It. We begin with the intrigue unfolding within nucleararmed north korea. An isolated and fortified regime that defies the world. The official newsagency says the uncle of kim jong un was executed, that after a public shaming. What is remarkable is not just the extreme punishment, but he had more power than anyone else in north korea. Stefanie dekker reports. The public humiliation of a powerful man. These images were taken last week when the uncle of north Koreas Kim Jong un was removed from a meeting. This is nothing compared what was to come. Named a traitor and executed. There was a long list of allegations. It reads he was called despicable human scum, worse than a dog and adds this is the latest move in what appears to be a significant reshuffle of people around kim jong un, aimed at solidifying power in the hands of the young leader. This is a figure who, himself, controls significant Material Resources and personnel within the security apparatus. He headed one of the two main internal bureaus, and now kim jong un demonstrated that someone at that high level of power is not immune from his discretion. Once regarded as indispensable, something, somehow, in the secretive society went very, very wrong late today the white house said this about the execution jim walsh joins us from washington. You travelled to north korea in the past, what was your reaction . My reaction was, whoah, theyre serious. This is a big deal. Its a surprise. Does north korea execute people all the time . Yes, it does. This is a regime based on family, its a monarchy more than a communist state. When you execute essentially the seniormost figure in the government, the you know, the man who has married to kim jongils sister, kim jongil, the previous president having appointed this guy to take care of the young leader, and then he turns around and hes not purged. He had been purged before and rehabilitate. Hes purged and executed, that is big new, and its worrisome to any outside party, be it china or the united states. It may signal paranoia or instability within north korea. Is kim jong un trying to consolidate power or is he afraid of losing power . That is essentially the question was this an act out of strength or an act out of weakness. As with all things north korean, theres more theory than fact. They are accusing him not simply of corruption everyone is corrupt in north korea they said he was corrupt and he was engaged in antiparty, antigovernment and uppatriotic acts. This seems to suggest that contrary to most career observers the young kim had not consolidated his position, was not fully in charge, and there seems to have been an allegation that there was plotting going on behind the scenes. That is a big deal. Instability in a country with a dictator and a nuclear power. Thats the concern. Absolutely. Not only do you have a country undergoing leadership change, transition, we dont know what you are going to do, they have nuclear weapons, but they executed the guy in the regime who had the closest relationship with their chief ally, china. And for the u. S. It implies that we may have had hopes about pushing this in a different direction diplomatically. The North Koreans came to the u. S. In the spring, indicating that they wanted to Start Talking again. They were on a charm and peace offensive the last couple of months. Now everyone will have to back off and let them do what they have to do. The good Case Scenarios and theres no good Case Scenario when folks are executed. The good Case Scenario is he establishes his executive authority and feels confident, and is in a position to negotiate, or maybe theres sort of factionalism and internal fighting and fear and paranoia. Thats the badCase Scenario. Jim in boston for us tonight. Thank you. A c. I. A. Scandal and government coverup that seems like its out of hollywood. A retired agent vanished in iran. It turns out he was working for the c. I. A. C. I. A. Analysts paid him to gather intelligence on iran, a violation of the agency rules. C. I. A. Ties were learnt of in 2010. They delayed reporting the story because the u. S. Government was trying to get him home. The efforts came up empty. The last sign of life the government received was in 2011. Tonight the u. N. Inspectors say chemical weapons were used against syrian civilians. Chemicals were likely used in 5 out of 7 incidents, four involving sarin gas, and a largescale attack in an attack that killed hundreds in august. Now to washington, and good news. Looks like therell be no repeat of a shutdown fight. The house passed a budget deal. Large majorities of republicans and democrats voted for it. The deal will keep the government going for two years. Libby casey has the report. Congress couldnt agree to a budget and shut the federal government in contrast 62 voted for it. Congressman paul ryan, the republican author of the bill, working with senator patty murray ran the democrats side of the aisle. He spoke before the bill passed and defended his conservative perspective, his politics and the art of compromise. We have been at each others throats for a long time. I was part of the last president ial election. We tried defeating the president. I wish we would have. Elections have consequences, mr speaker. I fundamentally believe this is my personal opinion. Its slightly a partisan thing to say. To do what needs to be done, we have to win elections. In the meantime lets make the divided government work. I think the constituents are expecting more from us. Paul ryan has been under attack from conservative groups, those that function in washington, and are paid for by wealthy conservative donors, groups like club for growth. They criticised congressman ryan. House Speaker John Boehner has leapt to his defense, and he fired off shots at those conservative groups, accusing them of not listening to what the house members are saying, and really misleading their own constituents, misleading people belonging to the groups. He recalled back to the Government Shutdown of october, that ended up being a bloodbath to members of congress that took a hit in the polls. He blamed the conservative groups. They lost credibility. They pushed us into the fight to defund obamacare and defund the government. That was not the strategy i had in mind. If you recall, the day before the government reopened, one of the people one of these groups stood up and said we never thought it would work. Are you kidding me . With 169 republicans voting for this bill, chairman ryan scored a victory as does Speaker John Boehner. It goes to the senate. Theyll vote on it. Theyll vote there. It was called a good step forward. Big news from capitol hill. Coming up college death. A student dies during a fraternity ritual raising questions about school hazing. Defending himself. The school issued this statement neighbours say the rental houses known for latenight parties has been a problem. People are on the deck. They use profanty, they smoke marijuana. Everyone at the party should know better. It shouldnt happen. Barouk is conducting an investigation. Joining us now is antihazing activist lianne kowiak. Her son harrison died in a hazing incident in 2008. Welcome. Thank you very much for having me. Can you tell me the story of your son. Its very devastating that im with you all this evening. Im so heart felt, so sad to hear about another hazing death, another tragedy. My deepest condolences to the deng family. Its over five years ago we lost our dear son and brother Harrison Steven kowiak on november 18th, 2008. He was a student at lenore university in hickory. He was pledging to a frat erpty. The hazing happened 20 miles off campus, its a Worst Nightmare to receive a call in the middle of the night and have to go up to North Carolina from florida and see your son on life support. It was an activity, john, of what we learnt, that they call bulldogging. It was an activity where they said they were doing a teambuilding activity, but, frankly, it was where they had blindfolded harrison and another pledge, and he was asked to run the gauntlet from one end to the other end and get to the sacred rock. Sadly harrison was blindfolded when he was taken to the event. When he got to the field, as i mentioned, 20 miles off campus, he was asked to wear white coloured clothing or light coloured clothing. The brothers in the frat erpty were wearing darkcoloured clothing. They were tackling harrison and the other pledge. Harry was attended on an academic and golf scholarship. He was not a Football Player or large build. When he was hit left and right from individuals in the fraternity, his head was hit hard. Unfortunately, there was panic, unfortunately 911 was not called right away. If 911 was called, perhaps it might have made a difference, i dont know. There was a helicopter pad nearby, but the individuals took him to a local Regional Hospital in hickory where eventually he was airlifted no North Carolina a Trauma Center who do you blame for this . It is very sad obviously the fraternity, but what about the university, do you think theres culpabilitiy there . A very good question. At this point, five years later, nothing will bring our dear son back. When you ask who is responsible for this, honestly, everybody the fraternity, the national level, the local level, the university, all parties involved need to take more responsibility. They should all be held accountable what would you like to see done . John, at this point there is a national antihazing week. I think this is good. I think its very important to raise awareness. And im not the pioneer in this feel. There are excellent organizations such as stophazing. Org and hazing withprevention. Org. My point is that these organizations, these individuals have educated me. What i would like to see done is when individuals pledge promises or when they say we will not haze, who was doing the monitoring the organization, who or where are the checks and balances. When someone signs up for a fraternity or sorority these individuals need to be able toibility and check in with the organizations. You need to stay focus the. If you see something in regards to hazing or something in your heart does not feel right, you need to call it out and be the one that makes a difference. Hazing has got to stop. It is tradition, it is culture in this country and once individuals stop, this will make a difference. If you look at the founding father of an organization, fraternity or sorority, they were the first ones. What is your message to the chen family tonight. John, my message to the deng family is im so, so sorry for their loss. They need to hold the memories of their dear son close to their heart. Cherish and remember all the memories you have. I have 19 beautiful years of memories with harrison, my husband and my daughter and i will never forget him. I just ask this family to stay strong and please everybody give each other time to grieve. They need time to themselves and they need to have this moment to cherish and honour their son. We appreciate you sharing your story and that of your son with us tonight. Thank you for having me federal inspectors will spend 60 days investigating new yorks metro rail crash, examining what went wrong in a derailment that killed four, injured more than 60. The train operator may have fallen asleep at the controls. Lisa stark looks at the role fatigue plays. Its too early to know what caused the accident, but if turns out if it William Rockefeller fell asleep at the controls, this is another in a long list. Fatigue is a fast iedous implement in accidents. A National Transportation safety board investigation into this 2011 tour bus crash found the driver hardly slept in three days. 15 people died. In 2009 the ntsb said is tired trucker who had been on the road for 10 hours killed 10. In 2004 an exhausted cruise Freight Train slammed into ner, releasing lethal chlorine. Three tide. In missouri, the ntsb said pilots who have been on duty 14 hours crashed short of the run way, 13 died. They have made 200 safety recommendations on fatigue. Former manager peter goelz calls it a challenging problem. It still is not taken seriously by management. Theres a macho ill power through it. This is what can happen. Watch the tired trucker as carr eens across the driveway. Those at the control may not realise how tired they are. Like we talk about how people are very bad judge of whether theyve had too much to drink to get behind the wheel, we may be a bad judge of whether we are too sleepy to drive. Drowsy driving causes 100,000 crashes, killing 1500, injuring 40,000. Its hard to police individual drivers. Theres no breatha lieser test. The department of transportation put in new rules for pilots, truck drivers, Bus Operators and railroad crews, requiring shorter work days and longer rest periods. The rules are lopping overdue. Still theres no fullproof answer. The train engineer had a fullnight sleep, but was two weeks into an Early Morning shift. Sleep experts say his body may not have adjusted. Technology can help. To sophisticated systems that can automatically stop or slow a train if the engineer fails to. Sleep researchers say what needs to change is attitudes. The first wish i make is for everyone to think about their sleep. It can be a matter of life and death. Lisa stark reporting. Now to a story about alzheimers. More than 5 million americans are diagnosed with it and other forms of dementia. The task of taking care of them often falls on the shoulders of family members. Randall pinkston has that story. Three times a year for three times running the unforgettable chorus forms to the delight of these that have watched. These singers are brought together by a tragic illness, dementia. Aneata was diagnosed in 2009. Joe fabiano took early retirement taking on a responsibility, caring for his wife. She is used to being independent. Now she has to be dependent. Its a change and acceptance. The idea for the choir came from dr mid , of new yorks universitys center of excellence of brain aging. She studied how to improve the well being of family care givers of beam with dementia. We thought about how it would be better if the person with dementia was included in the intervention. I thought about singing as being an even more powerful intervention. Mary mittelman says the choir eases some of the burden, builds selfesteem and brings the two toot much. The chorus brings out the best in everyone. Mary mittelman says the choir is not a dropoff, it requires commitment. Evidence indicates that the chorus has a positive impact not only on those suffering dementia and alzheimers, but the care givers. We sing, have fun, tell jokes. Look after each other. Its a good thing that happens to it. Linbania jacobson is her husbands caregiver. You dont have to worry about inappropriate behaviour. Everyone understand. Families struggling with dementia should ask for help. If its a secret, if no one talks about it, you become isolated, and you dont get social support from your family and you probably dont get social support from your friends. And support is exactly what the members of the unforgetables receive. Every time they raise their voices. Coming up a question of money and justice at the heart of manslaughter cases and the defense known as affluenza. Plus, the real story, the interpreter who fooled the world is talking about the illness he said drove him to do it. Welcome back to al jazeera america. Im John Siegenthaler in new york. In north korea signs of shifting power. The ruling party said it executed kim jong uns uncle, a powerful member of the regime. A military tribunal found techknow tech jon sung tek guilty of trying to overthrow the government. There was findings that chemical weapons were used on civilians outside of damascus in august. We want to tell you about a court case out of texas that has a lot talking, and many are angry. At the heart of it is something called affluenza, where too much wealth may be an asset for a defendant. Ethan couch is free tonight, a judges decision that some say was based on income, not evidence. Money always seems to keep ethane out of trouble. The 16yearold was behind the wheel and drunk on stolen beer when he crashed a pickup truck into four on the side of a road, killing them all. Kouch admits to being under the influence. Prosecutors wanted him to serve 20 years. His attorneys turned to a defense called affluenza. Rich kids make poor decisions clouded by material things, unguided by inattendant parents making them susceptible to poor behaviour. The victims families condemned it. In the end ethan couch was spared prison time, in the end getting 10 years probags. We applaud judge boyd for having the courage to issue this sentence that will give ethan couch a chance to develop into a productive citizen and try to make amends for his action. Eric boyles whose wife and daughter were killed says justice was denied. For probation. For four lives. And the two serious injuries i dont get it. And lets bring in attorney ms martin to discuss the affluenza defense. What do you make of this . This is ridiculous. Its the spoilt brat defense. Because im so rich, because im so entitled i cant take responsibility for my actioning each when my actions involve committing not one, but multiple acts. Im concerned the message this sends to the rest of the prison population and in general about what consequences attach to criminal activity. This young man was 16 years old. What was the judge trying to do here . I think the judge was abusing discretion, you know, judges have sentencing guidelines and they have a great deal of discretion when sentencing a defendant in a criminal case. I think this is a clear case of abuse of that discretion. I cant imagine if this young man were from a poor family, an African American family and victimized white victims, that wed see the same outcome. It sets us up to perpetuate that dual criminal Justice System one for the rich, one for the poor. Have you heard of anything like this before . Nothing like this. Particularly in a murder case. Now, there was recently a case in montana where an adult teacher raped a 14yearold student and the judge gave that adult 30 days in prison for rape. In fact, went further suggestint that the teenage girl looked older than her age. Judicial abuse, light sentences, are not new. Not in cases involving four murders, two seriously injured individuals that were part of the criminal activity that young mr couch was involved in. Let me go back to your comments about the system of justice. Based on what you said earlier, do you think theres a twotier system of justice. We know that attorneys, when defendants can hire an expensive talented lawyer, that they may have a better outcome. Is that what this is about . Or is it about race . This is about a system that says if you are africanamerican you are likely to receive a harsher sentence at the state and federal level. Its about a system that incars rates more africanamericans and latino mails than any other race, and young men of colour. I have not seen a case where a judge says well send you to a 500,000 rehab center paid for by his father. Goes beyond paying for a lawyer, this is paying for the sentence that hes going to serve. In this case doesnt match the crime. Will this stand up . You know, i read something that the prosecutors in this case said, and they said their hands were tied. That they were as outraged as the families, the victims and everyone else who has been watching the case, but in the state this judges decision cannot be challenged. Great to have you back. Thanks for being with us tonight. Now to ukraine where mass protests appear to have made an impact. The deputy Prime Minister says his government will sign a trade deal with the e. U. But a pact may not be enough. Our correspondent is in kiev. If you are one of thousands of ukrainians who travelled to join the protest movement, you can come here. The city hall is in revolutionary hands. The opposition nationalists is running things, organising care, catering and a place to sleep. That is good pr. Booing dan who provides security says its not about the politics. We look for one goal. Thats the removal of president jan viktor yanukovych. But who could lead ukraine. Three parties. A nonparty civil union wants them to put differences aside and agree on basic reforms. We are their competitors. While this revolutionary movement holds and people are united by a political system, regardless of a political persuasion, they are singing with one voice. Disharmony could be their undoing. A dire situation in Central African republic. Soldiers struggle to disperse a crowd hunting down muslims. Violence between christians and muslims have intensified. 500 have been killed. Tens of thousands have fled, many in need of emergency aid. We have this report. We are on the edge of banguis international airport, and the situation here is terrible. There are around 40,000 people here who are forced to stay in shelter, close to the fremping and African Forces because they dont feel safe enough to go home. Ill show you where some people are sleeping and setting up their camps. Underneath old aeroplanes. This is an international airport. This side of the airport is where abandoned planes are. People are sheltering underneath them because the sun is so hot. They dont have tents, theres no tarpaulins. Theres nothing. At the moment theres not enough food and water. Everybody who has come up has asked for assistance. We have told them wr journalists, theres nothing we can do, except tell their story. The World Food Program has been here. M. S. F. Is here, we understand, giving health assistance. The situation is terrible for these people. Its not just here at the airport. Theres more than 100,000 people over the city, in 30 sites, we understand, who are also forced to live out. They cant return home. This is a picture in bangui. Outside the city, in the countryside we are looking at hundreds of thousands of people. The people here have some limited protection from African Forces and the french, but the situation in the camp is tense, as you can imagine. The problem is that they need to get help as soon as possible. But humanitarian agencies do not feel safe enough at the moment to come here. Now to Lance Armstrong, disgraced and at the same time more defiant an ever. He is speaking out and has surprising things to say. Michael eaves is here with the latest. This is highly unusual. People are trying to get to the real truth of what happened with armstrong. Lance armstrong, of course, became a cycling legend and an American Sports hero when he won seven consecutive Tour De France after overcoming cancer. Hes now a cheat after allegations that he used drugs. Lance armstrong admitted to using steroids, he said if hed do it all over, he would go the doping route. In an interview with esp he said 2008 is an important year, the year that Lance Armstrong attempted a comeback. He says if he hadnt done that he believes hes being singled out saying time will tell which spects have been fair and honest. The problem that the public has is even though hes admitted to using steroids, most people feel as if hes not being totally honest. Including this interview. Even though he would have made the same decision, how much money did he earn as a result. Its hard to say. Forbes estimated his net words at more than 125 million. At the height of his career with prize money, sponsorship, he earnt more than 20 million a year. From a financial standpoint there was no incentive not to cheat. His sponsors dropped him. He didnt have to give the past money back. The past earnings he kept. That is something we are seeing in other sports, especially in baseball. Theres high profile players serving suspensions for using pds, including ryan bruan and johnny peralta. They were able to keep their money. If you are a player and you want to compete you almost need to cheat to make money at least some might. A look at Climate Change in a way you may never have seen it before. Underwater there exists a living history of sea ice, it tells the story of a warming planet. Cutting deep into a distant past. What is sliced is the hard rocky exoskeleton of an algae found over the world, but especially in the north. For several years scientists from canada and the u. S. Have been diving beneath the ocean, looking for a pink glow of coralline algae, weighing up to 70 kilos, and their laying bears centuries of the changing climate. We can see the ring instruct tours. They are similar to three rings on land. Dying algae lays down a calcium lair. The size depends on how much sunlight they absorb when the sea service is not frozen. Colder climate means more sea ice and less growth. As things warm up the growth rings show an ocean free of ice. There were oslations around 1850, coinciding with the beginning of the industrial revolution, and the end of a period that was called the little ice age. This is reference, not activism. The information feeds into work by other climate scientists that should tell us what to expect as the earth gets warmer. The longer perspective we present and put into the climate models, the more accurately they will predict what happens in the full court. Some predict a north pole within a decade or two. It adds to a growing loady of information about the seas. All the impacts will impact around the world and the people in the area. Its a sign that Climate Change has gone too far and we need to take action. Nowhere is Climate Change more effected than in the arctic. Governments like canada made controversial cuts. Coming up madoff and a wall street giant. A billion dollar settlement. Inside package central as it gears up for the busiest shipping weekend of the year. Im meteorologist kevin corriveau. I dont think we should be. As a country a mistake happened whilst we tried. Others say trying is not the same as achieving. If Nelson Mandela is here today, he would not want the man punished.
