The contract evolved to respond to the project needs of the various park and Infrastructure Projects in transbay. The contract increase of 4. 9 million made new money plus using unused money in the contract. Thank you for introduction executive director kaslofsky. Good afternoon chair brackett, commissioners and commissioner. Once again, ben brandon transbay project manager and will be presenting the update of ocii design contract with cmg Landscape Architect for continued work on the underramp work project. Specifically, staff is requesting the Commission Authorization of aminded and restated contract with cmg Landscape Architect to increase funding by 4. 9 million, establishing a not to exceed total Contract Value of just over 8. 5 million. The amended contract will close out the completed infrastructure scopes from the original cmg design contract and additional money and updated underramp park scope enable cmg and subconsultant to complete design, engineering and Construction Administration for the project. Before you now is a map of the 40 acre transbay redevelopment project area split into two zones. Ocii oversees the 10 acre that comprise zone one och the project area. The boundaries of which are highlighted by the dashed red line on the map. Zone 2 falls under the Planning Department jurisdiction and approximately 2. 5 acre under ramp park circled here in yellow straddles both of the project areas. The park is located on land owned by caltrans and trans bay joint Power Authority or tjpa. It has been designed to serve transbay residents local Office Workers and visitors. Under ramp park includes a wide range of Program Elements including a large dog park, informal play areas, walking and biking paths, sports courts, community space, and concession and folsom pavilion which offer casual dining and drinking. The Commission Approved the park Schematic Design this past june, and approval of this amended and restated contract allow the cmg design team to move into Design Development phase. Here we have a birds eye view of the park and highlight the locations of the notable Program Elements i just mentioned. Item 12, at the bottom of the screen is the multisports court moving north across folsom, the folsom pavilion. 8 identify the bike and pedestrian path that run the length of the park western edge. Item 7 above to the right is location of the dog park and to the left item 4, concession garden open seating area which is next to the concession building. Here we have a perspective view looking into the lower story of the folsom pavilion and lawn area. And this is a view of the concession seating area under the oculous which is circular opening of the tjpa bus turn around. You see the concession building which was previously located on transbay block 5 prior to development of that site. Ocii work on under ramp park dates back to 2011 when the former Redevelopment Agency entered into design contract with cmg, which covered design and construction support for the folsom street Improvement Project and under ramp park and Schematic Design. In 2013, the Commission Approved the Schematic Design for folsom street and Concept Design for under ramp park. A year later in 2014, submitted completed under ramp park Schematic Design to staff, but soon after the project was placed on three year hold while ocii negotiated key project provisions with caltrans for usef the property within the park site. During the time of these negotiations with caltrans, that agency reviewed the park draft Schematic Design and identify specific changes. By 2017ocii and caltrans agreed to turchl terms of the lease to direct cmg and design team to begin a new under ramp park conspt and Schematic Designs. In 2018 finalized and submitted to staff revised Schematic Design for the park, when the project hit yet another delay. That september, 2018 just as staff was readying the Schematic Design for approval by the commission and tjpa board discovered fishers in the newly open sales force Transit Center. Informed ocii it could not prioritize the project and requesting to suspend work on the project early 2021 approved work to resume. Ocii directed cmg to update the Schematic Design by incorporated a art deco pavilion into the project. In late 2022, cmg submitted the updated Schematic Design for the park to ocii, tjpa and caltrans for review and the commission and tjpa board approved the Schematic Design this past june. The design Team Includes cmg and six subconsultants. The other primary consultants are airp engineering term, [indiscernible] architect of the two New Buildings in the park. Of the seven firms comprising the team, [indiscernible] martin ron and associates the surveyors are both Small Business enterprises. Cmg was previously a Small Business enterprise but graduated out of the program in 2015. As mentioned earlier, 2011ocii entered into 2. 5 Million Contract with cmg. To lead the design of the folsom street scape under ramp park. Since then the original contract has been amended four times to expand the scope of folsom street and under ramp project beyond what was covered in the original contract. Added 3. 5 million to the contract. The Fourth Amendment was the most substantial monetary increase adding 1. 55 million. That amendment was also specific to under ramp park in that it added new scope per caltrans required change to the Schematic Design and expanded design and development and construction documents phases due to the increase size and complexity. However much of the scope and money was never drawn upon due to the project being placed on hold between 2018 and 2021. This proposed updated amended design contract is again specific. The restated contract closes out the projects entirely leaving only under ramp park as the loan active project. The key scope additions include, repricing the remaining scope items from the fourkt amendment in 2023 dollars. New required caltrans and tjpa safety and engineering studies as well as additional Design Review by each of those agencies. Expansion of the Design Development and construction documents phases. Due to more complex designs of the concession and folsom pavilion buildings. The amended contract will add permitting coordination that the subconsultants and cmg will perform. Construction Administration Services which were neither covered by the original contract nor the previous amendments. Signage design. Meeting coordination with the future operator and 11 percent design contingency. The original contract as amended totals just under 6 million. But of that amount, 2. 35 million remains unspent. About 2. 6 million in new scope is added through this proposed amendment. The updated scope for cmg and subconsultants to complete the under ramp park project is 4. 9 million. And this is the total amount that will be drawn down through completion of construction. Since this is a amended and restated design contract, when the 4. 9 million increase is added to 3. 6 million spent to date, under the original contract and previous amendments, we arrive at new total Contract Value of nearly 8. 5 million. The original contract including its previous 4 amendments achieved maximum of 27 percent Small Business enterprise participation. The new amended contract is projected to achieve 24 percent sbe participation. While these percentages fall short of ocii 50 percent goal for the contracts, the numbers do not tell the whole story. Cmg was a sbe firm until 2015. After which the company graduated from the program. Therefore, cmg service between 2011 and 2015 count towards sbe participation. Cmg post 2015 fee for service as well as scope within this updated and amended design contract are not counted towards sbe dollars. If cmg was still a sbe the participation percent would be 62 percent. Still, cmg is committed bringing on sbe partners when a new scope consultant was needed. Ya studio, a San Francisco minority owned business is a example. When the under ramp apark project expanded to include buildings there was need for architect. Looked to the pool of architects and hired. Additionally, over the last 8 years, both cmg and ya studios participated in ocii professional Training Program for architectture and engineering students. They trained 7 local architecter students from city college and San Francisco state university. With approval of this contract amendment, cmg is targeting early 2025 to complete the construction documents. At that time ocii pursue the bond issuance the fund the project construction. The park will be constructed over a two year period and we anticipate it being completed by late 2027 or early 2028. With me today in the audience are representatives from cmg, ya studio and airp. Probably more then that behind the scenes, so congratulations getting to this point. I think the Schematic Designs look great. They are amazing. I kept looking at it and excited to see that area bring life and light and memories, because people will spend time there. Other then that, i just want to also acknowledge that i do enjoy hearing that you involve students from the City Community college. Just i think thatsi appreciate that just because you are engaging with the future of our future city movers and shakers, so thank you so much. I want to say, that is a testament to the design team and think we need to credit cmg and ya in particular for their commitment to that. Yes, thank you. Qul i wrote it down and going off here, but thank you for bringingthank you. I like to echo the comments of fellow commissioners. Really excited we are movaling into the next phase of these projects and hopefully delivering a beautiful new space for the transbay neighborhood in 2027 or 28. I also want to appreciate this is a really complex project with the engagement of caltrans and tjpa. I was hoping you could speemi believe tjpa approved the Schematic Designs but got nervous when i saw they had future design approvals that would be forthcoming. Could you speak to their role moving forward in the project and how we are all working together and align to deliver this . Absolutely. Thank you for the question and one thing i want to mention is, the additional review and oversight by both the tjpa and caltrans is actually built into this contract increase. Some of the additional complexity of cmg and design team having to respond to caltrans and tjpa comments is added in terms of scope and money. To answer the specific question, where do they fall in the review period, you are correctthe tjpa because they are the primary land owner took action to approve the Schematic Design alongside our commission. You all acted first and then they approved Schematic Design. Caltrans still has a role because they own the dog park parcel of the project and because ofbecause both of the park as being built under both of infrastructure ramps, that is considered critical transportation infrastructure. It requires certain protections number one, and also comes with certain limitations as to what the design team could attach or affix to those ramps so as we move to Design Development phase and further to construction documents, they do get to review at set points both of the agencies to insure design fully complies with all their requirements. In the case of caltrans, they actually have us do design team and Engineering Team in particular has to perform a fatal flaw analysis to insure that the essentially the soil we are cutting away from the uprights that support the ramp will never in any way jeopardize them in the event of a earthquake or so forth. It is just giving them proper oversight from their Engineering Team to insure the park design is in conformance with their requirements, but i do want to say caltrans and tjpa have been supportive of the project. Especially ben as well as george, maria and elizabeth and Staff Members who are part of all this together, including getting cmg through our initial Program Years ago and graduating through that and becoming now no longer a sbe, but being able to also give back in other ways in terms of i was able to go to the graduation for some of the interns and just seeing the excitement on their faces as well as excitement on some of it the local residents faces when you guys unveiled some of these plans to the community and i know there is a lot of excitement around all the different components that are coming in as well as some little bit of scaryness about the sound, which i know is probably going to come up again as we push the project forward. Workshop on the july 2022june 2023 report on ocii Small Business enterprise and local hiring goals practices. Discussion. Director kaslofsky. Thank you madam secretary. Commissioners. Members of the public. Once again we hear for the annual Small Business enterprise and workforce report. Also catches on the Trainee Program which you heard under the cmg architecture contract approval. The period we are covering is fiscal year 2223, which is june 22 to july 23. To make this presentation is maria paco, the senior contract compliance special est at ocii. Hello, just opening up the file. Thank you. Thank you, good afternoon chair brackett, executive director kaslofsky, commissioners and general counsel morales. Im maria, senior contract Compliance Specialist with office of Community Investment and infrastructure and today i will be presenting the annual status report on Small Business enterprise and Workforce Programs for fiscal year 2223. Representing the period from july 1, 2022 through june 30, 2023. Im going to start with our sbe program. So, ocii sbe program establishes 50 percent goal for all contracts under ocii jurisdiction. First consideration the program establishes has a concept called first consideration which basically means first considerations for contracts be given to project area sbe, and 94124, 94134 and 94107 zip codes. Fallowed by San Francisco sbe, fallowed by all other sbe who meet our program requirements, which ill discuss later. The program also requires that developers and contracts on projects make good faith efforts to meet the 50 percent participation goal. Good faith efforts include breaking apart scopes of work and unbundling contracts to create additional opportunities teaming Partnership Arrangement between large and small firms in accordance with our Association Programs and conducting meetings for all scopes of work put out to bid. I will go over the definition what we consider a sbe program. There are several criterias. The first is in order to be considered sbe on the Small Business must be lead by someone with ownership and control who is not affiliated with a larger firm. We are required the business must also hold appropriate licenses consistent with the scope of work they are seeking a contract for and lastly, Gross Revenue average over the last 5 years must meet the 5 standards for Small Businesses as established by the city and county of San Francisco. March of 2022, ocii conformed to the city and coubtsy county San Francisco size standard through Commission Action and if you look at the chart you see the different standards for the different business types. We dont certify sbe inhouse, however we accept certification from state, federal and other jurisdictions so long as the business meets the stanards under the program. The focus will be projects and contracts that were reviewed and approved by the commission or awarded by developers and contractors for the fiscal year 2223. The data we use was used contract award information gathered from developers, contractors and information from web base reporting. During this reporting period, there were four active projects. All Affordable Housing projects under ocii jurisdiction and the contracting activity was valued at 161. 5 million. The contract includes transbay block 2 east and west, Affordable Housing development as well as hunter point ship yard, block 56 and 52 and 54 also all Affordable Housing developments. When you are looking at the sbelooking at the sbe participation for those projects, the overall sbe percentage was 50. 3 percent. When we break that down to professional service and construction, professional services far exceeded that goal at 90. 7 percent, meanwhile construction was 48. 2 percent just shy of the 50 percent sbe goal. For the next slide, we are going to look at contracting activity for the last 7 years. To give a visual comparison of the year looking specifically at professional services as well as Construction Activity. Looking back when you look back fiscal year 17, 18 through 18, 19 we saw decline in sbe percentages for both professional services and Construction Contracts due to the prevalence of type 1 Tower Construction during that time. High rise towers require type one construction involve larger scopes of work compared to non tower developments. This results in bid packages beyond the capacity which effect outcomes even when mitigating measures. Fiscal year 1920 the completion of type 1 projects after the completion of type 1 projects we saw increase in sbe percentages, but from then to now there were setbacks due to covid19 had on the Construction Industry. During the last fiscal year, 2223, ocii and Construction Partners took measures to mitigate impacts that covid19 had on Small Business community. Additionally, there were no large high rise towers under construction during that time. All contracts were awarded to affordal Housing Developments and as you see from the trend lines that helps with the ability of small firms to participate on these contracts. At the request of commission, ocii staff gathers minority and women ownership data. On sbe firms participating in assisted contracts. When analyzing the awarded contracts by ethnic and gender identity over 2223, 81. 9 percent of professional Service Contracts were awarded to women and minority sbe. 36. 3 percent of construction awarded to women and minority owned sbe. These figures amount to 62. 4 million or 38. 6 percent of total contracts being awarded to women and minority small firms over the 12 month, reporting period. Ocii staff continues to conduct outreach to the local Small Business community through various publications and media outlets, including ocii web seat and City Contracting procurement website. Additionally, staff regularly attend prebid meetings and preproposal meetings for procurement activities. Contract compliance staff maintains dialogue with sbe owners and associations such as National Association of minority contractors, park Construction Business management and Strategic Partnership program, bayview [indiscernible] and Business Solutions which is administrator of the Contractor Assistance Program or cap in the hunter point ship yard area. So, moving along to workforce. Ocii local Workforce Program is aggressive and unique and establishing a local hiring goal of 50 percent with first consideration for project area residents and requires contractors to adhere to state prevailing wage requirements even on projects entirely funded with private dollars. Ocii monitor workforce compliance through a monitoring and reporting system and contractors and subcontractors are required to submit certified pay roll reports through this system. In addition, ocii has agreement with office of economic and Workforce Development through the city build department to provide worker referrals and day to day Construction Workforce compliance services. City build Services Offered include mandatory workforce kick off meetings with developers and general contractors, leading preconstruction meetings with each subcontractor prior to the start of work, managing local worker request and referral hiring process, and the preparation of workforce compliance reports reviewed by staff, contractors and development. Ocii staff meets monthly to discuss and assess the progress of the Workforce Programs including oen the hiring of Bayview Hunter point residents. This chart displays total workforce hours and corresponding workforce percentage for the last 4 reporting periods from fiscal year 1920 up to our current fiscal year we are reporting 2223. The covid19 pandemic effected workforce activities starting in march 2020. As you can see from the reduction from workforce hours and continuing throughout fiscal year 2122. We have some recovery in 2023. If you look at the numbers you can see while the pandemic adversery effects Construction Activity and workforce hours we did see increase in the rate of local workforce hours from fiscal year 1920 through 2122 indicating even though covid19 slowed the total Construction Activity, sf workers were utilized at greater work then nonsf workers during this time. In the 202223 project exceed 29 local workforce participation goal slightly down from 26 percent in the previous fiscal year. In a effort to increase qualified San Francisco workers city build continues to expand the academy to increase availability of local workers including those with barriers to employment. Fiscal year 20222023 city build efforts including working closely with the San Francisco unified School District, private industry and Community Based organizations for outreach and recruitment. City build also complete several academy cycles including completion of cycle 37 and 38, which achieves 77 graduates with 67 of those graduates being hired locally, which equates to 87 percent placement rate. City build also conducted two specialized training cohorts at india basin, which resulted in 16 preapprenticeship graduates and 10 placements which is 63 percent placement rate. Lastly, city build completed cycle 26 and 27 of the construction administrative and professional Service Academy which resulted in 26 graduates qualified for opportunities and Construction Administration, and construction management. The last program i like to discuss is ocii Architecture Engineering Training Program and august 2023 completed the 8th cycle of this program, which matches local student with Career Training opportunities at design firms on ocii project. The program established in 2016 with office of economic and Workforce Development and Japanese Community Youth Council and falls under the mayor opportunity for all youths workforce initiative. Since the program inception, staff has successfully forged relationships with faculty and students groups at city college of San Francisco, San Francisco state, several other local schools and the local Design Community in order to strengthen the program pipeline. To date the program created 79 students positions across 41 firms acting as a crucial pipeline for San Francisco students seeking careers in design and development. In 2023, the program achieves 11 placements over 10 firms representing opportunities in architecture, engineering and construction management. And are that sums up my portion of this report. I am now going to introduce, director of city build who will offer more words on the workforce portion. Thank you. Good afternoon commissioners, chair brackett, commissioner scott, commissioner drew, pleasure and honor to see you. Director kaslofsky and general council. It is privilege and honor to be here this afternoon and this is one of my last official activities before i take [indiscernible] you saw me walking in with a baby stroller. I want to take the honor to say thank you. This is one of my favorite commissions, hopefully doesnt go on record, but you are because without ocii and staff with george and maria and all the staff and director, working behind the scenes there wouldnt be city build. City build we started back in 2006 thanks to former mayor Governor Newsom and through the development ocii always been the stable constant in the community with former Redevelopment Agency with all the Workforce Programs, the other sbe, lbe programs, without that effort the city would not have taken those what we learned from ocii to enhance what we are doing at city build with office of economic Workforce Development. We have a mandatory local hire and that mandatory local hiring policy was lessen learned from ocii and Workforce Committee and those lessens were very valuable and if you see impacts, so ocii has specific projects, now local hire expands all city funded projects and critical lessen is create mandatory hire for city funded public contracts. Here today i want to say thanks and we are looking ahead. The exciting thing is there is still challenges of economic recovery from the pandemic, hence you saw the numbers and decline in work hours, and are that is still a challenge in the industry. Downtown as you see is still recovering from some of the challenges of Vacant Office spaces, so without people coming to the office there is no tenant improvement and things are not breaking as normal so the construction is not needed as much, so those are one of the challenges we see and especially the impact. There isnt much work going on, the workers have to go somewhere. The contractors if not enough work have to figure where the work is sometimes. It might not be in San Francisco, so you see growth in the regional maybe San Francisco isnt coming as fast as other places. Those are some things we see and why there is impact in performance, but with that, there is still reliability of our staff, our team working together to get local residents and the priority, especially in southeast sector is get the residents to work and city build to train and get referred out for the good paying union jobs in apprenticeship programsism one thing coming end of november, so there will be a release of report from Cornell University that came out to study city build and highlight is lessens learned from oci oorks, so when the report comes out well flag for the staff and the staff will send to the commissioner s and it is a National Publication so lessens learned from what we are doing in San Francisco, which other cities are going to learn and through my presentation across the countsry when people ask about city, i always highlight ocii as the department, as the program that anyone trying to do a Workforce Program should look at as a model. My name is oscar james, im a native Bayview Hunter point residents and my district goes all the way down from district 10 all the down to the bridge, which they tried to cut us off but that is still our area, always has been and always will be i want to give dittos to workforce project. They have done a tremendous job. I like the idea of them bringing on [indiscernible] one of our new institutes in the community and getting people training and what have you. But one of the problems i do have, one of the first programs that started was Young Community developers in training and what have you. We started that back in the 70s with the Model City Program which i was a commissioner at that time, and i do not see them no where on this list and i have problems with that. When you dont put the Young Community developers in something, i have a problem with that. We were the first Training Program prior to that we had man power which was mr. Day since passed who brought the unions into Bayview Hunter point and district 10 at that particular time. It wasnt district 10, but that whole area. I do want them to get the recognition they deserve. The other problem is every scapegoat around the electricals. I like the idea of them having architects and what have you, but the electricals electricians i have a problem with that. They are one of the most to me laziest unions because they dont do that much. They sit around and wait for everybody else to do something and just string wires, but we need our peoples on there. Peoples from district 10, African American communities, and other races to be in that union and i really have a problem when you come up and you talk about all these other unions and what have you and dont talk about the electricians. I am a educator at jcyc and past ocii participant in 2021 so i want to give insight what it was like to work as a ocii participant from our point of view. I had the liberty [indiscernible] Landscape Architectural which is drastically different from the study. Im a student at city college where i study architecture, Graphic Design and [indiscernible] different design things and just what you are going through in the school is different then what you are going to be exposed to in the real world. We are not necessarily always talking about budget and talking about coming into city hall to ask for support on projects so that exposure is incredibly important for somebody who might not be used to it before they get into the industry. Not to mention that the ocii program did give two pillars of support from the firm. Still connected to designers and architects where i had Career Development to prepare through portfolio, resume and communication skills within the industry. And the competitive pay was real y important for internship because i had to take time off work to see if this was something that was for me and usually for somebody like me or any other black or brown individuals or just people underresourced might not be azeezy for them to take a leap a faith to do the transition to different industry. Indesign industry isnt a easy industry to break into, especially for internship and somebody going to city college. We are not matched up from people maybe coming from bigger universities. I did decline admission to berkeley Master Program and cca Master Program because i knew i would not have the resources to be able to go into those programs and survive in the real world. I had to declined mission because i didnt think it was the safest bet. Because i decide to stay at city college, it doesnt mean im less or anyone else less deserving or qualified to get into these positions to be able to provide their Services Within the internships and develop, and levels the Playing Field because they have it resources or training or statue or name behind you to get into these firms or into these internships. Just wanted to highlight usually all people need is a chance and somebody to believe them and the support to go behind that in order to know they can be competitive in their industry and that is what ocii provides for their program participants. I also attend city build, five Years Experience and what this program has done for me was, it was amazing. They actually jcyc linked me with in a Amazing Program with workshops understanding individuals, taking time out, understanding myself, be comfortable in a room and also hooked me up with a amazing job, which im working Safety Security right now. I want to talk about city build, the program that they do have. You guys are super amazing. If it wasnt for city build i wouldnt be in the Internship Department now. I was a good experience. They paid for my tools, my membership, for the union, i got training and on top of that i end upnow i canfeel it was taking over. I want to make sure i do want to give big props to jcyc taking the one on stop when i stepped into the internship. When i walked into the internship it was a career fair at city college and i met marie awith a smile and she welcomed me in and maria was the reason i stepped into bgi. She told one of the vp that i have a Perfect Match for you. From there it was on. I have been doing nonstop work with bgi, safety coordination and been going beast mode every since. It is Amazing Program. Im very honored to be a part of bgi. Im a very proud individual to be a part of jcyc, ocii , city build, San Francisco hats off. Thank you so much. Thank you. Any questions . Not only am i a San Francisco native but also got to participate in projects like under ramp park as a Small Business owner, but also participate in the intern Training Program which we participating in since 2016, 2017 so had quite a few interns come through our studio and it has been an Incredible Opportunity. Both for us and also i think for the interns, some continue on to design fields, some decide this maybe isnt the right field, both are wonderful conclusion to come from, but i think this program is such a incredible thing. Being a San Francisco native, seeing the individuals that it serves, we see a lot of resumes on our desk where these people have all the doors open in front of them, but this program really i think excels at providing opportunities for those that dont get a lot of opportunities and i think this program you heard from great speakers earlier today that are great examples of what this program do, so hats off to all we worked with over the years in terms of placing them and couldnt say enough great things about it. The only thing i love to see more is extend to the high schools because i think exposure to the Ace Industries earlier can only strengthen the pipeline in the bay area and provide incredible opportunities. It is accessible to them. That we would make sure we push even further, because i can say throughout the years, i have just watched many many many graduates and workers move through the program and im just so amazingly happy to hear dawns story, and just such a eloquent young woman, and grateful for what this program has done for her and her family. Thank you city build, thank you maria. I wanted to start by thanking maria and ken for the presentation. Ken, congratulations on upcoming leave. Wundserful and george in the hall that worked on this incredible program. A couple question under the guise of better better never done. I was wondering if you have any recommendations for areas where we could ease administration to encourage participation or some things your team is looking at doing either on the city build side or on the sbe side. Again just to reduce any friction for folks in participating. It seems a lot has been done from the presentation aligning the city oewd program with ocii, but wanted to see if there anything else we can explore to make doing the right thing easy. Thank you for the question commissioners drew. I do want to actually answer the question that [indiscernible] our program we fund ycd, Young Community developers that is doing vierance prevention so working with the community which relates to your question. One of the biggest challenge in getting more workers to be qualified for city build and Construction Industry is some of the barriers. Those are actually what cost the most in the program, because of limited resources. There is a limited people you can serve because of the amount of funding that is available, so with that, the non profits are working creatively to help the individuals remove the barriers and to commissioner scott what you were saying, the biggest thing in support we can help is getting the word out there. There is still a lot of people that dont know what city build, the program and also ocii commission and jcyc and all these programs available in the city to help people get these opportunities, so the more we get the word out there internally on our end, how we rebrand and get our marketing material, get our Service Providers to be in the community, and that is one of the challenge the last 3 years because of the pandemic. Early on, people were not able to go out. We were not able to congregate, so we had before the pandemic economic boom, hence you saw the work hours. Then the shutdown, and it was hard to get the word out and now about picking up and getting the word back out there, getting in the community, making sure the Service Providers and individuals living in the Community Know this is a resource, and the last part is the construction sector itself. We are challenged with in the School District that is promoting other industries or looking in San Francisco where construction or other service may not be something that the parents are pushing our young population to go into, we are fighting against that. Construction is a great not just job, a career where you are going in to a program 4 to 5 years and by the time you come out you have zero debt, making more money then a new College Graduate that is going for whatever degree. Of course, it is union, there is benefit, there is a lot of opportunities for jobs, you are rebuilding and proud of working ahead so those are challenges how we can work with the School District to push counselors and let people know construction is a opportunity and we have seen progress because we are seeing younger populations getting into city build and that will be continuously pushing for word to get people out to join the program. Hopefully that answers the question. That is great. One more question and are then a request. So, maria provided this excellent chart of the Construction Workforce comparison between 2019 and current day, and understanding covid, the level of construction that is happening just the amount of jobs available. There is like 330 thousand hours of difference between the local hours that we were seeing in 2019, 2020 and the most current year, but we talk in hours but that is people. Where are those folks . Have they left the industry . Do you have a sense of how they are doing and what we can do when hopefully this construction picks up to make sure we are getting folks on our local folks on Construction Projects . There is a combination. Dont know the exact statistics but for data wise what 80 see across the city, especially on public works contracts, it is similar type of decline. From the airport to puc to city funded projects, we have seen decline to prepandemic to now and workers are waiting for work to pick back up, so sitting on the work list so we see a higher bench of Union Workers waiting for the opportunity, so compared to before the pandemic and throughout the pandemic, so there is still workers that is waiting for their next opportunity. There is of course the workers will go where the work is, so construction is auare traveling for work, so where the work is they will go. I heard san leandro and east bay and south bay in the peninsula with a big boom of bio tech companies. You drive down 101 and see the buildings being built. A lot of workers going to that area, and silicon valley, san jose, it is a regional effort so we see workers in the regional area so as work picks up we will see the workers come back. I remember when no one was oen the bench and that was the barrier but hearing there are folks on the bench hoping to get above the 2223 percent local hire on our projects seeing that theres is qualified folks available to work on our projects. Yes. The last request i had wasi dont know if you collect this data and if not, maybe we could consider it, but was to understand hours worked by trade so we could start seeing where are the electricians and plumbers. How are folks progressing from their initial worki assume most start as carpenters. How are they progressing throughout their careers and just the full scope of impact we are having. Project specific can be broken down by trade. How they can provide that for the commission. It is tracked. What we dont have, if they change craft. For example, we may not know if someone started as a carpenter and move to electrician. We just know the certified pay roll what they submitted so look deeper into city build data we may be able to see these individuals started in this trade and when they came back to check in with us for Retention Services now in a different trade. Under the state department of standards, the individuals show if they completed their apprenticeship or left the apprenticeship. If they left whether they left for another trade, the personal information can be identified and you can track. Great. Wonderful. Glad to hear you are collecting all of that data with some caveats. Would be really interested in seeing how we are performing. I would just like to add that we dotracker has the ability to look at hours by trade for the different projeths and in terms of Small Business in terms of barriers in terms of increased participation, barrier removal is alwaysjust different barriers to get into the industry is something we are looking at. I did participate in the working group with renaissance and thought was the group was amauzing. I gave a presentation on our program and the last group but also included Small Businesses and some of the contractors that we worked with that representative [indiscernible] and other firms basically having honest conversation about why Small Businesses may not be selected and Small Businessesologist offering their challenges and so i think that group definitely will be telling and be able to inform us even more in terms of like what some of these barriers are and how we can work to attack them and look at ways to help remove them and to get more participation. Fantastic. Glad to hear that working group is set up and if at some point it makes comes to recommendations, it would be wonderful to receive that for the commission to receive that through a memo or just a update on where some of those barriers might be and recommendations to try to address them. Thank you for all your work on this. Thank you. Good afternoon commissioners. George bridges, contract compliance supervisor. I just want to also add that the director of had contract monitoring department, Stephanie Tang and myself, we had lots of conversations and the mayor office of housing has a Small Business program as well. The community is beginning to embrace Small Business utilization, and southeast we are seeing much more Energy Around first consideration district 10, Small Business participation. So, i think having conversation with other city departments continuing that relationship is really important. Looking at the workforce statistics, we did look at there last 3 months and it increased around 27 percent. Affordable housing tend to do better at local hire as we have 4 projects fully up and running in the next calendar year or fiscal year, so looking for our workforce to increase. Thank you for the updates. Thank you george. Just want to say, we will miss you young man. But congratulations on the little one. Congratulations. You didnt say, will you be returning . Okay. And thank you all. I just want to say thank you for maria for the detailed report in that i applaud you all for the work you are doing. I do believe our city is constantly changing, moving, so i am very optimistic about the work ahead. Also, i just applaud you all and i want you to continue upward and onward, so thank you for all that you do. My fellow commissioners covered a lot of things i probably wanted to bring up, but i still had a couple additional questions regardingill start with city build so it will be faster. I remember a couple years ago there were excess funds that were not being used for Training Programs and we just always had a excess of about 40 to 60k even though we had full participation, and so just want checking back in to see if anything has been done, if we still kind of have those additional funds at the end of the fiscal year and if we have added additional classes or added service s to our participants . I think for fiscal year budgetary purposes, rb it is just wei dont think it was carry forward, but what we use for city build for our funding is to expand the program. In the presentation one of the training we did in partnership with rec and park is to focus on the india basin so india basin park in the heart of southeast. A new park and community that will be built and we utilize the funds to run two Training Programs focused on bayview residents. Hence, atri was the lead agency and ycd did participate in that as recruitment to get individuals ready for the training. In that training, very focused on one addition, which was not included in training as we provided a form of stipend for the individuals because it is very challenging to go through training, especially when unpaid so resources that is added is to provide payment to the individuals going to work as part of their Supportive Services in addition to the removal, all the Supportive Services getting their tools paid as you heard participants get is union dues paid and of course they get the stipend to support themselves while they complete training. Those are resources that go into a Training Program so we did that last fiscal year for the india basin, so this year we have continue for the academy. One of thewe mentioned in the last presentation is a universal basic income model where individuals coming through city build get a guaranteed income up to 3 thousand when going through the program and it is paid through first month. They get 500 just to make sure they are there for the training, not for the money, so the next month they get 1500 and the last month a thousand dollar on top of all the other Supportive Services. All the support is added to that support that the individuals get as they go through the program and the most important which we get as a survey for graduates in the program, are not there for the money, they are there for the job. When they come out and see the placement numbers, they find that more valuable then anything else. Getting the first job as apprentice and continuously working. Hopefully that answered your question commissioner brackett. Yes. That answered that aspect of the training. Also, would like to get a little more informeda lot go through apprentice but there are challenges to become journeyman and having enough hours. What has city build been doing to address the disparities, because i know we adopted a lot of Racial Equity propositions throughout the city and different departments and especially ocii and i know that is a challenge specifically in southeast sector hires, especially within the black community because there is some incidents of racism on construction site projects so just trying to fiend out or if that is being addressed in terms of longer term retention, verses just kind of being hired on projects to be flag holders and not really receiving additional training on site to be able to move up and receive that on the job training, et cetera. Two parts to theer answer. The work ocii is doing and local hiring making sure contractors are held accountable to hire participants from the program. Without those jobs and making sure and without the policies the workers dont have the opportunity, so as you heard from the staff these are the monthly meetings we have. These are reports we generate to the contractors to make sure that their performance is up to what we expect them to do and if not what are the actions they need to take and ultimately it is to hire referrals from our program. Whether they graduated from city build or coming off the street they are local residents from the community. We want to make sure that they give thist these individuals opportunity because without the work they wont get the hours to get promoted up their stages of their apprenticeship so that alone is making a big difference for the workers. Then on top of that, city build has a retention program. We fund non profit agencies for graduates of our program that they come back to the Service Providers and we help with continuously providing Supportive Services so a individual have been out of work for a while, we refer them back out to work. Not just ocii but projects across the city and airport and other jurisdictions that may be able to hire a worker that they need. Then on top of that, if they dont havebeen laid off and dont have financial to support them to pay the union dues or get ran out of gas or cant pay for insurance, our Retention Services help pay for some of those fees. These are additional funding ocii help support that, and part of our services we provide to the community, so through that Retention Services, we are able to keep make sure that they get continuous referred out to work and they need support, we help them and other non profits also chip in. We dont have enough resources for them, we refer them to the other agencies that may be able to help them city build cant. Through the collective effort we maintain that they stay in the industry and get the job and get the support they need and as part of the retention we have gatherings where the cohorts come together to support each other. They talk to each other like having this challenge or we have graduates from 10 years ago that come in and journey level. They give guidance to give them support on how to succeed. Of course contractors you see samuel in the back he provides mentorship. Hell give guidance to referrals. This is what you are doing. Maybe you should do this better or like, change some of your habits because we want to make sure you succeed. Those are the mentorship and based on the partnership with contract and union and staff within city build so [indiscernible] aj thomas, [indiscernible] these are our staff i want to recognize that are doing the work and janet gomes was Operation Manager out there working with individuals to make sure that they succeed, so thats how we do a full wrap around service. Ypt to say thank you for that. I know that those are questions we had in the past and didnt really have a lot of update so proud and happy to hear they are getting the wrap around services because we were getting concerned if you fall short on union dues you are not able foogo too the hall or pick up a job so happy to hear we now put stopgap measures and safety nets so people can fully participate at whatever stage or level. Thank you chair. And then my last question is around sfusd partnership with building and trades. One of the things you said is in terms of what parents want their pathways to be. I know currently sfusd has been in a longterm partnership with building trade to do sand castle with Elementary School kids however it isnt a wide spread program. A lot of students and especially in the southeast sector of town dont participate in that, and are there ways in which city build, sfusd and possibly building and trades can do more outreach not just at the Elementary School level, of course getting more schools involved in the sand castle challenge, but also ways in which city build might also be able to partner with building and trades in terms of High School Opportunities . When i was in high school very few other high schools had any kind of wood working, metal shop or any construction trades classes. I went to lowell so we had Architecture Design so that was a benefit because we had other things like that, but are there efforts towards partnering with sfusd to bring back the training since we know that at least ocii will be building for the next 30 years. We do want local youth to look to us as a way for them to build their resume, find a profession that they can purchase a house in San Francisco, stuff like that. I think for the School District they have different programs set up for different high schools. [indiscernible] is the trade school of architecture and building and trades have a instructor teaching wood shop at John Oconnell high school as the designated school for the trades. Then also on city build side we fund the bright line Defense Project that works with jcyc to go into the high schools to do workshops to let people know these are opportunities to join city build, so actually every semester they go into the schools, work with High School Students that identified their interest in the trade and go through their pretraining before they get into city build and afterwards get referred to city build to go through our process. On top of that, next spring i will be working with ucsf to do some type of career fair for the trades and building and trades. That is what we are working on to recruit and of course target the high school graduates. Sometime the spring is early time to get in front of the schools, so by the time the students are thinking what they do after high school, they have gone to this event and learn about the trades, what city build is and how to get involved and specifically working with ucsf because there is a hospital built in parnassus so get them excited and be a part of the big mega project part of 5 years. This is what we did with the chase center, recruiting from the high school and they were excited to learn about the chase center before it was built. Those are strategies we learn through oci ii to get the High School Students to join our industry. Thank you. Executive director kaslofsky. Next is agenda item 5e, which is informational update on legislative status of senate bill 593 authorizing ocii to finance the construction of replacement Affordable Housing units. Discussion. Director kaslofsky. Thank you madam secretary. The commission has heard from me on this item a lot over the past couple months. Been going through this legislative process. This is update on senate bill 593, otherwise known as replacement housing as we call it. The legislation passed both the assembly and the senate and on the governors desk for signature. We are hoping that that will be signed soon. We are here to give a update on the e status of the legislation, what the legislation says and what it does and talk about Community Engagement going forward. To talk about that is elizabeth, housing manager for ocii. Good afternoon chair brackett, commissioners. As director kaslofsky mentioned, elizabeth, Housing Program manager to provide a informational update on sb593. As reminder, sb593 allows ocii to use a portion of tax increment financing to fund and development 5842 units destroyed and never repplaced by the former Redevelopment Agency. The portion of tax increment allowed to use per this legislation is what remains after fundsing the current enforcem obligations in mission bay, transbay and ship yard and candle stick points and after the pledge to schools and other taxing entities. Our current estimate is it first funds will be available in late 2025 to 2026. In order to fund the full 5842 units we expect to have several issuances over the following 30 plus years through around 2060. This assumes we are able to leverage traditional Funding Sources for affordal housing development, such as tax exempt bonds and low Income Housing tax credits which cover about 50 percent of project costs. This highlights the need for us to keep costs in check as much as possible and maximize our leveraging of other sources with replacement housing funds to mage tain the long time line projected. Replacement houseic units must be developed following affordal Housing Standard set forth in state law governing redevelopment agencies. So, under that law, units may be built anywhere in San Francisco and must be restricted to and affordable to houses at or below income of people displaced. Longterm affordability restrictions which means essentially in perpetuity, the life of the project. And in addition to our existing obligation to build housing within the current project areas. As i mentioned, leveraging other sources of Funding Sources is key to meeting the goals of the legislation. Also has a requirement that repplacement housing built within 4 years of the destruction of a unit. Obviously that cant be met here but it highlights the need to move as quickly as possible within the constraints of the funding. I wanted to touch on impact of replacement housing legislation on the certificate of preference or cop holders. Replacement housing funds essentially expand the supply of Affordable Housing for which the holders are eligible. Ocii and mohcd provide cop holders with first preference 100 percent of units in Affordable Housing. If the cop holder meets the Eligibility Criteria for affordable units they shall be approved before all other applicants. In 2022 the state legislature expand the cop pool to include descendants so will receive first preference for replacement Housing Units and excited about the timing of the legislation since we have been increasing and improving the cop marketing and outreach over the years and efforts to locate cop holders and planning to continue to do that. This legislation will allow us to create more opportunities for those cop holders, including descendants. We hope given everything i just mentioned to have more cop holders applying for housing going forward. We received input during the legislative process and have recently discussed the legislation at our Cop Committee held last week. We plan to hold a series of workshops on the legislation and initial steps for implementation at our cac and commission in up pcoming week and early november ask commission to approve a priority policy to establish broad categories the funding can be used for. Some questions and feedback received during the legislation process were will ocii develop housing where urban renewal displacement occurred and existing project areas . Also if there is near term Affordable Housing opportunities particularly for cop holders . The initial answer to those questionicize we do plan to take advantsage of the flexibility the legislation allows to finance outside project areas and think it makes sense to focus some of those funds on the areas where the displacement occurred. We also have opportunities within project areas to increase Affordable Housing opportunities in addition to what we are already obligated to do in those areas and we could get started on those right away. So, that is just a little of information but there is a lot to come on and looking forward to the process and hearing your input. This concludes staff presentation and here to answer any questions. Before i start working with redevelopment, i was on the joint housingyoungest person on the joint housing committee. We went around to different people who were going to be relocated before they built the Jacky Robinson units which were the first units in Hunter Points and our problem back then, we didnt want redevelopment to do Hunters Point like they did Western Addition. Relocated all the people, some were real nice buildsings such as Booker T Hotel and what have you. Anyway, when they came out, we would go out to different tenants and home owners out there and tell them redevelopment is coming and they be tearing Different Things down, developing our community. Supposed to builds a Shopping Center on top of the hill, et cetera. But, when we left there in those units, myself personally was making paying 59. My wife was working at the post office, i was working redevelopment and city hall at the same time, and then doing a little construction because i was a member of 261. Anyway, we were making good money. Redevelopment didnt ask how much money we were making when they tore our place down. Lucky enough i bought me a home. A lot of people didnt have the opportunity to buy homes, but they wasnt paying all this 2 thousand, 3 thousand, 4 thousand dollar worth of for rent. And it was a mixture of people. We had peoples in soma which we called south park back in the day, but soma. They were displaced. Never got certificates and i think they should be getting certificates or some kind of priority in housing. My whole thing is, we want these 5 thousand units of housing, 6 thousand units of housing to go to Certificate Holders as a preference, because they relocated all those people, the businesses and what have you. And what they asked for, because i get the thing every time you guys build new units for rentals or Home Ownership and what have you, and what you are asking for people to pay for those units is totally impossible. When people working for muni and Different Things like that they are making over the wage and have certificates and still cant move back into their communities, that is a shame. Donts play no games with the Certificate Holders in saying you have a pref areance and they want to move back home because a lot moved to hayward and different places like that,ment want to come back home and dont center the opportunity to come back to the community because you say you are making too much money. I think you need to change it and start looking at that and it is a reali have a personal problem with it and i have a home. See what im saying . What about my kids when they want to get something or other kids . We have brothers and sisters coming home from the pen who have certificates. How are they going to afford to pay, 2, 3 thousand . See what im saying . We got to be realistic and make sure peoples who were in San Francisco in these areas that was torn down have the opportunityreal opportunity to move back into their communities and have ownership. We just closed out Public Comment and i am now going to refer to my commissioners to see if you have comments or suggestions or questions regarding item 5e. So, this will be the policy determining how replacement housing will be used through our agency in the future. It is discussion item, soee can have discussion on things you want to discuss or you feel is important to discuss moving forward. Thank you. Im pleased with what we have done and how far we have come, but i also see we need to go further and this whole thing where we have so many people that are cop holders, but have given up because they make too much or dont make enough, and it disqualifies them. They desperately would love to come back to the city, but they dont have that qualification because hundred dollars too much, 200 too much, one person said it was just a matter of maybe 20 or 30it wasnt a large amount but it prevents them to have access to that whole benefit of coming back, and so im running out of reasons to go and tell so many people about this wonderful opportunity that doesnt work for them. Im just wondering what can we do with our policies . How do we help this issue . I know it is not an ocii thing, it is bigger then that. Much larger, but i think we can start somewhere in addressing it better, deeper, and just kind of pressing into it, because so many of our city leaders are saying, that doesnt work. It is not supposed to work. What do we do about that . Im just asking that we consider what can be done on our part starting somewhere that would really get the ears of those that make these decisions and can change or amend or do something with our policies that are not addressing the need and the benefits that could be available. I have a quick clarifying question on what the legislation does and doesnt allow. Does all the housing have to be new or does it also allow for repair and restoration of existing units like preservation . It does allow for preservation. The housing does not need to be 100 percent new construction. Preservation is allowable use of the funds as well. Thank you for that clarification. Because i think there is a real opportunity there to meet the immediate needs we see with the cop holders in that, lets not wait for new housing to be designed and built and occupyable in order to meet the needs of the cop holder we know of today looking for housing. I think there is effectively two big ideas with this piece of legislation. The first is replacement housing obligation and building new Housing Available for the city. The second is meeting the needs of our cop holders and i think thats equally if not more important and wondering if there cant be a more micro Scale Program set up for these funds to really ask the cop holders what housing are you looking for and then seeking that out and proactively purchasing it on the market and deed restricting it for Affordable Housing in perpetuity, just to not kind of say, hey, we thought about what we wanted to bake and baked it and is this the type of housing you like, instead say what are you looking for . How can we meet your and your family needs and make that housing unit permanently affordable to others moving forward. It is a much morevery micro scale project, but i think given the severity of the impact we had the Redevelopment Agency had to this community, it is time to really go above and beyond and create some type of program to meet the needs of cop holders and their descendants. I wanted to throw that out just as a idea because i think we have a real opportunity, again given we can leverage funds for existing units, the Housing Market in San Francisco is depressed, now could be a really good time to go out and to do this at scale. Thank you. Thank you for that discussion. I would like to echo a little bit what our vice chair scott mentioned in regards to if we address a policy for the cop holders, how can we allow those who have been waiting for so long, how do wehow soon can we have themif they have been waiting so long, can it be something doneforgive me of mybut, how soon can we just approve it right away if they have been waiting for so long and forgive me again if im not too knowledgeable in that. Not at all. Sure, as far as timing, clarify cop holders have the First Priority and hundred percent of units funded by ocii and mohcd units, so there are existing Units Available to cop holders. One thingone of the wonderful things about this legislation is it allows us to expand on that and i think we expect to use the flexibility allowed by the legislation to have different types of housing and different locations. We currently have in the existing projects areas some parcels that we already have that we could increase had number of units on, get started with those right away so that could come onbored quicker. We do expect to partner with mohcd, they have a large pipeline of projects including small sites much like what you described commissioner drew, so i think using the flexibility that the legislation allows will allow us to have longer term projects that allow us to kind of start from scratch and create projects and also to plug into existing projects that meet the needs of cop holders shorter term. I do think we hope to be able to do multiple types of housing. If i may through the chair add more to that. One thing we want to emphasize or highlight is that the money for replace ment housing comes in over time. In fact, a few decades of time, because it replies on the city portion of the tax increment, which is a smaller portion then the broader redevelopment tax increment available. In either event there is a certain amount available per year. If the governor signs something today which dont believe he is doing, the law is only effective in 2024. We can begin a bond issuance process because these are high capital cost which takes about a year to do, next year in 2024. It would be really 2025 before we have many to spend. Looking no matter what we do at minimum 2025 to be able to look at projects. At this point now we are just looking at what should be the kinds of priorities, when looking at projects in 2025. So, refer to land we have in mission bay to increase density there. There might be opportunity out there as commissioner drew suggested, maybe ist xing buildings. Mohcd has a program called Small Sites Program which buys buildings that are existing not affordable and deed restricted and purchased and put a deed restriction on them. We can potentially fund that program or conduct some of those kinds of purchases ourselves. These are all good ideas but i want to give that timeline of the projectthe phasing of the funding. When we modeled this we looked at really bond issuances going out for another 30 years. Just because of the amount available per year. It does come out of a broader pool of property taxes. Thank you so much. If i could also bring this other issue up that has been very very hard and complicated, where many of the cop holders will go through the process and right at the end they selected the apartment, it has been approved and then they have them to do another little piece of paperwork and it says, oh, you dont make enough. Or, you make too much. And it is like, why didnt they tell them that up front . Maybe in a in this that or the other whatever that amount might be, and looking at their income, they are told ahead of time instead of as it was said, months and months they are working on, moving towards it and getting closer and closer and then they call and let us know they have been approved, so we tell the leaders the churchers, outreach centers, there is another one, only to hear from them later, i had to do the final piece of paperwork after all these months and i have been told i dont make enough or make too much. There again, perhaps that processing needs to be revisited. So they dont go through the disparities and that is a crushing thing to happen when you get that close and they take pictures, go visit the place, and then denied. I think when we do our annual Housing Production report and certificate of preference marketing report we can bring information to highlight the process to better understand from my own education as well but for the public to see what does the qualification process look like over some sort of timeframe with major milestones to look for areas for improvement. Thank you, sir. I myself am going to read to you guys possibly a lengthy statement right now because i feel that we talk a lot about the outcomes without the actual input and how these policies have actually not produced the outputs we want and if we really are trying to be intentional and use this housing as replacement housing as it is being promoted to the public, promoted to those looking for housing and actually effectively doing what we promised to do which was offer a true right of return to residents who are displaced, i think we have to unpack and not talk about making incremental change at this point in time, but really talk about making deep deep structural policy changes that will insure that we get those outcomes that we all are saying we want. The incremental changes have not worked and so i would like to see a revamping of this policy and whole new way with a equitable lens. Ill start off my kind of comment. The city is taking steps to undue damages cause said by policies and practices, the Racial Disparities continue to be in this present day. Despite progress in addressing explicit discrimination, racial inequities continue to be deep pervasive and persistent in San Francisco. In the 50 and beyond particularly in the context of National Civil Rights Movement racism in San Francisco has become much less explicit moving away from overtly racist based exclusionary policies that were implemented by herman [indiscernible] the city recent insophisticated racism defined by inaction or lack of intervection with regards to Racial Discrimination and employment housing neighborhood choice through exclusionary zoning education healthcare criminal Justice System and we have never repaired the harm nor apologized formally to those impacted by the redevelopment and urban renewal or what they used to call, negro removal action. I am ask ing the ocii staff look into uli10 principals of embedding Racial Equity in Real Estate Development as we develop this policy. Last week the s ff Reparation Committee released the final report and cited ocii and San Francisco Redevelopment Agency role so i like to share there are 5 key elements of reparations which i think not only explain the moment in time in which this commission will be taking this action but also how it also mirrors and complemented our agencies already established Equity Diversity and Equity Inclusion statements and moral obligation to suggest [indiscernible] at all cost. One, secession and assurance of non repetition of the harm. We have not been able to give that to cop members. The harm is still continuing. Number two, restitution and repateeration. That is another area in which we have not been able to properly do. Number three, compensation. Reports i received from mohcd in terms of compensation that happened at the time of removal and displacement, it was not done in a equitable fashion or honorable way. I can talk about key stories such as leola king and fillmore and other black Business Owners and home owners who were displaced and not given real value for their property and the report we were given to the Cop Committee specifically about the 888 businesses that were displaced, they said the present value that was given at that time was less then 500 thousand. There is single businesses are worth more then that and imagine that a whole neighborhood of 66 blocks and 888 businesses given less then 500 thousand collectively is unacceptable and need to do something to repair that harm for the business certificate of Preference Program never delivered upon by our agency. In addition, the last two of those are also number four, satisfaction as dr. Scott has commissioner scott mentioned and other people and oscar james mentioned today, there is no satisfaction from the community that was harmed and number five, there is no opportunity for rehabilitation. I are am going to read off some of the 10 comments that were given by the Cop Committee members in the last meeting just to share with you what the community is asking for not what im asking for, what the community is asking for and follow up with recent things that our mayor and mohcd successfully accomplished in the newer policy adjustments and stuff like that. Ill start what the Cop Committee asked for. Number one, asking the development of the 5842 Affordable Housing units for sf preplacement housing should be used as replacement housing for displayed cop holders only. They feel that because we already developed so much other housing cop holders have only been able to access less then 1 percent of the housing delivered to date that it would be unfair to release the 6,000 units to anyone and everyone who qualify without Due Diligence to identify all those cop holders to make sure they can properly access those 6,000 units. Number two, begin transition of cop programs to the office of reparations for more focused attention. They do not feel mohcd has done Due Diligence or is the proper vehicle by which cop should continue to be managed through due to staffing shortages, lack of transparency as well as lack of equitable outcomes. Number three, maintain the same income levels or ami categories at the time of displacement. We heard from mr. Hashimoto business his experience and oscar james today how various ami categories can both help and harm cop displaceees. We heard many fall under the ami of various different projects we worked on and that there are other projects where they are over the ami when they do find out about it. Number four, asking for Economic Impact report, which will share intergenerational wealth lost from imminent domain action from 1945 to present that our organization patner with the black Developer Forum to write a Business Plan for financing and development of the 5842 replacement units. Number five, to create a fund for cop potentially a Community Land trust to represent the Affordable Housing Economic Development around the 5842 replacement units and 883 displaced cop businesses so similar to what commissioner tamsen mentioned. Having a dedication organization doing this work with the interest of cop and not balancing it with the issues of the wider city, which doesnt address cop holders specifically or displaced populations. Number six, hud funding to assist with housing homeless and displaced cop holders that hasnt been flushed out. This is the first time i see it on the list from them, so have to potentially either get more information from the Cop Committee what exactly they mean by that. I wont try to extrapulate what they are thinking. I have other things ideas of my own but dont want to put that on them. Seven, down payment assistance and rental assistance programs and funding. We have heard year after year that there is not enough money in the rental assistance down payment assistance for cop holders to take advantage of housing opportunities when presented with them. Often times the money from mohcd programs run out and they aret noable to move into the units because they are not able to get security deposits or down payment assistance because the money is already gone. They lose out on the once and a life time housing opportunities. Eight is relational credit reporting to buy our rent Affordable Housing. With that, i imagining because we had discussion about that. They would like there to be a more flexible way of understanding and grading credit so with the new models of credit reporting and different ways in which they like mohcd to take a more flexible way of reviewing and are establishing credit worthyness to get into rental units and or purchasing. Number 9, cop small sites and Small Business Program Acquisition funding and technical support. Cop business certificate and project equity. Not sure all the details about that, but there have been discussions around how Small Businesses can get support, and getting into spaces and receive long time funding support. I believe oscar james testified several times that when redevelopment took action in places like the protis market they offered 1 rent for 50 years for all the businesses in that project area, including one of the businesses that took advantage of that was bank of america. When you think about that and are think about how that wealth building and if that opportunity was offered to a Small Business or someone locally how that could sustain them versus us giving those type of credits to a Large Corporation that is worth billions. You can see where equity needs to be at forfront and also how this ends up getting translated in terms of outcomes. Ten, they ask for policy change allowing for use use of affidavit to substantiate a persons cop i guess approval. We heard time and time from community that sometimes through threshold to certify someone is a cop holder or descentant of cop holder created challenges and been rejected multiple times and asked to provide documentation that they dont have or cannot access or will never be able to access as you know. There are various black families that do not have access to their original birth certificates. Medical records and or School Records and mohcd Program Requires those documents in order for them to receive their certificate of preference even though mohcd holds information that shows that person is a descendant or part of the household. We really need to look at how do we stop putting the onus on the community that is already impacted to prove that they have been impacted when already have the records that show that. I think thats double work and unnecessary at some point and just creates additional barriers to the persons who are coming forth and wanting to participate in this program because they feel that they are being shut out purposely or being unnecessarily barriers to access. That was it from the Cop Committee. Im now going toi spent a lot of time this past week talking to various non Profit Housing developers as well as entities around Affordable Housing, and some best practices that have been used. I think in our report earlier, that was given in terms of the things we like to see and things we are proud of, which is sbe retention rates as well as local hire rates. We had higher percentages when they have been Community Development projects, specifically around Affordable Housing, so this looks like this could be a really impactful area to continue to grow our numbers in that way, and continue to do that type of work, so would just like to share some challenges that even non Profit Housing providers deal with when we are talking about creating policy around 6,000 new units. Number one, they like to see more unbundling of larger projects in order to increase participation rates for sbe firms which matches capacity better then large projects. An example of that is when there are larger projects that are bundled to 3, 4 sites together disadvantage sbe because they dont have capacity to run three Major Projects at the same time. While they may be funded for that and to do the work it also creates issues along the way, and it is better use of time and also better opportunity for sbe to be the lead on projects when projects are not bundled and smaller versus bigger. Also insuring that they are Community Serving businesses and non profits selected to be developers or take lead roles on projects. They also said that they want to see more insurance of lower ami and 0 to 50 percent rate. Also seen a similar mismatch in more low income persons wanting needing housing however we are having our Affordable Housing bands much higher then the local need. If you want to put that in context, the ami for or average income for black family in San Francisco ranges around 30 to 40k per year. That is way lower then the 50 percent ami and in a lot of Housing Developments that we do through ocii, it ranges a lot of the units typically are in the 70 percent and above ami, so totally puts them out of the possibility of even getting an Affordable Housing. What that does to our community is disservice because it puts out the narrative Affordable Housing is there andt not affordable to those quhoo need the most. They share rfq should have clear guidance for scoring that support community ingaijsment and are true [indiscernible] advantsaged rather then disadvantage. What that looks like is in terms of a lot of times rfq are set up in the traditional model in the sense they are geared towards larger developers who have tons of experience and the minimum requirements are so prohibitive that you must get one of those larger developers to be a sponsor on your project even if a Community Based organization who has experience building Affordable Housing, they dont qualify or meet the minimum requirement which means the Community Based partners also are selected by larger developers who have more leverage as projects go along and that impacts the entire project because at some point the cbdc and non profit organizations and sbe have less agency and what the final project looks like so times where negotiations happen the needs are not met and they have to just accept whatever the larger developer wants to do that may impact financing just so they can say they completed the project. And that also leads to us not getting the preferred Community Based outcomes we say we want in the end. They also said they would like to see we insure there is Racial Equity framework in all levels of all projects. They also said they like to see more assistance with Community Serving businesses and non profits on the cost of tenant improvements current developments are typically only extended for warm shell build outs to Community Serving non profits and they dont actually allow enough funding or resourcing for retail or mom and pop businesses that have a huge need for tenant improvement costs. One of the examples of that is when we are building out spaces i know i heard from mercy housing as well as other developers in the mission bay projects, it was very hard for them to lease up the Small Business retail spaces even in the Affordable Housing spaces because a lot of the spaces were not built with intention of what businesses would go in there and so trying to get a Small Business to be in a space that is too big to where they could probably manage, or didnt have proper infrastructure so coffee shop or restaurants cht a restaurant requires 150 thousand initial investment just to put a hood in there, not including the floor drains and all the other things that need to happen within a restaurant infrastructure so they like to us to look at building into things that there is more flexibility, more resources, more funding for that as we think of our development. Another thing they also commented on was also how some of our projects could potentially use other type of financing models or look at other type of capital for projects in a more favorable way instead of only looking at traditional forms of capital to fund these development projects. And then so that was my collection of things being from non profits. And then myself, i really see this moment as time as a opportunity for collaboration shared resources, funding and improved outcomes with mohcd and mayor office. I will point to two things that recently happened that kind of highlight that just this past week and last week there were several press releases by the mayor office. One recently was where she announced today 60 million in federal tax credit to support non profit and businesses in disadvantaged communities through the market rate tax credits over the 13 years, the mayor office is able to leverage 163. 6 million in federal new marblth tax credit dollars to reinvest in local communities and non profits tasked to helping fund the project. Being that the initial action that created the San Francisco Redevelopment Agency was a hud action, i believe there is advocacy we can do around that to potentially lobby with our federal Representative Nancy Pelosi and mayor office and governor to get funding in the additional documents hud was supposed to pay 1 3 of the cost of redevelopment and so i believe we should Start Holding them accountable for the 1 3 of the money. We have been building this with city money and tax funding and it is time for the federal government to also be responsible for the harm caused to various communities throughout San Francisco due to redevelopment action. Also, mohcd recently also released another press release how they are able to house 270 out of 500 families in chinatown sro into permanent family housing. The fact they were able to do that and have been unsuccessful in cop is kind of eye opening to me especially considering that this is something that people have been lobbying for decades. I like to see what are the wins or hear that allowed them to make a substantial or house over 55 percent of the people they wanted to house. And i just want to end with saying that i also did some kind of research on initial actions taken by redevelopment. Before we became what we are now ocii is a Successor Agency and i do believe these are still part of our obligations in ways we can help the Community Partner on certain projects or smaller site projects like commissioner tamden said. There used to be a cop developer, there was a developer certificate of preference given to the community where the community developed projects and that is how we got a bunch of the coophousing throughout San Francisco where a majority of the black residents in San Francisco have been able to sustain themselves. Freedom west and the bayview hill area, and coop housing is another model of Affordable Housing we dont typically funds in the city but has been a way to prevent gentrification or removal and sustain families for generations in the city and so what ways we can develop this policy to also prioritize or incentivize coop housing is great because we know that is a housing stabilizer in the city. And then thats it for me. Sorry i was really long, but i really think this is a moment in time where we really need to cat gorically do a 180 when we think about this policy because this is 6,000 units specifically supposed to be for people displaced. If any other commissioners or director kaslofsky have any comments. Ill wait to see if commissioners have feedback. Just only say thank you for that lengthy dissertation. But, your commentsmuch of the same that i get in our meetings and from our churches and dr. Brown. It goes from our leadership all the way down to our lay peep lt people in the community and it has been encouraging, but discouraging let down with the process and the policies and the way things are going. And we do need not more discussions, but actions that will help to change and correct things. I feel like we need to look at dr. King and really understand when that trust and faith, when it is broken. It just leaves a mountain of dispair, but we could be the stones of hope to really go into serious actionary things that would make a difference and change because how many years has this been an issue and just multitude of issues around it, so what are we doing to make a change and at the same time, we watch others just thrive and benefit and it is like, what are we not doing or not saying or what are we missing . There is something that can be done to make this a lot different, better, and successful for families, so thats my little put. I dont think it needs a lot of anything else said from me, but actions upon solutions is what we need. Thank you chair for addressing those issues. I think growing up in the city i always heard and i agree with commissioner scott action is required now. Enough of the talk and more action. And yes we need more families to stay in San Francisco. A lot of friends moved out. Im one of the few that have stayed and somehow making it happen. Thats my motto. Im making it happen in this city, so a lot of us work hard. We hustle out there to stay in the city that we love so much and i just like everyone else deserve to stay in the city. Everyone, all groups, so i applaud for thatapplaud you for that lengthy statement and comment and feedback from the committee from the people and they need to be heard. Thank you for that. Thank you. Thank you. This is great discussion. The purpose of the presentation was to highlight where we were in process and we startedfirst at the certificate of preference subcommittee but here at the commission to begin the listening. We heard a lot of different ideas. Some of which we heard before pry to the cop meeting and also during the meeting. What we committed to was to lay out the different suggestions, see where those requirements come fraument and do what i call a cross walk to just explain where we are. That for me is the first step in trying to determine what the next step is. Other thing i want to mention is just that a lot of this implementation of any of this would require not only the mayor office of housing Community Development but the mayor office proper because it would involve federal and State Government and state legislation. Looking through the list provided by the Cop Committee, hearing some things, some of which you heard before, i see near term opportunities for process improvement and longer term things that may or may not be feasible but we can commit to looking at them in the way we can. We limit in terms of small but mighty staff but we can turn to partners philanthropy to maybe fund the economic study. We are happy to participate in conversations around that. I just want to offer that up as partnership in the discussion trying to continue to deliver the Affordable Housing on deck and make adjustments along the way where possible, and happy to begin the next step with the cac, which is is over the next two weeks and bring back what we heard at that point to the commission. If that works. I like to definitely thank thor as well as general counsel morales for supporting the Cop Committee through a lot of the discussions and being a listening ear and providing us the opportunity to have these for the community to weigh in and for us to throw out Different Things. I think that in the Cop Committee itself we did make monumental change. We got the cop law with the help of general counsel morales and executive director and mayor office and david chui office so not that we are not trying to make progress. I just like to see something more comprehensive and so as much as ways we can share and Work Together as a community with all these partners to really come up with a real more definitive policy and are look at it as saying if we change this policy, this is the outcome we should have from the policy change and being able to map those things not just look at policy of being some kind of general term where we set parameters of what may be acceptable or not acceptable, be more intentional how we set the policy that if we set a policy in this way this is the specific outcome we are trying to get out of that. I just like to end with just saying that at the crux of all this is really finding those cop holders and so i really like to see an rfp before commission in november to outline how we are going to use the most robust process possible. Again, im definitely advocating for geneology to find over 20 thousand cop holders we know are out there. If there is 20 thousand we know of, imagine if there is 20thousand out there and building the next 30 years we are talking about descendants. There are people out there that want the housing opportunities. And then the kind of last part i like to talk about and maybe it doesnt get addressed in the policy and maybe comes share else but i like our commission to also look at ways can we do expansion of the cop program. Not in the sense of specifically around descendants, but how do we still really support those other project areas who did not have a cop certificate because they didnt ask for one, but we know now as a agency that had they been offered that opportunity that might have saved their community as well, and when i think about i think of soma displaced. Next step once we get through this policy for the 6 thousand replacement units. If no other questions or concerns i will thank you i wanted to encourage director kaslofsky to think big on this one. I am hearing things like there is additional process we got to bring in Different Levels of government. We have small but mighty staff. Now is the time to think big and go big and not get to be bogged down by process. I think we have the capacity within the budget to hire heads. We have the funding to go 2024 is right around the corner in terms of accessing these funds when it does go fl to effect. What can we do to hit the ground running to get these bonds out the door and dollars in hand . It is a rare opportunity in government to be handed such a Incredible Opportunity to make a change and to maybe summarize what i hear from fellow commissioners we want action and fast action, so anything that you as the leader of this organization can do to push that change and Vision Forward quickly will be really appreciated and you have my support to make sure you have the resources needed in order to hit the ground running and move fast. Great. Thank you. I want to open up for counsel morales. I wanted to clarify president Bracketts Point about the certificate population. One doesnt need a certificate to be eligible for the preference. The state law votes for the original displaceees as well as descendants. Just requires you be the displaceee or a relative of the person displaced. You dont need a certificate and all of our programs flow from that state authorization for the preference, so certainly there need to be more outreach to the community to explain that, but that preference already exists and we would mohcd and the agency are bound to provide that to all persons who are displaced by redevelopment. Thank you for that jim. We understand that is the sentiment of the law, thats not how it has been applied on mohcd behalf. We understand that is ocii and been advocating to do, but that not translated to the processes and so one thing we discussed maria was hiring more staff to go through the actual cop applications because they are taking it as you need to apply to get the certificate. We are not just issuing it to you. Like how you just said. If they qualify they should get it. That is not happening. They are asked to apply and provide proof that they qualify. It is that process that is being inhibitive and prohibitive to members of the cop universe and what also translates to Community Talking about this and saying, i qualify but got denied so try your luck but probably deny too or also not getting quick response. Maria said in the meetings she was on a 6 or 8 week backlog for applications and had one person and wasnt hur. She was on the approval side, so imagine the time it takes someone to apply to qualify and now waiting 8 weeks to get approved after they are told they are approved. And then there were as reports 50 percent of the people who applied for certificate of preference were denied because they didnt have a specific document that was recognized by the agency. What we are seeing is there is a mismatch in the outcomes and we have to do something at the policy level to enforce that with mohcd because it isnt happening so that is what i like to see. But i want to thank commissioner brackett for giving our report from the oc committee and for jim morales report on the things about the certificate that i didnt know anything about. For the last 50 years i served around redevelopment before i came to work with redevelopment. Watching redevelopment during the process and destroying soma, south park. I used to work for it the veteran administration before i came here and seen all that be demolished. When redevelopment came to Hunters Point and know when it came to huntser point we surrounding the building with [indiscernible] and we demanded that we have a preference to come back to our community. That is how we dpot the certificate of preference. Like you say about soma, all thethe blacks down there in soma, didnt get no certificate but they were stroyed by the Redevelopment Agency and thinki have been bringing this up 50 years and they should be entitled to have a preference for houses because all those peoples were making less money then i was then working for veteran administration and think i was makingit was low. Under 5. They were moved out of their homes and families was 5, 6, 10 people in the house. Relocated. I just are want to commend you commissioner brackett for giving our report. I know you guys would not allow me to talk that long, and one thing i want to say, when i first started to Redevelopment Commission meetings, the Commission Meeting didnt look nothing like you guys. Nothing you guys. [indiscernible] you can look back to the records, he was the attorney and we had [indiscernible] to make him hear what the community was saying. I just want to let you guys know how much i appreciate what you guys are doing for the betterment of city and county of San Francisco, not just hunter point or Western Addition or soma, but entire city and county of San Francisco and appreciate each somewhere every one of you. [meeting adjourned] when i shoot chinatown, i shoot the architecture that people not just events, i shoot whats going on in daily life and everything changes. Murals, graffiti, store opening. Store closing. The bakery. I shoot anything and everything in chinatown. I shoot daily life. Im a crazy animal. Im shooting for fun. Thats what i love. Im frank jane. Im a Community Photographer for the last i think about 20 years. I joined the chinese historical society. It was a way i could practice my society and i can give the community memories. Ive been practicing and get to know everybody and everybody knew me pretty much documenting the history i dont just shoot events. Im telling a story in whatever photos that i post on facebook, its just like being there from front to end, i do a good job and i take hundreds and hundreds of photos. And i was specializing in chinese american history. I want to cover whats happening in chinatown. Whats happening in my community. I shoot a lot of government officials. I probably have thousands of photos of mayor lee and all the dignitaries. But they treat me like one of the family members because they see me all the time. They appreciate me. Even the local cops, the firemen, you know, i feel at home. I was born in Chinese Hospital 1954. We grew up dirt poor. Our family was lucky to grew up. When i was in junior high, i had a degree in Hotel Management restaurant. I was working in the Restaurant Business for probably about 15 years. I started when i was 12 years old. When i got married, my wife had an import business. I figured, the Restaurant Business, i got tired of it. I said come work for the family business. I said, okay. Its going to be interesting and so interesting i lasted for 30 years. Im married i have one daughter. Shes a registered nurse. She lives in los angeles now. And two grandsons. We have fun. I got into photography when i was in junior high and high school. Shooting cameras. The black and white days, i was able to process my own film. I wasnt really that good because you know color film and processing was expensive and i kind of left it alone for about 30 years. I was doing product photography for advertising. And kind of got back into it. Everybody said, oh, digital photography, the year 2000. It was a ghost town in chinatown. I figured its time to shoot chinatown store front nobody. Everybody on grand avenue. There was not a soul out Walking Around chinatown. A new asia restaurant, it used to be the biggest restaurant in chinatown. It can hold about a 1,000 people and i had been shooting events there for many years. It turned into a supermarket. And i got in. I shot the supermarket. You know, and its transformation. Even the owner of the restaurant the restaurant, its 50 years old. I said, yeah. It looks awful. History. Because im shooting history. And its impressive because its history because you cant repeat. Its gone its gone. You stick with her, shell teach you everything. Cellphone photography, thats going to be the generation. I think cellphones in the next two, three years, the big cameras are obsolete already. Mirrorless camera is going to take over market and the cellphone is going to be better. But nobodys going to archive it. Nobodys going to keep good history. Everybodys going to take snapshots, but nobodys going to catalog. They dont care. I want to see you. Its not a keepsake. Theres no memories behind it. Everybodys sticking in the cloud. They lose it, who cares. But, you know, i care. Last september of 2020, i had a minor stroke, and my daughter caught it on zoom. I was having a zoom call for my grand kids. And my daughter and my these little kids said, hey, you sound strange. Yeah. I said im not able to speak properly. They said what happened. My wife was taking a nap and my daughter, she called home and said hes having a stroke. Get him to the hospital. Five minutes later, you know, the ambulance came and took me away and i was at i. C. U. For four days. I have hundreds of messages wishing me get well soon. Everybody wished that im okay and back to normal. You know, i was up and kicking two weeks after my hospital stay. It was a wakeup call. I needed to get my life in order and try to organize things especially organize my photos. Probably took two million photos in the last 20 years. I want to donate to an organization thats going to use it. Im just doing it from the heart. I enjoy doing it to give back to the community. Thats the most important. Give back to the community. Its a lot for the community. I was a born hustler. Im too busy to slow down. I love what im doing. I love to be busy. I go nuts when im not doing anything. Im 67 this year. I figured 70 im ready to retire. Im wishing to train a couple for photographers to take over my place. The younger generation, they have a passion, to document the history because its going to be forgotten in ten years, 20 years, maybe i will be forgotten when im gone in a couple years but i want to be remembered for my work and, you know, photographs will be a remembrance. Im frank jane. Im a Community Photographer. This is my story. When youre not looking, franks there. Hell snap that and then hell send me an email or two and theyre always the best. These are all my p youre watching quick bite, the show that has San Francisco. Were here at one of the many food centric districts of San Francisco, the 18th street corridor which locals have affectionately dubbed the castro. A cross between castro and gastronomic. The bakery, pizza, and dolores park cafe, there is no end in sight for the mouth watering food options here. Adding to the culinary delights is the family of business he which includes skylight creamery, skylight and the 18 raisin. Skylight market has been here since 1940. Its been in the family since 1964. His father and uncle bought the market and ran it through sam taking it over in 1998. At that point sam revamped the market. He installed a kitchen in the center of the market and really made it a place where chefs look forward to come. He created community through food. So, we designed our community as having three parts we like to draw as a triangle where its comprised of our producers that make the food, our staff, those who sell it, and our guests who come and buy and eat the food. And we really feel that we wouldnt exist if it werent for all three of those components who really support each other. And thats kind of what we work towards every day. Valley creamery was opened in 2006. The two pastry chefs who started it, chris hoover and walker who is sams wife, supplied all the pastries and bakeries for the market. They found a space on the block to do that and the ice cream kind of came as an afterthought. They realized the desire for ice cream and we now have lines around the corner. So, thats been a huge success. In 2008, sam started 18 reasons, which is our community and event space where we do five events a week all around the idea of bringling people closer to where the food comes from and closer to each other in that process. 18 reasons was started almost four years ago as an educational arm of their work. And we would have dinners and a few classes and we understood there what momentum that people wanted this type of engagement and education in a way that allowed for a more indepth conversation. We grew and now we offer i think we had nine, we have a series where adults learned home cooking and we did a teacher Training Workshop where San Francisco unified Public School teachers came and learned to use cooking for the core standards. We range all over the place. We really want everyone to feel like they can be included in the conversation. A lot of organizations i think which say were going to teach cooking or were going to teach gardening, or were going to get in the policy side of the food from conversation. We say all of that is connected and we want to provide a place that feels really Community Oriented where you can be interested in multiple of those things or one of those things and have an entree point to meet people. We want to build community and were using food as a means to that end. We have a wonderful organization to be involved with obviously coming from buy right where really everyone is treated very much like family. Coming into 18 reasons which even more Community Focused is such a treat. We have these events in the evening and we really try and bring people together. People come in in groups, meet friends that they didnt even know they had before. Our whole set up is focused on communal table. You can sit across from someone and start a conversation. Were excited about that. I never worked in catering or food service before. Its been really fun learning about where things are coming from, where things are served from. It is getting really popular. Shes a wonderful teacher and i think it is a Perfect Match for us. It is not about home cooking. Its really about how to facilitate your ease in the kitchen so you can just cook. I have always loved eating food. For me, i love that it brings me into contact with so many wonderful people. Ultimately all of my work that i do intersects at the place where food and community is. Classes or cooking dinner for someone or writing about food. It always come down to empowering people and giving them a wonderful experience. Empower their want to be around people and all the values and reasons the commitment, community and places, were offering a whole spectrum of offerings and other really wide range of places to show that good food is not only for wealthy people and they are super committed to accessibility and to giving people a glimpse of the beauty that really is available to all of us that sometimes we forget in our day to day running around. We have such a philosophical mission around bringing people together around food. Its so natural for me to come here. We want them to walk away feeling like they have the tools to make change in their lives. Whether that change is voting on an issue in a way that they will really confident about, or that change is how to understand why it is important to support our small farmers. Each class has a different purpose, but what we hope is that when people leave here they understand how to achieve that goal and feel that they have the resources necessary to do that. I thought we were done rolling. Going 90 charlie. Go ahead. We moved to San Francisco in 1982. We came from the philippines. I have three kids nathan, jessica and iva. I was really young. When i had neat, i turned 19. And then two weeks later, he was born. So when he was fine, i used to watch cops all the time. All the time and so he would watch with me. He had his little handcuffs and his little toy walkie talkie. And then whenever the theme song came on, he would walk around and he just thought he was the baddest little thing. I think he was in kindergarten at sheridan because he and i attended the same Elementary School there was an officer bill. He would just be like mom officer bill was there then one day, he said, mom, i touched his gun. And he was just so happy about it. Everything happened at five minutes. I would say everything. Happened at 4 to 5 years old. Its like one of those goals to where you just you cant you cant just let go. High school. I think you know everybody kind of strays. He was just riding the wave. And i mean, he graduated. Thank god. One day i think he was about 20 or 21. He told me, he said mom. I want to be a cop or a firefighter, i said. No youre going to be a firefighter. But thats really not what he wanted to do. His words were i want to make a difference. And that was a really proud moment for me when he said that my dad was a cop in the philippines for 20 years. I think a lot of that played a role into his becoming a cop. My dad was really happy about it. My mom. She was kind of worried, but i just figured i cant stop him. He can make his own decisions. Stu. I just want to say whats up . How you doing . Good. Good. No im trying to look good for us to looking good for us to so when he was in the police academy, mind you this kid was not a very studious kid. But ive never seen him want something so bad when he was home. Hed be in his room studying the codes. He really fought for it. Hi. Whats your name . Im nate. Nate is great with kids, and he would give them hugs or give them stickers. I think that thats a positive influence on the kids, and then the people around you see it. Once he makes that connection with people and they trust him that foundation that respect people look at you and see your actions more than your words and so that i think will reach people more than anything. You could say you later, brother. Thank you. All right, see you. Its a really hard job. I know you. You see a lot of the negative for me. I would not put myself through that if i didnt care. You know, you have to be the right kind of person. You have to have the right heart to want to do that. When people ask me if you know what my son does , um, i just tell him hes a cop , and i just feel like im beaming with pride. I always told him when he was young that he would do something great.
