Thank you very much. Good morning chief i know you a meeting in the Mayors Office soon so please proceed. Thank you very much greetings president nakajo and Vice President morgan, and commissioner fraser. This is my report since our last Commission Meeting on september 27th. clearing throat a lot of things have been going on in the last few weeks for the most part i offer my condolence for the loss of Dianne Feinstein and our form mayor and senator. Big, big loss. And so our hearts go out to her. And um, her um, whole family her the senators granddaughter. So in the past couple of weeks was a latino heritage celebration at city hall i attended with some of my colleagues the foundation had a fundraising i dropped by at. And um, as always they continue to do a great work and raise money for the betterment of firefighters lives we sent out offers to the academy and sent out invitations to people for the one three three and possibly the 1 three 4 for a october 14th activity if i like to attend. Please feel free will be a morning and afternoon session on Treasure Island it is good way for the young people to see had strengths before they. Could to an academy and helpful to be mayor strengths as well. Fleet week has been happening in the past week. Um, really, really proud of all of our members and especially chief brown for all the coordination and work for fleet week as well as deputy chief its been a long time coming. On ems side and really so much work done a huge lift and um, a huge lift normally and the same thing that is a much bigger lift but we were able to attend my staff and i and other reception on the ship was exciting. And our folks really stepped up to do everything they need to do for the boat in the water or dives ready to through from our east boat or what have you so, so much great work ill really, really proud of the fleet week the department we lost our former mayor Dianne Feinstein she loved california and loved San Francisco and loved her Fire Department we loved her as well. And so you may know we were able to meet commissioner feinstein and nancy pelosi and the casket containing Dianne Feinstein we met her casket at the airport and had quite a few of our members to receive her. And we also were able to receive her as city hall on the morning she laid in state. That was a huge honor for us and may or may not noticed that we had few of our members were pallbearers for her on the day. One was equivalent deputy chief and the other was altogether hunter and may or may not know the story of feinstein but women first came into the department was Dianne Feinstein was our mayor. The first women in the department were nicknamed fin stop sign and one was the daughter christine one of the pallbearers so full circle i know they were able to to commissioner feinstein that day really kind of a um, just a sweet little story. And obviously the Memorial Service was very hot that day we are totally prepared with the ems and other resources. And in deed we met at the end of the event when people were overheated so we took care of business i. Grave to commend staff and everyone in the department for showing up and had how they always show up for our senator feinstein and ask president nakajo we close this meeting in her honor that and that president s report for today. Thank you very much. At this point before you go let me take Public Comment and any comments or questions for the commissioners. Madam secretary. Thank you archive youre Fire Prevention investigation, training within the department, and Airport Division. Good morning president nakajo and Vice President morgan and commissioner fraser and City Attorney and this is chief operations, deputy chief darius luttropp. For september report. I do have a slide. For the report this month nothing out of ordinary for a total call 0 volume boxes total 124 one less than one last month the greater alarm an adMission Street the second alarm with the commander chief rabbit in attendance if you have any questions for him the alarm struck 8 minutes after midnight on this fire and one injury. It was initially reported and intersection of 26 and the fire on the alleyway you see it they initiating conducted operations in the rear building and found it was incidentally pillaging own the siding so when rescue two arrived on scene tasks with moving to the front of the building and determined the street address of this and decision three took control and began fire hydrant operations and it is 2975 mission a twostory building and the exposure for 2969. They led multiplegenerational lines with a 2 1 2 line to force before on the mission side and experience as a hoarding conditions and the building was under construction two it fires difficult to fight and control. So basically three quirks heavily involved exterior fire. What buildings were entered they found hoarding. A fact a second alarm was struck as the second alarm was struck though encountered a civilian and provided medical aid on the scene of the fire. The fire was resolving we had a vehicle drive through the scene and theyre inly missing some members he was apprehended on the scene so the challenges for the commander what about were the three i listed as well as being a common problem for us in sour fire operations not necessarily understanding the extent of the fire from the report; right . So reported of the rear initially and the back of the rear and had at the address it on the front side a well coordinated event and it was resolved quickly with one injury. The commander control required here just with chief rabbit and yep this was our report of a greater alarm and i had the second alarm was the sneak attack chief rabbits fire on 26 three 4 shore on the sheet on 91 not listed as a second alarm i discussed last meeting that is because you can see where chief is parked the daily side is right there so many ways a similar fire a heavy vacuum mostly exterior fire impinth so they coordinated it quickly to see the entrance to the building pa was remote from this 0 location on bay shore and she remember operating received they noticed were not the only fire units on the scene and units from daily city preliminarily and were on scene. This led to having to establish what we call. Unified ad hoc and san ma they overcame the initial issues and divided the fire and allowed one unit to address the building that was actually still inside of the city limits of San Francisco and also resolved with the minimal fanfare no injuries but Lessons Learned as promised at the last meeting it brings up the idea of mutual aid a typical response for a board to border of the city across the jurisdictional boundary will have automatic aid we dont have an agreement with the municipalities necessarily what happened is literally the next address was daily city they had a report of a fire in neither jurisdiction. What is required for success in a mutual aid finding of the operations mutual communications we have and after this item our radios do it and we have a process under chief darcy as radio and continued we didnt have the capability to speak to the units so we have a common tool in the tool box of all our units that operate on the border and carry tools that allows us to operate across jurisdictional boundary no hindrances in the operations tighten up our communications. We dont have necessarily a another aid is immediate need request from another county ill got to one six those in a moment set up there the master mutual aid agreement for the ability to respond across boundaries and then i want to add for that week it was fleet week. So in the month of august an example of an immediate request if the city of oakland. There are now a number of 50 but the queen of the fire is saint france and requested the ability to apply for 1,000 gallons of water to the large debris fire and there for hours and needed assistance to the port and city of oakland in reducing the cage that that fire caused it is example of an immediate need and next is the 5. 11 box a unit or a strict team we are able to assembly no notice at the training under the leadership of our battalion to respond to the immediate area this has happened with frequency over the years and we maintain our ladyness and training we can respond in that way. Last month we deployed on the request through the aid agreement for the context and other fires in north part of state where 240e had wild interface fires i see, you know. This has been presented in the past part of this that would be trying a buildout as an agency the use of single resources not just the strike Team Requirement and the is only resources under the leadership of our mutual aid chief backer and brown and Management Team. And then attempt to develop the Management Team three so we get can provide a fraction for the city but you multiple names the National Resources fraction but this is a National System of mutual aid we are participants in this National System for the California Task force three and had dog hrnld like chief miller and his chief and in the past couple of years had membership in other portions of this task force so San Francisco is interacting and hoping see the greater level training and this brought back to the city. They then this week fleet week brings us to the kieven authorities or dispatcher for fleet week we are familiar with a lot of the like you see our training with sale loser and me and my taking a ride on the helicopter were familiar with those activities but in the background of this is the actual work of developing the ability between the military and the kieven authority and chief canyon is the picture on the right is patching the radios the military radios into civilian so with that fleet week and the operation we were able to achieve air to ground communication where navy and mandrin helicopter able to patch the radios in a way that allows us to speak across the city to each other and as i it was no mean feet took a year of planning and technology, and choices to get us to this place but San Francisco and this week supportive d is the first time the military is able to achieve this is a great, great victory for the San FranciscoFire Department and the navy will take this process and operationalize it as they plan for the scientific authorities he terrific it is what it is on the slides and we move to the bureau fire preservation this the our openhouse week. And chief will present on an initiative has for a plan general order and an ordinance mr. Get out to the public after operation is proponents but i want to thank the chief for being our point of fine communication for our streetscapes and our monitoring of prevention there the state various senate bills for assessorsy dwelling unit and little sprinkler items and doing a interruption job but look at his graphics as he had with the report. And with chief darcy always busy busy as usual and no included in the important meetings. Because the airport will be heavily impacted by this in november and hell provide more reports own that other than he continues to try to support our southeast port of San Francisco and training training training has training will offer us not only to his staff but the membership in the city which had been a great boom for us and kind of leading the way with a transition from traditional triple aid phone to a none intoxication version and the and his staff will travel to dallas and learn how to use that with the division chief is nearing the end of the Current Academy. The Current Academy the 1 3215853 we released to and have 14 recruits but graduated h2 level el rio your dive and another set of drills that outdoor was the experience was not driven by the Fire Department we conducted firefighters operation and responses to chemical and biological events on the water and a lot of us are in support of our aquatic and ems units assigned to the drill were wellreceived. This is also our lifting mode i cant tell for the year so and it will the this time memorialized and described to the field. And a few people attend many people that attendee chief was able to acquire donated structures and the training continues in the sunny dale Housing Housing show the like to continue this in october and i believe shes successful and this will come online as another documented structure you see pictures obviously the ship firefighters training that was conducted and again, chief canyons section i want to thank the efforts in radio in driving technology fixed we need to see with the Performance Vehicles and with the work that he put into d ca and the results will serve a Greater Service in the Firefighters Service in the years to come. Thank you for your comments, next caller, please. thank you for your time and next the chiefs reported. Nobody approaching the podium and no one on line and Public Comment is closed. Commissioners questions or comments for cb two . You want to go first. Thank you, chief for your report. Um, wow. A lot in there i had a couple of questions. One is when youre talking about having a fire on the border with another jurisdiction that is interesting and this may assigned like a question but i divide this by geography or how do itself divide the covet. Thank you for that that is kind of a unique situation where literally the border of the city and the border of the county is in the incident; right . This was not typically the need for a response general youll see a fire of this size and multiple jurisdictions responding. It will be based on the proximity to the incident so san mateo will respond theyre closer to it because this was in the city and county of San Francisco would be a San Francisco response continue to draw from our jurisdiction to address the fire in the city. Um, the way it was divided at the incident was primarily based on that boundary the understanding the north units have the access to the yard and the finding we have the neighborhood and access to the fire building that was the division will be at the decision the commander and operating with the unified command will see who takes the overall command and divide the tasks in that way no rule that says this part is in our town and that part in our town. If we are talking about acreages a acreages of brush sometimes that is how it occurs but in this incident no. You thank you for your response sounds like with went smoothly and this is the standard, you know. Latitude and long tid communitybased organization soto thank you and the other question the structure at 545 has been documented to us. It is not been donated but a major renovation for that building part of b of a building and they have been gracious to give us the opportunity to train there and less disruptive manners bus well find a purpose for that. It is across the street. Gas station thats across the street. Thank you. For that and one final question in honor of my excused sister commissioner feinstein were 16 rescues in the elevators of an example u f 0 people dont know how to operate them . I will least our chief address that that is a reduction from our stand department of revenue i cant guess from the low to the norm but the number of elevators in the building. Chief would chief to respond to that. No, no well thats all that ill say about that. Commissioner fraser. Vice president morgan. Thank you for your report. Commissioner fraser stole my question laughter so i got most of the answer i was searching for i notice about the bays shore fire um, two different addresses probably the same building it was 26 thirty but people work here it is 26 three 4 the building. Theyre not necessarily the same building i left 23 thirty and it is highland as 2634 with a d. C. Address that is daily city our initial report this is one of the was numbers in the city of San Francisco. I know another way to look at it is with mutual aid like whofrn gets there first to take command in detail city if they get there first. I dont know about that. laughter. it would be whose jurisdiction. You know. Like god forbid i guess the stipulate on Property Line with daily city and San Francisco thats labor area to cover, you know. Would they, you know. Get theyre first chief command in San Francisco dont want to put you on the spot. Daily city would definitely respond if cal house was on fire well be in the same boat i think well end of occurring if quirks the amount of resources San Francisco will provide as a primary and well get involved in three incident yes. Most likely thats get through first. Their losing close were close too. We can get there pretty quick. Thank you very much. Vice president morgan and im going to take off a little bit on the last question that was asked but jurisdiction. Cal pow is my big example im hearing as the example of San Francisco will respond and d. C. In my mind it is okay if thats the case but talked who gets through first, im looking at the question twhoe is in command . Who takes charge in that fire . I know that is mutual but run that by me a little bit and so in general will be the jurisdiction so the location of fire. Okay. Will be the primary but in the example of noting San Mateo County nothing against them they have a Giant Mountain in the response area so theyre built to provide the resources in a timely manner with our ability will quickly oh, my god the number of resources. Historically will be in the hands of our chief. That exchange happens again help me i dont want to drift way but that happens with the coordination between the two commander. Yes. When you say mountain were talking about san bruin. Yes. In terms of the great alarm on Mission Street a detailed write up. Hes a good commander. And with the directly it is good i have a tendency to ask who wros wrote this . Chief rabbit. Rabbit . Is that come on up. Come on up. I predator it. A chief. Welcome. I dont want to put you on the spot but an opportunity to get extra information. Please can you answer my question in terms of write up. Said this second alarm was well written up detail i mean if i read this it is really detailed in my mind as well as sounds like a complex fire chief i wanted to kind of get a them as to who wrote this up thats my question. Thank you. President nakajo and Vice President morgan and commissioner fraser as well as command staff. Patrick rabbit assistant chief i revved battalion 6 of command and had a really good facing transfer of command and identified the alleyway from the front the writeup was done as a collaboration the next day i spoke with the chiefs after reviewing the incident to gather the facts and timeline to echo this to our chief on this report it is my best attempt to be chronology in the initial actions and change strategy and to declare the package for Mission Street once we received confirmation of the aid. I appreciate this it is really detailed. And i appreciate your self caption were the commander of that incident i appreciate the chief was there as well but again, this helps chief as well as a narrative i know each incidents this is a challenges. Thank you for that i wanted to acknowledge you for if write up a good job. And a couple of more questions. I appreciated our mutual aid i was wondering when that will happen it is really good you talked about it today and answered the question had the mutual aid kicks in that is important i appreciate Public Comment. Meiosis question not on the report but an incident of another fire you can responses on octavia and bell street the Housing Association were sequestered of the major fire but this vex is included the origin of this fire . I have to get back to you on that specific answer i dont have that in hand and chief conklin has been working with the Supervisors Office with the rash of small outside fires not necessarily in camp fires as content own the structure asked for the bureau of Fire Investigation 4710 to get involved and the volume at this time from 27 hundred and 2018 to 613 for outside fire our vex is limit was clear that it was started by and tent and impinged on the structure the investigation may not go further but the report can be complete but ill have to get back with you. That answers the questions about a tent fire is a tent fire but. Then to that the or begin source of that fire three issues but concern i have in beyond the tent fires i understand the propane tanks depending on on what that is i understand a propane tank like a bomb i dont know what will be but will explode thank you for that. And interested in was that source is and especially, after the vex is conducted. Are you speaking of the octavia or im talking about with both the tents and some of the Association Part of the origin of the fire alarm fire i know the four alarm fire had an investigation im curious as well as what the response. Dont believe that vex is conducted. Whenever it is. Thank you for pointing out chief rabbits word but he added a bunch of reports he received and behind of the watch this is the technical detail in the report but his narratives are strong. multiple voices. and an incident all it is going on and you put into a summary. I mean, im telling you a great job and have a couple of more questions. In terms of Airport Division the wanted to say im pleased with the news letter. I dont know if this is a result of the newsletters came out of Fire Prevention but those fires and the photos have pictures the description helps and the curiosity silt the dedication to our members want to say to chief darcy how much appreciation moving in terms of division of training. I know the police didnt have the packages but chief the picture on page thirty do you have that package chief. I do. I know that chief in the audience as well but do you see that picture on page three that large image. That is a large collapse can you explain. It is the one three 2 conducting some of the outside Fire Training and so they are a class started with 58 and now for us to achieve our goals and replacement of our staffing post covid and with our ability to hire during the pandemic we have classes of this size for the future. Thank you, chief want to acknowledge the package it hopes the commission in terms of the descriptions and on page 36 is the graduation do you see it chief jeanine nicholson, chief of department. Is that the graduation that recently occurred. This is the class of this was the level two civilians and they start with 5 and graduated four and this is the level two advancement this is level two graduation and graduated four. Again, i want to acknowledge perhaps we conclude this chief for the division of training and hear from her before the communication of the year thank you for that chief for our comprehensive report and conducted with that, maam secretary. Security dhs and the federal Emergency Management agency fema to purchase and provide shipboard firefighting training to members. All right. Thank you very much. Madam secretary and good morning. Thank you, thank you very much director cora so and 0 nobody on the Public Comment. Vice president morgan. Under wouldnt be any crazy reason for the city not to come up with the funding to supplement the grants. In general thats a great question. I failed to mention a mapping requirement but have identified funding in the budget to offset that we could be okay. Vice mayor arserio any questions or motion. I like to make a motion to accept the grants and the board of supervisors to accept those grants. Thank you Vice President morgan. Like to second if you commissioner fraser. Continued to the next commission any remarks item is reached in the meeting. Each member of the public may address the commission for up to three minutes. Director corso beyond being continued. I identical we were seeing Additional Units for the acceptance of donation for 500 Smoke Detector alarms and 250 Carbon Monoxide detector alarms Public Safety give us other elder and other safety events we were informed quite a significant add to this donation will require to come back that was posted but well have that before you at the next meeting and were going to continue it thank you, for the good news director corso appreciate it and much appreciation for the staff working on that. Presentation of the city emt program, a Nonprofit Organization targeting the underrepresented in the 1stresponder career sector. All right. Good morning. Welcome fire marshall. Good morning. Thank you and president nakajo and Vice President morgan and commissioner fraser mandrin command staff and jim hi. So depth chief Fire Prevention. During the presentation updating a bullet from back in december they go to the commission about a new product were adding to what is available for Business Owners in San Francisco. What you see on the screen is a Fire Department connection lock i brought sample if you want to play with them a little bit here. So, you know. Why do we need locks and caps protect the Fire Department pull up and put water into the pipe system without a cap see people pitting in beer cans, etc. , etc. And vandalize can hurt the thread so a chance it may not be operable for them. And go over a few things about the lock this was made in San Francisco have three in let connections you. Have the lock can you pass that up to the Vice President so the commissioner can play with it or look at it. Okay. All right. So as you can see i was saying we used this has to be made special and worked with them for 6 months and had samples of it as you can see there is a swill award that protects theft of the in let so over that protection cap and it unlocks the issued to all the companies and it didnt get sent with the caps we order them but actually kept for Fire Departments they have to get out and well lock those on the building. Um, we also offer a second product or we are offering a second product. Which is a standby blockage um, why are we offering this it most likely used inside of a building a stairwell we know there was recent damage. Like that over one hundred van ness cost over wood hundred and 20 million and you can open up the stairwell by the time somebody noticed something is happening youve flooded two floors it is voluntary ill pass this one around please be careful. Oh, god. Both the standpipe and Fire Department can use the same key well not have different ones for the Fire Department ill read the bullet the bullet says that um, you have to have a metal cap that is removal the fire marshall approves this for the thinking let and out let to restrict tampering and required a New Buildings only. So new construction has the sprinkle or standpipe system and we can inquire why the Fire Marshall Office the inspectors can ask for them to be on and items are thrown inside there what about asked to replace there a price tag they are 30,325 and that lock is seven hundred or 725 oriented from the maneuver we want to offer the priorities keeps our systems working and making them available for us. Thank you very much. Fire marshall and any Public Comment on this first before the commissioners ask their comments and questions. Nobody is approached overview approaching and nobody on the Public Comment line. Public comment is closed. Commissioners any clarification or concerns i guess this one cost more it is heavier. Yeah. Seven hundred and 50 bucks. How much is that one. Three hundred and 25. Oh, okay. I can barely pickup this one my clarification three different locks on the one on the outdoor and one on the inside. Correct for the in let we put water was a standby the other let we connect the connection on this and take the that is meant to go in the stairwells. Only required of new construction . On the wow. One you have the in let the out let is purple line voluntary and we have gotten thats part of the reason we introduced this product we are concerned with a couple of buildings with recent flooding and like to protect the property a 120,000 that investment and the Property Owner is responsible for the purchase and installation of locks. The Property Owner odor it and a link on the depth wetland will allow them to order b it but unlock the fires prevention has to make sure they are locked in place. Is key everyone engine truck has that key and yes every engine and truck will have three three keys i guess. So any responses to a fire that engine truck some place is responsible to have that key . Yeah. Is with the ones of adjoin order and equipment the expectation is key is with a standby equipment at the driver making the connection they street three available a spare plus within for the interior and exterior of the building that is available. Thank you for that and fire marshall and commissioners was your mr. Ryu. Commissioner fraser. If you get a chance to handle this before the meet for your report i dont see any reason not to use them their somewhat expensive but at a certain point the insurance will give them a break to install those things over time and yes there are a wellmade product they are pricey ive seen in the many jurisdictions and a regular basis and no complaints. Thank you. And Vice President morgan are we ready to call for the question. I didnt want to say fire truck oh, we together our key that can be bad so you guys answered any question. My question. This is an action item. Fire marshall. Correct. Your pleasure please commissioners . Motion. Oh. Okay. Motion to adopt the new addition to the administrative bullet. Commissioner fraser second that. Thank you Vice President morgan. President nakajo i vote i and it unanimous with the administrative bullet has been adopted. Thank you very much fire marshall. All right. Lets get ready for our presentation. Item 10 presentation on the emt program attica bowden, founder of city emt to provide a presentation on the a Nonprofit Organization program, a Nonprofit Organization targeting the underrepresented in the 1stresponder career sector. Welcome attica bowden, founder of city emt thank you for your patience and the team that here and welcome and congratulations and share your experiences from the department welcome. Thank you president nakajo. I want to thank i want to start by thanking numerous people jeanine nicholson, chief of department. And her command staff and definitely want to thank the vi staff conducted with shawn buford and more importantly the staff of ems from the folks truly and the internship and those who put in the hard work to become fulltime emts with the Fire Department i look behind me and greeted what we call golden there are few that dont have some hand in assisting us with a partnership with the Fire Department theyre humble in our ask and first introduce myself my name is attica bowden, founder of city emt a native san franciscan i grew up in the fillmore district. I am a retired um, assistant fire marshall from the San FranciscoFire Department. Retired last june completed 25 years of service in the department. When i walked into the depth in 1997 had approximately 40 africanamerican females. As i was excited we pled my 25 year walking out maybe 25 africanamerican females not an increase but decrease i realize that the continued improvement is anymore than being a representation by being if uniform was going to take more than that that is part of what created the feed for this Pathway Program called city emt in early 2020 i was led to who i call my little brother is lieutenant anton davis and president of the black Firefighters Association we met with the executive director of a program that was already in xinsz in alameda called the d ms and begun pitching the program to shareholders and almost as Christmas Present at end we received word that the Nonprofit Organization i founded id like to suspicious will receive a 200,000 Pilot Program for the first cohort we held our cohort in january of 2021. So we are started this program with lots of wrinkles to iron out those along the way we the city and two families residential design stashl an Amazing Program that is truly changing the trajectory of our young adult lives would not not have been afforded access to such a great opportunity. It is impossible for us to provide this opportunity. Without my team we call ourselves a family. I want to give some space for a few of our staff and alma mater members to in the language they hold within our program i want to introduce a person that is really boots on the ground for us and this is my Program Director chinning 10 will speak to where we are now and current successes. Welcome. Good morning clearing throat . My name is christine and have a part of the city emt since cohort one in february of 2021. This cohort along with all the ones have their ups and downs and taught us exactly what we needed to be better not only for ourselves but for those in our community. With now 5 cco horticultures in under our belt and halfway through our 6 have accepted around one hundred and 13 young adults and 88 sorry we have accepted one hundred and 13 young adults of those 78 have successfully completed and graduated from city emt. 72 of our alma mater and around mo having 40 have been placed in Public Private partnership with the San FranciscoFire Department or private Ambulance Companies such as amr Royal Ambulance and americans and others. With the success of each class, it has allowed for us to also increase our class size by 10 in the past two weeks and cohort one, 14 and with three class cohort 25 students in a class. One thing that makes the city emt constant out for from programs is our continued alma mater support our students know they can come to us, we reassure them once their accepted were all family and will always help them. I now would like to introduce one of our alma mater from cohort three anthony. Thank you. Thank you. Good morning id like to speak where i was before and where i am now. Sir, would you into the microphone we want to hear. Can you hear me . Before city emt like i was drifting through my life and it has i decided to take a year off and working in a warehousing i didnt feel like my life was going anywhere and i was still drifting. Until a year later in 20192020 i heard about this program and the following year in february i got my acceptance letter and february 8th i was like. Okay. I have to get out of here he, he prematurely quite my job and later on read that the city emt class didnt start until 20 days later oh, im out of a job but i need to do this. So i powered through and completed the class and city ems helped me at this time from the emt to the San FranciscoFire Department internship though offered that opportunity has been afforded to me because i got the city ems if not for them i wouldnt have been afforded this opportunity. This Program Hopes myself and young people given the same opportunity and theyve bestowed an opportunity for all the windfall people i didnt have this wonderful opportunity they helped me throughout my interview process which i am right now trying to work for the Fire Department local one h3 and helping me and giving me a safe space to be myself and not be nervous. This program is a Wonderful Program and up lifts young people and regardless of the things they do with their lives like once our part of the city emt youre part of the family and that separates us from others supports the alma mater and wanted to say thank you for letting me speak and i really appreciate. Whats your name. Antonio. L a w s you, you i want to remember that because i appreciate the comments and you coming up here this morning. Thank you, sir. Have i important. Thank you very much. I appreciate 2. Thank you. Okay. Thank you. That almost brought me to tears i dont know, you what you do for students im happy for him. I want to introduce to you lieutenant ann davis feels like weve been touched forever i think ive known ann towline for three or four years in that time we have the energy as a loins to the students Business Times ive called him and tried to check in with that young person he says its been done and so hes lives and works on on top of of that i definitely want to give him space to speak on where they came from owe participated in a program so definitely what speak to the students where you are and just in participating in a program like this but also to speak about making the division to trust in the process because sometimes they dont trust the process and decide to it is taking too long and hes able in his conversation to keep the students on track after weve done the initial curriculum i want to allow him a couple of mink to speak. Thank you very much. Good morning lieutenant davis and good morning president nakajo and Vice President morgan and Vice President morgan thank you, command staff and i went through the program for Alameda County to ems to the city emt. And if that program yeah similar blue print, however, San Francisco do it our way that has been proven successful and i like to thank the staff and city emt for the hard work they the that in day to day to make an impact this is a foundation for the students and everyone and want to be a firefighter how have we have a large number that do and dike in our power to insure theyre on the right path and ronnie to become a quality candidate and we have students in the classes and dispatchers throughout the city and county of San Francisco and the world one of our students wanted to be a doctor but travel the world and will be starting school so city emt is a foundation for our students to achieve anything though would like what the assistance and they have the resources. It is not consistent across the board thank you, thank you guys for allowing us to speak and thank you for this program and that concludes my report. The young kids in the future for the city and county of San Francisco. Thank you. Thank you very much. Lieutenant. Ill close tow it out we talked about where we started one of the things that um, we do pride ourself on the Program Director may not have spoken to an 85 first person attempt successful passing rate for the regulatory we are 12 percent on the National Standard that is really good to speak too, so were happy. I want to thank the o e w b team who have also always here for us. Weve done lots of weekend texting and trouble shooting before monday and no later than where we are to support us and minimum want to them to stand so i can recognize them. Yeah. Charley and calling names . Thank you very much for supporting us clapping. And jazzy missed him. Where do you want to be in that we want to continue to nurture this relationship and e o e w is the major fundraiser we need the San FranciscoFire Department to keep this program open and available and thank jeanine nicholson, chief of department. And mark corso they worked so diligently to keep our partnership afloat we look forward to and hope that we can have further discussions to one day solidify that project sponsor with a line item in the budget and i said a few words sorry about that. And to continue and my vest to continue and even more united than when he first start this notion. Because i have so many individuals testimonies from our alma mater so much sincerity how this has done to month more than theyre getting their emt certification and that i haveth their belief in selves and provided them a safe space to relief their diopters as one of my shining people said this is our second home for safe space and needs to come us sometimes to merely get grafted. I want to thank director for allowing us to come president nakajo and thank you, Vice President morgan for listening i thank you, commissioner fraser for listening. To this Great Program and on the floor for you for my additional questions. Thank you very much for that presentation. And were going to knockoff Public Comment first and take questions. Sure. Public comment and then maam, concert and maam, concert and nobody is approaching the podium and nobody on the Public Comment line. Well take questions or comments from the commissioners and before we do that can if i may we have a mentioned the economic workforce staff team with you as well i know that one person is here i like to here in the departments component to conduct our presentations a little bit. If you want to join in and in our perspective i know you have our team members out there i personally want to acknowledge my friend jeff who retired as City Employee working with chief it is important good morning. Thank you for all you do im with the Workforce Development and just need to say an absolute honor partnering with with attica bowden, founder of city emt and thought a Pilot Project to secure general funds and now honestly a part of our workforce family it is currently if you wanted by the Keeper Initiative partnership with provides educational Career Pathways for the black communities and been a pleasure working being this team. And seeing all the success in the past years. I appreciate those remarks i dont know if you want to acknowledge your colleagues who joined you, you i love to starting with jeff who recently retired but still in connection with our team that helps to connect us with this day. I have francois our healthcare manager and oversees our training and charley our training manager with hospitality. Thank you for the comments and participation. Attica bowden, founder of city emt if you can return at this point any comments in terms of this presentation. Vice president morgan yeah. Thank you attica for your presentation and the rest of the folks testimonies really appreciate what youre doing i cant say enough about the service and definitely needed out there, you know. Because especially for young girls of color it seen someone that did it and successful though, know they can do it, you know. And keep this thing going and the diversity going and better for everybody. And i just want to thank you, again. And thank the city Work Development for the great job and the support theyve giving you and besides city funding do you get funding for the state as well. We have not thank you for that acknowledging all the work in the partnerships we have not achieved state funding yet but we have been able to be grand for some donations within the city funding foundation. Thats good news i want to say keep up the good work and i appreciate you saying that. Thank you. Commissioner fraser. So impressed and moved by your presentation thank you. Your team and especially you the program you got me misty there this is the kind of thing our kids need our local kinds really need and the support. And im a retired nurse and all for everyone getting this training in their careers how hard you had to work to get this on the ground you mention one of you mentioned not only got graduates can be emts but be dispatchers and other careers that is an ousted combroith of this training correct. This is correct that is an ought growth what we find from data with our organizations has been in existence for 10 years the ems cooper and the 1 hundred and 13 of our students that maybe 40 percent 45 percent would like to enter the emt other than firefighters segment and with great awareness i know an option this 20 percent would like to entering clinical setting the emergency dispatch 15 percent like to return to school with that data we are now nurturing new relationships to offer additional programming and working with dph for the 9910 internship we created a partnership with San FranciscoFire Department and been speaking with the department of emergency in regards to theyre testing where they are moving would be a more diverse policemen we are working on those two additional pods. I think youll have the full support of the commission and sure the department and and Workforce Development a lot of work i know that but also support you in the b word and getting us into the laughter. thank you. Thank you. Thank you very much. Commissioner fraser. Um, im going to have a few comments. You know. For me it feels important as president to have an agenda decided this presentation. For november and december were down to one meeting so presenting things are all over the place and every once in a while you feed a positive presentation this is what it means for me. And it is really important i appreciate christine and others coming this morning and participating but this goes around to where myself as a staff person for example, and my supervisor was jeff every man in that program goes to college and im sharing teaching Critical Thinking i dont know if you were a sophomore or junior but in high school and wanted folks to share that and what Goes Around Comes Around in terms of this. For me to be able to have that interaction ill see you in the relationship as a member of the department and have you retired and continue this concept for the neighborhoods in the fillmore area is great thing but in terms of Public Service and discussion in terms of other people i search for a program to me has all the keys im proud of the Fire Departments from the grassroots in terms of the track to come into the department to work with the black firefighters and to work with the city economy of San Francisco economic Workforce Development. And your team with jeff and to be able to pull that full circle in terms of developing alma mater and anxious to hear how it goes. And if it quo good well, no such things but so it is really a great thing to be able to have you come in knowing that all of this we can share with our colleagues and department all of this as connected within the collaboration Nothing Better than communicating to the department to the city and county of San FranciscoWorkforce Development to the students to have alma mater with those. I want to say all of that because ive been waiting a long time for those presentation and how positive in terms of the workforce that is out there so i want to say that. And um, thank you all this morning for your participation and staff and Workforce Development and colleagues jeff moore. Thank you. Thank you. President nakajo that was 35 years ago. Not that i thank you for not aging i wasnt going to bring it up age on behalf of this but i do see that the amazing point the city has come full circle 35 years ago and recognizing that the young adults need a little bit of support to get their ship moving and their career journal i thank you, again. For allowing us and allow us to come back and give updates when time avails on the busy Fire Department commission. Thank you. clapping. too president david please hang around as we conduct. Item 10 adjournment and im not item 11 adjournment. We want to adjourn this meeting in the memory of Dianne Feinstein and her granddaughter and family. The meeting is adjourned. I view San Francisco almost as a sibling or a parent or something. I just love the city. I love everything about it. When im away from it, i miss it like a person. I grew up in San Francisco kind of all over the city. We had pretty much the run of the city cause we lived pretty close to polk street, and so we would in the summer, wed all all the way down to aquatic park, and wed walk down to the library, to the kids center. In those days, the city was safe and nobody worried about us running around. I went to high school in spring valley. It was over the hill from chinatown. It was kind of fun to experience being in a minority, which most white people dont get to experience that often. Everything was just really within walking distance, so it make it really fun. When i was a teenager, we didnt have a lot of money. We could go to sam wongs and get super soup for 1. My parents came here and were drawn to the beatnik culture. They wanted to meet all of the writers who were so famous at the time, but my mother had some serious Mental Illness issues, and i dont think my father were really aware of that, and those didnt really become evident until i was about five, i guess, and my marriage blew up, and my mother took me all over the world. Most of those ad ventures ended up bad because they would end up hospitalized. When i was about six i guess, my mother took me to japan, and that was a very interesting trip where we went over with a boyfriend of hers, and he was working there. I remember the open sewers and gigantic frogs that lived in the sewers and things like that. Mostly i remember the smells very intensely, but i loved japan. It was wonderful. Toward the end. My mother had a breakdown, and that was the cycle. We would go somewhere, stay for a certain amount of months, a year, period of time, and she would inevitably have a breakdown. We always came back to San Francisco which i guess came me some sense of continuity and that was what kept me sort of stable. My mother hated to fly, so she would always make us take ships places, so on this particular occasion when i was, i think, 12, we were on this ship getting ready to go through the panama canal, and she had a breakdown on the ship. So she was put in the brig, and i was left to wander the ship until we got to fluorfluora few days later, where we had a distant florida a few days later, where we had a distant cousin who came and got us. I think i always knew i was a writer on some level, but i kind of stopped when i became a cop. I used to write short stories, and i thought someday im going to write a book about all these ad ventures that my mother took me on. When i became a cop, i found i turned off parts of my brain. I found i had to learn to conform, which was not anything id really been taught but felt very safe to me. I think i was drawn to police work because after coming from such chaos, it seemed like a very organized, but stable environment. And even though things happening, it felt like putting order on chaos and that felt very safe to me. My girlfriend and i were sitting in ve 150d uvios bar, and i looked out the window and i saw a police car, and there was a woman who looked like me driving the car. For a moment, i thought i was me. And i turned to my friend and i said, i think im supposed to do this. I saw myself driving in this car. As a child, we never thought of police work as a possibility for women because there werent any until the mid70s, so i had only even begun to notice there were women doing this job. When i saw here, it seemed like this is what i was meant to do. One of my bosses as ben johnsons had been a cop, and he i said, i have this weird idea that i should do this. He said, i think youd be good. The department was forced to hire us, and because of all of the posters, and the big recruitment drive, we were under the impression that they were glad to have us, but in reality, most of the men did not want the women there. So the big challenge was constantly feeling like you had to prove yourself and feeling like if you did not do a good job, you were letting down your entire gender. Finally took an inspectors test and passed that and then went down to the hall of justice and worked different investigations for the rest of my career, which was fun. I just felt sort of buried alive in all of these cases, these unsolved mysteries that there were just so many of them, and some of them, i didnt know if wed ever be able to solve, so my boss was able to get me out of the unit. He transferred me out, and a couple of weeks later, i found out i had breast cancer. My intuition that the job was killing me. I ended up leaving, and by then, i had 28 years or the years in, i think. The writing thing really became intense when i was going through treatment for cancer because i felt like there were so many parts that my kids didnt know. They didnt know my story, they didnt know why i had a relationship with my mother, why we had no family to speak of. It just poured out of me. I gave it to a friend who is an editor, and she said i think this would be publishable and i think people would be interested in this. I am so lucky to live here. I am so grateful to my parents who decided to move to the city. I am so grateful they did. That it neverrrrrrrrrrrrrrrrrrr it did take a village. I was really lucky when i was 14 years old to get an internship. The difference that it made for me is i had a job, but there were other people who didnt have a job, who, unfortunately, needed money. And they were shown to commit illegal acts to get money. That is what i want to prevent. [ ] today we are here to officially kick off the first class of opportunities for all. [applause]. Opportunities for all is a program that mayor breed launched in october of 2018. It really was a vision of mayor breed to get to all of the young people in San Francisco, but with an intention to focus on young people that have typically not being able to access opportunities such as internships or workbased learning opportunities. Money should never be a barrier to your ability to succeed in life and that is what this program is about. Theres always these conversations about young people not being prepared and not having experience for work and if they dont get an opportunity to work, then they cannot gain the experience that they need. This is really about investing in the future talent pool and getting them the experience that they need. It is good for everyone because down the road we will need future mechanics, future pilots, future bankers, future whatever they may be in any industry. This is the pipe on we need to work with. We need to start developing talent, getting people excited about careers, opening up those pathways and frankly giving opportunities out there that would normally not be presented. [ ] the way that it is organized is there are different points of entry and different ways of engagement for the young person and potential employers. Young people can work in cohorts or in groups and thats really for people that have maybe never had job experience or who are still trying to figure out what they want to do and they can explore. And in the same way, it is open for employers to say, you know what, i dont think we are ready to host an intern yearround are all summer, but that they can open up their doors and do site visits or tours or panels or conversations. And then it runs all the way up to the opportunity for young people to have longterm employment, and work on a project and be part of the employee base. Something new, to get new experience and meet people and then you are getting paid for it you are getting paid for doing that. It is really cool. I starting next week, i will be a freshman. [cheers and applause] two of the things i appreciate about this program was the amazing mentorship in the job experience that i had. I am grateful for this opportunity. Thank you. Something i learned at airbnb is how to network and how important it is to network because it is not only what you know, but also who you know to get far in life. During this program, i learned basic coding languages, had a had to identify the main components and how to network on a corporate level. It is also helping me accumulate my skills all be going towards my College Tuition where i will pursue a major in computer science. For myself, being that i am an actual residential realtor, it was great. If anybody wants to buy a house, let me know. Whenever. [applause] it is good. I got you. It was really cool to see the commercial side and think about the process of developing property and Different Things that i can explore. Opportunities for all was a great opportunity for all. We were aiming to have 1,000 young people register and we had over 2,000 people register and we were able to place about between 50 and did. We are still getting the final numbers of that. Over several weeks, we were able to have students participate in Investment Banking they were able to work with our team, or technology team, our engineering 20 we also gave them lessons around the industry, around financial literacy. There are 32,000 young people ages 16 and 24 living in San Francisco. And imagine if we can create an opera skin it just opportunity for all program for every young person that lives in public housing, affordable housing, low income communities. It is all up to you to make that happen. We have had really great response from employers and they have been talking about it with other employers, so we have had a lot of interest for next year to have people sign on. We are starting to figure out how to stay connected to those young people and to get prepared to make sure we can get all 2400 or so that registered. We want to give them placement and what it looks like if they get more. Lets be honest, there is always a shortage of good talent in any industry, and so this is a real great career path. For potential sponsors who might be interested in supporting opportunities for all , there is an opportunity to make a difference in our city. This is a really thriving, booming economy, but not for everyone. This is a way to make sure that everyone gets to benefit from the great place that San Francisco is and that we are building pathways for folks to be able to stay here and that they feel like they will belong. Just do it. Sign up for it. [ ] [ ] San FranciscoHealth Commission secret call the role. Commissioner chung present. Commissioner christian present. Commissioner giraudo present. Commissioner green.
