Isn’t the National Capital Commission supposed to follow Treasury Board’s Values and Ethics Code and act “with integrity and in a manner that will bear the closest public scrutiny”? The NCC plans a licensed bistro for Patterson Creek Park, which is not zoned for restaurants and is too narrow to permit “outdoor commercial patios” unless partially screened to a height of two metres (not an option beside the heritage-designated Patterson Creek Pavilion).
The NCC got a lot right introducing taverns and bistros at Rideau Falls, Major’s Hill Park, Remic Rapids and Confederation Park. Surely the major landholder in Ottawa can find a different location for its next bistro that would respect municipal zoning and wouldn’t compete with so many local restaurants during COVID times.
