I have a few things to report of the last week was the American SocietyNational Conference in San Francisco. Several staff were able to participate and we did have i want to congratulationses to staff who presented. There was one presentation on the cst care giver support team. Nobody is looking at me. Second. Ap s and ioa the institute on aging talked aboutelder abuse and prevention collaborative program. So it was a good conference. There was a lot of talk about the master plan. And really how they are trying to create a nationwide movement around build being a master plan for aging given how the population is aging quickly. The good news to report is this california is way ahead of most other states. Even though we have our issues and frustrationsil say that california, San Francisco and we really are trying to move the needle and credit a great place for our aging adults and people with disabilities. It was a good conference. A lot of networking and follow up to do. Last week was busy the Care Senior Center had their grand opening of their hub at lets see. On turk and larkin. It was a successful event and want to shout out to our advisory members morning star who spoke and it was just it is a welcoming environment. People were q. Ed to be there. The mayor was there. The mayor came and doing amazing work and then i also attended self help for elderly spring banquet they honored 29 super seniors. Super seniors are people who are 90 and over am there were 29 of them. Together than i had a combined age of upon 2000. And let me say about the super seniors. When it was time for them to come up to the front, hay basically ran up there. Right . You thought it would take a long time. They were like yea. Here we come. Here is to living well happily and gratefully and with dignity. It was really wonderful to see. Lastly, about the budget. I will say that we are did get some seemingly good news from the most recent controllers report and it looks for the moment im total low hedging. For the moment, the dignity fund looks like it will be funded. But we dont know. It is still too early to tell. The good new its is still in there. We are Still Holding out hope. So i think it speaks to everybody the constant advocacy and all of us being out well and reminding everyone that this is important and needed. So we will keep pounding pavement and talk to people and keep fingers crossed. Thats all i have now thank you. Is there are there questions for the executive director . We think it is may. Right. Right. So. It is in may when we will make our presentations and then in june that is when i think the board of supervisors for haggling and then in july tell be finalized. It was well attended over 2,000 leaders throughout the country and there was a my day job we were able to have a, as arise fellows the next generation of leaders. They did a city site visit and we went to the china town y and had presentations homelessness as well as how we do Racial Equity grant making in the city. There is about 40 people who went to that. And these other next generation of leaders. This is an important aspect of a conference within a conference for the next generation asa fellows. Wanted to lift that up. I have high hopes for being able to walk away and know we near great hands. [laughter]. Excellent. Mr. Secretary. Commissioners item 6 is the das employee recognition. Executive dearman, president spears and the commission will honor Jennifer Larson a Public Health nurse and Quality Improvement unit [applause] it is a pleasure and honor to recognize Jennifer Larsons contributions at das she is addressing Current Health challenges this impact the citys health, wellness and safety issues. Jennifer is a registered nurse and Public Health nurse who joined the Quality Improvement unit in 2022. Jennifer dem straighted outstanding commitment to das core values. Compassion, inclusion, invasion, accountability and equity. He is known for compassion and kindness to clients and colleagues alike. She provided high quality of care and guess above and dwrovend make sure all are safe, comfortable and treated with the highest levels of respect. Last november, on her way to rosa parks senior house to give flu vaccines to home bound older adults she encountered someone unconscious at the corny of going and otis street. Jennifer knew she needed to safety persons life and acted immediately. Gave narcan and performed cpr. Later that day we learned the young adult surverified due to jennifers response. From saving a person to providing Health Nursing services to home bound clients and consulting with team members to remove bear dwroers sxhaek facilitating of safe hospital discharges following institutionalization. Jennifer is steadfast in providing life saving and life changing interventions through her calm ways and reassurance. Thank you, jennifer for providing outstanding Public Health services and incredible compassion, caring and commitment you provide to your clients, their families and your colleagues. Congratulations again to jennifer on the april 2024, employee of the month from the entire team and all of us here [applause] thank you so much. This is really an honor. [applause] commissioners, item 7 the Council Report by the president diane lawrence. Good morning executive director dearman. Commissioners another hard act to follow. So the council held the march meeting on march 20. I wanted follow up with commissioner bittner on her question about ablism a couple months ago and training. We are in work done at the department. And we are sarah and i are in conversation so nawhen that is available, we will have our councilmembers take it. And encourage them on take it that has not fallen off our radar. The major focus of our march meeting was the approval of the area plan. Which i just cut to the chase was approved unanimously. With many members complimenting the team on the final product. They had included some of our recommendations such as we noticed that the date is included and asking for this and now in the state templet. Another way that San Francisco and the state are leading. We add other ethnic fwroups to our population. Beyond what is normally asked for. We got an update on the lbgtq community, reported that as of march, 4100 surveys had been completes for the lbgtq survey the estimated number hoping for was 2,000 and still had in the closed that is really good. The there has been good native american participation. And the discussion then also mention thered is need to roach out to other communities with similar surveys one was the bipoc community. We found the project open house received a 2 Million Dollars grant. From the mc kenz scott foundation. Mc kenz sean amazon cofounder. That was exciting. Mrs. Scott gave 600 million in grants and 300 million and sought need was great she doubled it. The California Commission on aging our member pointed out they this their legislation day. Bills will be passed. Even when there is no money. But because the money put this there. There was senator laird has who is a member of the lbgtq caucus at the state senate level is spearheading the committee when they received results of the lbgtq survey, they are acted upon. Marci will keep us updated. One proposal for theical cal senior legislator has been picked up. My favorite the personal needs allowance. I have been reporting to this group for over 10 years legislation and i think that is on there every year. The good news is california raised 35 dollars a month is 5 dollars ahead of the national level. The national there is a bill in the Senate UnitedStates Senate to raise that level. The federal level has not been raised since the. We will monitor that bill. Prop 1 funding occurrence whether how that funding will go will it pull from existing programs or new money . We are watching that. We had time for unfortunately, the member who will do a site visit was ill. This opened up time and so we had members discussing what they are notice nothing their neighborhoods. So i thought i would report back. In d7, a Commission Appointee was pointing out that her neighbors need help. They were not sure where to help and where to go and how to approach it. We made sure she had information on the hub. And she is doing research with the mira loma park Connector Program regarding neighborhood needs. They have vol nears that Connector Program that reach out to neighbors. And they are doing a care and shelter program, which is a day planed show to seat equipment and get theirs involved to help with emergency planning. We that was a result of the program with the Emergency Management departmentful probably back i want to say mid 2010s where groups built out the resilient programs and mira loma park was one of the first to do so. When the sunset was doing theirs they referred to it. We are asking her it let us know so some can attends and we will report back. And d11, they were talking about housing for seniors. They had two cites approved one fell through during the pandemic and the other one is red to go but it is money and a board to run it. So on top of that and then in d4 a community meeting. April 14 thein are sunset farmers market. Community Living Campaign participating along with das staff that is a wellness day. And also partnering with elders. To common their work and let people in thein are sunset know more about that. And a representative of the council our d4 representative reappointed by the board of supervisors. Is a member to a National Group called the care giver partners care teamful and this is a group that is working on a campaign. The developer resources hub for nonpaid care givers and they are garthing information and best practices to put together a Training Program going for. We will get updates on this. Sounds like an exciting program. And she was asked because of her experience in care giving. Our next joint meeting on the 17th. And our next Council Meeting, which we will use pretty much as an orientation for 3 new members and review with our existing members and then in may a discussion with some of mikes team. On what will the site recommendations how that is going with his team members. Discussion back and forth. Im excited about. I think that is something we never dhn before. We am r. This is really going to help out the additional Senior Housing for lbgtq . People. And in talking about that i had a chance to listen to Kathleen Sullivan about it. It is going to, the housing will be on market street. If we know it is upper market. And it is taking over what is a building now that no one notices a plumbers hall. It is going to become it is really important thing for our community and designers got involved and will be creating something that is a signature piece on that stretch of market. That will really be identifiable landmark for the lgbts community. Having a beautiful place. I think tell draw people not only to that. And it will be a beautiful thing on market street. Which we can all use and just be an identifier for our community and also for lbgtq seniors. You know it is the housing is supposed to be for that. I wanted thank you for bringing thatum and to let people know a bit more about it. And we will be as we are with the Disability Center going up on vaness, this is also one of those buildings people look forward to having. I had that morning heard on the National News about Scotts Foundation and how she had doubled. I wanted commissioner we were upon proud of this going up this will be another i think we will look forward to which other comments or questions from the commission. Each you know im chris kline and today i want to talk any hsa sherlock, home ward bound. I handed out an e mail march 11 with concerns about home ward bound illegal under the current terms state and federal law. Sherlock is a system used on the individual and familyos surveillance to influence them we have been through this before, San Francisco in 1978 the systems to influence athletes and instead of focussing on fixing Public Health. Rush why boycotted the olympics in l. A. We pulled out afghanistan. History repeating itself like in San Franciscos repeating history. It was used to force retailers to leave the city because of guidance to report all shop lifting. It is in the going down in the city few are reporting the shop lifting i go to the most Community Police meetings shop lifting and crime is not going down it is not being reported. The officials dont demand change we will start a boycott of San Francisco. Meaning well shop outside of San Francisco to decrease revenue. Turn off sherlock on all citizens of San Francisco and outside of San Francisco. For San Francisco to thrive we need a city to turn off the surveillances and i will be honest with the commissioners here. This is not going to be easy. The last time this happened it was a hard conversation for the city of San Francisco. However, i do believe the commissioners here the director are the right people at the right time to lead San Francisco through this. It will be hard we need to get back the peace unit and he community. Im asking the commissioners here to read that e mail. Call people and talk to people of everyone is hearing this. We are going to the commission meetings. This is not anything new. It is happening we have to take the lead in San Francisco the leader in this. Thank you. Im an analyst with the Human Service planning unit. Im here to seek approval of the final area agency on aging area plan 2428. As you may remember we presented a draft of this report at 2 public hear nothing february and march. Which was the last commission meeting. To provide an opportunity for comment on the development and content. This finalized Plan Document reflects changes most are minor and administrative and walk through the changes now for your awareness before you call for a vote. All right. The first of the changes i will call your attention to is in section 2. In this section, we add a footnote explaining the additional groups. Racial ethnic category in the chart you see on the slide for our population demographics. This Group Includes small populations native american, list lapse native individuals and multiracial seniors. Daz aggregates data in the reporting because Population Estimates like the census which we use for the analysis are less reliable for the smaller groups. However despite the limitations the department strives to understand the needs of the populations in other ways through research and analysis. So, that information is now available to readers in section two description of planning and service area. The next change i want to call your attention to in section 5. Needs assessment and targeting. In this section we updated program data on seniors with limited english. The individuals about 18,000 make up half of or 47 of seniors served. Instead next section 6 Priority Services and public hearings. There are a few changes im want to draw to your attention. These are changes that always occur between the draft and final document. This is the section we make a list and note of what our discussing looked like. Added a summary of Meeting Attendance and issues discussed. The issues included topics representation of indigenous populations. Where our discussion reaffirmed that small populations are important to the fabric of our community and must be count. Talked about Language Access. Discussion emphasized expand Language Access in person but also across print and digital communication. In our conversation addressing topics Like Community voice and inter~ agency collaboration. Discussion highlighted the importance and success of the departments efforts to engage community and designing impelementing and refining programs and touched on frns and das collaborations with city and Community Partners and idea busy collaborative opportunity with veteran serving Community Organizations or municipal transit agencies. Final low we talked about budget forecasting and new revenue source. Discussion focused on questions about anticipated growth in the budget that California Department of aging and das plans to leverage dollars to string medical services. In section 7, area plan narrative plans and objectives, we made a minor change here to comply with cda requirements about providing a rational statement. Pertaining to each goal we specified. As with the goals themselves the statements are drawn from our were Human ServiceAgency Strategic plan for the 5 year period. Im not going to speak to the rationals in detail. You can read them in the report and here on the slide i want to call your attention to the content it is considered new. A succory of other changes more technical in section 8 we updated goal and objective numbers to each service. It easier to alightweight across that section. Upon we updated Service Units for carrier support service with the new contract. Section 10 the care giver support everybodieses with the new contract. And in section 15 and 16, about our governing board updated information about membership terms and membership as renewals come through and member ship shifted reflecting those changes. In terms of next steps i want to revisit the area plan time line. We saw approval from this report from the council at the march 20 meeting. As president lawrence mentioned. We did receive approval from the council. And should the Das Commission grant approval for the report today das will submit it later this month in advance of the states may first submission dead line that concludes my presentation, thank you. I have more not so much report but more followed up question about the two the discussion that we had last month. Both in terms of raised by the council Language Access. How important that is. And the need to be consistent to make sure that our the providers are paying attention and making that happen. Im wondering how we can make that consistent in terms of the work we do. And contracting with the different providers. May be that is separate i want to put the question out there. And the other quest i had related in terms of subject but not to the report itself is point raised by commissioner knutzen about safety of transportation and how that can be per inning or working with mt a to make sure that our people with disability and seniors do feel comfortable using public transportation. Can i invite director dearman to speak or someone from programs you want to respond . I think mike that will be you or cindy. Okay. We are talking. We are out. Restating the question regarding das efforts around transportation safety. And work with mt a to address the issue. There is not a set plan for that at this moment. I can tell you im acknowledging what the commission is saying had i hear from the commissioners and it has been expressed by multiple commissioner busy this issue. We have will some good connections with mt a. We work with them around transportation issues. We can absolutely relay these concerns to them. To am leadership in mt a. And including a very special time chinese twist of square danceing is preponder lawyer in china you see people garthing in the public place to dance along with the music. And classes are offered 7 days a week and most classes in person. At the site and with something classes offered virtually. One highlight i want to bring is singing and dancing class are popular and participates even got an opportunity to be invited to perform in community events. They had a celebration performing the dance and sing at visitation Valley Library branch. So that was during the Chinese Lunar new year. That was a great engagement. Participates feel they can give that to the community they can show case their culture and they can really celebrating and enjoying life together. And the program hired by especially hires bilingual staff. Subcontractors and class instructors to carry out all aspects of the Program Management and operation. 70 of their budget guess not program subcondition tractors and instructors to schedule activity and to carry out the Program Support aspect in this program and 30 guess to other operational cost. Disability and aging Services Admin sters the program at the state and county level. Provides services to care giver in San Francisco. Including education and information, counciling, support groups, care giver training. Temporary respite and Supplemental Services to care givers. For your understanding, the California Department of aging offers a multifaceted system of support for care begins. A you see for this grant indicates service which we are contracking. Those services this we dont provide are included but dont have Service Objectives. Prefers we list all and indicate those provided through our grant. Each year we indicate how and by whom the excluded services are available to the community. Work with 4 subcontractors to meet the diversity of San Francisco care givers. Especially focused on the ap i and lbgtq communities. While these are the identified current subcondition tractors. Provides out roach and service city ouied to all residents. Please provide at least 8 feet of open uninterrupted sidewalk so everyone can get through. Sidewalk diverter let those who have low vision navigate through dining and other activity areas on the sidewalk. These devices are rectangular planters or boxes that are placed on the sidewalk at the ends of each shared space and need to be at least 12 inches wide and 24 inches long and 30 inches tall. They can be on wheels to make it easy to bring in and out at the start and the end of each day. But during business hours, they should be stationary and secure. Please provide at least one Wheelchair Accessible dining table in your shared space so the disability people can patronize your business. To ensure that wheelchair users can get to the Wheelchair Accessible area in the park area, provide an adequate ramp or parklet ramps are even with the curb. Nobody wants to trip or get stuck. Cable covers or cable ramps can create tripping hazards and difficulties for wheelchair users so they are not permitted on sidewalks. Instead, electrical cables should run overhead at least ten feet above sidewalk.
