Officials are yet to find the first carrier of the virus in the country, and in an effort to control the outbreak, around 50,000 people across northern italy have been put into quarantine. Meanwhile in the uk there have been four new confirmed cases amongst Cruise Ship Passengers who were flown back to britain on saturday. Its been confirmed they caught the virus on the diamond princess liner injapan. Theyve now been transferred to specialist centres for treatment. It brings the total number of cases in the uk to 13. 0ur correspondent sean dilley reports. This is a situation where at the moment the authorities are still looking to try to figure out which individual started this outbreak here. They have not been able to trace that at the moment. They dont know exactly what it was that because this particular spike in this region. They have taken these measures, which some people have suggested might be exaggerated. 0ther which some people have suggested might be exaggerated. Other people might be exaggerated. Other people might suggest they have been overdue. It depends very much on who you speak to at the moment. Jayne mccubbin is outside Arrowe Park Hospital where 28 people have spent their first night in quarantine and four others have been transferred to specialist units after they tested positive for the coronavirus. We know they arrived at tea time on saturday in four coaches that had Police Escort front and back. One of those coaches had nobody on board, it was there in case any of the other coaches broke down. On board were Health Professionals wearing full protective clothing. Public Health England put out a statement yesterday saying those Health Officials had seen the people in japan before they went on to the flight and had seen they had no symptoms at all as they travelled over to the uk and landed at an airbase in wiltshire. But after that they travelled up by coach in a convoy to arrowe park and it was only when they were in what used to be a staff accommodation unit that has been turned into a quarantine unit, into a quarantine unit, it was only once they were inside there that four people, all brits, tested positive for the virus. They were then transferred out to the specialist hospitals, royal liverpool, one in sheffield and one in newcastle, to get the specialist treatment they need. But they will keep a very, very close eye on everybody here. They are treating this slightly differently to the last quarantine period when nearly 100 people were here at the start of the month. Back then, people were allowed to socialise inside the unit but not so this time there is strict segregation in place. Not surprising, because they have come from that diamond princess cruise ship where just over one in five people had contracted the virus because the quarantine was so badly managed inside. Today that means there are now 13 people here in the uk with the virus. Four more are being treated overseas from that ship. News coming on in the last few minutes from china, china has decided to postpone the annual parliamentary meeting that normally ta kes pla ce parliamentary meeting that normally takes place in beijing. That was due to happen next week and has now been postponed. No date in prospect. The official reason given is to allow delegates to manage the unfolding Health Crisis in their home provinces. The other line that we should mention from china is that beijing has reversed the decision that was announced earlier by wuhan, which was to let nonresidents of wuhan, who were not showing symptoms, to allow them to leave the city, but that has now been reversed by beijing. They will not be allowed to leave and no date has been given as to when they will. We will keep you up to date on the latest from the coronavirus. Now we turn to floods in the uk. Heavy rain is expected to cause more disruption throughout the day. In scotland there are warnings of travel disruption because because of snow. In shrewsbury, a severe Flood Warning is in place, meaning there is a danger to life. Chris bainger is from the Environment Agency and hejoins me now from shrewsbury. A very wet shrewsbury. Bring us the latest on conditions there with water still rising. Good morning. The Environment Agency have issued a Severe Weather warning. Thats the top severe Flood Warning that we can issue and it means people need to ta ke issue and it means people need to take action. There is a risk to life and certainly you can see behind me that properties are being affected. We are seeing levels very similar to last week and the river is rising. We have a gauge here in shrewsbury, it is 4. 6 metres now. Last week it was 4. 85 metres. We have issued on the severe Flood Warning that we expect levels to be around 4. 8 metres up to 5. 2 metres. You say the risks to property, we can see property behind you but we cant see people. Where are all the people . have lived in this town for 30 years and its like a ghost town. Thats good news because people have been heeding the severe warning and we are asking people, there is really no need to come down to these areas of the town. I am stuck now in the main thoroughfare through the town, smithfield road, and it is like a ghost town. Normally at this time in the morning this road would be extremely busy with people going to work. All the roads have been closed. It is important we are putting out the message that we dont want people driving through flood water and we dont want people wading through flood water. What do you expect to happen next . We are hoping, fingers crossed, that the river doesnt rise beyond what you just described, but when will people be able to get back to normal . Thats a question in itself. If we listen to the met office and see we are locked into a number of weather systems coming through. As i speak it is very windy, it is raining at the moment and some of that rain is falling up in the welsh mountains. We have had between 40 and 50 millimetres in the last 24 hours. We will have to be vigilant here. If you look at the government website and our level gauges we are predicting another peak to come after this one in shrewsbury and down river. Hopefully it will be the same. Thats important, but we need people to heed those warnings we put out and act upon them. Whats striking is the ferocity and flurry of denials we have had from across government, that somehow priti patel is not trusted by Security Officials and they are withholding briefings from her. I guess because it is such a damaging notion that the politician who is meant to be in charge of counterterrorism, domestic security, is in any way the as not being reliable. But we had briefings at the weekend in the sunday times suggesting that some in the Intelligence Service apparently just thought priti patels viewed Security Matters into black and white a manner and didnt have enough subtlety to appreciate what she was being told and therefore they were not giving her all the information. Now we have seen the Security Services themselves say those reports are completely untrue, a government source has said they are baseless. Priti patel and her senior Civil Servant have attacked what they have claimed false allegations. And Theresa Villiers has also said priti patel is the victim of misogyny. Im sick of spiteful briefings against women in high public office. It happens again and again. And i dont believe these allegations against priti patel. I think she is a highly effective home secretary, and i think whoever is making these briefings should stop it, because i think they are unfairand damaging. Interesting you say against women. The consensus seems to be that sir keir starmer seems to be in a pretty commanding position. He got Something Like 60 of the nominations from constituency parties, so that seems to indicate he is ina parties, so that seems to indicate he is in a pretty strong position. I also keep getting evicted through no fault of my own, and each time that has cost me over £1000. So every time i have saved money that i could put towards a deposit, its gone. In a poll of more than 2000 for the Affordable Housing commission, 13 of adults say their Mental Health was affected. Of those in unAffordable Housing, costing more than a third of income, like zoes, a quarter said they were affected, and shes one of them. It makes me feel really anxious. It made me very depressed. It made it really difficult to look for work because i had so much of my mental time worrying about where i was going to live. You cant really present yourself best in an interview if you are sleeping on a friends sofa and you are really worried you are going to be homeless. Whats behind the worry is a shortage. I have to have security for my future. The Affordable Housing Commission Found that more than half of 18 24 year olds live with family, and 18 nearly one fifth are still doing it as 25 34 year olds. Its an increasing number. If you are living under someone elses roof, you are constantly under their rules, and therefore you cant have a relationship, really, what with anyone. Really, with anyone. You cant invite them back. Its quite lonely. Theres a lot of pressure. People like you, in positions of power, intend to do about thi57m was indeed a sad report, but i think the good news is we have some positive stories here in the West Midlands. The underlying point of your report was that there were not enough houses being built and the good news here is we have doubled the house build rate in the last five years. And they are houses of all types, increasing the number of Affordable Homes and we have changed the definition of affordable that we are trying to build to make them accessible to people on basic pay. What is an affordable home in your new definition . So, the way. The big difference here is that affordable has always been described asa affordable has always been described as a ratio of the market price of the home. That has nothing to do with what people learn. 0ur definition applied across the West Midlands will make it relatable to peoples income. We are talking about it being 35 of people salary, on basic salary, so if you are a student nurse going on, we are making it accessible to you. So how many of the increase in House Building that you describe, is affordable . Perhaps i should explain how we are bringing this about and then i will come to your question. The way it is working here is that our way into this is through reclaiming derelict industrial sites. We are standing in port loop by the canal on the edge of birmingham and it has been derelict for decades. It comes back to use across the conurbation. The local authority puts in cash to clean up the sights and then they are redeveloped. Its a great idea in its own right and any any cash we give we insist on an affordable percentage of 20 and then we insist going forward, because this is a new definition, then it will be that new type of affordability. Coming back to where we started the conversation, and you said you have massively increased the speed of home building, are you increasing it fast enough . So that you are dealing with the huge backlog of people who need a home . Yeah, thats the nub of the question. Of course there is a backlog. Here as everywhere else. We say that is playing out across the country, where the economy are strong, house prices and rental prices, peoples ability to pay, that is stretching, so we need to build more quickly so both those affordability ratios come back more within reach. The good thing is that last year we built 17,000 homes across the West Midlands and that is on target for what we need to get to 200,000 homes by 2031. Thats the biggest number anywhere outside london. The good news is we are now on target, but there is a lot of catching up to do, as you say. On target, but there is a lot of catching up to do, as you saym sounds like you say you are operating under best practice. What is your message to those who are clearly lacking otherwise we wouldnt have this problem. wouldnt have this problem. wouldnt dream of telling others how to do it. I would say maybe there is something here that has worked. 0ne of my messages would be to government in fact. We have been able to move on in this way and accelerate and thats only been possible because we secured funding from the government through what we called a housing deal to actually clea n called a housing deal to actually clean up these sites. We are standing ina clean up these sites. We are standing in a very similar home to those that have enjoyed that cash. My those that have enjoyed that cash. My message would be, this is the right thing to do with national funding, to clean up brownfield sites and i hope other areas will be able to go more of it, and we do need more here as well. In some cases these sites have been vacant for 20 or 30 years and that is not good for the communities around them. There is a lesson of Good Practice around that. Grace hopkins and her boyfriend, lee sharp, were due to fly home from gran canaria yesterday, but are still at their hotel. They told the bbc it was unclear when they would get home. Yesterday was definitely the worst. The day before was our last day, which was sunday. The saturday was when it first came in, we went down to the beach for our last day and quickly regretted that. I think we hopped in the taxi back. Because it went orange and we couldnt see the sun. We woke up the next morning and it seemed to have cleared. We thought it will be fine, we can get our flight. But as we were getting our transport to the airport it became very dusty and very sandy and we thought theres no way we were getting on this flight. We saw the flight coming from the uk had been delayed, and that was the plane we were meant to get on. We couldnt necessarily get on a plane that afternoon so it was a waiting game to find out what was happening. Jet2 have been really good, in all honesty, they put us somewhere quiet in the airport. The only irritation was that they took us to the airport in the first place. You could visibly see it was going orange outside with the sun disappearing. More and more flights were getting delayed and cancelled. We did think, why take that number of people to the airport, so that was the only irritation. But, to be fair, jet2 have been really good. We got vouchers for food, but all the outlets were out of food, because everybody was trying to get food, so that was a bit frustrating. They asked them to restock. They were quick at changing our flights, but it was unfortunate we were the last flight. We were there from around 1 15pm until around 9 30pm, ten oclock, so around eight hours, but you have to be positive. What can you do . It could be worse. The aftermath of the sandstorm has had a knock on effect for several uk airlines. Jet 2 tweeted that no flights will operate to and from the Canary Islands today, and advised customers with flights on tuesday or wednesday to not proceed to the airport until the airline publishes a new timetable later today. Every 12 months, nearly 3,000 delegates travel to beijing for the National Peoples congress, but that gathering will now be postponed due to the coronavirus outbreak. Our correspondent Stephen Mcdonell is in beijing. What are you reading into this . Well, i think we expected it would be postponed. Once there was an announcement there was to be a meeting to discuss a potential postponement of the congress, given the circumstances, it makes sense. It was supposed to start next week. Imagine 3000 communist Party Delegates from all over china coming to beijing. That would include delegates from Hubei Province at the heart of this coronavirus emergency. Apart from the obvious potential for them to be getting sick or to be passing on that sickness, they could be taking the coronavirus inside the great hall of the people, where all of chinas top leadership is. Including some very elderly delegates. You know, generals, senior people from across the whole. Sweep of senior people from across the whole. Sweep of society. It does make sense why its been delayed. Weve not heard when the new dates will be. Apparently there will be a later discussion as to when this yea rs later discussion as to when this years session, this Rubber Stamp Parliament will take place. But, officially at least, the government is saying the reason for this is so these delegates can handle the Health Emergency back in their home provinces. Again, that does make sense. The home office has dismissed reports that the home secretary, priti patel, mistreated her staff following allegations of bullying. The mother of martyn hett, one of the victims of the terror attack at Manchester Arena, has called on venues to help shape a new law to keep the public safe. Figen murray has been lobbying the government to bring in new security measures since her sons death in 2017. The home office has said it will now consult on martyns law to require venues to prepare for any terror risks. Our home affairs correspondent, dominic casciani, reports safiyya shaikh, convicted last friday of developing an extraordinary plot against the public. She wanted to take a bomb inside st pauls cathedral at christmas a woman so dangerous, she was a top priority for m15 last year. A full extradition hearing for the founder of the wikileaks website Julian Assange, is getting under way today. The United States wants assange to return and face 18 charges of attempted hacking and breaches of the espionage act. If found guilty, he could face a 175 year prison sentence. Outside the hearing today at Woolwich Crown court, Julian Assanges father warned of the risks to journalism if the extradition is granted. An earthquake with a magnitude of 5. 7 has killed at least nine people in turkey, three of them children. Workers at drive thru restaurants may be exposed to huge peaks in pollution levels as they serve customers queuing in cars. An investigation by the bbcs inside out programme, in conjunction with coventry university, found that pollution levels next to serving hatches were many times the legal limit. Unions have described the results as horrendous and are calling for urgent action. Jonathan gibson reports. Britains drive thru sector is booming. Theres more choice than ever before. But at what cost to workers . The bbcs inside out programme set up air monitoring equipment near to the serving hatches at ten drive thru restaurants across the country, recording levels of two of the biggest airborne pollutants over a two week period. All of the data that were gathering is being sent to a server and downloaded, so we can monitorjust how much pollution there is next to the drive thru window. At this drive thru in south east london, average levels of nitrogen dioxide, a known lung irritant, were 25 higher than the annual legal limit. So, the highest we had was 182 micrograms per metre cubed and this is quite harmful to health. At this kfc drive thru in liverpool, levels of pm 2. 5, the tiny particles found in exhaust reached 11 times the legal limit. And at this costa coffee drive thru in somerset, they peaked at 16 times the legal limit. Although, in both cases, average levels were much lower. I think this is worrying and these are the particles that will definitely get to the bottom of your lung, when you breathe them in. This is well above whats typical for a city and the fact that these are being maintained for longer periods of time is concerning. Mcdonalds, burger king and costa told the bbc they take their employees health extremely seriously and have measures in place to reduce their exposure to pollution, like rotating shifts and installing ventilation. We should be taking this to the likes of our parliamentary group. But i think, as a priority, we should be talking to the companies we deal with who have drive thru restaurants and see exactly what theyre going to do. In statements, mcdonalds and burger king said the readings were taken in their car parks and do not reflect pollution levels inside the serving hatches, where they have measures in place to minimise exposure. Is that a valid point .
