President trumps most senior diplomat, the Secretary Of State, Rex Tillerson, is making his debut on the International Stage. Hes attending a meeting of Foreign Ministers from the 620 countries in germany. He will have talks with the foreign secretary, Boris Johnson, among others. State Department Officials say mr tillerson wants to listen, and to offer reassurances about president trumps approach to international affairs. David willis reports. Americas Secretary Of State has a lot on his plate. Rex tillersons top priority will be reassuring nervous allies that the government he is part of is not in fact descending into chaos. Given the evidence that exists to the contrary, however, it might prove a difficult message to sell. Not yet four weeks into his term in office, mr trump has had his travel ban blocked, his National Security adviser fired, and seen questions mount about his ties to russia. I think they want clarity over at the new us administrations Foreign Policy. I expect russia will be the centrepiece because Rex Tillerson will meet for the first time with his russian counterpart Sergei Ladder Of lavrov. There will be questions about the Trump Administrations attentional ties to the kremlin. We have a sense from Rex Tillersons people that perhaps he is seeking to smooth things over and during their meeting with Boris Johnson he might seek solidarity with britain and europe over its response to russias actions in crimea and ukraine. Much to be discussed. The eyes of the world will be on many of these meetings today. All of these problems for the Trump Administration in the last few days, how is it going down in germany where you are . People have spoken about Angela Merkel needing to assume new leadership in europe, as suggested by barack obama. Officially in berlin they are taking the pragmatic view, they know they will have to forge some kind of relationship with the us. Behind the scenes there is a great deal of all arm and it is very interesting to note among the bilateral meetings that rex dallas and is holding today, germany is not on the list. Rex tillerson. There is concern, primarily because i expect echoing the same as many governments across europe and elsewhere, they still do not really know what they are dealing with. They have scrambled to make contact with the new administration and work out what it is theyre going to be working with. That is partially what these g20 Foreign Ministers want to know today. When donald trump says america first, what does it mean not just for the us but its allies around the world 7 just for the us but its allies around the world . Germany has enjoyed a Special Relationship with the us over the last few use, despite a row over people spying on each others Mobile Phones and so on. It is an area of concern as to what happens next. I think it will shift the eus position on The World Stage as well. Germany has been important as an interlocutor between the us and russia and that is all shifting. Whilst Rex Tillerson will be hoping to reassure his european colleagues of the Trump Administrations commitment to eu, the us defense Secretaryjim Mattis is on a similar mission in brussels. Hes at a meeting of nato Defence Ministers in the city. Our defence correspondent, jonathan marcus, is at nato headquarters in brussels. What are people in nato making of the new Trump Administration . Donald trump said everything from nato is obsolete to hear is 100 behind them. It is a problem for nato leaders, facing many of the same problems at the g20 in talks in germany. Which Trump Administration is it, which personality speaking to . General general mattis has had a barbed message, insisting that the allies must spend more and if they do not there is a veiled threat that the United States will moderate its commitment. I asked the Secretary General a few minutes ago what it meant and he did not want to answer, instead saying we should focus on the allies spending more. It isa focus on the allies spending more. It is a strange situation to be in. The us on one hand being 100 behind nato but equally saying that if the allies do not pay more then america may somehow moderate its support for the alliance. We will be watching that nato meeting closely throughout the day. Well, joining live via webcam to talk about this in more detail is professor of American Studies scott lucas. How do you see generally americas diplomacy now that we are a few weeks into the Trump Administration. Quite a few mixed messages on things like nato but dominant is this issue about russia and how close are the administrations ties to russia. About russia and how close are the administrations ties to russialj think there is a division in american diplomacy. On one hand you have chaos and possibly compromised administration, and by that i mean the president and his closest advisers, some of whom are being implicated for ties to moscow. On the other hand you have pragmatists, like general mattis, defence secretary, trying to say to nato allies to put things back on course, needing them to up their contributions but they are all in it together. I think a simpler message will come today on a firm line with russia, Economic Issues that affect us russia, Economic Issues that affect us all. Every time that general mattis and Rex Tillerson try to come out with a pragmatic line they risk being undone by headlines in washington. One of those headlines was when donald trump met the israeli Prime Minister and seemed to move away from the two state solution. If it was a thought through policy it would be significant because it would change a50 significant because it would change a 50 Year American approach that said you had israel and palestine as separate states. I think it is something that donald trump just threw Up In The Air amidst the rest ofa threw Up In The Air amidst the rest of a presentation that was very supportive of the israeli line and the approach to israel and palestine will not be through the State Department or agencies but through his son in Law Department or agencies but through his son in lanarrod kushner. That is a great question and i think the essential one. When the court had given its judgment before, i think the politicians acted slower than one would have hoped and perhaps expressed themselves rather more pallid let than one would have hoped. Just remind us some of the headlines, the media coverage, of the court case on article 50 that he is so upset by and the judicial error so upset by. Judges fuelled they cannot respond and that they speak to their judgments alone and that it compromises their position and Public Confidence in their independence if they enter into some sort of slanging match. Now Serving Judge no Serving Judge did, but some retired judges did. But this is significant because it is the most seniorjudge in the uk, lord neuberger, saying in certain terms that certain elements of the media undermined the rule of law, and he said the politicians who should have let to the defence of the independentjudiciary committee referring to the lord chancellor liz truss who has a statutory duty to defend the independence of the judiciary, was not quick or clear enoughin judiciary, was not quick or clear enough in doing that. This is pretty strong stuff and for a serving seniorjudge to say these things is significant. And quite unusualfor him to speak out like that in these terms. It is very unusual. Judges do not like to do this sort of thing, they do not feel they can enter into public debate in this way but occasionally if the issue is big and important enough and it relates to the rule of law, a seniorjudge will speak out and lord neuberger feels he had to do that today. More than three Million People could avoid getting colds and flu every year by taking vitamin d supplements, according to new research. The study in the British Medical Journal calls for the vitamin to be added to food. But Public Health england says the evidence remains inconclusive. Our Health Correspondent Dominic Hughes reports. This is what Vitamin D Deficiency can look like. Softened bones bowing under the weight of the body. In children it can cause rickets. But now researchers say vitamin d can have other benefits apart from strengthening bones. They argue that if everyone got enough vitamin d there would be a 10 reduction in the risk of respiratory illnesses like coughs, colds and flu. Among those with the very lowest levels of vitamin d, the benefit is even greater a 50 reduction. And across the whole uk population, that would equate to more than 3 Million People avoiding a cold orflu each year. At present, people are being asked to take supplements in order to meet their Vitamin D Requirement over winter and spring, but its expensive and a lot of people wont be able to take or remember to take supplements daily, so a more effective strategy is to introduce Food Fortification into the food chain. Sunlight on the skin is the best source of vitamin d but the increased use of sunscreen, and our weather, means exposure in the uk is limited. We are already advised to take vitamin d throughout the winter and spring months to boost our levels. It can also be found in some foods, like oily fish, eggs and cereals, and the us and finland add vitamin d as a supplement to food. But some scientists here are not yet convinced there is enough evidence that vitamin d can prevent other illnesses to justify following suit. A State Of Emergency has been declared in christchurch in new zealand after a huge wildfire forced more than 1,000 people to flee their homes. So far, several properties have been destroyed and the military has been deployed to help firefighters. Virginia langerberg reports. A woman and her son have been arrested by the city of London Police after they allegedly faked her death in zanzibar to claim life insurance. Officers say the womans son, from walsall in birmingham, and his guardian tried to make the claim last may. With me is our correspondent helena lee. Officers from city of London Police told us that the womans sun and guardian claimed she had died in a car crash in zanzibar last year. It is alleged they then tried to make a claim againstan is alleged they then tried to make a claim against an Insurance Policy with £140 , 000 claim against an Insurance Policy with £1a0,000 against her name. It is also alleged that. Tenants including a Death Certificate and accident reports reduced. Social care for elderly people is on the brink of collapse in some parts of england, according to the charity, age uk. It says more than 50,000 people are now not receiving any help, despite struggling with essential daily tasks, such as washing, eating and getting out of bed. They managed to get some social care, but elaine, who runs a social group for carers, says it is much harder to get now. When Michael First came into the system, it was a lot easier then, because we had our own care manager, that grew to know us and could help support us in what we needed. Whereas, today, people coming into the system, they dont get that kind of support. They dont get a care manager. Todays report from age uk says that, since 2010, in england, there has been a rise of 50 in the number of elderly people that do not get the help they need with essential daily activities. These are getting out of bed, bathing, dressing, using the toilet, walking across a room and eating. The charity is particularly concerned about more than 50,000 people who struggle with three or more of these activities and receive no support, at all. While social care is run in different ways across the uk, cuts have meant councils in england have had to reduce the amount they spend on social care. And age uk says Emergency Funding is now needed to avert a complete collapse of services in some areas. We are seeing the beginnings of something that is going to get worse. That is because, if there is going to be any extra money for social care, its not coming yet. And that is a real concern, because every day, we have an ageing population and more people over 85 who, in particular, need care. The government says it recognises the pressures on the system and is working on a sustainable solution. An increasing number of patients are having to wait more than 12 hours at accident and emergency units in wales compared to a year ago. There were a total of 4,069 patients waiting injanuary, compared to 3,290 in the same month the year before. When it comes to the government, they have put out a statement saying the Emergency Services have been particularly struggling at this time of year. There were record numbers of Ambulance Call Outs last month. They recognise those, but they have repeatedly told the a e services across the country that they have to reduce these figures. They say they will be closely monitoring the situation, to make sure that these figures omit. Thank you very much. The Church Of England says its bishops will take time to reflect, after the ruling general synod voted down an important report about gay marriage. The clergy chose to ignore the recommendations by bishops, which suggested that a Church Ceremony should only be between a man and a woman. Our religious affairs correspondent, martin bashir, reports. 93 in favour, 100 against, with two abstentions. And with that, The General Synod delivered a devastating blow to three years of deliberation on the issue of same sex marriage. So, the motion was lost. The debate itself contained passionate, and sometimes painful, disclosures on both sides of the argument. Outside of these walls, we are being heard as lacking in love. All sexual expression outside the lifelong and Permanent Union of one man and woman is sinful. Lesbian and gay christians, who held an all day vigil outside church house, broke into song as news of the result filtered through. I think what weve seen is a breakthrough of understanding, of love, of people coming together, and really understanding the lgbt community. The fact that the synod has chosen not to take note of the report means, effectively, that the last three years work is now rendered null and void, isnt it . I absolutely disagree. Whats certainly happening is that the report weve just presented will not be considered again as a report in these five years. But the process of shared conversation will continue.
