Teenager surrenders in shooting death of Kip Lewis; DA's office describes juvenile process

SHREVEPORT, La. -- A 16-year-old accused in the shooting death of a Texas teenager during Saturday's Mardi Gras parade surrendered Wednesday to Shreveport police.
