And so thousands and thousands of civilians are being killed. And you are quite right, these women could well be released unharmed, that would be fantastic. But the boko haram menace will continue. Does sit the father now to reach outside the borders in. It is a tricky question. Some people like to emphasis links with al quaida, personally, i think that the International Dimensions to boko haram is a bit overstated. There are some links between boko haram and al quaida affiliates based in africa, but the relationship between boko haram and al quaida central is quite limited. So despite of what the u. N. Said as listed as related to al quaida, that relationship shouldnt be overstated, boko haram remains primarily a group that is operated within nigeria, to an extent, it is, it is a regional concern. But internationally they are not there yet. So if this foris so strong and lethal, is it possible that any kind of military action could take place that would bring an end to the crisis or bring down boko haram . I dont think so. Military solutions are typically overrated. In the process they often generate more of them as those are caught in the cross fire. What needs to be done, is economic stimulus in the northern part of the country, which will dissuade People Potential militants from joining the group. And so clearly both efforts need to be done, there needs to be a military component that focuses on boko haram without harming the local population, as well as economic stimulus, particularly for the muslims. It is something that she was coached to do, to get this child to a two parent home. And to keep me out of this childs life. So was with the birth mother motivated by her religious believes . Was she pressured into this by the Mormon Church . Is. I think so. I think the church had something to decide that this was right. And i remember specifically her coming home from church and discussing with me about dongs, trying to convince me, and saying this was in our best interest, and the childs best interest to get this child to a two family home. I think theres a heavily influence from the lds church. They are entitled to be raised in two family homes. A lot of people misinterpret that, and suggest that an ends justifying the means approach. Lets do what we have to to get these children adopted and into two parent homes. He says the proof of lds influence is in this letter. It states i believe the best solution to the challenge of out of wedlock pregnancies is as stated by Mormon Church leadership, children are entitled to be reared by a mother and father, who honor the more stall vows with complete fidelity. We with couldnt get kias birth mother, or adopted parents to talk to us, but we did speak with an organization, arguing on their behalf. I think these mothered are doing great things. Well, its going to depend some have had problems. Sure, of course. Assuming we can prove a fraud has happened, whats the best way to solve that problem. Is it to remove a child from a home they have been raised in or is it to punish the person who committed the fraud . Wouldnt you say the biological father is then punished anyway . He is the victim. Punishment i think is the wrong term. If you dont have your kid what is it. Here is the question. Why dont they . Because fraud would be no way of so if you this is about the fact that they are unwed . Thats clearly part of the reality, that these children are experiences we cant ignore that reality. If the mother and father are married, theres always kinds of rights that kick in. If we get to the point where we with think thats unreasonable, then im just not sure that theres a debate to have any more. He is the first man to have some success against the statutes. It says even if its proven someone lied during an adoption, the adoption cannot be overturned. Including crossing state lines and breaking into homes. It is a dangerous business, with few rules and little oversight. Hey, get your dogs back, before i shoot them. Come on, put some pants on lets go. Okay. Anybody nell the house. No. All right. Whatever you need, put your pants on or something, have to be careful what you are grabbing for, thats all. Seven months ago, stevie light was arrested for growing marijuana, and possession of cocaine. Wheres your i. D. . A judge set her bail at 20,000. She couldnt ard to it, so they are father went with to a bail bond company. For 10 down, 2,000, the company bailed her out of jail. Watch your head. Okay. There you go. When stevie didnt show up to court, the Company Became liable for the full 20,000. How old are you . I am 21, i turn 22 in october. What do you think is going to happen next . I am going to be locked back up, and then im probably going to stay in there until a court date, and from there i will [inaudible] just have to do and get it out of the way. Thats how the system works. At the end of the day, everyone is just doing their job. The u. S. And is the philippines are the only countries in the world that allow private companies to bail people out of jail, at a profit. Under california bail rules stevie can get out of jail again by paying the same Company Another 1,000. The assumption the defendant whose pay money upfront, are more likely to return to court, is central to the way Justice Works in the United States. Come to order, 63 is in session. Every time someone is arrested a judge must determine whether they should be incarcerated or released before trial. We would be asking fur an o. R. Or low bail. Most ask to be released for free, on the understanding they will show up if the court date. My biggest concern is the likelihood to appear in court as well. But most have to pay. I am going to set the bail at 20,000, exactly below sentence. For bails bondsman the court is where the market is set. Each bail decision can mean a new payday when temperatures are willing to come 110 pest of the bail to buy their release. Its the reason why this courthouse like most others around the country, is surrounded by bail bond shops. In california if it is a 25,000 bond, i understand you are innocent until proven guilty, but you will stale in jail until you go to trial. Leonard is the face of the bail business in sacramento. So some office you have. Rattle name, you ever heard of them . Stick your tongue out for me. Yeah, good girl. According to wild life. Now, sammy retired he says he spends more time in his office talking to his parrot than chasing fugitives. Ledge in order is rock used to star in their own t. V. Show. Is. Leonard told us that in Sacramento County alone, courts set 12 million in bail, every month. 12 million a month thats 144 in a year. Thats 10 of the total pennal amount in california which is cheesily 22 billion you take 80 of that, thats a big chunk of cash, then you have people saying well, if we can get our hands on this we would be in good shape. From your perspective it is probably better that people keep getting arrested because then you have to keep bailing them out. The more arrests the more people are needed for bail. The more skip, the better off i am. Were it not for crime, theres a lot of jobs that wouldnt be available, we are the only ones in the business that dont make the money off the taxpayer. In which business . In the crime business. Everybody is in the crime business. The criminal, the judge, the defendants. The attorney. The guy that builds the jail. The people that pass the laws or the legislature. They all make a chunk of money off the crimes. We are left wondering why theres so many people left inside the system, inside of jails waiting for their trials. The reality is this many of those people are there because they cant afford to post bail. People who are there waiting for their trial, the many of them are there because they cant afford to post the 10 fee that it would cost to pay a bail bond company. Is this is basically a situation where you get homeless folks, people who are in jail on very minor crimes, miner million dollars, like shoplifting or trespassing, very small crimes. And they spent weeks and weeks sometimes up to four or five months waiting for their trial, and thats a tremendous cost. While the bail bond industry argues that they save taxpayer money by bailing people out, the ultimate cost could be far higher because of the numbers of people that are locked up narks are awaiting for the trial. You know, it was a surprise to me, i have to say that the United States and only the philippines are the only countries in the world that have a system like this. Its true. Most countries have done away with with the concept of money bail. Even some places in the United States have done that too. Some states have outlawed bounty hunting. Washington, d. C. , is a place where they have an alternative system, they have a program of pretrial release, where they let defend whose are not deemed to be threats to society walk free from jail, and under a system of being monitors, in order that they will come back for their court date. And that seems to work very effectively, washington, d. C. Lets maybe 85 of the people who get arrested walk free, back into the community, while they await for their child. They dont have to hold the numbers of people to the cost of the taxpayer, and they have a tremendous success rate. Nine out of ten return to court for their trial in washington, d. C. Quick thought here, about who really benefits from a system like this with the bail bond, after that was a very interesting comment, that your interview made about they are the only part of the justice industry that doesnt cost the taxpayer money. Yeah, this is a multibillion dollars business. And that county alone, as you heard, Sacramento County, they issue 12 million in bail bonds every month. So it is a huge industry. Leonard the Bounty Hunter talks about this as the crime business. And he says the crime business involved everybody who is part of that system. That private sector aspect of the criminal justice system. There those that build the jails to the bail bond who bail people out. This is a huge amount of money thats going to the private sector. Carried on by the family of a man who started carving this by himself, in 1948. He was determined that it was going to be complete nod question about it, and i dont think he realized when he staterred how long it was going to take. Or how much work it was going to be. So he just estimated the task . He did. She came to south dakota with with star dust in her eyes. She came from kentucky to work with a famous sculptor from her state, the man she would later mary because he would not take another day off from carving crazy horse. Once he started it he wasnt going to quit. Thats wasnt in his way. He honestly believed and one of the things he taught me, you can do anything in this world you want to do. Absolutely nothing is impossible. As long as you are welcome to work hard enough and stay with it.
