This is my report since our last Commission Meeting on september 27th. clearing throat a lot of things have been going on in the last few weeks for the most part i offer my condolence for the loss of Dianne Feinstein and our form mayor and senator. Big, big loss. And so our hearts go out to her. And um, her um, whole family her the senators granddaughter. So in the past couple of weeks was a latino heritage celebration at city hall i attended with some of my colleagues the foundation had a fundraising i dropped by at. And um, as always they continue to do a great work and raise money for the betterment of firefighters lives we sent out offers to the academy and sent out invitations to people for the one three three and possibly the 1 three 4 for a october 14th activity if i like to attend. Please feel free will be a morning and afternoon session on Treasure Island it is good way for the young people to see had strengths before they. Could to an academy and helpful to be mayor strengths as well. Fleet week has been happening in the past week. Um, really, really proud of all of our members and especially chief brown for all the coordination and work for fleet week as well as deputy chief its been a long time coming. On ems side and really so much work done a huge lift and um, a huge lift normally and the same thing that is a much bigger lift but we were able to attend my staff and i and other reception on the ship was exciting. And our folks really stepped up to do everything they need to do for the boat in the water or dives ready to through from our east boat or what have you so, so much great work ill really, really proud of the fleet week the department we lost our former mayor Dianne Feinstein she loved california and loved San Francisco and loved her Fire Department we loved her as well. And so you may know we were able to meet commissioner feinstein and nancy pelosi and the casket containing Dianne Feinstein we met her casket at the airport and had quite a few of our members to receive her. And we also were able to receive her as city hall on the morning she laid in state. That was a huge honor for us and may or may not noticed that we had few of our members were pallbearers for her on the day. One was equivalent deputy chief and the other was altogether hunter and may or may not know the story of feinstein but women first came into the department was Dianne Feinstein was our mayor. The first women in the department were nicknamed fin stop sign and one was the daughter christine one of the pallbearers so full circle i know they were able to to commissioner feinstein that day really kind of a um, just a sweet little story. And obviously the Memorial Service was very hot that day we are totally prepared with the ems and other resources. And in deed we met at the end of the event when people were overheated so we took care of business i. For the report this month nothing out of ordinary for a total call 0 volume boxes total 124 one less than one last month the greater alarm an adMission Street the second alarm with the commander chief rabbit in attendance if you have any questions for him the alarm struck 8 minutes after midnight on this fire and one injury. It was initially reported and intersection of 26 and the fire on the alleyway you see it they initiating conducted operations in the rear building and found it was incidentally pillaging own the siding so when rescue two arrived on scene tasks with moving to the front of the building and determined the street address of this and decision three took control and began fire hydrant operations and it is 2975 mission a twostory building and the exposure for 2969. They led multiplegenerational lines with a 2 1 2 line to force before on the mission side and experience as a hoarding conditions and the building was under construction two it fires difficult to fight and control. Unified ad hoc and san ma they overcame the initial issues and divided the fire and allowed one unit to address the building that was actually still inside of the city limits of San Francisco and also resolved with the minimal fanfare no injuries but Lessons Learned as promised at the last meeting it brings up the idea of mutual aid a typical response for a board to border of the city across the jurisdictional boundary will have automatic aid we dont have an agreement with the municipalities necessarily what happened is literally the next address was daily city they had a report of a fire in neither jurisdiction. What is required for success in a mutual aid finding of the operations mutual communications we have and after this item our radios do it and we have a process under chief darcy as radio and continued we didnt have the capability to speak to the units so we have a common tool in the tool box of all our units that operate on the border and carry tools that allows us to operate across jurisdictional boundary no hindrances in the operations tighten up our communications. We dont have necessarily a another aid is immediate need request from another county ill got to one six those in a moment set up there the master mutual aid agreement for the ability to respond across boundaries and then i want to add for that week it was fleet week. So in the month of august an example of an immediate request if the city of oakland. There are now a number of 50 but the queen of the fire is saint france and requested the ability to apply for 1,000 gallons of water to the large debris fire and there for hours and needed assistance to the port and city of oakland in reducing the cage that that fire caused it is example of an immediate need and next is the 5. 11 box a unit or a strict team we are able to assembly no notice at the training under the leadership of our battalion to respond to the immediate area this has happened with frequency over the years and we maintain our ladyness and training we can respond in that way. Last month we deployed on the request through the aid agreement for the context and other fires in north part of state where 240e had wild interface fires i see, you know. This has been presented in the past part of this that would be trying a buildout as an agency the use of single resources not just the strike Team Requirement and the is only resources under the leadership of our mutual aid chief backer and brown and Management Team. They then this week fleet week brings us to the kieven authorities or dispatcher for fleet week we are familiar with a lot of the like you see our training with sale loser and me and my taking a ride on the helicopter were familiar with those activities but in the background of this is the actual work of developing the ability between the military and the kieven authority and chief canyon is the picture on the right is patching the radios the military radios into civilian so with that fleet week and the operation we were able to achieve air to ground communication where navy and mandrin helicopter able to patch the radios in a way that allows us to speak across the city to each other and as i it was no mean feet took a year of planning and technology, and choices to get us to this place but San Francisco and this week supportive d is the first time the military is able to achieve this is a great, great victory for the San Francisco Fire Department and the navy will take this process and operationalize it as they plan for the scientific authorities he terrific it is what it is on the slides and we move to the bureau fire preservation this the our openhouse week. One is when youre talking about having a fire on the border with another jurisdiction that is interesting and this may assigned like a question but i divide this by geography or how do itself divide the covet. Thank you for that that is kind of a unique situation where literally the border of the city and the border of the county is in the incident; right . This was not typically the need for a response general youll see a fire of this size and multiple jurisdictions responding. It will be based on the proximity to the incident so san mateo will respond theyre closer to it because this was in the city and county of San Francisco would be a San Francisco response continue to draw from our jurisdiction to address the fire in the city. Um, the way it was divided at the incident was primarily based on that boundary the understanding the north units have the access to the yard and the finding we have the neighborhood and access to the fire building that was the division will be at the decision the commander and operating with the unified command will see who takes the overall command and divide the tasks in that way no rule that says this part is in our town and that part in our town. If we are talking about acreages a acreages of brush sometimes that is how it occurs but in this incident no. Here to make a brief presentation on the grants we recently received a donation heard they next meeting fortunately since i submitted the application the amount has increased needs to be reagendized for a future meeting but the reasoning is well be receiving a large donation i can speak to that but in general have by an with grants recently and more so in the difficult environment were in and thank the grant riders and thank the assistant deputy chief. calling names. and superintendent of schools theresa axford. Services mike for assisting and the planning and execution of the grants a little bit of tiff and the posts have been busy on a few opportunities were wrapping the donation but before you on the next few the first item which is called a request for that we have submitted. An award for a 2022 Port Security Grant Program award valued at 112,500. The goal an annual program to help assist with Port Security and waterfront and for this project we applied for for the firefighters training and requested the funding to assist with that and developing the curriculum for that training is before you is a request to approve this item this is one of the steps we have for formal assistance over a grant of one hundred thousand dollars needs to go through do board and the fixing is the first level of that ill be happy to answer any questions you may have. Welcome attica bowden, founder of city emt thank you for your patience and the team that here and welcome and congratulations and share your experiences from the department welcome. Thank you president nakajo. I want to thank i want to start by thanking numerous people jeanine nicholson, chief of department. And her command staff and definitely want to thank the vi staff conducted with shawn buford and more importantly the staff of ems from the folks truly and the internship and those who put in the hard work to become fulltime emts with the Fire Department i look behind me and greeted what we call golden there are few that dont have some hand in assisting us with a partnership with the Fire Department theyre humble in our ask and first introduce myself my name is attica bowden, founder of city emt a native san franciscan i grew up in the fillmore district. I am a retired um, assistant fire marshall from the San Francisco Fire Department. Retired last june completed 25 years of service in the department. When i walked into the depth in 1997 had approximately 40 africanamerican females. As i was excited we pled my 25 year walking out maybe 25 africanamerican females not an increase but decrease i realize that the continued improvement is anymore than being a representation by being if uniform was going to take more than that that is part of what created the feed for this Pathway Program called city emt in early 2020 i was led to who i call my little brother is lieutenant anton davis and president of the black Firefighters Association we met with the executive director of a program that was already in xinsz in alameda called the d ms and begun pitching the program to shareholders and almost as Christmas Present at end we received word that the Nonprofit Organization i founded id like to suspicious will receive a 200,000 Pilot Program for the first cohort we held our cohort in january of 2021. So we are started this program with lots of wrinkles to iron out those along the way we the city and two families residential design stashl an Amazing Program that is truly changing the trajectory of our young adult lives would not not have been afforded access to such a great opportunity. It is impossible for us to provide this opportunity. Without my team we call ourselves a family. I want to give some space for a few of our staff and alma mater members to in the language they hold within our program i want to introduce a person that is really boots on the ground for us and this is my Program Director chinning 10 will speak to where we are now and current successes. Welcome. Good morning clearing throat . My name is christine and have a part of the city emt since cohort one in february of 2021. This cohort along with all the ones have their ups and downs and taught us exactly what we needed to be better not only for ourselves but for those in our community. With now 5 cco horticultures in under our belt and halfway through our 6 have accepted around one hundred and 13 young adults and 88 sorry we have accepted one hundred and 13 young adults of those 78 have successfully completed and graduated from city emt. 72 of our alma mater and around mo having 40 have been placed in Public Private partnership with the San Francisco Fire Department or private Ambulance Companies such as amr Royal Ambulance and americans and others. With the success of each class, it has allowed for us to also increase our class size by 10 in the past two weeks and cohort one, 14 and with three class cohort 25 students in a class. One thing that makes the city emt constant out for from programs is our continued alma mater support our students know they can come to us, we reassure them once their accepted were all family and will always help them. I now would like to introduce one of our alma mater from cohort three anthony. Thank you. Thank you. Good morning id like to speak where i was before and where i am now. Before city emt like i was drifting through my life and it has i decided to take a year off and working in a warehousing i didnt feel like my life was going anywhere and i was still drifting. Until a year later in 20192020 i heard about this program and the following year in february i got my acceptance letter and february 8th i was like. Okay. I have to get out of here he, he prematurely quite my job and later on read that the city emt class didnt start until 20 days later oh, im out of a job but i need to do this. So i powered through and completed the class and city ems helped me at this time from the emt to the San Francisco Fire Department internship though offered that opportunity has been afforded to me because i got the city ems if not for them i wouldnt have been afforded this opportunity. This Program Hopes myself and young people given the same opportunity and theyve bestowed an opportunity for all the windfall people i didnt have this wonderful opportunity they helped me throughout my interview process which i am right now trying to work for the Fire Department local one h3 and helping me and giving me a safe space to be myself and not be nervous. This program is a Wonderful Program and up lifts young people and regardless of the things they do with their lives like once our part of the city emt youre part of the family and that separates us from others supports the alma mater and wanted to say thank you for letting me speak and i really appreciate. And if that program yeah similar blue print, however, San Francisco do it our way that has been proven successful and i like to thank the staff and city emt for the hard work they the that in day to day to make an impact this is a foundation for the students and everyone and want to be a firefighter how have we have a large number that do and dike in our power to insure theyre on the right path and ronnie to become a quality candidate and we have students in the classes and dispatchers throughout the city and county of San Francisco and the world one of our students wanted to be a doctor but travel the world and will be starting school so city emt is a foundation for our students to achieve anything though would like what the assistance and they have the resources. It is not consistent across the board thank you, thank you guys for allowing us to speak and thank you for this program and that concludes my report. And im a retired nurse and all for everyone getting this training in their careers how hard you had to work to get this on the ground you mention one of you mentioned not only got graduates can be emts but be dispatchers and other careers that is an ousted combroith of this training correct. This is correct that is an ought growth what we find from data with our organizations has been in existence for 10 years the ems cooper and the 1 hundred and 13 of our students that maybe 40 percent 45 percent would like to enter the emt other than firefighters segment and with great awareness i know an option this 20 percent would like to entering clinical setting the emergency dispatch 15 percent like to return to school with that data we are now nurturing new relationships to offer additional programming and working with dph for the 9910 internship we created a partnership with San Francisco Fire Department and been speaking with the department of emergency in regards to theyre testing where they are moving would be a more diverse policemen we are working on those two additional pods. I think youll have the full support of the commission and sure the department and and Workforce Development a lot of work i know that but also support you in the b word and getting us into the laughter. thank you. For november and december were down to one meeting so presenting things are all over the place and every once in a while you feed a positive presentation this is what it means for me. And it is really important i appreciate christine and others coming this morning and participating but this goes around to where myself as a staff person for example, and my supervisor was jeff every man in that program goes to college and im sharing teaching Critical Thinking i dont know if you were a sophomore or junior but in high school and wanted folks to share that and what Goes Around Comes Around in terms of this. For me to be able to have that interaction ill see you in the relationship as a member of the department and have you retired and continue this concept for the neighborhoods in the fillmore area is great thing but in terms of Public Service and discussion in terms of other people i search for a program to me has all the keys im proud of the Fire Departments from the grassroots in terms of the track to come into the department to work with the black firefighters and to work with the city economy of San Francisco economic Workforce Development. And your team with jeff and to be able to pull that full circle in terms of developing alma mater and anxious to hear how it goes. And if it quo good well, no such things but so it is really a great thing to be able to have you come in knowing that all of this we can share with our colleagues and department all of this as connected within the collaboration Nothing Better than communicating to the department to the city and county of San Francisco Workforce Development to the students to have alma mater with those. I want to say all of that because ive been waiting a long time for those presentation and how positive in terms of the workforce that is out there so i want to say that. [music] my name is husheem anderson a lieutenant with the San Francisco Fire Department born and raised in San Francisco, grew up in western addition. Both my parents worked for the city. My dad was a custodian with San Francisco School District and mom a muni driver. When i grew up in San Francisco i never thought of the fire service as a career. Not because i didnt want to be a firefighter, i just didnt know anything about it and it was literally the experience of trying to figure what i was going to do with the next part of my life where i decided to go to city college and take a couple classes. That is when i discovered there was actually a Fire Science Program program emt program and paramedic program. If it wasnt for that opportunity to get the Education Training and meet several mentors that are some of my grood friends today, i dont think i ever would are have pursued this career. I was interested in becoming a paramedic so i did Work Experience at the ems division when it was actually in the presidio, completed that program, did my paramedic internship at the same time i volunteered with San Francisco fire reserve and able to learn a lot of hands on skills associated with becoming a firefighter. San francisco went through a period of 7 years without hiring, so we hired about a 130 people off of the 2001 test which is the first fire test that and ever sat for, so i took that test, did pretty well on it test, interviewed, didnt do as well as i liked so they hired 130 people off that list and didnt hire again for another 7 years, so here i was training to do a job where i was really excited, but there were no jobs after 911 so things slowed down and once the Fire Department started hiring again i was in the second class hired full time in 2012. Because of the experience i had here at city college, it was always really important for me to be able to give back. So, when i got to the Fire Department, i didnt have a college degree, and in order to teach at a Community College you need a college degree, so quhile i while working as a firefighter i got my degree from Saint Mary College so i got a bachelor degree. I teach firefighter 1 and 2 curriculum for the program at the college. After i promoted to lieutenant, then i applied to be a instructor down at the Training Academy because i always loved to teach. My past experience is really helpful in terms of how im able to break down information and pass it alodge to brand new firefighters. So, for myself, i didnt know very many people of color who worked in the San Francisco Fire Department. As African American working in this department i always felt a obligation to be that example, to provide a roadmap for folks who look like me, who come from communities that i came from to make sure they have the same opportunities. Now as a San Francisco firefighter i can tell you if you work hard, you get along with people, you will be welcomed into this department but we can also do a better job of representation. To me as a Company Officer when im on the fire engine or truck it is so helpful to have a rig where members can relate to the public we respond to. To me that Cultural Diversity of the members on our fire engines, on the ladder trucks is important because if we can do a better job of representing the community that we are serving, i think we do a better job of relating to the community that we are serving, and to me that is something that is really important. And it of the great and therefore, be it resolved that worked out and after the lgbtqia this is my work with one was unintelligible sirens what i thought way back when that being a firefighter that was not something i thought i could do. And i think that a lot to do would not seeing my in the representation of what a normal firefighter will be so i really like to make an effort when im at work to have other girls little girdles and boys seeing me though orientation or race or any other orientation we want to be able to be that person and know they can do the job if they want to. As a mom i feel like a different person actually. That pretty interesting to have a stark difference in from the person i became a mom in the fire serve and the person after the Fire Services being a mom is a learning exercise and the same going back to the fire service youre heart is a little bit more vulnerable i like being a mom the harder thing ive done and prior to being a mom this job or some of the things we do on the job are some of the harder things that kind of levels each other out so i okay. Come to work and feel like im cable and can go home and capable a whole i didnt sound familiar do you keep on getting up theres an easier way.
