Stronghold. A new report saying the oceans worth billions, are in danger of collapse. O welcome to the programme. European leaders will hold an emergency meeting in brussels on the growing crisis in the Mediterranean Sea. More than 1,000 arrived on unsafe overcrowded boats. Its feared the number of migrants could reach 200,000 by the end of the year. Laurence lee is standing by in brussels, where the emergency meeting will take place. First to Barnaby Phillips who is in catania, where thousands have been arriving. Bring us up to date with the latest on the situation today. What has been happening where you are. The most recent arrivals were getting off an italian customs boat. They were brought in this morning, 220 people. We under all from subsaharan africa. Almost all men, but a handful of women, including some pregnant women amongst them. We watched them taken off the boat into Processing Centers into the port throughout the past hour. This is the context and the reason why there is an e. U. Emergency summit. You said 1,000 arrivals in the italian port in the last 24 hours, and a couple of days ago the u. N. H. C. R. Said there has been 13, 500 arrivals in the past week. In the mediterranean, the weather is warmer seas calmer so theres inspection that the flow of humanity across the mediterranean will increase if anything in the weeks and months to come. Barnaby phillips there, and now crossing to laurence lee in brussels. The italian Prime Minister says he needs more help from the e. U. To deal with the crisis. Is he likely to get that help when the Council Meets in brussels where you are . I think theres going to be some movement. Depends what you think the measure of success is really. After all theres any number of migrants and refugees in the united nations, and people like this that things an appropriate response for the crisis will be for rich countries to give shelter and refuge to thousands fleeing persecution and war. It looks very much as if the very opposite of that is likely to happen. The logic seems to run like this. The European Union was doing search and rescue, they decided to abandon that, because refugees were coming to europe in the knowledge that they would we rescued. They stopped search and rescue thinking that would stop people. That has not happened. Instead, it seems that theyd reinforce the push to make it difficult for people to get on the boats. And the headlines that you see out of it coming before the meeting starts are about blowing up boats, and going after smugglers, and a military component to actions run by the italians in the mediterranean. It sounds hard faced. Theres not this much on the level of sympathy in it. It is in the end, very much what the most right wing expressions, Public Opinion in europe think, they want the boats blown up, for people to have to see it in the first place. It appears that the primary responsible European Union to the crisis is to make the walls to fortress europe a little higher as you mentioned, the Italian Government says that nearly all the people that cross the mediterranean with the hopes of a better life, leave from libya. He knows feeling safe is not enough. He needs to make a plan. Because if he doesnt, his family will have a hard time surviving. Seven have died in violence in the past two weeks an indian farmer died in a suspected suicide during a protest over a controversial land bill. The countrys farmers lost faith in the party, and Prime Minister narendra modi. The farmers feel that Narenda Modis government it not profarmers. Modis government is antifarmers. There is no link between Government Policies and the suicide. They say people have taken their lives after destruction to their crops caused by severe weather. Many accused formers of point scoring, and whether its losing their crops or the prospect of losing their land. For some, its a matter of life and death. Why is the indian Land Acquisition bill so controversial. Well the changes allow the compulsory compulsory purchase of farm land without the consent of farmers. The farmers say they have not received compensation from the government for crop failure affecting millions of hectares and are angry at what is seen as a probusiness bias. Lets talk to our guest from the National Campaign for peoples right to information. And its a report that over 600 farmers committed suicide since the start of this year and because of a number of issues rising debt and subsidies. What is behind the tragedy, do you think . I think the largest book needs to be examined. The problem is that if someone faces destitution, if there is crop failure, that a poor farmer faces, and if theres no adequate safety net to protect their interest they feel they have no hope. That is the story that is coming out between all the farmers. If you look at the performance of the government over the last one year we are seeing in fact that people are concerned about the roll back about the rights that the struggle for and got in the last several decades. If one talks about the Food Security act, for example, which came about last year there has been an implementation of the act. If a farmer, a poor person losses their crop they have nowhere to go, they do not have two square meals a day to feed the family. Okay. If one looks at the budget spending the budget spending on social sector budgets have been cut, slashed by the government, they are spending on health has gone down by 15 and on education and other subsidies have been cut down. Let me jump in with a second question to you. Why do you think the politicians are not listening to the farmers, because the farmers say the government and the politicians are just paying lip service to their concerns. Well i think that there are Political Parties which are joining the protests with the farmers and the marginalized. We hope the government is more sensitive to the peoples needs, and that if these steps continue the image of the government as being procorporate antipoor will be cemented early. People are not seeing relief. If one looks at compensation in the case of crop damage people feel that they are getting a pittians hardly anything. There are people today protesting. Where they are taking. Let me get a final thought in here we are running out of time. The Common Man Party was voted to power on the grassroots campaign. If farmers are killing themselves like this man yesterday, how is that likely to affect the a. A. P. The Common Man Party . I think the farmer that killed himself was not from delhi, where the party is in power, off the party came to power on the plank of anticorruption and working for the welfare of the common person. I think theyll be judged on those two criteria. We do not have a local or anticorruption ombudsmen. There are a lot of problems in terms of development issue, which the party will have to make sure that it takes care of and addresses. People will judge them on those issues as well. Its important that the transparency and accountability regime which helps and empowers the poor is kept intact and both parties, would do well to heed that clearly its an emotive issue, thank you for talking to al jazeera. Now, a woman rights campaigner spoke to al jazeera about her experience in a chinese bail. Its statement to cost around 1 billion over 65 years, and around 200 players opted out of the settlement, retaining the ability to sue the n. F. L. Now, n. F. L. Writer and broadcaster Michael Carlson joins us from london. This has been a long fight for the players involved. Is it the deal they wanted . Well it depends on who you talk to. The fight is not necessarily over. Some of the players who dont like the deal could appeal it in court, so it will not be over until that process is settled. They have 30 days to appeal. The problem is the players that need to help want the settlement the quickest. In general i think, its a good deal. The payments are staggered depending on what the conditions are. Theres money for research, and as you said the total will probably go over a billion. To the n. F. L. That is not a lot of money. From their point of view crucially they escape liability. They are making the settlement but escape liability. From the players point of view it keeps everything out of the court, and any kind of court case could go on for years and years as they try to establish something we dont know the full story of. Its a frightening statistic that they are estimating 30 of players could develop brain conditions. What is down to improve though statistic . A lot of things are done at the moment. The protective equipment, the helmets are impressed all the time. Part of the problem is the helmet shields you when you become an attacker as opposed to becoming the victim. Rules are changing considerably, almost on a yearly basis, to try to take away the most painful and dangerous shots. The problem is things like c. T. E. And brain damage tend to occur from the representative concussions, the representative blows you take, rather than the one big hit that attracts the penalties, that people are trying to stop. I mean are parents thinking twice about allowing children to play . Absolutely. But to be honest thats gone on for a long time. Back when i was a kid my father played american football i intended to play american football. My mother was opposed to the idea. The whole idea of soccer mums in america is pretty much taking their kids to play soccer football as they call it in the rest of the world, as opposed to american football because there is less risk of traumatic injury and its easier sport for the kids to pick up and play. I think its fair to say fans sponsors and the players enjoyed the physicality of the n. F. L. Its a difficult balance to get it right, not taking out the physical context. Thats the main problem. It is part of the game. The game is a technical one theres a lot of strategy involved. At the end it boils down to player on player one having to overcome the other, and its the physicality that makes it attractive, and attracts a lot of players do it. We dont know for sure what it is that causes brain damage. And there are there could be other factors, not least the fact that anybody in the n. F. L. Probably played eight, more likely 1213 years of football before he gets to the n. F. L. Its probably youth and High School Football that is more dangerous, because thats when the brain is growing, and the body is not prepared to defend itself so well.
