equipped or change in counterterrorism measures. This is not a country that was used to this kind of attacks. They were not necessarily expecting it, even though some would also argue that this is also a country that has exported the highest number of jihadists in the region who have gone on to vote in syria and iraq. They should have prepared for the worst. In 2015, we saw a large sum of tunisians leave the country and join jihadist of tunisians leave the country and joinjihadist fighters. Of tunisians leave the country and join jihadist fighters. It depends who you talk to on the matter. What is the situation in terms of security now . 0bviously, huge questions in terms of the security then, particularly at the hotel where so many british citizens lost their lives. Has it improved at those sort of results . From what we have seen, if you compare the summer of 2015 to the summer of 2016, resorts and hotels, whether it is in the capital at sousse or other resorts popular with british tourists, you will find more and presence that she and presence at key intersections. You will see policeman who are arms patrolling the coastline. Perhaps not to the extent that some would like to see. But some would argue that there are not a lot of tourists who would want to go toa not a lot of tourists who would want to go to a beach manned by an army, defeating the purpose of tourism. There certainly has been some improvement in that regard. We also note that the Tunisian Security forces have been undergoing some training by british Security Forces as well. And the germans in counterterrorism in improving their intelligence gathering services. They have taken steps since 2015, as far as they are concerned here. Thank you. Now, we will talk to a woman who was there at the time of the shooting. A survivor, a witness. Recount for us what happened, where we re recount for us what happened, where were you . When the first grenade we nt were you . When the first grenade went off, my boyfriend Mike Jones Andl went off, my boyfriend mike jones and i thought it was fireworks. We looked out of the balcony. You we re looked out of the balcony. You were in the hotel . Yes. We looked out the balcony and saw people running from the beach. A state of Mass Confusion still. We went to the lobby to get a feel of what was happening. I rang my dad, he knows what to do in basically every situation. I rang him and he said to stay calm, do what the Hotel Employees tell you to do. That was all fine. About five minutes later, somebody from behind us screens, they are inside. Then, chaos. It was a way louder than i thought it was ever going to be. Everyone was running in also sought directions. Bullets flying everywhere. We ran out of the front of the hotel. We got gestured towards a Security Point by a hotel employee. We headed there for two hours and we found out that he had been killed. You must have been terrified . That he had been killed. You must have been terrified . |j that he had been killed. You must have been terrified . I have never felt fear like it and never want to again. I was more worried at the time because my dad was still on speakerphone. I am time because my dad was still on speakerphone. Lam running, saying i love you, i love you. I was crying, he didnt hear whether or not we we re he didnt hear whether or not we were alive. He must have been beside himself. Yes. He was the first person to tell you guys about it. We didnt leave the lodge for two hours. Looking back, do you feel lucky to have survived, to have got out alive from the attack . Obviously, yes, we are phenomenally lucky. It is the victims of the families who arent. They have been through another Ordeal Accounting what happened as the inquest . M through another Ordeal Accounting what happened as the inquest . It is a horrible, horrible thing to have to continue talking about. To continue hearing the details. I only learned this morning that there were Armed Police Officers around the corner. I got really upset, actually, when i heard it on the news this morning. Even if one life could have been set, it is one life. It is. The coroner said it was shambolic, possibly cowardly. It is. The coroner said it was shambolic, possibly cowardlylj think shambolic, possibly cowardly. think it is. I dont know what went through their head at the time. It isa through their head at the time. It is a horrifying situation, but that is a horrifying situation, but that is what they are trained for. You would hope that people in that position would have the bravery to go and stop Something Like that. I wish they could have shown the bravery that the Tunisian Hotel staff showed. They were physical Human Shields in front of people that they had never met before. If they had a few people like that in their police force, we might have not as many people dead. Olivia, argue for being with us. That is the latest from outside the Royal Courts Ofjustice, where the coroner is continuing to record his conclusions into the deaths of the 30 british citizens in the attack, the worst since the bombings of 2005 here in london. Back to these trivial. The studio. More than 20,000 allegations have been made against Home Care Workers over the last three years, according to data obtained by the bbc. Many of the cases involved neglect but there were also allegations of physical, psychological and sexual abuse. The uk Home Care Association has described the findings as horrifying but warns the system is under extreme pressure. John maguire reports. Caught by a hidden camera, Maurice Campbell was jailed for over two years for abusing 85 year old dora in her own home. These images are especially disturbing because he was supposed to be caring for her. It is a serious case of obvious neglect. Complaints against home carers can cover a range of problems from cruelty to mistakes with medication to being late for appointments. My father was quiet and a mild mannered man all his life. This womans father was also a victim. He was filthy, dirty, dishevelled. He had no teeth in. He looked like a tramp. He had not had a shave, he was a smart man and became completely neglected. Pauline believes that neglect, in particular when he was given the wrong medication, contributed to his death. Just over half the councils in the uk contacted by the bbc answered a Freedom Of Information Request which found there had been 23,500 allegations of abuse against home carers over the past three years. The police were involved in almost 700 cases and there were 15 prosecutions. We do not know how many of the total complaints were valid but the local government ombudsman for england has seen a significant rise in cases. We have seen a 25 increase in complaints about home care over the last 12 months. When we investigated the complaints what we found is that 65 of the time our investigation shows that there was fault in the services. That is far higher than we find in any other part of the work we do. It is a concern. The government says it has introduced tougher inspections in england and given councils dedicated funding. But with an ageing population and tight budgets the theory is that complaints will continue to rise. Britains most senior Child Protection Police Officer has said paedophiles who pose no physical threat to children should not be prosecuted. Simon bailey said the system had reached Saturation Point because of the increased reporting of sexual abuse. He suggests that what he calls low risk paedophiles should be given counselling. The home office says it is a terrible crime and should be treated as such. A fresh wave of Industrial Action will be held injails in england and wales in a dispute over pay and pensions, the Prison Officers Union has said. Prison Officers Association members will withdraw from voluntary duties, including manning tornado teams which respond to outbreaks of disorder. They are on the frontline of a Prison Service that is struggling to control its jails. But Prison Officer numbers have fallen dramatically with many prisons in england and wales facing crisis over the past few years. The past year. Among those in decline, featherstone prison near wolverhampton. In its latest inspection, increased violence against staff and reports of inmates refusing to leave their cells described as living in fear of other prisoners. It was concerns over health and safety that led to a 24 hour walkout in november by thousands of Prison Officers, prompting government talks over pay and pension. Last week, the Justice Secretary responded with a pay increase for officers at 31 prisons. All of them in south east england. Now, the union has described the offer as divisive. So from tomorrow, members are being instructed to withdraw from voluntary roles. That includes working as a first aider, Hostage Negotiator or as part of a tornado team, specially trained to deal with dangerous situations. There is also to be a ban on overtime. The unions has been warned that it will be taken to court action goes ahead. But if it does it will cause Serious Problems in jails already facing huge pressure. Marhaba a man who murdered his girlfriend has beenjailed for a minimum term of 23 years. He ripped repeatedly stabbed as a week morgan outside the store. Lets cross to our colleague in cardiff who can tell us more about what was said in the court. In thejudge pours back summing up she said of the sentencing who was sentenced to 23 years and four months, he had one intention in that attack on the 28th Of September and that was to kill zoe morgan and her new lover. Andrew saunders and zoe morgan were in a relationship for two years morgan were in a relationship for two yea rs before morgan were in a relationship for two years before the attack and when the relationship began to end Andrew Saunders became jealous and aggressive and threatening towards her, suspecting she had a new lover. Then his jealousy became very aggressive and he started sending abusive messages to her, saying he would kill her new lover and he started researching and planning both their deaths. We searching online for different methods of killing, building pipe bombs, how to stab someone, if it was as easy in real life to stab someone as it is in films. Last year he waited outside the Matter Line Store in cardiff, one of the busiest streets, for both of them to commend to work. Zoe morgan was working and Ellie Simmonds was escorting her. Come in to work. Then Andrew Saunders began repeatedly stabbing him and chased us awake morgan down the street and ended her life as well. Then chased us awake morgan. As he received his sentence he turned to the families of the deceased and muttered, im sorry, before being escorted from the court. Lets ta ke court. Lets take a look at the weather forecast. Another day for the umbrellas today, i think. We had some snow first thing but that wasnt just for a few of us, mostly it is just renamed. It will not be quite as changeable as yesterday. A lot of showers across the country yesterday. Some bands crossing the country and later on some of the sunny areas in central and Southern England turning wetter. The showers continued through the evening and they will eventually clear out into the north sea. A bit like Last Night Temperatures dip away wont be enough for some frost in northern and Western Areas and tomorrow starts sunny in the morning and read the sweeps into the south west and southern counties and later the midlands. And the rain sweeps in. A lot of the northern parts enjoying some sunshine tomorrow. Thats it for now. This is bbc newsroom live. The headlines at 11. 311; the coroner at the inquests into the deaths of 30 british tourists in tunisia has begun delivering his conclusions. He has rejected a request by some relatives to rule that neglect by the Travel Firm Tui was a contributory factor. It is only in recent reports i found out that police waited, the head. That is unforgivable. The need to be accountable for that. For mac. A bbc investigation has found that at least 23,000 complaints have been made about alleged abuse of Vulnerable People by their home carers since 2013. The figures has been described as horrifying by the body representing home care providers. Prison officers atjails in england and wales are taking part in Industrial Action from tomorrow in a dispute over pay and pensions. The Ministry Ofjustice says it will take legal action to block the strike. And a plan by a us Aerospace Company to fly two private citizens around the moon. The mission in late 2018 will be taking humans back to deep space for the first time in 45 years. More now on the coroner at the inquest into the deaths of 30 british tourists in tunisia delivering his conclusions. Lets return to ben brown at the Royal Courts Ofjustice. The coroner is continuing to give a narrative on what happened that day. He already severely criticised the Tunisian Security forces and said their response to the shooting was at Best Shambolic and at worst cowardly. Let me give you some detail. He says as the gunman carried out his killing police and Security Officers eventually arrived ina Security Officers eventually arrived in a disorganised way, only three guards were on duty that day at the hotel, one of them on the meaning did escape, the second had no mobile phone, the cyberguard was meant to refuse entry to anyone and the head behind the building. Last night at the third guard. The response was disorganised. Two Marine Guards arrived by boots after delaying they finally entered the hotel. The armed guard fired two rounds and missed. One of them fainted from panic after a hand grenade was thrown at him and he hid behind a parasol. The coroner also said the other guards to go off his shirt to hide the fact he was a Security Officer. No police or Security Officer. No police or Security Officer. No police or Security Officer entered the Hotel Grounds until the gunman had killed all 38 tourists. The coroner said the Security Forces had everything they required to confront the gunman but they delayed at the Police Station and the coroner said that was deliberate and unjustifiable. He says the first officer to arrive remain outside the main gate and did not fire a single shot. The gunman was eventually kills some 45 minutes after he began the attack. The inquest earlier heard Security Forces could have got to be seen within a few minutes, perhaps three minutes, and intercepted the gunman. Could have arrived at the scene. So he would not have been able to kill all 38 of the tourists. So, strong words from the coroner. He will give his conclusions about all 30 of the british victims after a short break and go through all the names alphabetically. It is expected he will record the conclusion of each of them died because they were unlawfully killed. Lets hear from an eyewitness and survivor of the attacks in tunisia, Alan Pembroke. As we went off the beach i looked back and could see people had gone down screaming and ijust could not hide. There was a lot of gunfire reverberating off the walls, a lot of people seriously injured lying around. One 0nei one i dragged i could hear rapid gunfire, screaming, bullets flying overhead. Iran i ran towards the gunfire and as i am running towards its i can now see bodies on the beach. I hit the deck and asi bodies on the beach. I hit the deck and as i hit the sand i literally fell into a lady and i could see the lady was moving, semiconscious, i askedif lady was moving, semiconscious, i asked if she was english and to shed see schedule was. I said i would do what i can to help. She had a severe Gunshot Wound. I covered her wrist. She had been bleeding but its slow down and she had a hole in her legs so i got a beach towel and wrapped it around her like to co m press wrapped it around her like to compress the injury and stop the bleeding. She asked me if i could check her husband and i noticed he had severe wounds to his chest. I called over crawl over the sunbeds and i saw explosions from grenades. I checked the husbandss polls and could not find pulse anywhere. Pulse. Isaid, do you wa nt to anywhere. Pulse. Isaid, do you want to know who was and she said, please tell me. I said, im sorry, but he is gone. Fear was certainly my largest emotion but i knew i had to try and help. I was on the beach for a good 20 minutes and i saw no military or medical staff and it is only in recent report i found out police waited and fainted, the heads they hid. That is unforgivable. They need to be accountable. That was Alan Pembroke with his memories. The coroner into the inquest has been giving his conclusions and speaking about the Tunisian Police response, saying one team in particular who were armed with Assault Rifles and nearby in a Patrol Vehicle delayed confronting the gunman and they went to a local Police Station to collect more weapons because they thought they needed more than they already have in their vehicle. He said that was deliberate and unjustifiable. Earlier and he said their response was at Best Shambolic and at worst cowardly. I have been talking to the former head of the metropolitan polices counterterrorism, and, richard walton, who was in charge at the time of the murders in sousse andi the time of the murders in sousse and i asked him what he thought about the contributory factors. And i asked him what he thought about the Contributory Factorsm the attack could be prevented by good intelligence and arresting the perpetrators before carrying out the attack and once it has started then people will sadly dry. But obviously measures can be taken to reduce the impact of Terrorist Attacks. Whether those measures could reduce the numbers of People Killed there is an open question. What about the Foreign Office advice to people . Wasnt strong enough, making it clear enough what dangers they were in tunisia . The Foreign Offices advice reflected what was no one at the time and it was unclear if it was an attack in isolation or it would injure beyond. Clearly in this case there was a Second Attack soap in hindsight there should have been stronger advice but at the time the advice was quite strong. What about the accusation that the Tour Operators, how much responsibility do they have fought loose for the safety of their customers . They do have a duty of care to those using the facilities and hotels and with a global Terrorist Threat where Islamic State are specifically targeting places like hotels and open spaces, it is incumbent on this industry to take on board the nature of the spirit and put in place mitigation measures, such as training, and undertake Risk Assessments so they can do something to mitigate that threat. Richard walton, former, and of the counterterrorism, and at the time of the killings in sousse. We are waiting for the coroner at the inquest to give his conclusions about how each of the 30 british victims died. We have heard a lot of criticism about Security Precautions in the hotel and in the Beach Resorts of sousse in general. Our correspondence to covered the aftermath of the killings has been back to sousse to see if the situation has improved. Security has been stepped up in sousse since the attack. The roundabout here is just a few minutes from the hotel where the killings took place. You can see over here a Police Vehicle in position and heavily armed officers. That is a permanent checkpoint, 2a hours a day. Offiers here are stopping vehicles from time to time and the checking their boots and asking for the the drivers id. The authorities here want to send a message that tunisia is being vigilant and it is safe for tourists to come here. We are at the Riu Imperial Marhaba, this was the scene of the attack. It was here at this 5 star hotel that the tourists were gunned down. The place has been closed since but that is a lot of Renovation Work going on. They are upgrading of the garden and of course they are upgrading the security, and we are told this time it will be at the maximum level. This is part of the upgrade, waiting to be unpacked. It is x ray equipment. Luggage will be scanned on the way in and guests will pass through metal detectors. But now inside it is eerily empty, the furniture is still covered in plastic. The gunman was able to make his way from the beach in to the hotel, hunting for more victims. There will now be increased security on the beach, but on the day of the attack they were armed guards present who could have intervened and did not. Other police units nearby deliberately delayed their arrival, according to a tunisian judge. Almost two years on, the authorities have many questions to answer about the failure to halt the attack. Our correspondence was sporting reporting from sousse. Travel editor of The Independent, hearing this report from sousse, would you go to tunisia on your holiday . Is certainly would and i certainly would take my family, as soon as the Foreign Office advises it is safe. There is nothing to stop anybody going to the airport and getting a flight to tunisia except the Travel Insurance would not be valid and according to the uk government they would be taking a risk. I am very keen to go back and soon as the advice is lifted i will head back over. It is very that while of course every single one of these deaths is an appalling tragedy and will change their relatives lives for ever, there is a bigger tragedy unfolding in north africa, but hundreds of thousands of people dependent on tourism and back has vastly been depleted. If we all decide to stay awake first of what we will miss out on great experiences which i am lucky enough to have enjoyed on many occasions, secondly, the terrorists will be winning. Part of Islamic States aim is to wreck the tunisian economy and they have done a pretty well at that andi they have done a pretty well at that and i do not want to be told by terrorists where i may or may not go on holiday. In the inquest the coroner has been critical of the Tunisian Security forces, what has he had to say about the Holiday Company that the tourists involved all booked a holiday through . He picked up an information they provided to Holiday Makers immediately after the first attacks. It isa immediately after the first attacks. It is a 2 page hand out they were given to answer questions from concerns Holiday Makers and Tens Of Thousands of people had booked holidays after the before the original massacre took place and this crib sheet basically said, nothing to see. It said our holidays are taking place on the coast, miles away from the capital tune is where the attack took place. They said anyone who booked before the attack will only be able to change or cancel your trip if you fight if you accept it penalty. This attack was in the march before the attack in sousse. That was three months earlier in the capital tunis at a museum were 22 people died. In terms of the Foreign Office advice, how did that change, only slightly, didnt it, in the wake of the museum attack . Yes, the events of that terrible day in march when the attack on the museum took place, one of the victims of a Cruise Ship Excursion was a british woman and the Foreign Office was setting out what their review was but when things settle down after that their view was. Nothing significantly changed. They reflected the fact there have been an attack and advice people should watch out and be vigilant in places where foreigners gathered, but if you are a Holiday Maker you go to places where followers gather foreigners gathered. They basically said it is dangers out there but not dangerous enough to want people to stay away. And a plan by a us Aerospace Company to fly two private citizens around the moon. Lets return now to the coroner at the inquest of 30 british tourists in tunisia, who has been delivering his conclusions. Back to ben brown. The coroner has now finished going through all 30 british victims of the 38 killed that day in sousse in tunisia in 2015. He said they were all unlawfully killed by the gunman. He also talked about the failure of the local Tunisian Police to stop the gunman before he killed so many victims. He said the response had been unjustifiably and their response had been at Best Shambolic and at worst cowardly. The inquest heard one team of Police Officers who were in the vicinity in a Patrol Carand who were in the vicinity in a patrol car and were armed with Assault Rifles, instead of going straight to the scene they went to a nearby Police Station to find more weapons. That delayed them and the gunman was then able to kill more victims. The loss of life that day in sousse was the biggest loss of life at the hands of terrorism in terms of british citizens sends the 7 7 bombings sense 7 7. In front of the brief families the inquest has heard the chilling and distressing details of multiple murders. Here the gunman s dropped off near the resort. The driver has never been found. Kind and caring. Every day the families came to court, at time sitting through painful evidence. But the inquest has been an important part of the grieving process. The chance to remember and the chance to look for answers. How could a Beach Holiday end up with so many people not coming home . We are expecting the families of the victims to come outside and through their lawyers and possibly themselves get the response to what themselves get the response to what the coroner has been saying. The coroner said he did not feel he could record a conclusion of neglect in terms of the behaviour of the travel Company Involved, tui, her own thomson holidays. Some of the families wanted the coroner to say to say that had been neglect by the company and they had showing complacency in not properly vetting the Hotel Security or a warning that customers who went on holiday to tunisia of the Terrorist Threat. The coroner has been very critical of the Tunisian Security forces, saying they had been shambolic or even cowardly. Like stock to a woman who was then the whole that they when it happened. Lets clock. You are a survivor of the attacks. When the coroner says there was no neglect the company, do you feel you were in any way misled . The company, do you feel you were in any way misled . We were aware of the risk in the capital but one of late to feel there was any danger where we were. There was a Foreign Office advice. Work you pointed towards that and read that . We did and spoke to ourfamilies that and read that . We did and spoke to our families about its because it was three months ago and was so far the way we did feel safe. Three months earlier there was an attack in the capital at the museum were 22 people died. So you knew about that but it did not stop you . No. There we re but it did not stop you . No. There were things happening All Over The World and it is just, were things happening All Over The World and it isjust, are were things happening All Over The World and it is just, are we were things happening All Over The World and it isjust, are we going to stay inside and be afraid or are we going to live and enjoy ourselves and do things we want to do . Remind us what happened that day when the gunman came to the hotel. View were inside on a balcony. Tell us what happened. We heard an explosion which we found out later was a grenade. We looked out the balcony to see people coming in from the beach. There did not seem to be a huge amount of panic so we were down to the lobby to see what was happening and after a a few minutes we began to gather what was happening and i rang my dad to find out what he thought i should do and he saidi out what he thought i should do and he said i should stay there and do what the staff tell you to do and it will be ok. While i was on the Phone Somebody behind me screamed, they are inside, and then chaos ensued. Bullets flying everywhere, people running everywhere. We ran to the front of the hotel, not looking back, and got gestured by a hotel worker and stayed with four other british people and a couple of germans for two hours until we found out the gunman had been killed. Long time. You were not prepared to come out before that . We got told half an hour in he was killed but we did not move for a good while. Having survived such an attack you must feel very lucky to be alive. Having survived such an attack you must feel very lucky to be alivem is never a never an emotion i wa nted is never a never an emotion i wanted to experience all know what that felt like. My mum died three yea rs that felt like. My mum died three years ago through Natural Causes so i cannot. That was the most devastating thing that has ever happened to me so i cannot even imagine what the families of the victims feel like today. I am disappointed for them they did not get the result they wanted. I really hope if they do take it to civil matters it is quick and as painless as possible because they have been through enough. One thing the coroner did say was the response from the Tunisian Security forces had been, in his words, shambolic or maybe even cowardly, because they delayed so long in getting to be seen. Do you think they could have made a difference . Yes. It is the most disgusting thing i have ever heard, aside from the obvious. I find out late last night some of the details and the rest this morning and something i said earlier and well say again, if those policemen showed an ounce of the bravery of those Tunisian Hotel workers did some more stable might be alive today. Somewhat more people might be alive today. Because the gunman was free to kill for as long as a0 minutes. You can see how far he walked and how many people he killed and it is a big stretch of beach and there was talk of police on the horses, police on a quad bike further down the beach, something could have been done. If one life savedis could have been done. If one life saved is a life saved, and i agree with the coroner, they were cowardly. For the moment, thank you for joining cowardly. For the moment, thank you forjoining us. We have been getting good response from the tunisian authorities to those criticisms from the coroner about the Security Forces. The tunisian ambassador to the uk has been giving his response to criticisms of the Security Forces during the inquest. At that time the tunisian people and Security Services were not really prepared for this kind of huge criminal Terrorist Attack. We have the love this in mind before we have to have this in mind before giving any conclusion. Someone might find that quite extraordinary given that it came only months after 20 people were killed at a museum. Yes, but this can happen everywhere in the world has happened elsewhere. In those very countries where you have the sophisticated police, army and intelligence. This can happen anywhere and does happen. It has happened elsewhere. In europe and in the most sophisticated democracies in the world. On that day, evidence have been heard that the police deliberately slowed down on their way to the shooting. Is it not the case that the decision to slow down cost lives . Case that the decision to slow down cost lives . You have to be in the mind of the police to say that. I was saying the whole country was not prepared. I cannot imagine the police withdrawing from its own responsibility or wanting deliberately people to be killed. I cannot believe that. That is the tunisian ambassador to the united kingdom. We are expecting the united kingdom. We are expecting the families of the victims to begin congregating outside the Royal Courts Ofjustice congregating outside the Royal Courts Of Justice in congregating outside the Royal Courts Ofjustice in the next few minutes with their response to what the coroner has been saying inside. There they are now, in fact. We will listen end because they will give their reaction. The coroner not concluding what they wanted which was that there was neglect by the Holiday Company, tui. We will hear from one of the solicitors initially. Representing the families. Tui, who organised the holidays for the victims, stated it was unaware of the letter and the Minister Of Tourism and even more surprisingly giving the events elsewhere in tunisia they failed to order the Adequate Security at the Riu Imperial Marhaba Adequate Security at the Riu Imperial Marha Ba hotel. Adequate security at the Riu Imperial Marhaba hotel. It is now crucial the whole Travel Industry learns from what happened in sousse, to reduce the likelihood of similar incidents in the future. Our clients are very grateful to the coroner for his sensitive handling of the proceedings and feel he has been fairand proceedings and feel he has been fair and thorough proceedings and feel he has been fairand thorough in proceedings and feel he has been fair and thorough in his investigation and appreciate how he has tried to ensure throughout the families comfort. 0n has tried to ensure throughout the families comfort. On behalf of clients lost members of the family and those who suffered injuries, we will now be preparing to commence civil proceedings civil proceedings against tui. The inquest was about those who tragically lost their lives and they must never be forgotten and their families hope their lives and they must never be forgotten and theirfamilies hope no one else will ever have to suffer the same fate in the future. Thank you. Dead tui apologise . Did tui apologise . There we are not. A very brief statement from a solicitor representing 22 of the victims just outside the Royal Courts Ofjustice saying the inquest heard shocking evidence about the background to this Terror Attack and how they would now be pursuing these families. She said several proceedings against tui, the troubled company who all the 30 british victims had holiday with. Tui will have several proceedings taken against them by this group over what happens and she was also saying she hoped the whole Travel Industry will learn lessons from what happens there in sousse. The families have been saying there was to complacency by tui and they to check the hotel, failed to check whether the hotel had proper cctv security cameras, failed to check whether it had proper guards in and around the hotel, failed to make sure the gates to the beach from the hotel while locked and also field, they said, to draw the attention of they said, to draw the attention of the customers to advise that there had been Terror Attacks, on the Foreign Office website. These are all the failures the families have pointed to. The coroner said he could not rule there have been neglected. Lets top two victoria bacon, head of communications at the association of British Travel agents. Wejust Heard Association of British Travel agents. We just heard strong criticism from the families, of tui in particular. What is your response . The important thing about the enquiry is it has been a very thorough and the coroner has asked very important questions and looked very important questions and looked very closely at the events. His conclusion is all of the victims that tragically died did so as a result of the actions of a lone Terrorist Gunmen and we think that isa Terrorist Gunmen and we think that is a sensible conclusion. At the company have done more . Could all Holiday Companies do more to check on the security at the hotels and resorts were the same customers . There is a much greater general awareness of the global Terrorist Threat since the incident in 2015 and we have obviously seen other incidents in other countries but we should make sure our members are aware of the critical importance of stewa rd i ng aware of the critical importance of stewarding Foreign Office advice with customers before the book. We will continue to do that shading Foreign Office advice. We have undertaken other issues with the Counterterrorism Unit on how to respond on the day. The coroner in this case has drawn the conclusion it was the actions of the gunmen which resulted in this loss of life. There was evidence in the inquest people have not been told of the Foreign Office advice and were not aware of bits of terrorism in tunisia. If you are a travel agent trying to sell a holiday perhaps it is not your First Priority to draw peoples attention towards terrorism. Is that a real conflict and difficulty . Ultimately i do not think it is a conflict because a responsible travel agent should let customers know of Foreign Office advice and that is changing all the time soi advice and that is changing all the time so i do not think Travel Agents themselves can specifically give that advice but what they should do is draw attention to the advise around particular destinations and thatis around particular destinations and that is what the coroner has highlighted. What has changed in terms of how Travel Companies now operate in this country and spooking customers to places where there has been Terrorist Attacks in the past booking customers, what has changed since tunisia . The key thing in terms of determining an individuals risk around the destination, we level with global terror threat, including destination, we level with global terrorthreat, including in destination, we level with global terror threat, including in the uk, so each individual should make their own assessment of risk. Where we need to play a responsible role is keeping customers informed before the book. And for that, the Foreign Office is the main source of advice. It is very important customers, if you book through a travel agent or indeed, independently, you look at that advice. Since 2015 the Travel Industry has introduced new training around counterterrorism and we have also communicated and been in contact with members to raise awareness of the importance of Foreign Office advice. Relatives here are angry and spoke of complacency by the Holiday Company concerned. Do you understand that anger . I completely understand. It is devastating to lose Family Members and it was a horrific attack and it is totally understandable people have a response to that and thatis people have a response to that and that is why it is so important we have had answers from the coroner s. Have had answers from the coroner s. Have had answers from the coroner s. Answers from the coroner. Not just on the day but in the run up to the incident. Thank you forjoining us. The coroner has now finished his conclusions. He went through all 30 british victims of the attack in sousse, describing how the were unlawfully killed and the manner of the deaf and the place of the death. As we just heard, he would not go into criticising tui, the Holiday Company concerned and would not say they were guilty of neglect but he did have strong words about the failures of the Tunisian Security forces, and said their response was shambolic and even cowardly.
