As a former budget chair and as a supervisor that sat on the Budget Committee five years in a row and has been through 14 budget processes in these halls, i can tell you that 3 in the morning on the last night of the budget all most every year we are battling around this issue whether or not to give cost increase to non profits and collectively it is a big ticket item because we rely on non profits for meeting the basic needs of our residents in major major ways. So, this legislation fixes this problem so it is no longer part of the 3 a. M. Negotiation every budget year and does so in two ways. One, it requires departments to make multiyear contracts with non profits if the service is expected to continue. There might be Pilot Projects only a year or special funding only for a year, but in general we contract for Ongoing Services so contractsso, departments are expected to create multiyear contracts. Two, departments are supposed to include the cost of living increasescost of doing business increases within that contract, so that non profit can rely on that increase that comes in their expenses and payroll every year but not funded by the city and often dont find out until 3 a. M. In the morning the last minute on budget day whether or not that will happen. That means it is very hard to plan, very hard to hire and insure you can retain the staff you need to provide the Excellent Services happening all over the city. So, it is just a very simple piece of legislation. I want to thank so much our incredible controller, Ben Rosenfeld who convened a non Profit Working Group and his wonderful staff who came up with these two items as potential options for making the process more streamlined and make a lot more sense, and i also want to thank santiago [indiscernible] from my office who has been working on this piece of legislation for quite some time. Colleagues, before us today is the trailing legislation to implement the empty homes tax, november 2022 ballot measure approved by 55 percent of San Francisco voters. The tax, which will apply to buildings of three or more units that are vacant for more then half the year with exceptions takes effect january 1, 2024. I wanted to take the opportunity to remind non exempt Property Owners with vacant units that now is the time to take steps to fill empty homes, which has been the intent of this effort from the start. Prolonged vacancies after january 1, 2024 may be subject to this voter approved tax. Also, wanted to extend sincere thanks to our treasurer, sis nar osand his team at the office of the treasurer Tax Collector for all their work on helping to shape the policy and take the lead on the implementing ordinance before us today. Lastly, want to thank faith in action bay area for working closely with our office on this effort and including making sure that the revenue from this measure is used as intended by the voters of San Francisco. Item 42, this item approves the third amendment for services at the cova shelter for 10 month extension and total term december 18, 2021 through august 31, 2024 to increase agreement amount for new total of 15 million. Thank youism before we vote on this, i noted that the budget and legislative analyst called this out as a policy matter for the board of supervisors as opposed to the other two Grant Agreements amendments with Community Service item 43 and 44 and wanted the budget legislative analyst to tell us why and what is being done about the concerns expressed in their report. You are asking about 42. This resolution approves extension of the hsh Grant Agreement with ecs to operate a shelter at the cova hotel which was a shelter in place site that is now used as a shelter and when we look at any contract we look at the performance on that contract and the contract is compliant with various requirements that are in that contract and in this case, there was essentially a complete failure of ecs to live up to the operational and agreement. They were not doing staff training or [indiscernible] or wellness checks or making sure people entering housing were document ready, and resulted in the site manager that was a ecs staff person replaced. Typically, when there is a low performance we would only recommend a one year extension, but this isnt a multiyear agreement, this is extended through august 2024, which is when the city booking agreement for that site expires, so i actually think it makes sense to still given the scale of the shortcomings to have a check in during the budget process because hsh is going into that site january to do a midyear review, but still check in at the budget process to see if it makes sense to continue funding this service in the new budget year, which is particularly important because the funding for this service is now moving from a state source to the general fund, so this is now a primarily locally funded program, and i think if the performance has not improved and there hasnt been a alternative provider identified i recommend terminating funding for this service during the budget process. I just wanted to mention that we had a good discussion about this at committee that one of the major changes is they hired a new site manager for the building, and they are already noticing changes. They are also going to come and give us regular updates on this particular site and especially give us an extensive update before the budget process. Thank you supervisor ronan. Item 43, approves the third amendment for Property Management and Supportive Services at the henry hotel, permanent Supportive Housing site to extend grant by 20 months for total term of july 1, 2019 through june 30, 2025 to increase agreement amount by 4. 8 million for new total of 14. 6 million. Thank youism colleagues you are in attendance with a number of we call them white supremacist participated remote ly as those cowardly individuals like to hide in the internet and remote Public Comment as they unleashed a torrents of racist comments we thought we were immune in San Francisco but are not which lead me to introduce this change to our board rules and reverse my previous position that i expressed when the covid19 emergency was ended and we had to take a vote on what we wanted to do with the relatively recent 3 year old advent of remote Public Comment. I do this with a heavy heart and as i said in committee, am more then open to exploring alternative legal and functional measures that might allow the return of Public Comment, which could be changes to the brown act at the state level that allow us to block numbers from the sources of this hateful speech or technological changes that right now are not practical and too costly relative to achieving some delays, so those speakers can be weeded out, but neither of those things are before us today, but i remain committed to exploring that. With that, i will turn it over to supervisor preston. Thank you president peskin. I think we all share a goal of trying to screen out the hate speech that you described, which is not only irrelevant to the proceedings and jurisdiction before the board, but really has no place in our discourse, so i share the goal of trying to screen that out. Im not convinced that the only avenue to doing that is this proposal to eliminate accept in narrow circumstances remote Public Comment and i think on the other side of the scale, we all know are the constituents who i heard loud and clear from who are working people calling in from their jobs, seniors, parents with Young Children who are not able to be here and sit for hours through our proceedings to be able to speak, so i recognize the complexity trying to balance that with us having our hands a bet tied by state law in not being able to do some things that would be common sense as you describe for example, blocking the known number that is hate speech or just anonymous numbers and things of that nature. We are limited under state law in what we can do, but i am concerned about the process. This was just heard in committee yesterday. I think with more time and if there were interest among colleagues i think we could explore alternatives, including possibly a delay from when the Public Comment remote Public Comment is given to when it is broadcast, and so that would be my preference would be to continue doing that rather then eliminating most of the Public Comment until the state law changes. I wont be supporting this today and look forward hearing the views of colleagues. Thank you supervisor preston. Supervisor engardio. Thank you president peskin. Colleagues, remote Public Comment helps many people who couldnt be here to have a voice and helps people disabled, have difficulty traveling the city hall, helps parents who never are able to attend a meeting while tending to kids but can call in while making dinner. Helps people who work during the day and cant take time off to come to city hall. As we experienced, remote Public Comment has a horrible dark side, anonymous callers yelling ugly and racist words. Now we are faced with a choice to end Public Comment because of a few hateful people. I heard from many san franciscansthey do not want us to end it for all. They point out that many ugly things have been said during inperson Public Comment. They point out that the clerks are vigilant cutting people off who cross the line. One sunset resident among many i represent suggested workarounds. A time delay. If the law allows requiring remote callers to register in advance, but the point is, we should try different ideas and see what works before giving up remote Public Comment. Lets be creative how to make government more accessible. We need to find ways to Foster Health y Civic Engagement not limit it. Easier access benefit parents, seniors and disabled people. Colleagues, while i appreciate the intent behind this legislation to protect against hate speech we have been subjected to, i also do not believe that this is the solution and i will remain consistent with my position on this issue, which is that remote Public Comment provides a opportunity for many residents to engage that would not otherwise be able to. It is not just people with disabilities, but also people who have caregiving responsibilities to seniors to folks in their homes. People unable to take the hours off of their work day to be at city hall or cannot afford to. People with mobility issues that may be temporary in nature and yes are, new parents, new mothers in particular who are breastfeeding. The few that have abused the system should not be the reason to limit the ability for every day residents to engage in the policy making process, and as such i will not be able to support the change of the rules and i hope we can find a way to strike a balance, because i believe that as department one, the board of supervisors, we are the most forward facing Public Entity in the city and county of San Francisco, so i also want to take time to commend the clerk of the board for her and her extraordinary staff along with a team at sfgovtv and department of technology for having taken us through the pandemic and for now implementing a system and having gone above and beyond to take us into the era of these remote meetings with elegance, with grace and with [indiscernible] i really appreciate you madam clerk. I do believe it is our duty to increase engagement, opportunity and transparency as part of a open accessible government, so i do hope we can find a better path forward. Thank you. I just wanted to really repeat what i said in committee and i want to thank for proposing this change and want to be clear that this will not have a negative effect on people with disabilities. Not have a negative effect on seniors and not just about the racist and demonizing comments people make when they call in, but for me also about the fact i dont want to represent people from florida or texas and their opinions here in the board of supervisors and people have taken advantsage of that through remote Public Comment and very unfortunate so 100 percent in support of this and want to make sure people understand, we are not eliminating remote Public Comment for people who have disabilities and people who are seniors and people not capable of coming into the chambers, so i want to be clear and want to make sure anyone who creates that narrative, everyone understands it is not factual. I will start with the first one highly deserved and some of you may know of a constituent of mine, a writer and a New York Times cross word puzzle creator Andrea Carla Michaels as the pizza lady for one woman crusade over many years to obtain and reheat and redistribute unsold pizzas from the polk street corridor and beyond to unhoused. Neighbors on the street throughout the Lower Nob Hill and lower polk area. Apitomize the spirit of Civic Engagement and Neighborhood Community building and at a time when the relentless turn of cynical politics, negative press release and toxic sound bites dampered grass new organizing community building, andrea is the grounded neighborhood leader that believes the solutions to the city problems lie with positive and good faith collaboration. When she organizes a Community Cleanup our neighborhood event it isnt because she needs a vote or money or press plug or 501c4, she just loves her neighborhood and the city and she says, i dont think there is anyone who is not willing to help a neighbor and her Actions Prove it. Her Civic Engagement doesnt stop there, and are i think some of you may have seen this article recently. So many of us have sadly seen the aftermath of a burglary or car breakin with ids and papers and photos and backpack on a sidewalk. When andrea found that police were not accepting those stolen items or able to pursue the time intensive effort of finding who the owners of those items are, given their workload, andrea decided to take matters in her hands. When the various city departments were not able to help focus the effort entered a 10 Week CommunityPolice Academy force in 2018 helping to identify how she could be essential part of apparatus to initiate sfpd citizen lost and Found Program and when that didnt work, i do note assistant chief lazar is taking active interest, she set up a simple website, lost and found San Francisco. Com to centralize her math making efforts and sleuthing efforts to collect theetum and stores them and at her home or at a friends home where she meticulous catalogs them, looking for any identifying information that can point her towards the original owner of the stolen often irrelaceable property often of sentimental and personal value. Truly her puzzle solving mind has been a perfect fit for this work. Work she cheerfully disposes with. Her successes have included reunited a miami family with luggage that included a 8 grade graduation card and 6 year old collection of rocks from the grand canyon. Latest brilliant idea creating centralized dmv hotline for passers by to report smash and grabs so victims respond in a timely manner given now a random citizen cannot report a breakin by license plate and neither can our own sfmta with supervisor safai and i were talking aboutsorry, that was a tangent. Her simple ideas to have the hotline,b quickly send an email there is a breakin to at least attend to their vehicle and report the crime sooner to the police. We know that the dmv is having issues communicating with the sfmta around stolen carsactually that is the state department of justice, but there is still hope that one citizen pragmatic idea can catch hold and help in real time. Andrea you are a delight and phenomenon and grateful to have you. Your optimistic outlook on the future of the city and desire to seek out the best in everyone makes us better and stronger. Your Solutions Based approach to Public Safety not only make sense but inspire more cando attitude on behalf of everyone in City Government and for that i want to thank you and celebrate you. Im touched to get accommodation and just want to say that in the summer of 77, right before i turned 18 i was traveling from my home in minneapolis, alone on a grayhound bus seeing the United States and when i arrived in San Francisco, the clouds parted, my head exploded. I couldnt believe this place existed. I thought it was gorgeous. Everybody was doing their own thing and i felt i had found a home and a place in the world and there was that postcard shop on grant street in north beach that sold these neon postcards that red, there may not be a heaven, but there is a San Francisco and like many folks who came here, San Francisco gave me life and the reason i wanted to address you today is to say, i could just be and honesty 99 percent of that was due to rent control. I could live on top of nob hill, i still do. I could temp, teach english, do comedy for 50 a night and live a very life. In all honesty i never thought i would respond my 50 and 60 in alleys redistributing food and clothes, but these are my neighbors. By the way, i want to say, i couldnt be the lady without the woman who makes and gives me the pizza to distribute and she is here today and so i like to very much share this commendation with [indiscernible] who is nob hill pizza. [applause] i walked in there one day years ago, it was lifechanging and especially in the fraught times, i like to point out [indiscernible] who works full time and a wife and mother and devote muslim and im a jew with [indiscernible] we are very different women who live very different lives but we share San Francisco and San Francisco has provided both of us with the life we only dreamed of, and thank you for thanking me, but i want to say what i do is not a thankless job. I get an outpouring of love and gratitude every day, but usually from tourists and folks lying in the alleys, not folks in [indiscernible] here in city hall. I am not an ernest dogooder. Some sort of unsung hero. I feel very sung. Im just a resident of San Francisco with rent control, so i can literally afford to be out there helping. Rent control supervisor preston for example is fighting for so fiercely is such a important thing. We got to do everything we can please to protect it. The point is, i can do what i do because i can like everyone on this board. Im just trying to right the ship and all i can say is San Francisco gave me my life and i want the folks in the alleys or tourist to be reminded why they came here to begin with. We are a city, the overwhelming majority of residents still want to do the right thing. Glad im not remote today. I just want their heads and hearts to explode like mine did 45 years ago and recapture that feeling that there may not be a heaven, but there still is a San Francisco. Thank you. Before i present this to you, i also want to say, thanks for having the fortitude to stand up to a landlord who did everything he could to try to get you out and i am delighted that you had the courage of standing up and fighting and still in your home. President. Thank you everyone. With that, we will go to our Second Special remarkably special commendation,b which is being presented i believe by supervisor stefani. Are you ready . You want me to do it . Yes, okay. We will do it together, but are you ready to stand up and say words about our friend . [indiscernible] okay. We are honoring carl nulte. Nice to see him in the audience. [applause] i love the last one, especially the sentiment there might not be a heaven but there is San Francisco and the treasures we have in the city include people like carl nulte and i want to thank him and his wife darlene for joining us today. I also want to extend appreciation to supervisor peskin bringing forth this commendation. We talked about it last week and said we have to do something in the board for recognizing a figure whos impact on San Francisco is immeasurableism we know for years of reporting at the San Francisco chronicle, but i always been intrigued by his deep family roots here in San Francisco. With my own family having a history here since 1906, i can appreciate carls strong ties to his german and irish ancestry. Carls career spanned over 60 years of journalism here in San Francisco. He has seen our city through ups and downs and been there to report on all of it. During his time at the chronicle, carl served as journalist and editor and spent time as a war cor spawnant writing about the gulf war invasion of iraq and sf jur mia obrien. Won several awards including distinguished career award and Maritime Heritage award from the San FranciscoMaritime Park Association and holds Honorary Degree from university of San Francisco and California State University maritime acaed omy. In recognition of exceptional career and commitment to principles of journalism express deepest appreciation to contribution to the field and look forward honoring you tomorrow at the iii luncheon. Ill turn it back to you supervisor peskin. Thank you. Carl started working at the chronicle before supervisor mandelman was born but before i was born and got a decade on supervisor mandelman, so that is a long career at the San Francisco chronicle. I wanted to [indiscernible] a couple personal stories about carl. Some 15 years ago, we actually went on a backpacking trip to yosmite. Carl regaled me with prussia and prussian war without taking a breath over 8 hours, but his knowledge isnt only international, his knowledge is not only about the bay and particularly about all things maritime that we read, carl has a remarkable understanding of the history of our first peoples and about 23 years ago carl on behalf of the chronicle actually covered work that i was doing then to acquire water rights on behalf of the pyramid lake piuttribe of indians in northern nevada and amazed how much he knew about the Indigenous People of california but the american west. I have to say that if there is a video of his 90 Birthday Party where he was [indiscernible] everybody from willie brown to many reporters and friends, it was quite a gathering to his so called sailor girl darlene. We salute you for putting up with carl these many years and for your shared interest in all things maritime and with that, supervisor stefani, on the occasion of your being honored at the iii tomorrow and on your 90 birthday want to present you with the board of supervisors higher honor. [applause] thank you very much. Im both surprised and honored. Im surprised because earlier in my checkered career, i spent some time in the chronicle City Hall Bureau covering the proceedings of the board of supervisors, and matter of fact, today i ran into a former supervisor whos name i wont mention. He said, you seem to be in a hurry, where are you going . I told him and he said, i wouldnt do that because some things we said were not entirely complement to the board. [indiscernible] [indiscernible] im honored because one thing supervisor peskin and supervisor stefani mentioned is the iii which stands for irish italian israeli society, which represents three of the many tribes of San Francisco. In a way it is kind of a old school organization. There is only three tribes in San Francisco. But there are many many more. My great grandfather who came from germany in 1850s lived in San Francisco all that time. What made San Francisco great is the addition of other people from over place in the world. People who came here in the gold russian, asian people who came before the gold rush and everyone since. There is a book about that called the world rush in and this is where the world rushed into. We have all kinds of tribes in San Francisco. Many more then we can count and i think it is one of our strengths. One of the strengths of the city and county of San Francisco is not just people born and raised here, but people who came here later, including my own mother who left ireland during civil war and strife and came to San Francisco to start a new life. A story about tribes includes my charming wife darlene who is part italian, part bohemian, part irish. I have a japanese brother in law. A hispanic son in law and my hispanic grandson, not old enough to have grandchildren, that is just a trick. He presented me with a great grandchild and his name is marcos lopez iii. There is a real california name if there was one. That is my story and i leave you to wrestle with the problems of the city for now, and are if you need any advice, you know where to call. Thank you. First, i will begin with something that president peskin and i actually were discussing earlier and it has to do with the resolution we are introducing today urging the mta to stop ticketing and wave tickets that have been issued immediately to stolen vehicles. This is a practice that has gone on for many years. It is something that it is all most adds insult to injury when you are victim of having your car stolen. One of the only ways you find out and one way many people found out their car is stolen is to go on to the mta website to find that they have been issued ticketed and having those tickets piled up and some cases towed and impounded which happened to one of my own staffers. They are promised they will be refunded those dollars and never came to fruition. Also, we know that many of the cars that are stolen in the city are often then used in other crimes and sometimes Violent Crimes in the city. This is something that the mta funded a department in the technology we have available and the ability they have to coordinate with the sfpd is something that should happen immediately. They have the ability to do it, they have the technology in the past, they stopped using that technology. There is no excuse for this department not to be doing this work today and immediately should begin refunding people who cars were stolen and ticketed at the same time. I will also hand it over to president peskin who will speak on this. Thank you for your cosponsorship. This is something that needs to stop and needs to happen not in 45 days, but should happen immediately. I dont know president peskin if you want to speak now or come back because i have another resolution. Okay. Second folks, i have a resolution today filling in on behalf of my colleague and also again with president peskin, supervisor stefani who had to recuse herself on a item in her district that has to do with the marina harbor project. Introducing resolution today urging the recreation and Park Department to stop their plans and move forward on a project of remediation. They have only gone down one path. Had some Community Meetings but predetermined in many ways before getting Community Input on what would happen, so asking for a more transparent process that provides the opportunity for community to weigh in. There is is a lot of good use that happens along the marina harbor and marina green and the idea of taking that and s hp rinking it and expanding the footprint of larger ships versing smaller ships and doing only 15 percent of the remediation work when you have the ability to do up to 40 percent. If you remember colleagues, there was a settlement with pg e that allowed the city to work with pg e to spend up to 190 million to rebuild, reimagine and remediate the area. Asking rec and Park Department to slow down, listen to the community and get genuine Community Input. We think it will have a Significant Impact to have a good and robust process and until the community has had the ability to weigh in and have a more transparent outcome. I want to thank president peskin for partnership on this. We went the other night, met with about 200 Community Members and they said this is the first time they had hope their voices were going to be listened to, and we also explained to them and apologized their own supervisor was recused because of conflict. Colleagues, i like to remind everyone in 2021 we unanimously passed resolution to declare each october Domestic Violence awareness which was launched nation wide in 1987 for individuals and organizations to connect and raise awareness relating to Domestic Violence which is Public Health crisis causing physical, emotional and economic harm to victims families and community as a whole. According to the national Domestic Violence hotline, on average nearly 24 percent per minute are physically abused by a intimate partner in the United States. California has higher rates of men and women experiencing Domestic Violence then the National Average with 33 percent of women and 25 percent of men having been victims. The National Average is 30 percent of women and 10 percent of men. We are not immune to the epidemic in San Francisco. In 2021 the Family Violence council found that in 2020 more then 7 thousand domestic violent 911 calls were made and more then 3,000 incidents responded to by the police. We also cannot ignore the effect access to guns has on the issue of Domestic Violence. The presence of a gun in a domestic violent situation increases the risk of homicide for women by 500 percent. Every 16 hours a woman is shot and kill ed by a spouse or intimate partner in the United States. Nearly half of all women killed in the United States are murdered by a current or former intimate partner. With our high rates of Domestic Violence related gun violence, the u. S. Is the most dangerous country in the developed world with women and guns. Women in the u. S. Are 21 times more likely to be killed with a gun then women in other high income countries. Domestic violence plays a major role in the lives of women living on our streets and recent survey conducted by community forward, 106 unhoused women responded to the simple question, where in San Francisco would you feel safe . The two primary responses were, no where and with other women. The effects of Domestic Violence perminate through the city priorities and communities. I hope you will join me in reaffirming our city and county commitment to supporting efforts to raise awareness about Domestic Violence, prevent occurrence and provide resources for survivors. Colleagues, toed i have one in memoriam. At the end of september the hunter view formally known as west Point Community and Hunters Point lost a important pillar. Turelporter senior. If you knew him he loved where he came from, it made him who he was and build the strong character needed to survive in his community. Terel was family and community oriented. Loved to put together family gatherings with the help of big brothers and held Community Cookouts and fish fries consistently wanted everyone to love each other and build each other up. There are so many people who can tell he made sure people did not go hungry, even if that minute make agplate from his own grandmothers kitchen. What made him smile is watching the younger kids play basketball in the community. He hopes and dreams for his neighborhood including the park in west point, now known as hunters view, which used to be known as youth park. He wanted to see it cleaned up i and remodeled so the children had a safe place to play and spend time productively. Terel never moved out of his community and stayed up until his passing. I hope the Community Takes away his motto and drive to always make sure your community is better and are brighter and that has to start from within. The rest i submit. Thank you supervisor walton. Express support for soma gateway design and urge Arts Commission and department of public works to build and own the gateway. The Filipino Community has a long ringe history. Established in 2016. While most other cultural district and historically significant neighborhoods has physical markers like dragon gate in china town [indiscernible] so in 2019 soma began the process of selecting an artist for creation of cultural gateway or arch for their cultural district. This process involved extensive outreach including Community Meetings and public opportunities for input. I saw some of the early designs for the district when i was new in mew tenure on the board and i was very pleased to see the design they ultimately arrived upon. The gateway draws inspiration and incorporated art, creating a arch over rus street at folsom and encourage everyone to visit the website to learn more about it. Soma is also working with city agencies to insure there is proper fire clearance, does not impede utility lines align with the street scape projects soma west [indiscernible] 10 months planner director rich hillis work [indiscernible] of the gateway. Given the structure will be in public right of way and enrich the public realm. There seems to be agreement among city leaders this is a excellent and worthwhile project but mechanics of getting it done still include challenges. This resolution sends a message from the board of supervisors this is a important project. That elevate the contributions of our Filipino American community to the rightful place in San Francisco public realm and this new addition to our city arts and culture should be prioritized. Thank planning director hillis who is a great partner working with city agencies and of course soma philippinea and execive director for years of work and everything done to enrich the city. No better time then Filipino AmericanHistory Month to call attention to this and propose the resolution and hope i earn your support for this and rest i submit. Thank you madam chair and thanks everyone for the birthday wishes. I have a brief announcement of ordinance we are introducing. Short ordinance to extend through 2026 the temporary cannabis events permit pilot. Folks maythere isnt a lot of you left, may remember back in 2019 we passed legislation to allow to create permits for the consumption and sale of cannabis at temporary events. That pilot has been successful in some regards. I think we have things we learned and i think we are hoping over the next several years we can make some changes to the pilot to make it more useful. We are working with oewd and cannabis industry operators to try to identify locations that work for more events under existing state reg ulation and explore opportunities in the way we implement state regulations and think of different kinds of events that might work under state law. I want to thank Sophie Hayward in office of city administrator. Cannabis Oversight Committee for their recommendsation and sarah crouly and City Attorney office. This legislation would simply extend the pilot through december 31, 2026 and the other stuff well try to figure out and introduce later on. The rest i submit. Thank you. Supervisor melgar. Colleagues, today i am introducing a resolution urging the sfmta and hsh to develop a joint plan to resolve the large number of inhabitsed recreational vehicles on lake merced and winston avenue. As you may know, im desperate to find a safe parking spot to help relocate the large number of vehicles near the lake, which is our secondary Drinking Water source for the entire city. Most of these recreational vehicles do not have access to sewer and we need to guide these families to permanent affordable housing. Our office has been begging for help for three years now and the process has been excrutatingly slow. Never the less, we have been able to place 18 families from those rvs to permanent housing. However, the number of rvs has not gone down. It is not just inhabited vehicles, we had a problem with commercial companies parking large carrier semicaps, landscape dump trucks longterm because of lack of Parking Enforcement and restrictions. The issue around the rvs not going down despite families housed is that we have a number of these vehicles that are not owned by the people who inhabit them, so there are landlords in these vehicles that are taking up the public right of way and making a collecting rent from desperate folks while taking up our public right of way for free. At this point, we have had no choice but to relocate these vehicles, because we have a important safety quick build project on lake merced. Since i have been supervisor since 2021 there have been two deaths of lake merced boulevard because of high speeds. We are hopeful we will get a safe parking site and we do need to prepare for a efficient transition as moving people from living in their vehicles into permanent housing. We know that hsh has been doing coordinated entry and also moving people in rapid rehousing, however there is no coordination between mta and hsh, so when a family is placed in housing, no one will tow the vehicle after it is vacated. There is no point in the process where mta and hsh collaborate and this is what im asking them to do. When we move one rv family into housing, or another large vehicle an rv takes it place. We are just doing a deservice to both the folks who are living on these streets and our communities. I am urging the mta to work in tandem with the department of homelessness to develop a plan for a efficient transition with these resolutions. Thank you and the rest i submit. Colleagues, today i like to adjourn our Board Meeting in memory of a business man pill anth ropest, billion air named charles known as chuck feney a global lion of social and equitable giving. For those who do not know about mr. Feney enlisted in the United States airport [indiscernible] got a ba from cornell and started by selling sandwiches to fraternity houses and then traveled in europe and eventually cofounded a little duty free business selling luxury goods to tourists, which became Duty Free Shoppers in airports all over the globe that got him to be a billionair. He founded the atlantic philanthropy 40 years ago and gave away 8 billion. He used to advance knowledge and promote health and equity and dignity all around the world. I had the pleasure of meeting him once. He actually resided much of the time in a apartment in San Francisco and i do want to express our condolences to his survivors. I also thought it was worthy of adjourning the Board Meeting noting he did not put his money into politics, he did not put his money into 501c4 and i say that in a city that is home to some 84 individual billionair s and i just want to say, if every single one of them did what chuck feney did we could systematically tackle homelessness and poverty and access to basic resources. Bill gates called him the ultimate example of giving while living. In his biography feney said i have one idea that never changed, you should use your wealth to help people. I wanted to adjourn todays Board Meeting in his memory. There are a couple pieces of legislation ill submit. I want to associate myself with the two pieces of legislation that supervisor safai spoke to. I want to speak to them in a larger way. One, around the recreation and Parks Department and it is predetermination without any meaningful public input. Not only from the neighborhood that adjoins the proposed project at Gas House Cove and the west marina along the waterfront, but with effected users and neighbors throughout the city and visitors as well. The marina green is kind of like the district of columbia. It is a area for all peoples and if you stroll there you will see everybody from every part of the city all ethnicities, all income levels enjoying unimpeded views of the bay. I was frankly taken aback that after two meetings with the public where the recreation and Park Department just said heres what we are going to do. We dont really care about what the public wants. That is antetical to rec and park where it is part of everyone living room and there is work that has to be done whether a dog park that conflicts with a playground and rec and park has done a good job of that up until recently. Their behavior around United Nation plaza,b i said at the time, wow, this is insulting, it is mistreatment of a low Income Neighborhood that is a food desert. This would never happen in the marina or pacific heights. Well, i was wrong, because they are actually treating everybody shablly. I attended with supervisor safai a meeting that had hundreds of people who are all rightfully outraged. My hope is we dont have to legislate, that we dont have to amend the annual appropriations ordinance, but that the rec and Park Commission will slow down, look at a range of meaningful alternatives and let me just say the statements that have come from the rec and Park Department we all voted on this in 2018 is absolute hogwash. What this board for those who were on it in 2018 voted for was the settlement of litigation with pacific gas and electric which had been going on for a generation about the Environmental Remediation hazardous toxic cleanup on the sea floor, bay floor of Gas House Cove. It had nothing to do with building a facility for yachts on the marina green. That is true. Council shares those views because we did not vote on a project, we voted on accepting 130 million up to 190 million for Environmental Remediation so dont spread falsehoods to the public. We can have policy disagreements, but cannot have disagreements on fact and that is fact and the fact that the general manager is a former deputy City Attorney should not spread this to the public. Let me be abundantly clear, it is in that same vain and i want to say i appreciate that about an hour ago the director of the sfmta clarified before the mta board another mistruth that has been disseminated which is that, the administrative code is what has resulted in the mta issuing tickets to stolen cars in San Francisco. Now, this has been exacerbated by 501c4 organizations that are funded by billionairs and it is untrue. Now, that started with misinformation that iminated from the m it a, but lets be clear, the problem is a Software Problem. The problem is a Software Problem the mta knew about or should have known about and should have corrected so that they can communicate between databases. A legacy piece of software that could no longer be serviced stopped functioning a number of years ago. It has nothing to do with the administrative code and i am tired of scapegoating of good pieces of law, including chapter 19b of the administrative code. I understand there is a mayor race happening. I understand people are going to do things in the mayor race, but it is incumbent on all of us, all of you and our mayor to tell the truth and not in a time of disinformation to perpet wait untruths. Meaning other cities and counties can gain access to San Francisco so i recommend tackling that immediately. My name is Christopher Cline and want to share information about Public Health and safety that impact San Francisco. Last week i submitted a cdc declaration that states the issues and concerns facing San Francisco. I forward this information to sfpd, sheriff mayor and board of supervisors. I am giving authority to request a copy from the ones that have the document. Waiving the hipaa rights as the documents explain fully. Public Health Intervention place people on digital surveillance or police investigation. The number one issue is credentials were given out illegally and unethically with people with no business or credentials in Public Health or Public Safety. The synergy of surveillance is causing uptick in violence as it disturbed the illegally allowed. One or two officials used this to attempt to influence a automobile and distract the [indiscernible] approximately 1020 hours reported to the Police Department. We want to thank the mayor office for lighting city hall purple. This is about our 10th year having a purple city hall. Then i also want to say as we are seeing on the news, 7, 8, 9 heinous murders domestic violent related homicides throughout the bay area, one including a golden gate law student who came into the city every day, shes ours, we gather with you to help us end this and raise awareness. When i startsed this job 23 years ago, we were losing about 15 or 16 women and children a year. Because of the work we have all done together, some years we are down to zero. We like to keep it zero this year and the coming years and the way we can do that is to stand together. 20 thousand people Call Community based organizations about Domestic Violence and over 50 languages from every region of the city every year. The numbers we see from 7 thousand 911 calls, 5 thousand to the Police Department, of course, but most people in danger are coming to the community so this is a opportunity for us all to stand together in all languages from every district and say, lets celebrate healthy relationships in San Francisco, lets keep people say and keep thes down to zero. This board Second Nature from failure is to signal, but today calling on this board to put forth and pass a resolution condemning antisemitism happening in orcity and the world and stand in support of israel. In june of this year, back june this year around the 1 or 2 of june, i was viciously attacked at 7th and market and are then the nextall most killed from the blow i sustained to my head while i was sitting on the ground i still have 20 seconds, sitting on the ground trying to make a call and encourage a girl fentanyl user to go back home. I was making a call to [indiscernible] when i was attacked. Anyway, the officers that came to the scene failed to give chase to the assailant and he got away. Anyway, the next day i came to some of your offices with bandages and what not and you were able to see the damage that i have. Thank you merlin. Thank you merlin. I am so excited to be swearing in the next chief of the San FranciscoFire Department, ladies and gentlemen, lets welcome, Jeanine Nicholson. applause . I grew up total tomboy, athlete. I loved a good crisis, a good challenge. I grew up across the street from the fire station. My dad used to take me there to vote. I never saw any female firefighters because there werent any in the 1970s. I didnt know i could be a fire fighter. When i moved to San Francisco in 1990, some things opened up. I saw women doing things they hadnt been doing when i was growing up. One thing was firefighting. A woman recruited me at the gaypride parade in 1991. It was a perfect fit. I liked using my brain, body, working as a team, figuring things out, troubleshooting and coming up with different ways to solve a problem. In terms of coming in after another female chief, i dont think anybody says that about men. You are coming in after another man, chief, what is that like. I understand why it is asked. It is unusual to have a woman in this position. I think San Francisco is a trailblazer in that way in terms of showing the world what can happen and what other people who may not look like what you think the fire chief should look like how they can be successful. Be asked me about being the first lbgq i have an understands because there are little queer kids that see me. I worked my way up. I came in january of 1994. I built relationships over the years, and i spent 24 years in the field, as we call it. Working out of firehouses. The Fire Department is a family. We live together, eat together, sleep in the same dorm together, go to crazy calls together, dangerous calls and we have to look out for one another. When i was burned in a fire years ago and i felt responsible, i felt awful. I didnt want to talk to any of my civilian friends. They couldnt understand what i was going through. The firefighters knew, they understood. They had been there. It is a different relationship. We have to rely on one another. In terms of me being the chief of the department, i am really trying to maintain an open relationship with all of our members in the field so myself and my deputy chiefs, one of the priorities i had was for each of us to go around to different fire stations to make sure we hit all within the first three or four months to start a conversation. That hasnt been there for a while. Part of the reason that i am getting along well with the field now is because i was there. I worked there. People know me and because i know what we need. I know what they need to be successful. I have known Jeanine Nicholson since we worked together at station 15. I have always held her in the highest regard. Since she is the chief she has infused the department with optimism. She is easy to approach and is concerned with the firefighters and paramedics. I appreciate that she is concerned with the issues relevant to the Fire Department today. There is a retired captain who started the Cancer Prevention foundation 10 years ago because he had cancer and he noticed fellow firefighters were getting cancer. He started looking into it. In 2012 i was diagnosed with breast canner, and some of my fellow firefighters noticed there are a lot of women in the San FranciscoFire Department, premenopausal in their 40s getting breast cancer. It was a higher rate than the general population. We were working with workers comp to make it flow more easily for our members so they didnt have to worry about the paper work when they go through chemo. The turnout gear was covered with suit. It was a badge to have that all over your coat and face and helmet. The dirtier you were the harder you worked. That is a cancer causeser. It casser. It is not cancer causer. There islassic everywhere. We had to reduce our exposure. We washed our gear more often, we didnt take gear where we were eating or sleeping. We started decontaminating ourselves at the fire scene after the fire was out. Going back to the fire station and then taking a shower. I have taught, worked on the decontamination policy to be sure that gets through. It is not if or when. It is who is the next person. It is like a cancer sniper out there. Who is going to get it next. One of the things i love about the Fire Department. It is always a team effort. You are my family. I love the city and department and i love being of service. I vow to work hard to work hard to carry out the vision of the San FranciscoFire Department and to move us forward in a positive way. If i were to give a little advice to women and queer kids, find people to support you. Keep putting one foot in front of the other and keep trying. You never know what door is going to open next. This is my report since our last Commission Meeting on september 27th. clearing throat a lot of things have been going on in the last few weeks for the most part i offer my condolence for the loss of Dianne Feinstein and our form mayor and senator. Big, big loss. And so our hearts go out to her. And um, her um, whole family her the senators granddaughter. So in the past couple of weeks was a latino heritage celebration at city hall i attended with some of my colleagues the foundation had a fundraising i dropped by at. And um, as always they continue to do a great work and raise money for the betterment of firefighters lives we sent out offers to the academy and sent out invitations to people for the one three three and possibly the 1 three 4 for a october 14th activity if i like to attend. Please feel free will be a morning and afternoon session on Treasure Island it is good way for the young people to see had strengths before they. Could to an academy and helpful to be mayor strengths as well. Fleet week has been happening in the past week. Um, really, really proud of all of our members and especially chief brown for all the coordination and work for fleet week as well as deputy chief its been a long time coming. On ems side and really so much work done a huge lift and um, a huge lift normally and the same thing that is a much bigger lift but we were able to attend my staff and i and other reception on the ship was exciting. And our folks really stepped up to do everything they need to do for the boat in the water or dives ready to through from our east boat or what have you so, so much great work ill really, really proud of the fleet week the department we lost our former mayor Dianne Feinstein she loved california and loved San Francisco and loved her Fire Department we loved her as well. And so you may know we were able to meet commissioner feinstein and nancy pelosi and the casket containing Dianne Feinstein we met her casket at the airport and had quite a few of our members to receive her. And we also were able to receive her as city hall on the morning she laid in state. That was a huge honor for us and may or may not noticed that we had few of our members were pallbearers for her on the day. One was equivalent deputy chief and the other was altogether hunter and may or may not know the story of feinstein but women first came into the department was Dianne Feinstein was our mayor. The first women in the department were nicknamed fin stop sign and one was the daughter christine one of the pallbearers so full circle i know they were able to to commissioner feinstein that day really kind of a um, just a sweet little story. And obviously the Memorial Service was very hot that day we are totally prepared with the ems and other resources. And in deed we met at the end of the event when people were overheated so we took care of business i. Grave to commend staff and everyone in the department for showing up and had how they always show up for our senator feinstein and ask president nakajo we close this meeting in her honor that and that president s report for today. For the report this month nothing out of ordinary for a total call 0 volume boxes total 124 one less than one last month the greater alarm an adMission Street the second alarm with the commander chief rabbit in attendance if you have any questions for him the alarm struck 8 minutes after midnight on this fire and one injury. It was initially reported and intersection of 26 and the fire on the alleyway you see it they initiating conducted operations in the rear building and found it was incidentally pillaging own the siding so when rescue two arrived on scene tasks with moving to the front of the building and determined the street address of this and decision three took control and began fire hydrant operations and it is 2975 mission a twostory building and the exposure for 2969. They led multiplegenerational lines with a 2 1 2 line to force before on the mission side and experience as a hoarding conditions and the building was under construction two it fires difficult to fight and control. So basically three quirks heavily involved exterior fire. What buildings were entered they found hoarding. A fact a second alarm was struck as the second alarm was struck though encountered a civilian and provided medical aid on the scene of the fire. The fire was resolving we had a vehicle drive through the scene and theyre inly missing some members he was apprehended on the scene so the challenges for the commander what about were the three i listed as well as being a common problem for us in sour fire operations not necessarily understanding the extent of the fire from the report; right . So reported of the rear initially and the back of the rear and had at the address it on the front side a well coordinated event and it was resolved quickly with one injury. The commander control required here just with chief rabbit and yep this was our report of a greater alarm and i had the second alarm was the sneak attack chief rabbits fire on 26 three 4 shore on the sheet on 91 not listed as a second alarm i discussed last meeting that is because you can see where chief is parked the daily side is right there so many ways a similar fire a heavy vacuum mostly exterior fire impinth so they coordinated it quickly to see the entrance to the building pa was remote from this 0 location on bay shore and she remember operating received they noticed were not the only fire units on the scene and units from daily city preliminarily and were on scene. This led to having to establish what we call. Unified ad hoc and san ma they overcame the initial issues and divided the fire and allowed one unit to address the building that was actually still inside of the city limits of San Francisco and also resolved with the minimal fanfare no injuries but Lessons Learned as promised at the last meeting it brings up the idea of mutual aid a typical response for a board to border of the city across the jurisdictional boundary will have automatic aid we dont have an agreement with the municipalities necessarily what happened is literally the next address was daily city they had a report of a fire in neither jurisdiction. What is required for success in a mutual aid finding of the operations mutual communications we have and after this item our radios do it and we have a process under chief darcy as radio and continued we didnt have the capability to speak to the units so we have a common tool in the tool box of all our units that operate on the border and carry tools that allows us to operate across jurisdictional boundary no hindrances in the operations tighten up our communications. We dont have necessarily a another aid is immediate need request from another county ill got to one six those in a moment set up there the master mutual aid agreement for the ability to respond across boundaries and then i want to add for that week it was fleet week. So in the month of august an example of an immediate request if the city of oakland. There are now a number of 50 but the queen of the fire is saint france and requested the ability to apply for 1,000 gallons of water to the large debris fire and there for hours and needed assistance to the port and city of oakland in reducing the cage that that fire caused it is example of an immediate need and next is the 5. 11 box a unit or a strict team we are able to assembly no notice at the training under the leadership of our battalion to respond to the immediate area this has happened with frequency over the years and we maintain our ladyness and training we can respond in that way. Last month we deployed on the request through the aid agreement for the context and other fires in north part of state where 240e had wild interface fires i see, you know. This has been presented in the past part of this that would be trying a buildout as an agency the use of single resources not just the strike Team Requirement and the is only resources under the leadership of our mutual aid chief backer and brown and Management Team. And then attempt to develop the Management Team three so we get can provide a fraction for the city but you multiple names the National Resources fraction but this is a National System of mutual aid we are participants in this National System for the California Task force three and had dog hrnld like chief miller and his chief and in the past couple of years had membership in other portions of this task force so San Francisco is interacting and hoping see the greater level training and this brought back to the city. They then this week fleet week brings us to the kieven authorities or dispatcher for fleet week we are familiar with a lot of the like you see our training with sale loser and me and my taking a ride on the helicopter were familiar with those activities but in the background of this is the actual work of developing the ability between the military and the kieven authority and chief canyon is the picture on the right is patching the radios the military radios into civilian so with that fleet week and the operation we were able to achieve air to ground communication where navy and mandrin helicopter able to patch the radios in a way that allows us to speak across the city to each other and as i it was no mean feet took a year of planning and technology, and choices to get us to this place but San Francisco and this week supportive d is the first time the military is able to achieve this is a great, great victory for the San FranciscoFire Department and the navy will take this process and operationalize it as they plan for the scientific authorities he terrific it is what it is on the slides and we move to the bureau fire preservation this the our openhouse week. And chief will present on an initiative has for a plan general order and an ordinance mr. Get out to the public after operation is proponents but i want to thank the chief for being our point of fine communication for our streetscapes and our monitoring of prevention there the state various senate bills for assessorsy dwelling unit and little sprinkler items and doing a interruption job but look at his graphics as he had with the report. And with chief darcy always busy busy as usual and no included in the important meetings. One is when youre talking about having a fire on the border with another jurisdiction that is interesting and this may assigned like a question but i divide this by geography or how do itself divide the covet. Thank you for that that is kind of a unique situation where literally the border of the city and the border of the county is in the incident; right . This was not typically the need for a response general youll see a fire of this size and multiple jurisdictions responding. It will be based on the proximity to the incident so san mateo will respond theyre closer to it because this was in the city and county of San Francisco would be a San Francisco response continue to draw from our jurisdiction to address the fire in the city. Um, the way it was divided at the incident was primarily based on that boundary the understanding the north units have the access to the yard and the finding we have the neighborhood and access to the fire building that was the division will be at the decision the commander and operating with the unified command will see who takes the overall command and divide the tasks in that way no rule that says this part is in our town and that part in our town. If we are talking about acreages a acreages of brush sometimes that is how it occurs but in this incident no. You thank you for your response sounds like with went smoothly and this is the standard, you know. I know another way to look at it is with mutual aid like whofrn gets there first to take command in detail city if they get there first. An award for a 2022 Port SecurityGrant Program award valued at 112,500. Why do we need locks and caps protect the Fire Department pull up and put water into the pipe system without a cap see people pitting in beer cans, etc. , etc. And vandalize can hurt the thread so a chance it may not be operable for them. And go over a few things about the lock this was made in San Francisco have three in let connections you. Have the lock can you pass that up to the Vice President so the commissioner can play with it or look at it. Okay. All right. So as you can see i was saying we used this has to be made special and worked with them for 6 months and had samples of it as you can see there is a swill award that protects theft of the in let so over that protection cap and it unlocks the issued to all the companies and it didnt get sent with the caps we order them but actually kept for Fire Departments they have to get out and well lock those on the building. Welcome attica bowden, founder of city emt thank you for your patience and the team that here and welcome and congratulations and share your experiences from the department welcome. Thank you president nakajo. I want to thank i want to start by thanking numerous people Jeanine Nicholson, chief of department. And her command staff and definitely want to thank the vi staff conducted with shawn buford and more importantly the staff of ems from the folks truly and the internship and those who put in the hard work to become fulltime emts with the Fire Department i look behind me and greeted what we call golden there are few that dont have some hand in assisting us with a partnership with the Fire Department theyre humble in our ask and first introduce myself my name is attica bowden, founder of city emt a native san franciscan i grew up in the fillmore district. I am a retired um, assistant fire marshall from the San FranciscoFire Department. Retired last june completed 25 years of service in the department. When i walked into the depth in 1997 had approximately 40 africanamerican females. As i was excited we pled my 25 year walking out maybe 25 africanamerican females not an increase but decrease i realize that the continued improvement is anymore than being a representation by being if uniform was going to take more than that that is part of what created the feed for this Pathway Program called city emt in early 2020 i was led to who i call my little brother is lieutenant anton davis and president of the black Firefighters Association we met with the executive director of a program that was already in xinsz in alameda called the d ms and begun pitching the program to shareholders and almost as Christmas Present at end we received word that the Nonprofit Organization i founded id like to suspicious will receive a 200,000 Pilot Program for the first cohort we held our cohort in january of 2021. So we are started this program with lots of wrinkles to iron out those along the way we the city and two families residential design stashl an Amazing Program that is truly changing the trajectory of our young adult lives would not not have been afforded access to such a great opportunity. It is impossible for us to provide this opportunity. Without my team we call ourselves a family. I want to give some space for a few of our staff and alma mater members to in the language they hold within our program i want to introduce a person that is really boots on the ground for us and this is my Program Director chinning 10 will speak to where we are now and current successes. Welcome. Good morning clearing throat . My name is christine and have a part of the city emt since cohort one in february of 2021. This cohort along with all the ones have their ups and downs and taught us exactly what we needed to be better not only for ourselves but for those in our community. With now 5 cco horticultures in under our belt and halfway through our 6 have accepted around one hundred and 13 young adults and 88 sorry we have accepted one hundred and 13 young adults of those 78 have successfully completed and graduated from city emt. 72 of our alma mater and around mo having 40 have been placed in Public Private partnership with the San FranciscoFire Department or private Ambulance Companies such as amr Royal Ambulance and americans and others. With the success of each class, it has allowed for us to also increase our class size by 10 in the past two weeks and cohort one, 14 and with three class cohort 25 students in a class. One thing that makes the city emt constant out for from programs is our continued alma mater support our students know they can come to us, we reassure them once their accepted were all family and will always help them. I now would like to introduce one of our alma mater from cohort three anthony. Thank you. Thank you. Good morning id like to speak where i was before and where i am now. Before city emt like i was drifting through my life and it has i decided to take a year off and working in a warehousing i didnt feel like my life was going anywhere and i was still drifting. Until a year later in 20192020 i heard about this program and the following year in february i got my acceptance letter and february 8th i was like. Okay. I have to get out of here he, he prematurely quite my job and later on read that the city emt class didnt start until 20 days later oh, im out of a job but i need to do this. So i powered through and completed the class and city ems helped me at this time from the emt to the San FranciscoFire Department internship though offered that opportunity has been afforded to me because i got the city ems if not for them i wouldnt have been afforded this opportunity. This Program Hopes myself and young people given the same opportunity and theyve bestowed an opportunity for all the windfall people i didnt have this wonderful opportunity they helped me throughout my interview process which i am right now trying to work for the Fire Department local one h3 and helping me and giving me a safe space to be myself and not be nervous. This program is a Wonderful Program and up lifts young people and regardless of the things they do with their lives like once our part of the city emt youre part of the family and that separates us from others supports the alma mater and wanted to say thank you for letting me speak and i really appreciate. And if that program yeah similar blue print, however, San Francisco do it our way that has been proven successful and i like to thank the staff and city emt for the hard work they the that in day to day to make an impact this is a foundation for the students and everyone and want to be a firefighter how have we have a large number that do and dike in our power to insure theyre on the right path and ronnie to become a quality candidate and we have students in the classes and dispatchers throughout the city and county of San Francisco and the world one of our students wanted to be a doctor but travel the world and will be starting school so city emt is a foundation for our students to achieve anything though would like what the assistance and they have the resources. It is not consistent across the board thank you, thank you guys for allowing us to speak and thank you for this program and that concludes my report. This is correct that is an ought growth what we find from data with our organizations has been in existence for 10 years the ems cooper and the 1 hundred and 13 of our students that maybe 40 percent 45 percent would like to enter the emt other than firefighters segment and with great awareness i know an option this 20 percent would like to entering clinical setting the emergency dispatch 15 percent like to return to school with that data we are now nurturing new relationships to offer additional programming and working with dph for the 9910 internship we created a partnership with San FranciscoFire Department and been speaking with the department of emergency in regards to theyre testing where they are moving would be a more diverse policemen we are working on those two additional pods. I think youll have the full support of the commission and sure the department and and Workforce Development a lot of work i know that but also support you in the b word and getting us into the laughter. thank you. For november and december were down to one meeting so presenting things are all over the place and every once in a while you feed a positive presentation this is what it means for me. And it is really important i appreciate christine and others coming this morning and participating but this goes around to where myself as a staff person for example, and my supervisor was jeff every man in that program goes to college and im sharing teaching Critical Thinking i dont know if you were a sophomore or junior but in high school and wanted folks to share that and what Goes Around Comes Around in terms of this. For me to be able to have that interaction ill see you in the relationship as a member of the department and have you retired and continue this concept for the neighborhoods in the fillmore area is great thing but in terms of Public Service and discussion in terms of other people i search for a program to me has all the keys im proud of the Fire Departments from the grassroots in terms of the track to come into the department to work with the black firefighters and to work with the city economy of San Francisco economic Workforce Development. And your team with jeff and to be able to pull that full circle in terms of developing alma mater and anxious to hear how it goes. And if it quo good well, no such things but so it is really a great thing to be able to have you come in knowing that all of this we can share with our colleagues and department all of this as connected within the collaboration Nothing Better than communicating to the department to the city and county of San FranciscoWorkforce Development to the students to have alma mater with those. I want to say all of that because ive been waiting a long time for those presentation and how positive in terms of the workforce that is out there so i want to say that. Shared spaces have transformed San Franciscos streets and sidewalks. Local business communities are more resilient and our Neighborhood Centers are more vibrant and lively. Fire blocks and parking lanes can be for seating and merchandising and other community activities. Were counting on operators of shared spaces to ensure their sites are safe and accessible for all. When pair mets, firefighters and other First Responders arrive at a scene, they need clear visual access to see the building entrances, exits and storefront windows from the street. That means parklets should be transfer in the areas above inches above the sidewalk level. Its best if these areas are totally unobstructed by transparent materials may be okay. You can check with Fire Department staff to make sure your site meets visibility requirements. Emergency response crews and their equipment need to be move easily between streets, sidewalks and buildings, especially when they are using medical gurneys, ladders and other Fire Fighting tools. That means that parklet structures need a three foot wide emergency feet every 20 feet and 3 feet from marked Parking Spaces and emergency access gaps need to be open to the sky, without obstructions, like canopies, roofs, or cables and should always be clear of tables, chairs, planters and other furnishings. Emergency responders need to use ladders to reach windows and roofs to buildings and the ladders need unobstructed overhead clearance and room to be placed at a 72degree angle against the building. Clearances needed around the ladders to move equipment and people safely up and down. So not all parklets can have roofs ask canopies depending on the width of the sidewalk in your area. Please make sure that your electric cables are hung so they are out of the way and indiscernible to the structure, they can be pulled down by firefighters. Cable connections need to be powered from an outdoor reciprocal in the building facade because hard wire connections are much more difficult to disconnect quickly. And if youd like to stay in San Francisco and perhaps your business is facing challenges, we can also pair you with a business advisor who can assess your Business Needs and figure out whatside that would best help you. So for example, perhaps you need more marketing assistance or you need to be connected to a loan, a low interest loan or a Grant Program, if thats available. If you are trying to improve your storefront, whether its outside, perhaps you want to make some interior improvements, a lot of times, that involves a lot of cost and resources to be able to do so. For example, you may need to hire an architect to submit drawings so you can get your work done. Currently, s. F. Shines is offer a pairing of business sign services. You can be paired up with an architect to get your drawings done to help you start to do the actual work. We hope that people will stay tuned, and you can find out more information on our website. Thats sfgov. Org osb. Lets talk about the shared Spaces Program. Its been a huge success, and Outdoor Dining spaces are very popular. The shared Spaces Program, especially during the pandemic, really helped spaces survive. To have an outdoor space where people could safely gather was critical, and the office of Small Business has been working with these shared spaces during the pandemic. Some may or may not have been up to the citys code regulations, so department of public works and other departments have been trying to figure out what violations are and help businesses come into compliance. The Planning Department and the city have decided that theyll give businesses until 2023 to come into compliance. Also in the meantime, for businesses that want to start new shared spaces, new parklets, that is still an on going program, a new program, so people can always submit their applications for shared spaces regardless whether they started one during the pandemic or not. Do you anticipate there being other shared Spaces Programs in the future and how do Small Businesses go about finding out about them . Small businesses can find out about it by visiting our website, sfgov osb or you can call 4155546134, and we can connect you with the Planning Department and other agencies that would be connected with the shared Spaces Programs. Over the pandemic, businesses have been victimized by vandals and other crimes. How can you help them . The city offers a program called the vandalism relief fund, and this would allow businesses suffering from graffiti or broken windows to apply with the city through our Neighborhood Services division, and you could get up to 1,000 or 2,000 if you submit certain documentation, such as a photograph of the damage or a copy of the receipt or document showing the amount you paid for to correct the incident. We are so excited that the city now has a centralized permit center, where people can come and get their business done, hopefully, in the same day where there are several different agencies, ranging from department of building inspection, Planning Department, Public Health, Fire Department, all here to help people, whether youre building a new business or even new construction, to be able to, again, fit all of your appointments in one day and get things done quickly. So starting in may, our office of Small Business has actually started working out of 49 south van ness at the permit center, and we have a team of two staff who are dedicated to helping Small Businesses through their permitting journey. So we do encourage people, you can come to the permit center or you can email us at sfosb sfgov. Org, and you can communicate with our staff dedicated to helping you with your permitting needs.
