Over the years i cherished my opportunity to work with her and her office i admired even when i agreed with her she had backbone and i think your words, president supervisor peskin fitting supervisor safai yoochl thank you, thank you for your wordos behalf of the board i will add had i was had the pleasure of meeting her on a few occasions. One time when i was first elected we were in dc for the conference and thifrnged her for her support on my campaign was close and Hard Fought Campaign her support helped make a difference and the left time i was able to spend was recently and President Biden was not the president but senator running for president. She was gracious thinking about other lected officials inviting us to her home. Supervisor steph no and i were there and got a chance to meet him and spend time with her. One thing i irrelevant appreciated about her leadership as a Public Servant in her heart shoes aulgsz the mir of San Francisco. When he came in town she let it be known when was in room 200 had was where her heart was. And thats where her attention lay in town. I you know i week up on friday it a text from supervisor mandelman that said omg. And i immediately panicked and turn on the tv and devastated. Senator feinstein was near to my heart. I am lucky i was able to call her my mentor. I worked on her campaign in 90 for governor at st. Maries college and here at the fairmont the night we did not win. But just to know this my path lead mow to her and i will never forget i will tell this store several time in march 2018 after the parkland shooting where High School Students were, of course, murder in the their school with a gun easy access to assault ratify and she was here in the plaza with all the yuth that organized we had a huge ral and he several of you might have been there. And my son was with me. I went up to senator feinstein at the time and thanked her for all the work shes gone on gun violence prevention and never lets the issue go. And that moment in time she grabbed my hand and said to me, thank you for your work and endorse me on the spot for my campaign for supervisor at the time. And my daughter was i think 10 years old at the time and when i told senator seventynine feinstein this story i said describing what it felt like if she were an at taylor swift concert and taylor bent down to tell her you are a great singer. She laughed. Thats what it melt someone i locked up to for a long time, thank me for my work was amazing and she was a woman of so many firsts. President supervisor peskin said the first woman president of board. First,s mayor of San Francisco and senator in california and first Ranking Member of low Senate Committee the judiciary, rules and administration and the intelligent mittee a beak of inspiration for Women Leaders lighting the way to so many. And mayor [inaudible] from oakland former player libby weigh in the this as well. Even as she soared the highest echelons of the federal government she shared a wisdom with Women Leaders to lift up work and voice. She taught me exteriorings this women belong in the political arena and encouraged us to persevere. The discourage of gun violence in america. Senator feinsteins legacy is a test am to the notion one can be simultaneously unwifr nothing passion and compassionate. Unswayed by tides of opinion opinion remained resolute in meaningful action and tanningable results, paddled legislation to address violence against women from gun to sex trafficking. Advocate for Domestic Violence victims. Supports i nationwide network of Community Response to Domestic Violence and stalking. Resilience and commitment to serving others were evidence throughout her career. Provided our city with stability as first female mir. Her devotion will endure through her accomplish ams and lives her work touched and saved. I will be forever grill for her service to our city. But to be one of those first women to find herself in the position of being mayor of San Francisco or in congress, and the change this is they rot were extraordinary and her impact in being having the courage to be a first through the door. As i gay man is something i am very grateful for the Queer Community had a complicated rep with Diane Feinstein. She was the first straight to come pain in the community. She was stellar in response to the hiv aids crisis. There were moment when is the community clashed with the former senator. Butt end of the day in the w show did to move womens rights forward and lbgtq rights forward. I think cant be over estimated. And so, im glad we are taking a moment to acknowledge her important role. I never had the chance to meet senator feinstein i wish i could have, at the newest member i feel her influence every time i walk the grand stair case i always walk the despairs i sit here in this seat i work as a journalist a city council of history i understand the impact she had on this city. And not just our city but state and nation. It is why when i give i tour of kids. Her bust over on the other side of the city hall is on the list. I garth the kids around her starch and talk about when she did. And i will ton i will have more meaning now because we want to keep her memory alive and legacy alive. Thank you. Thank you. A Community Institution that served the japantown neighborhood and the jap 19~ niece American Community for decades. I see folks rising, feel free to come up i will say a few words first. Center conceived in the 1960s. At the out cest redevelopment erasm advocates recognized there were nonprofits and Service Providers supporting Community Initiatives the japantown neighborhood locked a Central Location for people and organizations to garth. And not only garth but take played and create community. Center incorporate in the 1973. Took a fundraising effort to create the space we know and love. The first phase of which complete in the 1986. And initial low focussed on providing rental space to communities serving organizations, a young up start paul o saki knew the center needed more. Brought on as the Program Director in 1988 he had a vision to make the center a place for people host meetings, garth for activities, and learn more about japanese heritage and the j. W. Niesamerican experience. Paul, water, wayne designed the center. Originally planned to stay for a year. This was 33 years ago. And since then pull served the executive director and the beating heart of the center. It would be impossible to list the ways this the center served as a community hub. I will anymore a now that i feel are upon representative. Of the upon centers spirit. The center hen integral in cultivating the strong relationship with San Francisco and our sister city in japan. After the great quake devastated the kobe your, the center and Community Responded raising sick 600 thousand dollars in relief for victims. This spirit of aid continued. In 2011 after the event of the great east jeopardy an earthquake a tsunami and the Fukushima Nuclear disaster the center raised 4 Million Dollars in relief and recognized the biggest contributors to relief efforts. I like to acknowledge Deputy Council is here with us today. The interinitial reach of the upon center hen on display as the pandemic pushed program to be offered remote low. This is allowed the center it roach participate in thirtyfour different states and 5 continents. Close to home, the center stepped and up worked with my office to Host Community events including a tenant rights training and town hall meeting. He went on to direct the Mental Health association of San Francisco an organization dedicated to fighting discrimination and creating change in community, Public Perception and policy. The Mental Health association also provides free Mental Health services to people in need. Bill coordinate increase Affordable Housing for those with Mental Health disorders. Bill was appointed by newsome to the San Francisco longterm care Cordinating Council advising the mayor and city on policy, planning for older adults and people with disability. Our offices lead the effort to convert this huge state owned ping lot to affordable is a perfect opportunity to go big on creating homes for working families in San Francisco. It is auneified homeless with family and loved 1s to provide support in i program this allowed them to get become to their support network. With loved once. This administration tried to sunset the program. Back in march. And there was an oped done by an individual in the community and called out the majors office and the mayor directly had a press release saying the program was and 2 days after that announce am the program was restored. Lets see the result fist this time. Now near low 7 months later the d. Homelessness Supportive Housing said the Program Ended on the website. My understanding Human Services picked this up. But i think it is time to the legislate it and put it in the code with one simple idea. If you come to San Francisco and things dont w out, of course San Francisco will do everything we can to support. But one of those mechanisms is helping people get back in touch with and have the transportation to get become with their loved ones. We need to do this. After all it is less expensive and many of the othering interventions and frees slots for those here this dont have this support throughout in their network. Im submitting a request to the City Attorney to draft request of the home worried bound from make an a part of our code and require that the city funding agencies dealing with this program with homelessness makes the clients aware of the program and specify the agency in charge of determining eligibility and delivering results. Our city is facing a Public Safety crisis and Police Staffing is one issue. I know my colleagues and i are desperate for solutions to ensure this san franciscans feel safe in all neighborhood in our city. Each year we lose many receives to retirement and other counties and our hiring process not able to keep up with the losses. One way to stop the pleading of officers from force and aid and recruit am of new officer system to ensure this serve nothing our police and work for all lifestyles. Serving as a Public Safety officer has not been wing for women and for mothers. Women are not prosecute moted at the same rate as men and working pirnts are not given the opportunity to as well a consistent schedule. Nbc reported on our Police Department and accommodations for mothers. Mothers on the force dont have access to rooms and many are not entering the police force because of lack of access to childcare. In october of 2022 sfpd participated in a campaign to increase women in pleasing hosted by association for women in Law Enforcement sdut. The narcoticives goal to recruit 30 women by 2030. On the working conditions of mothers in the San Francisco Police Department and im eatingtory hear about the access to childcare and lactation rooms on the police force if we rekt foil this we will welcome more women to Good Union Jobs in the city and empower women to grow their fell in San Francisco. I believe this by cultivating a better working environment for women to join the force tell help to built the culture change from within the dhapt has been part of our reform. Second hearing im introducing is the request to explore another method to bring us close to vision zero goals. In 2014, San Francisco adopted a vision vero policy and the almost decade since we made little progress. One could be daylighting of intersections there are counselless had have low visibility and high risk to life and limb inform 2019yee urged the sfmta to include daylighting in every intersection in the high injury net w to improve safety where it is most needed. Today, i am hearing on the progress of implementing daylighting. This legislation was pass in the 20 then. Kirby an opportunity to peek for the w we are doing when remain and we will be here for answering what questions you may have or comments you may have after she speaks. Thank you. Good afternoon. I have a power point for the council. The reason we are here to talk about the pregnant way to reform in San Francisco. When is collaborative reform. My company and im here buzz we were the original per ins to this work by the u. S. Department of justice in 2016. At that time, our work we worked with almost 12 assessors looking over data for 6 montes and developed a report published that had 272 recommendations and over 94 findings. When we talk about jensen hughes, our company is comp prized of experts on the front line of mreegs, cross the country and also as lawyers and people interested in criminal justice reform. Our company worked with doj and continues to. Conducted after action assessment in minneapolis and louisville. In california we ton work in multiple cities including San Francisco, bakers field and the valleto andtorience to name a few. In 2016 following a death of wodz at the hands of police use of force. Then the chief and mayor lee asked the u. S. Department of justice to conduct an assessment of the organization. That lead to finds thinks and based where the department was at that time of it was published intent to go forward under the direction of the u. S. D. Justice and agreed to by theed city and the department. When we talk about when that outcome was it was about what are the key issue in policing and issues we face. And not just here in San Francisco. We looked at issues of use force and police and community religion, organizational account at and personnel practice. And so those other issues we affect organization in 2016 and today 7 years later. Next slide. Will challenge presented with the review was that the San Francisco Police Department had gaps in the ability to assess and engage in the type of reform actions required. In 2018, enemied of actions by department the doj with drew support cops program as a result of change in policing focus by the then republican administration. Leaders thought the California Department of justice and helping to move forward on the commitment to enengage and reform in San Francisco. California department of justice agreed entered in the agreement and my company did the w this we had done on assessment and engageed monitor implementation. The initial implementation covered 3 years and result in the 3 reports all public low listed on the departments website. The most significant out economist 3 year work was the reduction and use of force. Training and the focus and perspective of the organization and how it addressed the use of force. In 2016. Sanctity of life was a concept for most. Today this happened is in the the case. San francisco was in the forefront at that time. The city and the department committed to the concept. It provided training tooek techniques to officers we see today. San francisco is the first departments to enengage in crisis intervention training for recruit and monday tory for supervisor this is is important buzz the connectivity with Mental Health and use of force identified the as a result of the Data Analysis that was gone under the early stages of reform and continues to this day. These actions again supported by Data Analysis and informed strategies [inaudible]. Disparities continue there is are challenge and they exist in San Francisco and other cities. The early commitment helped get ahead of that. The current fadz addresses the w this did in the finish the 3 years of reform how many what number of recommendations are done. This is a focus here as limp had this work is addressing can multilevel. One it is grouping reportedations and plans they were envisions scope and folk us and strategy how can the dppt move forward . And and looking at sustain ability. When we close the level 3 or phase 3 in official 2022 the department had committed and received the compliance from the California Department of justice on a number of recommendations this phase is going to go back and dip sample the recommendations marked complete and ensure the department is maintaining commitment to obtain compliance and moving forward with its commitment to the community. So, when we look at the 5 project plans there is a focus use of force, and biassed. And effort under way in management within the d. Use of force is important it translates to more lives saved and helps officers understand the tool we as residents of the country give them in the ability to use force against citizens. For the department, than i are looking at improving the data capture and analysis around use force that information is being used to help inform and develop training to help them maintain safety and visibility and also to ensure that they understand had are the factors that come to play. The department is examining recent officer shooting ings dents and bricking those down to parts to identify where and thou they train officers to respond to better identify and assess risks moving forward in the department. The other outcome we are seeing not necessarily a measure of this phase but out economist an organization on improve and look to sustain reforms are changes in policies. This Department Published its disengage am policy and one of the few are organization in thes country and the only major city as San Francisco of having such pomps ability to ensure that officers are told as a matter of policy but want to you engage. They have got guide lines on how that exteriors it is important. Tell is part of the sxejz the focus of the officers. Other thing we look at is the goal here is to not only impelement the initial recommendations but to build want concepts of Public Safety and account at and community input. The other project plan is community mroegs project planful during phase 3, covid had an impact on the ability to have thoughtful conversations with the community at large. The department developed i plan and wed enengages we all did and learnd and dig tell reality. But not over all goals under the original agreement. So that is a project plan. The chief and the department w on enengaging those Cross Sectional groups within San Francisco. Neighborings, communities and advocates to work on key issues that affect them and affect us as a community. The other project spln one i think is burglar to be the most interesting. Challenging and the most ino i havive to come out. And understand had when we look at level of forced decrease in the city that is innovative. The management dash board is under take to address and reflect the findings of the disparity and policing in San Francisco. The ability to,000, get in where and how it happen in detail that inform analysis is key. The dash board developed will bring Management Information allow and inform managers to engij in decisions and strategies crime fight and Personnel Management something you dont hear you know when we tuck about policing. So the Department Works through this recommendation. The series of recommendations. Through a projected plan that will cull machinate in an evaluation. The goal there is increased transz paraphernalias and knowledge and, wear knows and the ability to trans lit what is learned through the data and to support for prescriptions. We have seen with use of force in the tactic operation unit. As we look where we are. This w is not easy. Reality about Police Reform or transformation. That is what this is. The department is attempt to prescriptionalize the goals establish in the 2016 to the reality today. When we got here in 2016 we expected know advanced it system we did in the find that. Department has advanced Data Collection and appetite t. Informs and drives strategies and decision based on data captured. Other thing co is the San Francisco Police Department statute only department to committed volunteer to engage in this program. This work occurs under consent decrease. Court is hopefuleding to you a task and you have to do so. Under self driven reform you deal with daily. Balanceing demand off this demand and the ability tom have longterm vow within your organization gets tasked from time to time. Had we locked at progress the things i say is this we the w this has been done here in terms of use force is significant. It changed the environment in San Francisco. Now for everybody, and not all the time. We are seeing improve ams. The project plans a Good Management concept over time continue be the way this organization looks how it props things rather then and there sing lawyer. How do iling those to improve where we want to be and go. I think the management dash board once it is finalized and delivered will be an opportunity for Police Nothing San Francisco and the country and focus on sustainability the department is attempt to operationalize to transformation part of daily policing. What are challenges . Resourcing. This daily fight where the department is making decisions about who guess where and when gets responded to. The poles of resourcing are real. It requires folk xus data and compliance. We stheen in this case the mmth dash board stands to deliver on a number and the wait department positions itself in how it is managing people and, countable to the community. Time line this is the project set to conclude in april of 24 there is alost work left. Department hen wing on it progress is there but in the where we like to see temperature we know more in december and anticipate for the most part with exception of the challenges the department be successful in achieving goal and 2 the w around policy and how that impacts the department and community but this is an issue we identified and 2016. And issue this continues today. Policy in san does in the move in the way it can and should with the revisions example so those are dwlirs well look at under this phase and reporting this. Identifying the solutions. And so im standing here but know this behind this project stanlsd the california ag the work here vetd and approved and reviewed by the California Department of justice, there is inspect review of this programful our job is to ensure that we are able to monitor and report and measure when the department is doing and this we are able to provide technical assistance. I think when we talk about San Francisco there are a couple of things this should be recognized this it is tirnl low driven the city and the upon Department Success early on was the decision to establish a bureau that was in place to ensure the reforms are measured and implemented throughout the organization. 7 years later, every supervisor in the department understands when is trans furthermoration is and than i are, wear of the requirements under aspects of this reform. A collaborative approach. Doj and the community here the department seek input of stake holds in way its did in the do before that is progress. Sometimes painful butt way this policing is improve nothing San Francisco. The organizational investment has been impressive from what we saw initial low to today. People ino have a, identify and address and assess where they want to be as an organization. I think this we were here for a site visit last week. That was good. But what i can say is that reform is not final. Policing has challenges. Continuously. In a city that can identify it have i strategy to address those and move forward to improve when needs to be improved is critical to success longterm and is the type of policing the original report in 2016 was looking for San Francisco. I open up to questions you may have. Crothank you for this thorough presentation and update. Supervisor walon. Thank you. Just a clarifying question. Most of my questions are for the Police Department. You stated policy in sf does in the move like it should. Can you clarify. Not they disagree. In 2016 we found this there was in the a smooth process for the development in generation of policy. In recent in the left year or so the department worked deteriorate a now policy to allow for the will prom you willgation of general orders but well is bumps in the road. I think that the efforts this were made to help inform the process may have have consequence. There are challenges we hear if stake holder not Went Department relative to the policy. I have a question for chief. There have been reports of racial data falsified. One, what are we doing to address that. It is continued since we got the recommendations. And some case got worse. What are we doing to address that . One thing that ms. Kirby mentioned the dash board we are in the final stages of developing. This is designed to able tool to analyze trends. Stops. Trends with stops and with communities and officers who work in them. That is when we believe will give us know opportunity to really dig in this morin terms of trying tonldz what the trends money can what the causes are. And disproportionality is not jermaine to San Francisco this is a nationwide issue long standing. However the things we put in place got us further down the road. Our use force there are sepears when you look at the decline against africanamericans or black members of our community, the rate of decline is dope are than the other demographics, well is progress but still a lot to do. Other thing is the case you talk period on going investigation i kent comment on this case. However we do know this data is an important part of the better understand handwriting is going on with our stops what data has toraccurate. We do have to improve our system in that regard and believe the dash board is a way to get there. The other thing is we have to come to grips with the fact we are dealing with challenging sxshs have to find ways and talking about crime issues. We have to find a way to address the issues but the same time sensitive to the disparities. If there is a demographic we see that is high on the offender rate how can we get at that problem without making this stop problem worse. A good example will gun violation. It is a black and brown issue in our city. The offenders and the people that are victims. Address the root causes and try to get to people before they become a victim or offender of gun violence that is working in the area we focus of your direct has a reduction and the rest the city is up. We believe that is evidence we are going in the right direction in terms of able to impact the problem not by just Law Enforcement and search warrants and rests. I can talk about the drug market. There are things there. Im glad to hear what else we can do. And put pep in the position where than i wouldeen goat a pin they may commit a crime. Great to hear i life for to you say make investments elsewhere and stop giving the department so much money to have a balance in terms of how we address the issues this are economic and to your point not 100 on the Police Department. And going back, you talk about the shootings and where they occur. Or what demographic they affect. I say this to you all the time. Captains of station in my district will say this. When we talk about distribution of officer and resources. We have more shooting s and certain yours in the city and dont police it way. This is something we bring up when we talk about where receives are deplay exclude how. I adopt to go back because you mentioned the dash board tool. Had will we see that tool and see change . Certain strategies the Commission Approved like pretext stops. Where are we now with policies like that, that have been supported in move forward . The traffic stops policy in remember passed by the commission awaiting final stage of meet and conifer and then will be up and running. We have a number of policies we put in place per of this initiative. Our policy against bias. Oureen our use of force policy. I believe we made significant progress on policies and development. Thats on going. Evolution. You know what is good for us today minot be for 5 years ago. Part of the process is having system in place we dont wait 30 dwroers address when things are going in a different direction. Im not suggesting every time wind blows we change policy. So we need to be thoughtful about that. And i believe the system in place to do this more flexibley and dapability is better than it has been ever in this department as far as the ability to change policy when is we need to. And for specifics how many recommendifications have not been completed 27 whats the date . April is when we get our final arent and are going to do Everything Possible to get those done by april. We have always said well men handful about for you this are tied in our technology plans there will be a now we will not get to we doll everything in our power to get everything done by april with the exception of those. Catherine . Our dead line is april and then [inaudible] w to do after that. Assess everything. What are most dhifl minot be achieved by that time line . There are some tieed technology needs. We are making process. We have a new Management System coming on line that press is down the road. Some of when we are talking about today in upon development of the dash board are Early Intervention system this project is on line with bench marks. We made significant strides. I than leadership doing putting the best foot forward to address the recommendations and success. I do want to say that it is disheartning this we seat level of disproportionality in community barring task forces focussed on types of crimes. There is bias in community and bias of how different neighborhoods get policed. We gotta do something about this. Understood we will will continue to work. There are much w to be done i dont disagree with you there. Upon much work to be diagonal i think there has been progress. Thank you. Why supervisor preston. Thank you, supervisor peskin, i want to follow occupy supervisor waltons asked about the data issue. Come become quarter low before the Police Commission. Regularly. But in some ways the analysis and the discussion of sluices depends on the quality of data that is something we agree on. I understand for ending things under investigation limit to when you comment on. I do want to just briefly touch on what is out there and because it is concernings we talk about whether the data that we see that already shoes disparity this is supervisor walton referred to and we know persists but the concern is that the tip of the iceberg or the disparity . The dpa investigation found this officer was repeatedly misreporting the race of people that were stopped and this receive is facing discipline for this . Sometimes something can be isolated case. I than when the some veteran reporters and i will not address it. Who knows if the report sell accurate. They found 4 other officers. Appeared. All but 6 of the 1, 139 stops the sergeant made. All but 6 were white people that is inconceivable. So my question is, to give you an opportunity to address the things that have been out there. Recently. Officers of stops after whether some type of audit or closer look to see whether there are red energy and make surety data is accurate. Thank you, supervisor preston. Again, this issue with the sergeant, from this nows article. I didntvilleidate whether that is merit or not. I can say those tht whole data issue for us is an important issue and one of the things we we do spot check and make sure the data is entered as it shchlt there is more w this we need to do and will do in terms of dig deeper in the process of and inspect. I will say a bit about the system this the data is talking about the cal doj the information is enter in the and paced on the wolf profession. I will say when we want data on race there are some vaernss there that based on what the officer perceives not the race of the person there are differences there this is noted just an issue in santos laguna. People on committees that the ripa committee. Doesnt make it less of an issue. Spot inspections to detect if this needs to be locked into when we see these anom lowly this is something we are committed to doing. Prior to whatever will help guess forward, any effort to spot check or was the level inquire etch sdwrouft see if the basically the fields were marked . If the report was complead versus not. Versus the analysis detect, yes a pattern the officers checking every box or only check a certain race. Any sfot checking our audit process . The process is more of completion of the data. Making sure everything completed and things done. Again, zoe to go deep in this. Now we have an issue that really merits going deep are. Thank you, chief. And i just one other question on this. One concern is this issue auditing the reporting of the data in itself is part of recommendations . And doj warned back 7 years ago to upon watch for officers misreporting the race of drivers pulled over. This the caution and the warnings long standing with the doj and there are findings specific low 77 and 77. 2. That are around saying the department should develop an audit work plan on the stop data. Clear clear my name is bal. Born and raised in San Francisco. Cable car equipment, technically im a transit operator of 135 and work at the cable car indiscernible and been here for 22 years now. I grew up around here when i was a little can i. My mom used to hang in china town with her friends and i would get bored and they would shove me out of the door, go play and find something to do. I ended up wandering down here when i was a kid and found these things. [ music ] fascinated by them and i wanted to be a cable car equipment from the time i was a little kid. I started with the emergency at the end of 1988 and drove a bus for a year and a half and i got lucky with my timing and got here at cable car and at that time, it really took about an average five to maybe seven years on a bus before you could build up your seniority to come over here. Basically, this is the 1890s verse ever a bus. This is your basic Public Transportation and at the time at its height, 1893, there were 20 different routes ask this powerhouse, there and this powerhouse, there were 15 of them through out the entire city. I work at the Cable Car Division and bunch with muni for 25 years and working with cable cars for 23 years. This is called the bar because these things are horses and work hard so they have to have a place to sleep at night. Joking. This is called a barn because everything takes place here and the powerhouse is thats downstairs so thats the heart and soul of the system and this is where the cable cars sleep or sleep at night so you can put a title there saying the barn. Since 1873 and back in the day it was driven by a team and now its electric but it has a good function as being called the barn. Yeah. I am the superintendent of cable car vehicle maintenance. And we are on the first and a half floor of the cable car barn where you can see the cables are moving at nine and a half miles an hour and thats causing the little extra noise were hearing now. We have 28 power cars and 12 california cars for a total of 40 revenue cars. Then with have two in storage. Theres four gear boxes. Its gears of the motor. They weigh close to 20 tons and they had to do a special system to get them out of here because when they put them in here, the barn was opened up. We did the whole barn that year so its difficult for a first of time project, we changed it one at a time and now they are all brandnew. Engineers room have the four monitors that play the speed and she monitors them and in case of an emergency, she can shutdown all four cars if she needs to. That sound you heard there, thats a gentleman building, rebuilding a cable. The cable weighs four hundred pounds each and they lost three days before we have to rebuild them. The cable car grips, the bottom point is underground with the cable. Its a giant buy strip and closes around the kab and they pull it back. The cable car weighs 2,500 people without people so its heavy, emergency pulling it offer the hill. If it comes offer the hill, it could be one wire but if it unravels, it turns into a ball and they cannot let go of it because it opens that wide and its a billion pushing the grip which is pushing the whole cable car and theres no way to let go so they have to have the code 900 to shutdown in emergencies and the wood brakes last two days and wear out. A lot of maintenance. [ music ] rail was considered to be the old thing. Rubber tires, cars, buses, thats new. There were definitely faster and cheaper, theres no question about that. Here at San Francisco, we went through the same thing. The mayor decided we dont need cable cars indiscernible , blah, blah. We can replace them with buses. They are faster and cheaper and more economical and he was right if you look at the dollars and cents part. He was right. Back in 1947 when they voted that, im surprised base of the technology and the chronicle paper says cable cars out. That was the headline. That was the demise of the cable cars. indiscernible came along and said, stop. No. No, no, no. She was the first one to say were going to fight city hall. She got her friends together and they started from a group called the save the cable car community, 1947 and managed to get it on the ballot. Are we going to keep the cable cars or not . Head turned nationwide and worldwide and city hall was completely unprepared for the amount of backlash they got. This is just a bunch the city came out and said basically, 31, if im not mistaken, we want our cars and phil and her group managed to save what we have. And literately if it wasnt for them, there would be no cable cars. People saw Something Back then that we see today that you cant get rid of a beautiful and it wasnt a Historical Monument at the time and now it is, and it was part of San Francisco. Yeah, we had freight back then. We dont have that anymore. This is the number one tourist attraction in San Francisco. Its historic and the only National Moving monument in the world. The city of San Francisco did keep the cable car so its a fascinating feel of having something that is so historic going up and down these hills of San Francisco. And obviously, everyone knows San Francisco is famous for their hills. [laughter] and who would know and who would guess that they were trying to get rid of it, which i guess was a crazy idea at the time because they felt automobiles were taking the place of the cable cars and getting rid of the cable car was the best thing for the city and county of San Francisco, but thank god it didnt. How soon has the city changed . The diverse of cable cars when i first came to cable car, sandy barn was the first cable car. We have three or four being a grip person. Fwriping cable cars is the most toughest and challenging job in the entire city. I want to thank our women who operate our cable cars because they are a crucial space of the city to the world. We have wonderful women come on forward, yes. [cheers and applause] these ladies, these ladies, this is what its about. Continuing to empower women. My name is Willa Johnson is and ive been at cable car for 13 years. I came to San Francisco when i was five years old. And that is the first time i rode a cable car and i went to see a Christmas Tree and we rode the cable car with the christmas worker and that was the first time i rode the cable car and didnt ride again until i worked here. I was in the medical field for a while and i wanted a change. Some people dont do that but i started with the mta of september of 1999 and came over to cable car in 2008. It was a general sign up and thats when you can go to Different Divisions and i signed up as a conductor and came over here and been here since. There were a few ladies that were over at woods that wanted to come over here and we had decided we wanted to leave woods and come to a Different Division and cable car was it. I do know there has been only four women that work the cable car in the 150 years and i am the second person to represent the cable car and i also know that during the 19, i think 60s and women were not even allowed to ride on the side of a cable car so its exciting to know you can go from not riding on the side board of a cable car to actually grip and driving the cable car and it opened the door for a lot of people to have the opportunity to do what they inspire to do. I have some people say i wouldnt make it as a conductor at woods and i came and made it as i conductor and the best thing i did was to come to this division. Its a good division. And i like ripping cable cars. I do. I think she just tapped into the general feeling that San Francisco tend to have of, this is ours, its special, its unique. Economically and you know, a rationale sense, does it make sense . Not really. But from here, if you think from here, no, we dont need this but if you think from here, yeah. In cases where there is a [ ] Fishermans Wharf, this is a working wharf and its part of the beauty of the San Francisco area. Before the restaurant, before the tshirt shops. At first the fishermen would go out and do the harvesting. They process the crab. It really is industrial. It is fish processors. Its a working, living, breathing place. And its a great place to visit and theres a lot of history. Im a Third Generation italian fisherman. Were one of the oldest fishing families at fishermens wharf. My familys been working here since 1908. My boats called the lovely martha. Sport fishing means when you come out and catch your own fish on the boat. Commercial fishermen come out, catch fish, it gets processed and they sell it to a store. Theyre selling crab off the boat. Theres nothing more fresh than a crab. Our crab are sweeter and better tasting. The meat is firmer. More crab. We love crab. We love the people out on the boats. Theyre awesome. What a good meal tonight. We just barely got down here in time. We would have come earlier if we knew how much fun it was. This is the place to get crab if youre looking for it. Some of these boats have salmon permits. So every boat kind of does a different thing. You can come down here and have wild caught salmon that was just caught that morning or the night before and theres nothing fresher than that. Thats the whole thing of coming out on a party boat. You can catch your own crab, lock cod, halibut, salmon, you cant get that kind of fish. Now the consumer can just buy here if they want to and take it home which is great. Or they can buy it here and take it to one of the restaurants and they can have a glass of wine and enjoy the crab we just brought in for them. Come on over. Its great. Nice and beautiful here in San Francisco and the port. Definitely come. Our fishermen are super excited. Its great to have the public come down here and interact. Its a whole experience for the family, where they bring the kids and interact and say wow, the crabs alive. Its going to claw me and everything. They really get excited theyre coming down here and posting their recipes or pictures of the food. Or their kids picking up the crab. Theyre making a whole experience out of it. It is going to give the locals a part of San Francisco that was taken away from them. Now i have a reason to come back. I had a guy the other day come and say he hasnt been down to Fishermans Wharf in 10 years. He said im going to come down here every weekend. I forgot good morning, everyone. Andne. Today, we have lowered ld the flags in ours in ours in ouy departmentpartmentpartmentpartmo stationsstationsstationsstat ane mass mass mass mass mass in her honor. We will have a book of condolences for her, for the public to come and to sign. It will be located in San Francisco city hall on the fourth floor for visitors and others to come by to take a moment to reflect and to pay their respects and i just want to take us back to a very challenging time in our citys history. Many of us remember in the 1970s, in 1978, in particular, when we were still struggling with what was happening in during the massacre of jonestown, when senator Dianne Feinstein was at that time president of the board of supervisors, and the city was hit hard with the loss of over 800 people and less than a little bit after ten days, then when we had unfortunately, the assassination of mayor George Moscone and supervisor harvey milk, and instantly our the then president of the board of supervisors became the mayor. And at that time helping to the city to deal with these two extraordinary challenges, you know, the loss of such life, such tremendous life, the loss of our leadership, she stepped up. She led with courage. She worked hard for this city. She was a beacon of hope and inspiration during a very dark and tragic time, which cemented so cemented her legacy as an extraordinary leader for our city and for our country. Dianne feinstein never stopped being mayor. She was mayor in San Francisco for about ten years before she became our senator. And i want to just talk about what she meant to San Francisco as a mayor, leading us through tragedy during a dark time, focusing on the important things that mattered to communities, that mattered to our city, mored fast transport systems, Dianne Feinstein wanted to make sure that we showed tremendous support and respect for an iconic mode of transportation in San Francisco and worked with both the public and private sector to raise the necessary funds to save our cable cars, which so many visitors continue to enjoy. In San Francisco. You cant think about San Francisco without thinking about Dianne Feinstein and how she has consistently been a champion for people all for neighborhoods, for bridge building, for all the things that have made our city such an incredible city over the years. And i want to just also take us back to when i was a kid and when i was excited about about playing for Dianne Feinstein, the mayor of San Francisco, the first woman mayor of San Francisco. I was in the Ben Franklin Middle School band. I played french horn and we worked so hard, hard to get ready to play for her right here at city hall. We were known as Dianne Feinsteins band. Any time there was any event activity, city or what have you, we basically were chosen in as the band to perform for any occasion. And i remember begging my grandmother, begging her to get me some new pantyhose. I remember begging my grandmother for something new to look nice for the mayor. And she in fact bought the band sweaters that we wore that day, the band sweaters that we wore so proudly. And there was a level of pride to be in front of the mayor, to watch the mayor witness us play and to be. She was so proud of us. And she said so. And she took the time to talk to us. Express how amazing we were and to remind us that we were her band, jack martins was our conductor. He was our teacher. He was our friend. He loved her. So and in fact, when the 49 ers won the super bowl and she loved the San Francisco 49 ers, they had a big celebration at the fairmont hotel. And, you know that the Ben Franklin Middle School band was right there to play for her. She stopped by to say hi to us. She made sure she brought over joe montana. And let me tell you, that was one of the best moments of my life. I still remember it today growing up in San Francisco, she was always someone we looked up to. So much so that when she ran for senator, we helped out in her campaign. I remember doing the envelopes and doing whatever it took. She was the first woman to really step out and to do this extraordinary work. Both as president of the board of supervisors, as as mayor of San Francisco, as the senator for the state of california. And just last night, she was on the senate floor casting votes because she truly believed in doing her duty and being an extraordinary Public Servant. And it is clear that she cared about making a difference in the lives of so many. One of the first things that she did when she was on the air when she began to serve as a us senator, we were experiencing in 1992 the tragic city of what happened with 101 california and the work that she did to get an Assault Rifle ban in place was extraordinary, especially at that time. Um, she did it because she knew how important it was. She was constantly courageous and she continued to push the envelope, build relationships across the aisle. She worked hard to work with other people because ultimately she wanted to accomplish things. She is truly a role model. She is an amazing individual. And so many of us, especially in the city and county of San Francisco , will miss her dearly. It wasnt just because of the work she did, it was because of the love and the compassion that she shared for so many people. And before i open it up to questions, ill just say you know, Dianne Feinstein never stopped being mayor. Whether she was calling me to ask for something to be done or calling my chief of staff, sean ellsberg, who used to work for her at and any little thing was not too little for Dianne Feinstein. If there was something wrong with a sidewalk , a corner, an issue, it did not matter. She took the time because because she cared so deeply me about seeing San Francisco look and feel good and wanted to make sure that what we were doing here on the local level was a great example of how to make significant changes. And she wanted us to make those changes and make San Francisco look and feel good for everyone who was a part of the fabric of San Francisco. I also want to say that she built so many extraordinary relationships in our national relationships. She made San Francisco a international destination. In fact, the shanghai sister city relationship, senator Dianne Feinstein developed that along with other sister city relationships, to recognize the diverse city and how important it is to bridge the gap between communities and our city. I can go on and on about how so many of the things that she did here locally as mayor set the tone for what San Francisco has become and will continue to be a beacon of hope for. So many people for years to come. And so i want to again, thank you all for being here to recognize us. Senator Dianne Feinstein and her legacy in San Francisco, we are again honoring her by lowering the flags at half mass. We will have a condolence book on the fourth floor at noon for people who want to visit and sign the book and pay their respects. We will share that book with the public and we will share that book with her family. And we are not aware of the specifics as it relates to her services. But we will definitely provide that information as soon as it is made available to us. So again, thank you all for being here today. Its not lost on me that on the wall behind you are the two Women Leaders of the city amongst so many men, can you talk a little bit about her inspiration to you, perhaps to be a leader as as a woman in San Francisco and in california . Well, i remember when i was president of the board of supervisors and sadly, ed lee passed away. And one of the first calls i got was from senator Dianne Feinstein. And we had a very long discussion on about just what she went through, how she made decisions, how difficult it was. And she she provided that support and that mentorship to make sure here that i was prepared to step up at a difficult time for our city. And so we build it there was a bond that we established because of that, me being the second woman and what that meant. And, you know, she was very proud and very happy to see me in this role. She supported me wholeheartedly and we had regular discussions over the years about Different Things related to San Francisco. Of course, many of her ideas of what could be done, but it was not ever lost on me. I you know, becoming mayor for me was just just incredible. I never thought someone like me from Public Housing could could be mayor. And we talked about even the work she did across the street from the projects. I grew up in the pink palace was a notorious even more so at the time than where i live. And even though they both were pretty challenged thing and what she did to turn that Public Housing development into senior homes, which it is still to this very day and has made parts of that area a lot safer. So we had a great relationship. We talked about how hard her it could be for a woman and some of those, you know, very private and intimate moments around the differences and what that would entail, including how people might treat you and she she just offered some really great advice to just stay the course and focus on the work you know, be courageous, do the best you can, take care of the city. She was always focused on the city and she was also focused on me. She in terms of a person and saying to make sure that i take care of myself, too. So i always appreciated her guidance, her support, and more importantly, you know, the fact that i follow in her footsteps. And as i said earlier, her legacy, because of what she did for San Francisco during such a very challenging time, is cemented in our history. And again, when the pandemic occurred, she immediately made reached out to me before i could reach out to her. There was immediate phone call directly to talk about what the hard decisions that needed to be made, what it takes, do the right thing, do whats necessary for the city, because as you can remember, during the beginning of the pandemic, when we first declared a state of emergency, there was so much pushback when we moved forward to be the first major city in this country to go shelter in place. There was major pushback. And she said that use the experts, use the data, focus on the science and do whats right for San Francisco. And so ill always remember that during the most difficult times when things were challenging, i never had to pick up the phone and call her. She always immediately picked up the phone. She always had San Francisco top of mind. And i know that her legacy is what she did for the city, what she did for this country, and how she was a constant inspiration and strength for so many of us, especially women who are looking to seek office. Women who are moving forward in this political world or who are too often challenged in other ways. I mean, she stayed the course. And can you imagine in the 1970s, i mean, she first became a member of the board of supervisors in 1969. The work that she did and had to do to get to any place, she she even even when she lost a campaign that was a source of inspiration. When she lost when she ran for mayor, when she lost, when she ran for governor, she did not give up. She did not walk away. She stayed the course. And look at all the extraordinary work that we benefited from because of her commitment and her courage. That is what i look to when i think about Dianne Feinstein, especially the fact that shes a woman and she was an incredible source of strength for me. And i know for so many women around the world what was the last thing that the senator called you about . You said she called you about things in San Francisco all the time. Do you recall one of the last few things that she called your office to ask about or to or to push . Well, she she talked about, you know, what was going on and what aipac would mean for San Francisco. So, you know, she really she had an extraordinary commitment to our International Regional presence and relationship. And so the conversation around, you know, whatever she can do, how she can be supportive, she agreed to be a part of our Host Committee. She was committed to making sure that San Francisco looked and felt good and for all of these foreign leaders who were coming to our city and just also discussed even some of her own relationships with some of those leaders and some of those leaders here locally offering advice on who could be a part of the work that were doing to make apec a huge success. So there are so many conversations that was the probably the one that i remember in terms of maybe being the last, but there were always numerous conversations over the last small one, like something that is just like so like intimate, like you mentioned potholes or like you know, fixing a street. I want to wait on sharing that because it involves her family. And i think, you know, you know , as you know, her her daughter serves as one of our commissioners. And it was very sweet and very personal. So i just i really appreciate all that shes done, all the advice shes provided. And but most of the time, it was always about the city, always about what i needed to do and a very loving way. And she was just really an amazing source of strength. So i will always remember and appreciate her so much. Brea obviously today is a day of remembrance and mourning. However, the governor does have a major decision to make regarding senator feinsteins replacement. Have you spoken with the governor about that yet . Do you have any thoughts of some of the names being mentioned and you yourself are being mentioned . Is would you accept that position if Governor Newsom asked you to . Well, i will just say that today we need to make sure that we take a moment and focus on senator feinstein, his legacy and that conversation could be saved for another day. I want to really, truly make sure that, you know, thats the governors responsibility. And im sure he is already working on it and doing what he needs to do. But so many of us, including Governor Newsom, had great relationships with feinstein and her family and we want to take a moment to just really make this about her, her legacy and everything shes done. Before we move to that chapter, can you speak to when you first heard the news this morning, what went through your head . Some of the emotional side of that . Well, some of the first thought to me was her family. You know, her daughter, her granddaughter, and, you know, her her Close Friends and the people who really loved and cared about her. You know, i also thought about my chief of staff who worked closely with her as well , and just what people were going through and what that would mean. I thought about some of the other mayors who, you know, i had a chance to reach out to and had a conversation with former mayor willie brown. I received a number of phone calls, text messages, and just really thought about all the people that loved senator feinstein. So and including so many san franciscans. I mean, again, we just we were at pier 39 yesterday and her name was mentioned. We were celebrating the anniversary of the cable car and her name was mentioned like all of these things that she had a role in, in various capacities. As you know, she she she really is a part of the fabric of San Francisco. So what went through my head is how important it is that we do justice to her legacy and how important it is that we show respect to the people who loved her so much. And it was also really important that we give the public an opportunity to express themselves because there are so many people that have feelings about what they want to say. And i just i mentioned earlier how i played in the advanced band at benjamin Franklin Middle School and how i was thinking about mr. Martins and people who played for Dianne Feinstein, people who i grew up with. And so i know theres a lot of feelings and emotions going on, and i just think its so important today that we really, truly try to focus on senator feinstein and her legacy. Do you know what opportunities there will be for the public to mourn her here in San Francisco moving forward when there will be a funeral or any services . Yes, and i said earlier today we will have a condolence book on the fourth floor at noon for people to come by and to sign. We moved it upstairs. We wanted people to have a peaceful place. Theres a lot of Activity Still going on in city hall, on the first floors and other areas. And that is the most quiet area of city hall, which is why were putting it there. Thatll be at noon today. We lowered the flags at half mass in all of our various city buildings. And we know that the president has also issued that order for and ultimately, as soon as we are able to confirm with the family the plans for the services and what might happen, we will immediately share that with the public. She had a long tenure in the senate. She obviously was very intimate with the city of San Francisco. You mentioned this a little bit earlier. Can you talk a little bit about i mean, i know part of her part of her legacy is this service. But i mean, there are some challenges now in her in her absence. Can you talk a little bit about meetings . What are some of the initial challenges in her absence that youre like , im not going to have her phone call to help with that . Well, well, ill just say that, you know, there continue there will always be challenges, right . There will always be issues that we have to confront and ultimate, i think that you know, some of us knew her well enough in some ways to know sometimes what she would say or how she would feel about something. And we will make decisions accordingly. And i think that if that her lasting legacy, i think that could be attributed to her legacy because she was consistent. She was consistent in who she was. She was just really a constant presence of strength. She was always consistent. She focused on San Francisco. And yes, she was a senator. So she she focused on a lot of International Foreign affairs, you know, health care, all the things that mattered to people all change is to our gun laws, trying to work with republicans and, you know, supporting democratic causes. So we know it was not even a question about who she was. And i do think that that is definitely a part of her legacy. You mentioned she was very focused on San Francisco. What are the main issues that she would talk to you about recently that she was concerned about with San Francisco . Well, mostly i would say, you know, again, apec was something that she cared about and what that would mean for the city. She wanted us to, you know, continue to stay the course on the work that we were doing in the Tenderloin Community and what was happening there. You know, she was, you know, not happy about sometimes some of the criticism of San Francisco, mostly because, you know, some of it was not necessarily entirely accurate. And sometimes felt like San Francisco was being used in the political arena in an unfair, unjust way. But ultimately, it was always, you know, something related to the city. And sometimes it was something small and sometimes it was something large. So it it varied. Every issue varied, whether it was you know, ill give you an example of one that she worked so hard for. She had a great relationship with former supervisor willie b kennedy. And so when we were fighting for our neighborhood preference, i wasnt even mayor. I was on the board of supervisors. And she her office and this is the pink palace, the place where it was she spearheaded the change from what it was to Affordable Housing for seniors. And when we talked about adding another, you know, 98 units on the property, we wanted to use neighborhood preference to ensure that residents had access to those units. And let me tell you, she was very aggressive about helping us get to yes. When hud told us no. So that is really she just what she did, it was helping us with various issues. Shes agreeing to be part of the solutions of the things that were trying to do. So it really varied when we need it, either a letter or some support for financial resources. His when threats of our support was being made for our transportation line. I remember when caltrans was in jeopardy of losing some already awarded critical funding and feinstein was very aggressive meeting with other senators to push back on that and to get those monies saved. So it was both of the things related to San Francisco, but also just the work that she had to do as a senator and always be willing like every there was never a time when we reached out to her and her office. There was never a time that she said no. When there were things that San Francisco needed as it relates to policy, as it relates to funding, whatever the case is, those were also things that she worked very hard on, very interesting state, of course. Is that something that she told you frequently . Oh, definite. I mean, stay the course is just, you know, the work has to go on and you know it she was an it she was casting votes yesterday. She was casting votes on the senate floor yesterday. This is what she wanted to do. She wanted to fulfill her obligation that she made to the people of the state of california. She wanted to keep going and do her term, and she did it to the very end. And that is, again, truly a test to her strength of spirit and also to her consistency in wanting to see the work get done. Do you think it was unfair sometimes people asking that she should consider retiring . I mean, youre talking about her voting all the way up to the last day of her life. That was some of the calls in the last few years. Do you think that those calls were unfair . I think unfortunately, you know you know , it was disappointing to see, you know, the overwhelming support and the push in that direction. Again, going back to what shes done, her her strength, and especially as a woman in because, you know, sometimes you dont always see that happen in in the same way for men who are in the senate and ultimately i think that she did what she felt was best to do. And she i think in her last vote, demonstrated it that she was going to do exactly what she wanted and needed to do to the very end. People have been talking negatively about San Francisco quite a lot on the National Level recently, especially from critics saying, you know, San Francisco is has lost its specialness. She often spoke and fought for recognition of San Franciscos special. Can you talk about that . Can you talk about any conversations you had with her about keeping San Francisco vital . Yeah and ill just say again what i said earlier, just in terms of how now a days the desire to find something in San Francisco and San Francisco used in that way and part of the conversations around, you know the political people who have gone on to do like senator feinstein, kamala harris, whos our Vice President , and gavin newsom, whos our governor and who, you know, these are really, you know, really incredible people like who come out of San Francisco who become trailblazers and leaders on a National Stage in our country. And the belief that San Francisco is unfortunately, sometimes the target, because the goal is to stop that from happening and to stop the various people who come out of San Francisco and end up in these extraordinary positions from being as effective and to point to San Francisco in that way. But but the fact is, we all know and people especially who come to San Francisco know, we all know that that, you know, San Francisco is like other major cities experience its challenges. And in fact, i was downtown at one of the Office Buildings meeting with some folks who work there and a person who moved here from new york and he said because people hes like theyre always saying, well, you know, is everything okay . Hes like, this is better than new york. This is better than what ive experienced in any other major city. And he said, im not saying that there arent issues, but in comparison , its not what people think it , especially in in all parts of the city, theres a, you know, just a narrative that has been created out there with many people who have not been here and sometimes press who dont live here, who dont walk the streets, who dont catch the busses, who dont have the everyday average experience of san franciscans. And so my hope is that, you know, with what she did and what she did to talk about, to elevate San Francisco, because she you know, she was in d. C. But she was in San Francisco. So she lived in San Francisco. So and she spent a lot of time, um, around San Francisco, especially when she was here. She was always as happy to go out to dinner. People would probably see her at certain places on a regular basis and, and whatever, whether it was a pothole, a sidewalk or the Little Things from the bigger things, you know, really, she still believed in San Francisco as an extraordinary place. Yes. And we had to work hard every single day to deal with those challenges, no matter what. All right. Thank you. Neighborhood in San Francisco are also diverse and fascist as the people that inhabitable them were in north beach about supervisor peskin will give us a tour and introduce is to what think of i i his favorite district 5 e 3 is in the northwest surrounded by the San Francisco bay the district is the boosting chinatown oar embarcadero financial district Fishermans Wharf exhibit no. North beach Telegraph Hill and part of union square. All of San Francisco districts are remarkable im honored and delighted to represent really whereas with an the most intact district got chinatown, north beach Fishermans Wharf russian hill and knob hill and the northwest waterfront some of the most wealthier and inning e impoverished people in San Francisco obgyn siding it is ethically exists a bunch of tightknit neighborhoods people know he each other by name a wonderful placed physically and socially to be all of the neighborhoods north beach and chinatown the i try to be out in the community as much as and i think, being a the cafe eating at the neighborhood lunch place people come up and talk to you, you never have time alone but really it is fun hi, im one the owners and is ceo of cafe trespassing in north beach many people refer to cafe trees as a the living room of north beach most of the clients are local and living up the hill come and meet with each other just the way the United States been since 1956 opposed by the grandfather a big people person people had people coming since the day we opened. It is of is first place on the west that that exposito 6 years ago but anyone was doing that starbucks exists and it created a really welcoming pot. It is truly a legacy business but more importantly it really at the take care of their community my father from it was formally italy a fisherman and that town very rich in culture and music was a big part of it guitars and sank and combart in the evening that tradition they brought this to the cafe so many characters around here everything has incredible stories by famous folks last week the cafe that paul carr tennessee take care from the Jefferson Starship hung out the cafe are the famous poet Lawrence William getty and jack herb man go hung out. They work worked at a play with the god fathers and photos he had his typewriter i wish i were here back there it theres a lot of moving parts the meeting spot rich in culture and artists and musicians epic people would talk with you and youd i view San Francisco almost as a sibling or a parent or something. I just love the city. I love everything about it. When im away from it, i miss it like a person. I grew up in San Francisco kind of all over the city. We had pretty much the run of the city cause we lived pretty close to polk street, and so we would in the summer, wed all all the way down to aquatic park, and wed walk down to the library, to the kids center. In those days, the city was safe and nobody worried about us running around. I went to high school in spring valley. It was over the hill from chinatown. It was kind of fun to experience being in a minority, which most white people dont get to experience that often. Everything was just really within walking distance, so it make it really fun. When i was a teenager, we didnt have a lot of money. We could go to sam wongs and get super soup for 1. My parents came here and were drawn to the beatnik culture. They wanted to meet all of the writers who were so famous at the time, but my mother had some serious Mental Illness issues, and i dont think my father were really aware of that, and those didnt really become evident until i was about five, i guess, and my marriage blew up, and my mother took me all over the world. Most of those ad ventures ended up bad because they would end up hospitalized. When i was about six i guess, my mother took me to japan, and that was a very interesting trip where we went over with a boyfriend of hers, and he was working there. I remember the open sewers and gigantic frogs that lived in the sewers and things like that. Mostly i remember the smells very intensely, but i loved japan. It was wonderful. Toward the end. My mother had a breakdown, and that was the cycle. We would go somewhere, stay for a certain amount of months, a year, period of time, and she would inevitably have a breakdown. We always came back to San Francisco which i guess came me some sense of continuity and that was what kept me sort of stable. My mother hated to fly, so she would always make us take ships places, so on this particular occasion when i was, i think, 12, we were on this ship getting ready to go through the panama canal, and she had a breakdown on the ship. So she was put in the brig, and i was left to wander the ship until we got to fluorfluora few days later, where we had a distant florida a few days later, where we had a distant cousin who came and got us. I think i always knew i was a writer on some level, but i kind of stopped when i became a cop. I used to write short stories, and i thought someday im going to write a book about all these ad ventures that my mother took me on. When i became a cop, i found i turned off parts of my brain. I found i had to learn to conform, which was not anything id really been taught but felt very safe to me. I think i was drawn to police work because after coming from such chaos, it seemed like a very organized, but stable environment. And even though things happening, it felt like putting order on chaos and that felt very safe to me. My girlfriend and i were sitting in ve 150d uvios bar, and i looked out the window and i saw a police car, and there was a woman who looked like me driving the car. For a moment, i thought i was me. And i turned to my friend and i said, i think im supposed to do this. I saw myself driving in this car. As a child, we never thought of police work as a possibility for women because there werent any until the mid70s, so i had only even begun to notice there were women doing this job. When i saw here, it seemed like this is what i was meant to do. One of my bosses as ben johnsons had been a cop, and he i said, i have this weird idea that i should do this. He said, i think youd be good. The department was forced to hire us, and because of all of the posters, and the big recruitment drive, we were under the impression that they were glad to have us, but in reality, most of the men did not want the women there. So the big challenge was constantly feeling like you had to prove yourself and feeling like if you did not do a good job, you were letting down your entire gender. Finally took an inspectors test and passed that and then went down to the hall of justice and worked different investigations for the rest of my career, which was fun. I just felt sort of buried alive in all of these cases, these unsolved mysteries that there were just so many of them, and some of them, i didnt know if wed ever be able to solve, so my boss was able to get me out of the unit. He transferred me out, and a couple of weeks later, i found out i had breast cancer. My intuition that the job was killing me. I ended up leaving, and by then, i had 28 years or the years in, i think. The writing thing really became intense when i was going through treatment for cancer because i felt like there were so many parts that my kids didnt know. They didnt know my story, they didnt know why i had a relationship with my mother, why we had no family to speak of. It just poured out of me. I gave it to a friend who is an editor, and she said i think this would be publishable and i think people would be interested in this. I am so lucky to live here. I am so grateful to my parents who decided to move to the city. I am so grateful they did. That it never greets greetings and saludos. We recognize the efforts we have made in our community. We brought creativity and passion to every corner of our great city. From los angeles mission, to our comida. Let us celebrate the unity and perseverance and shared dreams. Its not just a celebration but a reaffirmation with a shared vision to embrace all. This is to ensure and embrace our community. And let us not only think of our past but our future. I was born and raised here in San Francisco and retired in 2020 from a senior manager position with the sfmta to after 32 years of service. But as i mentioned and what im doing now is important work that i am many of you are doing on behalf of our community is that work is never done and should be reflected in all the work you do and all aspects of your lives. We are brought together by our ancestors is to fulfill the prophecy of the eagle and the condor. The prophecy tells of this time when the Indigenous Peoples of the north and the south earth would reunite to renew you and protect our original knowledge, strength and connection to our earth. Mother this is a time of reconciliation. Mission. Reunion education and healing of all the land and all its peoples. In case you dont know the eagles and the California Condors have begun to nest here in the bay area for the they know its time. I hope everyones ready for a celebration tonight for extraordinary honorees as we want to make sure that we represent our leaders in labor tonight who are here that i have, that we that we have recognized and some who will recognize a little later on in the program tonight. But, of course, Kim Tavaglione from the labor council, olga miranda from local 87 are elected leaders. Shamann walton, asha safai, aaron peskin and of course, our latina elected city supervisor from district seven, myrna melgar, who our afrolatina District Attorney brooke jenkins. Tonight we celebrate latinos contribution to our city and affirm our rights to dignity, equity and inclusion. Somos San Francisco. So we are San Francisco. As National Political players seem intent on denying the contributions, dignity and rights of our our community deserves, it becomes ever more important to recognize and reinforce our diverse local Latino Community and the work we do right here at home. When San Francisco stands on the right side of her story, we set the course for other cities to follow. Our city values of inclusion, opportunity, Racial Equity and justice are alive and well, but reflected in the work of tonights award recipient. Tonights host, Committee Members and of course, all of you here to join us in celebrating the Latino Community and our beloved city, a city for all we know that our work is far from done and that the equitable recovery we wish to see for our city requires all of us. And that means you to our city administrator, carmen chu. Together, we work to support our Small Businesses, our vendors, our merchants as we continue to navigate this postcovid reality together, expanding our collective work on on the collective work during the pandemic. The Community Hubs offer bring a right to recover, connecting people to good paying jobs, invest in our leaders and organizations, creating opportunity for our diverse latino constituencies to thrive , creating new Resource Centers to respond to the needs, rights and aspirations of our immigrant brothers and sisters, the very people that fuel the economic engine of our city, our state and nation. I want to take a moment to thank mayor breed and the board of supervisors for your support and investment in carsons new home and community Resource Center here at the intersection of the tenderloin, soma and mid Market Community. And lets highlight some of our National Significance as well. In 2020, latinos came out and voted. We voted for democracy, for equality, for justice, and for the country that we helped shape and vision and are committed to you. And we will do it again in 2020. Four generations of latinx leaders have and continue to shape the environment that we live in from our pivotal role in the civil rights movement, including the landmark case of mendez versus westminster of the 1940s that began to crack those racist walls of segregation to the organizing years of cesar chavez and Dolores Huerta, whose monumental efforts to bring our communities together in nonviolent since black brown, brown native and api in the name of dignity and respect, remains so significant that we etched their names in the awards that we hand out tonight to the journalists who told our stories is brought us information we could trust and educated our communities. When Mainstream Media refused to do so from the posters you can see. Thank you, Ralph Remington that you can see next door the focus on our advocacy and our fight for rights in our community to the murals that brighten our streets in la mission and tell our stories of pan latino unity and solidarity. And william, i am so in awe of you two because of the work that you do every single day to uplift and to support start Small Businesses in San Francisco. I know as a native you love San Francisco, but you love San Francisco and you love your Community Even more. And let me tell you, the work that he did is the way of the future for what we need to address food security. He helped during the global pandemic, make sure that we were making a connection between the community and the people who needed the support and the cultural competent grocery stores. The places that sold the item arms that the community needed to buy so that they were able to make their own decisions and take care of their families. And it was a brilliant model that we need to continue to replicate in this city. Thank you so much, william, and congratulations. And i want to say to carson piedra, who is the first latina to lead and to lead the Teachers Union in San Francisco, let me tell you what i appreciate most in everything that she does. Yes, its important that she takes care of her membership and she takes care of the teachers, but she cares so deeply about the students and their success. Yes. And she is willing to do whatever it takes to make sure that she is fighting for teachers and educators as a whole and that our students receive the kind of education that they need. And deserve, especially after the challenges of a global pandemic. The bridges that shes been able to build with parents and with other people whove had challenges in their various communities, have just really made me develop a profound amount of respect for your work. So congratulations and thank you so much. And let me tell you this woman whos getting the Lifetime Achievement award, she is somewhat of a quiet force now. You see her on telemundo. And, you know, shes reporting shes, you know, giving you the facts. Shes providing the information about the community. But you know, when you dont have some times great journalism, you really cant appreciate and respect all the extraordinary work that she does to make sure that this community in particular is well represented, that the fight and the struggles of this community are shown and documented for over 20 years, shes been in the cameras. In your faces, asking the questions , promoting the stories that would never, ever make it to television. If it wasnt for her. She has been doing this for over 20 years, and she took it even further during the pandemic to make sure working with the Latino Task Force, when we needed to make sure people understood the resources that were available for testing and for vaccinations and our rental assistance and all the work that we did together, she she highlighted those stories and made sure that she helped us get the word out in an extraordinary way. So we are so grateful. Three amazing young people who serve the city and county of San Francisco well, who should make us all proud on a daily basis. We are here to honor you and recognize your commitment and your legacy. But i also want to take an opportunity to go a tad bit off script, because i do think its important to acknowledge someone who was a part of the planning of this event, but who has been a part of planning this event for the past couple of years, who continue to work with the committee, who work with my office to deal with the challenges around Job Opportunities and employment, who was always available to work with the Latino Community and the Latino Task Force, who made sure that there was a relationship that existed with labor. And i understood what was happening on the ground to make sufficient changes to address these issues. Some of you may have heard that josh asked at the end of the month will be taking on a new role and i am so proud of him. Im so grateful for his friendship and his service to the city and county of San Francisco. And i just want to say, josh, thank you for everything that you have done for this city and for the people of San Francisco. We love you. We appreciate you so much. And. It is always so important that we acknowledge people for what they do because these individuals who were talking about. Yes they are doing a job to a certain extent, but theyre also doing what they love for the people. Theyre doing what they can to uplift the history and the latino heritage in San Francisco, to make sure that there is a real connection between what is going on in City Government and how were allocating resources and how were being held accountable and how were making that work for the actual average, everyday people that are living the lives in the communities. We appreciate you all so much and we appreciate so many of our leaders and folks who continue to carry the torch to carry on the legacy to remind us of our history and whose shoulders we stand on and what we need to continue to do to make sure that we are preparing and taking care of the next generation. So that those stories are not lost, so that this heritage is integrated into what San Francisco is. We are a truly amazing, remarkable city, but we are not that without the people, our history, our diversity and our culture. He believed that the loving touch of this most precious Community Resource s a teacher could educate a young heart better than a book could alone, and that they had the power to the advance the lives of our children, our families, us, our communities, and our collective future. Thats why its my honor to introduce our first awardee for this evening, an advocate who has shown true strength in shining a light on what our teachers and para educators need for the benefits of our schools and our students and our communities. Cassandra curiel. You heard it from the mayor, the first latina president of the united educators of San Francisco. For our community, the opportunity gap is no stranger. We saw its disproportionate impact most starkly during the pandemic, and we see it widen when our schools do not have access to the resources that we need for our community. We understand the value of organized labor and having someone at the helm who is not afraid to fight for fair wages, safe working conditions, stable jobs. We know teachers dont choose this profession because they were promised a big paycheck or a short workday. We know they do this for something more for love for the children that they serve. And with respect for how important this role is in molding, shaping and educating all of us, we understand the importance of substantial and significant representation in the classroom in our union halls and in our elected offices and how inspiring is it knowing that in our community and our Educational Needs are represent with a powerful latina in charge. A latina who is a bridge builder, unapologetic in her fight to support those in our city who need our care the most unapologetically latina, unapologetically union to all of our labor leaders in the house, we thank you. And we recognize you together with cassandra for all of your accomplishments. And to you, cassandra, our 2023, cesar chavez labor awardee. We congratulate you. Bienvenido those. Thank you very much. Thank you for the honor of this award. I am a teacher. I am a president. But i am an eldest daughter and a Second Generation Mexican American raised during a time raised during a time in our States History when there was a war on spanish and it hit our schools and impacted my own upbringing. And like that period , our community has had to struggle for every recognition we have won in our city, in our state and in this country, we are in a critical moment now for Public Education and also for the working people, the immigrant and latino people of our city. As just one example, it was heart wrenching today to hear that our sfusd families are sfusd students who were at a press conference are facing homelessness. And i know that this is a serious issue and a long standing issue from personal experience working at Visitacion Valley middle school for 11 years without the available spots or vouchers or support system. We have to draw attention to this particular issue because it affects our work as educators in our classroom and in our schools. Our students learn best when theyre housed, when theyre fed, when theyre cared for. And its just one of the many reasons why were fighting for community schools. If we prioritize the wellbeing of our whole communities, then we will all thrive. I am deeply committed to advocating for these needs and for the rights of our community and all marginalized communities in building unity, we need to build solidarity. We organize, resist science. We defend our rights. And my role as a labor leader and as an educator is in that tradition, in the same tradition as cesar chavez and Dolores Huerta and the thousands of other Community Leaders named here and those in this room who do this work day in and day out. And it is part and parcel of a larger tradition of the Labor Movement and of educator unions that usf led the way in Getting School level access to testing and high quality masks for students. During the 20 2122 covid waves. When we were back in person again when we donated our stimulus checks in an effort initiated by our now executive Vice President , frank lara, when he recognized that our undocumented families and School Community were getting hit hardest during this pandemic, we are proud of our heritage, our heritage of resistance, our heritage of collective strength, our heritage of community, a community built building to be part of the solution. Truly embodies the spirit of this award and the spirit of our beloved carissima Rosario Anaya, whos watching us arriba hes a native San Francisco, an a leader in the mission district, the excelsior and latinos, San Francisco and is the founder of cartagena council, which focuses on uplifting latino businesses, specifically those who were hit hardest during the pandemic. He has a long history of working in Hospitality Industry and, more importantly, of service to the community. Atty. William represents the best of San Franciscos creativity and ability to get the job done. His contribution options are immeasurable. Thank you, william, for your dedication. No matter where we rich, poor , it doesnt matter. We were at the Mission Food Hub serving that food in the thick. We ran towards the fire and now our population is actually the only population in San Francisco that actually has grown. Esto es Nuestra Gente. And im here just to thank people, my beautiful family, the sacrifice of the hours i give for community. My mom, may she rest in peace. The homeboys from the streets that keep me always grounded. She raised me. She nurtured me when my mom was fleeing el salvador, she embraced my mom, undocumented and all. When people didnt believe in me, she did. She gave me second, third, fourth, fifth chances. She introduced me to culture, to she was my economics professor. She instilled in me empathy and compassion in and gave me life lessons that at the time i probably didnt understand. And but she was always just and always fair for that. I appreciate her and i will never stop defending her and i will never stop contribute to her. And if you could ask my kids that were born and raised here, kids say aloud, whats the best city ever. The recipient of the Dolores Huerta Lifetime Achievement award embodies the principles that dolores taught us that every minute is a chance to change the world, that every moment is an opportunity to organize, is the recipient of this award. Has been and is that trusted voice in San Francisco and the bay area for the immigrant and Latino Community. His through her Spanish Language reporting, she uses her platform to amplify issues that matter the most to us. As a trailblazer in her field, she spent ten years as a sole San Francisco reporter for telemundo and has received multiple emmys for her journalism. But shes not just a reporter. Shes a leader, a leader who knows that a trusted voice matters, that a trusted voice can save lives. Immigration in health care, politics, local and national, lgbtq plus rights, Domestic Violence. These are just some of the issues that shes tackled so many stories that can and should be celebrated. But id like to take a moment to focus on her coverage of the global covid pandemic working, collaborate safely with our city and our latino leaders in community and at large. Pilar knew intimately that the Latino Community, many of which were essential workers on the front lines, needed information, needed it fast, needed it correct. Needed it right. It needed it from someone they could trust in the dark, early and uncertain days of 2020, when things were real bad. Pilar was right there with us. She saw us. She saw you. So many of you here today in this room. Who stepped up and helped save lives as grandparents, fathers, mothers, daughters, sons, our loved ones. As she brought our stories to the forefront of everyones minds to show that our collective experience and our trauma demanded vital support from government at every level and our greater community. She brought light to the heroic efforts of the ecosystem of latino organizations, leaders and the essential role that migrants played and so much more. The stories of how, again, the very people in this room made it so that San Francisco had one of the highest vaccination rates and the lowest death rates across the country. She. Threw everything that you do, pilar. You put Community First in your coverage in your stories, in your life at home. Good evening. Buenas noches. A todos es tambien. One day when i was about 13 years old and living in my native bogota, colombia, for who . My father asked me. What do you want to do when you grow up . I remembered that i quickly replied. I want to change the world. He smiled at me and said, yes, pilar, at your age, we all want to change the world. What i never imagined is that years later i would end up here in San Francisco. Chico, a city that has in its dna that same objective of to change the world for the better. Some of the stories i have covered during these 23 years in the San Francisco bay area are a good example of that. Lets start with a struggle to allow the matricula consular to be used as a valid form of identification for immigrants. That happened in 2001. You remember today is a reality across the nation. The driver license for undocumented people, the gay marriage. How many times workers want on a strike asking for 50 more cents per hour or 1 after the occupy movement, we saw increases of 3 per hour. The Latino Task Force , a National Model and nationally recognized model of how to serve our community. All these movements that i have covered, if they were not born here in San Francisco, they certainly received plenty of attention, energy and fuel in our area. So a major breed, dear friends and family, the honor has been mine and keeps being mine to be able to witness and report on these issues. In fact, it is San Francisco that saved me from becoming cynical about reality. San francisco gave me hope and more importantly, keeps giving me hope that we can work on the root of our collective problems and find real solutions. Premium. Miss padres estan aqui presentes. Whats really important is on your seats because it talks about the fiesta de la maricas when it was celebrated and a lot of you know is that i document a lot of our history. Its mostly not from books but from oral histories. The native american tradition in first voice and also know from the spanish newspapers that were here when the borders changed. And a lot of our history is documented in these papers as well as Current Events and poetry. I the next ones is special to so thank you an lets give a big round of applause for ann cervantes. Under her leadership tip is why this carnival mural is becoming a historical landmark in San Francisco. And its appropriate that here in the 45th anniversary of carnival San Francisco, its happening. So thank you. And i really person we want to tell you muchas gracias and you know i love you dearly we have something very, very special today for somebody that that we love dearly, somebody that. For me and its real hard for me to bear with me is somebody that i admire. I respect. Ive learned to love seeing him as a family man in growing his children and a man that. 24 over seven is going and going and going, you know, and theres just a certain amount of people that will do that that will just give and give and give and give and so at this moment, id like to ask my brother, joshua, ask from another mother to come up here. So first we want to give you because as for carnival, you youve been an angel to us because theres always something that comes up and you know, and theres certain people that i can go to and count on that are not going to say no. And so for carnival, on behalf of our family of 45 years, thank you for all the times that youve been there, problem solving and getting things done for us when we need it. You on the low riders . And i not only call him on carnival, but for the San Francisco Lowrider Council. You know, we have an annual king of the street event, and were having a hopping contest. And there was some dispute one year about who jumped higher. And so the following year, i called brother josh arce and i told every member of the Lowrider Council i got the biggest mexican man, the tallest mexican man that will make sure that hes right. Heads. How high your car hop. And so he has become the official tallest mexico man for the San Francisco Lowrider Council annual hopping competition. And theres no undisputed arguments no more because of this brother. Wait, wait. Im not done. You know, ill tell you when you can go. Okay, folks want a party. Thats the thing. We are want to eat and drink. And the last guest on behalf of the Latino Task Force. 24 to 7, madam mayor, i want you to know that he was there for us. 24 over seven, 9 00 at night, 11 00 at night. We one in the morning, six in the morning, seven days a week. When ever we needed something. He was there for us. So we do not normally give these out because theyre theyre very special. And theres only an event that we do this annually. But collectively we decided that wed go out the box and give this special award that we give out in the mission district, which is called el corazon award. Thank you, salma. Joes ice cream in rich mondistrict since 1959 and we are proud to be registered a San Francisco legacy business since 2017. And we offer more than 50 flavors of homemade ice cream. Built a beautiful parklet outside funded by donations from over 200 neighbors and friends and i think this really shows how joes ice cream and our Community Like lives together. So you see our mission is to serve as a Fun Community hub in San Francisco and richmond district. So, i hope that we can stay this way for many years. We have been in business for 18 years and we first opened on garry street in San Francisco, and now we are located in a beautiful historic building. And we are part of the Historical Building founded in 1776. At the same time as the Mission Delores in San Francisco. our Specialty Food is food from central mexico. Its a highend mexican food based on quality and fresh ingredients. We have an amazing chef from yucatan and we specialize on molotov, that are made with pumpkin seeds.
